[Music] [Music] [Music] [Music] good evening and welcome tonight is Monday May 20th 2024 this is a regular meeting of the minaka city council I will call this meeting to order and ask you to stand and join me in the Pledge of Allegiance I pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for [Applause] all Miss England would you please call Ro Calbert here ra here kley here Foster Bolton here sha here Wilburn here where some here next item is approval of the agenda and we have an agenda so Mr Funk uh thank you good evening mayor and councel I have four items for your consideration on tonight's agenda the first is related to item 10 C which is Wood Haven at motanka staff re staff received an additional comment from hanpen County after the distribution of the packet and staff report last week so you do see a comment from Hanan County and that is addressed in the agenda the second item is is related to 10e which is the 2024 Community survey and Merit program the summary of the findings or the executive summary is now attached in your packet so we did receive the executive summary after the packet was posted from last week so there is that uh I think it's about a 12-page document that summarizes the community survey results the third item for your consideration is related to TW item 12a which is an ordinance authorizing and regulation of the the the conduct of lawful gambling repealing and replacing section 605 of the minona city code staff received an additional comment from a local business after the publication of the staff report and the resolution so that is included also in the agenda and last is related to item 13A which is a temporary on sale liquor license for unmat Brewing staff received a comment after the publication of the staff report and that too is included in the agenda so those are the four items for your consideration I turn back to you mayor and Council thank you all right thank you Mr Funk um Council any um is there a motion Council M Calbert thank you mayor I make the motion to approve the agenda yes weome yes motion carries next item is approval of minutes and we have none of those tonight so that brings us to special matters and we have two the first is a report from the exceler Lions Club so I invite a representative from the Lions Club to come and um please introduce yourself and uh let us know what you have to say good evening good evening Mr Mayor and council members I am Jim Fatam I'm the community liaison officer for the exceler Lions Club and i' just like to give you a brief Club overview and talk a little bit about uh the Lions Oran organization and what we're doing um first of all the Lions International is over 100 years old um I have some history information to share with you here um we were started in 1917 and in 1925 we had our annual convention and one of the attendees of the convention was Helen Keller who approached us and challenged the Lions to become Knights of a of the blind that was a very pivotal moment in the Lions organization because it helped us establish one of our key pillars of the prev ition of the loss of sight and so that's a very exciting thing that a lot of people don't know about the the Lions um there are some other important key information here one of which is that the um International Lions International Foundation was uh put in place in 1968 and that's a global Foundation which brings to the world the philanthropies that we bring um down here to our our local level and so there are is some some compelling information to share there with you we have large-scale humanitarian projects it relies on donations just as we do on the local level um but there's also a billion dollars in Grants awarded to date so we are one of the largest philanthropic organizations in place I mentioned that we have our core uh five causes that we support they are prevention of diabetes as I mentioned Helen Keller helped us become Knights of the blind and so we have the prevention of the loss of eyesight we have hunger initiatives we have environmental initiatives and we also have the prevention of Childhood Cancer locally the exceler alliance Club has a vision statement and that is simply we serve we are here to um we are here to support our community and to raise funds for the community and to provide service hours for those in need and we have uh our Five Pillars that we focus on but we also have the ability to do other things in the community um we recently established our vision statement and our mission statement to more clearly Define what we do but at the end of the day we serve and we are here to serve for those in need um specific to the exceler Lions Club our our club has grown exponentially in the past six years six years ago we were on the verge of Extinction we only had two members and we're pleased to say that we've grown and now we have over 65 members we are the largest and fastest growing allance club in our district and in the state of Minnesota and we attribute that to our passion our networking and our our future growth of providing uh service and programs for those in need in the West Metro um we are currently in the process of developing our philanthropic Vision to help identify our future goals and spreading our uh plans and initiatives into the surrounding communities um having this clear understanding will help us identify causes and continue to do the work that we're doing um for various fundraisers and initiative that we initiatives that we've had so far we do have our our annual Classic golf tournament which is our largest fundraiser last year we raised $35,000 at that event Alone um we've initiated a meat raffle in exceler we've initiated a Lego Pub crw which helps to raise money in support of children's cancer research but also has donate Legos that are donated to the University of Minnesota children's cancer research hospital and the Masonic Home uh cancer hospital for the kids to be able to play with those while they're going through their treatment um so that's very important and dear to ours um we actually went to one of our district Pub crawls and saw their model and were able to replicate it for the past two years in excelsia and we intend to do that annually as we go forward um monthly we support the Mount Calvary Community meal program that's open to Residents anywhere from the West Metro um we also collect eyeglass colle or eyeglass donations and that goes back to the Helen Keller requests that we be kns of the blind so we've uh collected over 2300 pairs of glasses that we're putting back out into the community for those in need that don't have the ability to get their um eyeglasses through other means um further to that we have the funding to support food and hunger initiatives we support we can in the West Metro the I Food Shelf we've donated money for a community park that is on the border of uh exceler and minetonka in an area that's highly dens Den high density uh rental property where there is not a lot of um play space for children so we've identified the need to have um a safe place for them to play in a park that's being built and we've supported that in the community um I listed on the next slide for your review just some of the ways that we've distributed over $51,000 and I've covered most or not most but I've covered some of the things that we do but here's a a a comprehensive list of the things that we've done with our money to support um programs in the local community so I'd like to share that with you and then the reason that I'm here with you today is because we learned recently that the Minon allance Club has closed and we would like to extend our support into your community um we want to increase our visibility by networking with other groups uh charitable organizations and community community Le leaders to help in our success and connect with those in need so my ask simply of you is to be aware that we exist and we look to your community to advocate for us when appropriate support us help create awareness bring to us and help us get in touch with those in need we've been successful in supporting many of the programs that we have strictly by word of mouth and connecting with other um programs and entities where we can dedicate our time and Financial Service um so I would ask for you to know about us and help bring people to our attention that we can help um I'd also like to extend an open invitation for other members of the motanka community to join our club um We are continuing to grow we're excited about that and we want to fill the void that was left when the minona alliance Club closed we're aware that some of their members went to the Hopkins club uh and others retired but we want to open up our club as a resource for members in your community who may want to be a part of what we're doing here um so that said we meet every second Wednesday at noon at Montego blue and exceler we do have an evening Social Hour the last Wednesday of each month and we just like people to be aware that we're meeting and what we're doing and invite anyone to join us who would like to do so um something about our members that I'd like to share is that um we may participate in service opportunities as much as possible our members are encouraged to find their own passion and even if it's not something in the Five Pillars that I mentioned earlier they can certainly support that and represent the Lions at the same time so with that we we look for members to join us who are just passionate about doing good in the community and being a part of something great um and so we pride ourselves on local state and international activity and just getting out and doing good into the community so um just about the Lions we are the largest service organization in the world world with 1.4 million members in over 200 countries with more than 488,000 clubs worldwide so thank you all for your time and for letting me introduce us I do have my contact information if you're aware of a program that needs support or service hours or anything that we can do in the minaka community please don't hesitate to reach out we really want to have a a presence and a visibility as neighbors and as supporters of the entire West Metro we are here as a resource for you and we thank you for your time thank you Mr Fatam um I don't know Council any questions for Mr Fatam well I just want to I want to oh go ahead council member wurn I was just going to say really quickly that my dad was a lion and so I was aware of the um eyeglass collection and the and the uh emphasis on on on preserving site and um just thank you for coming and presenting and and for all the work that you do thank you Dr Wilburn thank you um and I just want to say thank you so much I'm I didn't know that the minona alliance Club had closed and so you shared some information I didn't have previously um but I appreciate your good work and and to those two uh two members who uh um have stuck with you and are now 65 congratulations on that good work and and um your work is important and uh feel free to come back anytime to report on what's going on and if you have a special event that you want to make people aware of you're welcome to come um and um and let us know um because um again we really appreciate it and now that I know when you meet I'll probably try and show up um one of these weeks and thank you so much okay thank you so much I appreciate it have a great evening you have a great evening as well thank you so next item up is um we have a Communications update and Miss Damen is going to introduce that yes thank you mayor and Council I'm excited to welcome Andrew Wittenberg up Andrew serves as our Communications and marketing manager Andrew oversees this really small But Mighty team who is tasked with all the internal and external City Communications um some notable items include the monthly Mina memo they do the Thrive newsletter with Community Development the city website and all our social media channels so Andrew will be sharing more with the Council on the behind the scenes work all the things are tracking analytics they look at um it's quite astonishing we've seen it at leadership level and it's really cool so I was sharing that with you tonight so you can get a little bit more insight onto what kind of goes on behind the scenes so that I'll turn over to Andrew Miss D thank you mayor council thanks for having me I get to come and visit with you every once in a while uh and I always like to hold up uh and I didn't bring it with me the Strategic profile because we regard that as the voice of the council uh and it's with us Mission Vision all of that um all the time and so I'll talk a little bit more about that in just a moment but first uh you know if you work on the communications division you a lot of times are a journalist I'm not a journalist anymore but I was trained as a journalist and so what we deal with a lot all day long is the who what where when why of communications do I get to move the slides or how do the slides move down where there pull it oh goodness gracious I'm the communications manager I should know that for our purposes tonight I really just want to focus on the who what and the how of uh what we do here here's a map of the city of motanka and I think you've seen this information a lot population of the city more than 54,000 24395 households that's comes right off of what the Met Council and the census be and other information they deal with but we're also considered a regional destination so You' probably have seen the data and the studies that have been done that show that minaka has 2.3 million visitors on a monthly basis are coming into the community so when you look at it from that audience perspective of who are we talking to well we have about 29,000 households businesses that receive the nka memo or other Publications that we distribute on a monthly or quarterly basis we have about 39 almost 40,000 subscribers to our email system they have signed up to get messages from the city and then our social media channels and networks uh those accounts we probably have about 25,000 followers subscribers people who are following messages of this and you met with Mr Leatherman last week or the week before we talked you about Community survey and I think that this slide also kind of gets at the essence of what we think is the minona brand and we recall he said that minona has that Hometown neighborhood feel to it the community grew up through Village centers into a lot of people still very much feels like their Hometown their neighborhood but we're also a regional destination and we're called upon to be a regional leader and we're thought of very much in that way and that didn't just happen yesterday I me rale has been around for more than 50 years Opus has been home to headquarter companies for probably 30 to 40 years so I think both things are true about the community and we see that in the communications we do too it has very much a neighborhood feel to it but also has that Regional perspective that people expect from us as a community so what do we do in terms of communications well we have a website and so the website really would be considered that place where all the information is gathered there's probably more than 700 Pages there and I'm not a farm kid but one of the things we talked about is sometimes you have to sweep the barn a little bit it can become very very Laden with a lot of pages the documents are there council meeting minutes going back years are all accessible there but in terms of pages you go to for information they need to be refreshed and refined and I'll show you how we're doing that in a moment uh print Publications probably very familiar that Mr letherman told you last week that so many people know the minona memo by its name they don't call it the city newsletter they know what it's called I haven't been to a lot of organizations that have a brand recall like that and to have something that people know that way is a huge benefit to the city I'd say probably one of the biggest ways for us to get people to take an action is to have them receive an email or text message from from the city well more on that about in a minute um that's maybe not my favorite picture of there of a winter storm warning but we also do furnish alerts to the city uh the people in our community and surrounding it more than likely has to do with some sort of civil or or Public Safety emergency uh and it can be in the moment and it can be also done by hopen County Emergency Management in addition to the city uh probably one of the biggest growth areas and I think this is maybe doubled in my three years here the social media channels that we now feed we got two more Facebook pages recently an Instagram account the city now total has 12 face uh I'm sorry social media accounts that we manage we're telling more stories through video that picture there is of origal Commons during the uh the the Lights Festival I think right around the holiday season um you know they say now that more than 80% of the internet traffic is driven by video that's streaming services but that's also your kids my kids watching YouTube videos watching how to do things and so we even do that here at the City how to plant a tree how to take part in a program but we also use that for the entertainment value of how people might follow information from the city and then I'd say there's that other category signage Partners I think one of the things we're concerned about and it goes back to what you've put in the Strategic profile to be an inclusive community we want to be concerned with how are people accessing the messages and are they actually getting the messages and more on that in just a moment as well so let's look at the website more closely on the left you see a public works page that page is going to be changed the next week or so you'll see there's more text there it's less visual you look at the next one Recreation facilities and entities this is some of the work we're doing to make our website more mobile friendly more accessible so if you're out and about and you're consuming our website on a digital device easier to do it by clicking a button than having to scroll around and open up an accordion the next page sort of reflects that as well is information presented in a mobile format that's big accessible and usable in that way when people are using our website we expect that they're scanning they're not reading a lot they're looking for keywords bulleted items and each click should take you closer to the solution or to the destination that you're trying to find they not happening that way that's a problem we actually do some quality control scraping of our website so we can see what pages maybe don't work so well what are the most popular Pages what are the least used Pages how when we improve that experience we can see what people are searching for maybe we can help them improve upon that search and and then it's important that storytelling we really do find is a more inclusive way that way that cuts across even Language and Cultural barriers so sometimes if we can sell information about the city in a fashion of a story it helps us uh connect better with people minona matters is the community engagement website it sometimes sits within our basic website but the community survey show that people really do know it now I think 68% or 58% they had some familiarity with minona matters the slide that you see before you uh goes back to January of 23 so if you look at the very uh the very left side of it that's when the council was considering whether to purchase the marsh and we went out and asked people they have an opinion about that and you can see we are upwards of 6,000 in terms of activity um we had a bit of a blip higher in the fall last year that's right around the Citywide open house where a lot of our departments and divisions are asking for feedback you as a councel were asking for Community feedback and you'll see in recent weeks here that number or that line has gone up again because we are actually out there again soliciting feedback and we you know you aim this tool to be something that helps guide your decision- making if you notice the very bottom that blue line those are contributors the very top line it's a really dark blue line those are people have purely visited the site and so I think one of the things we're trying to do is not only raise awareness of City initiatives and programs but get more feedback that can be shared getting an email from the city is probably the best way to get someone to take an action we sent an email recently telling people about the tree sale that's all we ask them to do is consider the tree sale got really great recall so we have nearly 40,000 subscribers that engagement rate of 72% I think that's somebody trying to sell me a really great product I don't know that I really believe 72% what I think more often happens is if you click on an email from the city and you open it up our open rate is usually around 40% that's great I think what they're trying to say is if you've clicked on some sort of email in the last 9 90 days you're in that number that's great but what we do find is that an email or a text message from the city asking you to take part in some action is really a great way to get through the most bulletins that we send they Council agendas their information about this what this council is doing before you take action and after you take action employee news and employee recruitment that's the next biggest topic for us and then Community News as well uh city of minaka social media so a lot of squiggly lines here I'm just going to call your attention to what's new here and that is the yellow line LinkedIn and I wouldn't be the only city Communications manager saying this this is happening locally and all over the country LinkedIn is now regarded as a positive engaging platform people feel like they can go there and get meaningful information and learn about what's happening in people's lives and their careers and so the city does this as well um you'll see a blip right there in the middle of the month and I'm going to explain what that's about but that I think purple line is Facebook and Twitter and Instagram are in there as well um we try to be the most engaging we try to have interesting entertaining comment and I think one of the things I would say about social media and you heard Mr letherman say this I think last week people are now willing to admit they get their news from social media and it showed up in their Community survey that people are now saying I go and get me uh news about the city that way this is the month of April and this is really good looking slide but there's other things to tell about here these purple or turquoise lines so I believe someone on the council suggested that the city could get involved in the Meetup program where there's a safe Spate to uh do Commerce transactions at the city that story really took off it was the most engaging thing we did in social media in April other things are pretty predictable if we do news about public safety personnel um the F new fire chief or Captain Gardner retiring those always get really high recall and so I'd say by and large a lot of our social media is driven about people making accomplishments doing things as well there's one thing that's not on here talk about it in a moment but we did have that shooting incident in April um that got a lot of attention it just wasn't something that we talked about on Facebook we talked about on other channels and it just doesn't make much of a blip here in social media finally how do people reach us I really do want to emphasize that one of the things we're looking at now as a city and I think industrywide is the growth of mobile and how we need to make sure that we're doing everything we can to be really accessible on a mobile platform there you see uh that's not our post on the left there saying officer down but that is our information and frequently now we're in a world where our information is being picked up but it's being shared elsewhere it's on us to stay ahead of that to make sure it's accurate to make sure it reflects what's really going on so uh one of the things that we look at now is where's phone penetration 97% of Americans have a phone the one I think is more surprising is 90% now own a smartphone and that has just jumped in the last 10 years about 10 years ago that was more in the 30s so a lot of people have a phone 15% though are smartphone only users this is their only computer the only way they can reach us and probably the biggest barrier to reaching us sometimes is they don't have good Broadband connectivity at home so we try to look for other ways that how can we reach you we have trusted Messengers we uh I would say if it's a a housing matter a rental matter we now know that we can talk to housing managers multihousing managers and we can get information not just about housing resources in the community but about events going on the community what are messengers and partners in the community that we can reach and make sure that they share our information as well and we can try and break through finally that's the Strategic profile and I just point out a couple of phrases that this was something that you formed as a council I believe around 2020 and I know you're working on a new one right now inclusive community committed to Excellence quality Dependable Public Services beautiful sustainable healthy environment and provide affordable aordable activities it says but it should be affordable activi the that's my spelling there apparently um this is the June memo that'll be coming out next week and I just want to point out one of the things we do is when you set a course for us you develop themes we try and pick up those themes and run with them as a message so you know on the cover uh we're doing really a salute to Summer and the very first thing we want to say about it is the city provides a lot of free and affordable activities because that's a value and that's a a message a strategy that I think you wanted reflected in City Communications uh two on the left we uh talked now about an equity toolkit that has been developed here at the city where City programs and City initiatives are now run through an equity toolkit to see are we in fact doing what we can to make sure that those services and those programs are provided in an equitable Manner and then finally there's a tennis forall program that just started wheelchair tennis at the Wilson Center and so what we try to do is get a good mix of events in the community news about the community and programs that people can take part in to have their uh their activity and engagement in the community that's I think all I want to tell you about what's going on here I'm happy to take questions or mayor you can tell me what you think you'd like me to do next well Mr wiberg thank you very much um very informative lot lot of information there I'll turn it over to council if they have any questions or comments they'd like to make I'll provide that opportunity and if not we'll uh we'll keep or Council M Calbert you do a lot and it is appreciated thank you for saying that actually I do want to say that back to you as well thank you for actually recog izing that because I think I've heard that said on a number of occasions and I I don't want to speak for City staff but I think in a number of occasions you a council have indicated that there's a lot going on there's a lot to say and I think one of the things we try to do council member Calbert is make sure that we keep the pipeline moving there's a lot of messages and in order for all messages to be heard you have to be somewhat strategic about where they go and when they go but I appreciate that thank you um anything else Council coun Council M thank you mayor um I think the most striking thing for me is the difference in the past three years about how the communication is presented how it looks the positivity of it it's just really impressive and such a small team and even the internal things that you do the videos and all that it's just I I think it really adds to the culture of the community and of um staff and as an employee I'm sure that's greatly appreciated as well well so thank you for helping us with this turnaround it's remarkable I appreciate that comment as well I you know as well as I do not everybody's happy we hear from people occasionally areen happy about something or they didn't get some piece of information but by and large and I think it's reflected in the survey as well people feel like they can find the information and they and they like where they live and so they're happy about it in that respect yes great Council any other any other comments um you know I always have one um so one I want to really thank you for your presentation and I really do think that our Communications um you've done a great job with your team of uh really um boosting our our Communications and in my business career I had a a philosophy that you know um a mediocre strategy well communicated has a much greater chance of being successful than a brilliant strategy poorly communicated communication is really the essence of what we do and if we are going to succeed as a city we need to communicate well and you have uh as your presentation indicates tonight we are doing that well but we're never satisfied we're always working to improve that and and I think that's a great Testament to the city and to your team and so I thank you appreciate it thanks again for the time very good so next item on the agenda is reports from city manager and council members Mr Funk uh thank you mayor good evening again Council last night at midnight for those that are following the legislative session that ended I just want to give you a couple quick updates on some bills that we were tracking and that were important to the city of minaka first was the bonding Bill uh as you know we had submitted two requests for bonding one was for 15 million for Opus area the other request was 15 million for the marsh uh throughout the number of the meetings at the legislature and working with our own legislative delegation we did find ourselves on the receiving end of bond dollars uh roughly 3.2 million in the latest version of the bonding bill so we were really thrilled uh to make it to the final version but as you probably have read and heard there was no bonding bill passed this year and so um disappointment obviously uh because we had worked really hard to position ourselves to receive funding uh we'll stay tuned on the bonding Bill and we're not sure if there's going to be a special session but if there is hopefully the bonding bill would be a piece of that uh second thing I want to mention is also the Tiff legislation again as you know uh we had worked with our legislative contingency on some changes to our existing Tiff bill that was approved a couple years ago uh we are successful in getting the language we needed to um satisfy and and reach um the goals and outcomes identified with our Tiff plan and we were one of nine cities that had special legislation requests and so that too like the bonding bill was not approved so there was no Tiff legislation approved in this year's tax bill so we're we'll be back next year we do have another year uh to um address this so we will likely be back next year trying to get the changes that we need so we were close uh but again with the last uh the last 24 hours we did not make it in any of the Tiff legislation um on a on a high note though however uh Highway 7 uh monies uh the mayor has started working with the city of Shorewood onio 7 Coalition that group has met uh they met last fall and then our Public Works director will Manchester has been leading a group working with menot and the other cities Long Highway 7 to really start that discussion on a traffic study and Corridor study on Highway 7 in the Omnibus tax bill there was $200,000 in this year's approval so uh what was approved was 200,000 in fiscal year 2025 that will help pay for the corridor study which is from western border of henan County to uh 494 and so that process will continue so on a good note good news note uh we do have funding to continue that study and I assume the mayor and our our neighboring cities will continue to meet uh with that progression of that project turn my attention over to the special election so last week we did have a special election for the Hanan County Commissioner we had thir roughly 3,400 total voters for a voter turnout percentage of 8.7% % not surprising uh given that it was a special election I do want to then make mention that as recommended by the staff and approved by the council all precincts were held at the community center so we had all the precincts here this Innovative approach did attract the attention of Minnesota Secretary of State Steve Simon who visited our Precinct or visited city hall or the community center last week to observe the special election firsthand uh he praised staff for their creativity and our effective execution and as all of us know minona elections has a reputation of excellence and this team's efforts continue to raise the bar so I really appreciate all the efforts of Becky kman our city clerk and all of our election staff for another successful election and they have three more to go uh each year uh the city hosts two special drop off events where minaka residents can dispose of their appliances tires and other large household items that is coming up the first one will be Saturday June 1st and the other one will be Saturday aturday September 7th both of those will be 8:00 a.m. to 3:00 p.m. at the minona Public Works facility at 11522 minona Boulevard that will be in our East parking lot and the new for this drop off is that anyone that would donate unus building materials we do have a partnership with better Futures America excuse me better Futures Minnesota which is a nonprofit Workforce Development program and so we're we're excited to partner with them and those donations will go towards a really good um nonprofit in their work with motans and other Minnetonka residents then lastly I just want to mention on May 30th at the minaka community center from 6:00 to 8:30 is the electric yard equipment seminar and our staff is partnered with a number of different entities and so we're excited to host that event coming up in a couple weeks and so with that mayor and Council turn it back over to you thank you thank you Mr Funk Council anything that you would like to report Council M Calbert thank you mayor uh this week was the last meeting of the year for the minona family collaborative and for people that don't know what that is it's a it's a collaborative of a variety of nonprofits uh in the West Metro that is administered through minetonka public schools and um it is a program um to support uh students and their families who might have a variety of needs anything from tutoring to uh job support uh housing support uh food and security support and um even grief counseling and just Counseling in general and um I just cannot express how inspirational those many groups especially when they're all together in one place we also usually have uh someone else from the city uh sometimes it's our diversity equity and inclusion coordinator sometimes it's a Community Service Officer um or community outreach officer and um it's literally the most inspirational meeting every month that it is held and they do incredible work for students and families in crisis and for people that just need help so um IC Food Shelf Jewish children family service um I can't I can't even go through his house Hope House you name it the organization is there and uh I've just been so honored to uh be able to be there and um listen to all of the wonderful work that these groups do for our community members so I just wanted to mention it and talk it up and if you ever hear about an event that is in support of any of the organizations or the minaka family collaborative please go please support them because uh they just help hold up people in our community that um might need a little hand up so thank you thank you counil m calber anyone else council member kley thank you mayor um so last week on um Friday I got a chance to go over to Resource West um I had won some raffle tickets from their um fundraising event that they had last week um maybe about two weeks ago now um but um I got a chance to tour their building um I think it just kind of happened because I was going to pick up my tickets but it was really nice to go see that they're in the um historic um building old church at the Mills location so I was able to go in there and check out this you know church that had never been in before and um it was you know was I guess storic I can say um you know and nice place for them to be and um I remember resource West being on um Main Street in the Hopkins back when I first moved to uh minona and so it was nice to see them closer and just learn about what they're doing now and the services that they're providing I think would be very helpful and beneficial for um minaka residents um because they serve minaka as well as Hopkins and so um just really learning about about um the things that they've done over the last few years to increase um the resources that they have for the community so it was really um good to um hear from Tracy the executive um of resource West so um and then also I want to talk about um I went to the safe um henpen County Safe Community Summit um this week um with um council member um Wilburn and and the mayor and chief um and then another police officer I think his name was I want to say danm but I might be wrong is it yeah anyways but um I just wanted to talk about that Summit I thought it was a really um Great summit I learned a lot of different things that people are doing across different cities um from other elected officials was there um County Commissioners um Mayors and um also Community programs and um organizations and just really understanding what people are doing to make sure that their communities are safe and residents are safe and um businesses and so um I'm looking forward to having that conversation more um with um you know Council and staff and um Chief Bor and um every F everybody that's part of making sure that our community stay safe so um yeah it was a good conference so thanks thank you Council M kley anyone else Council Wilburn just really quickly council member kley said a lot of what I was going to say about the uh the the community safety Summit that we attended um but it was just it was interesting to hear about programs that the county is doing that I wasn't aware of and then also organizations non-governmental organizations uh doing work in the in the metro area that I wasn't aware of of some of the programs and just um looking forward to having more conversations about how we can collaborate among between cities and with the county and with school boards and school districts and hopefully we can get some more cross-governmental and uh and uh non-governmental agency cooperation and and get some do some things in the county thank you C Wilburn anyone else all right I've got a couple um first of all I want to comment on the on the summit as well and um I think my fellow council members covered it well but I think a couple um things that are worth mentioning is that cities succeed by collaborating and um you know the county put this um this Summit uh together and uh um there were representatives of the from all over hanen County from from Minneapolis and a lot of agencies from um non-government agencies in Minneapolis but also the communities around Minneapolis and uh you know we all need to work together to succeed and I I thought the time was was well spent I really appreciate my fellow council members having been there and you know Public Safety I've you know I've been doing this for a while and I always say Public Safety is job one in cities and I and I truly believe that but when you look at the challenges that that cities across the Metro face um we want not just our city to be safe but we want every person in our city to feel safe and you know we have things that happen in our city and I will say that we are a very safe City but we're not a crime-free city and so things do happen and I I really hope and pray that when we work together and collaborate we can help every resident in minona feel safer and help them do the things that are necessary to keep them and their famili safe because I mean that to me that's the fundamental job of what we as council members do and as leaders in our community do is uh safety is is really J one and we need to look at all um that from the perspective of not just me or not just my family but every family that lives in motanka so we have we have there is work to be done and uh so I think this Summit was a good step in that direction um but um it's one of these things that um there's a there's a goal but you never get to the destination you can always do more and so um that's a challenge we faced but I'm very thankful for for our Police Department for our uh fire department but for everyone in our community who who works to make this city um safer and better so that was um very uh uh that was time well spent I think um the other thing I want to mention is we have Summerfest coming up uh in June 22nd and uh that's a month away yet but um it it'll sneak up on us and uh that's our summer celebration uh we don't do a big U we let Hopkins and and exceler have the Fourth of July parades uh we do ours we preempt them a week early and we have our fireworks and our big summer celebration um on June 22nd so I want to make people aware of that and and urge them to attend and um and I think that's it so um thanks for thanks for hearing me out next item is Citizens wishing to discuss matters not on the agenda and this is an open mic opportunity and what we ask is if you have something you'd like to share with the council please come forward State your address and tell us what you would like us to know we will not take action on that item we uh tonight we will turn it over to staff and they will investigate and we'll get back and make a report back to the council so is there anyone who would like to uh say something to the council tonight anyone I'm not seeing anyone one last time all right then we will move on excuse me um item nine is bids and purchases and um um the item that we have before us is bids for the water meter replacement project and Mr Manchester that is your report good evening mayor and Council thanks mayor uh before you tonight there the bids for the water meter replacement project um it's proposed to replace all the existing water meters throughout the city and here tonight is Mike Kuno he's our Deputy Public Works director and utility manager who's leading this project uh the existing meters um were installed in the mid 2000s um at that time they were advanced technology at the time we were able to drive the city um and read the meters which was a nice technology Improvement versus going house to house and actually reading the numbers off of each individual house so the proposed system now is uh certainly more advanced it's a fix it's a fixed Network um it eliminates the need for personnel to go uh Drive the area it allows uh these system transmit data every 4 to six hours and so we're able to get readings directly back um it also allows users to set up an automated system at their home home and collect um data themselves so they can look at water conservation and they can detect leaks in a matter of hours versus currently in a matter of weeks or months um the recommended supplier um would be responsible to coordinate certainly with oversight from City staff customer notification scheduling removal of existing meters um installation of equipment as well as training um that's needed um at the time of each installation we would look at at some pumps to make sure there's no inii connected to the sanitary sewer as well as look for um type of material in existing piping system such as a lead inventory at the same time total project includes installing approximately 177,000 meters um so there's quite a bit of work there the bids we received for the project on April 30th 2024 we did receive four bids um we looked at the cost of the installation as well as the 20-year life cycle um certainly there's a lot of cost with that as well so we made sure to take the low bit on that the selected bidder Ferguson Enterprises has completed projects similar in the area so we're very familiar with them if the council supports the action tonight uh the first installation would be expected to begin uh in the fall of 2024 um at this time we would look at hopefully having everything complete by 2028 certainly sooner if possible so we would look at it as we get started um you know some of that the reason is when we put these meters in originally in the mid 2000s early thousands we had phased the system at that time and so we would look at phasing it again just to make sure to get the most out of the life of each of the meters so we would look at that as well as well as customer service and we want to make sure as we're going into individual houses we can make sure that we're providing the service that we're comfortable with so if all goes well we would certainly try to accelerate the program as well um with that I'll turn it back to the mayor tonight we have three recommendations the first is a motion to award the contract for the water meter replacement project project number 2496 to Ferguson Enterprises LLC in the amount of 8, 6,792 uh number two is to amend the Capital Improvements program for the decrease in Project funding needed and then third is authorize the deputy Public Works director to expend the allocated funds provided the costs uh do not exceed the project totals of 9,500,000 with that I'll turn it back to the mayor for any questions thanks thank you Mr Manchester Council questions on this project consumer Wilburn I'm just curious for the installations would um with those need would the installers need to enter houses or would they be all external uh Council M Wilbur mayor and councel they would need to enter houses and that would be part we'll put together communication and a plan with the contractor if it's awarded tonight just to make sure we get that word out as well as work with Andrew and Communications so they will need to um it certainly something we'd give advanced notice to and make sure everybody comfortable with it very good other question Council m m Shack uh not so much a question but just a comment which is well two comments one is you know I appreciate the comprehensive view on the cost because you know you could get deceived by the the low installation cost and the higher annual fee and then also I think you undersold that this did come in um significantly under budget $2 million under budget which is remarkable and really appreciated whenever we we talk a lot about when things come in higher so I think it's uh we're glad to acknowledge when we've recognized some savings anything else councilor R thank you mayor um just I'm I'm excited about this I think this is going to be a great uh system and an upgrade um I think it really ties in with some of our uh climate action and adaptation planning goals um that you know we can do real time individual households can do realtime monitoring for leaks and also our usage um and uh you know rather than wait for the city to contact us after it's been going on perhaps for for weeks or months so that's a really great thing uh we can track how much irrigation water that we're using maybe we can have word-based uh competitions for who can be the most uh you know water efficient or things like that so uh Kudos again on the financials and um looking forward to this getting uh implemented and the system installed and up and running as soon as possible so thank you for doing all that you can to incentivize and make that happen thank you customer Calbert just that uh everyone stole my line so thank you for saying everything I won't repeat it so it's all really good stuff I do have one question that is this is this is more of a digital electronic systems so if there's like a an electricity Interruption what are the what are the backup plans how does that work uh council member Calbert mayor and Council you know there setup similar like right now it be acting the same you know they're on batteries and different backup systems and so if there is a power outage it works through cellular and so we we should be able to track everything we don't have any concerns with how it would operate and um councelor sorry I forgot one question I was just wondering um thank you mayor that uh what staff are I'm in anticipating we're also going to be able to save staff costs because right now and what do we have five or six days a we a month of Staff driving around actually to to kind of collect the readings through the neighborhoods is that correct so do you anticipate some cost savings uh throughout the lifetime compared to what the system is now sure council member Council and mayor we do um you know we certain would use that person in another Manner and so we do Drive currently about 5 days a month throughout the city it takes one person so there's definitely some savings there thank you and council member Calbert just very quickly I just this is test the um Public Works director at night so I didn't realize that but when I looked at my calendar I I I missed it so go ahead Council Cal this is just this is just a follow up on what council member r was talking about because not only will this save um save water but we've had a few instances where people did have leaks that went on they were significant leaks and that costs a lot of money and it costs you know some resident a lot of money and it's terrible for the environment so this is very exciting because it will be able it will enable us to help homeowners nip uh leaks in the bud and help us nip leaks in the bud and it's just uh such a good um kind of win-win financially and environmentally so um I just wanted to point out the the cost savings there as well thank you Council M Calbert um anyone else in in keeping with um testing the um Public Works director um I told um I told Mr Funk today that I was wearing my ebener Scrooge hat and I um I quizzed him on do we need to do this now um could we kick the can down the road and he explained to me that the can had already been kicked down the road numerous times and so uh that was good to know um but then he had some information on um on the failure the failures of the existing system and why it's so necessary and if you could just comment on that little bit about where we stand as a city in terms of you know we've got this system I mean I I remember when it was put in so it's the new technology to me but um just dating myself my hair was a different color then too so um but any uh if you could just comment on why it's so important to do it now because of um the status of our current system sure absolutely mayor and I don't mind that you test me I'm I'm glad to answer um you know there's currently a number of meters are starting to fail I we don't have as many as other cities that we've seen so I think we're around a thousand plus or minus you know we get to a point where the meters don't read and so that would continue you know as the life increases kind of like we're phasing it in you know this would be the first year when they did it when they installed everything last time it was a fouryear cycle we would you know continue to see over the next four years more meters start to fail and so we don't want to get to a point where we can't read the usage and so there's definitely a lot of water conservation other things that go with it so if we don't start now we could certainly get much more see if there are some potential changes that could possibly be made to make it all right better but that that's it but yeah okay so staff can make a note of that and see if there's an appropriate way possible to get information about sort of where we are um this has to do with an extension for to line up the finances and um but you know where are we with the permits and the fin in and so on and so forth I I would just like a little information about where we are Miss wishnack do you want to comment first or shall I invite the applicant call sure I can mayor and council member Calbert um definitely call on the gyar representatives as well um they have submitted for their permitting um so we do have that in hand um I'm sure they can explain what's been going on over the last maybe 6 to 8 months as far as um the markets and kind of some of the investment ISS issues that they've seen so mayor if youd be so inclined all right well thank you I'll invite um the Greystar Representatives Mr noing so um welcome good to see you again and uh yeah I'm I'm sure you wish you weren't here tonight and that this was all done and you were moving forward but um if yeah I think some perspective um for the council would be helpful so if you could just fill us in that would be great y certainly may council members um my name is Ned dodington I represent Greystar real estate de development Partners at 3800 American Boulevard in Bloomington um this is one of my favorite City Council meetings to attend so happy to be here again um and he know may be growing but that's okay extensively uh and I don't remember being quite a knockdown Drago but it was I mean definitely we've been working at this a long time right and so to your point mayor um we do uh kind of wish we were sort fully underway at this point so but I'm coming to the council tonight um happy to give a quick update uh with essensially uh good news that as uh Julie wishnack mentioned we uh we have submitted the permit process um with our sdp and our first sort of foundation permit um we do need uh at this time sort of additional time to line up the financing as you sort of had stated so what we're really asking of council tonight is to um essentially sort of remove or help remove or relieve a barrier on raising financing today so Capital markets today are unfortunately not terribly improved since they were 6 8 12 months ago um raising capital for any real estate project right now is a real Challenge and so the the time frame of starting construction in 2024 has become a uh a challenge a barrier a point of conversation with our Capital sources so um while we're going through the process and working with the city to start construction as soon as possible there is potential for it to push into 2025 so having that 2024 clock on our time frame right now is limiting our ability to really effectively Finance so our hope is that with tonight's outcome we can sort of clear the clear the runway and get all of our financing in place so that we can meet um so we can get in the ground as quickly as possible great Mr dington thank you um councilor are there any questions that you have for Mr dington I think you're I appreciate your explanation I um you know I've been watching the inflation numbers and the fed and you know we all hope those interest rates start trending down hopefully that will be helpful to you but umse I understand the uh understand the circumstances thank you for your consideration all right very good so councilor Calbert okay yeah so um as I mentioned you know because this this was an important uh project Pro I'm happy uh for the moment really hoping that this moves forward uh to move item 10A and is there a second councelor Wilburn oh second all right so we've got a two ordinances to be introduced tonight um 12a is an ordinance authorizing and regulating the conduct of lawful gambling repealing and replacing section 605 of the minaka city code Ms wishnack thank you mayor and council members this is uh as you stated a consideration of lawful gambling in the city of minetonka you were able to meet as a council a number of weeks ago and you talked about the subject matter we kind of went over similar slides I do want to present a little bit U more about what was discussed but some of these slides will seem familiar but we're doing it for the public as well so everybody knows what's happening we're going to Loosely call this charitable gambling but um there's some nuances why it's called lawful gambling uh in the ordinance but uh for the sake of this discussion we'll talk about charitable gambling so really it's the operation of lawful gambling activities by an organization that's eligible for for a license from the state gambling control board to conduct such activities at as you're aware the city has been contacted by a number of restaurant owners and they have requested that the city consider the allowance of charitable gambling to occur in their establishments there are a number of state laws relating to charitable or lawful gambling and I don't want to repeat what they all say because it's it's probably hundreds of pages um and if you saw any of the links in the packet you'll see all of the regul that go along with it I actually preferred what I saw in the newspaper not that long ago on the right side here um there's a a picture of someone destroying a um I think it's a a a gambling machine and um they actually um they actually told the whole story of ter uh not just terrible gambling but gambling in Minnesota and it gave all of the backstory so if you want to read that it was in the May 9th Star Tribune article so it was very helpful to understand the context of gambling here in the state so really the question becomes who can conduct charitable gambling it's really this um idea of a licensed nonprofit organizations particularly fraternal or veterans or religious or other nonprofits they can apply for this license if it's been in existence for at least three years and they have at least 15 active members probably like the organization you saw a presentation for they would uh if they had three years of History they could apply for a license there's actually a location requirement as well in addition to licensing the organizations are required to uh obtain premises permits from the director of the board for each location where gambling is to be conducted this picture on the bottom is just an example of sometimes they can be in separate kiosks if you will sometimes you'll see them behind a bar kind of area uh it just depends on how the setup is in that individual establishment a lot of people don't understand why it can't occur in Minot takka it it actually can occur terrible gaming can occur and we've issued lots of permits um for various organizations over the last 10 years but it really has hinged on that liquor license issue so if you have a liquor license in the city gambling cannot be part of the uh license premises so the ordinance that deals with that is the subdivision 9 of the liquor license ordinance so you can see where that specifically is located so then it becomes how does it work how does charitable gambling work at the city level and it really requires the city to change its lier ordinance and also expand its charitable gambling section of their ordinance and the state law allows cities to do a few things it allows them to approve a premises permit it allows them to um provide some guidance about how to um get some of the money back to the city if you choose to do that it allows you to tax for administrative expenses Etc and then it uh allows you to discuss what kinds of gambling regulations that you would want and they can be more stringent than the state's requirements this is my convoluted chart that tries to explain this and so I want to make sure that people kind of understand um Bly shirts at the people who are playing these games or participating in the charitable gambling itself I call those people participants and they're visiting a host location I.E bar restaurant Etc that host location has a an agreement and that agreement is with the charitable organization there's lots of parameters and uh this is just a note reminding that there are state rules about how those agreements between the host location and the charitable organization work again the city's not involved in any of that that's a All State side of the equation that's this side the city does get involved though when we say we could get up to 10% of the net profit so you don't have to do that that is just an option in the proposed ordinance we have it drafted that way because that's what we discussed at this study session just on the other side of the flip side of this chart it should be noted that when you have a charitable organization you do this kind of charitable gambling there is a requirement that there's a minimum of 30% of the gross profits that go to charitable recipients and there was a list of lots of different activities they can do as a charitable organization again watch those words gross net there's lots of different rules and regulations about how that works again on this left side you can see that there's um the state is controlling how this works they have requirements and regulations about how it works they license they monitor and then they tax so uh just off to the left if you don't know how they're taxed there's net receipts and then the rates are commensurate with certain areas of um or at least ranges of um receipts so hopefully that makes a little bit of sense about how this works I think it's still very confusing and lots of questions I'm sure that you have so I want to jump into the trade area and I I kind of flip these slides around a little bit from how I laid it out in the staff report but I thought it was important to define the trade area first before we talk about some of the other aspects of the code so this is where the organization spends their money um this is the draft ordinance defines uh trade area is as adjacent cities that's required again Hopkins udina St Louis Park Etc are all considered adjacent cities and then uh School District geography and to explain this it's anybody has a school district within minetonka it has a presence within minetonka IE y zaa minetonka School District Hopkins school district again you can't just say one or the other because you miss so if you say let's see pick St Louis Park St Lou Louis Park isn't represented it in some of those school districts so you have to kind of in your head pick apart the geography of the school district and understand why we called out the school district separately and added them to the adjacent uh City requirement so if you understand all of that then the next thing you talk about is what is required to be spent the draft ordinance it says 70% of the gross profits must be spent in the trade area example of this would be I'll pick on Hopkins um let's say we have Hopkins hockey we've talked to th those uh folks before Hopkins hockey wants to do charitable gambling in minaka they locate in a restaurant in minaka they raise money they can now spend that money 70% of it has to be spent somewhere in the Hopkins school district in Hopkins in minetonka um or anywhere anywhere else in the adjoining jurisdictions so hopefully that makes sense um the school districts really open that up in terms of where you can spend that money but uh what we tried to do is um put in some kind of spending requirement that that trade area is picking up um you can move this 70% to any number you want it can be um we've seen everything from 30 to 7 % I haven't seen anything higher than 70% so that's just some of our research that's trade area that's about spending money for the organization the actual organization itself um the way it's defined in the ordinance requires that they hold meetings in the defined trade area so somewhere in those last um slide where those areas are or a third of the organizations's members actually reside in the trade area so you have to meet one or the other and then this 10% uh lawful fund contribution that would be uh provided so the draft ordinance includes up to 10% of the net gambling profits and then you would have to spend it for those lawful purposes and compliant with state law the decision on this um the best way I could think of how to draft this is that you would do that work during your annual budgeting so you rece receipts you see the receipts from the previous year and then during your annual budgeting then you decide where those receipts are spent um if you have a balance at the end of the year you're required to show that balance to the state of Minnesota you're required to report on what you did with money if you spent any of it Etc there's lots of paperwork that goes with the use of the funds and then finally we talked about local tax the cities or counties whatever the case may be um in this case cities Le a tax up to 3% for the organizations an hour we're back to gross gambling receipts so again we're kind of back and forth um as long as we're using those revenues for gambling regulation we talked about this during the study session we thought we might need to experience it a little bit to try to tell you an educated guess about how many hours this may or may not take um I think it really depends on how many licenses are issued in the city I think that will determine workload if it's three or four it's probably not that big of a deal if it's 12 to 15 it's probably a much bigger ask and then we can report back to you and and let you know that for the following year for licensing the recommendation tonight is simply to introduce the ordinance if you have any um ideas or things that you want staff to V or research more we're happy to do that or if you want changes to any of the language that you see in the ordinance we're happy to do that as well mayor I'll put it back to you for any questions all right thank you Miss wishnack um Council any questions Council M Shack thank you mayor um one of the things when we talked about this in the study session I was kind of lukewarm on the city taking the 10% because it felt like it was kind of heavily restricted and might just be more work than it's worth does and I'm still neutral on it um in Reading the staff report it does look like we have a little bit of flexibility for how we spend the money so my questions are twofold does Staff feel like it's worth it and then the the second is it looks really specific as to how you have to set it up you know it says the check written directly to the vendor so we have to have we would have to have a separate fund um created for the I'm assuming I mean I shouldn't say that I should ask do we have to have a separate fund created and then is that again and maybe Mr Nelson's not here but does he think it's worth it those are my questions mayor and council members um maybe Mr Punk can jump in if he wants to about more of the administrative part of this if you want to do you want to say anything yeah excuse me thank you uh mayor and council member sha and Council to address a couple of questions you just raised council member sha I think one maybe both Miss which Knack and I can address is it worth it um I think my understanding of how this gets if you were to approve the ordinance again depending on how many businesses apply once you adopt an ordinance it it is really the annual registration and the the paperwork that would have to be done through likely miss win's office and so outside of that annual renewal process it it the the city involvement in this is really pretty minimal and so if you were to adopt the ordinance that a 10% um on it that would be a real advantage to the city because there is opportunity for us to dedicate those funds to a specific purpose and that's something we could talk about during the during the budget time that Miss wishnack talked about in terms of um the special fund yes I'm talking with Mr Nelson uh it's an accounting function and we we have numerous funds in the city so we would have to set up a separate uh fund if you will and accounting fund around that not not difficult it's not enormous amounts of Staff time but there would be a little administrative setup involved in it council member Foster Bolton um yeah I just have a question like you were you were talking about Mr wish neck about um unless there's like you know 12 there's a difference between four places and 12 I mean could you even guess like you can't really foresee the future but do you see other bars coming forward after all this and saying hey we want one too uh mayor and council member Foster Bolton I think what I know so far is about five establishments have contacted us so I in my head that means probably the most active um I think that once the information gets out and more charitable organizations realize that minaka might be you know adopting ordinance there might be more interest maybe not right away um it could come over time it's just really hard to guess um it takes a lot to host um a charitable organization as well so it it's something in terms of the ownership of the uh the restaurant or the bar to have that commitment with that charitable organization as well so not everybody wants to get into that type of situation so it just depends on the ownership and if they're willing to do that but so far about five organizations have contacted the city coun R thank you mayor uh just a couple of quick questions uh or clarifications could you talk about the difference uh between the lawful fund contribution and how that's collected and the um work involved versus the regulatory tax which you're considering but we're wondering if you know that might be uh more resource intensive I'm just trying to understand uh mayor and council member r it's a lawful fund contribution versus the local tax is that your question yes the regulatory okay so the lawful fund contribution is really this 10% of net proceeds or profits right and you can use that for I'm just going to give you some examples from the report uh effects of uh relieving the effects of poverty of homelessness we could use it for our homelessness program um military service uh recognition mpca monitoring programs all those kinds of things can be used with this uh those funds this however is a tax this slide this is up to 3% that you can tax the organization again now we're back to gross gambling receipts and this can be used for administrative costs so different than we can spend it for other charitable things that the city wants to spend money on outside of what they you know I think what this does is it takes the ability for the charitable organization to make some of those decisions you as a council are making those decisions a little bit different on the 10% um this is strictly the 3% is really strictly for admin or up to 3% I should say does that make any sense makes perfect sense um the I guess um following up on that is just the difference in terms of Staff time because I think in the study session we were talking about whether it's worth it to kind of do the local tax or what's called in the staff report um the regulatory tax um you know to see if that's worth it and I'm just trying to understand the difference between uh the staff time and work envir uh involved in doing the um the 10% the lawful fund contribution versus the local tax is there a difference with I know it's gross versus Net but I mean is are there those reports we're going to get from the state either way and then or is it more more time intensive to do the local tax I think it's more uh council member um R I think it's a little bit more time intensive on the tracking time and administrative time for the local tax I think that's more tedious I've been looking at some of the reports that C's provide for that as opposed to this where you could have just thinking of like the homeless program homeless program that we already have if you already have established programs that you put money toward and now you're using this as a potential new funding source that makes it really easy and it's part of your budgeting process with which doesn't you know it's just another section in your budget that you need to consider but this I was looking at the paperwork for these local taxes and it it is very time consuming I think to keep track of all of the administrative functions of this kind of work so okay okay so there's this is tedious this is not a different process from the the lawful fund Contra correct they're two different terms thank you other questions oh councelor Wilburn excuse me I knew that sorry um so I'm just wondering and not suggesting that this is necessarily something we should do or or or or would need to do but um is it possible to limit the number of licenses granted in a in a year I'm going to have to depend on a Lifeline to the City attorney on this one can you miss honey maximize the number I believe that the city could limit the number I I'll double check and have a firm answer but I believe the city can other questions for staff anyone okay I have one um so charitable gaming so there's probably charitable organ ganizations that are interested in getting these receipts how are they selected uh mayor and Council the city has no I'm going to go back to this chart here the city is not involved at all on who the host location selects we don't get involved in the leasable space um how that's contracted directly from the host location to the charitable or organization we don't have any control over that so we don't we don't have any say um between um the charitable organization could be the minaka Rotary Club it could be mitaka youth hockey Hopkins we we we don't we can we don't touch that right we can say the host location that premises can have charitable gambling period we don't get to say where it goes or who they contract with I guess is the point right yeah okay thank you that's helpful councelor ra yeah just wanted following up on that but we do have parameters on the nonprofits um that would be able to contract with those host locations correct cuz we had TR the TR the membership and and their activities so that's how we we don't have selection per se but we do have criteria you have trade area requirements yes the this is your this is the parameter you but you couldn't say I want Hopkins hockey to be in this location right yeah but if they have a presence in Hopkins they can certainly be in our city yes and then there were the other requirements that there be at least 15 members operating for 3 years yes um but that mayor and Council ra that goes back to the state law about the definition of charitable gambling by liced nonprofit that is not a city requirement that's a state requirement sorry I know it's state law local yeah other questions or comments or a motion this is this is an introduction so um we are not taking action on this other than to introduce it um for consideration it will come back to us um when it comes back to us we will likely have a public hearing on that um and uh so that's the process council member sha you voting Miss wishnik I am not mayor I just to clarify in questions uh one uh we have talked about who we've reached out to already so um we've had lots of conversation with businesses and lots of conversation with charitable organization is there any more public Outreach that the council desires before you see this again that was one question second uh is when you wanted to see this again my thought was the end of June all right um any thoughts on that I mean there might be there might be organizations that have opinions on um on charitable gambling um com for sha thank you mayor I think this is one of the unique situations that maybe you know we open the opportunity through some of the business resources that we have for feedback or push it out somehow on an email list but I'm not sure it's one of these General men menka matters issues I just think it's so nuanced um people who are paying attention probably will provide feedback one way or another but think your average person might get bogged down in the weeds we've we've spent a lot of time listening about it and it's still a little bit confusing and so I I can only imagine that uh unin not uninformed but you know somebody with less information might not have quite the insight for feedback other comments anyone so mayor um it would be to ask the public about their thoughts on the proposed ordinance right and I and I but I also think that there are um there are organizations that should be involved I mean we're talking about um charitable gaming in um in places that serve alcohol so I think maybe like alcoholics annonymous might be interested in commenting I think Gamblers Anonymous might be um interested in commenting I think if we want to have give this full consideration that we should look at you know we're going to hear from the charitable organizations that are interested in the receipts um we should also hear from the organizations that have concerns about um um broadening the availability of addictive um processes for lack of a better term so again that doesn't mean they have to come but I think they should be made aware of it then Mar then I'm thinking uh perhaps we just I know uh Council memb sh no minute talk matters maybe because it's it's hard to know I mean you're going to find people on every side of this issue right support or deny so it's kind of like what do you want to hear what aspects of it do you want to hear that about whether or not people support charitable gambling or not or is it are you looking for input on the aspects of the code and I think that's the the difference and then that's that would determine the format of what I well yeah I I just think I mean this is new for minaka and I think that we want to have people who have an interest on you know both the opportunities and the impacts um to create an opportunity for them to to weigh in I mean this is this is our ordinance is specific and we've got that in front of us but I also think that there's there is a philosophical um argument that I think is relevant as we consider this so I would you know and maybe it's the faith community um who who has to deal with a lot of um the social ills associated with some of the things that we're talking about here so they may have an opinion they may not be interested but at least we should reach out to them and give them that opportunity and say there's going to be a public hearing on such and such a date to discuss this if you have an opinion come and share your thoughts okay then I'm if the council's in agreement with getting a broader uh input then I'm going to go with them in a Tonka matters format we would send it by email to our subscribers um then you would be um able to share it with whoever you believe is appropriate as well um because I don't want to pick and choose um I don't want to do good answer I agree with that so I would just put it out there and then let people know what meeting date is going to happen I'll we'll choose a date that maybe uh can you know have a broader conversation about this so um maybe not the end of June at this point maybe in July y if that's okay we're not waiting with baited breath you you tell us when when it makes sense based we'll go through the scheduling and see what's out there for public comment right now and then we'll we'll decide a date and we'll get back that's your report mayor and members of the council this is um an old housekeeping item related to real estate State um in 1971 the city council entered or authorized entering into a contract for deed with the um minaka Community Church for the sale of uh it was a 10-year contract for deed for the sale of the property at 13231 minona Drive which is the site of the Old Village Hall um at the time The Village Hall was not on the national register of historic places um but the city agreed to sell the property on a 10-year contract for deed that contract came due in 1981 and um we have discovered that the contract apparently was or the deed was never delivered uh we do have a copy of two Deeds actually one was prepared in 1980 and then a second one was prepared in 1981 and probably the second deed was the deed that was intended to be delivered because it included conditions that had been part of the contract for deed and was more accurately reflected what the contract contemplated at any rate um we do not have an original the church does not have an original does not have a record of having received the deed um and it's time to clean it up um we will need to do that in conjunction with the um proposed plat for um the motanka um Mills Church Housing Development that the preliminary plat was um recently approved when that comes back for final plat the final plat will need to include the entirety of the Village Hall parcel even though only the playground area will be incorporated into the Housing Development it's just a real estate technicality we need to have the entire parcel and um the church should be the owner uh reflected on that plat so we've prepared an ordinance to authorize the council to um sell the property in accordance with that original 1971 contract for date um this requires introduction tonight and we would bring it back for um the council approval of an ordinance um at the same time that the uh final plat comes back thank you thank you Miss their anniversary party in June June 15th and 16th and then on October 12th they have their flannel Roots festival and Beer Festival music and beer I should say and uh in the past we've talked to them about security we talked about parking there's lots of different agreements that they have set up for additional parking in the area I believe if you add all of it up it's over 350 spaces that they have kind of under control in terms of the dates that they are thinking about um um we did get a letter from the neighbor just to the South about some music that had occurred outside of the event time frame and she just wanted us to reiterate the requirements uh for the outside music are basically confined to these events they're not to occur at other times so um that is the the requirement on the conditional use permit so um that condition still stands and of course if there's any issue with that we would hope there would be a call uh to the city specifically to to make sure we're aware of celebration and uh someone asked today about just making sure uh youth don't have access to alcohol at even at our own um celebration so if you're not aware the city actually has a card reader uh license card reader and then we provide that to nonprofits to make sure that they have that uh equipment available to them to ensure that people are not underage or that they have fake uh identification or something like that so it really does a good job and a quick job of preventing some of that uh reading um visually uh from a card or a license and so uh you know there have not been any problems in the past we haven't had any issues with the alcohol served at the event with that mayor we do recommend granting the license thank you thank you m wish pardon my jumping ahead um Summerfest the last few years and it's important that you know that 100% of the net proceeds uh from the sale of beverages at Summerfest go directly back to this community in the form of service grants and scholarships and some recent recipients include resource West IC Food Shelf can do canines YMCA Camp Christmas tree uh scholarships at Hopkins and minaka high schools and uh for adult options beds for kids and then uh a small portion of those funds also go to support clean water projects in nicaragu and Guatemala uh as part of our uh Rotary International Foundation work um and then for those of you that are interested in learning more about these projects and what the minaka Rotary Club is all about we invite you to join us at an upcoming meeting and I know mayor wor some you uh
