Salcido have requested to be excused from today's meeting on the agenda is the items for the September 26 2023 city council meeting and at the conclusion of this meeting we will be convening a work a a moment of silence we lost somebody in our community that really has given gave back a lot to the community and was somebody that was very instrumental in the symbol and worked over 50 years to um with CBS and with the symbol and make sure that we had a symbol every year and unfortunately um he uh he was 89 years old and he he was very proud of everything he did for our community and was able to make sure that El Paso was always at the Forefront of the the country when it came to the symbol so I'd like to have a moment of silence for Mr Jimmy Rogers foreign thank you may God bless him and his family and the great city of El Paso thank you mayor I also want to note that representative Kennedy is joining us virtually this morning good morning representative Kennedy you know with that the city and parodies ligodare this will add two years to the existing news and Gifts concession at the airport it would also increase the refurbishment requirement for the concessionaire from 175 000 Police Department I'll be presenting item number four goal set the standard for a safe and secure City that the city council approved a modified interlocal agreement entered into by and between the city of El Paso and the district attorney of the 34th District judicial Judicial District sorry about that for the disposition of forfeited property in accordance with chapter 59 of the Texas code of criminal procedures this inter-local agreement is to establish a formal relationship between the city and the D.A for the disposition of forfeited property in accordance with chapter 59 Texas code of criminal procedures and all relevant laws thank you chief item five mayor quick question on item four go ahead sir motion to prove too this might be a question you'll have to look up and get back to me that's perfectly fine but um uh do you have an idea of the the total value of forfeited property that uh you know on an annual basis no but I can get that for you but we have been seeing it um it's Julian Santiago El Paso Police Department gold two set the standard for safe and secure City sub goal maintains standing as one of the nation's top safest city that the mayor be authorized to sign the interlocal agreement between the county of El Paso Texas and the city of El Paso Texas to submit a joint application to the Department of Justice under the 2023 Edward Byrne Memorial Justice assistant grant program in the amount of 202 958 the funds received under the Jag program will be allocated 50 percent of the county of El Paso Texas which is in the amount of 101 479 and 50 percent to the city of El Paso Texas for 101 479 of course this is no cash match or in kind is required the background the El Paso Police Department is seeking to replace 16 obsolete XTL 5000 mobile radios the radios reached their end of life capacity and are not compatible with encryption technology replacing all the equipment will eliminate risk of incompatible radio communications and allow encrypted radio technology to ensure secure Communications thank you chief item item number six is the solid wastelands seven and eight is Council I I mean Council I have appointments Council nine is tax refunds and Council item number 10 is I think that's an important item that people can look up and go through it's uh for notation only but it's a p car transactions for the period of July 21st through August virtually this morning representative Kennedy are you there sir foreign Kennedy Representatives anelo Hernandez and Salcido have requested to be excused from this morning's meeting let me text him real quick the first item on the agenda is discussion in action that the city manager be authorized to sign a chapter 380 economic development program agreement between the city of El Paso and pride design and Analysis Inc in support of a project located at 1255 Peter Cooper in El Paso Texas 79936 Australian good morning mayor and Council Bill Allen with economic and International Development if it could please bring up presentation okay yes this item is discussion in action on a possible 380 incentive agreement with prod design and Analysis at 1255 Peter Cooper so the applicant proposes to invest four million four hundred thousand dollars on this project prod actually builds manufacturing Machinery that's used to produce primarily products in the medical sector this particular expansion will provide them space and opportunity to grow into the Aerospace and defense sectors they're they are proposing to expand by thirty thousand square feet they will retain 110 current employees add 48 new ftes over the first three years of the agreement the median wage for those 48 employees is 27.83 cents per hour the applicant is a certified minority business Enterprise and a historically underutilized business they also have a fantastic relationship with UTEP that's how we were connected with them and they're working on a project with UTEP right now as a matter of fact utep's Aerospace folks our proposed incentive as 10 years and 75 percent which would be 161 774 dollars in property tax rebate one-time construction material sales tax rebate of seventeen thousand dollars and a permit fee rebate of ten thousand dollars in total local incentive is 188 774 which represents four point three percent of their investment taking a look at the economic impact of the new people that are coming on for prod I mean addition to the 48 new jobs that I mentioned uh which are direct jobs there's indirect jobs of 70. and that will increase uh their total salaries by 21.7 million dollars over the term of the contract and if you include the indirect jobs 38.1 million dollars community tax benefits after incentives 572 193 dollars we feel that this particular proposal meets the chapter 380 incentive policy job creation and retention and a targeted industry we propose to move forward any questions any questions I know that I had the opportunity to go tour their facility and some of the you know thanks to the they're making right now or something that's really important for our community and working with UTEP is important so um it's um it's I'm glad they uh I know they had options what they were going to do whether we're going to expand here somewhere else and I'm glad they picked El Paso has what they do make really helps a lot yes sir um is there a motion there's a motion made by representative Rivera seconded by alternate mayor Pro tem Molina to approve item number one on that motion call for the vote he's still on item three regular agenda representative Kennedy you're muted sir I thank you representative Fierro I see you thank you sir in the voting session and the motion passes unanimously thank you and I know we're having a press conference at 11. yes sir on this item and it's very exciting to see that the company goes from 110 full-time employees had an additional 48 that's a huge increase so thank you again thank you Mr Triggs thank you that brings us to item number two on the agenda and this is discussion in action on a resolution authorizing the city manager or designee to effectuate the purchase and closing of real property consisting of approximately 19 acres of land located at 5625 confetti Drive in El Paso Texas good morning Marion Council Mary Lewis benoso with the real estate division good morning hey T would you bring up the presentation please I.T can we bring up the presentation please you know while they're bringing the presentation I'll kind of go over a couple items I think it's really important uh while this item came up we talked about what we were going to do and how we were going to get this facility and for the reason of the facility and it's on 19.04 acres and it um we were there's already a natural divide in the facility that divides the the building where we're going to put for emergency Sheltering on one side and um on the other side we're going to do a West Side Animal Services which will be to get animals off the street spayed neuter and basically a full-blown Animal Services which has really been needed to help get the animal population up the street now there will be one of the things that's really important and there's a lot of misconception to what people were when when I would talk to somebody because I did three Community meetings I and I spoke with every constituent there was every meeting and then I went by and I talked to the principal at school behind and kind of we were there to find out what they wanted and what they felt and how we could make sure we we met their Niche and wants and we were able to do that so we spent three days plus again met with the school and the misconception was that we're going to have one facility and then we're going to share the facility like I said this thing was built in a lot of segments so we were able to have a line that's already splitting down the middle and the animal services and the emergency shelter will never ever be in the same area they'll be totally separate facilities and one thing that we've learned through talking to FEMA and everyone that one of the large biggest things they've been talking about is mental health services for the Asylum Seekers as they're coming to the United States so we felt that if someone wanted to go watch a dog play it'd be awesome they can go sit there and watch a dog play if someone wants to watch walk a dog and they want to do that they'll be available if someone wants to do none of the above they can do none of the above so once we we talked about this now we're taking it to even a different level we're actually putting a dog park out there so we'll have an animal services for all animals we'll have a emergency Sheltering that will be available to the community and it's something that's permanent sort of continue to spend money on hotels we'll have a facility that will be permanent for years to come as elected officials we do have a responsibility not to only vote for the current situation but also look at the future of our community so this really makes a huge huge difference and will only need it as needed and our priority in that facility and you'll go over the facility now that I see the the thing is up there that it's going to be for family use that's one of the things as we have large classrooms we'll be able to use it for family use and again if they want to go walk a dog go look at the dog's play run around and kind of decompress their mind they'll have the ability if they want to stay in in their facility and never come out they'll never see an animal which again we believe that it's really great for mental health and mental Wellness so um and we we did get an approval from the school district after they learned about what we were doing they thought it was a great idea and it was a unanimous decision to be able to move forward on this and again the community once I found out what it was and how we're going to work together and the niche and the ones in the community there was no pushback on it whatsoever thank you and I could still go on for another four hours but go ahead thank you mayor so here's an aerial of the prop erly purchasing that's the green shaded area that you see there to the left of that is Johnson Elementary so we want to be clear that we are not acquiring Johnson Elementary it's just Moorhead Middle School the property overview the seller is El Paso Independent School District the property size is 18.96 Acres there are five buildings on there and there's a breakdown of the square footage of each building the market value based on an appraisal done in February of 2023 is 10.9 million dollars the proposed terms are to acquire the property for 3.8 million and a lease agreement would be set up beginning the effective date of the contract of sale to end on the closing date of that contract the rental rate for that property is 23 534 per month and that is in line with the market rental rate for that property there's ten thousand dollars worth of earnest money that is non-refundable the earnest money deadline will be within five business days after the effective date title objections are done are due 10 days after the delivery of the title commitment and the survey and the inspection period is 90 days after the effect effective date excuse me our closing date is 15 days after the end of the inspection period and our recommendation is to proceed with the acquisition any questions and I think it's important that also as we talk about how we're going to pay for this and the way we're going to pay for this is we do have set up for Animal Services we have it set up in our budget so it's no additional impact to the taxpayers as moving forward and then the emergency Sheltering will be um set up where we're going to use female money to redo the building and then look at arpa funding to be able to buy the building so there will be no additional cost to the taxpayers but it'll be a huge incredible benefit as we do need to make sure that we keep the streets safe we need to make sure that people know that our number one priority is the safety of our community and this is something that we'll be working forward with I know that we've started UC Nations Tobin and that's you know as soon as we get the building hopefully within the next few days just to be able to move forward on some of the things we need to do we can close that facility but still have it available if we do need it uh I want to Chief you want to come up here the Agostino please because it's been really important I call him at all hours of the nights and and he you know and and I and I get concerns from the community and I call and reach out and uh yesterday we we talked about there was a lot of people walking around the streets at nights we've uh we've been able in the last 10 days to avert 7 000 Street releases the border patrol called us up and said we're going to release 750 we're going to lose 600 and we have an agreement that they don't release anybody unless they call me and then we get together and we talk about it we've not had any Street releases because we've averted we've had over 7 000 people that we've accommodated bets for in the last 10 days and we've prepared 16 500 meals again all of this on the federal government we know that only one percent of the people that are coming into El Paso area stay in El Paso the rest are here to move on somewhere in the United States to be with their um with uh their loved ones or French and they want to go to larger markets so we're we're trying to work with them and help them and accommodate I know we have Sun Metro movement from areas all around the city to pick people up move them to processing centers and all so this facility is so important to see this and I know that last night I had quite a few phone calls and I talked to Chief D'Agostino and we were able to the because of CBP one when they just come into they fill out their app and they just come in and then all of a sudden we have people roaming the streets last night I know that um Chief and I mean I called you up here so maybe I'll let you say what we were able to do last night and how we were able to take people off the street yes so yes sir mayor council thank you we had a lot of concerns last night we had high numbers of people in the streets in downtown El Paso again it's not saw our last surge back in December January time frame these are processed individuals so they have permission to be here they're on their way to their final destination what was happening is they were congregating outside it's beautiful nights and they didn't want to go into the shelter system they heard about some of the state buses that went out so they wanted to be close to that operation and what we wanted what we went out and explained to them the teams had to they worked late last night they were working till good four in the morning this morning getting people relocated and getting them into shelters and hotels so we transported over 400 people out of San Jacinto Park last night got them into the hotel system if you drove by this morning the numbers were were very low if if any and so that's going to be a constant process and be a constant draw this facility is going to offer us another expansion point if you've seen what we've had to do to house all those migrants as the mayor was talking about is we've had to operationalize not just Tobin but nine Hotel facilities across town that's a lot of moving parts that's a lot of logistics and so what we're doing with these the these larger shelter types in the Tobin now this school purchase it's going to give us the opportunity to have that place ready to go all the time we're not in the housing business as a municipality but we need those facilities for these surges and so that's where we want to get out today all right let me let me just add one thing so just so that the public really understands every time we open up a facility whether it's a activating a hotel where we're putting Asylum seekers in or a shelter like this there's the layer of logistics that has to follow it so as as uh Deputy city manager D'Agostino stated the more of these facilities you have the more there's a requirement for us to bring these things in because you know we're taking care of these people in terms of providing necessary necessary resources so you know us being able to work smartly and in your approval today at this particular item is going to be tremendously important that it gives us the the a better option um you know that the other things aren't going to go away we'll have those but it gives us a better opportunity to manage our Logistics and be able to handle these kinds of surges yeah and one of the things I think one of the things you said one day Colonel Western was people say why are we why are we housing why are we helping them we said we have two choices one we leave them on the street or we provide Sheltering and leaving them on the street is not an option for us we got to make sure we treat people with dignity and respect and we've been working really hard to make sure there's no Street releases and when when people are get their a number and then they're able to travel along wherever they may want to be we did explain to them and we're talking to them that if you do want assistance from us we're not going to be picking up we're not going to be setting up from the parks or outside on the streets you need to go into the Sheltering process so we can help you assist you to move forward and that's uh we were able to get a lot of the people off the street Yesterday by explaining to them that you won't be able to get the assistance if you're out in this you know San Jacinto Plaza or in that area and that'll help a lot moving forward to get the word out and they understand that so we can process the where they want to go and then set up the transportation help them get to the airport wherever it may be to and again this is it's really important it's not on the back of the local taxpayers who've been very very frugal the way we've spent the money and that's why we still have money left over to be able to do this because we didn't subcontract everything we actually have been doing the work ourselves we have a hundred team members from the city and when they do go help with whether it's the opportunity house or the rescue mission wherever they go we get reimbursed from FEMA at their hourly rate and when they're not working there we're still not paying them with FEMA money and now they become part of the city team whether it's fire department OEM the zoo any areas they're at they actually were hired for this type of um a process so we can have money we did apply for an additional 10 million dollars to be able to take us hopefully through the end of the year based on what we see but we met with Chief Owens yesterday and his exact words to me was and chief D'Agostino was there and chief Rodriguez was there well so you guys need to prepare to continue to work every day moving forward as if you're getting 2 000 Crossings every day and if it's less that'll you know at least you're prepared because we're looking at at least 2 000 a day coming forward every day and with that we'll go to represent Canales followed by representative Molina thank you mayor yeah like the mayor said the migrant surge is something that we're faced with that the city council doesn't make National immigration policy and we certainly don't control the the conditions in other countries uh that drive people uh to leave their entire lives behind and come here to the United States in the first place so we can only respond um it doesn't behoove anyone like the mayor said to have people out on the streets it's not good for uh the the migrants the Asylum Seekers who have come here it's not good for the businesses downtown where folks were being released onto the streets um and and it's not good for the residents who live around there either people's uh basic needs not being met leads to crimes of necessity that we've seen uh people stealing food uh people splicing into power outlets um this is just a response to people not having the things that they need I've heard some stories of some aggressive panhandling uh that again is is stopped as soon as we're able to meet everyone's needs um so we we currently have more than a thousand people sheltered in hotels and we're in the process of moving more people into the nation's Tobin Recreation Center Sheltering people in hotels it's working well and the temporary shelters are working well but it's not as efficient as having a permanent facility where we can uh place people that the city operates directly um so that's what this uh this action is is in response to um I've received some messages from some of my constituents who have expressed their their fear about this uh undertaking and a lot of that fear uh is is driven by a fear of unfamiliar people in in the neighborhood and while I don't necessarily agree with that fear I don't think that's irrational especially for someone who doesn't necessarily have all the information about what the plan is for the facility so um you know I I understand ultimately that that people are concerned for for the safety of their family so I want to do my best to reassure people um by sharing the relevant information about this you've heard a lot of it already from from staff and the mayor uh first of all I think it's important to say that even before this current surge of of migration it was my goal and uh it's a goal that I've shared with the mayor to purchase this vacant Moorhead middle school property for the use of animal services as we we've described to retrofit uh part of the space into an animal shelter uh in order to help alleviate some of the severe crowding that we've seen at our main shelter site in the Northeast and also to allow us to transition away from the temporary animal shelter facility that we have uh here in the back of this building here at City Hall uh in the old printing press uh space that that used to belong to the El Paso Times the Moorhead site is it's a significantly large site more than 19 acres and we still want to use a significant part of that property for animal services in the medium to long term uh but on the other part of the property we want to create a permanent shelter um for people like the one I described earlier now this isn't just a shelter for migrants either El Paso has in the past taken in people displaced by Hurricane Katrina and New Orleans and hurricane Harvey in Houston we've taken in refugees from Afghanistan many of them were who the families of of translators and uh other folks from uh from Afghanistan who helped our Armed Forces this shelter at Moorhead would be maintained for whoever needs it into the future um yes currently that will mostly be Asylum Seekers from South and Central America but we don't know that that will always be the case and we want to have a permanent facility to place people uh when when the need arises um with this facility as it's been mentioned the intent is to use it for families with children so uh because it's laid out as a school we have classrooms that we can convert into uh spaces for either one or a small handful of families to have semi-private spaces so I think it's important to repeat again this is going to be a space for families with children the shelter is a transitional space so people also won't be staying there long term right this isn't long-term housing the medians stay in our in our current Sheltering operations is less than three days this will be for families to stay after they've had their Asylum claims processed by the federal government and they've been released and I'll note released as legal Asylum claimants with the full freedom to to move and to travel as Free People um under the law so they'll stay at the shelter just for the short time while they wait for travel either by flight or by bus or by train to their final destination and most of them have family or friends or a job lined up somewhere else in the United States and they just need a place to stay for a handful of days while they arrange their travel um a few more notes about the plans for the shelter of course there will be controlled access people will be able to enjoy the hospitality of the shelter but they won't be able to come and go and roam the neighborhood the the site will be significantly separated from the adjacent School as the mayor explained and there's already been conversations with with episd with the school principal um who who are comfortable with the city's plan um and of course there will be significant security there both for the safety of the neighborhood but also for the safety of the people staying at the shelter um so again I I hope that some of these details put people at ease I've seen some like as I said some some opposition from the neighborhood and and even the the Mesa Hills neighborhood association um I actually I don't live immediately adjacent but I live in the area uh off of Mesa Hills just on the other side of Sunland Park Drive um you know I attend the meetings of many neighborhood associations uh I've I I am not aware that the Mesa Hills neighborhood association has been particularly active but I would love if you are meeting uh to be invited to your meetings I'll happily go present more about what this plan is and I'd love to give uh my my you know personal cell phone number to the to the president of the neighborhood association so that if there are any issues as the site gets set up or while it's operating they can give me a call and I'm two minutes away um so I I can always go there in person uh I hope that this puts people at ease I think that this is a very good plan and I want to thank uh staff all of you uh I know it's been quite an undertaking uh both dealing with the the federal government in terms of lining up the federal funds to to make this purchase um and also coordinating with with episd to make it happen so thank you all for the hard work that it's taken we've been talking about this uh you know for for a long time now first purely from the animal perspective and then uh and now it's presented as an opportunity to to use this for I think a higher and better use than what it currently is which is a giant 19 acre vacant site in the middle of District eight so thank you to everyone who worked hard on it and again hopefully everybody is a little bit put at ease by the information that they learn from the council meeting here today thank you thank you and I think one of the things that's important and um the the our uh Sheltering you can't come in and out it's one of those things that if you do come in you can't come back out so you have to stay with them so we can help you arrange your transportation help you move forward and that's one of the things and like you said we will have proper security and we will make sure that they have plenty of things to do while they're there of course but uh um one of the things that we need to mention they come to El Paso they stay here roughly about 24 to 72 hours and and they move on so it'll be a continual use now we have used both schools Bassett and Morehead and we did not have any problems in either facility while we did use them I'm sorry Chief I think I cut you off no no sir I was gonna I was going to add to the point that representative Canales made about the usefulness of the building and so we're looking at it as a community Readiness Center so it's not just for migration efforts it could be a freeze a flood weather events outside of El Paso where they're moving people over here it gives us the ability to use the facility to have a facility just for that rather than have to cancel programming and operate the convention center and it gives us the ability again we talk about being able to have the money and use the money wisely it gives you the ability to turn on the light overnight and turn it off in the morning if we have to if we don't have to continue to pay waste money and then can then go back and get more money we will they will be ready prepared and like I said if we need to turn the light switch on at night we will we turn it off in the morning and we may not be back for months but when we come back we can hit that light switch again and that's the important part of it yes sir and when you subcontract then you end up having to pay for the contract for the whole year you need to pay for everything ongoing and this way it keeps us from having to do that and again being prepared for anything that may happen within our community like it did in 2006 floods representative molinar followed by representative Kennedy and then represent funeral thank you mayor um Chief I'm not sure if you're the one to answering this question or not but you know what the facility at Moorhead and I do support the purchase of it but you know approximately how many migrants Asylum Seekers will be there or temporarily housing so that'll be that'll be to be determined we're looking at utilizing the gym first and foremost to get that operational so it'll be similar to Tobin right around the 4-500 range okay um the rest of the school is is being identified we have teams going out we have our building teams going along with our Emergency Management trying to see how we can redevelop the space and how we can make it more efficient for housing on the other side literally approximately how many animals that that's also to be determined okay during your presentation you mentioned that uh I believe it was seven or nine hotels that are being used throughout the city that's correct sir you said nine correct up to we've had up to nine I think we might be at seven today seven today seven yeah we have but we've used up to nine facilities okay have you had any discussions with Fort Bliss as far as uh housing them any migrants Asylum Seekers we've had those discussions especially over the years and it is we've had it quite a bit and it these are Asylum Seekers being allowed entry into the country awaiting their next step in the process they're not refugees so when Fort Bliss houses it's for refugees so if you saw with the Afghanistan when they had those evacuations those were classified as refugees that's when they step up and do it they're not they can't have the conversations here it has to come from up above it's the classification of who's coming into the country that determines whether they can use military property or not okay I understand and um representative Canal has mentioned that these people would not be free to leave so what's the difference if we purchase Morehead and they're not free to leave but if they're housed at the super Lodge hotel on Dyer and yet they're free to leave no they're free to leave they just come cannot come back in if they do leave and if we're going to set up Transportation form they have to be in a facility so that makes a big difference okay so the big difference in the hotel they're in spread rooms across the way they all enter exit to the exterior they're logistically we couldn't secure all those rooms to make sure they stay in when you're in a fixed facility and you have entry points and exit points only just a couple of them that's when we can have that so what we do and then what we've done at Tobin as well is we've given them an area out back where we've we've so they have some outdoor they can get outside get some fresh air do some things out there but it's confined so what they stay within the shelter system until their transportation is arranged all right thank you thank you representative Kennedy followed by representative Pharaoh followed by representative we've got a yeah I was just going to keep it short there's very few times where we have an opportunity to to work on on solutions for two issues with one transaction and this is one that I think does that and I think it just makes great sense so that's all I have and I think the value was 10.9 and we're paying 10 3.8 that's a big difference and that's what how you see a partnership between the school and and us and which is really working close with us to be able because we represent the same people and that's a citizens of the city of El Paso representative Fiero oh thank you mayor yes sir mayor thank you so much um this is a again thank you for your leadership I know this is something that you and the city manager interim city manager and city manager have been talking about for since we arrived in January um it is an opportunity for us to to be prepared for the future it's an opportunity for us like like the chief said um who knows what's going to be next and so thank you again and thank you for your team I do want to make a statement though I I this is everyone here and thank my colleagues on Council for being proactive for being positive for trying to come up with Solutions versus pointing fingers like some of our friends down the street were doing yesterday on the media so again thank you very much mayor and thank you city manager thank you and you're right you know you can point fingers so you can be the guy that makes the solution and know something about it and we haven't been talking about it we're actually doing we're taking action to make sure we do the right thing so that's something that that's really important and um you know when you share make sure we're prepared let me tell you what we're prepared for the unknown because I was talking to Chief Owens yesterday he um that he can see all the way down in the in the Mexico as he was telling what was going on but we can't we don't know when they split where they're going so we need to continue to be prepared for the unknown No Doubt representative thank you mayor great presentation and uh great thought which is uh a big benefit for both El Paso and those that that are going to use the facility as well as the animal shelter but are we prepared for the uh make sure that the looming talk about government shutting down we prepared to proceed with our they're not going to impede our progress here no it won't because we're prepared and we've been prepared and we have the funding available we didn't go through all our funding so we have the funding available and the funding will be continue to be available to us if they shut down you know that's something that they're working on their Budget moving forward and we really don't even know what will be in the budget for Asylum Seekers and from FEMA that the last amount of money they had which was about three weeks ago was 75 million dollars and then dispersed all of it we didn't get any of it because we hadn't done such a good job with the money we had we didn't need any more um so it was something that uh I know that the county for their processing center and everything they're doing they did receive an additional 3 13.5 million dollars again we didn't receive any but we did apply they kept 10 million dollars aside and we did apply for it because we believe there's we'll need this to carry us through the end of the year great great and that'll be a comfort for the uh the community here in El Paso know that pass is well prepared for anything thank you sir that's just our progress thank you mayor thank you Chief representative uh Canales thank you mayor I just wanted to make a motion to approve the resolution and I think we do have public comment yes mayor we do we have we have Mr Como and he's been a good Advocate to work with us and and help us and has spoken that uh ppis doing other things because he sees the importance of the both facilities and and the big need for Animal Services as she comes to see us every other Tuesday and and um you know he keeps telling us we got to think outside the box if we're going to make anything difference and if we're going to help with animal services and pick up animals this is we thought outside the boxer definitely outside the box I'm sorry yeah yeah pretty much first of all I want to development director for the city of El Paso and we're happy to announce another company expansion in El Paso we've had a lot of good news recently and this is another very good news story for us the company prod design and Analysis is a locally owned business a small manufacturer here in El Paso who is increasing the number of employees from nearly 115 adding an additional nearly 50 employees and making a 4.4 million dollar investment in our community to grow their operations we're really excited about this opportunity I think one of the things that we really want to highlight here is this expansion you know is a result of this company working hard investing in El Paso but also a result of the city and UTEP the Aerospace Center working together to help our local manufacturers grow and so with that I'm going to turn it over to mayor Oscar Lisa to say a few words thank you thank you you know when you go check and they kind of say everything that's on your speech you shouldn't leave it on the desk but that's right in this tree now you know this is really exciting when I went and toured the facility and saw what they build the machines to build and what the uses it it really was a kind of a neat deal that it's from El Paso El Paso grown and it's a company that will continue to grow but not only that is did we have a partnership with UTEP and you know Aerospace and you know Dr shadiri so he has been so important in you know Advanced manufacturing Aerospace and now working together with prod to be able to really complement each other that's really what it's about when you start talking about companies that come in and things should we do is how do we complement each other and not compete against each other and that this is a perfect perfect example you know the minimum wage the average wage will be almost 28 dollars and that's about 70 percent above the household Media made wage here in El Paso and that's what we do as elected officials we we need to make sure that our number one priority as we always talk about is Public Safety but then is to provide a good living for our Citizen and giving a good opportunity Unity we live in a state and so let's look at a little bit we live in a state that minimum wage is seven dollars and 25 cents and they're bringing jobs to our community that are going to be almost 28 dollars 50 new jobs they currently have 118. so you put those together and now we really have an opportunity when they go through the programs at UTEP that they have an opportunity to get a job here locally and not go anywhere I told somebody that I hope I lived long enough to make sure no one ever says that uh you know they're tired of the brain drain you know I never want to hear that again because we have so much going on in El Paso so many good opportunities and now another one that you know they're going to expand and add 30 000 square feet to a facility that really produces things that probably are life-saving equipment for the medical field and like when we went it's just such a a robust manufacturing and what they do it's not something that someone does on an everyday thing or somebody that can do it has to be really done in a very sterile area so I was very very um glad to see that they chose again the expand in El Paso since they are from El Paso but it what means a lot more is that we're working with our University to make sure that our students stay in El Paso and continue to do Advanced manufacturing Aerospace and everything that needs to be done so um and you know I can tell you that Dr shadir and unawi keeps hiding back there but he's back here somewhere that I'd never met him before before we started really working on things that uh Aerospace Advanced manufacturing companies that we're going to help grow together as a community and you know then we all become French and then we all smile and laugh and and talk about because they're great things happening so and not only did we become Partners but now we're becoming French and and on an everyday deal so that's really important as we watch our community grow and remember bring companies that will complement what we've been trying to do for many years and we really and I've said this before we really didn't think that this was going to be possible we kept talking about Advanced manufacturing manufacturing and then you know a year-end buying another year we really didn't think until really this Aerospace and and UTEP came on board and now we're going to attract a lot more companies we're going to track companies that really will complement prod and other companies in our community so thank you again for the investment it's not only brick and mortars you look at buildings you can look around and they're all brick and mortar but what makes a difference is the people inside and I think Prada is going to make a big difference for the people that have become their new team members that want to advance their career and continue to live within El Paso City Limits so thank you and congratulations thank you so as the mayor mentioned this is a really important result of a partnership between the city and utep's Aerospace Center over the last couple of weeks we've had a lot of good news we had a ribbon cutting with Schneider Electric also an advanced manufacturer in our community and then we recently announced the expansion of Eaton another large Advanced Manufacturing Company in our community and so it's really important though to highlight that locally we have a lot of small to mid-sized manufacturers that are owned and operated locally like prod design and Analysis and I think what I appreciate so much about our partnership with UTEP is that UTEP and Dr shidori and his team um they highlight the importance of having that that base local base here and help ensure that we're not just helping the larger companies grow but that we're also helping the the smaller mid-size companies grow so with that I'll invite Dr shidori up to speak and say a few words before you start [Applause] hey thank you so much and uh thank you so much for all the compliments um so so we have this big and audacious goal that by 2030 we would like to have 25 job in our neighborhood and in advanced technology industry the industry that paid most and brought uh design reflects one of those companies highly knowledge base a lot of design engineering and employee high school high skilled and middle skilled talents this is what the future of El Paso this is how we want to grow to an economy that no amount of disruption will derail or economic Prosperity product design is a Automation and Robotics company and that company has applicability in a cross multiple sector including automotives biomedical and of course in Aerospace so if a pathway for us to really create that economy is not a Silicon Valley Model A pathway of that economic Prosperity depend first grow your own and enhance your capability plus recruit from outside so our community has over 300 small and media manufacturers imagine if you unleash their potential if we create the capacity then what amount of technological Revolution we can do in a neighborhood we don't have to follow Silicon Valley or any other we just have to build our solution or our own strength and in many ways prod reflects that a a kid grew up grew up in this neighborhood went to MIT and came back and started a company and that now employ 100 people and about to employ 150. that's that's the process what's really Beauty about this sort of initiative is the Partnerships is UW Aerospace Center City and the small and media manufacturer Community really partnered on anything future invest on the future that sort of partnership doesn't exist amazing commitment from City of help has so to ensure that every case growing out growing in El Paso ZIP code has an opportunity and make lot more than living wage so this is a baby step I always say every time you'll see me I always call a baby a step but it shows the path we are taking it shows that why you believe that El Paso will be the solution of America's manufacturing problem great moment for us I do want to take a moment to to thank the mayor the city of El Paso there's a lot of people that basically have gone behind this effort right uh as everybody's basically indicated this is a team effort uh Dr Chidori and I are wearing the same color jacket because we are in the same team it is a partnership it is a it is an all-inclusive partnership and with that I do want to invite you guys if you guys are interested in understanding what prod does we are looking at the next generation of manufacturing in the U.S and that manufacturing is high-tech it is robots it is engineering it is technical jobs so I am very grateful that the city of El Paso has allowed us to grow and to flourish in this area and I do welcome any visits to our facility so thank you very much
