welcome to a special meeting of the uh May 22 2024 Planning and Zoning meeting we'll start by taking Ro and then we'll uh go into the presentation so if I could uh take rooll first chair SS is excused today I'm Vice chair pitcher uh board member Crocket here board member Peterson here board member montz here board member blakeman here and board member Carpenter here thank you uh we'll proceed with the uh presentation of the item that we're having a public hearing on a general plan Amendment thank you Vice chair this is for z124 d164 this is for a minor General plan Amendment from mix use activity to employment Josh sorry just real quick I think it's 01243 46 oh all right just the presentation was wrong earlier so clarifying thank you uh this is located east of Greenfield and south of melp uh the existing zoning on this site is light industrial with a council use permit for a large commercial center uh there is proposed rezone to light industrial with a planned area development and then industrial uses and drive-through uses are allowed by right on this site within the LI Zone uh the general plan on this site is misuse activity currently uh the proposed Li zone is not a primary or secondary zoning District within this zoning um as well as industrial is not listed as a primary use thus this is requiring the general plan Amendment which would be minor since it's less than 160 Acres uh the minor General plan amendment is requesting the employment uh General plan designation uh per chapter 16 of the general plan uh concludes uh criteria the city council may consider which includes but not limit to the degree of impact to the surrounding community existing land use patterns as well as extense that uh benefits out outweigh the impacts and whether the change will result in a net loss of land for other uses uh per the staff analysis staff find that the degree of impact of surrounding Community is minimal to uh due to the result of increased viability of industrial uses as well as complimenting the existing industrial uses in the area uh it's consistent with the existing industrial land use patterns in the area as well there's Falcon Field directly to the north and industrial parks to the East and the South consistent with the Industrial Development and the extent that the benefits outweigh the impact this current uh underutilized parcel is able to be developed and then the loss change in uh loss of land for other uses there's no proposed change of land for other uses in this area uh as part of this uh process citizen participation is required the property owner uh or the applicant notified Property Owners within the thousand feet as well as hway and registered neighborhoods within the area staff has not been contacted by any interested parties uh staff finds that the proposed General plan Amendment complies with chapter 15 of the 2040 Mesa General plan uh and staff recommends approval conditions happy to answer any questions thank you Josh so do I open this for public hearing now uh if there are any do you have do you have any blue cards that that we need to Vice chair pitcher we've not received any requests to speak on this then uh I will close the public hearing and open it up for any questions from the board are there any questions comments that we have for Josh thank you very much um do do I need to take a vote on this or then we'll close the uh public hearing on this matter you can adj it and adjourn it and we will do we need to ask for a vote of adjournment all those in favor I thank you very much
