THE WELLS PARK NEIGHBORHOOD ASSOCIATION SUPPORTS DEVELOPMENT AND STANDS WITH THE VILLAGE THAT SUPPORT CAN BE INSTRUMENTAL IN GETTING THINGS DONE. THE EARLIER PROJECT LEADERS ENGAGE IN THE PROCESS THE BETTER. WE REQUEST THAT AFTER COUNCIL DISCUSSION IT BE DEFERRED UNTIL THE DEVELOPMENT GROUP MAKES THE PRESENTATION TO THE NEIGHBORHOOD ASSOCIATION BOARD. FIRST QUESTION, I'D REALLY PRESS THE FACT THAT THE OFFICERERIZE -- OFFICERS ARE GETTING AN INCREASE AND LONGEVITY PAY FOR STAYING IN THE AREA COMMAND WHICH HELPS WITH COMMUNITY POLICING. SOME OF THE BIG THINGS IS REDUCING CRIME, BUILDING OFFICERS IN THE FIELD, THAT'S WHERE THE CITIZENS NEED THEM AND ALSO WORK TO MOVE FORWARD AND EVENTUALLY OUT OF THE DOJ MANDATE. I WANTED TO GO INTO FIRST QUESTION IS THE ADMINISTRATION APPOINTED POSITIONS AT APD AND WE HAVE NINE CHIEF STAFF, WE HAVE 14 COMMANDERS, AND 12 -- FOR A TOTAL OF 36 PEOPLE THAT ARE ACTUALLY ASSIGNED TO APD. NEVER SEEN THAT BEFORE. IN MY TENURE AT APD, WE ONLY HAD SIX CHIEF STAFF MEMBERS MAKING -- OR ACTUALLY ASSIGNED TO THE CHIEF. YOU HAD CHIEF, PUBLIC SAFETY COMMANDER AND DEPUTY CHIEFS. WHICH USUALLY AMOUNTED TO ABOUT FIVE OR SIX. NOW WE'RE UP TO 36 INDIVIDUALS WHO ARE UNDER THE CHIEF'S STAFF. MY QUESTIONS ARE THESE PEOPLE GETTING THE RAISES LIKE THE OFFICERS AND WHAT PERCENTAGES ARE THE RAISES, MR. PRESIDENT? >>COUN. DURING THE PAST SEVERAL YEARS THE NUMBER HAS GROWN. WHEN ADMINISTRATION FIRST CAME IN 2017 THE GOAL WAS TO REDUCE THE NUMBER OF INDIVIDUALS AT THE HIGHEST RANKS. WHEN I CAME IN THAT WAS ONE OF MY GOALS. I REMEMBER THE APD OF THE PAST, AS YOU REFERRED TO, COUNCILOR SANCHEZ. APD HAS CHANGED. A LOT OF THE CHANGE HAS TO DO WITH THE COURT SETTLEMENT AGREEMENT WITH THE DEPARTMENT OF JUSTICE. FOR EXAMPLE WHEN YOU SPEAK OF 14 DEPUTY COMMANDERS. IT'S A WAY FOR US TO PAY SOMEBODY LESS TO DO THE WORK REQUIRED OF A COMMANDER UNDER THE SETTLEMENT AGREEMENT. THIS WAS IN PLACE PRIOR TO THIS ADMINISTRATION COMING BACK. ONE OF THE THING REQUIRES IS HAVING A USE OF FORCE COMMAND THAT REVIEWS COMMAND OF SOMEBODY ABOVE THE RANK OF LIEUTENANT AND IS POINTED AND ABLE TO MAKE COMMAND LEVEL POSITIONS ON USE OF FORCE WITHIN POLICY OR NOT WITHIN POLICY. INSTEAD OF HIRING FOUR COMMANDERS TO DO THIS, WE'VE HIRED FOUR DEPUTY COMMANDARDS TO TRY TO SAVE SOME MONEY. WE ALSO HIRED FOUR DEPUTY COMMANDERS FROM OUTSIDE OF THE AGENCY, FOR THE MOST PART. DOJ HAS BEEN VERY RECEPTIVE OF THIS. THE SETTLEMENT AGREEMENT AND THE MONITORS LIKE THE FACT THAT WE HAVE OUTSIDERS WHO ARE NOW RULING ON USES OF FORCE DUE TO THE FACT THAT THERE WAS PERCEIVED MANY TIMES INTERNALLY PEOPLE WERE NOT HOLDING PEOPLE ACCOUNTABLE. IT'S ALSO TO ADD RESOURCES TO THE POLICE DEPARTMENT BECAUSE OF THE SHORTAGE. ONE OF THE BENEFITS, THE HOLDING PEOPLE ACCOUNTABLE IT'S EASIER TO HAVE PEOPLE THAT ARE NOT PART OF THE SAME COLLECTIVE BARGAINING UNIT THAT IS RECEIVING THE DISCIPLINE THAT IS HASHING OUT THE DISCIPLINE. THAT'S BEEN A SENSE OF CONTENTION WITHIN THE COMMUNITY AND WITHIN THE SETTLEMENT PROCESS THAT WE'RE OVERSEEING OUR OWN FROM THE SAME COLLECTIVE BARGAINING AGENCY. RIGHT NOW, OF OUR 12 DEPUTY COMMANDERS WE'VE HIRED BECAUSE WE HAVE 12 HIRED, 11 ARE EXTERNALLY, ONE IS INTERNALLY. THE QUESTION COMES UP IF THERE'S OPPORTUNITIES TO COME UP FROM WITHIN. ABSOLUTELY. IN TERMS OF COMMANDERS, THERE'S CURRENTLY EIGHT COMMANDERS, SIX FROM WITHIN AND TWO FROM THE OUTSIDE. WE'RE GETTING FIVE GETTING READY TO BE PROMOTED NEXT WEEK. ALL FIVE GETTING PROMOTED ARE CURRENTLY WITH APD AND ONE RETURNED FROM A BRIEF RETIREMENT PERIOD. THERE'S SOME PLACES WE BROUGHT IN TALENTED AS WE NEEDED. OUR INVESTIGATION UNIT, HOMICIDES, WE STRUGGLED WITH HOMICIDES FOR A LONG TIME. WE FOUND SOMEBODY WITH A GOOD SKILL SET. I THINK THE SUCCESS OF HOMICIDE OVER THE LAST SIX WEEKS SPEAKS FOR ITSELF. I THINK WE'RE AT 14 ARRESTS. WE JUST WORKED ON ANOTHER ONE FROM, AND LATER ON WE'LL TRAVEL TO ANOTHER STATE FOR ANOTHER ONE. WE'RE HOPING TO HAVE TWO OR THREE MORE HOMICIDES CLEARED UP. THE OFFICERERIZE SLATED TO GET AN ADDITIONAL RAISE IN JULY. IT'S UNKNOWN IF THE STAFF WILL GET A RAISE ABOVE THE RANK OF LIEUTENANT. ALSO ANYONE THAT HAS, AS WE STATED EARLIER, HAS BEEN IN THE BUREAU FOR MORE THAN THREE YEARS, CAN GET IT. BUT THE STAFF IS NOT ELIGIBLE FOR THE RAISES ABOVE THE RANK OF LIEUTENANT OR BONUSES THAT OTHER MEMBERS WILL BE GETTING. THEY'RE A PUBLIC AFFAIRS AND COMMUNICATIONS FIRM HEADQUARTERED IN ALBUQUERQUE. THEY HAVE BEEN APPROVED FOR $30,000 IN CITY FUNDS FOR THE ACQUISITION FOR MIXED USE FACILITY FOR OTHER SERVICES. THE ANALYSIS SHOWS THE DEVELOPMENT OF THE SITE UNDER THE PROPOSED MODEL WILL HAVE A NET BENEFIT TO THE LOCAL TAXING DISTRICTS OVER $8 MILLION AS WELL AS AN ADDITIONAL $2.5 MILLION OF GROSS RECEIPTS TAXES. 85% OF THE REVENUE ORIGINATES FROM OUT OF STATE OR COUNTRY.
