I hope you'll have the opportunity to rest and recharge over the holidays and that even staying warm as we've enjoyed some truly wintry weather. I want to start with a big thank you to our street maintenance team and public works. They have been very busy clearing roads after back-to-back days of record January snowfall. Also, they have been battling blocked culverts and Gracie Ation with the continued very cold temperatures. I really appreciate how organized prepared and professional their response has been. And I want to pass on to them. The many compliments I have received from members of the public. Our snow solutions team in the snow. Levy are working. We are better coordinated and better equipped as a municipality. Then we have been in years and thank you to the assembly for your support as well. Speaking of investments yesterday, I announced my proposal for a one time special education Levy to go in this April ballot. Thank you to Vice chair Braly and members. Rivera involve Monday for co-sponsoring. It's on the for introduction tonight, the 12 Million Dollar Levy will help address the 83 million dollar funding gap facing the Anchorage School district and reduce forecasted class size increases and program cuts historically anchorage, mayors and the assembly have dedicated from local property taxes, the highest amount possible under the state funding formula. I strongly believe public education is one of the best investments we can make for our community, reducing the ASD funding gap by 12 million dollars will make a big difference in the classroom and the success of our students, if approved by voters, property taxpayers would pay an estimated one time cost of $27.40 per 100,000 dollars in assessed property value. So, for example, the owner of a $400,000 home would pay a one-time cost of about $109. And yes, this levee has come together quickly. Members may recall that the school district raise the issue of local contribution at the December joint meeting with the school board during this month between Assembly meetings. My team has been working closely with the district to assess this unusual situation I look forward to working with the assembly in our community to move this proposal forward. And while I am asking the assembly to set aside the sales tax proposal. For this April's ballot, it is a conversation. We must continue with our community because the fiscal cliff isn't going away. We need to work together to find solutions to the underlying fiscal challenge is the municipality faces and how we want to invest in our future. I'm committed to continuing this conversation to make sure we have the resources we need to move our community forward. One last sad note we lost to municipal employees in late December Kyle. Hamish. She served as a police officer at APD since 2005 Reginal Evans who worked on the street maintenance team both passed away last month. Next on the agenda, we have the chair's report. >> Good evening, everybody. And welcome to the first Assembly meeting of the New year as members. I'm sure you're grateful for the four-week interlude that we hadn't had the opportunity to spend some time with friends and family away from much of this. And now we are back. So welcome now. I also want to echo what the mayor had mentioned. I have seen some of the maintenance challenges and in this town and the worst conditions that I continue to see Iran facilities in our town. They're managed by other entity is and it's really challenging that some of those main roads continue to be quite dangerous. In fact, this morning had a friend reach out to me who said that they watched a car flipped over on C street, but that said last week I attended community Council Fairview Community and it was quite remarkable to hear the positive gratitude coming from members of that community which highly pedestrian neighborhood who are grateful for the remark improvement of snow management in the district. And so my thanks. Also to the maintenance and operations team superintendent and everybody who's driving plows and graders and all the equipment out there many dot org slash plow. You can watch our amazingly named Klaus do the work. Thank you again. So next week we celebrate Martin Luther King Junior Day, which holiday on Monday and it's not generally speaking a day that's holiday for a lot of people. It's a day of service. I'd like to point folks who might need legal help to the Martin Luther King Day free legal help clinic, which is. Been held for many of the last years at the Mountain View Community Center, the Alaska Bar Moment K Free Legal Help Day scheduled from noon to 4 Monday January 19th the community center, local attorneys and legal associations offer free legal consultation is for low to moderate income. Alaskans on a first come first serve basis. a lot they don't to consultations. If you have limited financial resources and are struggling with an issue with the landlord, child support place of employment or issue that may have a legal aspect. I strongly encourage you to attend this event and get the support you need to the attorneys in our community who are providing the service. Thank you for providing this value to our community. And if you haven't signed up to help contact the bar association to see how you can be involved also of importance to the municipality and our people. April is the election. And in fact, this Friday, the election season begins in earnest when the filing period opens at the clerk's office or the election Center and will be open. The filing period will be open through April 30th Friday at 05:00PM this year. The election will be April 7th. The last day to vote will be April 7th ballots go out in the middle of March over the next 2 meetings will be reviewing the proposals for what will go on the ballot for Barnes, Levy's potential charter amendments. The final date for action for those items will be our next meeting meeting of January 27th. I encourage you to read over the bond proposal proposals and that energy section of the agenda and email. Here's some of the members are testify at the meeting on January. 27th. Those items will go along with 6 assembly seats that will be on the ballot. As I mentioned before the candidate filing period closes 05:00PM on January 31st. Not 30th. According to my notes, it's last Friday of the month. Also, we want to focus on youth registration as the election nears. I want to make a special pitch to the high school seniors in town. Many seniors will be 18 in time to vote in our upcoming municipal election. I highly encourage you to register and vote even if you're 17 now, as long as you turn 18 on or before Election Day, April, 7th, you can register to vote. Our youth representatives election team are working on a voter drive to get eligible teams registered to vote this spring. So if you know of someone who recently turned 18 or turns 18 before April 7th, please help us get the word out to them. You can learn more about registering to vote and all the other elements of our election. That's coming up at many dot org, slash elections. I'll do the best I can tonight to move us to tonight's agenda as efficiently as possible so that we may conclude the most reasonable hour the evening. They change order increase requests from substation contractor for the Electrical substation, potential relocation electrical substation and that change or could be as high as 11 million dollars. Member about Monday's report, the next meeting of the Transportation Committee which meets quarterly will actually take place in February. It's going to be on February 18th. In paying attention either to what's being reported in the media or who are following transportation issues closely. We'll be aware that Commissioner Anderson at DOT unilaterally made the decision to withdraw about 19 million dollars and safety projects from Anchorage. And that is at a time when. A record number of pedestrian deaths and injuries on dot facilities here in Anchorage. So doesn't make a whole lot of sense. My understanding, though, perhaps there are conversations between leaders at the state. And the administration here at the municipality to figure out where we can reach some consensus and try make some of those safety projects happened. I certainly hope that will be the case. So it's always great for the legislature to hear from us all around the state and one time that there are things that need to be done. The question of how we may encourage are used to stay here in Anchorage from the various ideas we brought up. We concluded that adolescents and young adults would benefit with more awareness about what is happening around the city. The first step would be to figure out how to disseminate information to adolescents and young adults living with an Anchorage and engage them most likely through social media platforms such Instagram and TikTok. Then we may promote various cultural events and shows around the city such as monthly first Friday events in downtown at second Saturday, events in Spenard. And what did it motivate them to attend in hopes of boosting the you seeing year in the city? This would create a positive identity and association with encourage. So they may be encouraged to stay here as adults in other benefits to engaging R Us is that they may be more civically active and participating in government right before the New year us to use representatives collaborated together on Instagram post that explain the contact purpose and considerations of each tax cut proposal to be voted on today and allow the used to give their opinions of those proposals and the Google form alongside it, asking whether to use the survey takers approves the ordinance being put on the ballot for the next municipal election, whether they would vote for or against the proposition. This event will provide free rentals with a shred pass and free one-hour beginner lessons on Saturday and Sunday and whereas the Martin Luther King Foundation of Alaska who's 2020 16 is mission possible building community and uniting a nation will hold their annual MLK citywide celebration on Sunday January 18 from 03:00PM to 06:00PM at the Betty Davis East Anchorage High School Auditorium and whereas the Alaska Bar Association and its partners are hosting an MLK Day free legal help clinic volunteer attorneys provide brief legal help too low moderate income Alaskans in need of legal advice. And my concern is also about making sure that we don't get into projects that have those neverending costs that are proprietary to a vendor. But it has and also should note that our new park director a time is here to for any specificity that I'm unable to provide. >> It's a good question. And so as outlined in the item, these are specific expenses that are part Reid of modifying the structure for its new you switch over my car call as the warm storage structure at the port of Alaska. And so as part of that will need different doors different ways of entering and exiting the building because we will be bringing trucks into the building and and not humans for shelter. And so I would go back reiterate that even with this change an expense, the overall cost that the port is going to be spending to use. This facility is still less than what the port had intended to spend on an alternate, warm storage facilities. So our position is that this is still that of Al you, for the for the port and that they are actually saving money by virtue of using this facility, even with some of these incremental expenses to modify the structure for its new purpose. And which leads me related question which, you know, are we? >> It has been bitterly cold and very windy are we are returning folks away right now due to a lack of capacity within the shelter system. So currently we have what's called a waiting area, both shelters. And so the increase safety center is the first responder drop-off. >> So individuals who are going there first the encourage safety center has. Really stepped up and worked with the individuals that are being dropped off beans has extended their time frame in which individuals are coming into that location. And and we are moving people also through 3rd Avenue Knapp center during the daytime. And so we're just moving people through the system entirely. And understanding that that in this we are we are trying to build in as much flexibility as possible without really >> boxing ourselves Should we be anticipating maybe a different sheltering format in expectation of potentially more severe winters going forward? I think we can continue to look at our capacity. I think this year's really our biggest demonstration period and working with all the shelters. >> We really have made a concerted effort and 2025 to create That documents which shows all of the shelters, which shows all of our capacities which show the community how we are moving people through the system and like who we are funding. And when we're finding those opportunities. The I think >> I think my my hope is that happen. If we need to start rethinking. Our real needs based on this winter, a sort of a test case I would I would. I really appreciate know, maybe having a more robust conversation about forthcoming Housing homelessness committee meeting, understanding that we we want to have capacity for everyone who needs it. And The fact it's great that we have these additional resources, either community partners that we can tap. But I think that I still hold that concerned. We may be literally beating a few folks out in the cold just because we don't have the space. So something I'd love to discuss at a community committee meeting moving forward. So currently how many total shelter beds? How many congregate shelter beds are we operating right this minute? >> Congregate shelters. We have 200, at least 56 avenue and 150 at Linda's Place. Okay. My question is so I I understand the assembly approved the funding for for the surge capacity. So that seems address the title 7 concern. We mentioned the contracts need to be amended to accommodate. Extra capacity. So here we are in 2026 and I see that we have the funding piece figured out. There's all sort of contract peace. So can someone just kind of clarify, mean, how those 2 kind of work hand in hand with the processes to make sure that we're staying on the the right side. >> Threw the chair. So currently when we fund certified the contracts last year, we fund certified at them for 100. beds at both locations and and we put the option periods. And so we are exercising the second year of that option, which is for all of 26 January, 1st to December 31st. what we did do is we put in a separate line item of funding for surge capacity. And so we have to add those funds into the contract, an order to pay for the search moving forward. So right now we have funds and we're paying for the contracts. Him are paying for the invoices as they come in. But what we're going to need to do is shore up those accounts by putting the money in there. >> And if I may to that, Johnson, just big picture. do want you all to be aware that we are we doomed air working internally at the administration to build the structure. So we don't have to do this on an emergency basis going forward. And so and we're learning this is the first year that we have for the year-round shelter structure in place. We've talked to 2 different operators. We do have longer-term contracts with in place. And you've seen there's multiple layers to. That's right. There's the question or total 16 of capacity. There's a question of contracting under title 7. There's a question of funding availability and whether that is in the base budget or something that is allocated a more of an emergency basis toward the end of the year. So we are should expect to see some things coming from us that are part of what director ashes referencing, including that contract amendment, but also including some other pieces. So we can hopefully build a box that we've all bought into to allow for surge capacity in these extreme weather events. That isn't something that requires emergency actions. So really just sure that we're we're working on it and we will be coming back with a few things to try and build that box in a public way so that we don't do this and emergency basis going forward. They went right around me to the administration and the administration said we're going to take care of it and did within minutes. And so for all of the complaints and concerns that it's not working, I continue to have It's at least that are coming to me that it is starting to work. And so for my part, I just want to ensure that that gets in the record that despite my you know, stick take on certain things when it's -5 outside and I thought everything was full, they found a place for people to get off the street. Thank Just to be clear, this was an item that was continued from the last meeting and it is making mostly small changes to our channel 7, which is our purchasing code clean up after a much larger are off ordinance earlier last year that did that. So what is in this one was the reason we postponed. It was to resolve really balancing the question of when significant appropriations are significant promise of public funds are made. And when assembly approval is required with the practical reality that we also need things to move forward. Departments need to have flexibility in how they do procurements, etc. And so what this does is for non uncovering contracts or things of this indefinite delivery, indefinite quantity when those are required and they have multiple options built into them, meaning they could be exercised over multiple years. This cleans up in titans. The definition of an option when that can or can't be used. It's just a type of amendment. And that also makes it clear that that if the total amount of let's say it's a three-year contract, if the total amount a million dollars, even if individual year amounts are less than the approval threshold, that it still requires approval. So it's really closing what could be misused as a loophole in the future and really just making sure that our procurement code still contemplates assembly approval for major expenditures. >> Deposits thank you to address kind of a little fine point on Some of us for here serving some are paying attention. One previous administration issued a series of $29,000 contracts just right underneath the procurement requirement that even come forward to us for information and then did serially multiple times in the year to get to hundreds of thousands of dollars going to individual. So this project an effort follow an effort to clean up some of the loopholes that were exploited in the term. Some of us have sent here to allow funds to go to friends of the mayor. So this is a clean up act. I a as an amendment. >> Yes, I would like to move amendment once. I still think that 1 million us quite a bit of money, handout and multi-year other types of optional add-ons in contracts without simply oversight or approval. You know, kind of one of the concerns that I have with this is that there could be a contractor that's not performing and the assembly has a duty for oversight that they would be unable to carry out in a multi-year contract. You know, up to a million dollars. And like I said, I think that's a lot of money. I think that 500,000 is more appropriate balance between practica ability providing flexibility to the administration and that required fiscal oversight duties of the legislative branch. We did discuss the possibility of doing 500,000. We know for contracts that are for us a certain dollar So not these ID IQ contracts and 500,000. Thank you, Mr. Chair. >> At this amendment does represent a bit of a compromise and there is trade-off here between efficiency and oversight here. The way the purchasing code is generally written. And so we're bringing you everything that is over $500,000 or reporting to you the things that are under $500,000 option periods in the municipalities, history have been treated as individual kinds of the base period of the contract is approved or not by the assembly. Depending on that. That is over the approval threshold. And the option period is treated totally differently as basically a fresh arrangement as we first proposed this ordinance City Assembly. Want to clarify that we didn't need to change any of that longstanding arrangement when we were making the title 7 changes last year that I think service a productive dialogue with the assembly said, well, wait a minute, maybe that's not the rule. We actually want to play by. Maybe if you have a $400,000 base contract in a $200,000 option period, another 2000 eventually here into a long-term high dollar relationship with a contractor. And we would like to see that that was in our initial impulse. But after that, I love that makes sense. And that is a sensible hits for the body to land with this amendment. I think we would prefer to stay at the 1 million dollar threshold because my concern is, but if you ratchet down this cumulative effect of all of the options are going to create an incentive potentially not to have option periods in the contract because now each of these, he's treated more or less like a stand-alone procurement I was a I think that the dialogue that transpired there let resulted in no 1 million dollar threshold was an appropriate place to land. A nice balance between those competing interest. But as the base year said, it ultimately is in the assembly's discretion. I think we would like to stand pat on the 1 Million. But that's up to the assembly to decide. >> A source. >> I mean, honestly, I think that if you're creating an incentive. >> 4. An administration to try to figure out how to get around the policy that we pass. I think that actually points to the need for. The oversight that I'm seeking to get with this amendment. This has been decided to become a CR 7, which inconsistent with the neighborhood is inconsistent with the but the comprehensive plan would be for the development. Why? Why is change being made? And I also see that the minimum with of the lot in this zoning district would be 120 square feet versus the original R one zoning, which is 50 square feet. So I guess my question Does there appear to be a material difference between? A special imitation that says you have to have him in minimum of half acre lots essentially or and underlying zoning district that says you have to have an half acre minimum lot. >> They're at virtually the same. And I had height limitation on it the first time through the zoning. Process and it was it failed. So I had to go back and spend around $23,000. concrete money. That's replanting money, that structure or money 2 to lower the height of that building based on being on our one lot. That high 20 feet for an are one for secondary structure on our 7. It's 35 feet. And so I would not have had to spend that money on That redesign if I didn't that because there are different and there's that's not the only difference between an R one and R 7. Also held a community community meeting at the Community Council meeting and they mailed invitations to all the affected property or the properties within a 500 foot radius to invited to that meeting, even though it wasn't required for this type rezone signs are posted on the property. We never got a response from the Eagle River Valley Community Council. You have your resolution, the resolution that was prepared by that. She actually river advisory board. They reviewed it and it provided you their resolution. yeah, that kind of leads to the next question. The reality is we have this item before us second of December with the intent to postpone because we had heard that they hadn't been notified essentially. >> They were notified. Mister McLaughlin, just to clarify, I think there's some confusion about kind of the purpose and the use of the land use map versus the zoning maps. If you could maybe explain a little more, the language that was referenced by the Testifier. What the what the relationship between land use map is a policy document and zoning map which is a separate policy document. >> So the code says that reasons have to be compatible with the comprehensive plan. And there's no question about the land use plan maps designation of to drone per acre for this property because it's a large area and the scale of the map. You can imagine where I would be difficult to find what land use plan map the color on the map for a particular property if it was small and that. But that's not the case here. There's no ambiguity that this is drone units per acre we're bound to follow that. The plan says that if they're if its, if there's any, if its, if there is ambiguity, then you look to that policies and goals in the plan, things like neighborhood character and cohesion and that but that's just not an issue here. Also, the code requires that clearly within a particular comprehensive plan designation shall follow the standards of that designation. In short, we're required to follow the designation of the map. just no question about it. So that's really say more about it. It's pretty simple. Other things like, you know, Delaney's plan map is not as zoning map get. That's a standard statement that you would put in the plan because it's not designed it's that, you know, aspiring. This is what we want the zoning to be. If that's what you have a land use plan map and the comprehensive plan and then you have the actual zone map and then you have a code. First, I want to recognize and thank the people who came out tonight to speak to this proposal and to all the people my team and I have met with over the last several months to talk about the budget gap in army, our municipalities facing in the near future. The hard truth is if we do not diverse fire revenues to make up for the very, very significant loss in capital and operating funding from the state. We'll have to cut services, mayors and assembly members have been talking about a sales tax for decades from Mayor Sullivan to former assembly members, Bill Evans and Fred Dyson. Even on this body this year, we have heard proposals in discussion for sales tax ranging from one percent to 9.5% At the state level. Leaders are talking about a statewide sales tax, seasonal or year-round as part of a fiscal plan. What we absolutely know is if we don't do something, residents and the assembly, we'll have to decide which services to cut. We'll be recreation centers, libraries, parks, bus routes, flowers. >> Maybe snow removal, police and fire. At some point what gets cut? How did these cuts hurt our community? How do they hurt our economy hurt our ability to attract new residents, businesses and visitors more work on the sales tax is needed. And this long-term fiscal conversation must continue. I applaud assembly members. Braly involve Monday for also having these frank conversations through their fiscal future meetings. When I met with residents about the sales repeatedly here, one, yes, we need some property tax relief 2. Yes, we believe in our community's future and want to invest in public safety, infrastructure, housing and education and 3. Yes, we want to get more revenues from visitors. We have a real opportunity to build consensus around the municipal services we need and want in our community and how we want to pay for them. Well, I'm asking you to postpone this proposal tonight. I am committed to still moving forward over the coming months. I will work with the assembly and the community to have a robust conversation about how we prioritize and pay for what's needed to make our community a vibrant, prosperous and resilient. As I noted at the start of the meeting, a strong public education system is fundamental to our community success. The education Levy came together quickly. I know not all members were able to attend, but for those who did, you may recall that the school district raise the issue of local contribution at the December joint meeting with the school board during the month between Assembly meetings. My team worked closely with the district to assess this unusual situation. We'll be scheduling a work session and I hope you'll all be able to attend. This is a critical and unique opportunity that I believe we should should focus on for the April election. I asked the members to join me in that focus and support this motion. It's also interesting to reflect on the fact that the municipality actually owns the buildings that the school district operates. so I know there are calls from folks too ask for more accountability to ask for their operating budget to be cut and the bottom line is that we are their landlord for the schools. And so the question is, are we going to be responsible landlord and keep up our properties? We're we're going to ask our tenants, which is the school district and kids who are learning there and the teachers and the other folks who are working there. 2, 2, Basically live not live in, but work in substandard buildings. And so we this is just one kind of drop in the bucket of our different maintenance backlog that we have not been keeping up with the amount of maintenance that we do need to do in these buildings, particularly with roofs. We have another snowy winter. We don't want to see roofs collapsing on our kids. And so I think this is a very wise investment to send to voters to ask them to decide in April. Okay. So I just wanted to be clear about that. So that we all know what choice is today and the opportunity to still have another bite at the apple in terms of if you don't support that idea or not. But yeah, I wanted to also just flag. What we've heard now chair is that there are there's a lot of outstanding maintenance, deferred maintenance for buildings. >> That were built. In the past. And I would also argue these are buildings that were built during a time when Anchorage projected growth. The point that never happened. So chair, I just wanted to reiterate that I do believe encourages had a historic spending problem. It's spent with the ambition of being a city would never become. And so we have buildings for example, we had a portfolio of real estate holdings for future buildings that were never built. We're supposed to potentially go based on the prop based on the population growth that was expected. One of those properties. So just what we're all clear chair was one of those properties that the theater off of Muldoon. They were sitting on that property for a long time. We asked the school district to review those properties because you can't be a property. A real estate speculator when you don't even have the capacity to pay for what you currently have. And so these challenges are significant. They are real and we've inherited. A lot of the cost for the dreams and the imaginations of the city would become at the expense of we hold the bill today. So there buildings that we have to pay for their our utilities at that. We need to be really clear about chair. But I also want to just the work to do drill down into the audit into work to get serious and real about where and what the spending his the history of the spending has been is substantial work, but it's not necessarily an every spending item. And sheriff, so this item, I have a problem with the school district getting more money because I would love to see reorganization in some very, very deep ways. But this item is to pay for things that this community thought was important 20 years ago, 15 years ago, the bills of which are today. So I would encourage my colleagues to look at it from a vantage point of get allowing the voters the right to choose, but then wrecked remembering that at some point we have to now get things under control. For the future but essentially shared. This represents bills that are coming to do from the past. And on that note, I encourage my colleagues to send this to the voters. And I want to put a very fine point on that because I think it's him important to understand that capital improvements mean that we are investing in in buildings, an actual school buildings not in operating costs, but in the things that the municipality actively owns and what is on this list for 2026? is upgrades to Romig middle School, which is one of our oldest middle schools in Anchorage. Updates to Lake Otis Klatt Elementary School, which has structural deficiencies and it needs structural upgrades. Tudor Elementary School is getting a new vestibule, a new roof and hat is having structural issues with trusses addressed. There is access control issues at 15 different schools where there are secure vestibules installed. But now there needs there needs to be access control so that we can keep a bad act. Jurors out of 15 different schools and increase school district. There is update to the student nutrition facility because we are finally moving back to feeding students. Real food. There's also updates Bette Davis, East Anchorage High School, which has an archaic electrical system that is finally going to be on great with to the what she got. Electric. We're doing some demolition and hazardous materials remediation at are some major. That is what this funding there. That's what this bond is going to do. I want to posit that this is not a frivolous expenditure. This is us taking good care of the buildings that the municipality owns. And we haven't had a great track record of doing that over time. So. Again. question that will go to the voters that should go to voters because, yes, it does impact your property taxes to the tune of. I'm reading this properly and someone can feel free to correct me $7.82 per $100,000 of assessed value of your home. So yes, it is a property tax outlay. But I think that given what we've just described as being the intent of this, that's money. Well invested to make sure that buildings are sound when students and teachers walk into them. Update many of our road functional classifications, too. The market is or with actual seen here and there discussions about our fiscal situation. And I think trying to have our own infrastructure corresponding to actual needs and could be part of that rather than having over extra asphalt to do I also think so. I love card and a cautionary tale is of how functional classification is so important is spring are rude and how that's been. As can see in the kind of notes related to this ordinance that, you know, we've been a long-running projects, I think first an issue in 2019 here we are 7 years later. Looks like we will break ground for from initial 0.9 years. It's designed that. Excite some members of the community. You know who don't think that we need those extra lanes, the turn lane but members of Spenard than wanting kind of, you know, better sidewalks, better safety were one of the areas in seen off of counties, especially on Minnesota. My name is Lindsay Hajduk. I also live in spin it and want to speak to this. This issue like Will said, it's really important that we discuss the functional classification of roadways because as a bicycle and pedestrian advocate working for years in our community to try to make our cities more connected, livable and safe. A big hit challenge. We often find when redesigning projects is that while the functional classification is for greater vehicle use and so we can't have this wide enough sidewalk or we can't have an actual bicycle lane. So the opportunity to revisit this has some real life consequences, even though it sounds really complicated and challenging and then tied to this. These classifications also then are linked to the design criteria manual. I noticed the memo that was provided says that there's going to be a comprehensive review of all the official streets and highways plan classifications. And I would like to know more information about that and how it relates to the design criteria. Manual update. That will also be revisiting how we say that a certain classifications should have X, Y or Z as far as asphalt for vehicles but bus lanes, sidewalks, bicycle lanes, all of that because we are behind the times the official streets and highways plan is very outdated. Same with the dcm. So we're designing our roadways and we we are experiencing the result of our roadways as we have different values as a community as the vehicles are bigger and heavier. And as we experience more fatalities, severe injuries and deaths that we could avoid. If we are designing our roads in a better way, Spenard road is included in this with a functional classification change for some of the roadway, but not all of the roadway. And I've been trying really hard to work with the municipality, the Department of Transportation and the Assembly to understand why that that is that change is there. And I still don't have a really clear understanding of that. But I don't want to see other roads that could benefit from classification changes delayed because of where they are in their design phase. So I know it's really important, but I want some transparency and some accountability as we move forward and a better understanding of avoiding the challenges we have in the redesigned for Spenard Road for these other projects. >> Thank you. arsonist wish to be heard. public hearing is now closed. And how that does relate to the DOT classifications, which are an entirely separate that uses difference terminology that I would actually lean more on traffic or PMA need to talk about. But we do want to make sure that this time around that we are much more aligned with dot with him and he practices with the dcm and just make sure it works for the entire community from this point for it. So that actually is a lovely lead into my second question, which was how, you know, how does this process relate to the update? >> And what is the timeline for that for particularly the TCM streets chapter to start in 2 into revisions. >> So I just want mention the oshp in relation to the DC then all all ask Melinda to take over with the details about the actual TCM bit. We going to be working hand in hand with money during their update process to make sure that our shp classifications make sense in relation to the design that they will be outlining in update. So the delay between PCs, recommendation of approval last May and then that bringing it to the body now. Yeah, I think in short that we did not fully understand the implications that changes to the section of spin are between Benson and Minnesota would have on the project. >> Until after PCC had approved the change. And so it took us a couple months to fully understand what those impacts where understand work with you all to understand what we wanted to move forward with. And also figure out with staff but the most appropriate solution, worse as well as some community consultation. >> When I'm winded right of way, acquisition actually began on Spenard Road. Dot is still negotiating with the consultant to confirm the scope and get their contract amended so that they begin the work. That's helpful. Thank you. So I think for my other for my colleagues on the Dias, you might be wondering why why this matters. Why should we care about functional classification? I think it's it's it's because the functional the functional classification of a roadway. Eventually dictates the details of how a roadway can and cannot be built. So you could think of it as sort of like a precursor the way think about zoning dictating what can and can't be built in terms a building or structure functional classification of a Rhodes has. This is how many cars travel on the road. This is how the the road is used. And then that changes what that road can look like as we do these rehabilitation projects so to to put a bit of a finer point on on why this is a little bit of a sticky wicket. The first phase of the Spenard Road update was was content was completed in 2018 and that was when the conversation started in the spin our neighborhood about what the next phase of this Bernard Road rehabilitation project would look like. And there was this expressed a desire for spin are to be more of a main street where you had they stree and amenities and non-motorized transportation users and potentially 2 lanes as opposed to what currently exists and the community was told that in order to do that, they would need to downgrade the functional classification of spin art. So that was a working understanding that the community had. And in that time frame that's been our corridor plan was written and we've heard a lot of conversation on this diet about neighborhood plans and how they are or are not implemented. And so as a part of that corridor plan which was adopted in 2020, it's one of our newest plans. There is a recommendation that the functional classification of spin art be downgraded so that the second phase of rehabilitation could move forward at the same time, there are business owners who are expressing concerns about right of way takes there there are conversations happening in a lot of integration. A lot of communication between us but our community council stakeholders and the municipality and then fast forward, there was a three-lane design that was put forward. 3 lane design did require some additional right of way takes it. It didn't require some places where we have made commitments as a municipality that we would not take right of way. We have had to walk back. And so we're in. Meanwhile. The amended age P which is before us tonight, which adjusted the functional classification of spin art down to a neighborhood collector resident, a minor arterial, which is to be clear and accurate representation of the way that this road is utilized was was moves forward in March, the Alaska DOT said that they had no comments and no objections to this change. Pcc recommended approval in May. And then stakeholders, we're told in the community Council is told that the right of way takes that would be required actually needed. Spin artist. Stay at the functional classification. It's already at in order to avoid some legal challenges. And there are also told that a 2 lane option was actually out of the question. 5 years later, 5 years after the adoption of their neighborhood plan. The community was told that at the Tulane option was not possible because of issues with snow removal because of income grew its with the dcm. But we've heard a lot of conversation about tonight. And so here we are right with these federal requirements that we're holding on one hand city design policy that we're holding on another hand and this community plan and none of them, none of them are actually can ruin. None of them fit together. And so in a situation where we've written this community plan. That we now cannot implement or maybe will not implement because we have we have no tools to actually put the public will into practice. And at in a functional way. I point this out because I think we need to understand that when we don't have the right tools in our tool box with the dcm much like zoning, we cannot implement what the community has said that they want and the way that they want to see their backyard be built out. And I'm concerned about that at I think that I think that really undermines public trust. means that we're not doing a good job of managing community expectations when they write these plans. I think it discourages people from participating in the proper public process when it feels like we're going to write, these plans were going to do this work. We're going to engage in good faith and ultimately engineering is going to Trump and design manuals are going to Trump. What we would like to see happen in our city. And it begs the question, like, are we writing plans that we can implement or are we not? And plans are expensive. So I think we need to have a reckoning a little bit of a reckoning. I just felt like the right vehicle to make the suggestion we need to reckon with whether or not we are going to write plans and then ignore them. Or are we going to write plans and then figure out how to implement them and like peel back some of the bureaucratic layers that prevent us from doing so at this. I think this is why people are losing faith in government because they don't see that we can take the will of the people and enact it in. Visible way. And so I put that before you as as a challenge. And I hope that I will support this change even though it has meant the community has been a little around a little bit. I am going to support this change, but I think we need to be really careful about how we are engaging with the tools that we have with the public, how we are writing in implementing our plans. And need to be honest. Otherwise, I think we really risk alienating folks who have been extremely engaged for years about how they want their neighborhood in their streets to look. We received an email from sort of providing justification for keeping. Segments of spin our. Road at a higher classification. So as not to delay progress on that project. But knowing. Yeah, I guess being familiar with that's been our corridor and what the community has and wanting it to be like really. Bike from the corridor. You know, asking for that right? >> How? >> So the suggestions that you laid out, which would be 2 key part of it as a minor arterial and then wait for updates to the dcm. I mean, how are we going to achieve? Well, number Baldwin Day, he's talking about, which is the vision of the community, are we or are we just taking off the table? For good any I any real idea of Tulane design? >> Yeah, well, I think to your first question and I think to member Monday's point, what can we do immediately to achieve the community goals? One of you know, for full transparency. I was an angry citizen testifying on the grid project in 2000. So 2020. So I absolutely totally sympathetic completely get it. And but at the end to say we did, we heard the community this year. We heard their concerns about the road. One of the things about both minor arterials and community collectors. So they have a design speed of 45 miles an hour. So changing the classification of the road to a collector wouldn't actually have achieved the community's goal of reducing the speed on the roads, which is extremely frustrating. And we talked about this with staff and that's something we're going take a really hard look at when the update comes around because collectors probably shouldn't be 45 on our roads in Anchorage. So I mean, that's at least one positive lesson we're taking away from it. But we were also able to take immediate action to address the community's concerns by changing the speed limit on the road to 25 miles an in August of 2025. So that's a longstanding community desire for that road. They wanted the speed limit to come down. Traffic engineer was able to do a speed study, determined that portions of that road, especially with the curvature already perfectly appropriate for us to be. 25 miles an hour, the remainder of the road will be 25 miles an hour. But the project is complete. So that's something immediate we can do to meet the community's desire for safety and economic activity. Yeah, there's a two-part question there. So happy to answer the other half. >> Well, I think I'm headed more. I mean greatly. So the speeds we should probably do that. Another road says, well, good to hear that reclassification. >> It's potentially not something that would stop us in some cases from doing that >> I am more. >> I guess focused on the right of way and what's needed. And I know that, you know, the dcm information about, for instance, how white Alaina needs to be. On a certain drug classification that may impact whether or not you have enough right of way for bike lane. And so think really part 2 is if if we keep this as a minor arterial. Does that. It and wait for changes. Other documents does that preclude the Tulane option? >> Yeah, OK? So if I can also answer the other question, you asked. So the short answer doesn't preclude the Tulane, I think we could absolutely tell dot it's our road. So we could say you could decide we want in our to be a two-lane road and we could say, dot, start over, redo the design process. Design a two-lane road. That's what's appropriate for spin art. But that is what's going to cause a 3 to five-year delay in the project. So that would send them back to the drawing board in terms of the design process. They've already completed the design process for the three-lane section. So if we as a community decided we wanted to go back to a 2 lane road. We could absolutely do that. But it would add 3 to 5 years to the project. So that's frustrating for me to hear. I'm sure it's frustrating for here as well. It's frustrating that we got to this point. hopeful we can avoid it on the other sections of spin art and as well as that on and Fireweed. Joe, the question there's sort of another paradoxical thing in the TCM that I learned this week is that collectors have 8 foot bicycle paths sorry. Arterials can have 8 foot bicycle past. The collectors can only have 5 foot bicycle paths. So one of the reasons that we're acquiring right of way on spin art is to make room for that 8 foot multi-use path. If we downgraded to a collector than we can only a 5 foot paths and then they wouldn't be able to justify potentially taken right away to make space for additional bike path. So that's it's been hard like sort figure out that's just like a problem with the and how it's currently written. Is that the standards for non motorized facilities are actually stronger in the arterial designation as opposed to the collector designation. And so sorry, but I had to get into that level of detail with Yeah. So. >> Certainly looking forward to some of those dcm changes coming. Hopefully sooner than later. >> also in your email. You described that was sort of a a group that you were able to convene. >> sounds like a number of all was also in attendance. >> About a dozen or so community members. >> Advocates adjacent businesses. And I guess where that leaves me a little bit. Torre is. You know, how reflective of that. The of the of the sort of wider demographic of that neighborhood is that group of a dozen people. And how does that compare to the folks who I guess the number of folks who have participation in creating the original plan that number Baldwin Day was speaking to earlier because as a policymaker, I don't know if I want to. If I feel comfortable moving forward on recommendation of a small group like that. It sounds like they don't want to see a delay that they would rather forgo that the tooling design rather than delay the project. I understand or they may be coming from because a lot of these projects continually are pushed back and pushed back. And we know we're waiting for Fireweed. We're waiting for work on to the rating for all of this long-desired projects but I don't know how comfortable I feel. small group like that sort of overriding and adopt a plan that may have had greater participation. So I mean that we do have a I guess thoughts on that? I made some are the statement. But >> yeah, it's absolutely fair to say that was not like a massive public meeting with broad notice. That was small group of stakeholders. It was generally selected from people have been complaining. So people who are worried about this, but our project too. We're worried that the Chilean design had been so anything. I think we over selected for people who are more excited about and engaged in a 2 in design. But I guess maybe outside clarified that what you're doing here today is in action with respect to that section of spin art. So you if you approved this ordinance, you would not be changing the designation for that section of correct? Right. I think question that some of us policymakers are asking is what do we need to change? >> To make this fun. Our vision happened. And so that's something I'm wrestling with how to turn back to you. Mister Chair. >> What might say on the good news is there is a section road in this change that you will be changing to the collector standard so flee. The next project is designed around those standards. So I don't have anyone else. The queue. I will offer that. My experience with all of this, really cynical. state says one thing right now says another thing tomorrow and says the 3rd thing the next day and our teams run circles trying to keep up with the shifts. And it's super frustrating. End. It seems like nothing that this town ever really aims for in making improvements in the transportation sphere actually land. It just feels like it's one filibuster after another until it's changed until it hits the deadline until it hits. if you do this and that's going to happen and it's the end of the world until you know, you've got the train cars out of line. You put your train before our eyes are going to pay for 10 years. It's we needed your safety money somewhere else. And even though our roads are killing people in your neighborhoods, we're going to put it somewhere else. And that's very, very, very sad to me that we have not had. More of a good faith and fair dealing relationship with the folks at the state. Just a lament that I will carry with me that promises made are never delivered. I mean, PCC is not raised concerns about the practice in River that we're already following in code, which allows for this advisory in nature process to take I believe it is even specifically address code can abuse or should not be used. I think probably the correct freezing here to delay the process. It is simply an opportunity to for the local board to weigh in I don't see this as being anything wildly different from what we're already a process that has worked in summer community. And I don't see a need to go through PCC because we're not talking about, you know, a land use change per se, just simply a process change that I think hardly different from what is already existing code. Happy to respond to >> As to the chair member, Martinez, this proposal came out of the periodic conversations between the administration and GB OS and of the mayor's commitment to supporting the outlying communities within the municipality for you to take measures to our South determination to the extent feasible within the model that we have. We have a very unique service area model. We are several communities with and one community in a way that requires some unique attention to some of the questions and the desire for input in our communities and Chicago River and also in Girdwood DDoS highlighted for the administration that the language that is dresses, Sarah abs for review capacity is just different in code from what she BLS has and that that has had defense is for them and their ability to weigh in and to initiate coach Ange is entitled. 21 that impact directly impact land use in their community. And so when assessing that it felt like this was pretty kind of a no-brainer. And we send okay. The intent here is not necessarily for is not for Sarah for to get people our community fundamentally different process that had it has the same and 10 news language in country each that effectively has the same intent of attempting to have some degree of role in the land-use process. But the language is different. absence of this language in Valley service area that us portion of the code means that CBS has not been given functionally the same. I review and input authority that Sarah has been given on the same types of decisions impacting again their service area, which address has specific land use needs that are potentially distinct from the mask policy as a whole. So again in concert with member Johnson and CBO asking bring this proposal forward to align those provisions. And as you saw from that conversation, even with this memorialized in code for Sarah, sometimes enforcement isn't perfect. So having it in the code, is important to make sure that those steps are taken review prior to adoption of changes that might impact urban area. And also, again, to give to us that power to initiate things that they conversations they would like to have about changes in their within their service area. So that's the background. That's how we got here. Again, just simply really seeking to align the language word for word. And as number probably kind of good kind of good at it we made that was needed to because we actually potentially followed it to word for word in this instance. But that goal was to have both of remote communities the North. And committee says South have the same ability to have some guaranteed review and self determination over land use matters within their unique subsidiary sections of the community. And so I think that is something that we should take up separately in terms of referring this, the planning and zoning I think, again, I can see both arguments on the one hand they are designated in code that any time we change title. 21, they need to be consultant or they need. We need to get their recommendation. On the other hand, this is something essentially saying that we would formalize a step before planning and zoning Commission on anything related to girdwood that that's something we go to these 2 vast and then it would go to PCC. And so it is hard to make an argument that. Again, that every single title 21 change should go to planning and zoning. But I think I guess yeah, I'm-i'm still deciding on this referral. And so I think this is a a fair compromise. >> So the Heritage Land Bank owns and manages over 250 parcels within the municipality representing many different types of land use industrial residential business, recreational Parkland, utility, easements and wetlands to name a few of these types out of over 250 parcels with Ingrid, what there are 58 parcels of which 11 we're shown in a recent study to be suitable for development totaling about 2100 acres out of 12,800 acres of land. What has about 2500 residents, the municipality as a whole has a population of 290,000. It will be parcels across the municipality are permitted and or least 2 utilities, businesses, social service organizations, telecommunications schools, fire stations, the railroad, the state of Alaska, the U.S. Forest Service FAA and other very user groups. I think writing a policy that gives 2500 residents. 2, 7, Required to 7 CE of the representation just because they have more raw land in their area and this policy would also give rural residents if you include the Eagle River seat, nearly half of the representation on the it'll be bored, which doesn't make a lot of sense to me given the diversity of uses and the importance of the hlb lands to the municipality as a whole. So I really see this kind of raw land argument has only one very small piece of a much larger puzzle and I will not support this change because I believe it would leave a large diversity of users underrepresented on this board in the municipality as a whole. I think there's the you know, do you look at it like the house or you look at it like the Senate type argument? Is that the geography or is that the population that should be the representation? >> And this is still an advisory commission. Then qualifies what that means. And so this does and kind report that says of the proportional representation, but also begs the question is there's ceiling on the number of folks who can be from Goodwood either. And so I think what we're asking is do we increase the floor or do we leave it to wear? It possible to have more than one member and question to the administration. And we had several residents of this triple. And that's right next to me, participate in picking up that particular area land. It was so pleasant to live there. So I would say that if proprietor is here to chat, I would love to chat about how we're going to maintain the property for the people that live and work in that area and also have offices. There's already enough pedestrian deaths in that area. Youve got Walmart. You've got You've got Fred Myers. You've got cars. Fireweed has brown jug. There's plenty enough access all in that area. My main concern is the safety for pedestrians and that one acre of a street C street norm light and then Anyone else wish to be heard. I'm looking at this memorandum of understanding I'll just say plainly that the Midtown Community Council doesn't doesn't mess around with us. These types of issues there are quite diligence and serious about So totally respect and understand to the concerns from from the neighbors. And I would encourage, you know, if folks haven't gone to the Mid Community Council to engage with that council either by attending the meetings. But the meetings for your awareness held in the middle of the day. So folks may not be able to attend, but until at least let someone in the community council know about these issues so that they have awareness. But this provision, the provisions in this memorandum of understanding quite similar to other provisions that I have seen from them attend community council, things like the package store will not so shooters in the facility. The Packers to will not carry forward if a beer. The package store will identify our Har all hard liquor that is sold. >> With a sticker >> so these these different things, too. I will not sell liquor in less than 375 milliliter bottles. So there's different things that are in here to really help when keeps some of the products that we know folks who may abuse them, keep them off the shelves and then to to really help identify this particular location is. Eyes of the issues. Then some of these provisions to help in here will help us to identify that. And I've seen this be successful in other community in licenses. We've been able to pinpoint particular location is the issue. And we've been able to address it sometimes in the worst possible way, which is getting the location shut down. If they're not able to adequately address the issues. So I feel pretty confident in what the Meat MPD Council has negotiated in moving forward with this license. But want to, as I often say, let the folks know that we are going to be paying attention because this is a big concern to the community. Thank you. rally. >> Thank you. It's right near the high school. And I know those folks took that seriously. Some wondering how you are going to take this seriously or your client. They do take it seriously that they want their site to remain clean and tidy for their customers as well. >> They have no desire for it to spread out to neighboring properties. Thank you. And so it is interesting but I this is not the first gas station that has been brought up is as an issue as it's gone through these approval process ease. This is something that I think it's really important that we pay attention to collectively as a body. When we are looking at these package licenses, this one particular says, well, it is acknowledged that there are 2 other active liquor licenses within approximately 1000 feet of the proposed location. The applicant is not proposing the addition of a new license into the municipality. So that is It's but it's coming in to Midtown. And now we have 3 package stores within 1000 feet each other, which I think is something worth considering. When the Midtown Community Council says that they have a higher concentration of package tours and also dispensaries. They're not kidding. I I and I so I want to be really clear that the responsibility for your client is absolutely heightened. And this scenario for the reasons that were mentioned by members of the community with respect to pedestrian safety. And I understand here that there is an agreement that you intend to monitor and manage the exterior of the property that there that there won't be onsite consumption. But I also recognize that your authority to enforce that does not extend all the way to say the sidewalk. And so I want I want to be clear, I'm very, very concerned about this. And I I have serious misgivings. I understand economic. understand economic development. However, economic development at the expense of people making really poor choices and potentially being fatally injured by vehicles in that vicinity that that's a really, really difficult for me well. I want that I want my colleagues to hear that because when when this comes back to us, these are questions that I'm going to ask. And I hope that there are satisfactory answers renewals as our is right. Yes. And just to be clear, I don't believe that there's to package stores within 1000 feet. >> They're just other liquor licenses have to look to see if if they're actually package stores. Walmart. >> I know I know the law I believe Serrano is being slightly different. But Serrano says yet every intention to operate the license safely. >> And very seriously, I appreciate that. I also understand that there's a limit to what you can reasonably enforce in terms of where public right away excess and where know that the property line is. >> So so thank you for being willing to work with the community Council. Directly across the and so I'm curious to just the facility that you're in, you're moving to now is is as gas station. And you're going to put the package store inside the gas station similar to like holidays and you serving correct. That. The reason why I mention the ground jog on Muldoon on 6th Avenue was right across the street. Maybe been a while since you've to come on back and we have so much on Muldoon. I'll show you. But the reason why I mention that is because the brown jug specifically at that location and I believe. Almost all of the locations in east Anchorage and maybe in some of Midtown have. Access security at the door. Where you have to swipe your ID to get into that part of the store is are you going to have similar security mechanisms? The experience be closed. The exterior door will be closed and not and no injury. The injury has to come from inside the same way we do with our other building spin Art and Minnesota. >> You have to access from inside the store. A lot of folks have challenges and that's where you catch the red stripes. And and you correct, prevent some of things. And I do want to flag that chair. It seems to me that when we hear could make complaints around the community with respect to other things, problems, drugs paraphernalia. In Newburry danger. I just want to throw distinction out there chair. Maybe I'm just hearing it. I tend to hear them related to alcohol establishments more than I related to cannabis establishments. And I'm pointing that out, particularly because when we are complaints about smell, we can't. It's usually about the operation at not about necessarily the runoff into the community that has some of these negative impacts. And so what I recognize is that around cannabis shops that have such security and cameras that they're not the lingering outside happening. And so how do we prevent lingering? Happening from a from a destination point of a package store into the immediate area which then speaks to the community. Concerns about. What's happening and leftover. Do you all have a plan? But you can least articulate be on the M O U. >> Absolutely. with the location we plan on having roving patrol. That's been a place to stay one. I mean. Speaking my we're going to be having a roving patrol at that say we may have a standing guard. 1, 3, if with its secure the liquor license at this location. I mean, even the last we've had just after that stories over $100,000 in the previous year, and that's without a liquor license. So having that. And we also put in if you look on the back of that building now, which I'm sure you've seen, I can dial in right now on my phone and show you the back of the building. How clean it is. There's no bombs back there. I can literally doubt I can speak through the cameras. They have flashing lights in the back. Also going put one on the front. We didn't Minnesota and news location and that location, all the homeless are gone. So we've made huge strides of the company in California. What they've done in California, what we're doing here to try to eliminate those issues. We have over almost 30 licenses in Alaska for the safety purpose that you brought up Baldwin. We had no issues. We are like a license are all 100%. That's standing. We do everything we can to be in 100% percent compliance with with the city and the state and the federal government. We're doing everything we can to do it right. And that's what we pride ourselves right chair just one last comment for future reference. We're talking about humans. Some of them have challenges that some of these establishments contribute to. I do not appreciate the term bomb being utilized to describe people who may have the challenges that your business contributes to. I just want to put it on the record. It on my humans. That were questioning why you have you don't have cameras and guards and roving patrols. I believe you keep a clean business, a successful business. Does it because it was kind of communicate? It seems like there was a proposal to build a new building on that narrow streets. I'd do. No. We're just talking about using the current structure that is the gas station case. That's question number one. I think my next question is for Mister Rivera. I mentioned briefly under item which that property on 3rd Avenue that we're coming to the end of a very long process. What we did do and the special land use permit. For that item months ago. Now is we set certain conditions in there like the things that were negotiated in you by the community counts on the package store, not all of them, but the ones that seem to be from our judgment, the things that have historically created problems for locations. And so like the shooters, if it's not in the special land use permit, it's not real. It's just a gentleman's agreement between parties that aren't. Related to each other in the end and then we always find ourselves struggling to fix that problem. And so first, my question is, did you think about adding those elements into the special and he's from it because this is the time. >> Yeah, thanks, Mister Chair short, I'll give it right and wrong answers. So short answer to that is no long answer to that is there is precedent doing that. in Midtown as well. There was some years ago another special and use permit where we also put those. And do think it's important to consider that because if there are issues which we hope parents, but if there are issues it goes and co and one of the top things them whole determined is if it's arbitrary, capricious and so having those in the actual special use permit helps avoid that. >> So recognizing this a special land use permit. Obviously the business wants open. What's your timeline for opening? >> I would have to build inside the buildings. Got a couple all. It would take too long. Come under. So yeah, I would suggest something to make the motions. You know, I'm the chair, but I would suggest taking 2 more weeks coming up with. Us version or some amendments. We can do it now. Where do we go from here? Yeah. So in general on a more serious side of things, you are feeling people. And I'm not joking about that. One. And, you know, for the past months, essentially people off. I've been going almost every night to people hand warmers to people food, trying to keep them alive and also trying to prevent frostbite and serious injury. And, you know, the whole team ladies about 40's week and they're starting come to realization on right about a lot of things. But that's kind of how that Yeah. You know what? The the goals Lofty. decision makers are tone yet the stakeholders or not invited to the table and I am one of them and so more or less. nobody wants to pay for real outreach. It's just it's a sad fact. What can I say? There are people in this room that know what I publicly warning on privately they do of the journalists. And I'm at the point of checking out for the simple reason that nobody wants to paint and nobody wants actually go out now people in and make sure they survive. And she sent give you a couple examples. I can't call written you know, basically minute and 30, but there is a percent. The Alex Hotel, essentially they've implemented policy, really keep people out after 90 days, if only he able to take long evacuated and could be worst into the hotels and apartments. some of these got a job. And then the police department stop buying. They were trying to strip the puppies and the dog from now on. And why would anybody you know who's outside want to go to a shelter? Pets, separate you and now they're taking them from and so much that one play out. And then there was family. 3 people who essentially they were overdue Shuster and they never got help during that appeal black or sugary. Well, anyways, take maker Safety Center housing, a hotel the next day. And I the buckets that the that revenue would have gone in generally at least some hopeful that, you know, we're not going to get on this year's ballot hopeful that we can reconsider for next year's ballot. But, you know, I think that. Invest our communities on overdue. We can't pin and, you know, we can't depend on the sea we need to invest in housing. When you invest in childcare. you know, it's going to take I don't recall specifically a couple years if such measures pasta actually get the suspect's implemented and then for us actually see the gains from those revenues to build new housing or to invest housing or the stand-up childcare is gonna take additional time. So I think trying to invest in ourselves as soon as possible. I would be ideal some hoping that we use this extra time continue to educate the community we can't, you know, have a cake and eat it, too. There's no free lunches. I think best in ourselves and address revenue. So I appreciate the efforts remember, Ali, a member and a hands-on to try to educate the community on the budget and fiscal situation.
