Good evening and welcome to this uh Prior Lake City Council meeting of uh April 28th. Uh if you would please uh stand, join me in the pledge of allegiance. I pledge allegiance of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Thank you and good evening. Uh the first item on our agenda this evening is the public forum. That is that opportunity for those in the council chambers to come before the city council and share with us testimony. Um if I could, man, is anyone signed up to be heard this evening? Uh seeing none, anyone like to be heard? Seeing no hands, um let us go ahead and move along council to the next item on our agenda, which of course is approval of the agenda itself. Uh council, are there any modifications or additions? I'm going to go ahead and hand that over to manager Wedell to both introduce the uh consent agenda as well as those items before us this evening. manage wood. >> Thank you, mayor and councilors. Uh the consent agendas for those items that are considered routine are non-controversial. They're placed all together on the consent agenda. And so unless the mayor or council member asks for an item to be removed for separate consideration, they're all approved under a single motion, second, and a vote. If an item were to be removed for separate consideration this evening, it would be placed under item 10 on the agenda. So tonight, we have the following items on consent. Approval of the claims listing. A resolution accepting donations and grants to the city during the first quarter of 2026. Approval of the March 2026 treasures report. Approval of the first quarter 2026 investment report. Approval of the preliminary 2025 year-end financials. A resolution receiving quotes and awarding a contract for building maintenance at fire station one and two. Resolution receiving quotes and awarding a contract for building maintenance at the water treatment plant. and two wellhouses. A resolution approving a temporary liquor license for the Laker Education Foundation. A resolution approving a temporary liquor license for the Prior Lake Rotary Club Lakefront Musicfest. A resolution approving a work order for engineering services for the police station parking lot improvements city project 2022-15. Acceptance of the 2025 year-end code enforcement report. An ordinance amending Prior Lake City Code section 10-268 motor vehicle sales and section 10-185 land use table related to a new land use of motor vehicle sales no inventory. A resolution approving a combined preliminary and final plat easement vacation and development agreement for a subdivision to be known as Ridgewood Court. Approval of the building permit summary report for the month of March. And finally, a resolution approving an agreement with CIT to upgrade the city's storage area network and servers. Um, are there any items on the consent agenda for which we just approved that you would like to make comment? Um, I would like to u actually call out if I could on um some most generous gifts um that were made to the city of prayer lake. I'd like to start with um the Shakami metadata sue community for your generosity uh focused in and on the public safety of our community. I'd also like to uh thank Chula's restaurant um who um has not yet opened their wonderful doors at their new um restaurant and yet um they have gifted mightily um into our Chalkfest and I want to thank Chulas for that. And uh finally, I'd like to thank Pinnacle Homes um for their generous contribution to another one of our recreational activities, our coin carnival. Um, so indeed the uh generosity uh across the city of Prayer Lake is is greatly appreciated and it's it's what really helps um really make a strong community. So thank you for those gifts. Um with that, let's go ahead and move on to um item eight uh which is our old business and it's a resolution adopting the prayer lake annexation area alternative urban areawwide review. And I can see that we have Mr. uh public works uh community development director Casey McCabe uh before us to go ahead and carry us through that item. Um director McCabe, we look forward to your presentation. >> Thank you, mayor. Good evening, councilors. Uh public works director Monser is going to assist as well with this agenda item. So, the city uh had an AUR completed. So, what is an AUR? It's an alternative urban areawide review. It's an environmental review document that state statute outlines the process for and this is used when there is no individual specific project known um to guide the planning and zoning and infrastructure decisions of the city of Prairie Lake. It provides the city an opportunity to evaluate the impact of different land use scenarios and provides information useful to us as staff and the developers and property owners to manage and mitigate impacts. So, this AUR document that the council is being asked to approve this evening is not approval for any specific development in the annexation area. um it is just an overall environmental study and it is valid for a period of five years and then will be updated at that time. So our AUR study area is shown on your screen. Everything highlighted in the in the red area. So the properties with uh the yellow highlight are currently located in Prior Lake city limits and then the items within that red boundary that are blue are located in the city of Prior Lakes's early annexation area with Spring Lake Township. So these areas are primarily undeveloped at this point. So both the city parcels and the annexation parcels were included in the study. Two different development scenarios were reviewed. So the AA process requires a minimum of of two different reviews. So the image on the left of your screen is our existing comprehensive land use plan designations and then the image on the right is a proposed scenario with a little bit higher densities. Now for the the proposed scenario scenario two um the intent there was for the the study to evaluate greater densities than our plan in our current land use plan. So with the metropolitan council upgrading the city's uh minimum lot requirement. So currently we are required to develop at a minimum of three units per acre overall as a city that is going to be increased to three and a half units per acre in the 2050 comprehensive plan cycle. So the scenario two on the right of the screen identifies more medium density more high density residential uh and then adjusts the commercial densities a little bit at the corner. uh that is valuable and it helps us to make sure when we're we're planning for the infrastructure when we're planning for the street network even if the community if this area develops at a greater density than we planned we can still accommodate that growth. There's approximately 2700 acres in the study area. Uh scenario two is just under 1,500 acres of lowdensity residential, about 350 of medium density and 40 of high density residential. There is also a good amount of of general business, industrial and future business park in this area as well over over 600 acres to help diversify the tax base. So in addition to the zoning and the community development implications and the planning there, it also helps us plan our future infrastructure. That's collector road networks, that's trunk sanitary sewer, trunk water main. Um regionalizing storm water management. Um and this all benefits not only the city but developers and the property owners as well. So part of the AUR by studying this entire area that um negates the need for a developer to do an environmental assessment worksheet which is a six to eightmonth process for them and usually costs somewhere between 70 and $100,000 for this document to um do basically the same thing the AU is telling us. So, this is a benefit to the city, the property owners, and the developer, and they can acquire the necessary land that makes their project doable. Um, it also outlines permits needed. Um, you need all your state permits, your local permits, um, environmental permits, wetland permits, and then what agencies you'll be working with for these individual permits. So, from the beginning, this is our project management team. We had the Department of Transportation, Spring Lake Township, Prior Lake, Spring Lake Watershed District, Scott County, and the SMSC all at the table. And that started um in February of 2025, which jumping into um our timeline here, the council actually didn't see this until November 12th of 2025 because we have traffic counts, traffic studies, just tons of data collection and then working with that group to, you know, come to consensus on mapping and collector roads and whatnot. Um so after the council ordered the preparation of the AUR um it was distributed and published in the EQB monitor. The EQB is the environmental quality board um for a 30-day period and that's the comment period. We also send that out to all a list of um uh state agencies MPCA DNR um all those folks. We received 10 comments during that 30-day period um from the MPCA, the Minnesota Department of Agriculture, Watershed District, Water Management Organization, Scott County, Department of Health, Met Council, SMS, DNR, and Mindot. um we incorporated all of their comments into the document at that time and then we redistribute the document for a 10-day objection period that those folks can review and make sure that their comments were addressed and they have the opportunity to object if they want. Um we received one no objection letter um meaning they were good to go with that. And then tonight, we're here to have the council consider adoption of this AUR. And with that, Casey and I are glad to answer any questions you may have. >> Thank you so much. Um, Director McCabe, Director Mon Council, are there any questions on the presentation, please? Uh, Council Member Bra. >> Well, um, I want to thank you both for the amount of time that you put into this. Um, this doesn't even include conversations about the annexation area, which were years in the making to to get to this point. And, uh, we're finally here. You know, Prior Lake is committed to, um, continuing to develop this area on behalf of the land owners. And we continue to make these investments so that we we can get more development and we can get more commercial development in this area because we're we're running out here in Prior Lake. So, that's a lot of the reason for the investment. Um, and hopefully this helps give developers um some semblance of how it's all going to look um so that they can start to to make their plans as as things move forward. So, I just want to say thank you. I'll be in support of the this tonight. Council member Lake, as um Council Member Brad said, it's been this has been years in the making and uh it's exciting uh very grateful, thankful for this next step forward for Prior Lake. Um I I think it'll be uh very good uh for the city and I'm looking forward to it. I'll also be supporting it. >> Thank you so much. Uh council, uh on the 16th, I attended the community engagement committee meeting and then last Friday I had my uh um agenda review and that's it. >> Thank you so much, Council Member Lake. >> Mayor, thank you. uh council members on uh the 15th of April I attended uh two meetings in St. call uh which included the TAB uh transportation advisory board executive committee meeting and then the general meeting as well right after uh on the 17th I attended the scale executive committee meeting which was held here at the city of Prior Lake and then on the 23rd of April I attended the light bridge academy groundbreaking ceremony which is in my neighborhood and excited for another commercial uh plot to be developed uh in Prior And then on the 24th, I had my agenda review. On, uh, the 21st, I had the Prior Lake Spring Lake Wershed District meeting, and on the 24th, I had my agenda review. >> Thank you so much, Council Member Brad. Mayor, members of the council, on uh 4:21, I attended an event at the SMSC honoring Andy Big for all of his uh contributions to Ho Chicata T. And then on uh 429, attend I had my agenda review. >> Thank you so much, Council Member Braid. And I had a very light lay update really. It was manager Wedell and I attended the excuse me, Metro C's annual meeting on the 15th of April on tax day. Um, and that concludes my review.
