[0:42] Wayne Boucher: Okay. No public hearings, no communications listed. Mr. Wicklund, could you give us a brief summary of the two presentations that occurred at pre-agenda?
[0:55] Joe Wicklund: Yes. Thank you, Mr. Mayor. We had two presentations in pre-agenda. First was an update for the councilors on the Hermantown Road assessment objection process. Those individual hearings are set for September 22nd with a few folks trickling in shifting to the 29th for the next date on that as the next step in that process. And then the second presentation was by myself on the Essentia Wellness Center expansion update, some updated numbers as well as the potential for pursuing state bonding through support for the child care addition as part of our 2026 legislative ask.

[3:21] Joe Wicklund: So this is an annual first step in preparing the assessment roll for delinquent utility charges. This year, everybody on the preliminary list that Lindsay is putting together in the utility billing department is storm water utility folks. So this approval of this will allow us to notice them. They'll have an opportunity to come to the November utility commission if they're interested and appeal and plead their case. Otherwise, back before this board in December will be the roll that goes to the county for the delinquent utilities.

This one in particular—we've talked with users of the park and staff has paid attention to how new Fickner's been utilized and there are a few areas where new sod will make the most sense and this project will take care of that.

[6:28] Joe Wicklund: Again, after a year'sish worth of use in the new park, there's a few spots that make sense to have added support through additional concrete, and JMF is the winning bid on that.

[6:42] Joe Wicklund: They were. We solicited several bids, but that was the only one.
[6:48] Wayne Boucher: Thank you. Any questions or comments from council? Did it come back lower than the engineers' estimate or did we get an engineering estimate done?
[6:56] Joe Wicklund: It did. In both cases, the resolution just passed and this one, we were under numbers as expected. So that can feel a little bit like a win for us.

[8:17] Joe Wicklund: Thank you. This is a near-annual arrangement with St. Louis County to do a degree of crack sealing work throughout the city. In 2026, it'll be a little bit done in the Johnson, Portland, Carlson, Alexander neighborhood and primarily also around Country Road off of LeBlanc.
[8:36] Wayne Boucher: Thank you. And this allows us to get in the bid at their prices?
[8:41] Joe Wicklund: Yep. It's kind of a leveraging of resources where we partner with the county on that.

[9:51] Joe Wicklund: Uh, this would be a wage increase for city administrator John Mulder that is based on the performance review by the city council. It aligns numbers-wise with wage increases with all of our other employees.

[10:07] John Geissler: I just have one comment. Um, I took some notes during our two closed sessions and I said that I would get them typed up and submitted for the record. I haven't done that yet, but I promise I will in the next couple of weeks. I'll get them submitted.
