July 18th 2023 Oakdale Parks and Rec meeting let's stand for the Pledge of Allegiance elimination under God indivisible with liberty and justice for all thank you all right God everybody here that's to be here looks like so first of all any old business anyone wants to talk about we all good did we um look at the minutes everyone take a peek at those can I get a motion to approve all motion okay motion to approve the March 21st 2023 minutes has been approved all in favor aye it's approved I kind of did that back anyway uh new business uh Paul arkhart and Freddie Giles have retired from this committee we want to thank them for their service uh they're busy guys like to thank them for their Oakdale athletic service too and I think Freddy's president there yet pasta we'll go right into Jim Romanek Public Works manager we'll discuss the CIP [01:15] **Jim Romanek (Public Works Manager):** all right good evening Commissioners thank you for the opportunity to be here tonight um just want to talk a little bit about the proposed CIP was sent out in your packet um so this is a draft CIP the draft CIP was originally presented to the city council at the workshop on June 27th um there's a great deal of feedback that night from the city council and tonight we're presenting this doing the same presentation to the parks and rec commission intending to receive feedback from the Commissioners and at that point then we'll compile all the comments from Council and Commissioners and we'll be meeting with the city council again at a future Workshop so um so we'll get into it today we'll be here just to look at the projects that are that are on the uh that are being proposed we're not really here to talk about the financing portion of it tonight tonight is more about the projects that are on the on the list and again these this is a draft so these are proposed um although there might be individual names for certain certain playgrounds or parks that are intended to be worked on of course that's a draft that that will be up to city council for their consideration of course with your feedback and and their feedback so um and that's especially more relevant as we get further out in the Years you know the third and fourth and fifth year of the the CIP so if we look at some of the 2024 projects that are being proposed it's a playground replacement where we have listed as Oakdale Park but um that could be a a another park within the system or a playground within the system so um Park superintendent kuzling and his staff will be going out and doing an evaluation of all the playgrounds in the next few weeks as part of a safety inspection that's done throughout the year we'll also be evaluating the conditions of the structures and trying to bring back a recommendation to the council for the condition that these are in and um I think that might help make the decision on how to go about replacing these um so we've also have in there as a sand volleyball court at Guthrie Park um Walden Park ball field um upgraded to LED lighting um that project I think is especially relevant now as Park superintendent kuzling and myself were discussing this morning some of the issues that are going on with the current lights and the lack of parts to replace the lights that might have failed so I think that's a a very relevant project to be done next year um then as we go further down we'll be into the Willowbrook area doing some of the open space and the The Commons park which is going to be the the main Park in the Willowbrook development so I think you've all seen the the plans for that so some of the work will be done this year as far as ordering equipment and then it'll really start coming together next year [02:45] **Steve (Chair):** um will that be completed next year or just basically [02:48] **Jim Romanek:** I think it's going to go 25 miles into 25 I think the playground structure will be installed next year and some of the grading will be done and um in so we have to keep the work within the budget for next year and then the the finishing work will be done in in 25. um so then we're also moving in to completing some of the trails in Willowbrook that are that were required to do as part of the the development agreement that was done there as well as finishing off the open space as the areas are built out um so those are the 2024 projects are there any questions or feedback on that or you like me to proceed to the 2025 projects [03:20] **Commissioner:** any questions yeah I just have a question because sure you know P 2024 you know and then you see the one p 2023 and then you know Willow Brooks so some of it is going to be done this year yet or as far as the trails or well anything you know as far as the parks go [03:36] **Jim Romanek:** yeah some of the trails are being constructed as we speak um the contractors out there working on those now so those will be completed this year in the next uh two to three weeks so in addition to that the 40th Street Trail is done and open um so the trails are going to be the first one of the first things that will be completed the playground structure itself would be next year it'll be ordered this year but it'll go in next year be installed okay all right then as we get further down into 2025 again it's a a playground replacement for here we have Northdale per den but depending on what we find on the condition that could be a change to a different Park then we're also proposing to rebuild the the parking lot and redo the trails at Everly Park in 2025 um this year we completed in utilities we completed a project on the water tower at Everly Park um recondition that so um there was a lot of work done within the park so I think to tie this in to redo the parking lot and the trails in 2025 it'd be a nice way to wrap things up with that project being completed of course there's more work in Willowbrook more more parks to start working on the Willowbrook Park West um so the Roars development that's going on now in the apartment building that's being built on 40th Street they're starting to do some of the work for the road that's going to go into that Park so some of that prep work will be done this year but it we're not going to build anything in 2024 um and again you'll see some of the city project numbers in there the P20 2305 and 202306 references the Willowbrook trails and that just goes back to the year that the project was started it'll be completed as some of those phases are built started to be built out and but it's still under the same project original project number okay and [05:01] **Steve (Chair):** sure go ahead did this decide to put pickleball courts in Willowbrook [05:05] **Jim Romanek:** you know that hasn't been decided yet that'll be a decision that'll need to be made in the future I think as we've been meeting with various Consultants that's one of the recommendations but I think that ultimately it'll be up to city council then as we get further down into 2026 these are the projects that start to get moved out further that are out further on the schedule they could be moved around earlier or later depending on the conditions of the equipment and in the park and then also just kind of where we're at on on budget wise and how it fits into some other schedules that go on with other projects that are happening in the area so you see in 2026 a references the Tanners park playground replacement and also the the Tanners south parking lot repaving and then the other projects that would be in 2026 would be the side Park Tennis Court practice wall and then the homo Station Park so that's another one of those parks that there hasn't really been anything planned for the homo station yet it's still in the development phase and those plans will be coming forward of course they'll be coming to Parks Commission as well as City Council as it becomes closer to that park being developed [05:48] **Steve (Chair):** sure just make one comment here yeah go ahead the only thing I would like to see moved up is a Tanner's park playground and parking lot sure and I know you want to finish up Everly no you're good great but um we go down there you know quite a bit and there's it's getting a lot of traffic down there there's really a lot of people which is great it's pulling in the people so I I would like to see you know as it goes if there's any way to move it up [06:12] **Jim Romanek:** sure and that's the kind of comments we're looking for in feedback for those suggestions to take back to to council so any other comments like feedback like that is greatly appreciated [06:23] **Commissioner:** right I have a question commented piggyback on to that so Eberly looks like we're just doing the um parking lot which for a while there we were thinking maybe putting the pickleball there but my comment has been all along if we're throwing a pickleball court in Willowbrook why not just don't do it at Eberly which would that funding maybe go towards something that needs moved up like you're saying Steve [06:45] **Jim Romanek:** I think that's a suggestion and you know like I said feedback we can take back to council but right now these are put into the CIP because we don't know what's going to be built at Willowbrook potentially it could be pickleball courts but if not we'd want to make sure that they're also planned to be built somewhere else in in case they don't get constructed at Willowbrook but yeah and jogging things around a little bit I just thought maybe that was one way and if it does happen you know I think that gives us the opportunity at that time to to move around some other projects that would be in there if you know if there isn't a need to build pickleball court somewhere else [07:12] **Commissioner:** okay Jim I have a question yes I don't know if it should be directed to you or to Jeff but when the Parks get replaced what happens to the stuff that gets taken out [07:22] **Jim Romanek:** um previously I think there's been some Lions Clubs Jeff maybe could correct me that have used it but I think the the equipment that we have now I think it might it's past its useful life because if we donated it to somebody and something broke they wouldn't be able to get they'd have difficulty getting replacement parts kind of good research and comment on that as well [07:44] **Jeff Koesling (Parks Superintendent):** yeah I mean if it's the old um the metal structures we just we put it in our metal bin take it it goes down the recycle plant but um yeah we did deal with I think it was Taylor's Falls Lions Club we donated a a structure they actually came here and it was the old Walton one they took it all apart numbered everything and it was about a year and a half later they invited us up for a lunch and we rolled in with Randy and the crew in a van and it was like you were the like Air Force One was showing up they had the streets line here but they put it all back in the park up along the river it was beautiful and it's we you know in that sense sort of ceased because of it's more of insurance stuff if someone got hurt that's what we found out down the road and those gentlemen we had found out we had another structure at was it Oak Field and we had called them and um a couple of them two or three of them had passed away so they sort of quit they lost touch with doing that but it was actually a pretty neat program back in the day it's probably 15 years ago we did that but it was pretty neat it was pretty neat to see it reborn and they they loved it it was great for a park that that they just sort of resurrected it was great [08:45] **Commissioner:** yeah I just asked if if there was a way to make money on it [08:48] **Jeff Koesling:** yeah I don't I don't know about that but um I know and then the insurance that comes with the liability that they have to sign off on and I know there was some red tape I haven't been involved personally I know Randy was prior to his retirement but um [08:58] **Jim Romanek:** so like I say as we're going forward we're looking at 2027 um Guthrie park that's another playground replacement um Golf View Park sand volleyball court I think the other thing that we want to look make sure we're doing with the sand volleyball courts or volleyball courts in general is we want to make sure that we're reaching out to the people that are using the volleyball courts to see if they want to use a sand volleyball court or not and if there's other Alternatives so we're also um [09:28] **Steve (Chair):** how are you going about doing that are you stopping by while they're playing and asking them [09:33] **Jim Romanek:** and we haven't done it yet but I think that's one of the comments that came up in the council Workshop was how do we do some Outreach to to volleyball players and um because generally they're in the Parks at nights and weekends when we're not working but I think there's going to be a way that we'll be able to work out um getting some feedback to go forward and and to find out if that's really the best use of building a volleyball court that way or not [09:59] **Steve (Chair):** that's a great idea and I think we as a council when we see people out there should approach them and ask that too because I know the East Side they're always out there Walton they're always out there [10:07] **Jim Romanek:** yep no that's a great idea yeah we can find out feedback from yeah from the players because they might not want the sand all the time they just might want where they're doing it and if we separate an area right somehow on that so good thank you moving on you got more here um a couple more things for 2027 um as was talked about the Everly Park pickleball court still on the um being proposed and then the the potential of uh converting one or two of the lanes at at Horseshoe Park to bags or um and then the last year as we go out is uh 2028 so that's a long ways out five years out the projects that that are being proposed for there are going to be start starting some of the work at Walden Park the playground replacement there and then a tennis court reconstruction um so we'd be open to comments on that as well and I think that's all the projects that are listed in the 2024 through 2028 cap so that's it happy to feel any other it's a lot but uh it's pretty good pretty ambitious schedule but I think we're as staff we're looking forward to the challenge and um so I'm here for any other questions about the CIP if there are any and otherwise appreciate any feedback and we'd like to be able to bring that to the council at the at the upcoming Workshop when we discuss the CIP again [10:43] **Steve (Chair):** absolutely anyone I do have a question Gulf View Park we are keeping it then there was some other talk of maybe [10:52] **Jim Romanek:** I think our plan going forward is we're going to plan on that that it's going to be there until we find out different if if that were the case but I think the plan going forward is that we would plan on Golfview park being there again and if it's not you know that that would just be a a project that could be taken out and other things could either be Advanced or another project could go in their place so [11:13] **Steve (Chair):** Willowbrook seems to be the main concentration overall money-wise on this too [11:15] **Jim Romanek:** well Willowbrook and then the homo station almost when that comes in okay so it's it's exciting to have several new parks into the system it's going to be a lot of work but I think it's exciting but we also have to make sure that we're keeping up on our existing parks to uh make sure that they're fresh and people enjoy those as well great green anything else thanks Jim great presentation thank you thank you James all right Jeff you're up [11:35] **Jeff Koesling:** uh yeah so I'll just I'll direct this towards our chairperson um I guess they're sort of want to try and plan a Parks tour so I don't know Steve if if they can give you dates that's available and parks to visit uh we usually usually do four or five Parks I know the last year they visited excuse me visited Tanner's uh the Nature Preserve Tilson and Eberly so um if we can or you guys obviously it's your choice to pick four or five and set a date and a time and try to coordinate that okay and it doesn't have to be tonight but if they can send you availability or like to do it it's already I think we did them all since Saturday still last year Saturday last year yeah so yeah let's all uh yeah send me an email and uh we'll get that figured out only five of us now so it should be a little easier yep correct [12:20] **Julie Williams (Recreation Superintendent):** we have received six applications so far yep so um we are reviewing those and hopefully we'll get those two spots filled very soon yep great great [12:35] **Steve (Chair):** yeah so I'll get that to you Jeff so you know yeah no that's fine yep let me know thank you appreciate it thank you any uh questions for Jeff bring that up because I think the tours make so much more sense it's nice to go out and actually look at them and and you know know what you're you guys can see what I mean I see him more than I care to no I mean that in a good way um but yeah it's good for you for the group to get out and and absolutely have ideas and and see it firsthand so it's always nice when people are out there too yeah yeah it really is yeah went to Tanner's in the skate park class that was very informative on us correct all right people like to have the opportunity [Music] yeah yeah anything else for Jeff all right thank you thank you Julie what you got [13:02] **Julie Williams:** yeah yeah so um the recreation department is all in Winter programming in that covers the months of February I'm sorry that covers the months of October through January so we're always looking for new suggestions feedback that type of thing so my question is has the commission received any feedback from the residence anything they want to see you know their needs that type of thing so that is my question to the commission [13:14] **Steve (Chair):** I have not received anything um you're doing a great job [13:20] **Julie Williams:** well thanks if you don't have anything you know in the next couple weeks or so um you know I was looking for ideas if anybody on the commission here has any ideas feel free to share those with me as well [13:30] **Commissioner (Wellness Group):** okay great I have one our Wellness Group yeah you know as we kind of work with you on some of them right um we did line dancing July 11th it was our first Tuesday event but because first Tuesday was July 4th yep but we did line dancing right here at the um Band Shell and that went over really well and so we're looking to do on Halloween day um a kind of a luncheon like line dancing to the theme of Thriller okay okay um so some of those things we're when we're doing the um police and fire department crime prevention and uh fire prevention so um all those uh things are in your Oakdale updates um so look for it there okay um [14:15] **Steve (Chair):** Summerfest how'd that go [14:18] **Jeff Koesling:** went good uh I think the new committee did a very good job to to keep it um going it's a lot of work put into it um yeah overall I'd you know the weather hurt us a couple Friday and Saturday storms right at about supper time so that sort of scared kept people away and then Saturday was a threat all day on and off so I think that hurt us and it really didn't get busy until Saturday night it was actually worried it was like at eight o'clock before people showed up but um overall I think that you know they put in a lot of time and a lot of effort to keep it going I think they did a great job so things worked and things that you know It's just tough it's tough to well how do you plant you know it's how do you gauge for this and that and I think they did a fantastic job with it so [14:48] **Steve (Chair):** has there been anyone talking about how we're down how how it's been downsized any comments on that from people walking around out there [14:55] **Jeff Koesling:** yeah I don't I didn't feel any more from from the committee the new committee you know like how did we do this in the past how did you do this what can we do to to make it you know more successful or to bring people in and and that's the one good thing we have a whole year to to discuss that so um there's been some a couple ideas that have come up that sound great so hopefully it uh it just keeps going and then like I say I know they put a lot of time and effort into it absolutely and uh [15:20] **Steve (Chair):** the only thing I would say personally again is uh I like parades and I really love when bands are in parades so the committee could look for more bands to come in I know we're a short area but uh the music and the marching bands really add a lot to it in my estimations [15:38] **Julie Williams:** yeah that's just something they can they look for the only comment I can make about that because the parade is transitioning over to me there's several groups in the parade that won't come unless they get paid oh some of the high school bands and stuff like that um so it's a fine line between um paying the right type of group and getting volunteers groups that want to come and participate in the parade um it needs to be looked at as far as cost versus income from the parade participants but it's it's a work in progress so we I I can put on the list when I talk with the group about the parade about more music but we would need to find probably people that don't necessarily need to be paid [16:20] **Steve (Chair):** yeah it's understandable you don't want to go in debt with people coming in on the parade but well I know they did a great job and I don't have a lot to do with that but I know Julie and Laura put a lot of time into that and every year it's it's uh it is it's huge they've done it they did they have done a really good job with it so yeah wonderful okay an event yeah it is it's always a good time anything else for Julie all right thanks Julie thank you all right um Andy councilman [16:45] **Andy Morcomb (Council Member):** Commissioners thank you for having me here excited that we're all meeting a couple of things to talk to you about I'm glad you're going to be doing some Park tours actually uh first on my list is just to bring up remember that uh we're using or trialing and organic fertilizer at Guthrie park and if it's possible I'm not sure if anyone's been out to Guthrie yet but the council would love to get feedback from the community to see if it's noticeably any different if it looks green and nice if there's any change in texture in the grass or if it's just doing what it's supposed to do but if you're choosing which parks to go to I know Guthrie also had something in the CIP as well for a volleyball court so something to consider there Jim brought up volleyball and you see kids all over town volleyball is getting really popular right it's now a men's boys sport within the high school league so my son is one of the people in those groups setting up courts uh and that's all over town and there's a lot of desire for more volleyball and so again any feedback you all have or can get when you're out on your Parks tour from people about what type of surface would be good for volleyball would be helpful [17:50] **Steve (Chair):** what does he say [17:52] **Andy Morcomb:** he and he and all of his friends uh say that grass or turf is the way to go and sand is I guess not as popular as it used to be but maybe I know Jim at Workshop had shared something Saint Paul has done and it's a little bit more money but there's a Turf that is becoming really popular and maybe you can share the pictures of what that was and you all can consider different options that way but even though uh Noah one of our other council members is really involved in the volleyball community he actually sent out his own personal survey and he got like more than 50 or 60 responses of people in Oakdale and by and large it was towards something other than sand so this is really important feedback for us as the council because so much of our volleyball courts currently have sand right so that would be helpful I was going to say if you could encourage other people to apply to the open seats we've already got six which is great you know the parks are forward-facing part of the city and uh in my six months here in the council I've gotten more feedback about the parks than literally any other issue in town so it's really valuable right we want to put our best foot forward so even when you're going out whatever notes you can have and the people you talk to if you decide on a scoring system or ranking um even your comment Steve with uh Tanners is actually at our Workshop the mayor had the exact same comment about could we consider moving Tanners sooner because we want to really Revitalize that space it's becoming popular again but yeah we need that feedback in order to make good decisions great so those are all of my comments are there any questions from the commission [19:10] **Steve (Chair):** I do have one so you mentioned your son was that the seven footer you had with you yesterday [19:12] **Andy Morcomb:** yeah yeah that's he's over six feet tall [19:16] **Steve (Chair):** well he looks seven yeah where does he go mostly where it says Tanner's east side or north [19:22] **Andy Morcomb:** so they set up at uh right behind City Hall here at Walton often or they go to East Side okay and I know I'm right I've been trying to help educate him and his friends because there's probably 30 of them that go around and play volleyball multiple times a week all over town uh actually they're in St Paul right now in one of their Parks playing volleyball but without a formal Court to be able to play it on it does do some damage right we want to avoid the cost and the Damage so we got to provide them something that's good [19:50] **Steve (Chair):** absolutely I think Jeff said he was going to get a league together for these kids [19:54] **Jim Romanek:** turf or whatever what's Jim what is takra the turf that for it he's got some literature on it and it's actually really cool looking chakra it's a Turf it's a special Turf for volleyball courts it is actually very cool and I think that'd be great looking at what little bit we dug into it it's it's not the cost is not it's it's comparable to installing a sand volleyball cart so that's something we need to really look at and that's great to hear Andy from from you yeah as far as what the kids that's what we need to know if we're going to pay for it let's do it right let's do what they want so that's used so we don't have to replace them yeah and our concern was I we hate to put a sand cord in and it's not used you know so it's great could you spell that uh takra is the sport oh that's the sport I'm sorry I thought it was the turf has three chords with the right now I don't know what Mark it's in but we'll find out I can find out yeah it's really he showed me the literature on it last week and it's really pretty neat so one nice thing is you don't have to mow it doesn't grow the agendas there [20:30] **Commissioner:** quick question on that apartment building on 40th Street right yeah a big one how many units is that [20:38] **Andy Morcomb:** a great question I'd have to look that up I think I formally got approved before I joined the council okay but I believe it's it's four stories tall but it's wide [20:46] **Commissioner:** it's crazy how fast it wasn't there for like three weeks and I'm like holy cows they don't mess around yeah and what else is going in there I see is there a service station in there too or no service station uh there's differences separate building is that like a clubhouse Forum at the community [20:58] **Andy Morcomb:** it is a community cool very nice all right any other questions okay thank you for your time thank you Commissioners comments don't work I'm good [21:10] **Julie Williams:** Julie Jeff I'm good good okay can I get a um can I make a quick Interruption here I'm I didn't give my update yet so you want to hear it I can certainly I'm sure I'm not sure if Jeff has anything either but oh no go ahead she can do hers and then mine's very short okay yeah go ahead well um just by July update for summer programming we're already more than halfway through so Summers really Rolling Along things are going great staff and programs um going really well two um we've got our amped Up Entertainment which is our Amphitheater at the business center attendance has been really great this season we've got snake Discovery on August 10th in a visit from Brian Richards family magic show and that is on August 19th and that will conclude this season we typically have an averaging 150 people yeah it's been really great to see and we've got our summer concert series um July concerts include the Capri big band which will perform tomorrow fingers crossed no rain I know what they're predicting maybe some storms again I feel like it's been happening every Wednesday this summer so we'll see what happens there um and then on July 19th we've got um blue Groove Bluegrass and I'm sorry on July 26th that's the next one following the Capri big band and then we've got the smooth sensation band that was unfortunately canceled because of severe weather that we had and that will be made up on August 16th so watch for that one on our Farmers Market finally at peak season it took a while but um we've got most of our vendors participating at this point one of our new vendors is Edge mobile sharpening who provides us on-site sharpening for kitchen knives and yard tools so you can just grab your knife so your yard tools and bring them up and they'll sharpen them for you yeah and they're at a variety of other farmers markets too so they've been pretty popular um unfortunately the strawberry season short-lived I know because it's the drought that was only you know they were only operating for about a week or so but corn is right around the season Ron the corn guy he's called he's one of our vendors from Farrar farms and he will be in in a couple weeks I know he shooting for next week so we'll see if we can get them in for supplying the corn our art gallery artist Joel Hillier returns this July with this annual display of extract paintings if you've ever seen them it's kind of like a collage of Northern Lights really interesting so one of my favorites his paintings are not for sale however he just gives them his gifts to his family and friends cool yeah movie in the park this Friday is our first movie in the park Puss in Boots The Last Wish we'll be showing at Walton and the Oakdale Police and Recreation Department sponsor the event and we'll have ice cream treats for sale and the movie begins at dusk and typically right now that's between 9 15 and 9 30 or so so a later start for that one we've got another Red Cross blood drive and is through Oakdale Wellness 50 plus the recreation apartment and the Maplewood Oakdale Alliance Club that'll be Friday at the Discovery Center Nine to three I think there are still openings I just checked this afternoon it looked like they're about 10 plus opening so if you're interested you can just go on the Red Cross Red Cross um website and sign up that way or maybe if I go a little stop calling three four times a day relentless emails hopefully they'll get them full my work um we've also got a Library story time our Washington County Library and Stephanie we'll stop by the Discovery Center and that'll be I-26 from 10 30 to 11 30. you can call us to reserve a spot otherwise we always and then finally we've got our pop-up Splash Pad so that is our first ever Splash Pad will take place on Friday August 11th and that will be from one to three at Walden Park in the OAA lot so um really fun event we're looking forward to that one kids will be able to run through the fire hole spray and we'll have different water games our Summer Staff will be there so that is in partnership with the Oakdale Fire Department we're looking forward to that one it's like a stand-up for any questions if anybody has any comments or anything for me uh [24:55] **Steve (Chair):** yeah it's uh back to the amphitheater is that I mean not seeing that in any you know CIP or anything is that holding up fairly well [25:05] **Jeff Koesling:** yes I mean I walked by it so it's hard to tell if it's you know so we're up we just I've got a crew up there today we're redoing they'll be remulching it we've replaced a bunch of lumber up there today we'll uh remulch it re-gravel it and restain it all we were going to do it tomorrow if it doesn't rain or staining will take place tomorrow otherwise we might have to let it sit till Friday or Monday if it's if we do get rain I just wanted to dry but yeah we're uh okay we just we've just purchased the lumber for it yesterday and I know we have some events and um it's just getting to it we we're we're ready to rock so um we'll re-re-mulch it and some gravel and some different color on some of the borders a little different color mulch to make it look good and get it all re-shot and stained and when I do walk by it I always say hi because I never need a lot of Maintenance but yep half time I get lost in uh Parker's room anyway but you know it's okay turn the wrong way we'll come looking for you if you don't show up really [25:50] **Steve (Chair):** one thing one new one at Farmers Market this year is this gentleman from Woodbury who makes pies oh my gosh they're great yeah and he's they sell out real fast [26:00] **Julie Williams:** yes absolutely there's been a there's been a number of them that have actually sold well I find if you don't get there by at least three o'clock at the latest that are gone all gone any other questions for Julie thank you thank you [26:15] **Jeff Koesling:** uh yeah I'll just touch on I know Julie touched on this the sports The Summer's flying we're already into the towards the end of July so I think this weekend we have our first end of the year tournament for for OA and then I think the following weekend we also have one and then we'll be transitioning over to soccer and football and over here I was going to mention the amphitheater uh I won't do that we chatted about that um over on five three with um Kilmer electric showed up today it was a 2023 CIP project when they came last fall it snowed like three inches that day so we couldn't see any zones all of our paint everything was covered so it had to be put off until we were going to do it right away in the spring we had the late spring it was so soft over there I couldn't put their equipment on there we and teams wanted to get out we were already a month behind so um so the best thing to do was try to go in between the softball baseball and and soccer so they're over there it should be about a two or three day project I thought we'd get a little further today they had a couple issues um potholing a lot of the electric that surrounds it on the outer skirts they have to find it before we can trench through it so we don't hit it so um but made some Headway at the end of the day and hopefully tomorrow they can get they'll be done pulling all the conduit and then they'll run wire on Thursday and then maybe have it wrapped up by by Friday he said so yeah by the weekend they could have it awesome Yep yeah so it it's like I say it just uh seemed that the potholing trying to find the grounds rock hard over there I'm glad I'm and they and you have to hand dig it so uh in the around the electric so yeah it was I sort of felt bad it was frustrating for those guys today so but other than that we're just we're plugging along it's it's flying it's uh it's I can't believe how fast summer's gone and I'm not looking forward to Winter I'll tell you that so none of us are so um not a lot of stuff but I stand for any questions if anybody's got anything more than happy to answer any questions you may have [28:15] **Commissioner (Wellness Group):** I don't have questions but I did want to add something talking about summer Wellness 50 plus is doing a summer social August uh 13th in Discovery Center outside and uh we're passing out popsicles it's a free event you don't have to be 50 plus to come bring your family there will be like cornhole games and um different like bocce ball hula hoops that kind of thing so just come out and have fun [28:40] **Steve (Chair):** great and you don't have to be 50.
