Welcome to the February 16th, 2026 City of Plano Planning and Zoning Commission meeting. Call the meeting to order at 6:00 pm. If you all please rise and join me in the Pledge of Allegiance. There are no registered speakers. All right. Consent agenda. Consent agenda. The consent agenda will be acted upon in one motion and contains items that are routine and typically noncontroversial. Items may be removed from this agenda for individual consideration by commissioners or staff. Commissioners. Would anybody like to remove anything from the consent agenda? Public hearing items, unless instructed otherwise by the chair speakers will be called in the order registrations are received. Applicants are limited to a total of 15 minutes of presentation time, with a five minute rebuttal if needed. Remaining speakers are limited to 30 total minutes of testimony time, with three minutes assigned per speaker. The presiding officer may modify these times as deemed necessary. Administrative consideration items must be approved if they meet city development regulations. Legislative consideration items are more discretionary except as constrained by legal considerations. Nonpublic hearing items presiding officer will permit limited public comment for items on the agenda not posted for a public hearing. Presiding officer will establish time limits based upon the number of speaker requests, length of the agenda and to insure meeting efficiency, and may include a total time limit. Read item one, please. Agenda item number one Mustang Square Residential block B lots 1X2X and six dash 14 block F lots 13 x 14 x and one dash 11 and block G, lot one x 20. Single family detached lots on five common area lots on 3.6 areas. Acres located on the southwest corner of Community Court and Shoppers Lane. Zoned planned development 32 regional commercial and located within the State Highway 121 and Expressway Corridor Overlay Districts. The applicant is Perfect Dream Homes, LLC. This item is for administrative consideration. Good evening commissioners. Destiny woods, planner with the Planning Department. So this slide shows the location of the site and this. Slide shows the proposed lots with this request. So the preliminary replat is for block B and F within the larger Mustang Square residential development. The applicant is proposing 15 new single family detached lots. And then these lots will connect to a street lot that connects to block G. So these next few slides are going to provide some context on the purpose of the preliminary replat. So this graphic shows the applicant's original approved proposal. And you can see many of the lots on this proposal are being proposed today. So that original proposal was revised to exclude any lots that were within the floodplain. So this is how the blocks are currently platted. And so a lot of those lots in block B and F are not are removed. And now that the floodplain boundaries were revised, the applicant is reverting back to something similar to the original proposal. So notice letters were sent out for this residential preliminary replat. And we did receive one unofficial email response that was shared with you all. And so this item is recommended for approval, subject to additions and alterations to the engineering plans as required by the engineering Department.
