is our invocation this evening I'll be happy too mayor thank you let's break father we come to you tonight and we uh we're very thankful for you we love you with our whole heart we'll be with us during this meeting that we may do your work and may glorify your name and let me pray amen amen one nation under God indivisible with liberty and justice for all right and that Tiffany is usually here but so I'm gonna have to I am Tiffany has pink eye so we told her yes I would usually have the statement here we go in accordance with the Freedom of Information Act chapter 4 title 30 go to laws of South Carolina 1976 and agenda's been posted on the front door of City Hall and notification this meeting has been given to the news media it's uh because we do all the corn is that correct yes yes and Mr Miller should be on the phone all right just where were you on the phone he's got some service issues he said but he's okay well I know he's got a performance this evening we wish him luck 15 years I suppose on the phone or no sir um oh okay all right good so we've got at least six possibly seven if that's service [Music] uh first up we've got approval of consent agenda if anybody was reviewed those who entertaining Motion in that regard any further discussion regarding approval of the consent agenda all right all in favor of approval of the consent agenda as well you said I yeah okay that motion carries unanimously with seven votes we have two public hearings this evening the first is uh to consider ordinance number 23-007 authorizing Direct in the city to enter into a intergovernmental agreement for um Revenue Services collected by the municipal Association So currently they connect they collect our insurance tax program brokerage tax telecommunications um basically the other ordinance does is they've rebranded the the name of the collection department to local Revenue Services and so they need the new ordinance to um reflect that new branding nothing's changing as far as the collections goes all right is there anyone that wishes to speak in favor of ordinance number 23-007 the record reflect there are none is there anyone that wishes to speak in opposition to ordinance number 23-007 let the record reflect there are none I know we've spent a good deal of time discussing this but we'll entertain an emotions before we discussing further much to approve ordinance number 23-007 got a motion by Mr Bass second by Mr Dean any further discussion regarding the ordinance number 23-007. all in favor of ordinance number 23-007 Mr Miller but that motion carries unanimously for seven minutes our second public hearing this evening is to consider ordinance number 23-008 annexing one parcel of land totaling approximately 6.96 Acres located at 1610 Durst Avenue uh We've covered this one a few times this was an original original request by Todd Bailey in December of 2021 Council built a proof first reading in January of 2022 to rezone the property to NPR at that time there was some additional information that was requested of the applicant and in trying to gather that information for you he wasn't able to get it quickly enough he came to me and said can you please remove it from the agenda before second reading so we took it off the agenda he's now returning and asking to rezone the property to R4 along with annexation just to remind you that way back in 2021 when it went to Planning Commission he requested our seven but Planning Commission recommended R4 so this doesn't have to go back to Planning Commission this property would be annexed and rezoned at R4 if you approve this ordinance tonight all right this is a public hearing so is there anyone that wishes to speak in favor of ordinance number 23-008 let the record reflect there are none is there anyone that wishes to speak in opposition to ordinance number 23-008 the record reflect there are none can we hear any motions before discussing any further we'll order this 23.008 promotion by Mr Dean second by Mr Bass any further discussion regarding ordinance number 23-008 it made up his mind this time like that we got this far clarification um Julie the uh the current Zoning for that and the requested zoning allows for the same number of properties the same square footage everything's technically the same pretty much except for the name is the name of the Zona correct that's right so it's currently zoned R2 in the county which is single family with ten thousand square foot Lots minimum and City R4 has the same requirements you can see in that table there so as a technicality if he had originally come to city council and requested an annexation of that parcel we could have annexed it in and just assigned the R4 zoning without it going through Planning Commission because they're the same zoning basically but because it already been through Planning Commission we felt like you know we needed to clarify learning very specifically so so the way it's zoned now he can build ten thousand square foot Lots there the density doesn't change with the annexation thank you thank you any further discussion regarding ordinance number 23-008 I'm in favor of ordinance number 23-008 all opposed like uh his balls Mr Miller I guess I should be that motion carries unanimously to seven months we have one public appearance this evening by Miss flicker with gleams um she is here to speak on um Community Action month and Community Action day they've been always good to see yes that's for them on the call to hear you foreign [Music] Services program director for gleens and in a couple of weeks May will Mark the 59th year of Our Community Action Network being established in case if you don't know though I've been before you for a few years now greens is one of a thousand plus Community Action agencies across the country we are in 99 of our nation's counties and we were birthed or we came out of President Lyndon B Johnson's war on poverty and pretty much we were established to help connect our families and communities to resources and opportunity as it relates to combating and alleviating the causes and conditions of poverty regardless each May during Community Action month we reflect not only on the impact of our agency gleams in our network but also our resources are partners because we can't do community action alone to celebrate Community Action and raise awareness throughout the month of May clean just going to host Community Action day and this is my formal invite to you all to you all present here today um actually my department the Glens community services department will be hosting the event the Flyers up there on the screen it will actually be held on May the 5th which happens to be Cinco de Mayo it's just a coincidence but it will help you remember Glenn's Community Action day is on single day model of this year it'll be from 11 to 2 only a couple of hours and it will be held at Piedmont Technical College at the James Medford family event center we held it there last year for the first time it was a great turnout and as far as who should come we're asking everyone to come we're expecting around 50 of our vendors and exhibitors which would include self-regional Cornerstone First Steps Greenwood Police Department United with the lakelands South Carolina Legal Services vocational rehabilitation center Manpower Boys and Girls Club etc etc and plus who can say no to free food so if you just want to come for a free lunch you might want a door prize also we're trying to see if we can get testimony from some of our customers so that they can talk about the impact of Community Action we're trying to do that last part so if it doesn't happen this year we're going to do it next year so don't come for me if you guys come and don't see anybody talking about their impact but anyway just to reiterate the purpose of Community Action a month is just to raise awareness about the work that we do and also to reaffirm the support for the work that we do um I believe it was last year councilman Miller actually came and read the proclamation for our community action day so hopefully someone can come again and read the proclamation and regardless of proclamation Governor Henry McMaster he actually does a state Proclamation for the month of Community Action each year so us being able to get a proclamation on the local level just helps to further support the work of our Network so thank you for your time man for your support thank you thank you and I know we miss Bowles as a representative on on glean Sports we we have representation here I think last year I was unable to make it for some reason but I plan to be there this year and and reiterate how grateful we are for all that y'all do for the community I can read this Proclamation now or or read it on Mayfield whatever you would prefer well I know it's kind of long so you can keep everybody in suspense and they can come [Music] read it all right at least we can get a photo right it'll give me time to to wear some shoes with iron uh inserts thank you we appreciate it look forward to a few weeks from now you wanted a picture right you yeah but Laura says she'll take it thank you thank you thank you thank you very much foreign number one is to consider ordinance number 23-009 which is amending our current uh purchasing and procurement procedures for the city um so our current purchasing ordinance was written in 1983 with a small amendment in 2010 there's a new model ordinance that masc has produced that really modernizes our ordinance and picks up on a lot of the things that I think we've discussed as a staff and as a body over the years it adds a local vendor preference now I know at work session we talked about City versus County so we did uh with some assistance from the city attorney we changed this to City only so if you're a business located within the side of the city limits and your bid is within five percent of another bidder you have the opportunity to meet that lower bid if that makes sense so if the bid was fifty thousand dollars the logo was fifty thousand dollars and the next bid was fifty one thousand and that was a a they would have the opportunity to say yes I will come down to the 50 000 and then we would award it to the local vendor um so that that's something that we've been talking about for a long time um it also establishes some purchasing Authority thresholds for City staff and for the city manager um and it includes purchasing tiers and these are very similar to the way um State procurement operates so if it's under five thousand dollars while you're encouraged to get competition in in any purchase that you make you don't have to put anything out for bid if it's between 5 and 25 you ask to get three uh written quotes or at least the attempt two get three written quotes it's not always possible to do that and anything over twenty five thousand dollars would require a full bid process an RFP or an RFP it also sets a minimum threshold for payment and performance bonds so any contract over a hundred thousand dollars would require those bonds these are things that are not included in our current ordinance and I think will go a long way in improving the way we purchase as a city thank you did that um local vendor preference Within for for City businesses within five percent with that would that have been beneficial with some recent issues that we had without been within five percent no but I can think of one instance in since I've been here at the city where it would have made a difference it's not something that comes up a lot but it's nice to have the flexibility sure to um award to a city business yeah I think we're making more than that I don't know that it would be take advantage of I don't think I've seen anything more than seven and a half percent five seems to be the standard in what we've looked at good do I hear a motion with regard to ordinance number 23-009 motion to improve ordinance number 23-009 amending the purchasing and procurement procedures for the City of Greenwood motion by Miss Hunter's second by Mr Dean any further discussion regarding ordinance number 23-009 and you said those those proposed amendments we didn't know those were currently in our ordinances the only thing that's really mentioned in the current ordinance is the um under five thousand dollar threshold everything else is um just over eventually is essentially two tiers right or right but again this is more in line with State procurement it's not exactly like State procurement because their procurement ordinance it's probably about 300 pages long but it it makes things more definitive for staff to say well if I'm in this tier I do this if I'm in this tier I do this and if I'm in this tier I do this and and that knows that let's make sure this is part of the record here is that the uh the thresholds that are set there those are for budgeted expenses that is correct yes okay so and when we go through our budget process in October November of each year we know those expenses have already are planned we've already approved them through the budget process now we're just taking um giving you the authority to make those more efficient to be able to make those purchases a lot faster right yes well and it yes I think one thing that maybe I'd look back at is it talks a lot about purchasing but you know when we run into um you know when we've had to have deal with Investments with banking um then our procurement process even though this is not that would not be purchasing it may be something you may want to consider looking at because if there's an investment whether there's a five percent difference between a rate that One Bank were to offer and five percent of the other one offer if we would be able to go back because I don't think that that's something that we've been able to do before in the past so maybe maybe we also think about um the other side of our balance sheet there as well so the ordinance does address Professional Services separately and that will be considered Professional Service so in the case of Professional Services you're not required to go with the low bidder because there's so much it's so hard to compare like apples apples when you're looking at things like that so banking services and architectural services Investment Services things like that are considered Professional Services and you're not required to follow the same guidelines for that and that that is in our current ordinance as well okay because that was that was something hard that we had to deal with when we were doing our banking services last year for us to be able to compare apples to apples and they were not Apples to Apples they were apples and oranges so it says Professional Services including but not limited to accounting advertising marketing legal design architectural engineering landscape Polk relations financial and underwriting services and it basically says they're exempt from these Provisions okay thank you you're welcome yeah I think I think the the last three bullet points are are great ways right now I like the first one too we'll see if we have any issues if if we have any City only see businesses that come within you know seven percent and we have any issues we can always look to you know so we can always look between you later but I like the way at least there's an option now any further discussion regarding Wellness number 23-009 a favor of ordinance number 23-009 Mr Miller that motion carries unanimously was selling boats new business item number two is to consider resolution number 23-004 adopting the City of Greenwood voluntary demolition program so this is one I think staff is is pretty excited about as you know we've talked a lot about the prospect of um blight removal in some of our city neighborhoods we've identified somewhere between 110 to 130 dilapidated structures that um need that they're probably past the point of being able to renovate them they need to be demolished we've had a lot of conversation recently with the City of Florence about a voluntary demolition program that they put in place that really removes a lot of the red tape so basically the way it would work is that we would contact the owners of these blighted structures and say are you willing to voluntarily let the city demolish this property they would say yes they would complete an application then we would do a title search to make sure they're the only owner of the property if we identify other owners they would have to agree as well if we got once we got every everybody we were aware of to agree to the demolition we would proceed with asbestos testing and then we would get the property demolished it's a lot faster than the 60-day and it's not 60 days it takes longer than that so you can only imagine before we shorten that time frame how long it was taking the City of Florence I will in full disclosure tell you the City of Florence has an income threshold that they put in place and you have to fill out a tremendous amount of documents identifying all of your income anybody else that lives in your household their income and if you meet a certain income threshold they will not following if you're above that threshold they do follow lien the staff told us it's very cumbersome that when they initially started this they went to the city of Rock Hill to see how Rock Hill is Doing It Rock Hill does not following period if you agree to voluntarily what the city tear your property down though did not they do not following the gentleman we talked with in the City of Florence said I wish we had gone that route because when when people know they have to provide so much of that financial information it kind of scares them off a little bit and it really slows down the process so what we're asking you to adopt tonight via resolution that was provided in your packet is a um program that in a policy that would not put a lien on properties at voluntary voluntarily participate in the program so in essentially managers the City of Florence without the income correct threshold so City Florence has two passes like you know if you above a certain income you get they file lean and if you're below they don't and this one just eliminates that extra layer and it just says if you voluntarily participate we're not going to follow lean so does is this mirror of the city of Rock Hills ordinance we haven't reached out to Rock Hill but based on what Florence told us the yes it mirrors except for the winning process uh well Florence's doesn't matter so ours basically is a hybrid of the two yeah I would say it probably closely mirrors Rock Hill based on what Florence told us um and and I did I think last time we showed you guys a couple of properties where City of Florence they have they're they're probably about uh eight years ahead of us in terms of you know what we'd like to do which is the discussion about the removal of blight and the city potentially taking ownership of some properties and then working to build infield housing so these are some infill properties that City of Florence has constructed um this program has worked really well for them and they said now they're starting to see the fruits of their labor which is that now private investors are coming in and renovating and building houses in these neighborhoods so this is really just another uh tool that we can use to speed up the process you know we may have 15 people that want to participate we may have 80 people that want to participate but we'd like to have the the flexibility to go down this path a voluntary demolition yeah I approve of the removal of the income threshold I think that undoubtedly does slowly we don't I bet Sarah can't tell you a number of times we've actually collected a demolition lien when we've placed one we had a one the other day that Tripp and I discussed where there were so many other lienholders that trips said you might get 15 you know um so I think this is a way to expedite the process for sure and I will tell you one other little tip that I want to get too far down the path but um we asked the City of Florence you know how did you determine which properties the city took ownership of and redeveloped versus tearing down the house and tearing down Mr Abel's house and letting Mr Ables keep the parcel how did you make that determination they had a neighborhood revitalization study done back in 2016 that identified priority areas and so if they identify a property in one of the priority areas they typically take possession of it so that's kind of their threshold for what they take and what they don't take we recently became aware of a grant through the Department of Commerce and so we are going to apply to do a neighborhood revitalization study because I think it will go a long way in helping us Advance what we're trying to do the step one is has to be the remediation of light yeah I think in conjunction with that Ryan mentioned that Orient program to me um I think there's some interesting things that we can do I love that little blue house we can do some neighborhoods yeah just a little bit of clarification I'm sorry we've talked about this a lot but you just said something that kind of prepared me so if we tear down a house that does not necessarily if we remove the black and turn on the house that doesn't necessarily mean the city is going to take ownership of that property if if city council wanted us to take ownership of all of them we could right we could say we could go to that property owner and say if you will donate your property to the city we're going to take this flight and then we'll own it now that means we have to cut the grass and maintain it right until we can flip it for lack of a better term but internally what we've discussed is that we probably don't want to take possession of every parcel there's probably Key properties that that will be good for redevelopment especially if they're clustered together and so I think we would map them out and based on the willingness of the owner we may take possession of them but it would be something that we will bring back to council it it does provide a little bit more of a tool to say give the property to the city and let us take care of it um and I think it's probably going to have to be a a case-by-case until we know which property owners are willing to voluntarily participate it's hard to kind of identify which one city the city might want to take possession of I mean I think form a Redevelopment standpoint it it better positions the city and the neighborhood to make a collective impacts if we take them all but I don't I don't know that that's the path city council wants to go it might when they do that analysis you like a street where there's only that house and the rest of them are well maintained and nice then that's the one that the city would say hey we want to keep this grass cut we this is an ideal place for infill because then you have you have more impact when there are other homes around there because it it brings everything up so I think it's very strategic as to what properties you would what because that is if you did it all that's a lot of grass cutting there's a lot of and again you know regardless they still should pay if the property owner still owns it they still should place them some sort of property tax on the land itself if we take ownership of it not only do we the expense of maintaining it we we lose whatever little property tax we would get anyway and we did cross and Draper reached out to the county and to try to kind of cross-reference like the FLC properties with our demo list and I think they're only 18 yeah that crossed up so so the majority of these properties are paying taxes and that's something we could work into the agreement um is a an agreement a part of that agreement being you you continue to maintain the property or will maintain the property because it's not lost on us as a staff that you know if they've allowed the property to become so dilapidated that it's fallen in on itself and needs to be demolished How likely they're probably not going to cut the grass um but that may be a motivator however if it's not we could work that into the agreement saying okay well if you're not maintaining the grass and the city has to start coming out and we're going to file liens for the grass we're going to go ahead and file a lien for the demo too yeah and to his point I believe that is how the agreement reads actually when he agreed voluntarily do it you you say you agree to maintain it and if you don't maintain it then the lien comes yeah and I think each property is going to be somewhat unique um because it certainly wouldn't surprise me if you have someone that agrees to demolish the house but wants to retain the the land I mean the land may be worth something or they may just want to get rid of that headache and property taxes off together but I think it gives us flexibility to be able to identify ones we could retain or at least get rid of the blighted and only really transparent with because Mr Bass question is very good like which ones do you take right which ones do you and as a staff you know we've talked about how do we identify what we think our priority areas or priority properties because if you look at how they're mapped they're really all over the place um and you know it could be something that we need to do internally as a staff to identify them ahead of time bring the list to council and says everybody in agreement with this um we just really want to start getting the pieces in place so that we can start moving it forward we wouldn't take possession of any property that Council didn't agree to I think that the thing that works for Florence is that that community that neighborhood revitalization study that they have already identify these are the priority areas so their Council said yeah if it's in the priority area we want to take possession of it and we just don't have we don't have that level of a study did you guys just um discuss his staff you know like the uh the voluntary demolition programs that if the if the homeowner the property owner is going to retain that they actually pay and have some skin and the responsibility towards fixing this problem like for instance city of Hartsville they have I think it's 250 500 000 range that that they have to pay if they're going to retain their property and they can pay that over time um but the city will go in there and remove the blight but they're going to retain their property did y'all did y'all explore any of those did you see that I didn't see it I'll be honest with you I thought this was coming to us as an ordinance not a resolution this that's why I'm asking a little bit more questions right now oh that's fine we don't and we don't you guys wanted to vote on this tonight I mean you could postpone the vote if that's what you want to do um but I mean these are all good questions and I I really want I think all of us really want to hear what council has to say about it we want you guys to be engaged because it's something different we've never done anything quite like this before it's a little bit scary for me and because I I there's so much until we got the answers about I don't want to be perceived or to be part of any narrative or reality that we're trying to take people's houses away from you know that's that would not be what we're trying to do we're trying to clean up parts of our neighborhoods sure I'm of the opinion that I I would strongly support us tameless until we get a little bit more information um but or not take any action on it tonight but I just um I apologize I really thought this was um we would have two readings on this but we'll um we'll we'll see how that goes and I guess from a staff standpoint if Council wants to table it for more information it would really be beneficial for staff if we know exactly what additional information you'd like for us to bring callers well we don't we can change anything we've not entertained emotions and well there's a Russian dude it is a resolution but um right is there anything that needs to be codified like in a or in an ordinance it is a it's a policy level yeah the thing is it doesn't say that you are going to take the property correct so basically that's I don't think our goal is to take off is not to take the property I think the goal is to get rid of the blade so if someone volunteers they're volunteering that you take away the problem that they have it's not saying when you volunteer it's not saying by the way you're giving up the land underneath it too it doesn't it doesn't say that yeah and I understand that but I also think that there's this could be expanded to it commercial property as well I mean I mean it we we it's not just Residential Properties that we have this problem with but I I just don't [Music] he does mention residential or commercial so you already have a a process in place through the ipmc that allows us to condemn and demolish properties so this really again is just an opportunity to to to speed the process along for property owners that may be willing to voluntarily say come on in and tear tear it down you know we're fine with the removal of the blight at this point there really was no intention with this resolution to address any kind of ownership piece I feel like that may come later but you know we can certainly wait and just follow the path we're on now we don't have to adopt this at all but as a staff we thought it was a really interesting approach that the City of Florence took to to remove some flight yeah we really just looked at it as a way to get some easy wins early on and you know it's a less cumbersome process than following that outlined in the ipmc and especially if we're getting some some engagement from the owners we felt like you know if we've identified 130 properties that even if we only get 20 that's a fantastic start and really gets us off to you know and it's a less costly way of doing it from an administrative perspective yeah that's what I'm yeah yeah well we'll entertain either I know it's a resolution but we'll entertain either a motion to approve or a motion to table for more information do I hear any motions I I would make a motion to tailor this for now um just for for us to be able to gather a little bit more information and I apologize I've I've totally um I missed that and I'm I'm deeply sorry you'll stack I'll do a phenomenal job of keeping us in the loop and I've on the on our packet I just I totally miss that and I'm terribly sorry about as sort of a God but in in the meantime we're going to be working to hopefully apply for a grant for just an overall neighborhood revitalization study thank you for your questions new business item number three is an executive session for the following reasons it'll allow you to State them in your motion I'll make a motion that we enter into executive sessions to receive legal advice from the city attorney regarding other post-employment benefits and also to in our executive session to discuss negotiations incident to a proposed contractual matter regarding Banking and Investment Services we may take action after this executive session yes promotion by Mr bus second sergeant Bowman solo all in favor of going into exemptive session for the reason to stay Mr Moore are you still with us that motion carries your name is seven notes make sure they know that the call into that other number well y'all there's balls in this middle y'all y'all call the executive session hotline I mean around 6 30 and he was okay he had gotten off an executive session at some point um just for clarification we don't have any action coming out of executive session you want to clarify that so clarified all right I wanted to make mention again to CPW vacancy just to kind of keeps that front of mind for you guys uh Mr Monahan did resign his uh see effect of March the 31st his term expires uh 12 31 2024. since state law requires that city council must fill that vacancy we've been advertising it on our website we've posted it in the paper once so we're going again this weekend we've been putting it on social media I've sent it over to CPW I'm not sure if they've been sharing it or not um we've gotten one application so far we're gonna keep accepting through April the 24th at five o'clock and what I would recommend depending on how many applications we get is that you all do interviews and executive sessions May 1st since we have a work session we can do a special call meeting to do that and then that will give you some time to mow over and then I don't know why I keep putting that the May meeting is the 17th because it's not it's the 15th but you would then make your decision on the 15th and go ahead and and outside and open meeting that's how it's been done in the past if everybody's comfortable with that timeline yes okay all right so clarify just one uh so we will vote on that here yes a decision won't be made elsewhere we'll make a decision right here right like you I would imagine that May 1st you'll go an executive session you'll do interviews then you'll take the two weeks between the meetings to kind of think those over if you have any other questions you may say we want those candidates to come back on the 15th ask a couple more questions but I would assume that in May May 15th you'd go into executive session ask any last minute questions discuss it amongst yourselves you make your this you come out and announce the decision for whoever you wanted to appoint joining oh God well I don't have to go through that process any other questions about that [Music] yeah and he's interested and he has done his all his perceived I mean he wrote me a letter yeah I think he sent it to everybody everybody got a email letter from and we have that now he will have to resign If he if he would get the position he would have to resign from Metro that's correct but he would then say cbws yes um and then my understanding is that um the governor appoints the GMD seats based on legislative um I did want to mention that I took the Maxwell alley discussion off the agenda uh just because there was a lot of uh I didn't feel like we had any kind of General consensus on that situation so I'm going to go back and talk with Davis employed again about we have to do something back there we're going to have to do something and we don't need to pave it unless we deal with the storm water so there's some some pretty significant work that has to be done back there I'm going to talk to them about that do we have to have the retaining wall my understanding was that they felt like yeah we really needed it so I'm gonna basically value engineer just I don't know if this is a possibility of people that own the property right behind it if even if we could get a thoughtful strip of that property that's right behind it to be able to regrade that just that section it would make a tremendous difference I never have paid attention to that Ali I'll be honest with you but that would make a tremendous difference in be able to regrade that property to be even just five feet would be tremendous in some areas there isn't five feet to get yeah yeah you know I think probably what you're talking about is easements versus yeah actually taking the property but yeah they're definitely some more discussions there Ryan's going to figure it all out yeah I got it um I lost my train of thought uh I provided you all with some language that passed the Senate on Bon reform so y'all can read through that it had Stills to go to the house um any comments you want to make on that TJ moving right along all right um we have the team up to clean up event that's coming there's a lot going on in the city and in the county there's plenty of opportunities to volunteer City staff is picking up in four different locations from 9 to 11 on Friday morning if you want to join us just get with Draper he'll put you in a in a team I know there's a the 10 at the top is it going to pick up down near Food Lion on the south end there's a lot there's a lot of opportunities I know the mayor's youth council is doing Fridays Saturdays or the most part they're done they can choose between Friday and Saturday late most of them have school on Friday and realize and prom Saturday nights and the idea is to is to clean up Saturday morning before they get their makeup done but I know I've copied y'all on it so this is especially been doing all throughout this last week I've left it to this is their project so um just don't be surprised if you get a call from any of our youth council members I I'm I'm really I'm excited about the youth leading the charge that really amongst not only amongst themselves in terms of planning it out but with their peers being involved if we can get a lot of Youth involved in cleaning up hopefully that'll Inspire the rest of our community to keep us cleaned up so if any any of our youth members are looking for ideas of where within your Wards just be on the lookout for those those calls but um but yeah as as Julie mentioned there's there's team up to clean up 10 at the top keep moving County beautiful Tristan material at mayor's youth Council city employees Friday morning so this is Friday the 21st and Saturday the 22nd which is actually Earth Day in the middle of this we've got the Steep Canyon Rangers I'd like to between our opening act um uh Joe Ward and and Steve Canyon Rangers I'd like to recognize these cleanup efforts and steam Canyon Rangers is again one of our our Bluegrass edition of our Uptown live we're really excited to have them this is Steve Martin's band um Steve Martin not included but um but it could be him on the right with the mask [Music] certainly a treat if he did show up but I don't think he will but uh y'all y'all coming out I think we got great weather on the forecast for Friday night so these guys have played all over the world and um so we're excited to to have them but I'm as excited to have our city presentable even I'm I'm going to remain an eternal optimist that we will be able to maintain this cleanliness and we won't have to we won't have to be scared of where we tell people to come into town based on trash so anyway it's um it's something I'm really excited about from all the different Endeavors so anyway there's no excuses for not being able to be part of this thing just Friday and Saturday there's a mistake on the Uptown calendar because the T has been moved the art center isn't doing anything until August so that has to be changed on Facebook or it's going to be August the 27th so it's not going to be in May okay the pottery sale is going to be in May Gibson's aware of that though yeah Gibson knows oh he'll fix it now um I want to give Laura a few minutes to update you guys on uh something that she's been working on so just come on up Laura use the mic come on now where were they I was in the hospital okay well thank you sorry um so the last couple of months you've seen in my hopefully you've seen in my report for you guys um we were awarded a hundred and twenty thousand dollar Grant from Google from the official Google it's called grow with Google digital coaches and we were one of 10 in the United States chosen I don't remember all of the states but North Carolina South Carolina and Georgia were both selected and each state has one person a lot of the communities that were chosen hired someone to go and be their coach we decided to be a little more efficient with those dollars and I'm going to be the coach and I'm going to do the trainings and we've already started this we started talking about this in August of last year Google to be such a large company is very slow moving so they have kind of delayed our process a little bit you probably saw in the report we were scheduled to do our launch on May the 27th April 27th which is next Thursday we had pushed that to May because we still are missing some pieces from Google on that so um what this is is all the Google products everything from how to work people docs your Google calendar all the way to SEO optimization or making sure your Google Business listing is correct Google ads Google analytics we will go out and train businesses for free um there's no cost to them there's nothing being sold to them at the end it's all free now if they want to do ads and those types of things it is there is a cost but our goal is to use as little this money as possible and at the end of it we will take the money that's left and turn around and put that back out into grants from the small businesses that participated in the trading so we're real excited um this was a part of all the hard work and success we've had as a Main Street Community they chose us because they felt like we were one of the strongest ones in the state that could do it all the other communities are also Main Street communities it's a partnership with Google and the national Main Street Association so do you just wanted me to figure out a little bit more on that any questions we've already got some dates scheduled with the chamber County on the McCormick County Chamber for transmitter businesses will do the same thing with the chamber here we'll probably do some in Laurens maybe some sorts about men we're going to try to save the upstate and just as soon as we can as well as do it here as well the grant is to train outside it is it is that was kind of one of the things we thought about hiring somebody and there's a little bit of me that's like am I going to be able to tell this but I think we'll be fine we can do it virtually as well and record and push some of that out um but it'll be a good opportunity for us to get some free money and to train our businesses that need it so great thank you thank you Lord if you could find out how to get a business control of their own Google analytics after they've hired a company to do their website and handle their Google analytics it doesn't go to my email anymore no no [Music] someone built their website they're trying to gain access to their Google analytics and the software designer can't do it and um also city council is not in charge of post office holding your mail I can't try and help that person if you want to send them to me because I can send them straight to a Google technician that's what's good about this is we have contact with the direct Google [Music] the reason we didn't launch earlier is because as you all know Google had a giant layoff and they didn't want to announce the layoff and then without saying yeah so they pushed it for you know our purposes which I completely understand um foreign it's such an honor to be selected and you know I think Laura has definitely the um the skill set to train people I mean so it's like she was trained and now she'll go out and help all these other small businesses which really Falls right into the Wheelhouse of Community Development and Retail and retention recruitment so I know that that's uh why she was selected because I think Main Street kind of pushed her to the front and said this would be a great community so we're grateful for that opportunity to help our small businesses we think we're going to do May the 15th that week but I'll get that date as soon as I get it I just wanted they were keeping it on like it's been kind of confidential until now so we just wanted to I wanted Laura you can hear it directly from her so they will that Google will actually not be coming to our launch they've been to the other ones they're not coming to hours or North Carolina or George's I don't know why but um Jenny will be here we're going to invite everybody here we're inviting some State delegation hopefully we'll be able to come um it'll just be a morning counter breakfast and then we actually will do a
