e e e e e e e good morning and welcome to the city council meeting before mayor Parker calls a meeting to order we ask that you please silence all electronic devices City Council meetings are conducted for the official business of the city council and to receive input from residents members of the public attending city council meeting shall observe rules of decorum and shall not engage in disorderly conduct that interferes with the ability of others to observe or part participate in the meeting without disruption or fear of intimidation threats or hostility speakers who engage in any conduct or encourage such such conduct that interferes with the meeting including loud and prolong yelling screaming clapping or other other noise creating acts which make it difficult for the city council to conduct or continue with the meeting will have their mic muted and will be removed from the chamber for those of you who have requested to speak there are two podiums in the chamber each Podium has a countdown clock located to the speaker's right that will indicate how much time is remaining a bell will sound when you have 30 seconds left before you begin your comments please state your name thank you good morning and I'll welcome you to your city council meeting call us to order today's invocation will be provided by Rabbi Brian Zimmerman from Beth L congregation please rise for the invocation and remain standing for the pledges of Allegiance mayor Parker members of the city council other guests thank you for the honor of offering this morning's prayer we find ourselves at God at a time of great challenge the pressures and opportunities in this rapidly growing city provide a window for great leadership and yet the challenge of holding a cohesive Community together within so many different voices I have only lived in Fort Worth for eight years but I have been impressed that this city represents so clearly both the opportunity and the challenge of America we are home to so many diverse religions and cultures our Fort Worth's strength has been in our peaceful and respect respectful coexistence and yet we know all around us in this country are forces that seek to capitalize on our divisions there is for sure great power to be gained in anger and the tools of otherness and division if only we are willing to check our conscience at the door my prayer for all of us is the prayer that I offer my congregation each week that we can learn to stand up for the issues we believe in so passionately but that we can fight for kindness with justice justice with kindness to create a city that is accepting of differences in this challenging time of leadership we ask God's blessing upon you and I think of the almost 1800 year old Jewish teaching from Simon the righteous aled Al T the world is upheld only by law by sacred work and by Deeds of loving kindness May each of us lead with hearts and Minds hands and souls Guided by law committed the holy work of sacred service to this city and may we do it always filled with deeds and hearts full of loving kindness amen of the United States of America and to the for stands one naice our first items will be special presentations with the first one being recognition for Veterans Day good morning Council and to those in attendance I also would love to invite council member Elizabeth Beck and Charlie Lor to join me as our veterans on the city council um as we all know the importance of Veterans Day which just happened this last November 11th Veterans Day is all about dedicating uh ourselves and honoring military veterans of the US armed forces and the City of Fort Worth wishes to recognize its elected officials and employees who have proudly served our country representatives from Taran County veterans Council are here today if they won't mind coming behind me and standing really I wanted today not just to be about our veterans but also to them as these amazing public servants in our community who show up every single year really it takes all year to plan uh what what a wonderful Veterans Day Parade we have annually um I will give them a chance to speak but before I do so I'm going to read this very important Proclamation whereas veterans throughout the decades have sacrificed time and lives to preserve the freedoms and democracy of this nation to include more than 100,000 veterans from Fort Worth and the surrounding communities representing all branches branches of the US armed forces from all wars and military conflicts and whereas the 2024 tarant County Veterans Day Parade observance in the city of Fort Worth has been designated by the Department of Veterans Affairs as a regional site for celebration of its veterans and whereas this year marks 175 years since the first military Outpost was established in North Central Texas on November 14th 8 1949 the US war department officially granted the name Fort Worth to the post near the Confluence of the West and clear Forks of the Trinity River whereas offering respect to those who have worn and currently wear the uniforms of our military services remind our citizens of the courage and sacrifices made by the countless men and women who have willingly and resolutely endured so much to preserve America's cherished way of life now therefore I hereby recognize November 11th 2024 as honor All Veterans Day in the city of Fort Worth and encourage all residents to recognize the Valor courage and sacrifice of our Patriots if you have not been to the fourth Veterans Day Parade tent County Veterans Day Parade I encourage you to do so it is always a great time this year I was joined by Charlie lorf and Senator Kelly Hancock councilman rebec was also in attendance and so many others of you who participate and it's always fun to see so many people lining Forest Park but it's my understanding maybe next year we're going to move back downtown if one of you would like to speak Dan or Bruce or whomever please take the microphone thank you very much my name is Bruce sorf and I try to maintain the website and do a little communication effort for our organization and on behalf of the council I'd like to say thank you to the city for your NeverEnding support the Fort Worth Police fire department um First Responders we simply couldn't make the parade possible without your help thank you take one picture that's okay hold this [Applause] so I think we also have city of forth employees that are also a part of our veteran Community if you don't mind please standing for us today that would be wonderful [Applause] you want to say anything please good morning everyone my name is W Castillo I'm the Veteran Affairs office for the city of Fort Worth I'm excited being here to hand out these military pins for your your hard work for the city of Fort Worth and for uh serving this great nation of ours thank you [Applause] oh yes of course we get a group need to get one don't be scared you guys can move forward yeah you guys are coming to front thank you for com two got [Applause] next will be recognitions for the Trinity Valley school girls field hockey volleyball and CrossCountry teams councilman M crane I think you've got these awesome young women to recognize yes uh I'm GNA introduce some uh amazing young women here I'm going to call some names out if y'all just want to come up to the podium I'll do that from up here but um we've got tney Valley School head of school George King and athletic director Brandon plomo that they're here in the audience if y'all want to kind of start making your way up but the triny Valley School the the SPC Southwest Preparatory conference 3A Champions are are here the field hockey as you mention volleyball and cross country field hockey you've got the coach Claire pen Pierce and you got uh six team reps CLA mcnight Maddie grow Rowan rean GE Georgia Hoskins Maddie Spence Mary Fay uh volleyball you've got uh I don't think your coach came did she did not she did not uh you got the uh Team reps Blake quarter and Sloan yel and you had Hadley Langston who's all SPC and Caroline hughman who's all SPC as well as Cross Country Coach Aaron McNab and SPC 3A Champion Courtney McCracken let's give them a round of applause for all [Applause] the we have individual recognition girl volleyball who wants it all right you got it hocke here you go all right and then we got uh we got where's there you are congratulations who wants to speak as as we recognize this please hi my name is Georgia Hoskins and I'm a senior at try Valley this year and I've been playing on Varsity for four years and uh I just want to congratulate all of the teams but spef specifically the field hockey team because we put a lot of hard work into this season and we went into the champion or we went into the tournament uh not being the number one seed so to come out on top is truly amazing so awesome congratulations hi I'm Caroline hughman I'm a junior on the TVs girls volleyball team and I'm just wanted to thank you all so much for having us today and I'm really proud of us this year because we this is our third state championship in a row actually and we didn't have any seniors on this team this year so we really had to work and work together and like come together as Juniors to lead the team and it all worked out and we continued to win so awesome hi my name is Courtney McCracken and again I want to thank you for having us all here today so I'm actually the first first girls Champion for cross country from triny Valley so that was pretty special thing to be a part of thank [Applause] you good morning I'm George King I'm the interim head of school of Trinity Valley I just want to say on behalf of the community how proud We Are of all of our athletes but especially our Championship winners I had the opportunity to watch them compete throughout the season and and including the championship games and from the prek students all the way through the seniors faculty and staff everyone is proud of them their coaches the trainers and the athletic director and every and everyone who had something to do with their success thank you mayor Parker members of the council thank you very much for having us this morning and to Mr Crane councilman crane uh thank you for setting this up I appreciate that um I just wanted to say how uh appreciative we are of this opportunity and uh just to to have this group of athletes uh is such a special and a rarity um and uh as good as they are as competitors they're even better people uh so I look forward to seeing the great things that they're going to do and the positive uh impact they're going to have on our communities for years to come thank you very much congratulations [Applause] that 50 years they always put this on the screen and Mary would read it on too but there's what we're talking about this what I'm talking about so you can see I'll put it up there and this is MC and it's about the uh lawyers getting money outside money our money okay now this thing on the um short-term rentals I don't understand I don't know much about it at all one side or the other anything I do know one thing the only reasons you have lawyers and you don't have the people the residents making decision because you have a a mayor that doesn't go out and meet and talk with the people or council members that don't go out and meet with the people all this is done more of the way of a dictatorship would do it they use lawyers and they don't talk to the citizens and that's why we're down to 95% not voting they don't want people to know what's going on in our city this should be settled not with the lawyers or courts this should be settled with the people of Fort Worth in 1927 Fort Worth became a home rural City and it's just like the House of Representatives if you watched the the election and they had the red and the blue up there half and half Bob is there anything pertaining to this particular you're concerned about let's get to the point see this is censorship now she's not going to make connect the dots that's censorship that never happened with bety prize Bob three years you've been here I know I know how much you love me it's great to see you this morning our next speaker is Adrien Smith okay thank you that's the last of our consent agenda speaker Council got a announcement inviting everyone to Turkey dingo uh that's going to be held at the North triath Community Center on Friday November 22nd at 6 p.m. at 2950 Roosevelt Avenue and they throw a great mean bingo so it's very competitive you can uh go ahead and uh and win turkeys uh other prizes and uh the staff is really you know puts on a great show for the residents and for the attendees so hope to see you out there again Friday November 22nd turkey bingo at North Tri Center and that's all I have councelor Williams yeah I've been doing my uh yes I just wanted to um give me one second um I just wanted to um give a shout out to for sister cities they had a busy and productive week last week um not only with um their mayor's dinner but also um we got the chance to receive um and welcome two delegates ations one from um our general console of Indonesia um whose office is in Houston and also um from our friends from babani swatini um and so it was really um a productive week and um really grateful for the long-standing partnership that we have with our sister cities um all across the world next slide um also want to take a moment to honor Pastor Landon pickery um he is a pastor in District 6 and um he and the trademark church family celebrated uh pastor's appreciation in October um and so we had a chance to stop by and um Talk um about a bunch of things but it was really great to reconnect and hear about the amazing work that he's doing um in Ministry in our community um secondly I want to shout out Crowley istd as a proud Alum we are Crowley Pride unified um both teams I'm successfully won by District champion chips and are on their way to the second round of the playoffs um both won really big so hopefully that is a good sign that we'll go deep in the playoffs this year um and so um if you didn't get a chance or if you did get a chance to um attend the game um let's keep up the panther pride and Eagle Pride by supporting our kiddos as they compete in playoffs um the games will be uh this weekend and you can get tickets on Crowley I's Athletics website I just want to point out my son is 5 months old and he's already eyeing down a trophy so um at 20 lb and 5 months old it looks like he's on his way to being left guard um next slide um I think that's it but just one last note um I want to take a point of privilege for uh since Thanksgiving is right around the corner um anyone who is looking to um volunteer and to help folks um who may not um have a guaranteed holiday meal um please visit the tary food bank also if you uh know of anyone who is looking for food um we have a Mega Mobile distribution this week at the AT&T Stadium and there's partner agencies all across the 13 counties that um the food bank serves that can provide food so um please thank you Janette we have a few speakers on this item the first is Daniel Smith followed by Mary Margaret lemons is there a Associated PowerPoint we could pull up thank you uh mayor Parker council members my name is Daniel Smith I represent ohala Partners the applicant for this case uh this is the pro proposed Redevelopment of the springs in partnership with Fort Worth Housing Solutions the springs is two separate properties this case Spring Hill zc4 -115 as well as the next case which is spring Glenn they are both operated as one property right now although we would like to redevelop them together the springs is built in the early 1960s they were approximately 65 years old they are 430 units they are earing they are nearing the end of their useful life um it's Class C multif family 15 acres and we would like to redevelop them in three separate phases um M shown on the map here sorry my slides seem to be out of order well I'll just have to go for it um sorry um so the property is located if you look at this map right here you can see Spring Hill to the South and spring Glenn in the middle of the page it's important to note that we are consist with the adjacent land use around us we're surrounded by apartments and and commercial buildings it's also important to note that the city of Fort Worth comprehensive land use plan shows high-intensity mixed use for the future land use for the property we like this development because it also has no single family adjacency um the springs is a proposed class a five-story mixed use mixed income Redevelopment we envision each phase having approximately 300 units and incorporating all the class A amenities that we need to compete in the market rate and mixed income space in Fort Worth this is similar to all the other amenities and finishes that we have on our other apartment complexes which consist of um a large Clubhouse Business Center fitness facility uh as well as ample Green Space for our residents this shows a site plan of the first two phases which shows our proposed Green Space of which we've been working on with the community um the community outreach I'm sorry y'all this is not my presentation I submitted so trying to the community outreach for this one has been very extensive um prior to filing for zoning um we contacted all Neighbors in a 60 acre radius around this site um I wish I could show you the diagram here but it seems to be missing so anyways I have our community support slides here we've have approximately 20 neighbor Neighbors who have submitted support letters um there is some minor opposition but we've held over a 100 phone calls and meetings I've met with Lynwood West 7th Alliance Cultural District Alliance thank you Daniel I appreciate that I'm Gonna Let You continue can you but can you go back two slides I I I hate to go backwards keep going okay yeah go no keep going I'm trying to find my community outreach slide but it seems to have disappeared that's helpful I may come have you come back up in a second and ask questions that's okay thank you okay thank you I use my time our next speaker is Mary Margaret lemons followed by Ashton th good morning mayor and Council um I stand before you as president of for Worth Housing Solutions we um reentered this partnership in 2018 as an opportunity to be able to use some of the units here to house our veterans who are facing homelessness so we have 43 units currently occupied by Vash veterans um and so we knew getting into this partnership that it was ending uh nearing the end of its us school life and it would need to be redeveloped and so we were um excited when ohala as our partner came up with the um Redevelopment plan to bring it up to modern day living standards um 65 built in the 60s obviously um lots of capital and we have tools now um in the state um affordable housing industry that allow us to rebuild this um and add dent which is needed as your own affordable housing study has shown that we need 40,000 units of affordable housing so we're excited to bring in a mixed income Community because it's currently 100% affordable um and as you know we are very familiar with relocating residents we will have a um comprehensive uh relocation plan for the 430 residents there today as we move them offsite to be able to redevelop this we've done that successfully at Butler caval and other locations um throughout the city in our tenure so um happy to answer any questions but really excited for the new life of the springs and we think it'll fit with the neighborhood and everything coming to that District while keeping affordable housing there thank you our next speaker is Ashton th followed by Juju schof I probably buted that good morning my name is Ashton Ty I am a local business owner and property owner here in Fort Worth I own a property that is directly adjacent to Spring Hill and have owned the property since 2021 in that time I've experienced a whole host of challenges and issues with owning that site um this started as mostly a nuisance with having issues with complaints from code compliance with rubbish and other things being on the property of which it's created a cycle of then having to report to Fort Worth PD both Code Compliance and Fort Worth PD have been excellent to work with in that capacity as of recently though the situation has escalated for me personally there was a neighbor that was directly across the street um gave me a phone call and said that there was a individual that was on my property that was making quote terroristic threats saying that he was going to stab him and burn his children so with that I have had to employ private security measures and additional liability insurance which is costing me around $7,000 a year just to hold this property where it is that to say from a personal interest standpoint I'm very much in support of a project that is going to bring in great Redevelopment great housing Solutions across the board for this and I think will be a great impact on the general area thank you Judy we followed by Chris Atkins and Judy is going to say her last name so that I will not butcher it next time how about that my name is Judy shmelkov okay I work at Dean Jacobson Financial Services located at 3112 West Fourth Street in Fort Worth which is directly next to the proposed development my husband owns stean Jacobson Financial Services it's a wealth management firm along with two other partners and our company has been in business since 1967 and at this current location since 1980 the current Springs properties are very old and at the end of their um useful life as was mentioned we would like to see them replaced by an updated development I currently will not walk to my car alone in the evenings when I'm leaving the office due to feeling unsafe the added lighting and parking control that the new facility is planning will alleviate some of these safety concerns we are excited about the development in the area and we are supportive of the Springs being developed into class a mixed use housing over time we've had extensive dialogue with ohala Partners throughout this case in including touring one of their other properties with them we hope the fort wor city council will support this rezoning thank you Judy our next speaker is Chris Atkins Crystal Chris will be followed by Houston Simmons good morning my name is Chris Adkins and I also work at 3112 West Fourth Street here in Port worth um I'm one of the advisers at Dean Jacobson Financial we're a financial services business directly next door to Spring Hill um as Judy mentioned we've been in this location for over 40 years and I've been with the firm for the last six of those uh in that time it's been clear to me that the Springs buildings and infrastructure have declined rapidly and are in need of of Redevelopment we we share a rod iron fence with that property and I've witnessed many incidents that are regularly disruptive uh to our business and the feeling of safety for our employees and clients um some examples of this include Furniture being thrown from second floor Apartments um open drug use people using the bathroom outdoors and in full view of our building um they've they've bent U I believe residents have uh bent the rod iron fence that I mentioned to create an opening to pass through our property into a convenience store nearby and then just constant litter that blows onto our property as well as others in the area um myself and each of the partners at at the firm are excited about the growth and development that we've seen in recent years in that area in general and uh we strongly support this Redevelopment but have also talked extensively with ohala partners and um and and are are strongly convinced that this Redevelopment into class a mixed use housing in the coming years will be a very positive thing um so I appreciate all of your time and I I hope that you'll consider our comments and and support this rezoning thank you thank you Chris our next speaker is Houston Simmons followed by Chris Turner hello uh my name is Houston Simmons thanks for having me um I am a resident of the monell Crestline area I office at 111 Bolan which is very close to this uh these proposed projects and I recently was in front of city council with a proposed Car Wash development on a site we're under contract uh on White Settlement I drive by this several times a day it anybody can see driving by it doesn't really fit the neighborhood there's a lot of people a lot of developers um putting in a lot of investment in this part of town and just driving by you can sense it just this is very stale it's built in 1962 uh it's time for a refresh um however it's a complicated issue of course because people are living there and what really appealed to me about the project the first time I spoke with Daniel so I've spoken to Daniel several times um I watched the whole zoning uh presentation and what appealed to me about this project was their unique ability to relocate these residents in a really like gentle careful way and there's not many groups out there that uh can do it the way that they have proposed and the the track record that they have uh and beyond that their partnership with Fort Worth Housing whose record speaks for itself I think should really compel you to consider uh this Redevelopment project because it needs to happen anybody driving by can tell it needs to happen all the developers and neighbors um I think are generally in support um they're the right group to do it because of their um expansive you know portfolio of uh housing that will be great relocation candidates for uh for these residents and then Fort Worth housing's track record in this community uh I think should really um you know compel you to support this project and so I'm very much in support of it thank you thank you houon our next speaker is ch Turner followed by Janine Lund hello my name is Christopher Allen Turner want to thank the city council for giving me a chance to speak to yall I want to uh thank miss Mr Flores and also Miss Beck for helping me out last week when I was here I voted for you Maddie I want you to keep this a conservative Bastion I'm a proud Christian and a proud citizen of this great City I live in Spring Glenn I don't want that monstrosity I don't want that okay I want a neighborhood you know we blend in I don't know about I'm not speaking so much of Spring Hill I know it's an older I'm 62 years old am I am I condemned you going to condemn me no you won't okay these are residents here in my property spring Glenn we're tight IT nobody's come to us nobody has come to us and said how do you feel about it I found out by a flyer that a resident put up telling me about this I've lived there for eight years it's a wonderful place I don't have any Riff Raff prostitution drug use I haven't got any of that haven't seen it okay now maybe I'm blind I'm not but everything we need I remember elderly disabled people mentally challenged people like me that are lowincome fixed income and we want to have a good safe place to live and I believe me I believe my my community spring Glenn is safe okay we have ladies walking their dogs at night around here okay you say you're not feeling safe has anybody been raped or murdered here no no nobody's been raped or murdered or Rob that I know of of any substantial amount I think that's all wrong I'm angry I am eight years I've lived here now I does anybody own cats or dogs do you have pets don't you look forward to coming home to your pet and that Pet's going to shower you with love I I adopted two cats I'm a dog man but I adopted two cats my name is Christopher Allen Turner it's my initial so why not I love those cats in fact one I have to take to a hospital today because I'm worried he GNA die okay they adopted them off my back balcony with which is a balcony that's shared by four neighbors has stairwell down the parking lot I live in the second floor so don't my cats have access to the department and I know they're coming in or going our next speaker is Janine lond followed by Ava Bia good morning my name is Janine Lund I'm a former uh president of the neighborhood association of Crestwood we are in district 7 Macy Hills district but we live very close to this project um our inperson Crestwood meetings are at Central Christian Church which is right by the project um just to speak very briefly I am not in favor of high density medium density maybe I believe we need a traffic study many of you who have been through the intersection at West 7th and Bailey and University and all that you know how the traffic is there there so I'm concerned that our traffic is not taken into account by this project so at this point I am opposed but thank you for your time thank you Miss lond our next speaker is Eva Bonia followed by Peter Mosley good morning and as you know my name is Eva S Bonia and I am the President of the Lynwood neighborhood association right across the street from the Springs we did meet with Mr uh Daniel uh Smith but uh at the time it was before he had decided to go mu2 the staff asked him to go mu2 he had he was going to do plan development so we're a walkable community and we helped buil it to make it walkable thanks to aerps uh Grant of better blocks and the participation of the stakeholders which included our neighbors our city staff our councilwoman and businesses we want lywood to remain a walkable community and fear that the increased density of the Springs will increase traffic cutting through our neighborhood our neighborhood sustainability as a wable community is threatened by The increased density and traffic that the development brings we as a neighborhood oppose the development unless it has a plan development PD attached to their mu2 with the following five uh requests we need a site plan so that the surrounding neighbors are not threatened as we are today as a matter of fact Council you should encourage City staff to always demand a site plan when it is a mixed use development next to neighborhoods limit the height to more than five that's number two limit the height to more than five sto to not more than five stories be mindful of the Ingress and egress of this development when you draw the plans because we don't want traffic cutting through lywood and destroying it we want you to discourage street parking we have five apartment complexes in our neighborhood and we have a challenge with parking because there is street parking they do not park in the parking uh garages have a children's area for your tenants to have a place for children to play have a dogs area for your tenants besides a car for each bedroom most tenants now have a dog or a pet and you need to have a place for them and these are the five PD requirements that Lynwood ask for and we need them in order to support it otherwise we oppose ZZ 24115 thank you our next speaker is Peter Mosley followed by Adrien Smith I don't think is here followed by Margaret deas good morning um so I'm a resident of uh 3100 Hamilton Avenue um it was reported in the Fort Worth Star Telegram a while ago that there was very extensive Outreach to the surrounding communities there wasn't any Outreach it was reported for some reason and it seemed some somewhat mysterious to the uh reporter who was writing the story to the residents um I actually found out through the fort wor start telegram story and handed out flyers to several of the residents um I found out that there's several concerns one is is that um currently there's a 60% uh of the median income is kind of used to determine uh rent and eligibility to live at the Springs this would raise it up to 80% it would make the housing more expensive um there's a shortage of affordable housing options in the area and so this would um make that much more challenging for the residents um there aren't really good alternative options that they can afford in the area a lot of them EXP variant um High uh financial hardship um they're worried about the moving Logistics they're worried about being able to afford the higher rent when the building is you know completed they're worried about where they're going to be located um they own personal stability several of them have disabilities and are on a fixed income so they're worried about uh they have those concerns as well um and I think one of the there's also you know the concerns that other people have talked about as far as you know traffic and so on in the area but um fundamentally I think one of the um unfortunate things is that a lot of the residents haven't really been given a voice um the Springs did send out a meeting I guess that they're having or they're giving some thanks some dinner to some residents um this evening they've never done that before um where they may or may not announce that they're about to be a Vic from their homes um and one of the things is that there hasn't really been forthcoming um knowledge about forthcoming information about where these residents are going to be placed um and there is considerable worry among this residents who have been informed that they may be evicted from their homes as to where they're going to be placed especially since part of the cons part part of the argument for redevelopment is seems to be attacking the residents honestly um and wanting them out of the area um with the mentions of you know crime and so on that you've already heard which I haven't heard in nearly the uh to nearly the extent that has been presented today so um those are my concerns just kind of representing some of the residents thank you Pier our next speaker is Margaret Damas good afternoon Council uh good morning I'm Margaret deas a volunteer board member representing the West 7th neighborhood alliance I reside at 2600 West 7th Street the West 7th neighborhood alliance urges you to reconsider the proposed mu2 Zoning for these properties related uh in both these cases 115 and 116 at the zoning Hearing in October we requested a 30-day delay to allow the developer to provide a site plan to include re restrictions in both height and density for these properties the proposed zoning change before you today is unrestricted mu2 which would allow for 10 story buildings with no setbacks or open space for landscape and tree preservation immediately EAS to this proposal lies the West 7th neighborhood alliance which is um in District 9ine with over 1,000 individually owned homes and approximately 5,000 and more growing multif family units people live work and play in the neighborhood to the west of the project across Bailey and district 7 are historic and vibrant single family neighborhoods which will also be impacted by this rezoning while we support a council amendment that could restrict the height uh to both of these sites for um up to five stories and of course we'd love more uh Green Space we remain concerned about the future development of all of the properties bounded by White Settlement Bailey and University without a master plan for this area to accommodate the future traffic the potential increase in storm water runoff which we already have a problem directly across the street in Lynwood we cannot support further zoning applications in this area for mu2 or Ur without site plans and I'll save the remainder um of my comments for the next case thank you thank you Margaret that's the conclusion of our speakers on this uh zoning item council member Hill sorry back it's they're both well they're Mis enabled right yeah they both says just to be just to be clear they both say nine is that correct okay okay go ahead floor is yours if we could do you want me to make a motion on this one or can we hear all of the public I'm if you would like to do that I'm having you do all speakers at once I think that's probably be fine okay with everyone out there just I'm getting no elbow from lean so I think that's okay okay so our next speaker on so just to be clear we're going to go ahead and do all the speakers for both of these zoning zoning cases are companion cases so our next speaker is to Mary Margaret lemons good morning again um I'll use my time here to just talk about relocation because I think that that's something that needs to be addressed because of our involvement in the case because it's a public private partnership the uniform relocation act will come into effect which means we will have to provide not only um assistance in the form of monetary um Ur reimbursement for the the residents but also relocation counseling and um help getting people to where they need to go and so this is a long process and one of the reasons we haven't done direct Outreach to the residents yet is we're years away from actually moving anyone and we don't want to cause alarm because some of the people that are living there today won't even be there at the time that this takes place um we don't plan on anything even hitting the property as far as relocation till 2026 um and it'll be a phase approach as it'll be a phase Redevelopment so um we have a relocation plan that we will issue um that'll be a written plan and be able to have um small group meetings with the residents to explain it and make sure that everybody understands the process and what they're entitled to um and the other great thing and I think one of the speakers mentioned it is Fort Worth Housing Solutions owns 10,000 units within this um community and ohala has their own portfolio and they're both growing and so we have units that are coming online over the next couple of years that will be great options at afford rents for these residents to move into so um we're excited to be able to offer them new housing options while the springs is being redeveloped um we don't have a final um affordability structure for the project I know that was another issue that was raised um and so depending on the um the Redevelopment plan that is actually um approved we'll be able to set set the affordability rates to ensure that we're providing the maximum level of affordability that we can um at a minimum it'll be 51% affordable at 80% or less of the area median income thank you thank you our next speaker is um Ashton followed by Judy followed by Chris Atkins thank you again U ultimately all I'd like to add to this is I do think that this is a great project of Redevelopment that is going to help so many different levels of the community here in this area um ultimately real estate comes to point where it is it is beyond its its reasonable use and deteriorating and ultimately this is going to be a change that is going to have to happen in collaboration with local local members in the city and our different divisions as well so that to say overall I know that there are different feedback items in terms of height Green Space we are all big fans of green space I I certainly support that as well but I do believe that ohala Partners has been extremely intentional in their development of this project and are willing to work with the community to make sure that it is something that does does U make as many people happy as possible thank you J will be followed by Chris Atkins and then deail Davis I tend to agree with that with Ashen what she was talking about this property is going to need to be redeveloped at some point um it's it's in poor repair and um I don't know the exact numbers of the units currently to what we're going but the number that we're going to but I don't believe that it's going to greatly impact um the traffic in the area in my opinion but uh anyway I I just I really support this revitalizing this area of the city thank you Judy Chris Atkins followed by Gail Davis okay Gail Davis followed by Eva Bania is Gail here oh hi Gail Chris is yielding his time thank you I'm Gail Davis and I am from the Crestwood neighborhood and I am here to ask you as we have been here before and asked for a continuance to have a traffic study done to have a environmental impact done and I thought that was required by developers to provide but yet we don't have one that I know of and I know they have talked about Outreach to the um the residents close by in the neighborhoods um not much that I know of criswood of course wasn't but I don't think much Outreach was done for anybody to explain what they actually want to build we're asking for you to deny the mu2 zoning because that's just sky's the limit it's too much density too much overpopulation in that small area there that block area and it's will negatively impact the neighborhoods with all the traffic like people have brought up many points where's the parking where's the Green Space how are people going to coexist with a high density overpopulated little area like that I think it will really ruin the traffic flow they uh the Springs both of them are lowincome housing so those people are going to be displaced I don't understand I know the city always wants to have low-income housing and that's that but that's going to be taken away with high density a very obtrusive building that's takes away the sunlight from the neighborhoods I believe um what I wanted to ask for was for your denial of the mu2 zoning I know they've talked about having something more accommodating but I think that um I don't know there's no site plan there's no guarantees and apartments themselves complexes we all know do have a shelf life of maybe 20 years how is this going to be in 10 to 20 years who's going to manage it who's going to develop it how's it going to be when it starts to deteriorate it's just going to be the same thing over again but this is way too much population in one small area and it's just a negative impact on our closeit areas of housings that's all I have thank you thank you M Davis our next speaker is Eva Bania followed by Margaret deas my name is Sandoval Bonia and I am president of the Lynnwood neighborhood association when I grew up in Lynnwood the Springs were an elegant complex my medical doctor lived there and now that it's uh lowincome nobody's taking care of it City of Fort Worth isn't taking care of it it's in disrepair and it became to that under the management of Fort Worth uh housing or whatever and crime happens on a weekly basis what's going to ensure that it's not going to happen again in the future when we had the ice mageddon my neighborhood was out of electricity for a couple of days but the the Springs were out for a week so we gathered food and we gathered um blankets and we help these people lots of us know them like I do they walk right by my house to their jobs to at uh Angelo's at Subway at the Dollar Tree at taret and uh we've gotten to know them they don't know anything's happening and I'm not going to tell them we still need uh the mu2 to have a plan development since and that number one is a site plan in the plan development and the number two is to limit the height to less than five stories or five stories and three be mindful of the Ingress and egress into lywood we don't want to be destroyed by all the increased traffic and four have a children's area you say this is for lowincome children come with that uh have a dog area for your tenants number five and besides a car for each bedroom of course there there will be a pet and so make sure they don't park on the street because that's what's happening to Lynwood we have the five Apartments street parking we have no way to get in and out if it wasn't for the four-way stop sign that we negotiated when they did a PD for the with gry star and uh after the five PD requirements we Lynwood May uh support them but right now we oppose this thank you again Margaret damasa live at 2600 West 7th Street um which is one one Montgomery Plaza um and I repr represent the West 7th neighborhood alliance um we understand that the comprehensive plan calls for more density in this area and as West 7th area residents we purposely chose to live in an urban um village with density but from the experience of the past 15 years we can tell you firsthand what it is like to live in a large area of transition from single family multif family commercial and Industrial zoning to mu2 and the similar you are mu mixed use is described in your city code under the introduction of its purpose and intent and I quote streets plazas parks and other public spaces should be comfortable and inviting buildings fronting those spaces should be active and visually interesting at The Pedestrian level end quote instead what we have in the west smth area which is basically all mu2 we've experienced unfettered development with narrow sidewalks Street trees dying for lack of space tiny strip of landscaping houses and cars flooded no pocket Parks unlimited number of bars so much density the city was forced to make half the streets one way in order to control the traffic and importantly double the number of police officers creating the highest number of officers per block in any area of the city there was no coordinated effort to plan within the area for our quote pedestrian friendly neighborhood and what you have before you today are two properties in a triangle that is very similar to the West 7th neighborhood area University of Bailey in White Settlement triangle you have a variety of zoning there and multiple owners we ask that you direct staff to require site plan for any future developments in this area thank you and this is on behalf of the board of the West 7th neighborhood alliance thank you Margaret Council rebec that's a conclusion of our speakers on both of these zoning cases okay um if y'all will bear with me I've got several questions and I just want to make sure that we're addressing everything that we heard today um first up can I get uh Mary Margaret or Daniel Smith probably both of you um in this one so can you explain uh to me and um everybody else the difference between Class C and class a um apartments or living yes ma'am Class A apartment are typically characterized as as newer buildings that were built within the last 10 years Class C is typically something that's 30 years or older that may not be in the best shape so is it essentially just the age of um the apartments or is it amenities and I I think it's a combination of age amenities and um existing condition of the property okay and then um I in your slides do you have a slide that has as um the location as it relates to the the rest of the um neighborhood okay there we go and can you actually go back to the previous note so what I want to get a idea for is where the closest single family um neighborhood is and if you could describe we can see it here but not everybody understands what those numbers are or I'm sorry those letters are so if you could just give us a brief understanding of what surrounds both Spring Hill and Spring Glen yes ma'am if you look at Spring Hill um the lower property and you look just north of it you see D that is high density multif family you see G that is intensive commercial north of that as a plan development over by Spring Glenn to the if I could do can you tell us what is actually there right so like if we look at that D um here I can Mark I can mark on here thank you so Spring Hill okay just north of that is D which is high density multif family next to Spring Glenn is mu1 which is mixed use Apartments um e that is neighborhood commercial so if you look around the site there is no single family um in this pocket Bound by Bailey University and White Settlement the closest single family is A5 which is a higher density single family um you know call it a I don't know several blocks west of us okay do you know what um is in that it's marked PD between the A5 and Spring Hill do you know what um do you you know what is actually there on the ground PD 458 or 430 430 yes ma'am 430 this is all um light office space okay and um that it's owned by a gentleman who has submitted a support letter for this case and do you happen to know how many stories those those are all one or two story buildings okay great um and then Mary Margaret um I heard you say that there are 43 vets living there now um and you talked about how the transition to to relocate residents really won't start until 2026 uh between now and then are you renewing any leases I guess what I'm trying to get is there going to be some natural attrition of um a dwindling down of residents there um so that's the first question I have yes so ohala and Fort Worth Housing have discussed um shortening shortening offering shorter lease terms basically in 2025 so they would mat a trit and wouldn't have to break a lease um obviously we wouldn't charge any um fees to break a lease if they wanted to stay throughout the whole time but we will let everybody know the plans and what's coming so they can plan make a plan for themselves so um for those folks that their lease ends a month before the closure will they get relocation assistance as well yes there's a whole process um as you know as an attorney um Ur is very complicated and it requires several general information notices and specific 90-day notices prior to even allowing owing anybody to move so they would have to weigh the 90-day notice in order to move before then okay and then these currently they are deeply affordable they're 30 to 60% there're 60 it's a 100% 60 oh it's 60 okay um and so do we have other 60s in um the area for these folks to to transition to my concern is that they're able to find something that's of uh similar affordability so we have units at 60 and lower Ami coming online across the city um the immediate area obviously we only own a couple of projects in that certain you know within a couple miles but we have things downtown near Southside as you know and then things further out all throughout the city Daniel will Tobias be online by then yeah uh yes ma'am and as you know councilwoman Beck and I think it's important for the council to know that ohala Partners um we are pro-a affordable housing we are I think by far the largest private owner of affordable housing inside the city of Fort Worth um so we have market rate housing we have mixed income housing we have low income housing we have permanent Supportive Housing I think we have something in every single Council District we have five properties under construction right now one of which is Tobias place which has the same affordability with 58 units actually being deeper so um the truth is is from like a resident Outreach and from an ability to relocate standpoint um there is no one more equipped and better than the the the combination of Fort Worth Housing Solutions which is by far the largest owner of low-income housing in the city and us and so for us again and I understand a lot of the residents concern the reality of it is is that zoning is kind of step one for us and it'll probably take us 24 months to still put a b to put a business plan into into a point or we can even really sit down and have intelligent dialogue about relocating folks and so do you have a a plan I know 24 months is um is seems like a long time but it it'll come by quicker do you have a plan um when you're going to start engaging with the res it's clear they already know that something is happening and so um I'd like to know what that plan is to engage both now and when the time you know as the time draws uh closer yes if we get our zoning approval today that communication is beginning immediately and we'll set up a formal program with Fort Worth Housing Solutions that has quarterly updates so we do plan to do that the truth is is we're still signing 12-month leases and giving extensions and although at some point there will be a reduced term we're we're not ready to have that that dialogue yet we're trying to keep the property as as full as we can until we're ready to move forward okay um I want to talk about um the mix of units there because one of the concerns we've heard from the neighborhood is that we want to make sure that there's appropriate amenities at this um at this um apartment complex for the residents there and so the two things that I heard were a a playground and a dog park and so um I want to speak to those specifically uh one I guess what is the mix of units that you plan on having there can you give us the approximate are you talking about bedroom size yes ma'am yeah we plan to have a balanced mix of one two and three bedroom units here across each phase it's not going to be heavily skewed towards one segment or the other um it will be similar to what is there now um in terms of greens space we have been working with several different neighbors um in neighborhood associations around us and so um it's challenging because there's lots of different kind of constituents in the pocket that want very different things there's single family folks in Lynnwood and monacello that might want different things than the commercial neighbors that are immediately adjoining us and so you know we had provided several different kind of good neighbor agreements to different folks trying to balance that in between kind of Max setbacks you know public Green Space dog parks things like that the truth is is that our original design that that we had set forth um has the maximum setbacks for Green Space on the perimeter all the way around so under mu2 the minimum is zero which is I think is the reason why there's a lot of frustration in some of this pocket is because a lot of developers have actually built two lot lines whereas we we have proposed and are willing to honor 20 foot setbacks um on major RightWay adjacency our original site plan also has a dog park um in terms of agreeing to a playground that's just something that you know we need to work through in design well do you anticipate I guess the reason why I was asking for the mix of units is do you anticipate there being um a large number of families there or like is a playground the most appropriate amenity for this particular site I don't anticipate there being a large number of families here based on the unit mix being largely two-bedroom units we will have some threes but we're not expecting to have lots of three and four bedroom unit it's going to be primarily ones and twos with some threes okay so we can agree to additional green space but we can't necessarily agree to what type of amenity equipment whether that's a swing set or a a grill we'd prefer not to at this time if possible okay we can agree to continue to work with West 7th Alliance and and Lynnwood as we work through the design process similar to what we've done in other council districts around the city okay I have some more questions sorry if y'all are just patient with me on this cuz we've had a lot of community input um I want to talk about the good neighbor agreement and um have are any of those Inked yet no ma'am they they weren't Inked I um received an initial round of comments and I thought addressed all of those comments and then there were additional comments and asked beyond that and so we we kind of got to a point where it was it was more than just Green Space it was our resident amenities it was playgrounds dog parks Courtyard sizes unit sizes and you know we always do our best to kind of find middle ground and and restrict oursel to keep people happy because they don't know us and don't trust us but you know ultimately in this specific scenario um no nothing was signed what type of information are what typically are in your good neighbor agreements we try to include whatever the neighbors want that that we can that we can accommodate so in this scenario it was Landscaping setbacks it was having um a green space in between the Spring Hill kind of phase one and phase two it was a dog park it was it was it was largely all of those things and we kept saying yes yes yes and then the the list just kept growing and so we were like well you know is this just going to keep going on so so but you have agreed in that to additional Green Space yes yes ma'am okay um and then I one more question for you actually two more so initially you were requesting a PD and staff uh made the recommendation that you go to mu2 um did the density or site plan um change at all based on that mu2 or was it the same just a different yeah so the truth is is that we had designed this and had planned into going into a plan development D highdensity multifam with no commercial or mixed use component to it we're in the multif family business we don't like retail or commercial although after speak speaking with City staff and learning what the comprehensive land use plan says they actually advise us to not go to to go in with M2 which is what the comprehensive land use plan says and then they also advise us to not go in with APD and so after IID had initial meetings with several different folks in the community stating that I was going to go in with the PD I went back and made everyone aware of the the the change based on the guidance of City of Fort War zoning staff and no um there was no real issues to my knowledge other than requesting additional Green Space playgrounds and some other things the site plan hasn't materially changed what has changed is um is what Margaret deas bought up and you know is a valid point is that there technically someone could build up to 10 levels here and we don't necessarily need that so if if that's a type of restriction that we need to self-impose oursel or to entertain some form of motion maybe that's a good way to find Middle Ground yeah there will be there there will be a motion to limit the height um I'll go ahead and and put that out there and then uh you said it's mixed use so there will be a commercial component um can you tell me about that um what we expect to have in that commercial component yes we want to have the smallest amount of commercial space available City staff wants us to activate the pedestrian street streetcape along University so for us the truth is is inside our multif family development we have a structured parking garage we cannot accomodate accommodate someone who has a large um Drive driver of traffic and so we largely want very Light commercial creative office you know something that has a very low parking usage so that we can keep our residents parked inside the garage not out on the streets so office space yes ma'am and are you willing to restrict that in the zoning yes ma'am okay and then um that brings up you segue nicely into my last question for you which was on street parking so that was one of the five things that we heard from The Lynwood neighborhood um and having been to Eva's beautiful home I can tell you that on street parking is uh quite a nightmare in uh in Lynwood so what um what in the site plan the design or the operations of that um complex are you going to do to deter on street so I think the only thing that I can is provide a parking garage that provides enough space for all of the residential tenants their guests and the commercial users and so we've done that it's a full wrap garage we're not adding any new curb Cuts in areas that would you know off Bailey where monacell is um I don't know that I have like a practical or legal AB ability ability to restrict on state parking given that it's public RightWay although we can certainly click on our my Fort Worth app and and report it whenever we see it because I appreciate that there is a lot of it in this area would you be open to having discussions with um our development services and tpw about maybe some no parking um signs in strategic areas so that we don't see the um um uh the backlog like we see in Lynwood yes of course okay great those are all the questions that I have for y'all I'd like to come on down um DJ harell and Lauren prier to talk about some traffic real quick sorry I know this is taking forever okay oh oh I didn't think about that poor DJ I'm sorry DJ I forgot that that you're uh recovering um from an injury okay so one of the um one I to the um to address what we just discussed about the um no parking signs um are those relatively easy for us to install and can they be installed at the request of either the developer or the council person um to do or is that does that take a tpw engineer I would say our parking services department needs to look at the situation and recommend a solution um you know I would say it's important to note that this site is currently undergoing a traffic impact analysis uh we're just not at that stage yet um through the development services process so under in that review we'll be reviewing parking circulation improvements and any sort of mitigation measures needed possibly like a a No Parking sign okay um and do we know when that will be complete that's typically done you know after the zoning process so when we get into the platting and you know the site planning process that's typically that's typically going to be required by staff okay [Music] um and so Ingress egress is something that the neighborhood how can we address that in the um site plan or will the traffic study address that specifically and what triggers would cause the site plan to change based on any bottlenecks with Ingress egress so yes typically during the Tia and the traffic study they'll be looking at not just onsite but offsite impacts of the development so that'll include the Ingress egress and so if they if staff finds that it's deficient or it's let's say the drives are uh too closely uh aligned or they're not aligned with proper intersections you know staff then will require that the development to go back and rethink the circulation of the site what I'd like to see is some very thoughtful um and Daniel this is to you as well um some very thoughtful discussion around the site plan when you get the traffic impact analysis done as to how we can help prevent some of that cut through traffic that um we've heard the neighborhood have some concerns with uh if if we know if if we can look and see if we can model um you know how to maybe prevent some of that so we don't see the um the cut through and then lastly for Lauren prer we are currently going through moving a million um and so to what extent is the West 7th area larger than just this triangle going to be examined in that particular effort yeah so I thank you for the opportunity to plug moving a million uh essentially moving a million will bring together all of our Fort Worth transportation plans into a unified vision with a focus on West 7th I don't have those boundaries but again we're looking Citywide um and really this is about how we move across all modes of transportation our city and how we move a million people through all Transportation modes so we're currently in the open house phase uh Gathering input from citizens we have expect to have an early draft plan in 2025 and please understand that the citizen input will directly influence where and how our leadership invests our trans portation dollars so for more information on that I'd say easiest just to to Google moving a million City of Fort Worth okay great thank you um those are all of the questions that I have right now and I guess I'll let my colleagues ask any questions and then make a motion does that work H DJ I don't want to make you have to go down the stairs um will you address the environmental study question that has come up a couple times the there's questions from residents wondering why there hasn't been an environmental study for the project done is this typical is it not typical in the process well typically again we're just starting on the zoning now but during the development process is when those things will start becoming required once we start talking about you know moving dirt breaking ground uh changing around things on a site um that's when you know our Environmental Services you know Department in conjunction with development services will start to require those type of things what stage of the process would that take place that typically takes in the grading uh in the grading so it's right after plotting the subdivision process uh they start the grading the site and once they start do that you know we require a a Swip sw3p and and at that point is when we start looking at the environmental portion of it okay so we're we're going through the process in the correct order we shouldn't jump ahead to environmental before we've been zoned right yes ma okay that was my question thank you both um Daniel and Mary Margaret sorry to make you come back one more time um first of all Daniel you have gone above and beyond to my knowledge of reaching out to the neighborhoods um could you go to your slide where you talk about community outreach I just want to look at the different neighborhoods you've visited with especially in district 7 that you didn't have to I think my slide vanished which is why I was scrambling earlier that is that it good no I I actually have a community outreach slide it just twice I think that was it yeah is that it no I have a map that shows everyone that we reached out to within a 65 acre radius all the way around us prior to even filing for zoning so we sent notices and door knocked literally on S like almost 70 Acres of properties talked with everyone before we did all this and then and then also prior to filing we met with five different neighborhood associations some of which which I noted aren't not only not in our Council District but also like three miles away and so um I'm disappointed that there is one neighborhood association against us but I'm also excited the fact that we ran a very large public Outreach campaign proactively went and talked with everyone that we could um and the truth is is it's largely overwhelming support given the quantity of meetings that that we had with the different folks in this area and going back to the um I guess the map of the area you surrounded pry B by commercial some plan development I know it's not your most favorite thing to talk about will you talk about the class A office bace and the restaurant and retail that you're looking in putting into the complex uh yes ma'am so if you see on here on the phase one over here this is UN University in Bristol Road so the only commercial use that we've set on our original PD site plan is just right there on University Drive so this would be a combination of both of our clubhouse our amenity space for our residents as well as like a commercial creative office component okay and I would encourage you to to um as councilman be councilwoman Beck mentioned and the traffic and the parking are a huge issue to both District Seven and District nine so please be just consider it as you're planning to make sure that um we're not hindering the neighborhoods um with additional traffic and then the cut throughs I know it's as a problem across the entire city it's not just D7 and D9 but I want to make sure that we're addressing that moving forward and um had one more question I think oh Mary Margaret for you so when you talk about Ami for the audience can you talk about do you know what the the Ami is right now in that area the 80% so the city the city's Ami is about for it's about 92,000 I believe um right now is that right um so it's a percentage of that so 60% of the 90,000 um is what currently is the income limit set at the property okay 60% of 292,000 no 90,000 no 990,000 sorry yes okay and then as you're doing quote me on that because there's like some more numbers I'm rounding but yeah like very high level ballpark there's a the property is 100% income restricted to folks that make add or below 60% of the area median income so let's just say that it's $45,000 and then the proposed affordability is at the 80% Ami level so that doesn't so what that means you know largely is is that's you know people that make maybe 70,000 that being said um just because you have an 80% Ami income threshold doesn't mean that there's not people that that earn less than 80% Ami and so here you know again at if approved at some point we would have to go through a relocation plan move folks to other places to our other properties assist however we can and then offer those residents the opportunity to come back if they want to we understand from a practical standpoint that's moving multip times over several years it may not be feasible for everyone but that is something that we are planning on proposing to mitigate the impact on our residents lives and so just to note they get to move wherever they want we don't move them just to our properties they can move anywhere they get the relocation assistance regardless of where they choose to move and then the second thing is um we will ask for deeper affordability in the affordable side of the project so 80 is the cap but we can restrict by contract units at a lesser amount of the Ami so we could have units set aside at 60 50 40 and 30 and we have projects like that across the city with ohala as our partner and so um we haven't figured out what that looks like because we don't have final cost for the project and so it all has to work on you know with the financing okay H so during your performal process you do you have any idea what market rate will be for the apartments three years away uh yes ma'am the the market rate units we need to get around $2,500 rents year so maybe the average is closer to 2,000 but the truth is is this is the best piece of real estate that we own purchased it a very long time ago we've been waiting 10 years for this hearing and um we want to build something very nice as it's a reflection on ohala Partners as a developer as well as Fort Worth Housing Solutions who is the fee simple land owner and will be for the next ever ever so and we will require vouchers to be accepted at this property as we do on all the properties in our portfolio so um housing chice vouchers will be accepted at the property as long as we're in ownership okay um well I will say I know this is a known problematic property to the commercial um owners and landlords and um business owners that are that surrounded um I think what you're proposing is a huge Improvement and as long as you're respectful of the neighborhood's request um and we keep it at no no higher than five stories um this is a huge Improvement to the neighborhood Gina council member larg dorf and Flores did y'all have anything go ahead Gina yeah thank thank you so much and my questions go to Daniel and Mary Margaret probably just statement Daniel I think you deleted your slide because I did see one that had Eva's name on there so all that moving around I know I saw that what I wanted to share with you all is I I think about people when I think about what you're trying to do uh the project I'll leave that up to the experts and I know that staff will be working with you but we've come a long way in relocation since the days of Ripley Arnold was was demolished and I can tell people ever remembers this and new Judy us to uh Margaret as well when you look at what happened with Ripley Arnold we had people who were hastily relocated uh Housing Authority put them out in Tanglewood there was no bus service and being chair of the t- board we started getting calls and we had a knee-jerk reaction and we got bus service out there so we've come a long way uh I want to speak to relocation because I can tell you from my experience when they came to stop six uh Mary Margaret's staff they knew exactly where every Resident was they actually shephered these people they formed a neighborhood I think you call it a tenants Association and in that case the Housing Solutions tenant association groups were more organized than most neighborhoods were where you had property owners and so we were very very pleased with the way they relocated the people and made sure they could get back as soon as possible now because I had Mr babers as my consultant babers had been the regional head of Hud for this entire area I guess five states up under the Bush Administration we knew that it it was going to take two years to get people back and if you couldn't get them back in two years meaning if you couldn't start building within two years they weren't coming back and that was fine you know they we we account for that but it's important to me that you you're speaking quality when I hear Class A that lets me know you're really trying to make this work uh the neighborhood associations in my area where cow in place first went had the same concerns they did not want any unit too high as a matter of fact they try to limit cow in place to I think two stories maybe even one and we just said no we're not going to do that and now you can see if you if you drive around stop 6 at night and you know where rosale is and where barious south of rosale you can see the light Tower it has become a a beacon in the neighborhood and the building there continues and so I appreciate the way you guys at Housing Solutions Usher people back and into their Community if they choose to come back I am concerned however when when when I listen to Communications involving the property owner the developer and City staff sometimes there's a disconnect there in terms of what the community wants and you want to give it but staff says no we have a different idea I don't know if that's or bad but that's always been a communication gap for me and so my advice to you is if there's something that comes up and you've made the agreement with the stakeholders to say yeah it's a good idea but somebody on City staff working in a basement somewhere has a better idea you need to communicate that because if not you're going to get blamed for that uh I have never been on different sides with my two girlfriends here today but I I'm going to support this just because I've seen your track record Mary mark and it helps to have the head of for Worth Housing Solutions who used to be the attorney for for Worth Housing Solutions and that has made things better for us in my community and I can speak as well as what I've seen in District 8 as well so you've got my support keep working with the people when you come back bring that slide okay thank you yes ma'am c lorf i I will be brief um so typically the council members they know their District better than than others and that's certainly the case here where council members Beck and Hill they certainly know the area the concerns there uh so I can't speak to that at all but what I can say is that I do know Mary Margaret and I know Daniel Smith and um I can't think of two better partners that we could have in this area for critical need uh for affordable housing and what's most important to me is responsible development like Daniel alluded to earlier they actually have development in uh District 4 uh and it's honestly been a godsend up there um it's beautiful development it's done why it's done right uh it's done well um and it's it's intentional as someone mentioned earlier so it's intentional it's deliberate it's not just thrown in there just to be thrown in there uh your community outreach in District Four was outstanding and I have no doubt that it'll continue to be the same uh here should this get approved today um and so for that reason you'll you'll have my support so good luck today Council Williams yes maam thank you um I'll be supported today but I do have questions um just kind of for the broader conversation um you mentioned that the rent will be $2500 how does the vouchers work and how much are the residents who are currently living there paying so 2500 is the top end for a market rate unit I think the question was is how much were the market rents um currently at the 60% Ami rent level I don't know what the high-end restriction is here but the the average rent in place across both Springs is around $900 900 currently or 900r it's currently $900 that's 60% yes sir could you do a back of the napkin math at 2500 what the rate would be for so the 80% Ami rents would probably be closer to around 1,400 okay great um it's a kind of broader context discussion but um one of my concerns is um just affordability across the city um knowing that $2,500 gets you an apartment and I pay mortgage that's $2,500 with the detach garage I'm really concerned about the next generation of Working Class People and whether or not they'll be able to own a home I'm also concerned about whether or not the folks who've built their lives here for eight years plus um are able to return back to the place and be able to afford the same place that they call home and have to move so far away and with Transportation not being um where we wanted to be as a city that makes it increasingly difficult for workingclass people who are trying to U make ends Mee and doing everything they can to do that in a very tough time so that's a broader discussion for us as a a council it um this is a great project nonetheless but those are the things that keep me up at night wondering how do I um do my part on Council and ensure that folks can flourish in full worth council member fores thank you mayor I'm going to direct my question to you Daniel I know that uh you have interacted uh to a great degree with staff and during the PDC and other staff interactions this probably came up uh were there any comments from staff regarding uh storm water runoff with the additional you know impervious surfaces that you're going to build right here uh did that come up as a concern or again within the capacity of what you're building on the site can that be handled yes Excuse me yes it absolutely came up it is a concern and we're going to have to ultimately build a very large oversized detention Vault Under This garage the infrastructure in this area much like the properties is very old and unfortunately um the burden to fix the infrastructure is going to be on us in order to accommodate all the runoff and make sure there's no Downstream flooding impacts to our property or any of our neighbors and that's what I wanted you to articulate so everyone can hear that you are taking steps to address that matter thank you yes sir thank you I think that's the conclusion of our speakers I'll also be support oh sorry go ahead Michael um no question really just a comment uh I will agree I lived in the Spring Apartments during my law school years almost 30 years ago I think it in and had ended its useful life at that point especially Apartment 203 that might have been occupied at that time so I'll be supporting this question thank you Michael um I'll be supporting Council mbec and Council Mom hill also they kind of adjacent properties I just wanted to maybe speak to our neighbors that took the time to Advocate on behalf of their neighborhoods for a minute you've got two really great Council numers that are buting this this area these are hard decisions as a growing city um and I've also gotten to work with Daniel and ohala team for years now you're very fortunate that you have a developer that really will listen to neighbors and I think today has been a good exercise of that they have held the property well along along set forth Housing Solutions at a global standpoint this is happening all over the city you you've got really tough decisions to make and I think Margaret's comments around density were very wise you you're living through when it's not well planned I think we've learned a lot of lessons Margaret and we're moving through that slowly to kind of unpeel where we made mistakes I appreciated uh Daniel's comments from the question that council member Flora has asked related to storm water especially in the Lynwood neighborhood you know y'all are living through that now I think we're we're really moving the right direction to to put the infrastructure on the city side where it should be for storm water specifically but um hindsight's 2020 right um but I just want to ensure that our neighbors that came today and maybe um aren't fully supportive of this project please stay engaged um I think I think that in the end you'll be proud of what is developed here and we will still protect neighborhoods um but we're the fastest growing city in the country and you also have a balance of private property rights and I think in this situation you've got the right Council representation that's been very diligent thoughtful you've got great representation by City staff and you have a developer who will will continue to walk the walk they've done it all over the city to work alongside neighbors to make sure they can be as proud as possible about this development so I just want to say thank you for taking the time to not just today but the hours of phone calls and conversations I know that each of you have had um on this development not to mention the many others that as you watch diligently in D9 and D7 about what's happening across your communities so with that I'm going to let council member Beck she's going to make one motion and we're going to actually vote twice on these Council items can you hear me now okay um I am going to approve this with the Restriction of five stories um for height and that the commercial uses be um restricted to um office use only as for the other concerns about Ingress egress street parking and the amenities on the um on the site what I'm going to ask is to be a little more Hands-On than I typically am in the development process so um one I'd like you to send me a copy of the Good Neighbor letters that you've sent out and any responses that you've received from the neighborhood so that um I can take a look at those and make sure that y'all are upholding your end of the bargain um when it comes to to what we're comfortable with um I'm going to push you to have as much green space as possible that is a a large number of uh units going into that that area it's a urban area and so we want to make sure that um it does contain What the residents need to um to live there and enjoy their life um so that absolutely goes with green space I would like that good um The Good Neighbor letter to also formally document the um 20 foot setbacks that the maximum setbacks in fact can I in my motion include maximum the maximum 20 foot setbacks okay um so we'll just I guess instead of that we'll just formalize that in the motion today all right so um with that being said here's the
