[Music] o [Music] [Applause] [Music] [Applause] [Music] be [Music] [Applause] [Music] [Music] o as part of the American City's climate challenge we partnered with ou and the science center to bring the Orlando tiny Greenhouse today visitors have an opportunity to engage in a lot of cool interactive features that'll be guiding them on how to save money and reduce their environmental impact even though this technology has evolved not everybody can for Ev or solar right now so there's a lot of other um great highlights of lowcost and no cost opportunities to save residents money that you'll learn about uh when you visit the home and the greenhous is on Wheels so we're going to be able to take around the community and have people enjoy it and learn from it in various different um areas of our [Music] community trailing thoughts from bumby path [Music] this is such a friendly neighborhood because people have been aggressively waving at me a lot today what is that sound I keep hearing behind me oh I'm dragging a child's kite how long have I been dragging that for and why didn't any of these nice people tell [Music] me [Music] [Music] this song hits home for me you see a lot of violence outside and you get used to it after a while for the past 4 weeks uh we have been teaching the kids about telling their own story you know they listen to music all the time and they don't recognize that a lot of these artists and stuff like that are they're really just telling their own story through lyrical pieces our goal each and every day is to get every single young king to tap into his ability and his his voice to constantly allow them to you know feel more comfortable even in those spaces that might not be as safe but to be brave and to speak up for those things that they know they need to vocalize so I really want them to um find their internal value find things that they're passionate about um through this program and that's what MBK is all about is we come together and we're trying to just help coach them along through their processes to make sure that Partnerships like this and others that they'll be safe enough to be able to say oh I can do something that I've never done what do you know about dog walker watch um I think it's a great program where dog walkers like me who are out and about in their neighborhood every day um they're the eyes and ears of the neighborhood providing set of eyes to the police um if you see something say something it absolutely makes a difference because um it will weed out the crime because they know that we're saying hello and greeting and we've made eye contact and that I see [Music] you [Music] good afternoon and welcome to the December 11 2023 meeting of the Orlando city council we're going to begin today's proceedings with the invocation and Pledge of Allegiance LED today by commissioner Patty Shi commissioner thank you may Dyer and uh from through the invocation today I'll be reading an inspirational quotation son Dad I think I'm old enough now is there a Santa Claus Dad okay I agree that you're old enough but before I tell you I have a question for you you see the truth is a dangerous gift once you know something you can't unknow it once you know the truth about Santa Claus you will never again understand and relate to him as you do now so my question is are you sure you want to know brief pause son yes I want to know Dad okay I'll tell you yes there is a Santa Claus son really Dad yes really but he's not an old man with a beard and a red suit that's just what we tell kids you see kids are too young to understand the true nature of Santa Claus so he explained it to them in a way that they can understand the truth about Santa Claus is he's not a person at all he's an idea think of all those presents Santa gave you over the years I actually bought those myself I watched you open them and did I did it bother to me that you didn't thank me of course not in fact it gave me great pleasure you see Santa Claus is the idea of giving for the sake of giving without the thought of thanks or acknowledgement when I saw that woman collapse on the subway last week and called for help I knew she'd never know that it was me that summoned the ambulance I was being Santa Claus when I did that son oh Dad yeah so now you know you're part of it you have to be Santa Claus too now that means you can never tell a young kid the secret and you have to help us protect SEL you have to help us select Santa presence for to them and most important you have to look for opportunities to help people got it help each other this Christmas and be kind author unknown I pledge allegiance to the flag of the United States of America and to the Republic for it stands one nation under God indivisible liy commissioner Ortiz yes sir can you hear me okay we can we can good thank you thank you sir okay first order of business is consideration of the minutes from the November 13th 2023 agenda review in City Council meetings is there a motion to approve the minutes motion by commissioner Stewart second second by commissioner Sheen all in favor indicate so by saying I I those opposed and so the motion carries okay we don't have any awards presentations or recognitions today so we will go right to the mayor's update and this is the very last city council meeting of the year so that means holiday season is here so I wish everybody in our community a joyous holiday season however you tend to celebrate that and back by popular demand we have a lot of things going on at Lake Yola in downtown for the holiday season we have the holiday drone show which which was um well received I would say last year lakeola Park and that's on Saturday December 23rd at 8:00 and we will have over 500 synchronized drones flying above Lake Yola and creating holiday designs that'll also be the final evening of our um holiday happenings around the park including the Mary Market train rides Santa and more everything's free family friendly events so check out our website for all of the movie times and different events that you can participate in uh I just have two things I want to mention on the agenda the first is um we are approving 12 mayor's matching grants we had an opportunity to take some photographs with representatives from organizations some of the organizations that are receiving those and they are from local schools and non for-profits to help enhance our quality of life and out of school enrichment programs with the representatives of the organizations that are here here please stand and let us thank you for the work that you do in our community and then the other thing that I would mention is item B1 is a uh part of our Safe Streets project and it is uh helps with improvements to six of our vision zero corridors such as sidewalk upgrades new bike paths crosswalks and helping to eliminate traffic related injuries that we're going to move on to the consent agenda which was a number of items that are acted upon through a single vote of council we give each of the Commissioners an opportunity to comment on items on the consent agenda and to update you on important happenings from their districts we rotate the order that we do that and commissioner Shen is first up today commission thank you mayor Dyer and uh I just want to thank the um fpr ddb uh Sher gutch and the entire staff for the amazing job leiola is just absolutely magical this year so if you haven't been to see the decorations there's a holiday market it's absolutely wonderful so please come by Lake Kola it was packed over the weekend May it was it was crazy but it was wonderful to see so many people enjoying enjoying the park over the weekend um item A3 today is my assistant Bill Bill Stevens contract I want to thank bill for his many many years of service uh to the to the city of Orlando and delighted that he's elected to stay with me another term um item B16 we have Habitat for Humanity um homes that are being built in Paramore that's a that's a great thing to see uh also on item C9 I want to thank McCoy Federal Credit Union for funding the historic preservation calendar and for doing the photo Awards they've been doing it for many many years and it's a it's a great program and and people really look forward to seeing the historic preservation calendars every year and this year it features the lake lasona historic district and uh on item K1 uh I will be making a $10,000 donation to to the Thorton Park District for the city center mural at Lake Yola park I think it's important for us to support local artists and to Showcase local artists and that's going to be going at City Center uh next to the new pocket park with that mayor that's all I have thank you thank you commissioner move to commissioner Burns all right thank you mayor uh good afternoon everyone uh first I just like to uh just mention that uh over the Thanksgiving holidays we were able to uh support many families with turkey giveaways and I'd like to thank a lot of our partners who made that uh made that possible um but also coming up we uh want to mentioned during the Florida classic my office partnered with uh Florida Citrus Sports night of Distinction to present two uh $2,500 scholarships to one student attending Florida ANM University and one attending Bon cookman University and I want to extend my special thanks to the Goan family as Family Foundation as well as bless the rebling family for their contributions uh and donations to the students of district 6 uh also on uh Friday December the 1st I had the chance to attend my first tree lighting at the uh lakeola it was amazing uh I will not miss another one uh but it was just great to see all of uh everyone enjoying you know just the fellowship but the awesome tree that we have I understand you can watch even watch movies on the tree so uh it it was great to have that experience also uh on December the 2nd I partnered with OBT NEX uh in hoden Heights Kids Zone and Paramore kids zone for the rolling and strolling bike safety event uh at the Grand Avenue Center uh each child attended received a brand new bike uh and learned the importance of bike safety so we uh hats off to the uh great Partners in for that event uh also on December the 7th I had the opportunity of being with uh our Orange County Clerk of Courts Tiffany Moore Russell's 16th annual uh senior holiday brunch uh it was a great event um hundreds of people hundreds of our seniors were there so it's good that we come together especially during this time to support our seniors uh and just thank them for what they've done and the bridges that they've built for us over the years um also on Saturday my office partnered with the ifu foundation for the annual toy drive and Christmas experience hundreds of people filled the parking lot of the James R Smith Center and we gave away uh many toys I think we endeavored to serve over 3,000 children at this event uh and I believe we may have surpassed that so again thank you to the ifu uh foundation for for that uh on the agenda uh this this afternoon uh I wanted to acknowledge once a congratulations to all of the recipients of the mayor's matching Grant um but also under Parks family Parks and Recreation item D1 I'd like to uh thank Lisa and her team for securing a recreation development assistance program grant that will uh help in the Redevelopment of the Willie ma Park one of our great parks in district 6 so uh thank you to Lisa and her team for securing uh securing that funding uh just a few things uh upcoming events uh my mobile office hours mobile satellite office hours uh will be Wednesday December the 13th at the El Claudia Allen Center uh and we've chosen that facility because we have a lot of our seniors there uh so we have our office hours from 10 a.m. to 4:00 p.m. and one of the things we continue to do during those hours is push the city's um housing rehab program so if you have no seniors that live in the city of Orlando have them to reach out uh not just to my office if they live in district 6 having to reach out to me but other Commissioners to receive information about the great program also um on December the 16th we're partnering with uh St Mark St Mark church as well as uh Osborne and Francis for a toy giveaway uh December the 16th at 10:00 a.m. at the Willie Mays Park also uh on December the 17th I'll be partnering with Orange County Commissioner Mike Scott to uh have a ham and toy giveaway uh and that will be at the Grand Avenue uh Neighborhood Center uh at 1:00 uh and this concludes my remarks mayor thank you thank you commissioner commissioner gray thank you mayor I'll be brief a couple words of thanks uh for some events we've had in the past on Tuesday the 21st of November uh we had a turkey giveaway compliments of Lee Wesley donated 100 turkeys and we helped assist uh in the distribution of those to uh needy families then on Wednesday the 29th I want to thank uh police chief uh Smith Eric Smith and his his team for doing a community meeting in the Lake Nona area uh it was great to see um the representatives from OPD out in the neighborhood so Chief thank you for that very much um this past Friday uh I went to the visit Orlando annual lunch in and for those of us who have ever done magical dining you may have heard of that where we do that usually in the fall I'm pleased to announce uh through that that visit Orlando raised $270,000 for the lifebo project which is to help folks who are recovering from um from U human trafficking so a great cause so next year next fall when you see uh magical dining just know not only is a great food but it's for a good cause so that was awesome so congrats to them and then finally Saturday and Ed I think is going to roll a couple of pictures at 5:30 in the morning um compliments of the naalo foundation uh we took 30 kids from after school Allstar to Target at 5:30 before they open to the public and turn the kids loose on a shopping spree and the neatest thing about it is no parents in sight no brothers and sisters they can spend the money on anything that's appropriate um but it's fun to just see the kids on their own to try to make decisions and and spend the money so Ed thanks to you and thanks to my team for getting up at 5:30 to uh to do that but there we go it's a lot of fun um on the agenda real quick thanks Ed on the agenda on item F1 um I'm pleased to kind of submit as the chairman of the affordable housing action committee our recommendations to Council on how we can improve affordable housing and there's a lot of folks here but if there's anybody on the committee with me yes there thanks Cassie anybody else but anyway thank you Cassie take a bow for everybody way to go but um we get yes there you go um but we've got together all year to try to make recommendations to council and and staff on how to improve our uh our ability to deliver affordable housing and assist that so thank you very much for that and with that I just want to wish everybody a happy holiday season and that's all I had mayor thank you commissioner commissioner Ortiz I'm going to try to my best mayor I'm going to keep it short first of all let me congratulate commissioner gray for doing what he's doing in the housing committee because he really making a difference in the way that we administer the money for housing um second of all then I want to um thanks to Mr Lee Wesley also and the officers from the national Latino Peace Office Association officer from the Orlando Police Department helping us during uh uh days before uh Thanksgiving to to give turkey turkey to a lot of people out there in the community we we give away over 200 turkeys and there's a lot of happy people because they don't have funding or ways of getting some of that healthy meals for for the Thanksgiving um I want to congratulate the recipients of the mayor's matching Grant thank you for everything you do in our communities um and item A2 U I want to um I'm thankful very thankful and and very uh I'm gifted it's a blessing to have Megan uh shaver working in my office she's quite a partner she's done a great job in our community too and I'm happy to to sign this contract to have this contract and uh very grateful that she's sticking around uh for another four four years and uh I want to thank each and every one of our staff has been a great year uh mayor Commissioners all of you guys the partnership we've been able to accomplish what our communities is is second to n so I want to thank everybody and wish everybody a a merry Christmas thank you thank you commissioner commissioner Stewart thank you mayor let me just cover a couple things in the neighborhood um we had a great holiday on the tribe over in College Park this past week congratulations to Amilia and her entire team we're grateful for that um we um I'll say thank you for our uh uh Winterfest program done through our American I mean our um after school neighborhood centers thank you all very much I was a great opportunity to showcase the kids that we have in our neighborhood centers uh Baldwin Park had their Winter Wonderland and they could found out the went to the lowest person possible and picked me as Grand Marshall uh and so it was fun walking behind some large ladies on stilts and nobody had any idea who I was they kept yelling who are you who are you I would just wave and just kind of keep walking um also we had a great small business Saturday um and an opportunity to get out in the neighborhood that was wonderful and then special thanks to all those who helped with jingle Eve over in Ivano uh Village uh special thanks to our guys from the public works Corey thank you for your guys and helping get the U see happy holidays light set up appreciate that thank you very much uh some couple of quick upcoming events uh Church on the drive is doing the their jingle jam their uh holiday U event for kids uh this Saturday Rosemont Community Center is doing their Christmas party this Saturday also at 11: uh D dinos in lights is over at Orlando Science Center that's going to be from the 26th through the 9th of January and then art at lunch over at manella on the 20th so it's a lot of things going on uh it's great weather to be outside great chance to spend time uh in the community on the agenda today let me say a special um um thanks to uh Linda Gonzalez for Willing her willingness to serve as OU appointment it's Linda here did I miss her some place well it's she's a great choice mayor thank you for for that um congratulations to the mayor's matching Grant recipients uh we're grateful for the work that you do in our community um there's a couple of things uh amendments the to the packing District it looks like it's we're now winding down with all the work that we've done over there so we appreciate that and the work between the parks department and the uh and the um public works thank you for your work and this will conclude I was over there this past weekend it looked great so thank you very much um and on J1 there's a lap agreement uh that is affecting the design of Virginia forest and Kareem Corridor so happy to approve those amendments for that so uh those are some things are happening in the neighborhood that's all I have mayor and with that I'd like to um make a motion for the consent agenda second motion to move the consent agenda by commissioner Stewart second by commissioner she and all in favor the motion indicate so by saying I I those opposed and so the motion carries okay as we mentioned during agenda review um we had we were going to move the new business items ahead of the CRA meeting so under new business we have for consideration a conditional Grant agreement and Declaration of restricted Covenant for the Christian service center campus modernization and comprehensive day services so both the city and the CRA are parties to the agreement so it'll have to be voted on by each of the boards but it's the same item so I propose that we recess the city council meeting and convene a joint meeting of both the city council and the CRA to hear public comment and discuss the new business items and then we'll join adjourn the joint meeting reconvene the council meeting to vote and then we will reconvene the CR a meeting to vote so there's no objection I'm going to recess the city council meeting and convene a joint meeting of the city council and the CRA so that sets a stage Commissioners and as we know homelessness is a challenge that's affecting cities Nationwide and Orlando is certainly not immune to that that's why collectively last summer we had the opportunity to do something that's kind of a one in generation um once in generation investment to take our $58 million that received from the American Rescue plan act to use it for what we call accelerate Orlando to tackle both homelessness and affordable housing and it's also why we created an action plan on unsheltered homelessness with goals of reducing the presence of unsheltered homeless individuals on our streets by %. so for consideration under new business today is an agreement to Leverage The accelerate Orlando and CRA funding to modernize the Christian service Center's campus to serve as our Region's first comprehensive day Center and the goal is to have a day Center that provides all the resources that somebody might need to end their bout with homelessness um I have in my notes that it's been a goal since 2018 but I would say it's been a goal since I started as mayor and and probably long before that to have a comprehensive comprehensive um day Center but the task force recommended a need for a front door for somebody who's looking for uh how to access a housing stabilization system so there's no denying that we have faced challenges and our residents and businesses faced challenges with homelessness especially those that are in the closest proximity to the services that are being provided so another thing that we did along the way is under commissioner Hill's leadership we had a number of community outreach opportunities um and it allowed to the to engage in a community Think Tank on homelessness with stakeholders from the West Lakes neighborhoods and Paramore two communities that are certainly impacted by the services that are provided There community provided feedback the items that are related to homelessness today are not our entire solution there's going to be additional projects as part of accelerate Orlando that will come before our board in the next couple of months but we know there are additional challenges that still need solution one of those that was specifically identified and I want to acknowledge that by the residents of pmore and West Lakes is a need for additional overnight shelter and more day and evening Services located not just in parore in the Westlakes neighborhood but throughout our entire three County really multiple County region and that is why as part of our action plan the city continues to explore additional low barrier 247 shelters for all persons without restrictions so we had a meeting of the commission Central Florida Commission on homelessness the last week and I provided an update on our initiatives just as we've have will have today and I ask our partners to help us meet the need for add different additional shelters to not have the city of Orlando bearing that need on our own and uh I think you'll see a lot of movement and work in that area also want to recognize commissioner Ortiz who's elevating this conversation region-wide and is organizing a symposium on homelessness through the TriCounty League of cities in the first quarter next year and I want to acknowledge each member of the city council um who's been dedicated to helping us solve this issue and I want to recognize Lisa Port Telly who works on this issue every single day for us and does not get nearly enough credit but takes can tell you a lot of Burden off of me in terms of having somebody that gets up on our staff and thinks about this challenge every single day so Lisa thank you for that and we're going to hear from let's give Lisa so Lisa's actual title is senior advisor on homelessness and social services so she and David burilla who's head of our ddb c will provide a presentation on the items that we'll be um attending to today Lisa thank you mayor and council members good afternoon and thank you for the privilege of being here today and doing this work with such a great city um we as you know it's an unprecedented opportunity and just a little bit on where we're at in the process back in July of 2022 we did a council workshop on accelerate Orlando the $58 million that's been designated toward affordable housing and homelessness um at that Workshop we present at that Workshop we presented a list of um projects that we wanted to bring forward then in May in 2023 we also did another Council workshop on the three-year action plan on the unsheltered homelessness I think that um it's important to remember that this work began with the only solution I think we should commend everyone for the work beginning with the only solution there is to homelessness housing and one of the first projects that the housing department brought forward was the blighted Ambassador Hotel and the renovation of that hotel will bring 150 units of affordable housing to our community already next year and units that are going to be affordable at the to people who are receiving a disability check some of those units will be and that's a very important piece that I just have to cause out because that housing is the solution to homelessness it's the only solution and so we're focused on that as a city as you well know but these projects are important as we bring those forward and we can't do it without a day Center to provide the safe space and the support and to others as we bring them home so as to bring people home um the three-year action plan had three goals um we always stayed focused on this this is building the capacity of all the organizations in our community to provide services to the unsheltered homeless so while we hope to advance their business plans and their work we ask them to stay focused on our City's most important um challenge which is the unsheltered homeless our priority for the use of those funds has not changed a quick just backup to remember why this was so important we have seen a 75% increase since 2019 in the region in the unsheltered homeless this is a huge challenge for us that's 331 who are in Orange County and we estimate on average about 200 to 225 unsheltered individuals in the city of Orlando on any given day I have to take a quick pause to remind everyone the HUD the region homeless Services Network is doing another point in time count the annual count happens in January we're looking for volunteers to make sure that we get that count done well and done right because it does bring additional Federal resources to the community um in our region the lack of a low barrier shelter that the mayor mentioned does create additional challenges for the unsheltered and it is a priority for our work and something that we're focused on um today the comprehensive day Center proposal so I'm showing you the list of projects um the day Center proposal we're asking you to vote on today is the third project in the plan we brought forward this process has been fluid and flexible as opportunities presented themselves however we've always utied ized our Region's strategic plan and the input of our service providers and the community to identify the greatest unmet needs the four projects on the right side are moving forward and collectively they will provide additional safe space and services for up to 250 unsheltered persons during the day so this piece the Christian service center is part of a comprehensive effort to build that capacity at all the agencies to keep one agency rep and becoming unmanageable in size um our region has five other day centers but right now in Orlando the Christian service center is the only place providing services and space and we need this additional capacity at all the agencies to again to keep them from becoming unmanageable on the bottom right box you see at the bottom future strategies the homeless Services Network and its member agencies are aware of the need for a low barrier shelter in our community and City staff have worked are working on this need also homeless Services Network has hired a consultant to develop a regional plan for the unsheltered and this is since we last met that is critical to applying for HUD funds to purchase or operate this type of shelter it'll for anyone not familiar with that term a low barrier shelter is open 24 hours a day does not require an identification does not require for people to leave during the day and accepts all individuals without regard to sobriety income requirements or other policies that sometime make it difficult to access shelter we had one in our community at one time and we're the way or the need to bring it back in a different manner we've been looking at for sites for this type of facility and there's a group going to pelis County tomorrow to tour model as a means of creating a collective vision for how our that facility could fit into our Continuum of services um so on our our um the Outreach that we did I'm sorry I think I just jumped past the slide there we go um we conducted community outreach at the request of commissioner Hill the the large number of these accelerated Orlando homeless initiatives were in District 5 and because we were looking at investing about $20 million into that Community was very important to get the input of the resid residents make them aware of the projects that we were proposing us and obtain their feedback so the first step we did toward doing this was to develop a steering committee aptly called a think tank to guide our Outreach work and provide small group discussion on the the unsheltered plan the neighborhood leaders from the neighborhoods listed here served and were thankful to Dr revert Robert spoony for chairing this discussion the meetings were Lively and transparent and enlightening and I learned a lot they had many concerns and had many good ideas the future of the think tank is up to the residents they asked for a resident-led initiative so we'll let them take the lead on next steps however staff will continue to attend any and all meetings they hold and will stay in touch with the group and keep them informed as this plan progresses we remain grateful for their Insight we held two Community meetings um out in the community over the last month we had approximately 100 residents in attendance for those meetings we did an overw review of accelerate Orlando the action plan and the proposed initiatives and receive feedback comments and questions from the community as you might imagine these were also educational informative our community asked toughed questions and provided great feedback the takeaways if I summarize these bullets and all of this into two major takeaways you've heard about that first one over and over it was the need for overnight shelter commissioner Hill said it to me consistently what happens after 6:00 when we have a significant number of people who need shelter and need a place to stay and we are focused on it and could and we advance that forward as soon as we could figure it out so we're working on it um the other one is that the region needs access to housing and shelter services so people don't have to travel to this community to help the there's a variety of ways that the cities and other counties can offer services to people who experience homeless in their area and our community would like to expand those opportunities to other areas so people don't all have to travel to downtown Orlando for that help so the Christian service Center's request modernization into a comprehensive day Center why the Christian service center to back up just briefly um the region had hired Barbara poppy she was at one time the former head of the inter agency Council on the homelessness she was a consultant who worked in our community for years brilliant woman who had looked at many many communities and she made a recommendation in our regional strategic plan that we needed this state-of-the-art day Center to open the front door for many on the streets homeless Services Network chair opened a task force created a task force on this effort and City staff chaired that task force task force but it was the Christian service center board and staff that stepped forward and responded to the need and said we will rise to this Challenge and they began moving forward immediately so already having salt compassion Corner Healthcare Center for the homeless and firststep employment joined forces to provide services on the campus they've moved in that direction and it's made a significant impact in the community already hundreds of volunteers serve meals coordinated through Straight Street also and others assist with clothing needs why a comprehensive day Center very briefly in 2022 we contracted and had a local researcher look at our local hmis data to better understand the impact of Dave services and make sure we were getting the ultimate shelter and housing that we wanted out of this work as you can see day services are the first step toward ending homelessness for many and it is the path to case management job search health care and shelter and housing it works the Christian service center services are listed here on this slide that they they and their nonprofit partners connect unsheltered residents to basic human services shower laundry food clothing Advanced Services case management and comprehensive solutions for housing employment and medical they're open six days a week I don't think everyone's aware of that and welcome people to be on their campus until approximately 7:00 p.m. during the week Sundays are open for meals and restroom access and often times they are open on Saturday that 7th Day when a volunteer um group comes in to bring a meal the visible homeless the unsheltered somehow overshadow the success stories and the extensive work at housing placement and make them invisible the Christian service center is focused on the goal of preventing homelessness and finding housing for our clients they are an access point and that's a piece that gets overlooked often also their current access point was funded by the city through our HUD Rush funding but it is a regional answer to allowing access to services for people experiencing homelessness throughout the region while there is one at the Christian 7 service center we need to have these in a variety of areas throughout the region and we implore other service providers throughout the Tri County Area to add these access points so clients don't have to travel to the Christian service center but can receive them in their own Community they also we when we had a homeless Services Network also formed a task force on the unsheltered homeless and we we began a pilot and as we were looking at this work and in that Pilot We focused on the Paramore community and and devised a manner of doing Outreach and surveying people and talking to them and literally wanting to use and as we were devising the pilot the Christian service center Ste forward and said we would conduct this pilot right now if we had the dollars and City staff were able to identify our HUD Rush funding that then was a we were able to use to fund the pilot um that that Task Force pilot conducted interviews with with clients on the street and learned that many had come to the area because of well-meaning groups that were handing out food clothing and Tents we have actively engaged in a multi- sector effort to recruit these groups and encourage them to come into a service provider site and serve meals with dignity and access to other services our faith community leaders are being asked to assist us with this effort but I'd like you to take note also of the number of families children adults and the total number of people that through the rush program that pilot and our Paramore Kids Zone Program where the Christian service center again stepped forward and said we will help families who are at risk at the Paramore Kids Zone with making sure that they don't become homeless so jumping forward to meet our community needs in many ways and we're thankful why the need for the modernization for more than 50 years the Christian service center has served the homeless the campus was purchased after a community R effort to raise the dollars in the early 1980s and it's in need of renovation three out of the four buildings have not had significant Renovations are upgrades since 1984 we're ensuring that the Christian service center can meet the unique and evolving needs of those experiencing homelessness the renovation will also bring the basic human services indoors they're currently being operated in a trailer out on campus and this will allow for additional comfortable outdoor safe space on the site the primary goal is to enhance the site in both appearance and in client flow providing enough space so clients can remain on property and not impact surrounding areas staff have reviewed the construction estimates and determined their are reasonable costs are increasing daily and this facility is particularly expensive due to the extensive commercial pring needs of the facility in closing I'd like to thank the board and staff of the Christian service center I know many of them are here today for their leadership and their courage their hard work and frankly their patience as we work through this process I also want to thank the entire city staff because I don't think there's a person in this city hall that hasn't touched this project and helped work on it all it's way too many to even begin to recognize one but I want to thank them all here is the funding request and at this there's the breakdown of the 5195 523 Capital Improvement um and as as listed as you review it I'm going to turn this over to David bailla for next steps okay before we have questions of Lisa let's have David but before I do that um if anybody was here just for the consent agenda we're going to take a 30 second break and you can stay if you would like but if you were only here to see that you got your mayor's matching Grant or anything else that was just on consent agenda now would be a good time to give up your seat because we have a lot of people that are standing today you have to use my computer not running anybody off just don't know if you wanted okay David you ready to go we're ready thank you so much mayor and Commissioners good afternoon and thank you Lisa for such a thorough update on accelerat Orlando uh before we move off of this slide I just wanted to point out specifically um the cra's investment into the modernization of the Christian service center that you just heard about it's that second bullet point on the slide with approximately 1.2 million specifically for the fresh start building and then additionally um $300,000 a year in operational funding in order to uh facilitate the appropriate use and impact of that building um for the homeless individuals within the CRA area um moving on to the other specific items I first just wanted to take a brief pause uh and talk about this concept That Homeless services and solutions are based on a three-legged stool concept and uh as you would imagine uh if you're designing a three-legged stool I don't think any of us would want to sit on a two-legged stool but it's bringing together three components to really have a fully functional and effective homeless system with Outreach Services shelter services and day Services as the CRA we're asking you to consider um components and agreements that will impact each one of those legs here today obviously uh the component with the Christian service center is sought to address the day Services component of that stool and ultimately that concept um then moving on I just want to talk briefly about those other pieces that we'll also be asking you to consider uh as the CRA uh one of them is currently item three uh on the CRA agenda and it is our agreement with the Coalition uh the C has partnered with the Coalition uh for over a decade uh in our last uh fiscal year uh we provided them approximately $350,000 in funding um from the agreement that actually started in 2003 uh it's specifically for the men's service center component uh of their facility here in downtown and I wanted to pull out some specific components their benchmark are how we ultimately review uh their performance to ensure they're having the impact uh that we desire them to have uh you can see some numbers specifically identified before you under housing we look for them to have at least 50% um exits into permanent support of housing you can see that they exceeded that uh from employment uh more than 30% having increased or or uh maintained employment uh they've incre they've done that the target is 30% they hit 45% so over uh exceed that Benchmark also self-sufficiency Matrix where they're looking we're looking for ultimately individuals to improve their component to society can they sustains over the long term or will they continue to be dependent on uh public and social services so uh you can see them uh drastically uh increasing that component as well with a goal of 80 and up and hitting a target of 94% uh what we're looking to do this year uh is uh complete a new agreement with them which would provide 300 ,000 a year in operational funding for three years um if you recall what I just mentioned a couple moments ago for the funding that is being proposed from the CRA for the Christian service center uh this is on par with that level of funding uh for that impact on um the homeless individuals in downtown the next item uh I will also uh briefly cover is CRA item five uh this is our funding with the uh HC or the uh Healthcare Center for the homeless uh so again for about 10 years the CRA uh has partnered both with the city and and other members of the community uh in what we call the Hope team uh the Hope team or they're fondly referred to as our red shirts in downtown literally walk downtown block by block identify individuals that are experiencing homelessness who they believe are experiencing homelessness uh and seek to learn about them build relationships with them and then ultimately connect them uh with the services that we have uh to hopefully help them again Move Along on their Journey uh to returning uh uh to being uh housed currently there are seven Outreach workers uh um two are funded by the CRA two by the city uh two by our veteran services and one by Orange County um and you can see again pulled out some context as to their performance uh over the current year with having uh assisted 40 individuals with emergency shelter 66 with medical or dental services as well uh wanted to show a brief picture as I mentioned these are familiar faces I think that you'll have SE walking through our our streets uh of the Hope team you see all four members there many of which uh have actually been on both sides uh of of this um ultimate Challenge which we are trying to address and are able to relate at a at a one-on-one and direct level uh with the individuals uh uh experiencing homeless now um so what we are seeking uh today in order with this agreement the HC agreement is to continue uh the cra's funding of that it is proposed to be just shy of $112,000 this year um you see some other funding that is listed there as an FYI 35% um coming from the HSN uh the city also contributes approximately 150,000 uh and uh that would be for this next fiscal year um and that is all mayor Lisa or I are happy to address any questions okay thank you David um okay we have about 20 people that are going to testify or would like to so do you have any question questions for um Lisa or David at this point or we going go to commissioner Burns uh well this is kind of a general question um we talked about the and maybe this for for Lisa uh we talked about the the need for a low barrier shelter 24 hours 7 days a week um do we uh does the Christian Service Center have the ability to transform into that um low barrier 247 shelter it would be my opinion on that site they would not have a building currently that could be transitioned to use for that type of a facility okay but be a question for them too okay then I'm going to open it for public comment and I will call your name if you'd come up and state your name and your address you'll have three minutes to address Council so let's begin with Martha r followed by Eric gray followed by Mar stalman good afternoon Council name is Martha r at 142 East Jackson Street thank you for this opportunity um as you know eight years ago our homeless service system transformed into what we call a housing Focus system that focused on getting people into permanent housing and providing the services that they need a few years later we engage in strategic planning with Barb Poppy and she highlighted the need for comprehensive day services that would do two things one is give people who are in night shelters a place to be in the day so they're not on the streets and secondly to fully engage them in services including all of the mainstream services that you can only access during the day I appreciate and I know that many are concerned about increased numbers of unsheltered homeless people but we know that that is directly related to our housing turmoil and not to the agencies that are working with the population unfortunately we've seen our rents go up $500 in last four or five years and so we have many vulnerable neighbors who are being pushed out onto the streets our path forward has to continue to be to emphasize a housing focused system and that's two areas investment one is permanent rental housing that's affordable and two is the services that are rooted in best practice fortunately the city's investing in both of those areas the homeless Services Network and the central Florida Commission on homelessness are committed to partnering with jurisdictions and communities and neighborhoods to encourage and support Rob services in strategic locations across the three County area in other communities where people experiencing homelessness find themselves seeking effective support and to do it in a way that no neighborhood continues to Bear the brunt of all centralized Services we also support the idea that when uh services are already located in a neighborhood that the neighborhood deserves to know that those services are being operated in a way that is efficient effective and with best practices so that we again move people off the streets into housing in a way that minimizes criminalization while maximizing outcomes I remain convinc that if you took our system and you plopped it down into a kind of housing neutral environment the effectiveness of our system would be crystal clear and transparent the invest we continue we need to continue to invest in supporting ongoing priv improvements to the system's outcomes and this investment in the Christian service center is a way to do that so I appreciate your time and I appreciate your support thank you Eric gray thank you Mr Mayor thank you councel thank you Martha thank you David and Lisa for your presentation earlier I appreciate that um I had opportunity to speak at another city council um in the area smaller Community um where they were speaking specifically about this cause and one of the city council members asked in relation to why they should be doing something similar to what we're considering here but on a smaller scale why the churches hadn't considered doing so much earlier if it was such an important issue and nobody wanted to answer the question so um it kind of came to me and I said I'll answer your question with another question it's kind of like at this day in time asking the churches to purchase squad cars and fire trucks for the city because it's now an emergency management issue I bring that up because I want to applaud the city of Orlando all the city staff they in the room as Lisa said all the people we've worked with because the city of Orlando is actually taking quite a bit of effort um on this particular issue across multiple different dimensions in ways that the other 26 municipalities in Central Florida simply are not not yet and I think that among the other things that are really important about what we're doing today is that we're setting the tone for what I think is a leadership step for other communities around this area to follow I think that's probably among the most important things my job today is just to thank you for considering uh the request very much appreciate it thank you all for having me over to brief you um previously and I just wanted to give opportunity to um uh ask anybody who came here specifically uh and supported this issue today if you wouldn't mind just standing real quick because I I know we have a lot of people in the room that weren't going to get a chance to to otherwise and I know we have some people that were um all planning to do public comment we want to encourage that I don't want to discourage anybody from doing public comment but if you also were a little nervous about it and just want to wave your hand and report when we get to it cuz I know there's a lot of people uh to hear from today on other issues so I still don't want to don't want to discourage that either um lastly I would be remiss if I just didn't thank one person in particular and that's Lisa pelli um Lisa has been working on this issue far longer than I have um she got me involved in this when I was at my whole my last job and we were doing meetings at First Presbyterian Orlando to talk about day Services going back now five six years ago and um even before her Lori pimpo Harris um was was working on this issue in the mayor's office and um but if it hadn't been for for Lisa and her effort and pushing and driving and educating and and really trying to encourage me and Mentor me through this entire process uh we wouldn't be anywhere with this and so I just really mayor Mr Mayor just thank you for the effort of your staff overall um at Lisa is right we work with just about all of them but in particular Lisa Portell I just want to thank you for her so thank you thank you Eric Marney and then Pia vasi good afternoon my name is Marne stalman 605 East Robinson Street sweet 450 Orlando and I'm the president and CEO of the Mental Health Association of Central Florida I'm here today to voice our support for the proposed funding to invest in the Christian service center since 1946 the Mental Health Association has been noted as one of the leading Community Based nonprofits dedicated to addressing the needs of those living with mental illness and promoting the overall mental health of everyone our Outlook clinic at 9 One Church Street and great gratefully supported by the city of Orlando through the community engagement program is adjacent to the area being proposed for the comprehensive day Center it is our strong opinion that funding this establishment of this Center is the Lynch pin to effectively tackle the considerable mental health issues among those experiencing homelessness in Orlando and will transform what has been good intentions into tangible impactful Services creating a foundation for holistic care and support in a street survey of 250 7 unique unsheltered adults conducted in March by the CSC team 103 or almost 40% 40% spoke to self-reporting having a mental illness this was separate from any self-reported addiction issue or a lower cognitive function all 257 unsheltered adults interviewed were living on the streets of Paramore as this was the focus of the survey through direct conversations with the csc's leadership they have clearly stated they intend to provide or pursue Community collaboration s integrated services that incorporate Mental Health Care into the overall support framework of this Center this is critical to ensure that their guests have access to a spectrum of services including counseling therapy and psychiatric care all Under One Roof and most importantly done in so a whole person health approach addressing their multifaceted trauma needs violence and victimization loss and displacement exclusion from opportunity discrimination and stigma and the lack of healthcare access rather than treating their mental health in isolation is key additionally they have expressed a strong commitment to the implementation of preventative measures and early intervention strategies addressing these mental health issues this most certainly will help prevent the escalation of issues with their guests by reducing long-term impacts on the community and encouraging their guests to seek help without fear judgment or stigma every other comprehensive day service center in the country all of them have care options for mental health at their site we feel conf confident of the commission the commitment of the csse team that has stated to ensure the creation longevity and stability of essential mental health programs but to do so they first need an accessible space in which to begin today we have faith in the CSC and their vision and we urge you to join us by approving this funding request thank you mty Pia and then Michael Perkins and then Jacqueline PCY good afternoon I'm P vasor from the healthc care center for the homeless and I stand before you today as a clinician providing Health Care Services to the unsheltered in our community for over 20 years the plight of these individuals who are unsheltered deserves our attention and compassion and action as we deliberate on the renovation of the Christian service center which serves as a comprehensive day Center I urge us to consider the following as the number of unsheltered individuals increases in our community rates of chronic illness often exacerbating mental illness and substance use disorders have increased as well without management these diseases lead to repeated emergency room visits protracted hospitalizations and premature mortality persons experiencing homelessness face numerous challenges often feeling marginalized and overlooked this stigma can discourage individuals from seeking care due to fear of judgment or mistreatment the Christian service center serves as a crucial hug for individuals seeking refuge and support day Services offers an opportunity for engagement and establishing trust by integrating accessible primary and Behavioral Health Services within this facility essential services are within reach for those who need it most efforts to provide comprehensive accessible and culturally competent care can overcome many of the barriers these individuals are faced with many who don't have insurance or official identity ification which makes it difficult for them to access traditional Healthcare Services in addition many of them face Financial barriers to healthcare they lack transportation and may suffer from mental illness that precludes their ability to seek or adhere to treatment regiments by providing services such as food clothing showers legal services and cage management many of individuals competing priorities can be addressed right on site the Chris service center and their Partners provide collaborative solutions to meeting the diverse needs of this population and consolidating these Services enables the optimization of resources by utilizing the existing infrastructure staff and Facilities this approach ensures efficient use while maximizing impact in conclusion I implore the council to consider the renovation of the Christian service center as this initiative aligns with our Collective commitment to social responsibility compassion and Equity within our city thank you thank you P Michael Parkins jackn pascali Vance [Music] Reigns good afternoon mayor and Commissioners Michael Perkins 13644 sunshowers Circle as president of the board of directors of the center I've had the opportunity to volunteer in a variety of capacities in support of our work most important to me is my time at the access point which you've already heard about where we engage with people experiencing homelessness to assist them in finding Aid comfort and ideally housing money is tight we've never had enough resources to help anyone but as you saw from the numbers we've already assisted about 1,500 adults and children this year with housing we've served well over 100,000 meals on campus provided thousands of items of clothing and working with our onsite partner agent gencies have offered showers US mail service health services and even job placement aside from the services we offer to our downtown neighbors who need them the Christian service center offers an intangible benefit to our community we serve as a safe place for all of those who come to campus from my time speaking with our clients I know that living on the street is nearly incomprehensible to those of us fortunate to never experience it it is unsafe lonely cold uncomfortable and frightening the center offers a daily reprieve from all of this a place of Solace to those who need it most as you consider your support for the Christian service center today I hope that you will keep in mind the work that we have done to assist so many of our neighbors who have needed help in their time of need our mission is to create a day service location for those experiencing homelessness that will serve as a standard for other communities in Florida and across the country to meet as the city of Orlando takes the manle and supports our efforts today we hope that other communities in Central Florida and Beyond will see the importance of taking this step as we see homelessness cons continue to rise locally as well as nationally it will take concerted efforts such as this to take this problem on I ask you to take the lead on this issue today vote in favor of creating a day service CER that will provide support for the community now and into the future take the opportunity to show other communities the way helping them as we help those who most need it thank you thank you Michael Jacqueline pascali Vance Reigns after Vance Derk Williams pastor and Annie ashy good afternoon Vance Reigns 142 East Jackson I am the lead pastor at the First United Methodist Church of Orlando one of the founding churches of the Christian service center I'm also a proud member of the board of director directors First Church Orlando has a long history with the homeless uh long before the Coalition for the almost existed which is also an agency we helped to found in the ear late ' 80s and the early 1990s uh First Church Orlando defied city ordinances allowing homeless persons to sleep on our grounds every night because Orlando lacked shelters as we are saying still today years later my church continues to interact with homeless persons every day many know that this Wednesday morning is Orlando's annual homeless person's memorial service remembering those who have died homeless in 2023 in most cases these persons have endured unimaginable hardships many have died alone on our own streets much of their lives and deaths were tragic but on Wednesday we'll honor these persons by reading their names names that we know largely because of organizations like the Christian service center while much of their lives have been fil been undignified agencies like the Christian Service Center have provided small but much needed dignities clothing meals showers support laundry services and others I will confess openly that I don't enjoy all of my interactions with homeless persons I grow weary of their requests for assistance I don't appreciate always the mess that they leave around my church that I find every single morning I'm not always comfortable going to and from the Christian service center for our board meetings I understand why members of the Paramore Community might struggle with the large number of homeless in their neighborhoods I can't speak to the decisions that were made long ago to locate the Christian service center in Paramore but that's where we are we're not debating the location of the Christian C Center what we're here to do today is talk about how do we adequately fund the work that is done in that place both the homeless and paramor residents deserve a refurbished modernized secure Christian service center providing services that do more than perpetuate the status quo this funding will provide much needed facility enhancements and strengthen opportunities to move persons from joblessness homelessness and vulnerability to health stability and productivity a deteriorating facility with too little resources doesn't serve anyone well I strongly encourage you to support this thank you thank you Pastor Pastor Derek Williams good afternoon mayor Dyer to the Commissioners uh my name is Derek Williams I am the senior pastor over at the shallow Baptist Church of Orlando uh we're located at 604 West Jackson Street I was privileged to serve uh on a think tank ched by uh the Reverend Dr Robert spoony uh looking at the accelerated Orlando homelessness in District 5 and more specifically the parore community and surrounding areas unfortunately Dr spoony uh is traveling today and unable to be here so I I'm standing in the Gap and would like to say just a few words on behalf of the think team to help evaluate the impact of the homelessness uh on the quality of life for the residents and other stakeholders the think tank uh held a series of listening sessions uh 70 individuals attended uh the first one and 46 persons attended the second one so based on our own EXP experiences and feedback from the community the think tin produced a white paper with a series of findings and uh recommendations which has already been shared with the council let me mention to you just a few of the findings one the residents and stakeholders are concerned about the increasing number of homeless individuals sleeping on sidewalks and on private property in the targeted area uh two the second uh the residents and stakeholders embrace the concept of of reducing the presence of unsheltered in the streets of Orlando by 50% during the day but our concerned about what happens when the comprehensive day centers close at night uh we also found that District 5 has a disproportion uh disproportionate number of service providers and uh homeless facilities all the members of the think tank agree that the accelerated Orlando plan has great benefit for the homeless however consideration must be given to the residents and stakeholders who will be impacted by the natural increase of the flow of the homeless population in our area to that end uh let me highlight just a few of the recommendations first uh do establish the comprehensive day center for the homeless but secondly immediately uh incorporate funding to increase the number of temporary overnight bids in Orlando in the Orlando area by establishing two overnight shelter facilities with a minimum of 100 beds each I'd like to thank mayor Dyer and the council and the CRA for considering uh this request and we we strongly encourage uh of the council to approve thank you thank you Pastor Anna Ashy and then Pastor Joel honor hello my name is Anna ashy of 739 West Concord Street and I am the President of the lak do Village neighborhood association I am speaking on behalf of myself today as I know that there is not a consensus amongst my neighbors on this complex issue the Paramore community has historically borne the brunt of housing the majority of the social services not just for Orlando but the entire region this is why after this issue was raised our neighborhood association requested an ongoing community-based advisory Council on these issues to understand the city's current and future plans as well as to be a voice for the community most impacted it was assembled they met twice about this very issue sharing ideas and concerns then last week it was disbanded to the surprise to the dis to the surprise and dismay of its members while in full disclosure I have worked at HSN for over a year I have lived in this community for over 11 years and have seen the increase in unsheltered homelessness as Rin of skyrocketed in the area to me conflating the increased presence of tense and unsheltered individuals to the CSC as has been suggested by some here and elsewhere does not make sense as we have seen this increase across our region and even the nation attributing an entire area's unsheltered issue to one out of four agencies all serving the same population is not an argument I want to make today I too have experienced my car being broken into multiple times people trying to break into my backyard people trying to use the bathroom on my front yard I witness drug deals on a near daily basis and have items stolen from my front porch I am raising a young family in this neighborhood and nothing matters more to me than the safety of our homes and streets however I can confidently say that I do not believe that eliminating or shrinking a service that is connecting people to housing food jobs showers laundry phone charging and arit from the Heap would help address that issue there have been many comments and conversations projecting of allowing this renovation would somehow worsen this I would like it to be considered what happens if we don't do this and if we look at cities around the country who tried to relocate Services outside of downtowns falsely believing the unsheltered would follow crime actually in increased in those areas I am actually afraid of how much worse it would get when you have hungrier hotter and more disconnected folks roaming around our sidewalks I know that desperate people do desperate things to survive and I fear crime would increase here as it did in those areas since the EST shelters in our area are not going anywhere and we know that un shelter people tend to congregate in urban downtown centers across the country I cannot see how bringing a facility up to code and improving their ability to get more people connected to housing when they already have a great track record of doing so would have a detrimental impact I came here today to both state my support of this renovation and the good work CSC is doing to help people exit homelessness and off of our sidewalks and state that the city needs to increase their efforts to fund similar resources across the city our neighborhood cannot continue to be the primary one bearing the load for the region as is currently and historically been the case due to the systemic marginalization this community has experienced I would also ask that as the city's plan to address the unsheltered is advaned that they reconsider the disbanding of the community think tank that was a much needed bridge to the community bearing this disproportionate burden thank you thank you Joel Hunter Brian Hudson Janice Hagen Seeker first let me say that was really well said um my comments are going to be very simple after that um my name is Joel Hunter I'm the pastor of community benefit at action church and a former chair of the Central Florida Commission on homelessness I'm here to speak on behalf of the Christian service Center's comprehensive monitorization program to become the city's first comprehensive day Center the city needs us upgrade in services to our most vulnerable population there are many reasons to support this project but let me just point to two first it's the right thing to do let's not flunk Humanity 101 as the recent interviews with educational leadership demonstrated it is not a good idea to get so caught up in the caution that we lose the virtue of basic compassion well there are reasons to Think Through the implications of every decision some decisions are just morally right like those that will better protect and serve the vulnerable people in our community unsheltered people are some of the most desperate and needy of our neighbors and it is right to assist them in physical mental and relational ways many of us come from a tradition of love your neighbor as you love yourself which is an admonition found in most religions and Beyond in basic Humanity we have a long way to go and providing for the homeless but this is the next right step the other reason is that the Christian service center has outstanding and trusted leadership that will manage these funds in the most effective way though no one can match the majesty and wisdom of the center's immediate past leadership it's my best invitation to Jacob Jo thank you very much um Eric gray has the respect of other community leaders and our support in his quest to best serve those who most need help so please prioritize this investment homelessness is and will continue to be a crisis in this area but hopelessness need not grow with it thank you Pastor Brian Hudson Janice Hagen seeker seeker and uh you said Dr spoon is not going to be with us today okay and the third would be Eugene Shaw good afternoon everyone Brian Hudson 4027 Linux Boulevard um I appreciate the opportunity to be here today with all of you um I wanted to speak a little bit about the Christian service center and why I believe it's such an important pillar in the community um I myself two years ago was homeless living on the streets of Orlando um I was broken physically mentally emotionally financially and spiritually um through Christian service center I I got resources food clothing shelter um I was connected through compassion Corner um just a great bunch of people I got case management um personalized individual care that was uh able to help me get on my feet and uh for the past year 13 months actually I've been a client of central care mission um in that short amount of time I've been working on the vocation my several different pillars in my life um vocation being one um I now have over $11,000 in my bank account I'm completely debt-free um I've worked on my emotional and mental health uh I I feel so good it's it's almost incredible to think that where I was at a year ago or even two it's it's terrifying to think if I would not have come across Christian service center where I would be today um my relationship with God my spirituality is so strong now and you know it's in the name Christian service center it's churches and its people that care and want to spread the love of God to people that need it and I I need it every day and um I found I found a community that's willing to give it and I'm just very thankful for everything that that they're doing and and I hear a lot of good talking points up here today and I'm just I'm so thankful to be a part of this and uh to be someone that can come up here and say it works you know from experience and uh I just I appreciate your time and please continue to consider helping helping us and helping the people that need it through Christian service center um because it's it's really does make a difference just to have a place that that we can go and and find the services that we need and and places like central care mission that allow for trans transformation just in people's lives families one man at a time and uh people like Spence and Linda I just I'm so thankful for all of you and uh thank you for letting me come up here and share my testimony a little bit God bless you all thank you for t uh Janice Hagen scker and then Eugene Shaw Janice go ahead good afternoon I'm Janice Hagan sicker and I live at 11999 Autumn Fern Lane in Orlando I've lived in Orlando for 10 years and I'm a recently retired senior Vice President of Finance from Advent Health having served them for 40 plus years in various locations in the system currently I'm the vice chair of the CSC board and will assume the board position in uh 2024 thank you for the opportunity to speak in support of the renovation and investment in the Christian service center to meet the ongoing needs of the underprivileged population in Orlando working at Advent Health gave me the opportunity to observe and participate in understanding the health challenges the poor and homeless experience daily the leaders of the CSC have taken an active role in developing relationships resulting in Partnerships with salt compassion Corner Straight Street First Step Staffing The Hope team Orange Blossom Family Health Community Legal Services of a mid Florida hope and help and the homeless service network to make the POR Paramore Center possible the campus has truly become a Community Partnership while the creation and management of the the campus has been a great deal of work our primary goals are still getting as many people as possible housed hired and healthy uh I'm not sure what any of us expected when we began this journey over three years ago but we have helped 500 adults and children who are living on the street into permanent housing on top of that we've helped another 3500 adults and children avoid home lessness by keeping them from eviction as I take on the role as board chair in 2024 we'll be adding a new focus of modernizing our paramor campus but our work of rescuing adults and children from homelessness will not slow we hope our city will continue to invest in long-term and short-term solutions to homelessness and we will do our part to encourage all surrounding sister city to do so as well thank you thank you Eugene Shaw followed by Lana gelzer followed by Jane Callahan thank you mayor and Commissioners my name is Eugene Chaw and I attend the Mount Zion Missionary Baptist Institute Church in the Paramore District so every Sunday I see what the problem is and I have a recommendation that we send independent observers to San Antonio and Los Angeles to try and determine what the best practices [Music] are I also recommend that we clearly articulate what our goals are and set metrics so that we can actually measure those goals that way we can keep track if we're approaching it the right way or not so I thank you for opportunity to share my comments thank you Lana gelzer Jane Callahan Rufus McCoy hello can you hear me yes we can thank you Lana GS at 815 Hill Street Orlando today I speak on what is really a stakeholder and what is transpiring today 1971 my family built the home that I'm currently sitting in so I've seen what has happened in the paramar community especially since 1971 when you say stakeholders I'm very concerned that the stakeholders are picked and choosed by who you want them what you want them to be and sometime you have to have diversity and so my late father always said when you're not at the table you're on the menu pmore has been on the menu for so many years despite everybody's intentions you truly do not know the impact as a business owner homeowner and who resided in this community for many years we have brought solutions to you in the past so I want to talk about what really happened when you came across your so-called stakeholders once again our neighborhood association was left off from that meeting we were not included and then you had the two checkbox meetings that meant we wrote our questions down you picked and choose the ones you wanted to hear you've not heard me say I'm against this project I'm against the process and that once again lack of diversity at the table is giving us the same results so I know you're going to go ahead and give them the money but for the record it's a lot of people who are dealing with homelessness and dealing with tent cities that are dealing with a lot of things that bring solutions to the table but because you might not agree on their methods or because they're strong strong minded you don't want to hear from them but if you continue to throw money in the same areas that you've done in the past you were doomed to repeat and they have the same problem I currently have walked out my door and saw three tents one currently on the property of Orlando on the on the corner of the and Jefferson and it has been there forever we're tired of seeing what is going on but yet you do not want us at the table until you get your answers so your answers is that we're in support we're not in support I know I'm not and a lot of the members are not in support support I want to say thank you for moving this from the consent agenda so at least somebody can hear what we're saying but currently this program will benefit those who you want it to benefit so if you can do one thing bring back the task force continue it on so it can monitor to see what's going on and expand who's at that table because if we're not at the table we're doing to repeat and have a serious home problem homeless problems or what people call houseless problem in Paramore thank you okay Jane [Applause] Callahan Rufus mcoy then this NASA Dixon thank you mayor thank you everybody on the board my name is Rufus McCoy I'm here to speak on Christian service center I am a recent client I just left Christian service center got into a apartment complex in uh International Drive area and it's a nice place it's a rooming house got good roommates but I do want to continue I do want my own and this is just to start I have to crawl before I have to walk and I'm crawling I want to be like my man that was before me he said they helped him he got things going I want to be just right behind him but Christian service center is a good place to be and a good place to get yourself back together from being homeless I was out there for 2 and 1/2 years short brief but but it was hard I lost hope I didn't think I would ever find anything but I did thank you for chrisan service center they came around to me the second time the first time I came here from Detroit Michigan 2001 my man right there standing beside you Mr Mayor it's a good friend and I always love him because he helped me and now here we are again doing the same old thing I didn't think I would do it again but I said pray to God came out of it once you'll do it again and that's what I'm going to do and I want Christian service center to remain where they're at and help with the people that do come far and far between miles away and don't have no place to stay they are there to help my first round they didn't have the showers they had the mail they had the housing but all the other stuff that was there they didn't have this time came around it was there I was wondering when it would come and it came and thank God that they were there for me again that's all I got to say thank you NASA Dixon and then Phil coward good afternoon um my name is NASA Dixon I am the associate director for Straight Street and I'm here just to to briefly state that the approval of this fund for Christian service center is um not only for the organization but for many of the clients that I experienced throughout my time um one thing that I recognize is that there's a lot of need a lot of people who rely on us consistently every day and I know some of you all have faced the negative effects of homelessness but one thing I do want to encourage as well as encourage the the mayor and the Commissioners is to remain Vigilant to stay strong in this fight to allow us to continue to support those who are in need to continue to just be there for them consistently I know there's a difficulties coming ahead I know there's obstacles that we all face whether it's the organization or the client but I know at the end of the day that we all have a heart of giv heart of service and we are trying to make the difference so I ask that you guys um approve and consider funding and um thank you for your time thank you Phil C good afternoon mayor and councilman I know I'm probably the only person here that came to speak against this proposal and I want you to understand that I'm not against the proposal in general I'm just thinking that it's not the time to do it and the reason I'm thinking that is we own properties all over Central Street and Church Street I'm sure many of you get emails from me on a daily basis and it's beyond my comprehension how that neighborhood could be totally out of control 24 hours a day we have homeless people occupying the streets and our property you've heard homeowners talking about the problems and there's no reason the city can't control it as an example of how I know the city can control it I'm sure all of y'all know know where Terry Street is between Central Street and Washington for years that street was covered with tents until recently an amazing thing happened all the tents disappeared and never came back anybody know why that is could it have something to do with Terry Street that's soon to uh connect the intersection of Anderson Terry to the university could it be that we're hiding the problem I think it probably is maybe there's some other excuse I don't know I also like to ask why our ordinance number 27-42 which is sitting or lying on sidewalks in downtown specifically excludes the areas around the homeless facilities how is that possible when the biggest problems in Orlando with this thing is exactly around the homeless facilities now does that show some intent come on guys we know there must be a reason for that and that needs to be modified Eric gray was telling me the city's thinking about modifying that rule right now having to do with I guess fights in these areas in any case we need to increase that rule to encumber the whole City or at least all a Paramore there's no real excuse for that I also would like to suggest that someone take a look at all the pictures that I've sent of the Orlando Orange County Health Department in the last six months or a year every day this facility is covered up with homeless people sleeping not on the property but on their big billboard on their sign now where is that that's 100 ft or so from the Christian service center now who can be against helping the homeless on Christmas nobody but who can also be against not supporting the enforcement of the law and protection of the property owners in parore thank you for your consideration okay that's all the cards I have was there any other cards Madam clerk yes we have two more mayor Randy rush and Kathy Hazelwood May said long AGA okay Randy Rush waves his time in support of moving forward and Kathy Hazelwood and now there comes Kathy this is going to be very short and sweet Kathy Hazelwood 621 Lake View um I'm here as an advocate for affordable housing and appreciate all the work that you're doing around that and then as a friend of the Christian service center and I would love to encourage you to vote for the approval of the funding thank you madam Clark that's on mayor okay so that is the completion of the public comments so I'm going to close the public hearing portion of this without objection I'm going to adjourn the joint meeting and I'm going to reconvene the city council meeting for consider consideration of new new business item number one which is the item that needs to come before city council so I'll open it for discussion for motions commissioner Stewart um I think go ahead and make a motion first and I'll make some comment make a motion to adopt recommendation one double okay motion by commissioner Stewart second by commissioner Shen discussion commissioner Stewart mayor let me just sh I got a couple comments I'd like to share and some reference to it I I've had the opportunity to serve as executive director of the Christian service center I did for 25 years was involved for about six or eight years prior to that um and um I I want to kind of give a brief little background as to kind of what's happened around the benefit of of having a recent birthday gives me a chance to benefit of reminiscing when I want uh so if you all don't like it then too bad the um 1946 um a group of businessmen from First Baptist Church decided to get together and create a small group that became the Orlando Union Rescue Mission uh I have a unique contact of that I don't brag on this except to to to share that it's part of my heart it was my father's founding of one of those one of those four men and so um this ministry I grew up with as a teenager um as a young child to be involved and engaged in helping others 1971 uh the Christian service are going to get started um a few years later in the 80s uh the Coalition for the homeless get started because and my story which if I say it loud enough and long enough people think it's actually true but so it may or may not be true but the churches came back down to downtown Orlando went to the Christian service center and essentially said we need housing and we said we can't address that let's address that differently as a whole community and so we began to do that and that began the Coalition so those three organizations along with the the Salvation Army have been carrying the water decades Generations if possible if you want to call it that 2004 for mayor uh Hood convened a um a commission on homelessness to see what to do uh she asked me and um Terry Del Hunty my good friend to chair a working committee on homelessness mayor you came in and continued that and I'm so grateful for that and I say all that to say that that in that process 20 years ago we looked around and said yes that's 20 years ago and said what does our community need came up with 19 recommendations for the community um and said we got to do them all and we're going to do it in a priority and here's how here's how we recommend it let's just move down this task mayor I want to applaud you and applaud this Council because we've continued to chip away at those recommendations um they are Timeless in a sense um um but at the same time they contain some things that are very important that simply not much of the change has occurred one of the things that I share with you is is that we talked about having a comprehensive day Center in 2005 as a long-term need for our community we talked about having a a affordable housing element of what we're doing we talked about all those issues and made those recommendations back to this council at that time it's only through happen stance that we have the opportunity to have the assets ability to move forward and mayor I appreciate and applaud your work and your continued Comm for your entire time here uh on this issue I also want to share with you that that when you begin to look at where we are going these issues are much more um how I say this they they are Timeless in a sense and they are are timely in a sense um there's things that we know we want to do Joel thank you for your comment because I think the issue we deal with is not homelessness it's helplessness and how do we address helplessness if we don't provide a house for somebody if we don't provide those Services there will always be an element of our community that will will turn away from this uh we felt years ago that this issue was an issue that was always a carot in a stick that what you want to do is you want to provide a carrot for people who really want to make change in their life and then if they don't then we're going to have to do some enforcement I think this is on the edge of where we always wanted to be with providing a carrot people want help we want to provide that now the challenge is I know that facility prob me almost as well as Eric now and of course Brian um that facility has been beat up uh for a long time uh this is our opportunity I began these discussions six or seven years ago when I was an executive director with Thomas Chapman about how do we move forward what's the direction what's the role the city plays how can we accomplish this task all that was part of that same thing and I feel like we are now finally there but better than what our discussion with Thomas my discussion with Thomas was we are there with a plan that moves forward with an action and we're there with measurables that we can determine our success the next 18 months are going to be crazy cuz you got a lot of construction you got to do but I think for once when we said 20 years ago that we needed five or six of these things around our community we now finally have a chance to do one and to set that as a model to people in Apopka and Winter Park and Maitland Sanford um St Cloud CMI and to take this area because those people that are literally in our doorsteps are our neighbors one of the things we did years ago was we did thing called the Thousand man study all we did was we went through the Coalition of the homas and we tracked and and surveyed every person up until you got a thousand and just said that's the number we're going to cut it off we found that 82% of the people considered this town their home so what are we doing about our neighbors this is a chance I think mayor thank you for this I think it's part appropriate to be uh part of a comprehensive plan I think it's appropriate to look at affordable housing I think it's appropriate to look at other locations where we can ride these for services but Orlando cannot take this Brun the only benefit that only Orlando has done is had this wonderful opportunity with the CRA to be able to take advantage of that out of our taxing district we move this out to you know say Rosemont or uh or Thorton park or Lake Nona it becomes a different kind of funding cycle and we can't afford that so we need to go look at other municipalities and see if they can kind of complement what we're doing had a little bit of progress with East Orange County uh some progress with West Orange County but we need to do a great deal more I am thrilled about this being that model mayor I'm sorry for taking so long but it's a it's an area that's very dear to my heart um but I'm thrilled about this being that model and a chance for us now to uh move this forward not only for the sake of our citizens that we serve but also for the sake of an example as a byproduct to be something that we can serve and show our community that you can come together and you can make genuine positive change U so with that may I'm honored to support it thank you commissioner further discussion hearing none all in favor the motion indicate so by saying I I those opposed and so the motion carries so let's get through this procedural part of this uh if there's no objection I'm going to reset the city council meeting and reconvene the CRA meeting for consideration of new business item number two which was item number four on the original CRA agenda is there a motion to approve motion by commission Sheen second by commissioner Burns it's the same item that we just voted on as a city council discussion hearing none all in favor of the motion indicate so by saying I I those oppos and so this so the motion carries David we have more on that agenda but let's do the two items that um number three and number five which relate to similar subject matter so that the people that are interested in that um can take their leave after those two absolutely mayor item three on the CRA is the agreement that I referenced before this is with um the Coalition for the homeless for our annual funding for the men's service center uh as reference earlier uh we've had an agreement our last agreement was for 10 years from 2013 until 2023 what is before you is annual funding in the amount of 300,000 uh for three years to fund the operations of the men service center with a coalition for the homeless motion by commissioner Stewart second by commissioner Shen discussion hear none all in favor the motion indicate so by saying I I as opposed motion carries and number five number five is the cra's annual funding agreement with the health care center for the uh Healthcare Center for the homeless this is the Hope team agreement again that I referenced earlier CRA funds two of the seven hope team members as well as providing funding towards supervision uh it is for just shy of $112,000 for this next uh 23 24 fiscal year second motion B she second by commissioner Stewart discussion commissioner Burns uh yes thank you mayor uh good good afternoon again as you all aware I have the privilege of serving as the president and CEO of the healthc care center for the homeless uh now over 20 years uh and item five item five uh that we're discussing is uh funding agreement with ACCC for many years the CRA has provided this grant funding to hcch and HC will again be receiving the great grant funding for the current fiscal under this agreement I like to note that none of my compensation will come from the funds received pursuant to the funding agreement and that I have not participated in uh any manner in any way I have filed the necessary paperwork of a voting conflict with the city clerk and will be abstaining from this vote thank you commissioner further discussion hearing none all in favor of the motion indicate so by saying I I those opposed and so the motion carries okay this is a historic day you know I've been mayor now 21 years in the city of Orlando and since the first day I became mayor we've been talking about this specific issue so I don't want to let it go unnoticed that this happens every 21 years or so um but I'm extremely hopeful that this will be clearing call to other cities other counties to do likewise because this is the first but we need a number of not as large but smaller ones located throughout the region um and we also need a number of shelters located throughout the region and we need a lot more affordable housing so those are things that we all agree on um but we can't do it just by ourselves as the city of Orlando so all of you that came and testified today I thank you for that it's a great day in the city of Orlando but let's make it a great such day that it starts a wave in our region to get this all accomplished so I'm going to take a short break now and let those who came just for those items make their way so that everybody else is still standing along the walls that applicant for the dto restaurant program uh this is Gonzalez enco they have a restaurant looking to move to uh right here in the smack Center of downtown Orlando right at 54 West in the former Amura location the name of that business is Blue Wave Sushi uh they are leasing just about 3,000 square ft of space there and uh had bring 10 years of experience in operating similar restaurant type of oper operations um through this program they actually qualify for the $50,000 in rent abatement that was approved several months ago uh so we are asking uh for that approval for Blue Wave Sushi motion by commissioner she and second by commissioner Stewart discussion hearing none all in favor of the motion indicate so by saying I I those oppos motion carries number seven number seven this is a retail stimulus program funding agreement with Florida lobster LLC uh it's a business by the name of Mason's famous lobster rolls they are moving to the uh southwest corner of Central in Orange bringing a uh Lobster establishment as you may presume to that location uh it's about 1924 Square ft uh and they anticipate spending just about $277,000 in renovations to that space so through the cra's program they qualify for $775,000 in tenant improvements in addition to to $25,000 in rental abatement for a total Award of $100,000 from the C motion by commissioner Shen second by commissioner Stewart discussion hearing none all in favor the motion indicate so by saying I I those opposed motion carries number eight number eight mayor is another applicant for our uh dto uh retail stimulus program or retail agreement program this one with Goldfinger Aesthetics of Thorton Park uh Goldfinger they are moving in to um 101 Lake Avenue that's the city tower building just south of lakeola they're leasing about 1,000 square ft there and they bring six years of experience of operating a similar type of business right here to the downtown CRA they're spending just about $223,000 in improvements to that space uh which qualifies them for just a shy of $65,000 in funding towards those improvements from the CRA in addition to 25 ,000 in rent payment second motion by commissioner Sheen second by commissioner Stewart discussion hearing none all in favor motion indicate so by saying I I H opposed motion carries number nine number nine is a yet again another dto retail Pro agreement with Fountain of Youth Medical Spa LLC this is a business that goes by the name of nectar Aesthetics uh they're moving to 355 North Rosland Avenue we 10 so that's the radius building that was newly built uh just north of Lake Iola caddy corner to the sky House Development uh they bring eight years of experience uh in this realm to to that location and they are spending just about $250,000 in improvements to that space uh I believe some of the owners are here with us this afternoon uh excited to be heard uh they qualify for just shy of $70,000 in funding towards those 10 improvements uh to the space as well as $225,000 in R assistance from the program motion by commissioner Shen second by commissioner Stewart discussion hearing none all in favor of the motion indicate so by saying I I I those opposed and so the motion carries and number 10 10 is a dto retail program agreement with Lux MedSpa Aesthetics uh another wonderful spot we're bringing here to downtown Orlando and I have the owner sitting uh right behind me here uh to voice their support uh they actually were formerly in downtown on the uh second floor of the building at Court Street uh in Central in downtown they are uh moving and expanding their business at 55 West on the second floor there uh they're leasing 3,800 s ft of space and spending about 1.3 million towards their buildout so they qualify for $150,000 in tenant improvements uh in an additional $50,000 in rental assistance for a total award from the program of $200,000 so s motion by commissioner Stewart second by commissioner Shen discussion hearing none all in favor of the motion indicate so by saying I those opposed and so the motion carries it looks like our restaurant and retail incentive agreements um or incenter program has start being to work pretty well I guess over the course of last three meetings that's probably what more than 10 businesses it it just about has been made we're off to a fast start and a lot more on the horizon so good things in downtown okay number 11 number 11 this is a dto facade grant for uh 712 East Washington Street uh the business there is known as Island time uh so they are doing some sighting and painting improvements uh based on their location they're eligible for 50% of the cost uh of those improvements from the CRA uh they are just shy of well they're at $ 69,1 38 in total cost for those improvements which qualify them for an award from the CRA at $34,000 $569 second motion by commissioner Shen second by commissioner Stewart discussion hearing none all in favor of the motion in case so by saying I I those opposed motion carries and number 12 and the final item before the CRA is our annual funding for the international Fringe Festival of Central Florida Inc funding agreement uh effectively what do is is right about this time last year we partnered with fringe to reactivate the Art Space um that was part of an incentive agreement at the 55 and 54 West Plaza um that space is now occupied by Fringe and last year we partnered with them to offer them $37,000 to to activate that space with a wide variety of program and also to partner uh with a number of other Arts organizations and give them access not only to the improvements of that space but also to the talent associated with operating those uh over this past year Fringe has exceeded all of those operating agreements and we've been pleased with the performance uh that they have ultimately brought to that space and to downtown what is before you is a additional year of funding towards that agreement of the same amount of $37,000 for that they would need to occupy that space or put performances on 150 of them throughout the year work with at least 25 different Arts organizations and 2,000 individual artists in addition they did ask for some improvements to the space which again is ultimately City least space uh those are an associ to sound proofing as well as some smaller General improvements to the space which is also included in the agreement and is a one-year term motion by commissioner Sheen second by commissioner Stewart discussion hearing none all in favor the want to say they they are doing an amazing job and thank you for your supportive Fringe and they have done all the things that we always wanted in that space and that never happened and I just want to say it's so important to pay the artists and all the people involved and they have made a commitment to that and I want to thank Fringe for that because we had a lot of problems in the past with people taking advantage of artists and it's so important in this community to pay our performing artists our visual artists and I just can't say enough nice things about French and what they've been doing in that space thank business so we're going to move to hearings we have one hearing on November 13 2023 city council adopted an initial assessment resolution for the city's imposition of an assessment that will assist in funding charity Health Care to uninsured and lowincome patients this is the seventh year of this assessment and the hospital subject to the assessment supported to complete the assessment proceedings and consider adoption of the final assessment resolution Council has required under the city's home rule special assessment ordinance to hold a public hearing notice of the hearing was advertised in the Orlando Sentinel on November the 20th 2023 Madame clerk would you read the title of the resolution into the record final assessment resolution imposing and leving special assessments on specially benefit properties to support the provision of Charity Health Care a final assessment resolution of the city council of the city of Orlando Florida authorizing and adopting an ad a non-ad assessment within the areas of the city limits described herein for the purpose of supporting the provision of charity healthc care by the city's hospitals to Indigent members of the Central Florida Community and the viability of those hospitals as important contributors to the city's economy finding and determining that certain real property espcially benefited by The increased support for charity care making certain other findings in relation there to establishing the method of assessing and collecting the assessment against the real property establishing a public hearing to consider andos of the proposed assessment and the method of its collection authorizing and directing the publication and mailing of notices in connection therewith if necessary specifying the maximum annual assessment amount and the maximum assessment Lane to be levied against the specially benefited real property providing for certain other authorizations and delegations of authority in relation th too providing
