[0:45] **Dave Shepherd**: I'm Dave shepherd I'm a commercial architect for the past 30 years and I'm part of a firm in HPR, and that's the long and short of it. Staff is Hilary Dvorak. This is 3601 -- 3701 and 3601 Washington avenue. [5:27] **Hilary Dvorak**: Okay. Good afternoon, commissioners. I'm Hilary Dvorak, a principal city planner in land use preservation section. I'm here to speak to Item No. 5 this evening for the properties at 3701 and 3601 Washington avenue north. This is located in north Minneapolis just two blocks west of the Mississippi River and just south of Dowling avenue. [5:55] **Hilary Dvorak**: FOR ORIENTATION, DOWLING AVENUE OR NORTH IS ON YOUR RIGHT SO THIS IS THE NORTH END OF THE SITE. WASHINGTON IS ON THE EASTSIDE OF THE SITE AND ON THE BOTTOM OF YOUR SCREEN. THE APPLICANT IS PROPOSING TO CONSTRUCT A 287-SPACE PRINCIPAL PARKING LOT ON THE SITE. THE PARKING LOT WOULD BE DIVIDED INTO TWO ZONES. THE SOUTHERN ZONE WOULD BE USED FOR RIDE-SHARING AND WOULD HAVE 74 PARKING SPACES AND THE NORTHERN ZONE WOULD BE USED FOR PAID PARKING. AND WOULD HAVE 213 PARKING SPACES. THE PAID PARKING SPACES YOU WOULD ORDER THAT SPACE WITH THE PURCHASE OF YOUR TICKET. [6:39] **Hilary Dvorak**: AND I SHOULD PROBABLY BACK UP AND SAY THIS PROJECT IS FOR THE COMMUNITY PERFORMING ARTS CENTER OR CPAC WHICH IS LOCATED IF WE 01 -- OR WILL BE LOCATED 3701 WEST RIVER ROAD NORTH. THAT PROJECT WAS APPROVED BY THE PLANNING COMMISSION BACK IN JUNE OF '23 AND THEY WILL BE LOOKING TO BE PULLING THEIR BUILDING PERMITS UNCLEAR WITH OPENING IN -- THIS YEAR IN SPRING OF '27 SO THIS PARKING LOT -- BOTH THE RIDE-SHARE AND THE PAID PARKING LOT SUPPORTS THE COMMUNITY PERFORMING ARTS CENTER THAT HAS ALREADY BEEN APPROVED BY THE PLANNING COMMISSION AND THE CITY COUNCIL AND SO THIS IS PARKING THAT SUPPORTS THAT USE. [7:23] **Hilary Dvorak**: THIS WILL BE TWO-VEHICLE ACCESS POINTS LEADING INTO AND OUT OF THE SURFACE PARKING LOT ONE IS LOCATED MID-BLOCK ON WASHINGTON AVENUE AND THE OTHER ONE ON THE SOUTHERN END OF THE SITE. THERE WILL BE GATES AT EACH OF THE INSTANCES AS THIS PARKING LOT WILL NOT BE AVAILABLE ON DATES THERE ARE NOT EVENTS AT THE CPAC. [7:47] **Hilary Dvorak**: AGAIN THE PRINCIPAL PARKING LOT WOULD SERVICE THE CPAC THIS IS A 230 SEAT AMPHITHEATER WHICH COULD HAVE UP TO -- SO UP TO 90 EVENTS PER YEAR. TICKET EVENTS WILL NOT BE SCHEDULED FROM JANUARY THROUGH APRIL. THE EXPECTATION IS THAT THESE LARGER TICKET EVENTS WOULD HAPPEN MID-MAY OR LATER. [8:11] **Hilary Dvorak**: FOR THE TYPICAL EVENTS AT CPAC SHOWS PARKING LOT OPEN AT 5:00 AND SHOWS END BY 10:00 PM. AS PART OF THE DEVELOPMENT OF THE CPAC, THE APPLICANT IS REQUIRED TO DEVELOP AN EVENT TRANSPORTATION MANAGEMENT PLAN OR AN ETMP. THE PLAN IS TO DEFINE THE TRANSPORTATION NEEDS AND STRATEGIES THAT WILL BE USED TO MANAGE TRAVEL TO AND FROM THE CPAC AND LIMIT TRAFFIC IMPACTS ON THE SURROUNDING NEIGHBORHOODS. [8:41] **Hilary Dvorak**: THE DRAFT ETMP WAS INCLUDED IN YOUR REPORT ATTACHMENTS UNDER THE STRATEGIES IDENTIFIED ON THE ETMP IS WHEN THE DEVELOPMENT APPROACHES FOR COMPLETION WHICH WILL BE A MANUAL EVENT DAY OPENS. AFTER THE CPAC OPENS IT WILL BE MONITORED BY THE APPLICANT, THE CITY OF MINNEAPOLIS AND THE PARK BOARD AND THE ETMP WILL BE ADJUSTED AS NEEDED. [9:10] **Hilary Dvorak**: SO FOR SOME BACKGROUND THE CITY AND THE PARK BOARD AND THE CPAC HAVE BEEN WORKING ON THE PROPERTIES ON THE LARGER 53-ACRE SITE SO THIS IS ONE PARCEL OF THAT LARGER SITE. [9:26] **Hilary Dvorak**: THE ETMP WILL NEED TO BE APPROVED BY BOTH CPED AND THE PUBLIC WORKS DEPARTMENT BEFORE THE CERTIFICATE OF OCCUPANCY IS ISSUED FOR THE CPAC. THE CPAC WILL HAVE NO ONSITE PARKING FOR THOSE OF YOU WHO WERE HERE MAY RECALL THIS CONVERSATION AND, THEREFORE, WILL RELY ON A COMBINATION OF YOU SHUTTLE BUSES RIDE-SHARE WHICH THIS APPLICATION IS FOR. OFFSITE PARKING WHICH ALSO THIS APPLICATION IS FOR BIKING, WALKING AND TRANSIT AS A MEANS TO GET TO AND FROM THE AMPHITHEATER. THERE ARE GOALS THAT HAVE BEEN DISCUSSED AND WITH THE DEPARTMENT OF PUBLIC WORKS AND YOU CAN SEE THOSE MOLD SHARE GOALS FOR THE DIFFERENT WAYS IN WHICH ONE WILL GET TO THE AMPHITHEATER. THE RIDE-SHARE PARKING AREA WILL ACCOMMODATE 70 VEHICLES. [10:11] **Hilary Dvorak**: THE ETMP PROJECTS 32 PERCENT OR PARTICULARLY 3,000 GUESTS WILL ARRIVE VIA RIDE-SHARE SO THOSE PARKING SPACES ARE GOING TO TURN OVER AND OVER AND OVER LEADING UP TO THE EVENTS AND THEY WILL TURN OVER AND OVER AGAIN AT THE END OF THE EVENT. THAT THE PAID PARKING AREA WILL ACCOMMODATE 213 VEHICLES. IF EACH VEHICLE IS OCCUPIED BY AT LEAST TWO PEOPLE WHICH WE'D HOPE THAT'D BE IF NOT MORE THIS IS APPROXIMATELY 5 PERCENT THE OVERALL GUESTS. [10:48] **Hilary Dvorak**: I'M GOING TO GO UP ONE. THE PARKING LOT IS LOCATED APPROXIMATELY ONE-THIRD OF A MILE FROM THE CPAC I'M GOING TO SEE TO GET YOU A LITTLE CLOSER. SO THIS IS THE PARKING LOT THAT WE'RE TALKING ABOUT TODAY. THE CPAC SITS RIGHT IN THIS AREA. WE'RE UNDER SOUTH OF WHERE THE ROAD -- THE PARKWAY WEST RIVER ROAD WHERE IT JOGS OUT TO THAT ROAD AND THE ARCH THEATER WILL BE SITTING HERE. [11:21] **Hilary Dvorak**: SO FOR THOSE FOLKS WHO WEREN'T HERE WHEN WE DID THE AMPHITHEATER IF YOU DO RIDE-SHARE DOWN HERE OR PAY UP HERE THERE WILL BE TRAFFIC ASSETS HERE GETTING PEOPLE TO TRAFFIC AND CARS WHERE THEY NEED TO BE. PEOPLE WILL WALK UP WASHINGTON TO DOWLING, CROSS DOWLING AT THE TRAFFIC LIGHTS WITH OUR TRAFFIC CONTROL AGENTS AND THEN DOWN WEST RIVER ROAD, MAIN ENTRANCE TO THE CPAC IS AT THE NORTH END ARE THERE. POINT OF VIEW RIGHT THERE. THAT WOULD BE THE PATH TRAVELED ON RIDE-SHARE OR IF YOU HAD PAID FOR A PARKING TICKET IN THAT LOT. [12:02] **Hilary Dvorak**: SO IT IS ABOUT ONE-THIRD OF A MILE FOR GUESTS TO WALK FROM THE PARKING LOT TO THE CPAC. THE MAXIMUM LOT SIZE IN THE CORRIDOR IS ONE ACRE. THE SITE IS 2.93 ACRES, THEREFORE, A CONDITIONAL USE PERMIT FOR A PLANNED UNIT DEVELOPMENT OR PUD IS REQUIRED. THEY HAVE APPLIED FOR THAT. PARKING LOT -- SURFACE PARKING LOTS AND ANY ZONING LOT IS ZONED AND SO THEY HAVE APPLIED FOR A CONDITIONAL ZONING PERMIT AND. THE FIRST ACTION ON THE AGENDA FOR THIS ITEM IS A PUBLIC LAND CONVEYANCE FINDING THAT THIS IS IN CONFORMANCE WITH THE COMPREHENSIVE PLAN. AND WE ARE ASKING THAT YOU MAKE THAT FINDING TONIGHT AS PART OF THAT APPLICATION. [12:56] **Hilary Dvorak**: FOR THE PARKING LOT -- OR, EXCUSE ME, FOR THE CONDITIONAL USE PERMIT FOR THE PLANNED UNIT DEVELOPMENT THEY NEEDED 10 POINTS OF AMENITIES TO ESTABLISH -- TO ESTABLISH -- WHOOPS. OKAY, SORRY. HERE WE GO. OKAY. BE. I'M GOING TO START OVER ON THIS ONE. THAT'S WHAT I DO WHEN I CAN'T FIGURE OUT, I START OVER. LET ME GO TO THE LANDSCAPE PLAN. I DON'T KNOW IF YOU GUYS CAN SEE THAT. [13:36] **Commissioner Aurin Chowdhury**: While you're looking into that Hilary, one of my questions was going to be help us understand the pedestrian improvements the eight points they're getting for that. If you could highlight that that'd be great. [13:50] **Hilary Dvorak**: Sure. So they needed 10 points to establish the PUD. WE ARE RECOMMENDING 16 POINTS. THERE'S ALSO SOME RATIONALE AND THINKING BEHIND THOSE ADDITIONAL POINTS IS THAT THEY ARE GOING TO BE SEEKING A SIGNED PLAN FOR THIS SITE TO ADVERTISE THE USE AND SO THOSE ADDITIONAL POINTS -- THOSE 6 ADDITIONAL POINTS, 5 WOULD BE NEEDED FOR SIGNS SO THEY WOULD ALREADY HAVE THE POINTS. THAT STILL WOULD COME BACK TO ALL OF YOU TO SEE THE SIGNS BUT THE POINTS ARE ALREADY THERE AND I CAN JUST SAY FROM WORKING WITH DEVELOPERS ON EARTH YEARS FOR PLANNED UNIT DEVELOPMENTS -- IT'S MUCH EASIER TO PUT THE POINTS OR THE AMENITIES FROM THE START THEN TRYING TO RETROFIT AND PUT WATER MANAGEMENT AT THE TAIL END OR AMEND IT FOR SIGNS. SO THAT IS THE RATIONALE FOR HAVING MORE POINTS ON THE RECORD IF YOU WILL SAVING THOSE FOR THE FUTURE FOR SIGNS.
