thought we come to you today thank you for your love your grace and your tender mercy we invite you to come and lead and guide us in this meeting ask you god to bless each one of those in the present bless those that are in route and father we ask you to bless our community help us to continue to walk in unity and allow us to be examples for you we thank you for all that you've done for us thank you for what you are doing and thank you for what you know you're going to do jesus christ amen pledge allegiance to the fall of the united states of america into the republic for which it stands one nation under god indivisible with liberty and justice all right in accordance with the freedom of information act chapter 4 title 30 go to laws of south carolina in 1976. an agenda has been posted on the front door of city hall and notification this meeting is being given to the news media i understand we have a quorum yes sir all right first up we've got executive proposed executive session to discuss the performance review of city manager do i hear a motion motion to our enter executive session to discuss performance review of city manager um with possible action taken after that second a motion by mr miller's second part low any further discussion regarding the proposed executive session all in favor of going into executive session to discuss the performance review of the city manager with possible action to be taken upon return all opposed motion carries unanimously with five votes what is first up i think do you want a motion to reconvene tiffany is that what you're asking for no um yes we need a motion okay the extent we need one we will we will um motion to reconvene on regular business meetings thank you we have a motion mr miller second by ms bowles all in favor of reconvening our regular meeting russian peers unanimously with seven votes first item up is approval of the consent agenda have a motion by miss boles i will say second by miss park though um all in favor of approval of the consent agenda all opposed motion carries unanimously with seven votes all right we have five public hearings on the agenda tonight the first one for consideration is ordinance number 21-032 the author allows the city manager to issue cpw revenue bond anticipate notes in 2022 this is a an ordinance that we pass each year which provides agreement cpw flexibility to borrow money for natural gas if they need it there's no changes in this ordinance from prior years and if they were to have to um float a bond they would come before you with that documentation i understand natural gas has gone up considerably so probably good for them to have even if they don't use um anyway is there anyone that wishes to speak in favor of ordinance number proposed ordinance number 21-032 let the record reflect there are none is there anyone that wishes to speak in opposition to proposed ordinance number 41-032 a motion by miss hutto's second uh mr bulls any further discussion regarding ordinance number 21-032 all in favor of ordinance number 21-032 motion carries unanimously to seven votes public hearing item number two is to consider ordinance number 21-033 to levy tax for the city of greenwood for 2022 as previously mentioned uh there is no property tax increase this year and millage remains the same at 114.1 thank you is anyone that wishes to speak in favor of proposed ordinance number 21-033 let the record reflect there are none is there anyone that wishes to speak in opposition to proposed ordinance number 21-033 let the record reflect there are none do i hear a motion motion to approve uh 21 033 amending [Music] just remind me what what is the mill now do you all know so recall we had a roll back so it's it's it'll be set at 114. it was set at 114.1 for the taxes that billed in october of this year and it'll remain that for next year october of next year does that answer your question i think so so because of the reassessment we were at 116.8 i believe and then because of reassessment we had to drop our millage back so that the city doesn't see any kind of financial windfall off reassessment so we set that new millage or the property tax bills that went out in october and that will remain for october of next year unless council changes at some point in 2022 gotcha all right any further discussion regarding proposed ordinance number 21-033 all in favor of ordinance number 21-033 all opposed that motion appears unanimously with seven votes all right under public hearing item number three is consider ordinance number 21-034 to adopt the budgets for 2022 all the budgets and their revenues and expenditures are listed there the general fund budget is balanced at 18.89 million no changes since last reading all right is there anyone that wishes to speak in favor of proposed ordinance number 21-034 let the record reflect there are none is there anyone that wishes to speak in opposition to proposed ordinance number 21-034 let the record reflect there are none do i hear a motion with regard to this ordinance motion to approve ordinance number 21-034 adopting budgets for 2020 second i have a motion by mr miller's second carries unanimously there are seven votes [Music] okay under public hearings item number four is to consider ordinance number 21-035 to adopt the hospitality budget line item for 2022 this is a specific line item for funding for the arts center the museum and the theater and as we previously discussed as mr miller miss hutto are employees of those organizations they abstain from voting on this one line item is there anything i think there's not excusable or anything from the room or anything that they need they just they can't participate in any discussion regarding the ordinance gotcha is there anyone that wishes to speak in favor of ordinance number 21-035 let the record reflect there are none is there anyone that wishes to speak in opposition to ordinance number 21-035 let the record reflect there are none do i hear a motion motion to approve um ordinance 21035 second a motion by ms bowles second by mr bass any further discussion regarding ordinance number 21-035 all in favor of ordinance number 21.035 that motion varies unanimously with the five eligible voters all right the last public hearing is to consider ordinance number 21-036 authorizing the city manager and the city clerk to execute an extension of the existing site lease agreement between the city of greenwood and agreement toro soccer club as indicated up there the original agreement was executed in 2012 their current agreement expires the end of this year they have requested a 10-year an additional 10-year extension for use of the fields which would carry that through october of 2031. all right is well the reason is that this is a part of a public hearing is what because it's an ordinance okay it has to be done through readings yes all right is there anyone that wishes to speak in favor of ordinance number 21-036 let the record reflect there are none is there anyone that wishes to speak in opposition to ordinance number 21-036 let the record reflect there none do i hear a motion motion to approve ordinance number 21-036 otherwise in city management clerk to execute an extension of existing site police in the city of greenwood and welcome to tomorrow's soccer ball have a motion by miss hollows second by mr miller any further discussion regarding ordinance number 21.036 all in favor of ordinance number 21-036 with one uh that vote carries unanimously with six votes in one extension sorry who was it that abstained we have four public appearances on the agenda tonight um we've asked if possible for everyone to try to keep their comments as close to five minutes as they can so first i'm going to recognize uh bishop oliver mccreary of moore's chapel bachelor [Music] thank you so much mr man um i'd like to say a couple of things about our community and what we can do to try to make it better november 16 2021 city council unanimously approved 5.8 million dollars from the american rescue plan american rescue plan of 2021 also called copen 19 stimulus package publication l number 117-2 march 11 2021 is united states 1.9 trillion economic stimulus uh field passed by the 117th united states congress signed into law by president joe biden an efforts to a speed of the country's recovery from economic and health effects of covert 19 pandemic and ongoing recession making child tax credit tax credit available for most georgia united states providing rent and utility to help struggling households due to pandemic funding vaccination distribution medicaid expansion uh was also part of the arp the act provides additional monies to states that enroll in the expanded program however south carolina is one of 12 states that have not chosen to be part of medicaid expansion in south carolina medicaid uh if south carolina expanded medicaid over 188 000 uninsured adults in the state could get health insurance that would be 40 percent of all uninsured adults in south carolina right now medicaid expansion would help provide financial support to low-income communities for medical bills it will provide better access to credit for home and auto loans broadening medicaid would help bring financial support to hospitals especially those in rural communities 48 states in our nation have expanded medicaid service 12 have not and south carolina's one to dwell amazing that south carolina refused to be part of the medicaid expansion but we did receive money from the american rescue plan which is federal dollars my question is a million uh uh my question is the millions of dollars that greenwood received for the kazakh american rescue plan who got cared for and who got rescued who got blessed and who got nothing for the halves and who would have nots have rescued and i'm so glad to hear that federal dollars went to help out our police on pro blue and 997 thousand nine hundred ninety seven thousand five hundred dollars uh thirty five percent went to police salaries i'm happy about that eight hundred and thirteen uh thousand seven hundred and fifty uh dollars went through the fire department i'm happy about that four hundred and seventy one thousand eight hundred and uh ninety seven dollars went to ten group police cars i'm happy about that 172 000 with the four department command vehicles i'm happy about that dollars went for gear for fire department i'm happy about that 2.6 2.64 2 674 147 got rescued 190 for a knuckle loader for public works a knuckle loader knuckle loader uh our swing exchange especially designed for handling logs that's what i read once the city got paid it paid off some of his debt an increase of 1.2 million dollars who got paid and who did not get paid the have-nots the department of treasury 31 cfr part 35 rin 1505-1877 corona virus state and local physical recovery funds action the interim final rule that the secretary of state issued to implement the coroner's physical recovery fund and coronavirus local physical recovery fund established under the american rescue plan as of april 2021 there were still 8.2 million fewer drives than before the pandemic during this time a significant prayer of the households that face food and housing insecurities economic disruptions impact the flow of credit the house service sustaining local government governments and businesses of all sizes including greenwood and that is uh once in a century crisis state tribal and local governments have been called on to respond in an immense scale and look like greenwood has stepped to the plate i appreciate me personally as a citizen of the community and made safer through blue through the funding of police and fire departments i'm happy about that as i said who have been blessed tremendously through these federal dollars but they are the haves but who are the have-nots the american rescue plan was not just for police salaries tender police cars we found vehicles new fire equipment and salaries which i am happy about again during the arp funds for the city of greenwood include the following expanded assistance for unemployed workers food assistance rent mortgage utilities support for cash assistance internet access programs especially in underserved communities where families cannot afford to educate their children at home expanded services and supporting individuals experiencing homelessness homelessness is a big problem in our community and in our city support for these individuals with disabilities and older adults and assistance to small businesses facing closure of revenue loss and or implementing new safety measures low income communities people of color and tribal communities have faced higher rates of infection hospitalization and death as well as higher rates of unemployment and lacks of necessities like food and housing pre-existing social vulnerabilities magnified by the pandemic in these communities our communities the east side and the west side who have reduced the ability to work from harlem and frequently denser housing amplified the risk of infection higher rates of pre-existing health condition also may uh contributed to more than um just severe curve and 19 health outcomes communities or households facing economic insecurities before the pandemic were less able to weather business closures job losses or declines and earnings were less able to participate in remote work for education due to the inequities and excess reliable for affordable broadband infrastructure mr gray i'm gonna have to we we gave you five minutes and it's been seven now i hate to cut you off but we got we dedicated five minutes to all the speakers here tonight if you could if you could wrap it up we'd appreciate it the secretary the secretary of state said i quote from the state territorial tribal and local governments to engage their constituents and communities and develop a plan for the youth these payments given the scale of funding and its potential to catalyze broader economic recovery and rebuilding have we surveyed the black communities to see who needs food shelter internet job training health services the haves and the have nots mitigating the impact of over 19 or we have do we have a plan to prevent to spread the virus instead of spreading gossip low-income communities are vulnerable we need help in our community mr mayor 223 desperate 100 000 competing united states average 175 deaths or one hundred thousand i'm trying to hurry up mitigation prevention so support the isolation support for vulnerable uh populations access to medical and hotel we've got 2.6 million dollars for police and fire you don't give anything to underserved communities i just want to say and as i pledge this out i'll just reclaim my time on the next uh meeting that i would like to say i hope that we can get together and pull together to help our communities need of help i hope that you also can work with me and work with leaders in the black community white community hispanic community where we can get together and drop our differences and work together to make it better for greenwood and i want to say this as i close as j.r baxter the homologous said if when you give the rest of your service of the world that the savior has come you're not dismayed when men don't believe you you'll understand and say well done if when you tried and you failed and you're trying hand sore and scarred from the work that you've done think of the crossover come quickly don't understand and say we've done it thank you so much all right under uh second public appearance i'd like to recognize fire chief terry strange for life a life-saving award presentation to um two firefighters chad israel and kevin smith he's also going to recognize two other firefighters chess cos now elliott lane for completion of the georgia smite smoke divers i don't know why i have a hard time with that certification good evening hey thank y'all for this opportunity um i'll be very quickly um we are in this evening to recognize several individuals the first two lieutenant chad israel and firefighter kevin smith back here at the back um for an outstanding job performance during a structure fire on neverend of the 28th 2021 on this date we responded to a routine fire alarm at morningside assisted living before we arrived dispatched informed us the fire alarm was also an active shooter situation and we needed to stand by for law enforcement we staged and waited for law enforcement to save the scene while we were waiting dispatch call back and said that there was smoke in the middle building and we were needed on the scene once on the scene these two individuals made entry to perform a search of the apartment and extinguish the fire even though at the time it had not been confirmed if there was an active shooter in the building or not the apartment was searched a victim was located in the bedroom the victim was brought to a safe area in the hall and left with law enforcement at ems israel and smith returned the room to finish searching the rest of the apartment and extinguished the remaining fire lieutenant chad israel and firefighter kevin smith received the life-saving award in recognition of their actions of courage and self-sacrifice when they rescued this occupant and saved her from a horrible fate i hope you will join me in congratulating both of them [Applause] having viewed the body cam of that scene i mean it was there was a lot happening there in the police department the i believe it was c-shift they did a great job of like communicating in a situation where is it a fire or is it a shooter it was there was a lot going on and it's nice to watch how they work together when you're not on scenes all the time so really a great job by everybody absolutely and considering you didn't know whether it was an active shooter or not we appreciate the bravery i was at the fire department dinner was that last week a few weeks ago and i always enjoy the video and the recognition that y'all received so thank you all gentlemen appreciate it the next two um is that we're going to introduce is elliott lane and chaz cosnell they're in the back um i'm just going to say a little bit and i'm going to turn this over to our as of january 1st our new assistant chief of special operations chris james you back there chris um the two individuals were recognizing for this the uh completion of the georgia smoked diver certification out of the over 15 000 firefighters in the state of south carolina there are seven that have completed this and two of them work for the city of greenwood fire department wow so that's outstanding so chris is going to give you a little bit more information on great thank you all right well we do a lot of training ourselves at the fire department we have two firefighters that we would like to specifically recognize tonight for going above and beyond that these guys attended the georgia smoke divers program the course is a six day 60-hour program designed for the experienced firefighter who desires realistic training and self-survival firefighter rescue advanced search and rescue discipline situational awareness and decision making the mission of the program in the georgia smoke hours is to rent to prevent death and injury by training firefighters to be adaptable and to develop critical making skills in high stress environments these guys have dedicated a year or more of blood sweat and tears preparing themselves to achieve this goal they had set i often joke with them about being the navy seal of firemen but that's exactly what they were training for being able to perform firefighter skills while physically and mentally exhausted this program began in 1978 and these guys were part of the smok diver class 59 like chief said out of 15 to 17 000 firefighters in south carolina this is number five and number seven so please join me in congratulating georgia smoke diver 1099 lieutenant elliott lane and 1103 driver cheers guys [Applause] and i think i think tanner's going to do it next year yeah just try well you know people may look at it and say wow it's surprising that two of the seven in south carolina come from greenwood fire department i can tell you it's the least surprising thing to me knowing knowing what y'all do and just witnessing what you do and and uh both y'all certainly certainly proud of you appreciate it thank you all right um i believe dallas here chad can you see if tj can go get mr raffly from the courtroom oh he's right okay all right i think what we might do is oh can they fit yeah you know y'all just come out as much as you can they've been here for an hour [Music] chris how you doing all right good good jalen how are you y'all this is the uh two spoons obviously dj swearinger's uh organization hurricanes 11-year football team we we have some really impressive youth football teams and youth sports teams all around but this is certainly one that um mr rapley coaches a bunch of different levels of of teams this is this is the 11 you team specifically this evening so uh i'll turn it over to you well thank y'all for having us today um as the matter said this is the um two stones loving you and y'all forgive me i'll get nervous we looking to go back to nationals this year uh last year we finished third and third place in the country so we got a invite to come back and go again last year we had to go through regionals we don't have to do any of that this year we just go straight to nationals last year it was in nashville tennessee this year's in jacksonville um y'all played at the titan stadium last year at the tennessee titans stadium we'll be playing at the jacksonville jaguars stadium six all-americans on this team so that'll be the equivalent of a top 300 in the nation as far as um all americans concerned um i think how many we have here how many all americans we got here today raise your hand if you're all american all right uh we are partnering with dj as you all know um we have some help from y'all guys with the with the with the field and in the in the building down there so that's been our new home but with that being said with the new building and stuff that dj has going on it's been kind of hard for him to last year he he paid for the regional tournament and then the parents came up with the uh money for the fundraising but we haven't been able to do any of that this year due to covet so we wanted to get the boys up here and let y'all know a little bit about us and some of our accolades and [Music] hopefully you know y'all can help us go you know i mean it cost us about 4 000 to get down there and back home but it's for a good cause like most of the kids that we have they've never been out of greenwood you know so we we take them and we do a lot um the league that we in we're in north carolina when georgia we're all over the place i mean i think we only had like two or three games in south carolina this year like the mayor said like it's a couple football programs here but this is the cream of the crop you know not trying to put nobody down anything but i mean my son my cousin they've been through the program and like just the senior class up at greenwood high this year that was the first class that i started with that was my first group of boys so i was pretty proud about the scene class at greenwood this year because those are my babies for the most part like most of them and um basically like this program is for to get from the previous kids but we we accept all kids uh black white medicine they don't matter we're trying to get kids you know because there's a lot of violence that's going on in greenwood now and we can't wait until we get teenagers like we play them when they five six years old and try to get them young and groom and lead them the right way and for the last three years man we've been doing some amazing things so with child health we trying to take these boys back and hopefully bring it back this year like i said we finished third place last year and it could have went it came down to one play right the fumble on the one yard line came down to one plate for us playing for a national championship so if we can get back this year we ain't gonna promise y'all on them do you have a gofundme page uh no man we have a um instagram and we have um cash out and a paypal yeah last year i tried to help point mr rapidly and his team in the right direction with sponsorships and so certainly something we appreciate you coming at a minimum we want to recognize you all and it's it's great to see the young guys and then the you know i want to say the finished product because i know these two in the back entertaining offers on the next level uh from i see erskine the other day chris yeah and furman for dale and dalen must be brilliant if he's uh getting offers from my alma mater coach boyd called me up there and we went up down to coach boyd and a couple more of the coaches and basically we're trying to build a pipeline to where we keep the talent here like because a lot of the kids if they don't go to school then they have no options they end up doing something that they don't have no business doing but with what we're trying to do build a pipeline is like a lot of the kids that don't get d1 i mean if you don't know d1 and the kids like well i don't want to go to school but if it's an option there for them to have and we got to push them for that option with the talent greenwood abbeville and anderson i mean i think they can do some special things out there sure well gentlemen we're uh we're proud of y'all uh representing greenwood all over all over the southeast and wherever else you're going to go so um like i said at a minimum we want to make sure to recognize y'all something we'll certainly discuss but we'll we're also happy to spread the word get you all the recognition and any potential as ms hutto mentioned if there's any way to contribute we'll we'll be sure to spread the word for sponsorship so y'all go out there and as long as y'all do your best you're gonna make us proud i promise you that sir we appreciate having you all having us too thank you thank you important the only thing lacking is we would like to recognize chris thomas he is the site director at the dr benjamin site he would like to present the may's legacy award to the city council thank you and for those that that aren't familiar miss boles is is on the gleams board and was one of the ones that presided over the the inspiring ceremony last month that was uh i was cold i tell you what i was cold out there you had folks from bates college in maine wearing t-shirts like it was nothing but i was cold but but we uh we we accepted it there but we're grateful to have reverend thomas here tonight formally before this i'll turn it over to you well thank you mayor and thank you for julie and to all the members of the board we appreciate the opportunity to come as mayor just said we just celebrated our 10th anniversary at the may site uh we were officially open ten years on april the 26th of this year uh in addition that i think i gave you all a copy of our 10th anniversary magazine thank thank you ten dollars wonderful piece well i given them to them tonight for uh the award and for all the support that we received from the city um we as i said we opened 10 years ago we're honored to be able to share the life and legacy of dr mays with people from greenwood county and all around the country um this year we also were recognized by usa today as one of the top 10 places in the united states to learn african american history uh what a tremendous honor that was and also this year i received the fresh voice and humanities award it's an award that's given by the governor so at the governor's luncheon this year i received that award for the work that i do at the may site not to penn flowers on me just simply to say that it's an opportunity for the may site to receive statewide recognition [Laughter] it's just been a great year as a part of one of them we started at the may site we started a thing called the maze legacy award it was supposed to be given away to people that demonstrate either an education or philanthropy or some other means that they demonstrate a commitment to sharing and teaching the life and legacy of dr mays of this year um we'll give away 10 of those as a part of our 10th anniversary salem celebration and you all the city of greenwood was one of the 10 that we gave away because of the tremendous support that we've received from the city throughout our years even in our magazine um on the city but there's two hats and there really equates to one full page out i think they're on page 63 and one something page 63 and page 129 in the magazine uh the city bought two half page ads of the mayor um purchased an ad that's on page 11 of the magazine so we've just received great support there's never been an event that we put on here at the may site um julie's predecessor of course uh charlie was just tremendous uh any event we ever put on he just offered great support and of course this year uh she equally was just there when we needed the support of the city to put on our 10th anniversary event so in recognition of all that you all have done so the award says the lining of gleam's mission of aiding those in poverty the maze site serves as a reflection to those who seek assistance from gleans that education determination and hard work are the essential tools for breaking the walls of poverty and building the ladder of self-sufficiency the maze legacy award was established to recognize educators educational institutions and philanthropists who have contributed significantly to teaching and preserving the life and legacy of dr benjamin may's emphasis was placed on individuals and organizations who utilized dr gleams dr benjamin may's historical preservation site as a resource for teaching his life and legacy recipients of this award will have demonstrated their excellence as visionaries philanthropists and educators over a sustained period of time in recognition of their efforts in preserving the life and legacy of dr benjamin e mays the city of greenwood is awarded the excuse made legacy award and it was actually given on november the 6th 2021 we wanted to officially recognize the city tonight and just say thank you for your support i'm gonna step down well and uh enjoy this i actually received uh emails this week from both the uh london banks johnson library and the john fitzgerald kennedy library requesting additional copies uh we sent them two copies just for their purchasing one article and they were so impressed with this publication they actually want uh magazines to go in their libraries and officially be catalogued in the libraries of those presidents so another great uh thing for [Applause] awesome you and on behalf of the city greenwood i'll tell you the support for the benjamin mays center started well well before the three years that i've been on council and so i'm just i i think nikki and betty been on council and matt and ronnie of course uh a lot longer than i have so i think it i'd like to recognize their contributions and former council's contributions as you mentioned mr barano but we are we're thrilled to continue to to promote the the benjamin e may center as an educational outlet uh i i would like to see all of our schools take trips there i'm embarrassed when we have schools from other parts of the state or other states come and our students haven't been there it's kind of one of those things that's in your backyard and you may just kind of overlook it but i would always i would encourage uh field trips over there it's it's a very inspiring almost just kind of tranquil place to reflect on how greenwood county's evolved over the last 135 years so okay we appreciate all your support and we think our site is good for the city of greenwood and we hope to continue to do what we do and hopefully have a relationship with the cities thank you thank you again thomas appreciate it [Applause] and also while chris is here it's sadly to announce that um the person who really initiated uh bringing dr may's home to greenwood i was dr joseph uh patton he passed away yesterday at 3 15. yeah so keep his family in your prayers and uh he was a giant and we will miss him and he was the initiator of bringing starting the uh the benjamin e maze complex i just i love it with all of all right what's up next i don't know how we can follow that we have one item under new business tonight which is i'm not going to read that in complete detail i'm going to paraphrase for you guys but it's to consider ordinance number 22-001 which is amending the city zoning map to rezone five parcels at 310 314 316 318 west cambridge and 329 west cambridge from general commercial to office professional fi and then one of so five of the parcels are in the old greenwood village overlay and one of the parcels which is at 356 west cambridge avenue is not in the overlay we'll go from general commercial to office professional and i know that was a mouthful but i feel like draper can explain it all right there we go we got a map and draper speaking out what more could we want to understand this all right so as julie mentioned these are there are five parcels right along calhoun avenue and west cambridge that are currently zoned gcgw general commercial greenwood main street overlay the main street overlays really just overlaid it provides standards that keep main street looking nice and beautified wouldn't really affect this request here tonight and then the other one uh there's another property over on yeah 356 west cambridge avenue over there that it's just going to general from general commercial to office professional that's the request the back story here is that 314 west cambridge avenue which you can see in the top center the landlord the the applicant was informed by the fire marshal that you can't have a single-family residence in the general commercial zone they rent these properties out to their tenants they would like to continue to do so but they're all apparently subject to the general commercial standards office professional allows for single-family residential therefore they would be allowed to continue renting these properties out and that is their intent with this request it meets the requirements the comprehensive plan office professional like i said the comprehensive plan excuse me wants a mix of uses small businesses residential units and this will continue that process um that scheme one of these properties is also a law a law office which is allowed by the zone a couple of these properties have secondary buildings which serve as businesses which would be allowed under the zone from my analysis honestly it's a i think it's a pretty straightforward request and your office is recommending approval we did as the planning commission so what is going so currently they're non-conforming that's correct so right now are they allowed to continue to be used until the rezoning if we were to approve it that's my understanding whatever action the fire marshal is going to take he's kind of put a hold on that until you'll reach your decision however if it's not rezoned then they'd have to come to compliance also just to add a little bit addition to that i did talk with the fire marshal and he said that um it was only one of these properties that he inspected and determined that someone was living there so there more of these are used for residential than he inspected and so i think when he when they recognize like okay we have several more that we need to change the zoning on um and i believe it was it's three fourteen three okay three fourteen and just to be clear i did say that was in the old greenwood village overlay but it's in the main street quarters that i apologize there's some more yeah i know it's a lot and these are all owned by the same entity that's correct i believe it's bearcat properties is the owner they can see some of the surrounding and so the the one the one at the that's not attached the others is that that request is is from gc to op that's correct because only the five that are along calhoun are subject to the overlay zone gotcha we just kept it together since it's switching from the main to this it's the same request on the underlying sounds draper is kind of country property management representing bearcat that's correct so they're not the same entity that's right town and country would be bearcats in general in this request managing the rental property yeah i believe this owner lives in greer the owner of these properties lives in greer excuse my ignorance on this but a management company can just go in and request a zoning change without the property owner coming here to us and saying hey i want my zone changed so a property owner can designate an agent to represent them in a resulting request and they've done that is yes i don't know if there is anybody from town and country or the owner here tonight i don't know that matters just i don't know that i see anyone does anyone have any other questions for draper regarding this request thank you all that stuff we'll dive into that yeah um so as we near the end of the year our event list eases up just a little bit so it's nice to not have you know 20 things on there to keep up with so uh you can see we have the christmas crafts with cops i put that here that's tomorrow from three to five at the market is going to be freezing um but we have over hundred kids signed up for that event so that's gonna be really nice i know that tj would love it if some of some city council members could drop in for that event um we also i've provided you all ryan sent you on email about these um decals uh they're they're not stickers they're more like clings so you can take them on and off but um we've been talking about this with landers for probably five or six years just really you know lander university is right in the heart of the city and we want to show that partnership and pride of our local universities so these stickers are four by four and they'll be placed on our fleet vehicles we wanted to make sure it was clear that we're not lander university but that we are the home of lander university so these stickers will be placed in our our fleet vehicles uh lander designed this with some some feedback from the city and providing them and they're providing all the clings for our vehicles so um personally glad to see this one come through fruition because i've been working on this for a long time and so you know i know you have and so i i'm thrilled to continue to represent lander um from make sure everyone knows that that landers are shining beacon of secondary education in addition to piedmont tech of course in uh in greenwood so if y'all have any extra ones of those i slap one on my car ryan's in charge of the club um the other thing i wanted to touch on that was not provided to you earlier was that um we did sign the contract with grant with the county through the capital project sales tax so go ahead and get started with the up fits the magnolia park i had emailed him right before i came in here to ask him which part would be starting first because hodges and troy and magnolia are all included in this contract but they the notice to proceed for the contractor is january 3rd with a completion date of november 3rd so hopefully we'll see some move some dirt moving over there at magnolia park um very very soon and that's a large part of that one is some regrading that it's a reason it's going to take a little bit longer right of magnolia yeah it's just that there's three parks included in the contract so you're talking about the total okay so they're they're going to be doing three parts so they'll do the hodges park in the troy park and then they'll do magnolia park i'm not sure if they're going to work on them all simultaneously or they're going to do finish one and move to the next one when i know that information i'll share it with you um but you know the if you have any questions specifically about what's going to go on over there i'll be happy to sit down and talk to you about it new fencing new playground equipment a new pavilion um she did just a new playground equipment i don't know if y'all remember but that one part of the original plan there is new playground equipment some of it will stay because it's it's in good condition and we will replace some of it that is a little bit more worn um some there's a lot of graffiti on the back playground we actually have a gentleman that we're meeting with in the next couple weeks is going to come out and do a little test to see if he can get it off because otherwise that playground equipment's in good in good shape it's just if we can get that um graffiti off of there so probably the newer equipment will be focused on the younger kids playground we're also going to look at taking some trees out there a lot of older trees in that park we're putting up cameras oh yes repaving all the walking paths so they'll be expanded to five feet wide right now they're probably three feet they'll be expanding to five feet and also there's no ada access up to the um pavilion area so there'll be connectivity and re-grading to make sure that there's good access and we asked and when we met on site with the playground folks we actually talked about making sure we have ada access to the playground equipment as well um and then we will be putting some grills out there so just really you know upfitting that part yeah and i talked to um josh skinner last night he kind of walked me through it so y'all have questions certainly reach out to julie but he's obviously very knowledgeable as well and then at some point in the future we will re-bid foundry park and do that one separately and then grace street has yet to be engineered so that that one's just conceptual right now um it will be a phase two engineering process that hasn't occurred yet so only conceptual plans for gray street right now other than the removal of that building which was kind of phase one
