remodeling the little building it was an old dentist's office when i was a little boy i went to the dentist there and it's kind of special to me i guess you'd say um and it's a it's got good bones it's one of the buildings in greenwood that it's worth repairing it was in it's in pretty bad repair it's going to have to have well i just put a roof on it i did put a roof on it it had to have that and i plan on making it into a either two bedroom two bath or more or less for a guest house or to go along we're going to paint it to match the house on the corner and we just want to make it look as good as it possibly can i hope we can get the rezoning way i can do that thank you sure thank you anybody have any questions for mr williams thank you thank you glenn is there anyone else that wishes item number two is to consider ordinance number 21-0-3-0 to adopt a revised business license ordinance in accordance with business license standardization act this is second reading public hearing just as a reminder this is required by state legislation to be adopted by january the first the changes that we had to make are here we had to implement a standard license year which is um may 1st april 30th which we'd already done um we had to update our classification and our rates we had to rebalance so that we did not see any sort of financial windfall from the changes in the business license we had to repeal and replace so we have to repeal our previous business license and replace it with this one our previous business license ordinance and that's what this ordinance here does tonight also includes an online online renewal center so as i explained previously if you um own and operate a business in say 12 municipalities in south carolina you can go online to an online portal and renew all 12 of your business licenses at the same time we were a pilot community for the online portal so we're all set up and ready to go that addresses all the questions i have thank you do i hear a motion with regard to proposed ordinance number 21 excuse me thank you is there well i don't know what we'd do if we did have anybody speak because we're required by state law to pass this but um is there anyone that wishes to speak in favor of ordinance number 21-030 let the record reflect there are none is there anyone that wishes to speak in opposition to proposed ordinance number 21.030 let the record reflect that all right now do i hear a question i just have one question have you heard any feedback or anything from the public in reference to this no ma'am okay motion to adopt ordinance number 21-0 to adopt a revised business license for that second emotion promotion by ms hutto's second by ms bowles any further discussion regarding ordinance number 21.030 all in favor of the city of greenwood's general fund and hospitality budgets for 2021. this budget amendment includes everything that you see here which is essentially the drawdown of american rescue plan funds to cover a portion of public safety salaries for 2021 it also includes revenue replacement from 2020 into 2021. it covers the purchase of 10 police cars a public works knuckle loader items that were previously approved by council to be covered by the 2021 capital lease which we will not float this year paying off city debt purchasing 15 scbas and 13 sets of bunker gear for the fire department for command vehicles for the fire department and approval of a 1500 hospitality grant to wres across america this is a public hearing is there anyone that wishes to speak in favor of ordinance number 21-031 let the record reflect on is there anyone that wishes to speak in opposition to ordinance number 21-031 let the record reflect all right don't hear much motion to approve um witness number twenty one zero three one second i have a motion by ms bowles and second by mr miller any further discussion regarding ordinance number 21-031 all right all in favor of ordinance number 21-031 mr pass martin all right thank you so much for having us and we took the privilege of bringing another of our colleagues with us i tell you what if you turn that on it's not necessarily for us it's for everybody i am a school teacher i can speak as loudly as i need to we just want to take a moment to say thank you so much to the city of greenwood and our surrounding areas for sponsoring our imagine steam festival many of our business and industries here in the lakelands region were not only financial supporters but they also came out as exhibitors we hosted around 3 200 people on october the 16th here in our beautiful city they went to our restaurants they frequented our shops and without the help from the city of greenwood and the lakeland region we could not put on this festival so we just want to say thank you and we appreciate that you've acknowledged us and we're looking forward to doing this again we've grown from a little 400 people starter to 3 200 this past year and we're looking forward to growing each year and then as we continue to have this event wow well we we thank all of paul and sylvia and alice thank you for all your efforts i i was out of town tried to rush back to get there and i've missed it so i'm i can't wait to see it next year yeah keep keep growing you know i was out of town also in clinton combat i was there for the first year how do you how do you guys track the attendance to know that you had because that's a lot of people 3 200 people is a lot yeah and because i thought the first year there were a lot at our information booths where people pick up maps and their their freebies we collect zip codes and the number and party so we not only track the number but we track uh where they're coming and we had folks from georgia um alabama and north carolina that were here um and then of course our laker region was very well represented we also in events that have a one door going in like the theater the museum uh and the arts center we have people that are volunteers that stand there with clickers and they click people as they go in so that kind of gives us a snippet and then we work with the um analysts at clemson that do festivals and they kind of help us get a roundabout number thank you that answers that question i'll tell you what i'm actually sending out the report tomorrow and i'm julie i'll be happy to include you on that great thank you and laura will already get one thank you well thank you thank you we appreciate it look forward to 2022. thank you sir still the i o yeah i was just going to say real quick uh we talked to we with imagine we work with them and they always are amazed how easy the city makes it for us they deal with other organizations trying to do it in other cities and it's not as painless as it is for us so we appreciate that they always talk to us about all this red tape and we're like well we don't have all that because we were pretty close with you guys so we appreciate your hard work yeah thank you we'll have a band set up earlier in the day next year we're looking forward to today make it official all right i'll go ahead and break this down i have a proclamation for imagine lakeland steam festival day whereas we recognize the importance of mastering the world class knowledge science technology engineering arts and math education provides for all south carolinians and whereas we recognize career opportunities in steam fields such as advanced manufacturing computing and engineering continue to grow in south carolina and whereas we recognize steam learning whether in school after school in a wide variety of formal and informal learning settings contributes to increased team knowledge and skills and whereas we recognize partnerships between education and industry are key to promoting supporting and improving steam education in south carolina whereas we recognize steam learning is enhanced by dedicated and well-prepared teachers mentors and volunteers now therefore i brandon a smith mayor of greenwood south carolina do hereby proclaim october 16th 2021 has imagined lakeland's steam festival day and encourage all festival patrons to join in recognizing the positive impact steam education has on the quality of our future workforce in the lakeland region [Applause] thanks everyone appearance item number three is to recognize discover greenwood director kelly mcquarter for 2021 discover greenwood update um kelly was not able to be at your planning meeting and so therefore she was not able to give her staff update and given the questions that we had um at the last work session we felt like this would be a good opportunity for kelly to kind of present a year in review of her department i'll quit for you thank you good evening good evening mayor and council it's great being with all of you tonight um i've got some exciting things to share um as we review 2021 and a few of those things are our marketing campaigns we had three really successful marketing campaigns this year you might remember in the very beginning of the year we did all we could to support the hospitality industry with a food tour our first food tour ever the idea actually came from a higher up entity but our local hospitality groups decided that they wanted to do their own and we planned to do this food tour again in 2022 it was successful um we had a lot of participation so we think that's something we should continue as we recovered from covid we did a road trip recovery campaign called ready to ride that was very successful in 2020 but it still performs very well on all social media we get a lot of hits on the microsite ready to ride.com microsite so we are continuing that marketing campaign as well i would encourage you to take a look at that there's some sample itineraries and things to do if you've got people coming into town you might want to take a look at that to suggest what to do for them and last but not least right now we've got a holiday campaign called jingle and mingle if you go to greenwoodholiday.com you will see all kinds of things to do during the upcoming holiday season so we are excited to bring that we've got some giveaways associated with jingle and eagle we've got a lot of fun activities that we're marketing for the community so we want everybody to participate there um there's some opportunities to win things so hopefully people will compete and participate and um it all begins with a holiday right now what else is involved in jingle and bingo shingle mingle is basically a marketing tank for all of the holiday events okay so what we did as a as a group we collected all the holiday events going on not just in uptown but you know things like connie maxwell or other things associated with that so it was just a good place for us to to put everything together in one spot um also in marketing we um mostly focused on digital and social advertising but we did do a little bit of print and i'm sharing a couple of those examples the one up above was in our augusta magazine masters edition and as you all know masters got a little bit skewed it was put off and then they held one in the fall and then they held another one in the in the normal time which is april so we're hoping by this april we'll be able to have a little more um patron support in our uptown and in our lodging during that week we didn't have what we would normally have but that's because the masters restricted their um tickets so hopefully that'll that'll get a little better um also in that augusta market was um the 101 things to do in south carolina that was published by the aitkin standard and greenwood was listed one of the things they called on called out for things to do was our starfort national historic site so that was we did an advertisement for that too and then the southern edge is the publication for um the south carolina heritage corridor they've always been really good partners for greenwood we always support their publication as well this is a lot for one slide i'm sorry but the picture says everything um those are some of the media leads that we got from travel writers and that travel writer that you see has she's just walked into the topiary greenhouse and that was really her face like i didn't ask her to do that i didn't pay her to do it that is exactly what her face was and it was priceless i had to i had to capture that but when you get a moment i'm not going to go through it all now do take a look at some of the things that have been written about greenwood obviously the high times are during the festival flower season and festival discovery season but uh we're we're also going to be um hosting some travel writers this month and one of them is going to do a women's getaway and then the other one is going to focus on romantic getaway in our area so we're slowly getting a little more traffic with travel raiders um throughout the year instead of just june and july are these links all available somewhere is it on because yeah sure and i also want to before we move into the influencer i i want to highlight how we get travel writers and a lot of people don't know that the state tourism department um usually contracts with travel writers and then they deal with their tourism district regions of course we're in the old 96 tourism district so i work in concert with barbara ware with the tourism district and we line up itineraries and have them come visit and um it's huge exposure for us with very little cost involved so we want to continue to have travel writers here one of the other things we do with the marketing campaigns through our agency of record which is design sensory is we hosted our third influencer influencer is a fairly new thing but they as you can see they have huge following and this one for the festival flowers it's jamie huffman she's out of charleston she was contracted for eight stories stories meaning instagram stories um one static post on her social media but she over delivered by posting 47 stories and two static posts and also a blog she had a story on her blog so again that's something that i would love for everybody to see i'll be glad to buy that information so some of the events that we hosted in 2021 were leadership south carolina the second year of ski greenwood's southern water ski championships unfortunately they're going to be going to tuscaloosa alabama in 2022 but that event really really saved us during covid and during 2021 so we're grateful for it was it just any reason why they were going to rotate okay because i mean ask it was amazing we had over 250 participants the first year and a little over 280 this year i mean it was a great week and i think we had pretty good attendance as well so um the american junior golf association held their event for the third year out of three year contract we just signed another contract for three more years and we'll be um visiting with them soon to to make preparations for 2022. um the south carolina welcome center conference was a unique opportunity for us not only did we host all of the welcome center staff but they had a marketplace expo where they met with different attractions so we had charleston represented myrtle beach we had the coast we had the midlands we had the upstate their attractions and they came to greenwood to meet with the welcome center congress so it was really a great opportunity for us and that was about three days and and uh they had a great time in greenwood um obviously fishing tournaments are bad because of our lake and we hosted uh crap in usa didn't have quite the turnout we had hoped for the weather was i'm sure a factor i remember it was rainy that weekend and um but we're still going to be working with other fish determinants in the future because their economic impact is pretty strong i'm going to get into that in a minute staffing wise um you might remember that when i came last year we were down to staff and we are back up one staff member leanne pont is our marketing coordinator she began early early february this year and um she's taking on a lot of the social media responsibilities and providing marketing support she's going to continue to do all that and expand her role in many different ways we also work with daisy warren she is a lander university graphic design major and she has been a godsend for all of us she was she was there in the trenches during the barbecue festival and she loves working with with the visitors bureau and uptown so we are happy to have deja with us at least through her senior year this will be her last year there um so of course we have challenges um we're looking to make some changes for the front desk and hopefully get some more stability with staffing clearly our venues are good but we could use more we would love to have a true hotel conference center with a little more square footage and a little more rooms and maybe that'll come we're excited about the improvements that are going to be made to the world bank sports complex that is going to allow us to do more marketing and more selling with that inventory and obviously the pals building is vacant we are investigating right now what it's going to take to make it look like this you can see the front entrance over there on the far right and there's a small little area for retail and a reception area and there's much much more we're still in the the phase of trying to get cost estimates and to see what it's going to take to make this happen yeah what is what are what is the general time frame for that building i mean i know we got design and then when are we looking to get it working because there's i know there's nothing there in terms of you're really going to start from scratch really start from scratch you really are um i would say the end of 2023 we have um there's funding in the accommodations tax budget to engage with um davis employed to do a cost estimation and a conceptual design to say here's how much it's probably going to cost for you to be able to actually do what you want to do that will give us the tools that we need to be able to go out and apply for grants and so we hope to have that done in the first quarter of next year and so then we can really start going after some funding that building is really just a shell it is just a shell remind me with our davidson floyd agreement we have them basically on a not a retainer but we have an agreement with them so we're not paying them a monthly fee but that we would be paying them specifically for this project that's correct gotcha and just to jump back is there a i try to stay on top of all this stuff but it's not technically in the city is there is there a final conceptual design for the willbanks sports complex not a final but there is um sort of a rough draft we're working on a file right now they've contracted with mcmillan paston padson um and we're meeting with them in the coming weeks to really lay out some of the specs and and they will come up with the final design very soon last time we got together i know we talked about with county council at our joint meeting we talked about at least one of us i mean me and then i think one maybe someone and someone else from from city council being on whatever type of advisory committee i don't know where that stands if they've met or what but i'd love to i'd love to hear more and give any they're going to do is host focus groups and i think after that that's when this advisory committee will be formed but i'll be glad to mention it right i'm going to immediately i'll i'll mention that to robbie templeton i think he's in charge of it so this is our a tax revenue um chart don't let the 2021 numbers get you two down because this is only through quarter three we're not through yet and we do project um probably for it to surpass 2020. i will tell you we're moving back up in the right direction so i'm pleased about that and we've got good projections for the 2022 revenue so i'm very optimistic about what's ahead like i said once we get events back on track like the masters i think that'll help us so this one is it's a lot but i'm going to be really quick about it the first graphic is from the american junior golf association and they are very very good at presenting a pretty accurate economic impact statement so i wanted you all to see um an example of that where they kind of gather tons of information but they condense it they had 12 states represented over well 298 visitors nine countries people fly here to qualify for this event and then they fly home if they don't um it's it's it blows my mind but anyway almost as many countries represented as states right it's crazy um so they uh deduced that the visitor spending was right around 53 000 their administrative costs around 8100 and using the regional multiplier that produces a total economic impact of 150 592.40 that's for 2021. since 2019 when we started this it's produced over 560 000 in economic impact i think you all can understand why we signed another contract this is really really good for greenville i'm going to use a fishing tournament as another example and this is also data that their tournament collected for me this wasn't quite as impressive but one thing i've learned is that you can't base an economic impact statement on a tournament for just the two days they're here because normally they will come either the weekend before or sometime close to the tournament and they'll spend several days here fishing and trying to find the hot spots for for the fish so that was told to me by one of their organizers so they have 42 participants total number of net visitors 80 total number of room nights between 60 and 75 which produces a direct spending amount of 14 320 and an economic impact of 33 938 so very good um economic impact for our investment there's more like that coming but um even with just 40 participants and we were kind of hoping for more i'm i'm very pleased with that um result with economic impact so this this number always confuses people and i don't want it to but our economic impact number is based on events that we service and recruit it is not it does not include festival flowers they do their own it does not include festival discovery they do their own etc this is these are events we serviced and we recruited and um so our economic impact for 2021 was right at 650 500 today i met with um a revolutionary war group we're going to be starting to make plans for the 250th anniversary they had just received this information from the national park service our little park in 96 had an annual visitation in 2020 of 95 417 which produced over 5.7 million and total visitor spending created 84 jobs and a total economic output of 7.4 million producing um 95.6 non-local visitor spending we got a gym in our backyard and i wanted you all to know about that so um i'm going to share this information with others i just got it today but i'll be glad to share that with you and in comparison to some of the other parts it's a little less but clearly touring historic parks and historic sites is still a very very popular thing to do is that for the year is that for the whole for 2021 2020 2020 right um so looking forward what we've got going on in 2022 that we know about so far is a leadership south carolina we'll be hosting them for a few days we just recently found out that lander is going to be hosting a huge wrestling tournament in early 2022 that will bring lots and lots of teams here we do know already that link is going to be hosting the peach belt conference softball championship that laura is going to be hosting the main street south carolina annual conference we're really excited about that in june we will continue with the golf tournament in august the economic development association is going to host one of their sessions for their development institute in august and then we are still working towards playing host to the national symposium for american bloom in september of 23 but it's going to take a while to get that off the ground and running and of course the new visitors center so we're going to stay fairly busy i think also um as you all know we we had lindsey burns um resigned last year we're hoping to [Music] hire a sales represent a sales marketing director and enhance our photo and visit video asset inventory um that person would also help with marketing do different um campaigns like the food tour and then we will also in marketing do bring with stories with history and accessible tourism we'll continue our blog development if you haven't been on discovergreenwood.com please go on there and read some of our blogs i've got a picture of the one for the swing of medallions it's really cool and i just mentioned the revolutionary war commission and obviously we provide support for greenwood together i think that might be it that's it the design sensor anybody have a hand in this new city logo or is that new is that old i don't know uh yeah it looks great yeah it's been something that we've just been um feeling like we needed to refresh our logo and actually um it came up with this where is it there it is um they let all the department heads vote on four options so there's no no commitment to this one at this time i just wanted to see if you guys noticed it actually we noticed it do you think we're blind we just tossed it in there just to see if anybody would say any i like it you know it's not the one i put in my presentation actually i changed yours i know yeah i'm not sure it looks like elementary yeah i mean i like it i would love to see the uh at first i didn't like it it grew on me um i mean it's gonna have to grow on me no you're not any other questions okay thank you kelly yeah appreciate it as always thank you okay under new business item number one is to authorize the city manager to issue cpw revenue bond anticipation notes in 2022's first reading this is an ordinance that city council passes every year it provides cpw with the flexibility to borrow funds if they do not have a cash flow enough cash on hand to borrow a future on natural gas is essentially a line of credit there's no changes to this ordinance from previous years um does anybody have any questions about this no i know this isn't public hearing but i don't think i see anybody from cpw in the room they don't always take advantage of this um of the bond anticipation of it sometimes they do i believe they have three open bonds um for natural gas right now none of uh none of our funds are committed to paying these back they come directly from revenue from super children right here in motion with regard to ordinance number 21-0 21-032 who authorized city manager to issue cpw revenue bond anticipation notes in 20 22. a motion by ms hutto second by mr hables any further discussion regarding proposed ordinance number 21-032 all in favor of ordinance number 21.032 mr bass yes that motion carries unanimously with seven votes new business item number two is to consider ordinance number 21-033 to levy tax for the city of greenwood for 2022. uh there's no property tax increase for 2022 millage remains set at second by ms hudo any further discussion regarding proposed ordinance number 21-033 all right all in favor of ordinance number 21.033 mr best yes that motion carries unanimously with seven votes new business item number three is to consider ordinance number 21.034 to adopt the budgets for 2022. this is first reading so you have the general fund budget the american rescue plan budget victim services accommodations tax and hospitality tax and we do have that line item isolated out for the arts organizations in the next four months i know we've spent a lot of time on this so i know we're all rather familiar with this but do i hear hear a motion motion to approve ordinance 21-034 adopting budget for 2022 second promotion by mr miller second by ms hutto any further discussion regarding consider ordinance number 21.035 to adopt the hospitality budget line item for 2022. this is the specific line item funding for emerald triangle operations and maintenance they are receiving 186 thousand dollars collectively as those three entities um and because mr miller and ms hutto are employees of those organizations we isolate this item out so that they do not have to refrain from voting on the full budget what does that 186 compare remind me with previous years y'all so in previous years they've received up to two hundred thousand dollars last year they received 186. got you this is just consistent with last year yes all right do i hear a motion with regard to ordinance number 21.035 motion to approve 21035 for ordinance adopting hospitality budget line item for 2022 with a vote of five to two all right under new business item number five is to consider ordinance number 21-036 authorizing the city manager to execute an extension of the existing site lease agreement between the city of greenwood and the greenwood toro's soccer i covered my covered that up on my photo there sorry about that the we have a lease agreement with the torahs right now for the in 2012 and expires in december of this year they have requested the extension of that agreement um to december of 2031 which is another 10 years how much do they pay down okay motion to approve ordinance number 21-036 authorizing city manager and city clerk to execute extension of existing site lease agreement for the greenwood toro soccer club i have a motion by miss solo's second by mr abels any further discussion regarding proposed ordinance number 41-036 was it my understanding that if we need this property or for sale or anything like that what happens with this agreement for 10 years there's provisions in the in the agreement in which you can get out of the agreement for both parties so there's language in the agreement that would allow for that thank you they do maintain all parts of this field too all in or any further discussion regarding proposed ordinance number 21-036 all in favor of ordinance number 21-036 authorizing city manager and city clerk to execute an extension of the existing site lease agreement between the city of greenwood and the greenwood thor rose soccer club mr bass i have to recuse myself that's mr bass standing that motion carries with six votes to zero with mr bowser under new business item number six consider resolution number 21.011 proclaiming november 13th through the 21st 2021 as national hunger and homelessness awareness week in greenwood that's right i feel like there's several people here for this item so if you guys want to come on up and the mayor will read the proclamation if anybody has anything they want to say oh it's the resolution it's in there it's in the packet you want me to give him this one tiffany you have one okay i got it good evening everyone how are y'all all right thank you guys for your service thank you i'm looking out for the um for the less fortunate we have representation from many different entities i see here thank you um i tell you what i mean we should probably do a formal vote to make it a resolution if everyone's seen it in their packet do i do i hear a motion with regard to resolution number a 21.011 have a motion by ms bowles second bio is that ms bartlett any further discussion regarding resolution number 21-011 all right all in favor of resolution number 21.011 mr bass yes all right officially sign this and i'll present you so we have a resolution proclaiming november 13th 21st 2021 as national hunger and homelessness awareness week in greenwood south carolina whereas the week prior to thanksgiving is recognized as hunger and hopelessness awareness and whereas the greenwood city council and mayor brandon a smith recognized that hunger and homelessness continue to be a serious problem for many individuals and families in greenwood and whereas the purpose of this proclamation is to inform and educate the public about local hunger and homelessness and whereas many organizations in greenwood are committed to sheltering and providing supportive services such as meals and food supplies to disenfranchise people and whereas citizens can engage in community service opportunities to advance support for hunger and homeless homeless assistant service providers now therefore be it resolve the greenwood city council and mayor brandon a smith hereby proclaimed november 13th to the 21st 2021 as hunger and homelessness awareness week and be it further resolved that the greenwood city council and mayor brandon a smith encourage all citizens to recognize that many people do not have adequate food or housing and need support from citizens businesses and private slash public non-profit service entities on this day november 2021. [Applause] there we go thank you um send that to me a little um will you send that to ryan okay under new business item number seven is to consider resolution number 21.012 authorizing christmas gifts for city employees just as a reminder this is already in the budget but it's a resolution that we asked council to approve each year it's a 50 gift card for full-time staff and a 25 gift card for part-time staff or anyone that's been employed less than a year and we would ask for your approval this evening we think we thank mr brown for this this measure yes uh motion to approve resolution number 21-012 authorizing christmas gifts for city employees a motion by mr miller second by ms hutto any further discussion regarding resolution number 21-01 the discussion is it should be pointed out the the seven people sitting up here do not receive that is correct council does not receive this said christmas gift we receive nothing all right [Laughter] [Music] all right all in favor of resolution number 21-012 mr bass under new business item number eight is to authorize the city manager to enter into a contract with boudreau group for implementation of a retail property inventory assessment and marketing strategy plan the city issued an rfp for this retail assessment um this past summer um all the submissions were received and reviewed by staff here and staff at the chamber and they all unanimously recommended um the boudreau group out of columbia they also the boudreau group actually worked with um us on our first city center master plan and on our second city center master plan so they have a lot of history with um greenwood we did receive six submissions we would ask that council approved phase one of funding which is included in the 2022 budget so essentially we're just asking you to authorize the city manager to enter into this contract of motion to authorize the city manager to enter into the contract with the grow group thank you second a motion by ms hutto second by ms bowles any further discussion regarding the proposed authorization of the city manager to enter into a contract with boudreaux group i know we talked about it before but what's the timeline on the first phase um do you know the timeline on the first phase we will start in the first quarter probably january time frame um and it will probably take around to get and they have provided um funding for the second phase they've they provided us with a number but we don't have that in the budget right now what we want to do is once we complete the first phase we want to reevaluate where we are and then regroup with them on a phase two but there will be two phases of this what does the second phase involve i didn't provide that information here i mean just generally this laura do you have that information you can come on up because i don't think i printed that part oh my goodness um phase two um it will be our final retail match list um we'll have work sessions actually we're gonna partner at that point we want the messaging that bring me together creates to be the same message that we create so we'll do a work session with them um they will continue for us to look at creative ways to use arp funding also help us to look for those public private partnerships that we always are so successful with help us look for grants and those things as well they'll help us with funding we also will start looking at those priority development zones there they'll help us create those once we do under our belt um and then we will also get all the final marketing websites all of that will be in the final final piece we'll have all the preliminar stuff that we can use but they will finalize all that when we get to facebook and i guess just follow up on what julie mentioned is phase two roughly i mean i know we don't have a an estimate i think phase two will be much quicker i think some of the things that we were able to take advantage of through the municipal association's retail training that we were selected for um some of that was already done so i think it will be a much shorter time frame because we're going to be able to we saved money number one by doing that plus it will we already have things for that i believe the cost estimate for phase two was maybe 37 so it was close to the phase one cost and we are not committing to any anything in phase two right now we're only signing a contract for phase one anybody else have any questions for law thank you all right we've had a motion in a segment any further discussion regarding this uh proposed contract or authorization for the city manager into the contract all right all in favor of authorizing the city manager to enter into a contract with boudreaux group for implementation of a retail property inventory assessment and marketing strategy plan mr bass yes that motion varies unanimously with seven votes um under city manager comments i will ask did anybody have any questions about the phone the phone system the transition to the new phone system because you may have any questions about that the city and cpw in the county are all going to be transitioning to a new phone system um and it will be over a period of months the city will go first then cpw and then the county so we have a new contract that we need to sign with those three entities was that part of the yeah that was part of the application no no no it's just our own system is just very antiquated and so we're going with a system that's on state contract that's actually going to be tremendously improved and costs less so that's always a win we will have um planning commission we will discuss planning commission appointments at the december work session and hope to vote on those at the december meeting i did note here that the new risk of records management system police department the sheriff's department was rolled out recently and we are excited about that i know the police department is very excited working out kinks now i'm sure but we are really hoping to see some better production of statistics and better tracking of things so we're all very excited about that and here's some upcoming dates for you i did add the november 16th which is tomorrow the lander has their tree lighting on campus and there's you know it's the holidays so there's a lot there's a lot happening um just take that all in this weekend will be the holiday open house so at dusk we'll turn all the christmas lights on which i think just just makes everybody feel warm and fuzzy i know it does me and so i look forward to that um and then that kicks off our the wine walk the chamber hustler wine walk on friday night and then we'll have shopping all day for holiday open house a lot of specials going on that weekend and sales in our uptown businesses and then you know the holidays just go from there so well we thank all our city employees for making us look look so great for the next month and a half and beyond but it takes a lot of work it does they get us looking great up downs i've seen a lot of different employees from a lot of different departments uh change their job responsibilities a little bit just like you do during their own barbecue festival so thank you and i did want to mention that today i don't know if you've noticed but um the d.o.t is actually paving montague from cambridge down to the jeff may complex so i know y'all probably get hammered on a good bit about paving of roads so hey it's finishing on a positive note all right any uh any comments from council i just want did you find anything about the redistricting yeah we'll talk to you about as soon as it means january is not the deadline okay yeah they want to come they want to have a public meeting with council in after the first of the year um and in the meantime ryan's reached out to them to determine if the state needs anything from us leading up to that meeting uh specific to the redistricting process and so as soon as we have that information from them we will bring it back to you any other comments from counseling all right we'll entertain you motion food generator okay good job promotion by ms bowles taken by mr miller all in favor of a journey mr bass yes unanimously with seven votes
