OUR WORK IS INFORMED BY THE CITY'S COMPREHENSIVE PLAN, VARIOUS DISTRICT PLANS, AND THE CITY CODE. FOR SOME ITEMS, THE COMMISSION MAKES A RECOMMENDATION WITH THE CITY COUNCIL HAVING FINAL DECISION AUTHORITY—THERE ARE THREE OF THOSE TONIGHT. IF YOU'RE FAMILIAR WITH THE SITE ON THE NORTHWEST QUADRANT OF HAMPSHIRE AVENUE AND WEST SHAKOPEE ROAD, WE HAVE SOME INDUSTRIAL USES TO THE WEST AND TO THE EAST, BUT THIS IS A VERY, VERY LARGE PROPERTY—ABOUT 30 ACRES AND OVER 500 DWELLING UNITS. WHAT WE'RE TALKING ABOUT TONIGHT IS SMACK DAB IN THE CENTER OF THE SITE AT THE SHARED CLUBHOUSE. HERE'S WHAT IT LOOKS LIKE TODAY. YOU HAVE AN INTERESTINGLY SHAPED CLUBHOUSE; THERE'S A PERGOLA AND SOME OUTDOOR PATIO SPACE WHICH WOULD BE MODIFIED, AS WELL AS AN OUTDOOR POOL WHICH IS NOT PROPOSED TO CHANGE. HERE ARE EXISTING CONDITIONS, AND THIS DIAGRAM SHOWS IN RED WHAT WOULD BE DEMOLISHED TO MAKE WAY FOR THE ADDITION. THE APPLICANT IS LOOKING TO GUT A FAIR AMOUNT OF THE EXISTING CLUBHOUSE AND THEN EXPAND 2,000 SQUARE FEET. FROM A SITE PLAN PERSPECTIVE, NOT A TON WOULD CHANGE; THERE'D BE SOME SIDEWALKS RECONSTRUCTED AND, AS I MENTIONED, THE PATIO SPACE WOULD BE REDUCED SIGNIFICANTLY TO MAKE ROOM FOR THE FLOOR AREA. THEY DID PREPARE A LANDSCAPING PLAN AND I THINK THIS WOULD BE A VERY ATTRACTIVE EXPANSION. WHEN WE HAVE PROJECTS THAT ONLY DEAL WITH A SMALL PORTION OF A SITE, WE TYPICALLY BASE OUR LANDSCAPING REQUIREMENTS ON HOW MUCH LAND IS DISTURBED, AND THE PROPOSED PLAN EXCEEDS THOSE REQUIREMENTS. SO WE'RE VERY COMFORTABLE WITH THAT. AN IMAGE OF THE FLOORPLAN ITSELF GIVES THE CURRENT STATE OF HOW WE LIVE OUR LIVES NOW—THERE'S PROBABLY A LOT MORE PEOPLE AROUND THE APARTMENT BUILDING, SO THEY'RE SIGNIFICANTLY EXPANDING THE "WORK FROM HOME" SPACES AS WELL AS THE COMMUNITY AREAS. THE LEASING AREA LARGELY STAYS THE SAME, BUT THERE WILL BE NEW BATHROOMS AND OTHER SHARED SPACES. THESE RENDERINGS SHOW THE NORTH ELEVATION; MATERIALS ARE ALL COMPLIANT. WE ARE RECOMMENDING APPROVAL.

APPLICANT AND STAFF RESOURCES ARE SIGNIFICANT WHEN REVIEWING APPLICATIONS; IF A PROJECT EXPIRES, THE DEVELOPER HAS TO ESSENTIALLY START FROM SCRATCH. WE PROPOSE INCREASING THE BUFFER. THERE IS A STREETSCAPE MASTERPLAN FOR FURTHER SOUTH ON LYNDALE, BUT NO FUNDING IS IDENTIFIED FOR THIS SPECIFIC SECTION YET.
