THIS IS THE JULY 25TH 25TH MEETING OF THE BLOOMINGTON PLANNING COMMISSION FOR AN OVERVIEW FOR MEMBERS, THE AUDIENCE AND FOLKS WHO ARE ON WATCHING ON TV PLANNING COMMISSION IS MADE UP OF SEVEN MEMBERS WE HAVE SIX TONIGHT EACH VOLUNTEERS THEIR TIME AND IS A BLOOMINGTON RESIDENT AND MEMBERS ARE APPOINTED BY THE CITY COUNCIL. THE PLANNING COMMISSION IS ADVISORY TO THE CITY COUNCIL FOR MOST ITEMS THE COMMISSION MAKES RECOMMENDATIONS AND. THE CITY COUNCIL HAS THE FINAL DECISION MAKING AUTHORITY. THERE ARE CERTAIN THAT THE PLANNING COMMISSION CAN APPROVE OR DENY ON ITS OWN SUBJECT APPEAL TO THE CITY COUNCIL ITEM ONE TONIGHT IS ONE OF THOSE ITEMS FOR EACH ITEM THERE WILL BE A STAFF REPORT THAT A CHANCE FOR THE APPLICANT TO PRESENT AND THEN A CHANCE FOR ANY MEMBER OF THE PUBLIC TO PROVIDE TESTIMONY AND THEN THE COMMISSION CLOSE THE PUBLIC HEARING AND DISCUSS THE ITEM BEFORE THE ACTION IS TAKEN. I'M JUST GOING TO OFFER SOME HIGHLIGHTS ON THE PROPERTY AND THE APPLICATION FOR MVP CRICKET AND THEIR CONDITIONAL USE PERMIT. SO THEY'RE LOOKING TO LOCATE IN AN EXISTING OFFICE BUILDING AT 10701 HAMPSHIRE AVE SOUTH AND IT'S CURRENTLY ZONED INDUSTRIAL PARK. AND THEN OUR COMPREHENSIVE PLAN GUIDES THAT FOR AN INDUSTRIAL. THE SITE ITSELF IS A LITTLE OVER 13 ACRES AND THEN THE BUILDING IS 153,265 SQUARE FEET. AND THEN AS MENTIONED, THE APPLICATION STATES A CONDITIONAL USE PERMIT FOR A SPORTS TRAINING FACILITY. WHILE SOMETIMES THEY CAN SEEM KIND OF SIMILAR TO AN INDOOR RECREATION OR ENTERTAINMENT USE, THE SPORTS TRAINING FACILITY IS A DISTINCT USE AND CODE . AND SO JUST WANTED TO PROVIDE SOME OF THE CONTEXT WITH THE DEFINITION HERE THAT IT'S PRIMARILY DESIGNED TO PROVIDE TRAINING FOR ATHLETES IN A PARTICULAR SPORT FOR PRACTICE AND SKILLS AND KIND OF BASED ON THE PROPOSAL TONIGHT THAT I'LL GO INTO IN THE NEXT COUPLE OF SLIDES. STAFF DO BELIEVE THAT THE INTENDED USE FOR CRICKET COACHING CLASSES AND TEAM PRACTICE MEET THIS DEFINITION OF A SPORTS TRAINING FACILITY . THIS IS AN AERIAL VIEW JUST TO GIVE AN IDEA OF THE SPACE THAT THE USE WOULD OCCUPY IN THE BUILDING JUST ON THE SOUTHERN END THERE SO THERE WOULD BE SOME OF THE WAREHOUSE USE AS WELL AS SOME OFFICE USE IN THE BUILDING AND THE SPORTS TRAINING FACILITY WOULD OCCUPY ABOUT 9238 SQUARE FEET AND THIS REPRESENTS ABOUT 6% OF THE OVERALL BUILDING FLOOR AREA AND THEY ARE PROPOSING TO HAVE THREE CRICKET PITCHES AND THERE'S OF AN EXAMPLE IMAGE THERE AND KIND OF SHOW WHAT THAT LOOKS LIKE KIND OF WITH SOME TURF ON THE GROUND AND THEN SOME NETTING THAT YOU MIGHT SEE SIMILAR TO LIKE A BATTING CAGE OR SOME OTHER SIMILAR FACILITY. AND THEN IN ADDITION AGAIN THERE WOULD BE SOME OFFICE SPACE FOR THE P CRICKET TO USE MVP CRICKET AS A PRACTICE AND INSTRUCTION FACILITY FOR THE SPORT OF CRICKET AND THEY OFFER CRICKET COACHING CLASSES THAT REQUIRE A MEMBERSHIP AND A SIGN UP TO ATTEND. AND THEN THEY'RE ALSO PROPOSING TO RENT OUT THE PITCHES FOR TEAMS IN THE AREA TO TRAIN AND FOR SKILL ENHANCEMENT PROGRAMS PRIMARILY FOCUSED ON YOUTH. SO THEIR PROPOSED HOURS OF OPERATION ARE MAINLY IN THE EVENINGS AND WEEKENDS. AND THEN IN TERMS OF THE INTERIOR AND THEY'RE PROPOSING SOME IMPROVEMENTS TO LIGHTING IN THE FLOORING UPGRADES I MENTIONED THE INSTALLATION OF A TURF LIKE MATERIAL ON THE GROUND AND THE NETTING FOR THOSE PRACTICE PITCHES ON THE EXTERIOR THERE'S NO BUILDING MODIFICATIONS WITH THIS APPLICATION. THERE MAY BE A FUTURE EXTERIOR SIGN AS PART OF THE PROJECT. AND THEN THEY'RE ALSO PROPOSING TO INSTALL A BIKE RACK OUTSIDE AND THE LIGHTING AND LANDSCAPING IS CURRENTLY IN COMPLIANCE FROM PREVIOUS SITE PLAN APPROVALS THIS SITE. SO THERE'S NO NEEDED IMPROVEMENTS THERE WITH THIS APPLICATION. THIS IS THE PARKING PLAN KIND OF FROM THOSE PREVIOUS APPROVED SITE PLANS WITH THE SPORTS TRAINING FACILITY AND THEN THE REMAINING OFFICE AND WAREHOUSE USES IT WOULD REQUIRE 329 PARKING STALLS ON SITE AND THEN WITH THE THE EXISTING STALLS THAT ARE THERE AS WELL AS THOSE PROVED APPROVED PROOF OF PARKING STALLS AND THERE'S CURRENTLY 329 PARKING STALLS THAT CAN BE PROVIDED ON THE SITE SO THAT IS CODE COMPLIANT. ONE ONE CONDITION I'LL JUST HIGHLIGHT THAT WAS ADDED THERE RELATED TO THE PARKING IS JUST ENSURING THAT THE PARKING THAT WAS APPROVED IN THOSE PREVIOUS SITE PLANS ARE STRIPED.
