member McKenzie all those in favor say I I I opposed now the meeting is open to the public um the first one is Mr John SCH hey John evening anyway uh I thought at the last meeting uh the opening by the mayor uh was going to bring things back to way they used to be when I first started getting involved in this and that was that if there was a question that question would be answered later but not at the meeting I'm still waiting for the answer and the answer has to do with why are we being as residents forced to use Google to get information about the uh CC Community Center we have a system it's called open gov you can post on it I get notifications of meetings because of signing up for that why am I forced to use an outfit whose only reason for being Google is to gather up as much information as they can on everybody and then sell it I find that to be unacceptable second item is there no is no usual notification about the uh cancellation of the uh Workshop notification came out about the meeting usual time nothing about the workshop so I uh contacted uh my um usual group that we have that discusses things about the city and said anybody get a notification and uh no there was no notification but one person said and I will quote this person who when you see this person here you always say welcome what have you been doing I mean just welcome this person in I don't get those kind of uh compliments but uh the answer was uh no notice the workshop was cancelled per the website agenda Center apparently the system isn't or maybe can't be set up to trigger a canceled meeting email unless the agenda was already posted question mark I guess it hasn't occurred to anyone that there are people who know the regular schedule and might show up only to find the doors to the City Hall locked or if the doors are still open figure out for themselves there wasn't going to be a meeting that's all thank you John now we will move to the city business action items and recommendations City M Randle uh first up is item a proposed ordinance amending chapter 117 of the North St Paul city code consumption and display permits I don't know if we want to kick this off with uh Jack to give us a little explanation there it sounds good um acting mayor members of council um so uh before you is a uh draft ordinance uh regarding what are known as consumption and display permits uh so this is a type of alcohol license uh that is permitted with in the Minnesota statutes uh so it's somewhat different than a normal liquor license normal liquor license enables a business to sell serve provide alcohol to its customers uh a consumption and display permit is required uh and enables a business to allow customers to bring their own alcohol to the premises and then consume it themselves um so uh it requires um City approval uh so there's uh that's why we have the ordinance here um I I also walk through there's a few policy decisions um that need to be made before the city finalizes what this ordinance is going to look like um before you we have kind of a draft ordinance of some of my suggestions and some of the defaults um but I just wanted to kind of walk the council through uh some of the decisions uh of course uh the first big decision uh that will need to be made this evening is whether to allow these permits at all again this is not something that is required uh it is an option that the city can allow these to be granted we be up to you to decide if you would like to pass that ordinance uh secondarily uh be a question on who is allowed uh to obtain one of these permits uh so right now the draft in front of you sets the eligibility as broadly as allowed under statute uh which is basically anybody so it is anybody without a felony conviction in The Last 5 Years and also um a restaurant club BNB um so I I suspect the idea there is that a business that had its liquor license pulled for violations could still obtain one of these permits to allow customers to bring their own even though it's lost the right to serve them um again that is um within the discretion of the council if you would like to allow eligibility to a more restrictive set than allowed under statute that would be within your power so if you wanted to you know not allow someone who's had a felony conviction in The Last 5 Years that would be uh an option uh I would suggest that probably at the minimum we should come up with some kind of minimums as to uh you know location of what what kind of a facility is this right just make sure this is not somebody's house um so something like you know only commercial facilities or only in commercial zones or only U businesses open to the public or or something to that effect um although again exact criteria um is what you feel is best uh there is a fee associated with obtaining these permits that fee is capped by the statute at a maximum of $300 to the city there is also a $250 permit fee to the state uh that the state permit fee covers uh an onsite inspection by the alcohol and gambling enforcement division they send an inspector out to um do a walkthrough of the facility uh the $300 for the cities to cover administrative cost as well as background checks um that's the city's responsibility for the side that side of things um the draft in front of you uh currently sets that fee at the maximum allowed by Statute uh I would note that that is um the same cost as obtaining a club special liquor license which is like a one-day Club license uh and twice the cost of a 32 license um but uh only just about 10% of the cost of the next least expensive liquor license which is a wine license so that's kind of where it falls on the scale um given that there are um you know criminal history background checks involved I would suggest the $300 is a reasonable fee for the city's process although again ultimately your decision uh item number four on my list uh the current draft would require an application submitted um you know by the person seeking the permit it would then require a decision by the city council uh that is the process that we use for um the you know a normal liquor license anything like that is not necessarily required under statute the way it is for a um full service liquor license and so if you wanted you could also set this to be an administrative permit um so it would be applied to and dealt with on an administrative staff level without necessarily going to the council or if you would prefer it to go to the council um sort of as with liquor licenses uh finally just want to touch or uh no a couple more things um quickly touch based on insurance um so there are statutory Insurance minimums for a full service liquor license again this is a a less um less specific statute so there aren't necessarily statutory insurance requirements there isn't a statutory Insurance um you know demonstration you need for the State uh so the question is does the city want to require some kind of minimum level of insurance um the standard for a liquor license is workers compensation in proof of Workers Compensation Insurance and um alcohol liability or dram shop insurance uh which covers sort of you know the the claim that the business has served someone that they should not have served um this is not a commonly issued type of permit or common this one that we're considering uh it's not a commonly issued type of permit or a routinely litigated type of permit um I was not able to find if commercial general liability insurance would cover everything that could arise under this because on the one hand there is service of Al you know there is consumption of alcohol but on the other hand the business is not involved in any way in serving the serving or providing or selling the alcohol um a a more conservative small see not politically conservative but just a more careful approach uh would be to require that these businesses obtain some kind of dram shop insurance as well um the idea behind that is that is to protect you know members of the public who are hurt by drunk individuals that to make sure that there is some coverage from you know at least from the institution that is allowing the alcohol consumption um you know the the risk is that people if people are drinking in public there is sort of more of a party atmosphere more of a risk that they might consume more that's why you might want more insurance for something like this although again ultimately up to your decision um and then finally there's the kind of other category um one option uh is you know for many like you know weddings or other type Event Hall type of events um sometimes there is a requirement that the um permit holder you know the permit holder cannot serve the alcohol cannot be involved no employees of the permit holder can touch alcohol but I was able to confirm um with the state uh enforcement agent today uh could require that people bringing their own alcohol also bring someone with them who is responsible for serving the alcohol um for example for a wedding you know making sure that the wedding is hiring a bartender uh that provides an additional layer of safety because there is a sober professional who has you know the who is making sure that drinks are being made on a standard you know one one drink per drink kind of a basis uh and who also will be you know sober and able to cut someone off if they are you know getting to be too intoxicated um so again you know would be a a potential requirement that people you know if there's some kind of an event happening uh that people bring a bartender with them um would be something that the city could consider or just leave it up to the venue to set their own policy or just leave it to the customers to um manage them elves um that's kind of my um my list of decisions that have to get made and I'm happy to go back through those one by one if we want to have sort of a point BYO discussion on any of this um at this point I would stand for questions or I also know this uh this ordinance was precipitated by um a potential local business who was requesting that we do this so that they can operate the way they want to I believe the business owner is here um and has indicated that um she would also be able to um speak on the matter or answer questions yeah I'd like to hear that well I don't know what business it is so and I would just yeah I'd be interested at this time unless there's any objections I would invite the business owner up to discuss AA Johnson please hi hi hello my name is Eva um and I'm currently working on it's one of Tracy Luther's properties on the corner of Margaret and 7th 2543 7th Avenue um I've been looking well I've been wanting to open a wedding chapel for a couple years now looked all over the Twin Cities decide on North St Paul about a year ago and I've been trying to shake out a property for a while now there was another property I was going to buy but I there was fully leased out so I couldn't use so then I was and Tracy Luther for almost a year now please get your stuff out of there so I can use this gorgeous building so we're making progress um and it's going to be a small scale wedding chapel and my business plan is very based on Affordable Weddings so that's where this comes into play is that to cut out the catering so people are not paying per drink for their guests um that they can bring in their own stuff that's the main thing I again I have nothing to do with it legally I can't and I have no desire to charge for it serve it and that would be my requirement is that they have a licensed bartender so there is somebody where it's you're not just pouring whatever you want into a cup it is a regulated thing and some observing it for my own liability and my own saf there would be a bartender and I've looked into like Minnesota School of bartending it's like $50 an hour to get somebody to come in there and they do the whole setup with ice and mixers and stuff so that's the angle I would like to take just so that people can have a wedding for a reasonable amount of money I think North St Paul is the best location for this this is the corner building right down on Margaret right at the old I think it's the old Kaufman uh clothing store one time probably was yeah I know it was a doll hospital a bank yeah a physical therapy place yeah that's it okay yeah so it's the building itself is about a little under 5,000 square ft I'm going to be taking over the left side of it um so the chapel space will be closer to less than two like 1500 2,000 square F feet um and then kind of a partner of mine but it'll be a separate business it'll be a kind of wedding inspired retail on the right side of the building um and she currently has a store on West 7th in St Paul so we're both this is not like a Fly by Night operation we're both put a ton of work into this I've been like I said looking for a property for year and a half um and once I figured out with just how the Main Street setup and like the dive bars because I also I don't want this to be a classic wedding like I want to end you know maybe at 9:00 or 10 and then people if they want to stay out they go to the local dive bars so I wanted to be in a location like this so that I I'm not a place that's open till midnight um just a cheaper quicker wedding option for people is there any other questions that something we've never had in this city and it's goodness and it's going to be like 70s ' 80s them more like ' 80s theme it's going to be really cool decor and I think yeah people don't really I grew up on the east side of St Paul um but I've been asking people like people don't really know about Downtown North St Paul and how great it is because it's not a drive-through place which is really nice cuz the main street is not busy like with traffic um but yeah I just think that people are going to love North St Paul and it's going to bring a a lot to North St Paul as far as business because I'm already talked to Max um fish or not that's the one by me um but Max Diner work with catering on them um the Pizza Village work with catering on them so yeah really connect with the local the bakery that's newer talk to her work with her the hair salons the tattoo like there's all these businesses that could oh yeah they're right there for them to walk down the stroke yes yeah cuz I'm also not going to be doing anything with food you're not food catered in only yes yes so catered in potentially food trucks look into that um but yeah me personally I don't want anything to do with the liquor or the food I just want the venue space and people can kind of make what they want with a smaller budget is there enough room in that building for you to operate do all this there is yep I've met with um Barry the city building official and and two fire inspectors a number of times and I have an architect on board too so I'm actually meeting with the architect and Barry again on Friday to make sure we have the fire Cod because that was a big thing too is making sure that the assembly space is separate from the retail space so yeah Eva are you aware of the car show that we have there in front and I I think that will be a huge I mean parking will be a little bit tighter obviously but I just think that that'll be a huge draw for brides and grooms to like have all these cool old cars around to take a photo by and I think the crowds there will get a kick out of having a bride walk down the street sure so yeah I see a sweet interaction between those two things looking into your business model what have you found for what what are you going to cover for insurance or what are you going to have for insurance on place like this so I recently called my insurance agent and they don't cover this type of business insurance so I actually have to look into that further that is on my to-do list um they gave me the name of another insurance company that focuses more on this type um but so I'm not owning the building Tracy has his building insurance I will have my business insurance and whatever I need to cover and then the idea is that they would also have their own one day Insurance the couple um but yeah I'll definitely whatever is required there get you know layered policies and again I have a licensed bartender in there as well thank you so coming from the hospitality industry I have some questions sure I love the questions or advice the first one is to piggy back on on C manager Fran's question are are you opposed if we put a dram shop SL um mlba tips compliant to the permit not out right no and I Dr that down I have to do research on that the dram one that is like the drinking and driving type thing is that what it mostly is or over or something okay I know I've heard that terminology so basically if you serve someone and they go out and hurt someone else the dram shop insurance is what they're going to sue okay um and and then the minister license beverage Association they are one of the ones that provide all the tip certifications to the server you or bartender you would hire yep yeah that's definitely an important thing to me that it's not somebody drinking with the party that's the survey of the alcohol um and then I don't know if this is a I apologize I don't remember your name Eva that's okay Eva thank you so much Eva I don't know if this is a question for you or Jack um for a license like this a are there compliance checks like there is for a normal bar or someone who has a liquor license and be who is responsible for making sure everyone is of age for a license like this uh I think I can jump in on that um Mr acting mayor uh so there would be an inspection by um the state the alcohol and gambling enforcement division aged they do an annual inspection uh as part of the permitting process in terms of the sort of daytoday that's again somewhere where the city could potentially look into something but because this is people bringing their own alcohol there isn't necess it's it's more self-managing and so the idea is you know because the business is not serving any of the alcohol the business is not necessarily getting checked for they don't necessarily have the same affirmative obligations to be doing ID checks that they would if they were serving it themselves but yeah I wonder if the licensed bartender if that's part of their requirement or that's I mean I could definitely make that as you know part of my process where that's that's their role and so so if I hire a license by tender typically it goes against my dram chop insurance and my liquor license so even if I'm hiring an outside bartender it it's so here it would be somewhat different um Eva could not hire the bartender that would be getting that's the business serving the alcohol that requires a full-blown liquor license so what I've talked with AED about is it would be the couple hiring a bartender for their wedding wedding okay um and so again there's not necessarily a permanent service set up to do in um compliance checks on because you know it's sort of on a per event basis my knowledge is about a year old on this but as far as I'm aware there is no licensing with the state of Minnesota for a bartender certificate or any so so it's much more casual or informal of us okay yeah the uh the mlba like I say the M MOA does a tips training which basically um uh you have to go through and uh know when you should be refusing service know what legal forms of ID are and stuff like that so that's through the mlba um but there is no license that I can apply for from the state of Minnesota that says I'm a bartender um so I if her guests have to hire the bartender I guess I would ask a little bit more research of who would hold the dram shop insurance so yeah it's uh I've done some some research on that it's not entirely clear I think that you know um you know it's not clear who would be holding the liability on that one I think you know if we have a requirement that the business hold some level of that insurance again that's sort of the that's the safe EST option for the city is to make sure that someone definitely has it um yeah it seems like it would fall on me I feel like to yeah well but then because they're not your employees um they're the the weddings is it ensuring a person or a building or a well typically it's uring a liquor license and that's why but I'm carrying the permit so it seem yeah but you aren't you aren't technically involved in serving the alcohol so again it's it's a gray area that I I have done some research into and these are uncommon enough that there don't seem to be good answers on who specifically what kind of insurance there would need to be is drram an expensive Insurance yep that's what I looking do you have a bar restaurant in town here no no okay but you're in Hospitality you said yes okay um H having the past um don't don't currently own anything at the moment but now work for other people yeah so it is very expensive um I don't know if it would be less expensive if you don't actually you're not actually doing the service right um again that's um did cap does capacity come into play at this okay so the right now it's a 100% Max is what I'm working with the fire department and the the building guy so so last time I bought it was how old am I 50 19 years ago um with uh double that capacity I was around the 10 grand Mark a year okay I like I said that that's outdated information yeah so it's only G [Laughter] up yeah so I'll have to research that and I will yeah talk to a few Insurance comp companies to and this I mean I can do I'm sure you will to but like talk to the state as well with uh I talked with the state I tried to get some information all the state would tell me is that they don't require any specific insurance for consumption and display what's decided with this so it's they leave it up to the city to decide what is required um I guess my next question would be for city manager frandle um with the proposed business if we adopt oped our current liquor license standards for location would that be acceptable for where she's proposing for her business what I would suggest is uh I don't know if you guys want to make all of these decisions this evening I think I would like to work with Jack and if there's any input that's relevant for Eva to get involved in we can figure that out and I think uh bring forward the next or the best plan uh at the next council meeting for you guys to uh vote on like on that too I like to hear it too does that pose your business any problem it doesn't no I had hoped open by like May June but in reality the interior work is nothing is that fast so I'm still working on permits and yeah stuff for the renovations on the inside so that's just fine well just just tell Tracy to get the vacuum out he's there's still quite a few quite a bit of artwork in there that we're still like all right here we go but he's been fantastic to work with with um and I'm yeah he knows the community really well and I'm happy to have him on my side he's excited for the project and this be fun for our city we've never done that like this thank you yeah I'm I think it'll be fantastic and like I said I just love North St Paul and once I figured it out I'm like this is the only spot I want to do this business um so yeah I think it would be a fun spot and it you know on top of like bow renewals weddings I hope to do other things with the space too when it's not being used for that too so other ways for the community to get involved if they're not planning to get married awesome any other questions for Eva well thank you guys for your time thank you so much nice meeting you thank you all right next item up is um go ahead sorry no go ahead I'm sorry um so uh just sort of procedurally it it sounds like there is enough discussion enough uncertainty amongst the council that uh I imagine we're probably going to either table or withdraw this item um if there were uh direction from the council about specific items to consider or specific for any of the you know the items that I laid out in my little list um if there were particular particular direction on how to proceed on any of those we can incorporate that into an updated draft to bring that back at the next meeting um otherwise uh I would based on the discussion uh I might suggest a motion to table I'll uh I'll make a motion to table it right now I uh I I'd like to hear more about this I will second that is that enough direction or do you want a motion to table with the instructions for you to work with City staff to develop this further um so we don't necessarily need that to be part of the motion uh if we can just get you know we don't need a formal action on um you know your thoughts about this essentially is what we're looking for to help guide us so that when we do bring it back for formal action we can be closer to where your your meeting is at so we have a motion to table and then just any direction you're able to provide but that doesn't need to be in the form of a motion a resolution so at this time I have a motion to table from council member McKenzie a second by council member Woods all in favor say hi hi hi hi is there any direction other than what's been discussed that we would like to provide um my direction is I would like dram chop to be included if that makes sense um I would be concerned if we made it less if if we could put this in places that Li regular bars could not go um you know next door to a a school would be problematic so my thought would be somewhat similar to our current liquor establishments um is that I don't see loc or uh proximity to you know certain things included in here is that there's nothing in the current draft although again we have the authority to adopt further restrictions on these permits and that was why I was saying if we just keep it consistent with what our current liquor license are I think that might be easiest all around that way if we ever update that this automatically gets updated as well um and the only other question I had was um to me it would be interesting for you to reach out is there any are there any benefits to this liquor this license that are current establishments don't have that they might be to lack of a better word be jealous of that I'm aware of I can of course do some research um initially I think it's it's primarily just the cost is a lot lower than a full liquor license um although you also aren't aable to sell alcohol out of that so you also don't there's no Revenue associated with it now would this at all have anything to do with like a business in town bringing in a party to their own business and distributing it within their own business and then folks going home and I don't I'm just I'm not sure how this would all work out but um council member I'm not sure I quite fully understand the question um so the idea is you know if there was a you know the the bakery or some bus that wanted to host an event right um the so they would have to if they want there to be alcohol at the party they want to allow alcohol at the party they would have to get one of these permits in advance um again the business could not provide or serve or be in any way involved with alcohol at the party people who came to the party could bring their own alcohol with them and consume it at the party this is totally different than let's say a liquor establishment downtown that has their own sidewalk seating they're under they're under their own liquor license that way yes so they have they would have a a full liquor license for sales and service um so this is just a little yeah similar to uh I know we do some of the temporary liquor licenses for special events um um and that also that would be a separate um because again that's Sales and Service uh that would still have to be under the temporary liquor license provision and this would not allow not allow that kind yeah that kind of uh event to happen Okay one additional item that I would like to see added to this and I think is something that you brought up and it sound sounds like it's something that Eva has already covered but having that Sober Sober server you know her plan is to for require them to hire a uh bartender I think having that as an accommodation in here also provide some level of comfort that we don't have people getting over served or things like that so um do you have thoughts about uh requiring that that person have some kind of training or just requiring that there is a sober individual in charge of distribution well if you're going to have a bartender you're going to want to have know someone that knows how to actually make the Mi the proper amount of alcohol going in the drinks and that I would imagine I think what he's getting that is do we want them do we want to require that they hire a bartender or just that they have somebody who is not drinking right like a member of the family who's not drinking and they are the ones and and given that there isn't necessarily a state licensed category we'd sort of have to be picking yes personally I I would say we would add the caveat that most um places so if you get dram shop dram shop in the state of Minnesota requires that all your servers and bartenders have the mlba tips or program your employees go through it so I would think that we would do if she is able to get dram shop they're going to require that of whoever they're forced to hire but I would say that would be the training we would also require um there are the Minal Li prefers Association is the most popular one in the state um there are some others but so that or an equivalent would be the training I would suggest for whoever they have serve cool I can provide you my tip certification if you [Laughter] need yeah I would do that yes um for the just because we're recording this I'm just going to repeat that the question was could there be a vendor list provided by the venue and yes I believe as long as it is being hired by the the people coming to the venue and not by the venue itself you could certainly provide recommendations Jack or city manager frandle are there any other guidelines that you believe is necessary to continue or to do the work no questions for me at this point no nothing else for me at this point I think we have um some changes to make I guess would you like to bring this at a future work session for a more kind of informal discussion with potentially um mayor mongi and council member schwe uh or to make an amendment bring it back at a subsequent council meeting um slightly more formal discussion but potentially take action on it then well if we don't have any budget stuff going on we could slip this into a workshop somewhere along here could I would be okay with a workshop as long as it's sooner rather than later I don't want to unduly delay her unduly delay the business from being able to operate right um is this something that you believe could be in the two we yes yep okay any other discussion on this matter no no I'm good no then Brian if you could proceed to the next one I'd appreciate it no problem U next item up for the city business action items is the set sale for the 6.74 million General obligation Street reconstruction utility bonds series 2025a and believe we have Michaela hot here from Baker Tilly to discuss [Music] thank you acting on acting mayor members of the council I'm here again to t uh tonight to present um the or request the city's authorization for the issuance of um General obligation reconstru Street reconstruction and utility um bonds um the sale date is expected to be April 15th um the par amount of the bonds is about 6.74 million and there are multiple purposes for the issuance including again the street reconstruction um portion there's also uh water utility portion sanitary sewer portion and storm sewer portion all of the util utility portions will be supported by um utility revenues and the street reconstruction by uh General Levy the term of the bond issue is um 20 years and the schedule of events um on March 4th the city council did hold a public hearing on the street reconstruction plan there is a 30-day reverse referendum um time period for that um we're here tonight to uh request authorization of the sale um we have a rating um call scheduled with S&P who is a city's um um uh um provides the city's rating current rating is double a um that rating call is scheduled for next uh Wednesday March 26th and then again the um competitive sale is scheduled for April 15th at 10: a.m. and um following the uh receipt of the competitive um bids the um April 15th that night at the council meeting um would be the award of the the bonds itself um the the set sale or the pre-sale summary and the authorizing resolution were included within your packet um one other item on the structure of the bonds again being the 20-year term the current interest rate for the bonds is about 4.18% and that is about 30 basis points over the current rates um and that'll be monitored as we get closer to sale um and with that I'd be happy to answer any questions that you may have um regarding the action tonight um or the uh the issuance itself um one question and Dan might have to help me um in our budget talks they've always talked to us about two types of bonds one that we can buy down at any time um it or ones that we must carry for the 20 ter 20year term is this one of the ones that we can buy out at any time or is it a 20-year life mandatory yeah that's a great question um with the 20 years um schedule there is a a call um date meaning that the bonds are um you're required to make payments until that call date and then at the point of that call date if the current if rates at that time are um more favorable than they are now or they're sufficent sufficient funds to um to to call the bonds then that would be the earliest point that you could either refinance or pay them in full subject to the um um to the position at that time and how far out is that call date the call date that's a good question I think we typically include a 10-year call um and then again that's the earliest that you would be able to either refinance with better interest rates and or um pay off all or a portion of the bonds and Dan are you okay with that term thank [Music] you I have council member McKenzie all those in favor say I I thank you thank you thanks at this time is reports of the city manager and departments thank you um so we've been looking into uh overlays for this summer I think our budget is around 20 what 20,000 this year so we're probably looking at uh mail and overlays for Margaret Street from 7th to the bridge on Highway 36 and then probably up between 17th and 19th and then probably looking at another area um around the hilltop Court area to see what all we can afford to do this year but uh those will be some good ones to take care of that was Margaret Street 17th marget Street from uh 7th Avenue to the bridge okay to Highway 36 and then and up on Margaret from 17th Avenue to 19th Avenue so that two block area there couple blocks okay yep and that'll all be dependent on getting quotes and bids and see if we can do any more or less go will it be to the bridge or will you go up and over the bridge to 11th or no to the bridge CU becomes cement once you oh that's right concrete pad job that's right okay um we are having a town hall meeting here in the chamber this weekend from 11: to noon uh it's just 1 hour we will be having our local legislators here so it'll be representative fiser and representative Lily and Senator Jang will be here uh just to answer a quick questions and uh probably give us an update on the legislative session and how it's going at this point um had staff meeting today talked with the Departments um the fire the unfortunate timing but but they had their badge pinning this evening uh at 6:00 we were able to tend a little bit of it um it's always nice to go to that and they had 10 different firefighters that uh either moved up or were brought onto the department so those are always nice to attend um Public Works it was kind of eye in the snow that was supposed to be coming tomorrow it seems like they're cutting it back a little bit but uh some sounds like some places are going to get hit pretty good um they're working in the wells uh installing the variable frequency drives which is kind of KN program that uh our conservation Improvement program through the electric department is able to reimburse the majority of those costs uh well 3 is done uh well one they have pulled the motor and they'll be rewinding that uh should be back there in a couple weeks they had to rewire well too uh had some issues there but that is rewired and back up and going um Finance has been more than busy with the Auditors and staying up on all that work Dan has done an excellent job and it's been a tremendous amount of work and he'll be shifting gears here and getting ready for the budget discussions uh Jenny's been busy with um lining up interviews for the police department uh we got seven applications for CSO position um so our CSO is looking to pass his post board come this June which at that point we're hoping to bring him on as an officer and then probably bring on CSO to maybe have a couple of months under their belt underneath him to get him up to speed so that's what that positions for and then we'll be also uh interviewing one more officer if we can get that position filled we will be at full capacity which would be wonderful um and then Jenny will be gone the rest of the week at the clerk's conference so we're holding down the fort he's going to where Clerk's conference oh going mhm oh aa still been busy with uh finalizing the web update for our page which uh hopefully we not too much longer we'll have that up and going we've kind of gone over it and uh it's it'll be a nice refresh so it's looking good um electric department they are still doing their pole change outs and cross arm change outs from doing their system inspections and fixing other issues as they find them just had a couple of linan come back from uh line school or excuse me substation school um we're also working on updating some of the solar how the how the figuring is on the bill for the solar um but we do have 21 solar customers at this point and actually Richardson School is looking at putting a 40 KW system on their uh roof that's a good size system on the roof huh that's my understanding so I shouldn't say that for sure but um but that would be the biggest system on on our distribution system um that's all I have for you thank you Brian um at this time it would be reports from Council commissions and committees U council member McKenzie I'll start uh the Ed met last Tuesday on the 11th we had two members missing so we tabled the discussion on setting the the new president and vice president and the secretary and that until April here hopefully we can all get back and get together and have a a new meeting to start it all over again awesome thank you council member Woods the arts and culture commission met uh just after our last council meeting um and discussed their subgroups um basically just trying to plan out what their events are for the year and they've got some pretty good plans so we'll keep an eye out for our upcoming events awesome thank you um I am the Le aison for the Planning Commission the March Planning Commission meeting was cancelled the April Planning Commission meeting will be on April 3rd General business council member McKenzie I have none coun M Woods I have none also um I just have one item um lately we have been discussing a lot to do with parks and wreck and stuff like that and going over the information um one of the things I have not been able to find and I don't know if this is for Jack or Brian but the next time this is brought before us if you could have a little bit of information for us on when we're doing Parks what's required um and best practices for parking for a park um I know for businesses what's required for parking but I I am unsure of of how parking for Parks legally works so if you could have that information when that's brought back I'd greatly appreciate it and then at this time
