[1:14] Mayor Clint Hooppaw: see we don't have it there we are good evening we'll call this meeting to order for the June 13th 2024 Apple Valley city council meeting I'd like to welcome everyone and make a brief announcement uh for any members in the audience who have signed up to speak when your name is called please approach the podium to address the council the first item on our agenda is the Pledge of Allegiance and I ask all to rise and join us in the pledge I pledge allegiance to the United States of America and the for it stands Nation indivisible andice before we uh roll into the rest of the agenda I'd just like to uh take a moment to um to recognize officer Jamal Mitchell in Minneapolis in his services this week um you know once again we had a tragic event and uh a good turnout so we just take a moment of silence to to uh remember Jamal thank you all for that uh we will move on with the approval of our agenda and time do we have any changes this evening [2:26] Tom Lawell (City Administrator): good evening Mr Mayor members of the council yes we have two items uh to amend the agenda one is an item that was distributed to the council yesterday this is item 4X approve an encroachment agreement with mellan pipeline company for a project that's related to the new police operations garage facility uh that item would be item 4X on your consent agenda and then the other item we have is just an updated calendar of upcoming events clarifying business opening that's occurring at 10:30 tomorrow uh morning and that is item number seven on your agenda [3:05] Mayor Clint Hooppaw: great thank you do we have a motion to approve the agenda as amended second motion from council member grall a second from council member Bergman all those in favor indicate by saying I I oppos the agenda is approved the next item is our audience participation portion of the meeting this is for items not on the agenda and I do believe we have a presentation plan from the Dakota County Library [3:33] Tyler Williams (Library Branch Manager): Mr Mayor members of the city council thank you for having me I'm Tyler Williams I'm the branch manager at Galaxy library right next door here in Apple Valley and we just have um some big things in store this Summer that I wanted to give you and the residents at Apple Valley some updates on so that you know what we have in store i h in the right there we um first to look back the last year we had almost a quarter million people walk through our doors last year which is the most of any branch in Dakota County um one of the things I've Loved about working here in Apple Valley and a galaxy is uh seeing how much the residents of Apple Valley love their library and love to use the library and use our space um we also checked out more than 700,000 items which is a all-time high for Galaxy at least since I've been here almost seven years now um we're inching ever closer to Westcott our Ean Branch we're still not quite there yet but but we're getting closer um and we actually saw our uh circulation throughout the county library system uh increase last year in large part because we went fine free for all last year um this was a project that was started in 2022 we eliminated uh late fees for youth materials and saw such um success with that initiative that the County Board agreed to eliminate late fees for all Library materials last year and um we also uh began a project of of automatic renewals so that if Library materials are not on hold for somebody else they'll just renew automatically uh a couple of times for folks so they don't have to to do anything with that you know we're constantly trying to remove barriers and make using the library easier for all of our residents and going fine free um has been a big big help uh for that we also expanded our on the-go uh van this year or last year um which is our library Outreach uh vehicle that we use for Community engagement you might have seen us at Trunk or Treat uh the last couple of years we're actually going to be at music and Kelly Park uh once or twice this summer so if you're out there and you see us in our Dakota County Library shirts with our on the go van come say hi we're we're always happy to to talk to Folks at at our community events um we also opened the kosia library in South St Paul in February um this was actually the culmination of of a yearslong project to bring the Municipal Library in South St Paul into the Dakota County library system as our 10th branch and to build them a new uh Library space that'll meet that community's needs it's been uh great to see off the ground and and get those um to get people a great new library in South St Paul our big push since the fall has been the introduction of self-service hours to the library system uh we started this project down in Farmington last year and it was very successful at the beginning of the year so we started rolling it out to our other branches in October um library card holders who are 18 and older can go online and apply for self-service access badge that actually doubles as a uh a library card and then they can access the library uh seven days a week from 6:00 a.m. to 11:00 p.m. uh there are no staff available during self-service hours obviously but people can come in check out materials pick up their holds use computers copy print facts use our study rooms and meeting rooms uh that's actually been the biggest use that we've seen is we have a lot of community organizations who like to use our our meeting spaces um but whose meetings don't necessarily line up with traditional Library hours so if um people need to hold a library a meeting from 7:00 to 8:30 they can get self-service access and they'll be able to to have their meetings or Girl Scout Troop meetings in the in the evenings on the weekends um again we're just trying to make the libraryies services and spaces available um as much as possible um which brings me to our big summer uh projects we are launching self-service hours at Galaxy in July um it's taken a while we're one of the last branches to do it um we've had to kind of roll it out um in stages but we're really excited to see it um come to Apple Valley uh one tip that I would recommend for Apple Valley residents who are interested in self-service hours is um we are limited in the number of applications we can process in a given day and when a big brand launches this service we get hundreds of applications for it so it can take a couple of weeks to get uh to get that self-service badge so folks are really interested in having access right away they can actually go online right now and apply and ask to pick up their badge at a different branch Burnsville Egan Rosemont whatever is most convenient to them and then they'll likely have the badge ready to go uh when we launch um we don't have the exact date yet we're finishing our kind of our our technical in ation that it will definitely be in July um and and we're really excited to see it uh see it come it's been very successful um at our other branches in the system uh we also started summer Discovery this week our our summer reading program kids and teens can come into the library and pick up a booklet uh with suggested readings and activities to engage in this summer um once they've completed a certain number of activities and come back we'll stamp their booklet they'll win a free prize book and get entered into drawing for uh some larger prises uh we have a lot of research that shows that kids who don't read during the summer will fall behind their peers who do when they get back to school so we just try to do everything we can to keep kids and families engaged in reading and learning and building those skills throughout the summer so they're ready when school comes around in the fall which I know is hard to think of it's on June 13th but but we really try to try to help them out there and then one of our our biggest events of the summer is our craft fair uh which this year will be Wednesday July 24th if you've got kids who are makers enjoy building things uh they can come to the Western service center and sell their Wares uh we do have limited space available for sellers for that so if if families are interested we really recommend going online or coming into the library as soon as they can to um to apply for that but that's just one of our big fun events that we have um at the end of the summer and then lastly I just wanted to give a thanks and shout out to a lot of our organizations that help us do what we do and work with us throughout the year um city of Apple Valley has been great with us for the last year we did story walks and a couple programs in in Kelly Park last summer uh the school district uh we work with a lot in to support learning in and outside of the school they are tremendously valuable to Galaxy Library um ARP and uh their volunteers come in and offer free tax help to folks every tax season we help uh usually about 200 people get their taxes done um every tax season and people who really need that help and then we just have dozens of volunteers throughout the year who help us serve um our programs and help support our programs and services and we you know the Galaxy library is a county organization or County Library but it really is a reflection of our community we are a community organization and we can't do what we do without the support of of our residents and our local organizations and and City and I just wanted to thank you very much for all of your support and thank you for having me tonight [10:59] Mayor Clint Hooppaw: thank you thank you thank you any questions oh thank you so much and thank you for running a great Library all right we will move on to our consent agenda these items are considered routine and will be enacted with a single motion unless a council member or citizen request to pull an item council members are there any items that you would like to pull this evening all right citizens any items all right seeing none do I have a motion to approve the consent agenda motion from council and that is to Proclaim June 13th 2024 as Mary ker day in Apple Valley and Tom's going to kick us off on this one [12:00] Tom Lawell (City Administrator): good evening Mr Mayor members of the council this is a fun one this is one that we don't get to do very often but uh this is special uh we know from all of the time that we talk to people who make an investment in Apple Valley who choose to live here with their families uh that the quality of our school district makes a big difference in the health of our city and U that doesn't just happen on its own we are so fortunate to have a school district 196 uh with amazing talent and uh the job that they do for our community and on behalf of our organization is uh really special and we don't want to miss that opportunity because now we understand that superintendent Mary creger has announced her retirement uh from her role effective here at the end of June and U we don't want that occasion to go by unnoticed uh we think that Mary has done an amazing job as our superintendent uh we do know that um she also is a resident of Apple Valley so we're pleased to recognize a resident that has done an amazing job in her her position uh and she's just been a a high quality Community leader and we need more people like that that step up and uh take on the responsibilities to make sure our communities are strong and she has certainly done that in her role uh we often say that uh in Apple Valley we're a community where we want you to come and live work and play and uh tonight is live work play and be educated because she's done an amazing job of making sure that our kids can reach their dreams and really have a terrific future ahead so maybe it'd be good if we invite Mary up and may has a proclamation read here tonight as well come on forward we'll we we'll read the proclamation uh and then we will U give you a minute or two to to share a few comments if you'd like [13:42] Mayor Clint Hooppaw: so you put it on the screen you make it easy for me look at that all right so whereas the city of Apple Valley wishes to recognize the outstanding achievements and dedication of Rosemont Apple Valley Egan independent school district 196 superintendent Mary creger for her service and dedication to the amilies and children of our community and whereas superintendent ker for has been a professional educator for over 35 years serving in various capacities in multiple school districts including Rosemont Apple Valley Egan Lakeville Minneapolis and South Washington County and whereas she was named district 196 director of special education in 2005 and district 196 superintendent in 2018 and whereas district 196 is the third largest School District in Minnesota serving 30,000 students and more than 150,000 residents and whereas during her tenure with district 196 she successfully navigated various District Financial challenges the impacts of covid-19 and was instrumental in the passage of the largest successful school bond referendum in Minnesota History all aimed at investing in our quality schools and building a bright future for our children and whereas she has announced her intention to retire in June 2024 after a long and productive career as a public educator and Community leader and whereas it is fitting to recognize her for her tireless support of our community and the role she has played in inspiring thousands of young people to reach for their dreams during her long and remarkable career now therefore be it resolved that the city council of the city of Apple Valley Dakota County Minnesota hereby proclaims and thanks Mary griger for her service to our community and proclaims the 13th of June 2024 is Mary creger day in Apple Valley congratulations like anything you would like to share [15:31] Mary Kreger (Superintendent): okay well this is very humbling but very honoring and I'm just grateful um first of all I do have to say I'm so grateful that I'm leaving a career that I love so much and that you know when you're an educator you wake up every day and you know that what you do day is going to matter and so that is something that um I don't think any of us will ever take for granted to be able to be so invested in something that is so important and with that I want to say thanks to all of you we've had amazing Partnerships um when you look at our very large District Two out of our four comprehensive high schools are in Apple Valley three of our middle schools are in Apple Valley we work always on some very unique Partnerships when you think about things like our ice rink um when you think about school of Environmental Studies I think the city of Apple Valley I think we've had such incredible leadership with our city administrator with our Mayors with our Council and parks and wreck I mean we are in this together and like you said having a strong school system and a strong City those things go hand in hand and we're so grateful and I'm especially grateful especially these past few years but also with our long history for Apple Valley Police Department and for chief Francis and his leadership as well we need you have always needed you and um are just grateful for that partnership so thanks to you and with me tonight I can introduce you to the new superintendent as of July 1st so Michael bason is here to say a few words thank you [17:26] Michael Balson (Incoming Superintendent): hello good evening mayor Hoopa council members my name is Michael balson I'm the currently the director of secondary education for district 196 and will be the incoming superintendent um first of all thank you for giving this honor to uh Mary she's a big deal to us and it's great to know that she's a big deal here in Apple Valley uh we celebrated at the district office today with cake and celebrations throughout the day and and we had a lot of fun and it was very meaningful to us I just want to assure you that um the strong relationships and respect um between the school district and Apple Valley will continue um I've had a long-standing career in apple Valley I started teaching uh in my early 20s at the school of Environmental Studies I spent about 12 to 13 years at Apple Valley High School uh eventually leaving as the principal of Apple valy High School to take the job at the district office and we've had long-standing Partnerships with the police the fire department the parks and wreck department um the city itself uh businesses in the city uh and residents and so we've always appreciated um all of the collaboration and the support that we've always been given by Apple Valley and and intend for that to continue so thank you for today we really appreciated that and we look forward to a bright future between the school district and the city um and I will also invite Jackie Magnuson one of our school web members to make a few comments as well congratulations thank you [18:50] Jackie Magnuson (School Board Member): council members and mayor thank you I've been on the board for 35 years Tom and I started when we were just at 10th graders right out of high school right out of high school yeah was one of those student student things I want to tell you how excited we are for Mary for the opportunities that she's going to have we always I've been teasing her I said you know 196 is just kind of like Hotel California you can check out anytime you want but you can never leave we'll always have places for you to to stay and work we're also excited that we've got Michael balson coming up that has that same work ethic that Mary does and that same work ethic that's going to bring us continue to bring us working together we do have when you think about the interesting things that we've done together and we'll continue to do that so I am very proud of the fact that the board is standing behind Michael walani and working with you and as you said making Apple Valley and the Soul Community a great place to live work and learn thank you so much thank you [19:47] Mayor Clint Hooppaw: before we move on too quickly we do need a motion and a second and a vote on Proclamation you celebrate it all day we should at least make it official right do we have a motion for the proclamation move second motion from council member Goodwin and a second from council member grindall all those in favor indicate by is 5B which is to Proclaim music in Kelly Park on on uh various States here as a community festival and Mary Jo Roland's going to present this item [22:25] Mary Jo Roland (Apple Valley Arts Foundation): an honorable mayor and councel I have with me this evening Craig Ryan where are you there you are there you are uh we had other members of our Foundation who wanted to be here uh this evening but you know work comes first sometimes I just want you to know it's very exciting we have lots of high school students who are involved and um we have a young man who is 15 who is a junior at Apple Valley High School who came when he was like 5 years old and when he was eight he won a prize and he would come every single Friday night to music in Kelly Park I am proud to tell you that yonan Samuel is a board member of the Apple Valley Arts foundation so we're growing our own and it's wonderful to see the school district recognize our wonderful retiring superintendent and our wonderful superintendent and our fantastic uh I served with her too when I was 10 Jackie Magnus and B member so um we are inviting you tonight to M the music performance of Music in Kelly Park it's our 2024 music uh concert series and it looks like I'm it doesn't work well there we go okay there we go the music performances again are brought to you by the Apple Valley Arts Foundation I can't believe it's our 26th year that kind of blows my mind um I want to make sure that the public public knows the time is from 6:30 to 8:30 for the summer concerts they're Friday nights and then we're going to give two we're doing a dozen concerts this year and we have two bonus concerts from 1 to three on a Saturday and a Sunday and I'll tell you more about that so um it kicks off next Friday um council member grindall said it's next Friday and I said no it isn't I yes it is June 21st salsa Del Soul will be kicking off our concert series and we are honored to have the mayor's Monarch pledge we are honored to have our Eco Advocates who will be with us uh Dakota County re natural resources will be out and the Master Gardeners will be there and we are also going to have uh Dakota County who's there to do um for the I have to always remember this I talked to the to superintendent uh Mary creger you have Park and wreck in Apple Valley we have our parks department so that's our parks department that will be out there as well on June the 28th we will have Patty Peterson and Friends July the fif 5th Alex Rossy band and we also want to acknowledge our partners uh from the freedom days who will be celebrating with us and then it will be tickets to Brazil JD steel and mcfa Community youth choir the Dakota Valley Symphony the power of 10 uh Riverside Hitman five-speed custom now that night is going to be a special night for us because we will be having Public Safety night so we are going to be honored to have our chief uh our police chief uh Nick Francis but our we know that our our um fire chief Matt will be with us in spirit but he's double duting he's got a lot going on but I think we're going to have a fir truck out there which will be exciting and then um uh on August the 23rd Michael Monroe will be district 196 night and it's going to be high school night so we want all the high schools schoolers from uh Apple Valley and the region to come on out because uh my superint Michael balson will be on stage with us with his posi of of of um of singing yeah he's gonna sing right his his uh his group of of U of um what do you call them oh my goodness uh you're G to have all of your crew that's coming out uh and your principles that's the word I was trying to pull up because we're going to be giving them a large check which we do annually and in fact we've given uh over $400,000 to the school district and our our uh City or community of Apple Valley and then on September the 8th we will be having a Sunday concert and that will be from 1: to 3 and then uh on the 14th we are going to be partner partnering with the parks and recck department where did he go where's our partner he's right behind you he come on up here we're going to have an Apple Valley food truck festival Bill Bird is the person who is on our board who is helping us with this and um I believe that we're going to have do you know how many food trucks we're going to be having half a dozen a half a dozen food trucks [27:57] Eric Carlson (Parks & Rec Director): a half a dozen food trucks. city of Apple Valley is proud to provide cultural experiences for its residents and whereas the Apple Valley Arts Foundation has offered to provide a music series on summer evenings June 21st and 28th July 5th 12th 19th and 26th and August 2nd 9th 16th 20 and 23rd from 6:30 to 8:30 p.m. and on Autumn afternoons on September 8th and 14th from 1 p.m. to 3 p.m. at Kelly Park and whereas the Apple Valley Arts Foundation residents Civic organizations business community and Parks and Recreation Department have joined together to develop this free music celebration now therefore be resolved by the city council of Apple Valley Dakota County Minnesota that said dates in June July August and September 2024 are hereby proclaimed to be music in Kelly Park the council further declares this music series a community festival and encourages citizens of Apple Valley to support and attend those music events you have a motion to approve so moved second all in favor have a motion from council member July that's uh that's rough thank you guys that's going to be headlines all right so all right so how about we do 5c instead for fun how's that sound so that uh so we're going to accept Apple Valley Freedom Day celebration and Community Festival schedule of events and authorize placement of signage and Pat do you want to come on up and walk us through this one thank you and thanks everybody for keeping me on track apparently we need it [34:06] Pat Canell (Freedom Days Co-Chair): Mr Mayor mayor council of people this I'm Pat canell um Pat sesha and I are co-chair for the Apple Valley Freedom days trying to put on the best show we can for five days for the city and the community it's pretty well attended um we uh have uh quite a few things on the docket this year and and uh try to strive to get get a few more every year make it a a better event um I'm trying to think here there we go there we go um to start off we got uh the 28th of June is the car show and that'll be at the Apple Valley Legion and that's uh 4 to9 the women's auxiliary is going to be doing food so that'll be available and um and there's music in the park also that day um we have a on Sunday the senior center is going to be doing Rootbeer floats from 11:30 to 1 uh we also have a Apple Valley can9 demonstration lined up for that time um the carnival will be coming in on on Sunday to set up but they won't open until Monday up at uh Johnny Cake Ridge Park um then we have on Tuesday we'll be casting with the cops and over at Cobblestone Park and that's 5:30 to 7:30 and you have to pre-register the kids have to pre-register and from what I understand they they're going to bump it up to a 100 this year from 80 last year so there's quite a few kids that have already registered or parents that have registered registered their kids um Carnival starts Monday night I I believe I said that but we have uh family fun night will be on Wednesday night at Johnny Cake Park and that's a cub family fun night um family or the Fun Run is going to be on the 4th uh 8:00 a.m. I believe that starts and then the parade will be at 1:00 on pinck starting at 1 um the legion also is going to be serving chicken barbecued chicken dinners too which I never get over to get one before they're out sending too many vehicles down the road um pre-f Fireworks party then it starts at uh 6:30 up at Johnny Cake Ridge and the music this year is uh Woody is the the guy doing the music um then the fireworks and there we go then I can take a nap it's been a long year of planning so but I would like to thank mayor councel and police fire all the city departments for all their assistance it takes a lot of people to put on a good show so and then and uh also the legion 1776 for helping with sponsoring and giving us a home to have the car show great so thank you Pat and thanks to everyone who works to pull us together every year it is a lot of work behind the scenes to pack a week full of events like that so mouse is working um is independent school district 196 we kind of have a theme going this evening yeah way to go out only think gets approved ISD 196 ISD 196 uh submitted a building permit recently to construct a 13,000 squ ft addition onto their school building Dakota Ridge School located at 4629 144th Street the addition um is a project that will include additional classrooms multi-purpose rooms a storm shelter breakfast or breakout rooms excuse me um restrooms and staff offices the issue is um the addition is going to be way too close to the property line won't meet the setback requirements so because the school district owns not only the Dakota Ridge property but also the the property to the north ISD 196 service center they decided rather than redesign the addition they would like to request that the line be relocated so that's the nature of the request this evening um they are requesting a vacation of drainage and utility easements and then final plat of Rosemont School District fourth edition property is Zone P institutional uh the stepback requirement would be 10 ft as you could see from that last drawing um the dish was practically right on into the property line so by moving the property line to the north um they're able to get plenty of setback distance and meeting the requirements along with um the moving the property line they are also requesting a vacation of the drainage and utility easements along the existing property line um basically they don't want that to be in the way or interfere with the addition either so they're requesting vacation of of easements when the city reviews a vacation requests um it considers whether a public purpose exists for the um easement areas public utility companies are notified of the hearing which will be this evening um Center Point Energy did response said they had no comment no other responses were received uh the city engineer reviewed the request and he had no concerns and no um no objection to the vacation requested so when allice said basically what the um new Final plat will do is simply move this shared property line up in out of the way of the building addition in addition to the um moving the property line the school district will also be dedicating additional um easements drainage and utility easements and that will be for uh trunk water service lines so with that Mr Mayor uh staff is recommending approval of the request with three motions noted in the staff report and I could take questions if there are any [41:51] Mayor Clint Hooppaw: any questions for Kathy if not I think we right that we will move on to 5e which is to pass an ordinance amending section 30.05 of the city code regarding city council compensation and this includes a recommendation to wave the second reading and Tom will walk us through this one [43:24] Tom Lawell (City Administrator): good evening again Mr Mayor members of the council uh my pleasure to present this item to you tonight U we've got some history here that I'd like to go through as we uh approach the uh the change to the order uh so the background is that the mayor and Council salaries were last reviewed in 2018 so it's been quite a while uh that review established the salaries for the mayor and city council for 2019 and 2020 and that means that the salaries were unchanged for 2021 22 23 and 24 so four years without any adjustment uh what we do on a periodic basis is do a survey and compare uh a certain group of cities in the Metro ropolitan area to see how we how we compare with that group uh the comparison is 32 similar Twin Cities Suburban communities ranging in size from 25,000 to 999,000 and here is the list of the cities you'll recognize many of these as U you know significant suburbs throughout the Twin Cities out of that list Apple Valley ranks 12th largest amongst the 32 cities and our population of 56374 4 is larger than the average population of that group shown at 49037 uh so specifically how our positions currently stack up so this is the table of comparisons for the mayor's position and we currently rank 19th out of the 32 cities and that is $ 13,140 and I want to make clear that that's an annual salary that's uh many people are are surprised to hear that an annual salary of $133,000 is what our mayor receives for all not do that hourly please figure out similarly this is the table for the council member positions and we actually ranked 23rd out of the 32 cities uh at a annual salary of $948 so clearly uh we we have fallen behind the times and uh because we have not adjusted those salaries for four years um we are now proposing to make an adjustment that would help to bring the elected official salary back in line with our comparable peer cities and uh the way that we should do that is we should have applied to the Council salaries the same amounts that had been provided to the employee groups and this would have helped to close that Gap so if we were to do that uh this is the the language in the proposed ordinance uh so the salary of the mayor would be $1,320 per month salary for each council member would be $945 per month and that's effective January 1st of 2025 uh this action cannot be applicable in 2024 it has to be not until 2025 under state law and then similarly in 2026 that adjustment would be $1,386 per month for the mayor $992 per month for the council putting that on an annual lives basis uh you can see those total numbers the mayor goes to 15,8 $840 25 16632 in 2026 council members would be at 11,340 and 25 11907 in 2026 so the next steps uh clearly the the salary adjustment is supported by the the survey data um our ordinances or our salaries for elected officials are established by ordinance and uh that would that ordinance requires that we post notice to the the public that we're going to be having this discussion tonight 10 days in advance on the city's website and that was done and uh we' recommend waving of the the second reading of the ordinance and uh again the change would have no impact on the 2024 City budget uh the changes would become effective as of January 1st 2025 as you know we're working on the 2025 budget now so whatever action the council would take would be reflected in the budget document for that year happy to answer any questions that you might have [47:24] Mayor Clint Hooppaw: council members any questions [47:26] Council Member Tom Goodwin: Council Goodwin I just want to clarify something uh our Council salaries were 26 we are 26 out of the 32 County 32 City [47:48] Tom Lawell (City Administrator): I thought 23rd [47:50] Council Member Tom Goodwin: 23rd 23rd out of 32 population wise we're much higher than that we are 12th in [47:58] Tom Lawell (City Administrator): 12 in population Y [48:00] Council Member Tom Goodwin: and these adjustments actually would reestablish our numbers closer to that 11th 12th Place on that R [48:05] Tom Lawell (City Administrator): what this doesn't take into account is that other cities may be making adjustments to their salaries at this point in time these numbers are going to move uh we do know for instance that the city of Burnsville recently made a change in their mayor and Council salaries and uh that is not reflected in these numbers so many of these cities will be going up as well [48:21] Council Member Tom Goodwin: well one other thing I a few times I've mentioned to people what I make they say are you nuts it's a different question $9,400 people have no idea and uh no when when we're when we're 23rd but we're 12th in uh population and 23rd in ranking that just I don't I don't know why we didn't get raises the last few years I we were busy doing things like dealing with Co and many other things I just think we just didn't get to it right this wasn't puts us back in line then right [48:47] Tom Lawell (City Administrator): yeah [48:48] Mayor Clint Hooppaw: all right thank you any other questions or Fire Chief Matt Nelson uh everyone who's driving on galaxy has seen the construction on fire station number two and a community update might be uh might be welcome at this point [49:55] Matt Nelson (Fire Chief): uh there give a quick update on fire station 2's construction um obviously you've seen the new building go up um and there's a small portion of the old building that is still kind of out front uh that still needs to be demolished um so the firefighters um or the constructions um come along so far there just a few minor things to finish within the building um so the firefighters are going to be moving from working out of the small old piece of the building into the new part of the building um this weekend which will then make way for and you should see the old building come down on next Tuesday so we can move on with finishing the last bit of the project which will be the front kind of driveway area um which where the current old building still sits um once that's wrapped up we are looking to have an open house uh ribbon cutting type thing for the public um to come out and see the new station um around early September so great thanks thank you Chief [50:47] Mayor Clint Member Tom Goodwin: yes um mayor here I just want to make a few remarks about the young lady who was our reporter for our local Dakota this week for many many years Patty Dexter she has uh decided to retire because she just had a baby we just showed a picture of her and I I can tell you something right now as an elected official I think it's so important when I read an article and it's it shows what actually happened at the meeting and I just think she did an excellent job Patty was an excellent reporter and I want to U if you're watching tonight Patty congratulations and you did a wonderful job for all those years oh thank you [51:50] Mayor Clint Hooppaw: coun m Bergman [51:52] Council Member John Bergman: either Nick or Greg would you like to come up and uh talk about what took place today for your division boy don't be ashamed now probably could have warned him no I figured the adman would take care of that [52:03] Nick Francis (Police Chief): Mr mayor council members thank you uh for the opportunity to thank you um we're out we got to do uh something really cool today that is a milestone in the development of our new building uh we got to do our first groundbreaking although we were a little bit behind there was some pretty heavy Machinery out there working for the last couple weeks that that uh that's done the job for us but uh it today marks a milestone that's a a really big deal for our cops and uh I can convey from them to you they're incredibly thankful uh that the city's investing in their future and uh we're essentially creating their home away from home the place that they're going to spend a lot of time uh when we take them out of their house and pluck them into our city to to take care of our citizens and and our streets and Roads and our schools and and all those things so it's a really big deal to give them a workpace that truly they helped designed um they had an incredible amount of input in how that building was going to look and how it was going to function and so at the end of the day um thank you we really appreciate the support and that's going to help uh the chief and I as we move forward and we've made it our motto I shared with the mayor earlier that we have to earn it every day there's over 200 agencies throughout the state that are still looking for good police officers and we have a whole bunch of them and so uh if we can keep them we're that's the first step of recruiting is is keeping the people that you have so this is a big part of that so thank you very much from us uh from us to you we we truly appreciate that support from you and and our city Administration and and uh manam our our Public Works director and Charles who is taking care of everything uh contract and uh just smoothing out all
