the chamber the podium in the back is for individuals with Mobility concerns we ask all others to step forward to the front Podium each Podium has a countdown clock located to the speaker's right that will indicate how much time is remaining a bell will sound when you have 30 seconds left speakers registered on consent agenda items will be taken following the announcement of any items being pulled from the consent agenda speakers registered on non-consent items other than public hearing and Zoning cases will be taken following Council announcements speakers will be given three minutes to speak on all items within those blocks that they registered to speak on before you begin your comments please state your name and thank you good morning and welcome to your fort wor city council meeting and a special Welcome to our students that are here today to learn a little bit about the process of running a government here in the city meeting is not adjourned it's started sorry call to order today's invocation will be provided by Reverend Chris Mesa from arborlon United Methodist Church please rise for the invocation and remain standing for the pledges of Allegiance shall we pray together Eternal God God spring is rapidly turning into summer young people are graduating school kids will soon get a summer break families will have opportunities to spend time together it is for many a time of joy and eager anticipation but challenges remain some people will struggle through the heat of Summer without air conditioning food insecurities still exist many neighborhoods still need support strength the leaders in this room that in every action they take the lives of all Fort Worth citizens may continue to improve day by day Moment by moment Child by child make us mindful of this our common purpose almighty God hear our prayers amen toag of the United States of America to for it stands indivisible andice for all our first items will be special presentations with the first one being a presentation by the 2024 Charles Schwab challenge at Colonial Country Club thank you very much and I'm going to ask I think a good friend here Casey pipes to come to the podium to get us started for this special recognition um and we'll go over to you Casey thank you sure thank you mayor members of the council Mr city manager members of the staff uh on behalf of our tournament chairman Michael to uh our tournament director Michael to our tournament chairman Jim Whitten who is right here passing out your badges and our club uh general manager Frank cordier we are delighted to officially welcome you and invite you uh to the 2024 Charles Schwab challenge uh this will be our 78th tournament PGA event uh at Colonial Country Club and as you know it is a uh major event for the city uh $25 million in economic impact $6.5 million in earned media for the city and 19.6 million most importantly for 33 local charities in fact over the last 30 years this tournament is gener gred $170 million for over 150 local charities here in the Fort Worth area uh I do want to mention this year is new and different uh we have a brand new golf course as many of you know we've been working diligently the last 11 months to completely redo the course uh at the cost of $31 million uh it takes us back to sort of the original Colonial look and feel the the model was the 1941 US Open which was held at Colonial uh and it will be it will make Colonial one of the premier courses in the world once again and it is ready and will be played for the first time uh this coming week by the tour none of that would have been possible I should mention without the extraordinary partnership and cooperation of the city and I want to thank in particular uh several members of the staff Carlo capua Dana bergd DJ Harold uh Leandra Stringfellow Christian Harper uh and I'm leaving people out but those were ones that were with us every step of the way helping us through zoning and permitting making sure we got everything done so that we could uh redo an entire course in 11 months which is on her of I mean nobody's ever done that before uh so it's going to be spectacular we hope you come out and join us and uh and enjoy it and uh if you need uh a golf cart ride Lincoln pipes is ready to uh to help you out so give him a call and uh we hope to see you out there thank you all very much thank you Casey for being here and for the entire team look forward to see you out on the course and maybe the rain will not happen on Thursday okay yeah next will be a presentation of proclamation for National Public Works week looks like this one's me I'm going to come down to the podium to read this one but if any of our guests that are providing um a few more commentary can join me at the podium that'd be great of course so May 15 through the 21st is National Public Works week sponsored by the American public works Association otherwise known as apwa this week sheds light on the Brave and essential role that Public Works employees play in our lives Public Works provides the harmony needed for collaboration with all stakeholders and capital projects infrastructure Solutions and quality of life services and I know every single one of these people council could give a specific story of how we've seen your employees shine so bright and we talk a lot about First Responders in Fort Worth and and necessarily so but in many ways your teams are just as much a part of that team and integral and oftentimes don't get the right kind of recognition so from the bottom of my heart thank you um for always rising to the occasion we have an amazing team um across multiple different departments that provide service to the city of Fort Worth and I know our city council really does feel the same and best and brightest and working for our city and and the proclamation reads as follows whereas Public Works professionals focus on infrastructure facilities and services that are of vital importance to sustainable and resilient communities and the public health high quality of life and well-being of the people of Fort Worth and whereas these infrastructure facilities and services could not be provided without the dedicated efforts of Public Works professionals who are Engineers managers and employees at all levels of government and the private sector who are responsible for overseeing the planning design construction maintenance and operation of Transportation related infrastructure that is essential for our citizens whereas it is in public interest for the citizens Civic leaders and children in Fort Worth to gain knowledge of and maintain an ongoing interest understanding of the importance of Public Works and Public Works programs in our communities whereas 2024 marks the 64th annual National Public Works week sponsored by the American public works Association Canadian Public Works Association and whereas the for city council encourages all citizens to join in activities events and ceremonies designated to pay tribute to our Public Works professionals Engineers managers and employees and to recognize the substantial contributions they make to protecting our local and national health safety and advancing quality of life for all now therefore the city of Fort does hereby proclaim the week of May 19th through the 25th 2024 as National Public Works week Round of Applause for all of you which one of you speaking first Lauren you up first go ahead please thank you so much uh my name is Katie Baron I'm the Branch President this year for our North Central Texas branch of the Texas chapter of apwa it is a mouthful yes ma'am um and I just want to say thank you so much for this recognition um we have several of our board members here um Tiana Thompson actually is one of our directors and she works here at the City Fort Worth uh and has joined us this year um and we are we just want to say thank you so much for being supportive of Public Works um for the vital uh things that we do every day that um I I say regularly that Public Works touches people's lives every day much more than anything else does because you get up and take a drink of water and that water is provided to you for public work so we very much appreciate it and thank you very much of course thank you for being here absolutely thank you very much Lauren go ahead thank you mayor and Council for your support and teamwork every day this couldn't be done without you and now every engineer's favorite part is a picture right grudgingly so I'm sure but come on in please [Applause] next will be a presentation of proclamation for Stroke Awareness Month mayor protim Bivens thank you mayor I celebrate being able to walk down the stairs without my friend Carlos Florida is helping me because I am a stroke survivor and for those of you who don't know that it is amazing what can happen if there are other stroke survivors present please stand or raise your hand you're the only one well y'all are real lucky so listen real careful to this and and this is going to be presented to Jake dagget who is the CEO for the Texas rehabilitation hospital in Fort Worth where they do miraculous work whereas stroke is the leading cause of long-term disability and the fifth leading cause of death in the United States and Teran County and whereas a stroke can happen to anyone at any age and about one in four people will have a stroke in their lifetime and whereas many Taran County adults have risk factors for stroke which include physical inactivity high cholesterol and high blood pressure obesity and cigarette smoking and diabetes and you two ladies can go sit down because there's nobody to give it to we're good and we're done and whereas knowing stroke warning signs could save a life or make the difference between a full recovery and long-term disability it is important to learn the stroke warning signs call fast face drooping arm weakness speech difficulty and time to call 911 which is what I did whereas the forth wor city council encourages all people to increase physical activity eat healthy food limit tobacco use and exposure to secondhand smoke monitor blood pressure and visit stroke.org to find out more about life-saving steps everyone can take to prevent stroke now for the city of forworth does hereby Proclaim May 2024 as Stroke Awareness Month in the absence of Jake dagget but I did see some people from the 440 here 440 folk here uh when I called 911 the first people to get to me were firefighters and I'll never forget the day my arm started twitching it went down my side and the right leg went out and I couldn't walk and so I dragged myself around my house to get ready for them to come I opened the door because I did not want breaking down my door just to get to me and because of their quick action and we have the 911 call shman they've played it before but I am here today and so I encourage you check with your family make sure they're doing the right things to prevent stroke and for those of you who have someone close to you who's had one you can always call on me I'll tell you everything Sandy bro did including talk too long on the phone to make sure I could speak so this is it we'll take the plaque back and you guys can clap for Jake daget next will be a Pres presentation of proclamation to Catholic Charities Islamic circle of North America and the world relief for World Refugee day council member Williams um first of all thank you mayor and councel for um this opportunity to be able to present um a special Proclamation um in a time where um hearts and Minds all across the world um are calling for peace and um impacted by a global conflict um and at the same time I'm in a time with organizations such as these um who are working day in and day out um to help folks who've been impacted in that way um to find a new home here in full worth um and so um it's an honor to be able to stand um with um such esteemed organizations as Catholic Charities um Islamic circle of North America World relief and dash Network um I'm going to read this Proclamation and then I'll present it to youall and then if you have words I'd love for each of you to say a few words whereas on this day we stand in solidarity with Millions of people around the world who have been impacted by global conflict persecution violence and as a result experienced displacement from their homes Andor the tragic loss of life and whereas we recognize the resilience strength and courage of refugees who have overcome immense challenges in search of safety security and a better future for themselves and their families and whereas more than 1,800 refugees resettled in Fort Worth and 2024 um the fiscal year and another 1500 to 2,000 refugees are expected to resettle right here in Fort Worth annually seeking uh Refuge from conflict persecution and violence in their country of origin and whereas organizations in Fort Worth such as Catholic Charities Dash Network Islamic circle of North America and World relief have demonstrated unwavering compassion dedication and support towards those seeking ref refuge in Fort Worth providing these neighbors with vital assistance shelter education and opportunities for resettlement and stability and whereas as a city we reaffirm the importance of upholding the rights and dignity of each of our neighbors and we lovingly Embrace refugees of every nationality Creed and background who have been impacted by global conflicts persecution and violence and whereas we acknowledge the critical need for Global diplomacy compassionate peacemaking and comprehensive humanitarian Aid to address the root causes of these kinds of force displacement and whereas we call on local National and global leaders to seek ways to promote lasting peace stability and Justice across the globe especially in regions affected by conflict including Afghanistan Africa Central America Gaza Haiti Iran Iraq Israel Lebanon Mexico Myanmar Palestine Taiwan Ukraine Venezuela and now therefore the city of Fort Worth does hereby recognize and celebrate World Refugee day and the City of Fort Worth um and each one of these organizations will be presented a proclamation on behalf of the city of for would you like a few words I would like to thank everyone who lives in forp for welcoming the refugees making them feel at home and making our work easier their employers their apartment owners everyone we are so grateful for your support thank you thank you council member Williams and uh the mayor and the council for recognizing this day and for welcoming our new neighbors um to this beautiful community and um they have come from different backgrounds and different experiences but um we are thankful that Fort Worth is doing the work of being a welcoming city thank you so much for the opp I always I mean I'm I'm just blessed to be here and um I'm always thank God to give us the opportunity to be the servant and to be the help for the um the people that they're here new well just to help them to overcome the barrier that they're coming with and you make these um the job is easier uh by helping us thank you thank you all so much let's give him a round of applause for you mayor there are no items being withdrawn from the consent agenda or or no items are being continued or withdrawn by staff so that gets us to the consent agenda speakers and I believe we have one thank you Janette our consent agenda speaker today is Adrien Smith Adrien Smith I am one with the people MMC hyphen mmc4 hyen 0439 uh I'll briefly read some of the language of this particular MMC says City civil services C City civil rights enforcement areas including fur housing Fair Employment public accommodations title six and Americans with Disabilities Disabilities Act in an amount not to exceed $150,000 so I did delve into this particular MMC and it's it appears to me that you all are paying a going to pay a outside uh source to basically things that you you should already be doing basically tell you what you should should be already doing as it relates to civil rights so my question to you you all why are we even at this point this is this is 2023 and we are still having issues this is 202 thank you this is 2024 we are still having issues as it relates to civil rights trying to get an understanding of what it is or what it isn't all of you are are adults now I know a lot of a lot of your up brings our our upbringings are different as it relates to how we consider others and how we treat others but as adults as children and then we we ra raise up as adults we should we should be over that we should we should learn from our bad behaviors and our missteps that our parents taught us this that or the other so why are we paying somebody $150,000 to do something that you all should already be doing it's already all of this is already federally mandated enforce what's already on the books enforce what's already on the books but apparently there are still some areas within the city that we just haven't grasped the concept of how to do it so that's why you're doing it so en closing it's a waste of money although I did vote I did uh vote in approval of it and the reason being is because maybe it's it's befitting for some of you all so in closing although America is considered the greatest in form it truly isn't the greatest in essence and for for those looking that amount right there is the amount that they're going to vote on it's $21 million give or take uh with all the varish contracts with the continuation that's that's going to cost taxpayers this this week so again it's a waste of money but I get it and maybe you all can explain to us why we doing this thank you Council that's the conclusion of our speakers I can entertain a motion got a motion a second any other discussion please vote motion carries next will be announcements by City Council Members council member Flores will be up first thank you mayor Parker St you get the presentation up please all right in April visited Rockwood uh golf course with a junior golf program these are students from Northside uh High School Diamond Hill Jarvis high school and South Hills High Schools uh they take part in these uh you know educational programs not just about learning about the game of golf but also life lessons Integrity sportsmanship and teamwork so presented the wli pin and commended their coaches for doing such a fine job with these uh young individuals next slide please all right uh sua Healthcare it's literally translates to your life uh we know that that's a problem in many of our communities including the Hispanic community so we're trying to make these Health clear kics much more accessible uh to those so the new locations at 2755 Ellis Avenue in the north side so healthy communities are safe community so again commend uh sua for establishing this location and look forward to working with them next slide please Fort Worth Aviation Museum Hops and props which there Premier event every year you combine planes and uh good craft Brews uh there and then you put together uh programs that include activities for the children live music uh food Etc and you have a really wonderful event they had their biggest turnout in its history so thank you to the for worth Aviation Museum volunteers and board members next slide please all right this is something near and dear to my heart uh the annual father hoso uh tuition assistance banquet at joot T Garcia Jo T Garcia is a continuing sponsor uh I was a sponsor as well and I'm proud to be a continued supporter for this we raise money so that there are scholarships available for students uh that come to All Saints Catholic School that might otherwise not be able to afford it next slide please all right many of us attended the uh annual Police Officers Association Memorial ceremony which was held recently and uh again it's very important to keep in mind the dedication the work and sacrifices that you know our police officers and Law Enforcement Officers make every day in the conduction of their duties mayor Parker spoke as well as uh uh Chief um noes and uh Fort Worth POA president uh you know Lloyd cook next slide please May 2nd was the National Day of Prayer uh as is a tradition I uh met with folks from the Pentecostal Mento International who came to our new city hall and wanted to pray uh with me and they prayed for the entire city council and the city that God will continue to Enlighten our minds and light up our way forward thank you to them next slide please all right in may we also celebrated CCO the Mayo with our senior citizens in Kiki's Club Kiki Club is a club that is put together and is run by very dedicated volunteers many of them are mothers that have children with disabilities and they all got together and celebrated the newly renovated norai Community Center so thanks to them and the staff next slide please again s De Mayo um you know visita Fort Worth got together with several people including the national calg girl Museum Hall of Fame and hosted the very first uh you know celebration there in district 7 uh you had CM Hill there who gave some opening remarks so kudos to her for launching this in her Council District next slide please all right we recently had some uh uh delegates and very important people visit uh Fort Worth from Kosovo we had the president there Osmani and her staff who visited there uh they coordinated with Carla capua and uh myself and CM block help them out to show them a a good and interesting time around the Stockyards we presented some gifts and a proclamation there at the Coliseum next slide please all right may also feature the launch of the PBR finals These Are the World Finals we do this in conjunction with AT&T Stadium so it's uh it's a really big economic boost Fort Worth but it also ties in to our arconic you know history right we are countown and this fits in nice appreciate uh Sean gleon and the PBR for doing what they do to make our city great next slide please we have the Fort Worth firefighters uh recruitment classes of 93 94 and 955 uh these combined uh classes all combined for the largest group graduating group in the 131 history of the fort wor fire department so congratulations to that all right next slide American helenic educational Progressive Association ah hea celebrated its fifth anual gendi or Glendy rather at St Demetrius church I always join them and contribute uh to help them also raise money you know for scholarships including uh also uh for Senior Living which they do efforts towards them and the lamb was wonderful let me tell you all right next slide please salsa and soul this is again uh the second year that we're celebrating uh Sonos this summer uh that was headed you know by uh the Hispanic chamber of commerce and uh we had the headliner kavali which is one of the Premier DFW salsa orangen bands around so got off to a great start great weather thanks the parks department and fort police department for helping us out and set that up all right now announcements okay we have let's see a couple Saturday June 1st at 10: a.m. at the Marine Creek Ranch Park uh we're going to have a grand opening there that's 5101 Cromwell Marine Creek Road uh this is long incoming and I know that there were some uh you know delays along the way but I want to commend again Park staff for getting to this point because this is going to be a really wonderful addition to the Marine Creek area so I hope to see a lot of folks out there um you know really celebrating these 43 Acres of Parkway now last announcement yf-16 50th anniversary celebration at the aforementioned uh Fort Worth Aviation Museum this is June 1st at 1 p.m. at 3300 Ross Avenue this is very important y'all the the F-16 was very formative in Fort Worth aviation history hey it put me through college right when my dad was a chief engineer of Mass properties and General Dynamics so very iconic plane and it still continues to be a a a really exceptional aircraft even today among fifth generation aircrafts so come out and see what the volunteers of for worth Aviation Museum have done to restore it it's going to be beautiful and that's all I have council member crane thanks mayor got a few here I just wanted to uh we have a great Community Asset with kasum minana love it my family and I've supported it for a long period of time but a couple weeks ago I got to do the Curtain Speech so I pulled Gibson King who's a third grader at faua to come with me and actually give the speech uh his mom is uh Leah Brown who's in the neighborhood services department so that was a fun day with the cast and he got to uh tell everybody to turn off their phones and all those important things that happened at the beginning of uh production next slide uh a few weeks ago too last month I was able to travel to Boston and attend the H Harvard Kennedy School uh leadership and crises class we talked about concept distinctions nature of challenges problems opportunities during a crisis um forth has been lucky I think that it's not a matter of if it's win and we've got a lot of great First Responders here but also there's roles that everybody plays some of the books I had to read along with about 30 case studies from Harvard uh Kennedy School as well as um one of the top book is ordinary Heroes which is by Joseph feifer who's the first battalion chief into the World Trade Center and hearing his firsthand experience what happened was very very interesting and good I want to thank City Manager David Cook for the supporting and authorizing the class and something that came out of it is we realized we haven't done an overall emergency simulation with the city since probably 2019 so I know David is going to work on that for us as um a city so thank you next slide I want to thank uh Steve mcgomery and the forward chamber for inviting me along to the D DFW Congressional Summit a few weeks ago uh along with the Dallas Regional Chamber we had some good meetings with congresswoman K Granger Congressman Mark vzy Congressman Beth Van Dy card Corin and Cruz as well as some meetings uh with agencies doe do HHS HUD uh as well as some others but it was a great trip overall and uh really out there spreading the message about what's happening here in Fort Worth and asking for assistance in different places next slide I want to thank uh Robert Sterns and his team for the business pitch competition it was an exciting day de Henry's up there he's in ridgley Hills uh Champion strength training he came in third overall they're on Clayton Road East very proud of him uh the overall winner uh Megan Jackson and Tanisha Brown of wri Publishing House they're a company focused on serving authors in the community more effectively and equitably including through impactful youth programming they won a $10,000 scholarship a grant and then a $500 credit at printed threads for their business very excited about that next slide just want to remind everybody about early voting uh actually early voting is this week and then the runoff actual is on May 28th that's the day after Memorial Day so make sure you are uh aware and go vote make a plan next slide throw more oh and the last one is another cosana I'll be uh I don't know what the role is going to be but come celebrate my birthday with me if you want to well not only I've got a walk-on roll and with GRE so it'll be fun they should have asked us which character you should play they I don't know well you can you can send your ideas wait okay that's great council member lorf thank you mayor okay uh couple weeks ago we got to attend the the grand opening of skyline Prairie homes uh big congratulations to for Worth Housing Solutions and Skyline Prairie homes for this partnership more importantly to the families who are going to benefit from this uh I think it's a project where you can show that you know mixed income housing can work um especially whenever it's done right and skyline's definitely done it right I mean they even have a huge uh dog spa um along with the huge pool I mean the amenities there are amazing but it's going to give families that otherwise wouldn't be able to afford to live in areas like this that opportunity uh and then to go to the schools that are in that area uh so super excited for those who are going to be able to take advantage of that so thank you next slide we had the bike to school day uh this year is hosted at Parkland Elementary uh from what I understand upwards of 300 folks were there so uh big thank you to the Ford police department Molly herself for coming out tpw and everyone else who was involved in this kids got to see a lot of City officials out or lot of City uh staff and officials out there doing great things for the city and our residents so thank you to everyone who was involved uh in making that happen especially so early in the morning next slide a big thank you uh again uh I mean Public Works week I think is it's it's all about you guys uh for making this happen uh what may look like just a couple small signs uh is that actually a big uh step for for this particular neighborhood um unfortunately last week when I was not able to be here to personally present Trudy with her certificate of recognition um a lot of this was her doing and her predecessors uh and keeping their neighborhood safe and um you know it can start with something as small as a sign um but big thank you to tpw for for making that happen that's it council member bons thank you you heard from council member flotes about our dignitary who visited recently the president of Kosovo she came to Texas after sending a text message to councilman Alan balock I don't know how he gets to know the president of Kosovo and her staff but we were all pulled into a big old party thanks to Allan uh the question was where do we take her and so my recommendation was B little did we know the company well the president already had a relationship with Texon the parent company and now she has good friends at Bell so that was a fun deal and she put us on her Instagram the same day that was pretty cool I do I did hear from uh carinal said she had more fun at the stockyard so she turned everything into selfies and cowboy boots next slide please councilman Eugene McCrae the late Eugene McCrae represented District 5 with pride a park is named in his honor in District 5 now I had the honor honor of joining the men of his fraternity Omega sci-fi for the cleanup uh I don't know if there are any cues in the house if there are please maintain decorum they're known for not doing that and so that was a fun time next slide please uh this this was fun I got a chance to go to my second allwhite party I went to my first when I was with for newly elected with Texas Municipal League this was held for a Dunbar High School all class CL es my alma mat there were people in wheelchairs rolling in and people wearing stilettos so we we had a blast I had a good time and uh Michelle Riser is the one who puts that together I've never seen such coordination had a great time next slide shout out to my we called ourselves the evil twins at krld Raphael McDonald Raphael is now the chair of our City Zoning Commission he is very dear to me and I just wanted to congratulate him and let you know who is the man in the chair now for zoning it is rough and that should be all I have I'm not sure Council May Williams thank you mayor thank you so much um I got a chance to I'm spend some time in my alma moer um talking to some students um there at and it was um a really really fun time um I'd like to thank Dr Tama Gordon for her service to the institution and um for uh the way that she pours into our our next generation of leaders right here in the city and across the globe next slide please um in the same vein of higher ed we also got to spend some time with um our very own Carlo CFA and his wife uh Dr Rachel CIO at Charlton State um for their family day and open house um Charlton um Fort Worth campuses um doing a lot of great work and they just recently announced some exciting news um that they'll now be um enrolling first year and second year students at the Fort Worth Campus um right there in district 6 and so for all of our Litt in the room and um also all those um who are um watching um and will watch um be sure to uh consider Charlton state for Worth Campus um for um your next Journey um or next step in your journey next slide um couple of announcements um the Vivian J Lincoln Library has stroller stories and in uh maybe less than three weeks or so I will be adding another stroller to my household and um me Janelle and Jameson will be spending my paternity leave for six weeks at the J link Library um so here are some fun dates in June for you to take your Littles um to the Library um and to sharing a whole world of imagination through storytelling next slide um also um this event um happens pretty regularly um with um several um great organizations in our community but it's called a tap in for worth um it's a awesome event that's happening Saturday May 25th 2024 um from 11:00 a.m. to 6:00 p.m. and special thanks to um so many sponsors including the fourth Metropolitan Black Chamber of Commerce um for all that you do to um invest in our next generation of entrepreneurs next slide um I also got the chance to spend some time at the Vivan J Lincoln Library this past weekend um where my wife and baby Janelle we got the chance to sign up for a th books before kindergarten and I've already told Janelle we're going to double that into 2,000 before kindergarten to make sure that um she is ready for all God has for her um but it was just an awesome uh chance to be able to spend time as a family at a lovely library and also to promote a great program um so if you know um Littles um in your family in your neighborhood in your communities um please encourage them and their families to go to um one of our lovely forward Public Library um branches and sign up for a thousand uh books before kindergarten uh you certainly won't regret it and I believe that's the last of my announcements made thank you Dr Williams that's a good reminder for our for Library team what a great initiative that is well worth mentioning for sure um I'll be brief I just have a few um first thanks to the city of Fort Worth I was able to host over 30 Mayors and police Chiefs a few weeks ago um as as chair of the Mayors and police Chiefs committee for us Conference of Mayors it's probably the first time this many mayors and Chiefs has come to Fort Worth um it was an excellent day of shared information um you can see my colleague there to the left is Brett Smiley from Providence Rhode Island of course Chief noes and on the left is Mayor Quinton Lucas affectionately known as mayor Q from Kansas City um and they also joined me on my podcast mayor q and mayor Jane Caster from Tampa she's quite an interesting background mayor Jane was also police chief before she became mayor and their insights into what Public Safety needs to look like in running major cities today is really worth a listen so just wanted to thank both my staff and US conference mayor staff for making the time to be here in the city of for worth and we were proud to be in district 7 at the new Crescent Hotel they were quite impressed with that facility as you might Imagine Next slide this is just a really a kudos to our parks department in graffiti abatement I received an email from my friend Ricky Cado with Texas Health and he just said I wanted to make you aware of a new development I also wanted to take a second to brag about working with the city I know that it's un unusually negative and but my experience is always very positive he talked about the weekend before this email he'd resurfaced the Trinity art Court um and this project was funded by city post church and they partnered with Raza Unidad car club they made sure to make it a functional court it's non-slick and paint as concrete and special ized paint um they also worked very closely with graffiti abatement team to make sure this park um is well worth visiting um and it really is beautiful and I just wanted to be a reminder that and so did Ricky that this is an opportunity for anybody to really for groups to pour back into their Community their parks in your own your own places and our parks department does an excellent job really facilitating rolling out the red carpet to make these things possible and I just wanted to first of all say thank you to Ricky City Post church and RZA but importantly to the parks department and graffiti of batement you guys are doing amazing work and I know that there are cities across the country that are looking especially at our graffiti abatement program um how special and well well executed it is and Ricky just wanted to say thank you and I thought that was worth Kudos today our next goes to me council member Hill I just had one um on May 15th I attended the Northwest division Town Hall at Boswell high school we had multiple HOAs represented um and several different residents coming to raise issues of crime and speeding in their respective areas and I really just wanted to thank the MP POS and the crime prevention specialist um and all the police department um departments that showed up um that was really um it was important to have those conversations and have the residents have an opportunity to be heard so thank you for that Nettles thank you mayor I have a few uh slides dated probably a month ago um so I think this first slide is when we had our community meeting with uh office of police monitor um and so it was a great time uh speaking about things we have going on in our neighborhoods next slide please uh the portrait unveiling uh was in the Renaissance house um that's the uh drawer there the artist uh there's pictures of Mark VC Nicole ker myself and Wallace Bridges uh next slide uh had the opportunity to speak at TCC South accept the veterans Grant uh they're going to be starting a new program uh that allow veterans to go uh get an education at TCC South and so we was excited about that with Nicole ker uh was also GW Morrison next slide had the opportunity to do the fire op uh 101 I said about a month ago uh just now getting the slide up we want to really appreciate our forward fire uh really each and every day they are saving lives and so to actually experience um real fire and be in the heat um reminds us why we want to make sure we support our um our fire department next slide please uh VIP forward um I was able to reach him his number wasn't 55555 as someone always like to say uh he's actually a real person that's actually doing real uh things in our community uh VIP for worth they had a gun violence prevention um uh Offa Lancaster at the uh the BL is it the Blank Spot Blank Space Blank Space okay and so I had opportunity to go and support uh Roger and uh I mean um Rodney and uh the mothers and their stories was very touching uh so next slide please um last month we uh the Henry Lewis Gates is going to be coming uh this coming I can't see the date on there June 6th June 6 thank you mayor uh and so they are doing United voices is very uh they talk about history uh proud of Jared what he doing there and so had opportunity to go last month to um to uh announce and what the city of forward is doing in partnership with June next slide please I really want to take time out to really thank uh the mayor and this entire Council uh for being there in support for me and the passing of my father uh chief police also was in attendance Sherman was there and a lot of our um officers came out to really support uh in a time that was very difficult so I really want to say thank you guys for the text the calls the cards the flowers um it really means a lot to me and my family next slide please uh had opportunity to go to the Black Chamber for the membership meeting and talk about what we are uh how we're working together with our Black Chamber uh as well as our Economic Department next slide I had opportunity for Mother's Day go and uh to a rally for mothers uh uh at the courthouse I believe it's like last week next slide that may be it all right save the date for the court in the community warrant forgiveness uh going to be August the 10th at William McDonald YMCA we're also going to have a back to school drive and so other uh attendees will be there so coming up so please uh Mark that date and to have a really in-depth discussion with leaders around the city um relating to women's health and so glad that they're making sure that they're paying attention to that next slide Mayfest appreciate everyone that came out it was a great year um if you didn't get to see it there were um robot dinosaurs hanging out on the lawn so it was a lot of fun for everybody next slide West Creek Elementary and South Hills Elementary um had the opportunity to go and speak to those fifth graders about um what it's like to be on city council and I can tell you um having been in the same room with the police and fire and code and tpw that had trucks and stuff out there they were way more interested in being a city employee than an elected official so um good for them next slide all right near Southside if you don't know Friday on the green is on temporary pause while there's con some construction next to that site um but near Southside wasn't going to let music go and so um they will be doing this monthly I'd highly encourage everyone to go out um there is a type of music for everyone I promise and it is all over the near Southside and you can hop um from location to location and listen to a lot of really great artists next slide all right um huge thanks to the marshals and the uh Municipal Court staff for a really successful Court in the community this past weekend at um couple of us jump in a a pool because we're incredibly excited um that we were able to deliver this um project on time I want to make sure everybody hears me say that multiple times we delivered this come out um at 6:30 or 600 p.m. at um All Saints school school I like how you switch it to nighttime yes it was really warm last year we do too yes yes uh council member Martinez I thank you mayor just a couple of events save the dates uh so June 5th for those that don't know it's World environment day and we're partnering with frostbank and black coffee uh to bring uh different types of services so of course there will be free coffee and we'll have popsicles cuz we're expecting it to be warm and uh code department and um Frost uh will be bringing uh paper shredding toxic waste disposal and electronic recycling services uh to that event so more info to come on time um and then we have a job fair coming up on August 17th partnering with Workforce Solutions and Texas Wesley and University so we'll get more information as it becomes available thank you thank you and that's the last of our Council presentations Council that that gets us to non-consent speakers mayor and I believe we have two we do thank you Janette our first speaker is Michael Glenn followed by Adrien Smith good morning mayor Parker members of council city manager cook and members of the city staff also to the MedStar staff that worked on this EMS uh Comm committee and especially to those of you council members that served on our EMS ad hoc committee it's been a long year it's been a long uh discussion and I appreciate all the hard work that you all went through I appreciate all the digging into the details to make sure that we're making a good decision for the citizens of Fort Worth what I stand I stand before you here today to tell you that I believe that the decision you are about to make is good for the citizens it's good for the employees of MedStar and it's good for the Fort Worth fire department uh we are committed to working with u the other agencies I've had numerous conversations with different employees from MedStar that have reached out to me um and that we've exchanged text messages uh also exchanged phone calls and even met with some in person at their request and they've been good conversations I'm excited about the future I'm excited about what this means for the for Worth fire department uh but make no mistake about it it does not uh I don't miss how big of a day this is for the city of Fort Worth and for the Fort Worth fire department uh this is a big change and we're looking forward to it and it will be exciting uh in the months to come thank you for your leadership and thank you for helping to get us here today I appreciate it thank you Michael our next speaker is Adrien Smith so please please do us all a due diligence and explain what you all are about to do as relates to what the gentleman just spoke on because my understanding is that of something else so you all owe it to us each of you as to what you're going to do and why you're doing it now I'm going to stick to what I prepared so if my understanding of this matter is opposite of what's about to happen again please explain to me before you vote no don't just explain to me explain to the people because I'm one with the people so I'm truly convinced that this Council will go down as the worst Council ever to represent this city within a time span of 3 years there has been so much dissolved as it relates to things and entities that make the for that make forward Thrive now our latest now now our latest casualty of its ill advised decision making medar our Emergency Medical Services it's as if we are living in a false reality but the truth of the matter this is typical of individuals who don't understand the positions they they've been entrusted with the for fire department although serves a great purpose within our city on a daily basis basis truly would not in my opinion be able to fulfill the necessary requirements for Emergency Medical Services should mear completely dissolve completely be be completely dissolved again help my understanding the mayor loves T and how for worth is growing oh by the way mayor we we move from uh 13 to 12 so you want to you know you like tent yourself on that so we move from 13 to 12 but somewhere there's a disconnect regarding what effect this rap rapid growth will have if the council continues in the direction it's going for worth is an exempt from a mass casualty sit situation happening everything happens in respect to his own timing and appointed purpose in this life and again M thank you all that you all have been to the city and continue to be I myself was a uh at the age of 15 was a big uh victim of gun violence due to my decision but you all were there just as well as our forward fire department so I'm still here today for what you all have done so again please before you vote explain to it what we are doing and I leave with a quote from Alice Walker people do not wish to appear foolish to avoid the appearance of foolishness they are willing to remain actual fools thank you Council understanding with the me MedStar member cities many of you may want to say anything and that would be fine but most importantly I just wanted to First say thank you to the members of the committee that took so much time and diligence to get us to today and also to Val Washington Martin McDaniel our fit Associates Hillary shine and the entire team this has been an all L effort of course the fo worth lab I'm very proud of of our work today it's been an immense amount of coordination and careful consideration and their work really is just getting started at this point and I know on the fourth fire department um MedStar staff Ken Simpson is here where Ken Ken thank you very much for your steadfast leadership as CEO of MedStar We Are Much appreciated into the MedStar board as well um and I I think Council that all of us are willing to continue to roll up our sleeves and do the good work to make sure we have the finest first responder system in the entire country and I have no doubt that of information on a monthly basis to get this done and I really just wanted to speak to the MedStar employees that are here today thank you for coming thank you for showing your commitment to be part of this process um I'm sure it's a little um scary right to not know and see these big changes but um I can speak for myself and my colleagues say that we are truly committed um to making you part of the city and we're excited to have you so thank you for being here and already showing um what great Partners will'll be thank you Elizabeth Council M Flores I don't know why your mic's not lighting up but please the floor is yours thank you mayor I want to say as the chair of the EMS adoc committee I thank uh my fellow uh ad hoc committee members you know this was a difficult task we started back back in September of 2023 mayor Parker created the ad hoc committee and gave it a charge to by April of this year come up with a model that is sustainable and can function to respond to the growing needs of our city and we've been very transparent our ad hoc committee meetings have been several since then we've had public meetings on it and as we continue to this transition we have had meetings there so if someone hasn't heard about it it is available and it's been available the information is out there we've had three interim Studies by fit and Associates that the ad hoc committee considered very carefully and that the rest of the council also considered and let me be perfectly Frank the landscape of EMS Services has changed drastically it is no longer sustainable I want to commend MedStar and its leadership and its and file for doing a tremendous job to date they have been fighting an uphill battle they ran out a financial Runway but they did not run out of dedication we're here to change the system to a sustainable model we owe that to the taxpayers of the city of Fort Worth the fire department stands ready and is collaborating with our MedStar partners and member cities to make this happen and we will continue to work at it if anyone has any questions we are very easily accessible ask them the information is out there and it is public thank you thank you Carlos Council vivens thank thank you mayor I just want to say thank you for all the time and effort that council members put in on this topic uh when you first started out you got the impression we may never get to a point of seeing things from one lens but it was the desire to to serve the citizens that brought fire and MedStar together that was their North Star and when we passed this vote it it will pass I can promise you service will continue and we'll have one unit taking care of everyone I told you guys about my stroke and when fire came well who came next was MedStar so they worked together and now they will be together but again uh such dedication to members on that committee uh they met so often mayor I was glad you did not ask asked me to be on that committee but their their their dedication was was known and for those of you who are in the dark about what's going on now I talked to the students before we started this morning everything you want to know you can always go to ww. www.fortworthtexas.gov I always tell people reading is fundamental if you want to know something more than likely it's on the website in the meantime you can always write your council member and find out if there are just burning questions that inquiring minds want to know I salute the work of this committee I look forward to the next step thank you Council Rin Council I believe that's coordinator in the neighborhood services dep department and today I come before you um on your agenda is MNC 24- 0449 regarding the adoption of a resolution of no objection supporting a housing tax credit application by the developer 6225 Shady Oaks Manor Drive TX owner LP for the acquisition and Rehabilitation of Wildwood branch and existing multif family affordable housing development the developer intends to submit a 4% non-competitive housing tax credit to the Texas Department um excuse me housing tax credit application to the Texas Department of Housing and Community Affairs also known as tdhca in order for a 4% housing tax credit application to be submitted to tdhca a municipality is required to hold a public hearing for the purpose of receiving public comments on the project the development will consist of approximately 280 units set aside for for families earning 60% or less of the area median income or Ami it is located at 6225 Shady Oaks Manor Drive in Fort Worth staff has reviewed the request by 6225 Shady Oaks Manor Drive TX owner LP and found that the development is consistent with the quality affordable housing goals and priorities in the city's 2023 to 2027 Consolidated plan therefore staff recommends that after any public comments are received CE this morning the public hearing be closed and the city council take formal action to approve MNC 24- 0449 and the attached resolution of no objection for the development of Wildwood Branch thank you thank you Leah council member will I move to close the public hearing and approve MNC 24- 0499 second got a motion a second Council any other discussion please vote motion carries next is MNC 24- 0447 with staff report by Lacy Ruiz good morning mayor Parker and member of the city of council my name is Lacy Reese and I serve as the pit administrator for the city of Fort Worth and the economic development department um the purpose of today's public hearing is to receive comments from the public on the advisability of expanding the boundaries of the public improvement district 18 or the tourism PID to include one additional Hotel property notification of today's public hearing was mailed to all Property Owners within the pit on April 24th 2024 and published in a Star Telegram on the same date in compliance with chapter 372 of the Texas local government code section 372012 of the code allows the city council to include additional properties in the tourism pit as long as they meet the requirements of the code the property owners or their duly author authorized representatives of the buoy house located at 3700 Camp Buie Boulevard bore Texas 76107 has signed a petition requesting inclusion within the tourism pit this results in the increase of 79.9 3% to 80.5 4% of the appraised value of taxable real property liable for assessment and from 67.6% to 69.6 3% of the area of all taxable real property liable for assessment and from from 64.91 to 66.67% of record owners liable for assessment um because the percentages are all above the 60% threshold the buy house meets the above stated elements and therefore be be considered by the city council for inclusion of the tour tourism pit uh the total estimated cost for the services and improvements for the remaining life of the tourism pit is about uh for four years is about 29 m810 th000 which includes estimated cost of 7 million for the fiscal year 2024 so following receipt of any public comment staff recommends that the city council close today's public hearing and approve MNC 24- 0447 declaring the petition to expand the tourism pit to be sufficient and adopting a resolution authorizing expanding the tourism pit to include the one above stated Hotel uh a representative from visit Fort Worth is here to ask answer any motion carries next item is zc- 24-3 Council we have a few speakers on this item the first is Patrina Newton follow B latia Wilburn good morning uh mayor and council members my name is uh Patrina Newton I'm with the Village Creek neighborhood association uh the interim president Pearl Grant is here today want to speak on uh this particular um zoning change and thank you council member Martinez for moving this forward um this is a pretty serious issue for this neighborhood um there is a lot of Industrial in and around Southeast Fort Worth and this part of Southeast for Fort Worth as you all know due to a lot of the advocacia echo Heights so we're dealing with a uh situation on a vacant track of land which a bus housing and they want to put a warehouse and tractor trailer trucks so there a couple things I want to point out here when I read the industrial park zoning it talks about how the use should be compatible to adjacent uses this proposed development is not compatible to the Eugene McCrae Center to the housing to the nursing home across the street so when you go to the east of this uh 7 acre track you see a lot of um park tractor trailer trucks and wi Barker street is just inundated with a lot of truck traffic it impedes safety walking from the north side will barg to the park to Eugene McCrae Center there have been reports of children running across real Barger as 18wheeler trucks are barreling down the street now we had a whole lot of 18wheeler trucks as a result of the Village Creek Bridge being closed but it was a high number before that the uh Village Creek Bridge is now open is still a high number and we're so close to the freeway that the truck could just stay on the freeway but they use will Barger to cut through the neighborhood I understand when the freeway is backed up you get off on Miller and just go down willbarger well this is a safety issue these are some of the things that were occurring on this site in the past and I understand it's a new property owner but some of these things um appears to have occurred under their ownership such as putting up uh lights without permits in 2019 there was dirt Mounds Abed right up against people's backyard so when they walk in their backyard that's what they saw these are fueling tanks and walking distance to the nursing home we understand that um chemical smells have been coming from these fueling tanks so this is not compatible we ask that the council vote in favor of this zoning change and also continue to stop all this industrial encroachment in this area because I know this is a complex case thank you our next speaker is Laticia Wilburn followed by Charles Smith hi I'm latia wellborne I'm with and we I'm with Echo High stop six environmental Coalition and for worth environmental Coalition of communities and we want to thank you Janette Martinez for uh starting this process and also we are in agreement with this reson and I'm here to talk about the health impacts of the industrialization of 76119 as you can see on this chart uh 76119 have some of the highest respiratory illnesses and cancer risk not only in Texas but of the United States and we've been here saying this for over a period of time and y'all act like we didn't know what we were talking about but we live in 76119 and we're watching what's happening to our family friends and our community the next can you put the next one up please also um I want y'all to take notice of the numbers here on the health challenges on the Health Equity index list I want y'all to see how high 76119 rank on this list the next one please and I'mma leave these with y'all okay also the uh hypertention challenges of 76119 okay and the next one please okay this is the diabetes uh diabetes church for 76119 okay and the next one [Music] please okay and this is the one I want y'all to really look at and I know y'all seen this many of times cuz the darkest purple is where the bad area is where 76119 is located and it's also duly stated that Fort Worth has the worst air quality than 96% of cities in Texas so just imagine these communities that are off 287 82020 close proximity to 30 and pro close proximity to 35 uh and I know Katrina talked about the trucks and each one of the trucks emit 40 cancer causing toxins 76119 is also high as far as cooks children studies goes for children asthma the uh the uh particular matter from the trucks also have kids give kids uh slower growth loan growth um everyone knows that the levels of particular matter and elemented carbon are elevated when you live close to freeways so it doesn't make sense to put a trucking company behind homes I have one behind my home my family was affected my pets affected my backyard it's like at 1:00 in August it's over 120 degrees and I have documents of that so I ask you I thank you once again Janette Martinez and ask you all to pass this our next speaker council is Charles Smith smth Mr Smith will be followed by Perry Williams good morning mayor council I'm Charles Smith with the Village Creek neighborhood association and I'm in favor of the zoning change for three reasons the first one is the lack of proper drainage on the vacant lot causes flooding to the adjacent houses and potentially to the cemetery this is a historic Cemetery which houses um a enslaved individual and there's no egress so that visitors that have um their relatives buried there cannot access it easily it increases the number two it increases environmental hazards for the property owners and the pets and if you notice at the top of this slide if you can see it uh there's a dog that um is not able to comfortably adjust himself because of the flooded backyard this is a result of after a big rain the drainage from 4550 Village Creek Road spills into the adjacent houses and this is a result of that and it's every house on more View and on Ry Road um experiences this inconvenience on some of the houses the water comes all the way inside the patio and uh inside also the um some of the rooms in the house this is a one of the resident attempt to deal with the drainage problem and dig in a trench so that the water can spill out without coming inside the house the water gets up to uh 12 in next to the house this is a uh petition that was signed by the residences additionally number three also the increase of truck traffic increases the risk of accident a negligent truck truck driver backs into a car while a senior citizen is inside thank you thank you our next speaker is Perry Williams followed by Norma Williams good morning my name is Perry Williams and I am part of the billage Creek neighborhood association thank God for this Council I'm not here just to talk about my home I'm here to talk about the people of the citizen for wordy in which I sered for 36 years I'm actually wearing my Molly that I received from Mr cook while I was working the city of forward is one of the most liberable cities in the nation um not 3/4 not half not 34 but all the city of forward we heard today about the colonial coming we heard about the refugees I heard Miss J bans who have served our community speak about the elderly well there was a nursing home in this community that before there was trucking companies that nursing home was there somebody dropped a ball because the city of for is about people people want to live in the city of forward Eastwood east side is part of the city of forward the ball have been dropped the best thing about a ball dropping you can pick it up some of you council members explode some of those people are in wheelchairs there is a Fire Department Station 22 there that need to be rebuilt by the way but they are there they serve the community The Honorable Eugene McCrae Center is there what a detriment to put a trucking company or a storage facility behind such an honorable man that have served this community in our community I left the city of I moved from Mansfield Texas back to forart Texas where my wife grew up on more view to be part of the city of forart so I can vote so I can attend worship there I ask you today to pick up the ball for you was brought into the Kingdom for such a time as this thank you thank you Mr Williams our next speaker is Norma Williams followed by Art Anderson good morning Council um I agree with what has been spoken Norma Williams 4509 more ofie our property backs up to this uh proposed change so we are in favor of the change as a parent as a grandparent as a stay-at-home mom Grandmom it's nothing like going outside side and not being able to cross the street um we know that the zoning may have already been there but now is a time to make that change I have a 5-year-old granddaughter a previous owner did some things on that property that were horrible you went out your backyard you saw the back end of a truck 10 11 12 1:00 in the morning you heard music playing so the last thing we need is more erosion in the Eastwood neighborhood especially in that Village Creek corter if you look to the east of this proposed changed area you see like a it almost looks like a cemetery for semi-tractor trailers there's no big fence there's no covering for it so if we were to decide to do something in that area what do we do tell our people coming to our neighborhood go around that so that you don't see it please we ask you make this change and make it now for the safety and the well-being of that portion of the city of Fort Worth thank you thank you m Williams our next speaker is Art Anderson thank you mayor members of the council Art Anderson representing the land owner I think the first speaker was correct this is a complex case U because you have kind of competing interest I know that's a difficult position for the council to be in I'd like to make three points the first one is the city did not notify the landowner before initiating the down zoning since that started we've objected both orally and in writing the client has also submitted a formal written protest under the local government code which means that that triggers a threeforce vote of the council to approve and we have a extra copy of that here the second point is our our clients not the bad guy they bought the property in 2022 at that point in time it was fully entitled by the city for Industrial Development the comp plan showed it as future industrial land use it had Industrial Park District Zoning for years final PL had been approved and recorded for the Village Creek Industrial Park a s plan had been approved for industrial uses and the co had been approved so our client bought the property and paid a purchase price based upon those entitlements at that part point in time there was no inkling that this process was going to occur the second part of that on not the bad guy part is is the land owners put in about $700,000 worth of improvements primarily to address many of the concerns that the neighbors have and I've recognized and acknowledge that those improvements have been done with city permits so it's not as as if the landowners ignoring the issues that went on before spent a lot of money trying to uh improve that situation um the third point is if their down zoning occurs the council should at least be aware that that is probably a regulatory taking of protected property interest in terms of the property was fully entitled purchase price based on Industrial the down zoning was result in a significant di dimunition in value our client has a fiduciary duty to its investors to to protect um the investment in the property we don't like to be put in that position but it was really just to be frank not our doing so I just want apologies went too long but th those are the three points I wanted to make Mr Anderson you have a few more seconds left 20 seconds I think that's it been a long day our clients uh the land owners reps are here if you have any questions thank you Mr Anderson Council Martinez that's the conclusion of our speakers on this item I'll turn to you I don't have any questions but do my colleagues have any questions Council rivons I thought I would share a little history mainly for the benefit of City Manager David Cook and David before you got here this was my district and it was a heartbreaking day to see what had been a beautiful grassy null become the Haven for trucks but the land was zoned for that I found out probably 25 30 years ago a I'll just say it a shortsighted counsel or staff missed the opportunity to buy that property and it was beautiful I am very familiar with more ofie my deceased brother-in-law and my sister the breed loves lived at 4458 more Vi Daryl and rles Davis lived on more view just a lovely Community where I spent a lot of my time there when Mom and Dad didn't want to be bothered with me but I always tell people when you see vacant land at least keep your eye on it because when you see zoning change signs that's not always good for you but in this case you know I'm going to go against everything I've been told legally to do I have to stand with the council member the problems that that Community has had along with Echo Heights everything leads to Industrial and so what I hate to see is the the eyes of a developer or a business owner and I don't care where they come from my neighbor I I I have relatives of someone who texted me she saw vacant property on Miller and thought that'd be great for a group home don't you think I said no no no not really not unless you're going to live there or have somebody on site and so it it it breaks my heart to know what happen Patrina you were working in District 5 many years ago so you know the area I commend you for your stewardship but you know I am in support with with this neighborhood uh I really don't know if you have the votes I don't know but I just know that at some point and we're trying to be more proactive now I identifying green space that's too late for this neighborhood and I applaud the city manager staff for trying to look for more green space but I I stand in support with the council member and just wanted to share that thank you council member viens council member lorf so I just maybe had one question um because I understand the representative Mr Anderson said that uh he's representing them I see he's from Dallas but are the owners of this property are they in East Fort wor do they live in Fort Worth they possibly in this neighborhood at all so the property owners in LLC and they're when you say property owner and who they are we've got officers investors all that sort of thing uh I think the GP is based in Dallas is based in Dallas okay got I I can't tell you where every LLC member or anything else is right okay I I can appreciate that um you know I can also appreciate your duty to protect your the investors um you know as I sit here you know I I commend my uh colleague for bringing this forward because I think it's PR to take back to your investors it's our duty to protect the residents of Fort Worth so that's our job and whether it's north Fort Worth East Fort Worth South Fort Worth it doesn't matter it's sou Fort Worth um so I will I mean district 10 does not have the Monopoly on truck issues we definitely have those issues too uh and I'm sure any of your investors or anyone else involved in this lived across the street in that nursing home I think we'd have be having a different conversation so it's our duty to protect them as well whether they're in our district or not because I know my colleagues would do the same thing for me if I was facing this which we are doing our own Council initiated zoning changes so I definitely stay on support of my colleague on this yeah thank you Charlie um absolutely council member Martinez you should be commended I know that you worked really hard specifically with Echo Heights neighborhood and um this was initiated because you listened so carefully to what needed to happen in District 11 and as a result we're here today these are hard discussions to have and I appreciate Mr Anderson here on behalf of his client um what you said is absolutely true um but it doesn't mean we keep making the same mistake over and over again as a city and I think um we have an opportunity here not only to support you in this Council initiated zoning but importantly um ask the city manager's office which I know they're already in those discussions what it looks like to potentially purchase this property in the future um and really look to the stewardship of what the future of echo Heights deserves to be and we've got great Partners here and the neighbors that have taken the time to come and speak so eloquently on this issue and the many more that will face us as we as we look to pick up that ball and um do the right thing um in the future so thank you to Janette and I will also be supporting you today Council I think that's the last of our speakers so thank you mayor and Council I do want to just make a few comments um you know this was this out of the comprehensive plan that we recently voted on so it currently reflects medium density multif family it was approved by staff and Zoning commission and it's through the public feedback that we uh went with a low density um multif family which is a better fit and will serve as a buffer between the single family residential and the heavy industrial that's in place on the East um side of Village Creek and um so just with that I humbly ask that you support the you're excited about this item very excited thank you mayor I've got some language to read here but I want to point out for everyone this is the last four properties that we needed to to have under acquisition to complete the southern part of the bombers spur project um this this was property taken by the federal government in the 40s as part of the Consolidated air aircraft as they built the bomber there at the plant uh Marilyn I saw you over there thank you for pushing this through you and your team I wanted it done before June and I appreciate you getting on it this has been a two-year process to get all this completed Joel Melaney I don't see here he has gotten a lot of cult thank you Richard lot of calls from me over the last year this is an important process as part of the uh District 3 office and streams and Valley Stacy Pierce isn't here but I want to commend her and her board for all the effort there too in helping us push this forward and with that I'll read this move construct a 12ft wide shared use bomber spur trail from calmont Avenue to West vicory Boulevard the property is located at 7090 Camp Buie Boulevard in the Edward Wilbur survey abstract number 1679 tarant County Texas the property interest to be acquired is described by meets and Bounds and depicted by survey exhibits attached to this mayor and Council communication got a motion Council second Motion in a second please vote motion carries thank you Council um we've had a sad week in the last um few days really in the city of Fort Worth Losing some wonderful people who I know each of you may know some of these names maybe you don't but they're incredibly foundational to who we are as a city so we're going to recognize and close this meeting in honor of three individuals um the first is Patrick gotch who is the founder and president of rural Media Group which helped support the formation of RFD TV the cowboy channel the cowgirl Channel and Rural radio 147 he was an enthusiastic supporter emphasis on enthusiastic of rodeo championships would frequently F be found at Women's Rodeo World Championships and Professional Bull Riders World Finals he was a Titan of the Stockyards industry and Beloved Community member to all who work in cow toown our thoughts and prayers are with Patrick's family um another wonderful individual that many of us have gotten to know over the years quite a character Mr h Baker he was one of the original investors of Billy Bob's Texas with Billy Bob Barnett the world's largest Honky Tonk and iconic location in the for wor Stockyards hubbed helped make the iconic logo of Billy Bobs Texas he was a former executive director of ctown Coliseum for 30 years and the red steagall cowboy Gathering producer for over 30 years along with producing a plethora of other events in rodeos and for worth and across Texas it's in large thanks thanks to people like Hub that we now entertain over 9 million people in the Fort Worth Stockyards and last but certainly not least was Mr Eddie gosage was a major supporter and advocate for Motorsports over 32 years going so far as to be major promoter at multiple Speedways including Texas Motor Speedway he was the first general manager of Texas Motor spe Speedway when it was built in 1996 and ran the speedway for 25 years until he retired during that time he hosted major sports entertainment events to make Texas and Texas Motor Speedway an iconic location for entertainment throughout the world of course our thoughts and prayers with each of their families and their friends with that meeting is
