to add item 8 E1 which is landucci uh updated plan also with the findings for denial and then we're going to add 9A water meter and radio row read purchase and 9B account clerk administrative security secretary position other than that we just have some additions to the supplements uh that it Patrick that is it sir right um any a motion to approve as amended move to approve as amended I will second uh Creek that runs right through here it's 5770 west bald eagle Boulevard you can see it's a a slightly triangular shaped property uh home in this outline right here they're proposing a second story addition onto the home uh over a portion of the home I should say uh you can see it's an odd shaped lot uh setback requirements we have from a right of way are 35 ft from a lake 50 ft you can see due to the shape of the lot with the odd configuration there makes it uh basically impossible for any structure to beat uh setbacks from the lake and the RightWay gets a little better on the Northerly portion of the property but where the addition proposed right here is will require a couple of setback variances you can see the existing home 26.75 from the RightWay this addition would go straight up uh requiring an 8.25 RightWay setback variance 8.25 ft uh uh the addition is proposed to be [Music] 38.4833778 is as requested so a rway setback variance and a Lakeshore setback variance when was the house built you have any idea and I I noticed on the list of affected neighbors uh Ramsey County owns two parcels and the City of St Paul owns one where are those did you know notice this I did not I did not notice that detail well it was sent out looks like for all the concerned property owners and those parcel numbers came up and I was kind of wondering where that's located yeah I'd have to do some research on that I would imagine it could be a little bit further south notice was mailed to everybody within 350 ft south of there you've got a couple of smaller Parcels I mean I understand Ramsey County but city of St Paul you I'm wondering it's if that might have something to do with a water utility um or maybe these are water utility I don't recall I you know well obviously we didn't get any feedback from them if they were noticed no we received no feedback on these particular variances all right Scott got any questions of Tom do not Steve no I think it's pretty would have been a 75t l Lake shet back now it's 50 so there was a deck variance approved maybe 10 years ago mhm for the Lakeside of this home but not familiar with anything prior to that without going 18.52% back variance but there's an 8.25 foot RightWay setback variance requested with this right so I will add that uh so that was one motion right based on staff review and recommendation approve thank you I forget it the I didn't see that don't know all right uh moving on item eight new business uh we have the building inspector first quarter construction report conru or Construction Construction all right uh 2019 first quarter uh construction activity report um for the first quarter 2019 the town issued three uh new home permits with a value of uh $920,000 in construction uh compared to last year at this time town issued four uh New Home Building P building permits uh just over $1 million doar in uh construction evaluation uh miscellaneous residential permits for the first quarter a total of 47 uh permits uh $656,000 in evaluation uh compared to last year's first quarter there was a 69 building permits issued uh just under $1.3 million in evaluation on the commercial construction uh there was just two building permits issued in the first quarter um just over $1.9 million in evaluation uh compared to last year first quarter the town issued three building permits uh just over $2.2 million in evaluation uh which gives us the total for the first quarter of 2019 53 permits just over $3.5 million in evaluation uh compared to last year a total of 76 building permits were issued in the first quarter just over uh $4.5 million in evaluation um Mike Qui quick question the the commercial remodel in addition the the one in month of March for $17 million yes what can you tell us what commercial business that would have uh that was uh um addition remodel of the water Gremlins uh uh processing facility uh for the new chemical treatments they'll be using in the plan as approved by the this is is part of the settlement as approved by the state for them to do to get back in business uh yes this is due to the removal of the volatile chemicals and they're switching to a different chemical for their processing um utilizing different equipment uh for that chemical and then the uh single family housing permits that are issued are those in our two new in both in our new developments yep so all of them are in the Three Oaks development Three Oaks okay and when you give those evaluations on those is that just the value of the home or is that what the lot figured in no that's strictly the value of the minus the development cost in the value of the so when you're looking at three of them for 920 which means they'd be about 307 a piece yep right around the $300,000 okay range for the strictly construction of the building and and and just going back to the commercial just for one quick second so there's no misunderstanding this is not for anything new other than for them to get back in operation as required with their agreement with the state one more time that is correct because and the reason I asked that is because our last meeting there were residents that were concerned that they were going to do a building uh expansion which might fit in this but that is not this this is just purely to get back in operation that that's correct the this building permit that the town issued to water grandma was strictly uh equipment change over basically okay thanks on your packet there have a couple equip graphs um this is construction over the last 10 years uh the colors here indicate by quarter um total permits um these include um Mechanical plumbing electrical um all permits issued by the town there was a total of 188 in the first quarter um you can see it's down considerably from last year uh first quarter there uh and then the permits issued in the first quarter are broken down into individual uh permits uh 53 building permits 37 Electrical uh four fire suppression permits 49 mechanical permits 31 Plumbing permits uh nine utility permits uh five zoning permits that includes fences and driveways things like that another item we handle try to get wrapped up in the first quarter is the township business licenses uh here's again a chart over the last 10 nine years here on the number of uh business license the town has issued uh 2019 uh we have 90 uh business license issued at this point uh there's still a few outstanding uh lingering that we're trying to get in compliance with their licensing requirements under that number Mike that doesn't include home occupation does it uh no that would not include a home occupation is it um normal to see that many this early in the year or is it would you see more throughout the year I'm looking at all the other years and so far we're we're almost at the same number as last year would you get more in the second quarter and third quarter and fourth quarter um the license are only generated by the town uh trying to get uh businesses to comply uh we put our hardest push in this first quarter here oh I see okay so you wouldn't expect a whole lot more no this you know well there'll be a few lingering in here but yeah it won't go over much more over a 100 okay because normally they run calendar year then they they're not like doing the middle of the year or no they are calendar year okay all right any other questions Mike all right thanks Mike uh I'd be looking for a motion just to accept the construction report move to accept the uh way yeah no kidding like that where's your little mousy mouse oh there's little musy musy anybody know that tune for Jeopardy I was going to say you got a joke you want to tell what you say you got for Jeopardy you see the guy that's under he's like some Brainiac no I don't watch he's like $300,000 in a week oh wow that would leave me out first minut I can't HS well we could come back to this can we come back is there anything else so let's find you you could I mean you deal with can we can we well they work on this we're going to jump ahead sure challenging let's move to uh there you go all right you got it you should you fast I apologize for that it was working before the meeting um this topic is the 2019 Street improvements that we've been looking at over the last uh few months um back in in January you uh um approved uh us to look and study five different areas within the community for for Street improvements they include the Hobie Street area Park viw Drive area Fourth and Fifth Street area um West and Woods Way area and uh Whitebear Parkway East of Oak me as a part of the report it was break broken up into into these sections including a background existing conditions proposed improvements public input we received on this project um Project funding including assessments and funding sources project schedule and then conclusions and recommendations want to talk a little bit about each of the areas individually and then we'll bring it back when we get into public input so the Hobie area is located northern part of the the town um in 2006 a water sewer and extension was completed in that neighborhood including uh some Street work into 2006 um since that time the streets have degraded maybe a little bit of faster Pace than we would expect and the rating currently is at a 2.93 out of the five um we're looking at a project that would Ed Mill the edges of the street and put a little more crown back in the street and uh add some thickness to the the pavement section on that on that street and and Larry why was the degradation Pace higher in this particular neighborhood well the the failures that we're seeing or some of the conditions we're seeing is some settlements maybe related to the sewer and water improvements that were completed as well as some some um some other cracking that is maybe a little more normal the Parkview area was constructed in the 1990s mid 1990s um the ratings in this area are as low as 2.26 out of five um Parkview Court is a little bit interesting in that it was built the same approximately the same amount of the same time frame but the degradation is a bit more severe in that neighborhood the concrete curb um at the joints is uh are failing at as much as 80% or more of the the curb sections and then we we did cores of the streets and found in in that on that street that the core when we extracted the core it crumbled so the the weathering of the pavement is also a little more substantial um Parkview Drive and Fenway Court um the cores were solid and we are recommending a Mill and overlay a standard Mill and overlay for those streets for Parkview Court we would recommend a full curb replacement as well as full pavement replacement and uh we'd recommend that in a future year you might as well it's in this condition you might as well let it go a little bit before doing some work Larry is that is that the area where the they were talk neighbors were talking about the school buses the school buses come in and use that Court versus the other ones for turnaround or didn't as part of the reason why that might have broke up heavily I I don't recall if that was the street or not but it wouldn't have that wouldn't have affected the curb in my opinion the curb is um the failures at the joints is is just something that um that the school bus are traffic wouldn't have would have wouldn't have affected it's more of a the just the maybe the nature of the way that was put in or a um a batch of concrete that maybe wasn't as as uh as solid the third area was uh is Western Woods area includes Western Woods Way Moon Lake Court and gilin Court um that was this was area was constructed in the late 1990s um ratings here were as low as 2.2 26 out of five this area also has concrete curb and gutter um the cores were um solid gilin Court the core was uh a little bit too um thin for Mill and overlay so we'd recommend a full pavement replacement on on that short little stretch of guilin Court um the other two streets Western Woods Way and moonlake Court we'd recommend our our Mill and overlay Whitebear Parkway um to the east of Oak was constructed in 1998 the rating on this street is 2.2 um it does have concrete curb and gutter and we are looking at this at as a Reclamation project at first but as we um completed the evaluation and the coring um we think it's better a better candidate for Mill and overlay or the recommendation of the geotechnical engineer as a Mill and overlay the the cores are very solid and um um that's the recommendation there um this piece of uh of White Bear Parkway is is both residential and commercial industrial um it includes uh um the Wilbert Plastics at the corner and there's also a property owner owned by Whitebeard Township that would be a part of the assessment um computation there before you leave that one why I'm not sure what what's it the the reasoning where you stopped it yes it's it's uh if you look at if you drive out there you you look at an aerial it's it's basically where um the older pavement is located so there there was a I'm still not following so there was something done up to that point previous yeah okay it's clearly a different um age of the street okay um the fifth area is the Fourth Street area Fourth Street uh Fifth Street and Cedarwood Court um originally this um these streets were built in 1980 um there were Street improvements in 2003 in this area the ratings were as low as 2.2 um the cores on this uh cores and soil borings revealed that the again the the pavement thickness is just not thick enough for a mill in overlay it's um 1 Point um um 1.6 and 1.7 were two of the cores in the area and we also encountered in the the the soil probing um swamp deposits and organic clay beneath the the street so um we're no longer recommending a a millon overlay for this uh for this Aira area this would be more of a reconstruction project at a future date um the pavement thickness isn't thick enough to do a Mill and overlay and with the soil conditions beneath neath the street um a reconstruction is next in line for this uh for this area so Mill and overlay we're we're recommending a Millan overlay project for this year in the areas I mentioned and just to give an overview Mill and overlay is uh we replace the cracked or damaged or settled curb we do some minor utility repairs we complete a signage evaluation and and restore sight lines um any areas where we're replacing curb we would have to restore yards and driveways and then we get into the mill and overlay piece and that's where you're grinding off an inch and a half to two and 2 and half inches of binus and then replacing that binus and then of course restoration at the end here are some photos of a project uh in another community that kind of shows what it'll look like when it's complete you you can maybe see on the graphic there's existing curb and then there's there's curb that was replaced as well as some restoration um of the of the The Yards as well as a part of the process uh we wanted to get collect input from from these neighborhoods and um we sent out a questionnaire and received very good or a good volume of uh of responses um we also held the neighborhood meeting on February 27th um in your packet is a is a summary spreadsheet of all the comments we received um the main topics were drainage issues um a number of questions and a lot of questions at the neighborhood meeting that um we try to address um traffic concerns certainly cost concerns cost is always a big component these projects are incredibly expensive and um residents wanting to know what their portion of that would be and then there's other specific concerns so getting into the costs um we computed costs as I mentioned in the recommended improvements uh I'll go through each of them individually so Hobie Lane if you remember was an edge Mill and overlay so the cost for that neighborhood Improvement is 227,000 as an estimate Park View Drive in Fenway Court we broke those apart from Park View Court cuz Park View Court we'd recommend a different Improvement um at a future date so Parkview Drive in Fenway Court 20 um 68,000 Park View Court in individually um at a future date to replace the curb and replace the full binus 261,000 Fourth and Fifth Street now Fourth and Fifth Street we had to evaluate as a full reconstruction because of the condition of that that street or under and underlying soils and so those costs are for a full reconstruction 1.5 million for full reconstruction of that neighborhood um Weston Woods Way moonlake Court guilin Court 340 ,000 and Whitebear Parkway 315,000 in total if we did all these projects um it'd be 2.9 almost $3 million hey Tom we got 3 million not yet we aren't recommending that full 3 million today um glad to hear it but we also looked at the assessments for these neighborhoods and we broke apart and and and uh um took out the water sewer and and storm sewer components and we're left with assessible costs and dividing that assessible cost by the number of units or number of parcels in the area produced a um different assessment rates that we evaluated taking those rates and then putting them into a funding table we did three different funding tables on three different scenarios and um you can see the highlighter the Bold version of the the funding table um shows our recommended project for 2019 is a project of $1.15 million um it includes the the Hobie Parkview Drive Fenway Weston woodsway moonlake gilin and Whitebear Parkway the choking sound just went went down a little bit from over here so looking at the schedule um we are today April 15th accepting the feasibility report um if accepted tonight we'd look at holding a neighborhood meeting in May late May and the public hearing we're planning for is June 4th we would have other another open house to to talk over the plans and then we try to bid this project in June with the award of a project in July and certainly a a late summer project so there had been Flyers that went out to all the neighborhoods initially and and there was an initial hearing or um information session in February yes um now that we're looking at potentially not including a couple neighborhoods would there be something sent out to them to say You're Not Included there may be some residents that are wondering hey I went to the meeting and heard it going to happen certainly we certainly could do that I mean would that be there might there'd be a different if we're going forward with the other areas we'd we'd send out notice of the of another neighborhood meeting and then for the public hearing but those areas that aren't included is it's a good point that we should send out something to let them know what the study found and what our recommendations are I guess they they' they'd have to know that they're not going to get done this year and they're going to have to live with their streets for a little while longer and judging by the feedback it'll make half of them happy and half of them upset well yeah so so we're still we're still leaving yeah but I I I think Scott's suggestion is valid I and we'd be we should pull that together got it so steps tonight we're looking for acceptance of the feasibility report um looking to call public hearing for June 4th at 6:30 p.m. at Otter Lake Elementary School School declaring the official intent to reimburse expenditures and then an optional um item is authorizing preparation of plans and specifications tonight um originally we were planning to hold the public hearing on on May 20th at your next or at the second meeting in May but um with the large volume of potential people coming and speaking to you the this venue didn't seem appropriate so we're looking at a different venue but unfortunately it's 2 weeks later and so um giving losing those two weeks you know are are somewhat problematic in delivering a project and trying to get plans of spe specifications completed and a project out on the street for bidding so um we're we're hoping perhaps you'd consider authorizing preparation of plans and specifications tonight and then at your next meeting I would bring a um a quote or a price for that and just as an aside the board should know that even if you are uh accepting all of uh staff's recommendations this evening you have still not committed to the full project I mean at at any time if you know based upon feedback that you get from the public it is still within your purvy to pull back and reconsider but as Larry stated I mean we're running into a time crunch now for the construction season and uh I think until we have concrete feedback specific to cost to Residents and a discussion with the public along those lines um we proceed and take those comments when they come and make your official decision at that time is it anticipated that the topics for each of the you there four four separate projects is that what you OB Park Western waer Parkway is that the PO project as one project right but but are the would you assume that the issues related to each one of these are similar in discussion I'm just trying to find out if if if one of these groups are going to be a more hotly contested uh debate taking all a lot of the most of the time for a public hearing at one public hearing or is it better by I don't want to delay it I'm just wondering is the conversation expected to be the similar for it's a similar recommendation that's a Mill and overlay for all these areas um the the Hobie area when we received the the qu questioner responses there was some feedback to the we want West ball Eagle ball of our done and our streets are fine yes and so that might be an area where we receive um comments to to wait on that on that neighborhood um I think the other areas are more similar similarly suited okay cuz that that's what I remember at our an at our annual meeting in March residents also brought up particularly Hobie people that they think their roads are just fine even though of the assessment or the suggest otherwise suggest otherwise so I was just curious if I mean if you hate to have it one Avenue drift into all four projects and and defeat the the the main issues that our streets need to get fixed so I that was just a question so I would also if if there's con concern with that one neighborhood we could if we got authorization to proceed with plans and specifications we would we would work on that area last we'd be working on plans and specifications for the other areas first so it's bit as one project but you can move it around a little bit as to what's first second third or fourth or no yeah they all be bit as one was one project and and I'm saying in the design process I can wait wait as long as I you know as long as I can before um completing the plans for for that Hobie area if there's concern that Hobie bite um have a little more feedback to not do it but that that uh concern was based prior to you doing your soil borings and or your boring so they don't really know what was underneath the road correct so some of that might be alleviated okay those question we'll talk yeah those questions yes we'll talk through and we'll have a better understanding when we meet with the neighborhoods too at the neighborhood meeting what people are thinking how are the uh appraisals coming the appraisals are underway um they received a copy a redacted copy of uh the feasibility study feasibility report and they're using that to complete their work um they're targeting the 26th of this month of this month for our discussion at the executive yes board meeting and that was going to be my next point I would say I know we've got oh actually I guess we've got two executive committee meetings between now and the first neighborhood meeting um to where the board really should decide if this is what we are going to do this year at which point you're going to have to uh commit to an assessment rate um so that we can have some firm responses to when the public wants to talk to us in June that first week of June so well Tom maybe you can speak to this because there's a no you can't because there's a there's a timing thing here between when the appraisals come in what the Project's going to come in at and what we'd have to actually go bond for correct well bond for the whole project uh but we've got to lay out how we're going to pay the bonds back so we need to know how much we're assessing how much uh the town's just paying out of reserves how much is coming from uh the utility funds and so forth so that's we need to know the funding sources in order to issue the bonds because people aren't going to buy the bonds if they don't know how we're going to pay for them they can't just take us at our word uh well they'll have Geo backing which uh will mean that you've pledged the full faith of leving taxes in case we don't have funding sources but uh no uh generally they want to know H where we're going to get the money to pay for it so if we do decide to issue bonds for the whole project at once based upon a fund or funding sources um typically the first payment is going to be in February I would assume right or would they wait until the following August depending on when we issue the bonds uh we probably would still have a payment in February but it' probably just be interest only interest only and then the real deal hits in August Midsummer uh August again will probably be an interest payment and then the first actual principal payment will probably be a year from that got it okay in February so a year from February that's 2021 am I missed my yes yes yes got my februaries okay so you got some time to figure out some alternative sources we've been working on on too funding sources so well and if you do commit you know so much is going to come out of a tax levy and we get those other funding sources we can always lower that tax levy but what is our technical deadline for this year for this project to I would say it's more based on construction go back to the schedule I'd like to award the project in July so we have August and September to complete the work at the latest that's pretty tight and and July would be okay for for somebody to start work in August and September they don't need I mean I don't know if they've got a backlog of work already yeah I mean there we're uh looking for that contractor that uh isn't full up yet and um you know they they need the work to finish out their season and we would be comfortable that in 20 years we wouldn't run into some of the um degradation issues we've seen from some of the streets that were put down only 20 years ago no I we're we're planning to test all the concrete that is uh is put down down um test the pinus in our normal fashion so um to today is standards um and you know we're looking to get the work completed um I certainly don't want to get into October where we're laying um um binus but we can get our work done in August and September we should be fine all right St anything else no I think we've I have another question but again this is because I'm not a contractor is there like some kind of a warranty on the work that's done if you say you're going to sample the concrete and the bituminous if it's not to your expectations our expectations what's the remedy well in some cases we have to remove and replace if there's if there's something that's uh poor or not meeting compaction um they have to um remove and replace if if there's an issue but it's usually a oneyear one-year warranty and you when we do our one-year warranty inspection that first year something severe will have shown its shown its face okay aren't some of those tests done while they're putting it down though too yes I mean Mike you could probably speak to that but I'm sure there's compaction tests and stump tests and all kinds of tests they do while they're doing it so yep they use a density gauges on the pavement as it's going down um they they test the concrete uh they take samples um and then they they cure them for 7 um 21 or 714 and 21 days they do breaks and uh make sure it's meet meets meets our standards and if it doesn't there's our contract talks about um replacement and ideally then these tests would um avoid the issues that you've pointed out with some of the neighborhoods where the curbing is breaking down or the the the pavement is breaking down we should be able to avoid that because of what you're going to be testing I would hope so there's you know every once in a while you get a batch of concrete that just isn't um the the cement content is off that it just um it it's just doesn't perform and that seems to be the case with some of some of the streets uh in town a particular year maybe it was a a a poor batch of cement from from uh um the manufacturer I you can't explain it but we're going to do everything we can to avoid th those type of scenarios I've seen it back in the 70s when a whole batch of cement blocks came out 20 years later the the the whole sides of them were just crumbling away and I I I probably fixed half dozen of them because that it structurally it probably never get to the point where they fall but it's a cosmetic thing too yeah and you know it can be if a street is over um salted um that it can degrade that way too Dale D I didn't say anything Dale remember he knows where you guys live about there's a lot of variables in concrete degradation so and only because I got experience in that background so it yeah salt can be a factor but it's not the only I'm sure the salt ruined my road your dirt road yeah yeah I'm sure all right any other questions no I'm good thank you so there you're asking for these three resolutions and then plus a fourth to our conversation at the last month's um executive committee we did uh ask that these two topics or these two points be brought to the town board meeting um uh I would Mo I would note that under action motion for consideration under one It should read authorized step one to be initiated which consists of the general set up and mapping conversion not conversation although they will be talking to each other conversation yeah um beyond that um I I don't know if Larry and or Dale have any have any input on this but this is a first step to get us going on this so and I would remind as well um we do have the funds in our budget uh to cover this project so we would like to get going on it but what was the total number total number if we were to do the whole what what we had budgeted Tom do you know 4 I started running these numbers and it's we had 200,000 in last year's uh CIP and then we've got another 200,000 in 2019 CIP for for that all right CU that's getting in more in the line because I was doing the math with adding all these steps and costs I'm going yeah 250 wasn't going to come more than 250 but yes we have the that socked away prepared okay and I'll just make a quick comment uh we've talked about this a number of times that this GIS uh process is not something outlandish that were're the leaders of the pack never been done before this is very common within communities to better track utilities Etc that's absolutely all right that's more for our audiences canc had it for they I'm just saying well I think it's important to note we have 12,000 individual assets valued at $180 million I think it's well worth spending this amount of money to track it and make sure we keep it working order it this is a huge investment for us it's also a a large part of our conversion to electronic data management uh beyond what we've been doing um and it's going to be implemented in order to help our Public Works and overall staff uh with the township so well there you got anything to add no I could go through with my three-page letter but no we don't have time I'm sorry if I stepped conversation I a move based on Town Engineers review and recommendation authorized step one to consider State a redesignation change yes Mr chair I did receive correspondence from Joe Lux uh with Ramsey County they are requesting that the board consider this resolution for changing that road it will mean almost nothing to us but they do need a resolution from the governing Authority so they're going from a a County State Aid highway to a county road yeah so what does that do for them um they get more funding they get more more funing and again County from the state state oh well I know that's why it sounds confusing to me you took State a out of it so I well they know what they're doing well well sometimes when it comes to County Roads right so obviously they're also changing the number of the road it's going from number four to 87 to 87 correct I know is that a signage thing that they will actually do or is it just I guess I haven't been up there a while is it just Mark Sherwood Road no they they actually have a dation on it they they'll put they'll just make the correct one though I mean change it and for anyone listening that that is where the Ramsey County compost site that's located in the township is located yeah it's our farthest most extreme part of the township 5508 West B Leal Boulevard you going to take that one Tom sure I'll take that two steps with this one uh Mr landucci appeared at the uh April 1st Town board meeting with several requests he wanted to rec oh thank you he wanted to reconstruct an existing garage increasing the size increasing the height and putting in a refuge or a guest Cottage area there under a conditional use permit the town board reviewed the plans at public hearing and based on Planning Commission and variance board reviews and recommendations the conditional use permit for the uh uh guest Cottage was denied as was the height variance requested two additional variances one from the lak shore and one from the right of way were approved by the town board the uh Town attorney is recommended that as a followup to that last April 1st meeting that the town adopt findings for denial of the conditional use permit and the height variance so that would be one action that would be requested by staff tonight the second one is an update uh after the denial of the height variance Mr landucci went back and revised his plans he did come back with a one-story garage structure meeting the 15t height requirement that's uh permitted by the town for a lak Shore accessory structure 26x 26 which was proposed previously again one story no refuge area No guest Cottage proposed strictly a uh two stall garage 26 by 26 meeting the requirements would be required to meet the setback requirements approved by the town board uh the variances approved by the town board at the last meeting so this is an update uh just a picture of the updated garage here you can see it's one story I will point out one thing um the EES are shown as 3T a little more than 3ot but he's going to have to cut those back to meet the setback requirements since we do a measure to a foundation but allow for a 1ot Eve encroachment into the setb area so he's going to have to trim up the eaves a bit he's aware of that he will be aware of that yes we haven't talked to him yet about it but so uh that's just for your information uh this these plans would fit under what was approved by the town but the actual action requested tonight would be relative to the findings for the denial of the cop and the height variants and uh Town attorney had passed out some wording for the board to consider tonight well we've got one in the supplement pack and one passed out by the attorney one is the findings of fact for the height denial and one is uh for the conditional use permit denial need to do them separately or one should do them separately I little um chairman I see if I get this right uh supervis mun and Rusk uh but we've uh been working on this uh replacement meter replacement project for a number of months uh Town board if you recall approved the agreement with census and corn main here uh the March 4th meeting last month uh we've had a meeting since that time with our subcontractor the vendor local vendor of the meters and um Township staff to discuss details regarding the replacement project and at that point we determined that we could start in July 1 with the the uh meter installations and they um I guess what I'm suggesting or recommending here is to keep the project in motion is to approve the purchase of the actual meters and radios for the replacement project from uh corn Maine and they uh for an amount of $860,000 60 um then I can we can get corn made get those in it take about 6 weeks to get the product here so we want to make sure we have it on hand for the subcontractor to start the installation with the the intent of beginning when July 1st and they work through the July uh they won't work the holiday but they work that week yeah so you want to go through the procedure for the audience just exactly how they're going to be notified and how this process works for them yeah well they'll be uh I think we agreed Tom Tom and Mike were at the meeting too how we would notify maybe you want to speak to that Tom a little bit yeah uh with the utility bills that just went out and people started receiving them probably Saturday and today uh we had a notice in there uh letting people know that they'll be receiving a letter uh from the actual contractor to set up appointments to uh have their meter changed out uh that letter will include the process uh you know approximately how long it'll take uh to change out the meter and so forth they will work uh evenings and uh Saturdays Sundays and I don't remember did we and Sunday and Sunday Sundays yep and so uh we're trying to make it uh as convenient as possible uh for the residents uh the contractors will try to uh attempt to get uh send out at least two notices uh they're going to be working in or trying to work in certain areas at at a time so that they're not jumping all over the township and if they uh if their workers uh have open time uh they'll also go around knock on doors see if people have time to let them change it out then Place uh uh uh door uh hangers uh letting people know that they're in the area and and doing it and I and I think going post some signs in the area where they're going to be working in the neighborhoods they'll be posting will they also be badged so residents know who they are they will have badges with their picture on it and the name of the company also on uh the website which they can get through the town's website uh we'll have uh pictures and names of the uh actual installers on there too so um they should be able to easily identify by uh the workers and the residents can go online and make those appointments too yes uh but they can call they have options but they can easily go online and just make it through the web online their their website they have a a link to that website that they can do that and they can also call if it wants to make that appointment versus filling out an online appointment what came across really clearly in our discussion with the subcontractor is that they've done this before they know how to handle it they know how to process it um I we were very confident in the discussion that we had with them that we're going to get a hold of the neighbors that want to be gotten a hold of well we were assured we were going to get the top-notch quality contractor so yeah and you did so if you put this in a time frame what's the installation time frame for if they start in July they'd like to have it done so the goal is to get the majority in in that window before the next bill cycle but it there is going to there's it's going to carry over into the next cycle billing cycle so it'll be July August September and then some into September yeah yet or in October October yes so definitely all P primarily done before the end of the year yes yep do you we don't need to we don't need to go into detail but we resolve what we're going to do with them I was just going to say that yeah do you want to tell the good news I've had a conversation Chad and I and uh and P there about because the Chad you can correct me if I'm wrong but being the meters that were um installed after the before before July 1 20 July 1 2009 we can scrap anything after that we would have to maintain for a year or you know to to coincide with the 10-year date on that go ahead and we estimated probably 10% of your total fell after that date oh well that that's really drops to number the majority was installed in late 2008 and early 2009 okay in by mid March so there's there but there are others that were not well then there's probably room in like Patrick's office you still got a catalog them insulation yeah insul so that was that that's that's huge though that's a lot of meters that's great news all right any questions no thanks Tom position yes as you know uh we've had a uh County Clerk administrative secretary position open for quite a while uh we did did advertise and we received uh 96 or 69 applicants of that uh we narrowed it down to eight candidates however to call in for interviews however uh couple of them had found other jobs already and couple of them didn't want to uh pursue it any further so we ended up interviewing four out of those eight uh the town clerk Patrick and the finance analyst Lynette and myself conducted the interviews they lasted about 20 minutes and from that uh the panel uh felt uh Nancy Renard uh had the best knowledge and experience to fill the position and the best personality to work with existing staff uh we did uh check uh references they all came back uh very positive and and we're in the process of conducting the uh background check and so we're asking the board tonight uh to approve the hiring of Nancy Renard uh pending that background check well that was pretty good turnout from the last time though wasn't it see uh last time uh we had about 72 applicants but I would say the overall applicant pool this time was much better and forever reason and for sure the interviews the interviews were definitely much better yes when uh are you anticipating she would start assuming everything moves along uh if approved tonight uh we will let her know that the board has officially approved her hiring uh based on that background check she will probably give her notice then tomorrow uh or fairly soon and I'm assuming she's going to have to give two weeks notice and uh so we're looking uh basically the beginning of May Long Time Coming you guys needed the help mhm course I don't know you're the uh Steve is it Steve Steve you think he's doing a pretty job he's been a very good Steve's been doing really good on the accounting and uh the one area we don't have them working on is the front counter yeah sometimes that's the hardest part and he really isn't helping out
