e e e e e e e thank you everybody for joining us we'll start with invocation followed by the Pledge of Allegiance Miss BS who's going to lead us in the indication let us pray dear heavenly father we thank you for this day we thank you all your many blessings dear Lord we ask you right now if you come in the midst of these meetings and guide our thoughts and our actions that they may be the best decision for our community and our neighbors Lord we ask these in all blessings in thy holy name in Jesus name amen amen pledge Al to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all in accordance with the Freedom of Information Act chapter 4 title 30 code of laws of South Carolina 1976 an agenda has been posted on the front door of City Hall and notification of this meeting has been given to the news media I can confirm we've got a quorum Comm thank you all right as usual we've got our approval of consent agenda up first if anyone has reviewed those we'll entertain a motion motion for approval second a motion by Miss B second by Mr Dean any further discussion all in favor of approval of the consent agenda that motion carries unanimously with six votes Tiffany thank you for always giving us good minutes appreciate it all right we've got new employee intros we do um so we have several employees introduce the council tonight um just start in no particular order um and recognize uh Chief shidan since he's standing right there in the doorway even Chief I'm standing there so I I good evening um I'd like to introduce a couple new employees that we got I first like to introduce uh Caleb nixson M if you just raise your hand please uh Mr Nixon is currently he just graduated South Carina crimin Justice Academy he was hired with us back on 325 20124 he is uh currently halfway through our training phase so after that he'll continue into c and d and then he's currently on Team Delta with Captain White um the next person is James Hill Mr Hill comes with us he was actually a certified officer in Georgia and he moved to Greenwood so he came in applied with us so he has done everything he has to do and he's now currently a solo officer he's done been through all the training went through our um PTO training and he's currently under team C under Captain Pope and um Mr Johnson taquin Johnson he comes from us from Lawrence he was hired back on 422 2024 he came as a certified officer from lawren City he attended Clemson University where he played football and was their National Championship so we won't hold that against him but we uh we are glad to glad to have looks like a national champ yeah I mean um so we're glad to have him he's currently on Team D um under Captain White so we're very very honored to have all three of them make a great addition to our Police Department feel like we need let Caleb like slide out because he's been totally thank y' we can't see you back 20 2016 or 2018 for both 2018 18 great thank you all y'all got got to work for it all right next up I'd like to recognize um Chief PA from the fire department good good evening thank you guys for giving me an opportunity we got an unusual one tonight uh JD's been employed with us since 2018 I thought so um now actually JD came the first time and uh he had to to go with his wife for a couple of years to let her finish her School in Tennessee and in Florida and then uh we're glad to have him back he's currently a fire specialist for us and uh he's getting ready for the Lieutenant's examination that's coming up in the next couple of weeks so uh JD's a good guy a great worker and we're glad to have him back fantastic welcome back JD you don't have to laugh it's just fire oh all right next up oh you can get Eric lry he's our Public Works director train behind good evening Council May or come over here and line up be thank you thank you thank you thank you than you GNA come up I'll introduce you all right so first we have Janice Martin she is in our horiculture division and um we're very thankful to have her and uh she's been helping Diana a lot here lately and a little fun fact about her is she does love gardening she's got carport full of plants car not fit in so car does not fit in all right next we have uh Robbie Littlefield he's with our grounds division he works under uh Michael Smith and um let's see and then he has been doing mechanic work for 17 years so this is kind of a different little tra for yeah yeah new little hobby form here cutting your ass all right next we have uh Terry Kirby Terry actually runs our tractors for us she is cutting our right of wavs for us and then when she's not doing that she's cutting lights or you know helping Michael with any kind of Grounds Maintenance and Terry actually enjoys horseback riding and riding four-wheelers right riding something all day all day all day never stops all right then we have uh charvis W next over here he works with the uh with the grounds division he's under Michael Smith as well and charvis enjoys drawing painting and sculpting W he's a real artiste fantastic here all right and then finally we have Xavier goo Xavier is with our grounds division as well he's under Michael Smith uh Xavier helps out with lights cutting up Town parks and everything uh Xavier is a full-time student at Pont Tech majoring in Funeral Service education wow great nice [Music] variety welcome aboard you can stand in front of usew next I recognize um Travis Lether our building official what do we we got a we got a bunch is this an unusually large number we we used to do them quarterly and then we went to twice a year so oh okay that makes sense good evening how are y'all good evening want to introduce you you to Robbie riddle Hoover um he is our resident building inspector um he's been with us since mayate he has came in and been a very big valuable part of our team he's came in and started getting certifications immediately um I told him within six months I won one he did in three so it was pretty impressive so he jumped in there being a big big part of our team but he said he wanted to kind of introduce himself a little bit I gave him an opportunity for me to do it all but floor is his all right well it's nice to meet all of y'all uh like you said I'm Robbie Ratt Hoover I'm from the big old town of Saluda um I am a Lander alumni uh I am very excited and thankful for this opportunity thank you welcome appreciate appreciate you joining the team yes sir thank you all right I guess last but not least Gibson Katie come on up good evening we have Katie Hamilton with us our new event coordinator she started with us in May of this year was baptized by fire by the festival Discovery but she's still here so that's a good sign she comes to us by way of Knoxville Tennessee um and has extensive experience in the worlds of etiquette event planning and nonprofit management as well so I'll let if you'd like to say a few words as well Katie sure all right I want to say I really appreciate the opportunity to serve this City of Greenwood if there's ever anything I can do for any of you or anybody in the room please let me know I'm here to serve and happy to be here thank you thank you thank you some of these folks have already uh gotten to work with and get to know got gotten to know already so thank you all for what you do appreciate it welcome katien that concludes our employee introduction so we'll move into public hearings okay all right first on our agenda is consider ordinance number 24- 005 which amends our zoning map by resoning approximately 14669 acres of land located at 415 bypass 25 Southeast and 720 Marshall Road from uh light industrial warehousing R2 and R3 to PDD plan development District I just give a brief kind of overview and then Carol is here and she can answer any questions that you have um this is a request by Mark 3 properties arone approximately 147 Acres as I mentioned from LW R2 and R3 to PDD this proposal includes a mixture of single family residential homes town homes and Commercial uses that includes uh I believe the the it's about 450 total units within the development um single family detached Lots will range in size from 5,400 to 6,900 sare ft The Proposal includes uh approximately 77,000 ft of commercial space which will be spread out uh between each of the four corners of the intersection there bypass 25 and Marshall Road um there are excluded uses within the PDD which would be ABC package stores bars and nightclubs body piercing and tattoo parlors that's uh included in their PDD language um the development also includes approximately 42 Acres of open space and proposed amenities like pickle ball courts fire pits cornhole uh covered Pavilion and do Park Pool Cabana a tight light which is small playground uh walking trails um sidewalks on um one side of all internal roads there's a proposed 30ft landscape buffer along bypass 25 Marshall Road in Woodfield Street anywhere that uh residential lot backs up to these roads there'll be a 50ft buffer which that's really primarily along sort of the north northern portion of bypass as you cross through the intersection and you're headed up towards um Walmart in that direction um in areas um they're going to try their best they said to preserve as much of the existing buffer that's there but in areas where it has to be removed or it does not exist they'll replace that area with landscape materials like Willow Oaks Chinese Elms and um I had to Google what this was a green giant I'm not even going to try to pronounce it but it's basically an evergreen sure it starts with an a it's a Arbor or ARB there you go AR I'm very familiar with those um so y'all know what they look like um they're used a lot for screening and they they grow very fast um gross dity the development is 3.1 units an acre uh the developments plan to occurr in five phases over 5 to seven years the future land use map identifies this area's mixed use development um planning staff was very supportive of this development um noting that PDD allows for master plan and it it provides a really Clear Vision of how that property has to be developed um and Planning Commission did recommend approval of this by 130 vote at it's March 26 meeting entertain any questions that Council has and I'll just click through some slides as you guys are um talking and I just wanted to add that um originally this came in as two separate applications the developer um basically held one so that we could combine the two into a PDD so that we would we would have a cohesive plan for it this they did a really good job at Master planning um with all four corners being involved I thought they all should have some connectivity and they did do a kind of a cluster development but they do have the open space that's required they did adhere to the requirements for buffers um you heard the long list of amenities that they've got in involved there so that everybody on all four corners will have access will once commercial but on the other three corners will have access to amenities on site but then they could go to other parts as well I guess um they voluntar took the non traditional like neighborhood uses out of the PDD so the things that we consider somewhat U could be considered offensive or um some other type of uses there they they basically tried to keep it so that it would serve the community all rightous uses I'm sorry about that in since first reading the only thing that's changed or been added did is clarifying the language on fencing in common areas is that yes sir okay I think they had I think they changed it slightly in along as we went along but not since it's been at Council since first reading the only I believe the only clarification was on the fencing right and that was a question that was so the fencing will be all uniform consistent consistent and they they will have HOAs involved so that that's how they can keep that up gotcha thank you thank you for the the explanation any questions from an explanation standpoint before we entertain any motions thank you Carol may have something in a minute so hang tight we hear any motion with regard to ordinance number oh excuse me public it's a public hearing is there anyone that wishes to speak in favor of ordinance number 24- 005 good evening good evening Mr Mayor and council members I uh have you want to just for the record make sure Tiffany's got your name my name is Paul Harrison um with blue water civil design we're the civil engineers representing Mark III properties on this development um I don't really have anything additional to add that Julie and and Carol uh address but U just here to answer any questions maybe some comments or concerns that we can address that could come up um later in the in the meeting we'd be glad to and and I'll be glad to answer now if there's any specific questions that Council has sure yeah I I mean I I don't know that um I mean well let me let me ask you one thing and it may be more appropriate after a motion in a seconds made if there are any questions but while you're while in the public hearing portion of it um I guess I'll just ask the traffic study has been done correct a traffic study has been done and I think that was included in the packet but basically it was I just there's improvements at pretty much all the new access points along um along the southeast bypass and and also some improvements along Marshall Road so like left turn lanes and stuff like that so we would that would be permitting through the state and we would have to adhere to those traffic improvements in order to obtain a encroachment permit all right this may be a question for Julie more so than Paul that um we've gone through the CPW Metro School District checklist and these these all fit the bill for those we've talked with Metro specifically about this property and um because their concerns about capacity challenges but this particular development I believe goes to three different basins just because of the way it's laid out at the intersection so they didn't have any concerns about serving this over that build out period of time U we we've I've sent this after the last meeting specifically to the school district they did acknowledge they received it and were aware of it um I haven't gotten any questions back from them so I would say yeah we we've run down the checklist we also have those development meetings every Tuesday Tuesday morning which all of our utility providers um attend so if there were concerns they would have already voiced them to um our staff thank you thank you I said the Senor will have to accept the roads if they meet the specs have they been checked or they do they meet the specs well they haven't been installed we know well you won't so anybody that builds a road within the city has to uh adhere to Our Land Development regulations so the roads are inspected by uh Rett Templeton and the city county Engineers office and by Eric Larry and his staff um and they're proof rolled I mean they have to check a lot of boxes and if they if they get to a point where uh they don't comply or the developer says you know what we don't like your regulations so we just don't want to do another proof roll there could be situations in which uh the roads wouldn't meet our spec but I would not anticipate that um because the the developers are in constant communication with the engineers's office about the installation of Roads um so I would say yes you're correct that there is language in this PDD that says that if if they install the roads per our specs that we will take them into our system and they still put up a bond correct they have a three-year Bond so um and it's it's equal to um what it would cost to pave the road one time um and so let's just say it's $400,000 I have no idea what it would be but that's just an example the developer would have to put up a 400 $1,000 Bond we would hold that Bond it can be released by 33% every year until you know in the third year you may only have a third of that money remaining um and then at the end of three years the maintenance bond is cleared now before the maintenance Bond expires we do go out and inspect the roads and make sure there's nothing that the developer needs to address before we take them in thank you well they will make BS before they start building they'll know what the specifications are when they put the road in so before houses start being constructed the roads have already been for the most part typically roads are already installed so I mean we're checking at every step of the way so that's what that's what I'm saying are the roads going to be inspected before they start building we have been we yeah we have had situations in the past where maybe we had a developer that would say you know can we wait and put down the final course of asphalt after all this heavy construction traffic has come through but typically the roads are already in place before the houses start being constructed right the final plat has to be approved before they can start selling lots so in order for the final plat to be approved they have to meet all of our standards to accept the roads and again like she said that's what I needed tonight that's that's the way that's the way it works under State that's what I needed toight Paul we kind of we usually give three minutes we kind of paused your three minutes there for questions with with Julie yeah I mean is there anything else you want to add I mean I just I would appreciate everyone's consideration we tried to work directly with City staff uh to come up with a mix use plan for this specific site we do feel like it's going to be a a great Community um and we want to be good neighbors and we want to do you know we want to continue to do future work in Greenwood so it's in our best interest that we produce something that's going to be nice and everyone can be happy with you know so I'm here to answer any questions um Darren's here with um on behalf of Mark I so we'll glad to come back up and answer any questions if y'all have sure thank you thank you is there anyone else that wishes to speak in favor of ordinance number 24- 005 let the rec reflect there are none is there anyone that wishes to speak in opposition to ordinance number 24-5 yes ma'am come on up and if you can give your your name and address I guess is that we need everybody else is giving them out my name is Stacy Hart and I live at 105 Hill Crest Drive in Greenwood um I've been a pillar in this community since I was born um I've just recently moved to the south side of town in the last eight years um I'm going to say and y'all know I've been here many times talking to y'all with all the in in our area that's been going on I've dealt with nprs um all of this my question is why is this not stay in Prime commercial property because they're talking about real fancy shops and um other businesses there's no land to go on the for these businesses to come in when all these houses cuz there's no land left there none so I don't know where these businesses are going to go that y'all talking about that's going to come in little shopping stores and all this stuff so that's my first question it's shown on the map up there I think those three little Corners that's going to be probably filling stations South Southwest quad quadrant is that and all that others being built up across from Wesley Commons already down this area uhhuh that's already Zone so as I said we're not only dealing with all that we're dealing with the other zones that we've already been fighting in this area the infrastructure we've already told y'all know I have drainage problems in my yard all the rain we smell poop I have a um sewage through my yard there's poop smell there's trash there's debris we're fixing to bring all these people right in here and y'all going to have more trash and more debris to pick up we're having problems with it now right through my neighborhood Woodfield subdivision it looks awful I've got pictures on my phone that I just showed Miss H it's awful and you can't you're not you'reall not doing nothing about it now listen before this started I've seen no trucks in my area when we started fighting this zoning we started seeing utility trucks Metromont Metromont I've been told by one of their head men that we we don't have the infrastructure for this coming in now I hear y'all saying we do I'm here and we're not and I have talked to a head man up there so and that's what he's saying about the roads this is going to come in and it's going to hit and then y'all going to worry about it later and we're the ones that's suffering for it the ones who already live in the community that already have problems you okay I'm paying attention to you so but that's all I say the woodfields and the Marshall I have about 20 five people that I've been sitting here talking to we didn't know about this meeting until Tuesday when we went we didn't realize that 120 days was up nobody has told us I know Flyers was sent out on Cambridge but nothing has been sent into the Marshall area between the police department or anybody else and they've not contacted anybody so way I feel about it we're already getting the short end of the stick and we're going to bring all this in and then we're still going to be getting the short end of the stick because stuff's not going to be done that the city's not doing now thank you for your comments and for any specific issues that you got please make sure to let them know we have to address any and I have I've had to fight the city when they were supposed to call the um South Carolina do over a drainage and then it ended up I had to call South Carolina do and they didn't cuz I questioned to see if the city had called and they didn't so I had to get it taken care of well we'd be happy to address any specific issues that you you've got thank you is there anybody else that wishes to speak in opposition to ordinance number 24-5 let the record reflect there are none all right do we hear any I hear any motions with regard to orance I have a question okay sorry I have a question have you received any information in reference to the statement that was made about Metro no I I haven't heard anything about any of that I mean like Julie said earlier we we worked closely with the infrastructure providers so Greenwood Metro um I'm not sure Metromont is a commercial operation so that's a whole different thing if that's what she's talking about I spoke directly with GRE Metro about this specific development and about how a portion of it goes to one Basin a portion goes to another Basin and there's another portion that goes to a third Basin so fortunately in Metro situation they've got three different basins that are going to be um receiving um the the Metro lines off of this development so I did speak with them specifically and they never mention anything about problems prior to no not to me and I've met with them at Metro we we've been meeting fairly regularly um once the moratorium came into place and we had deep discussions on the number of units we had coming up we've been meeting on a regular basis we have a Tuesday Morning standing meeting that she mentioned that they participate in I've had lunch twice with a couple of the staff members out there to discuss things and like I said I've been out to the Metro facility to talk to them about other things but this has not been brought up on this project all approval of this development pardon they're in total approval of this development yeah they they've said they got capacity for it they've already they've already stated that now are there neighborhoods in the area that are being delayed in the area that don't have the capacity there could be yes one of them is the one she talked about that is across from um West the commment but the Frontage that is on the bypass they can handle that's why that one's being developed first by the time they're ready to go to the to the next phase the smaller lights at front on New Market they think they'll have everything up to up to par over there but a lot of these areas out there as Julie said you have different basins that are affected and so if you look if you just look on the gis map and turn on the Metro layer you can see how it's kind of like a spider web how the lines go out and and it makes sense when you hear where they don't have enough and where they do have enough and they go through all of this they know exactly what they can handle with capacity both for getting it to the facility for treating it and and sending it on so there'll be a delay in building in the one across from Wesley there's already a delay there's they they're only doing the phase one with the larger lots to start okay so and most developments do come in in phases so you don't see an entire development come in to be developed all at once um Seven Oaks is one example you've got three phases that are going to come in as one finishes they'll start the next and the next okay thank you any other questions for Carol before we entertain a motion thank you thank you thank you do I hear a motion motion to approve ordinance number 24-5 second a motion by Mr baz second by Mr Miller any further discussion about the motion on the table all right all in favor of ordinance number 24- 005 all opposed that motion carries a vote of five to two public hearing item number two is consider ordinance number 24-17 amending the city zoning map by resoning approximately 21.13 AC land located at 9700 kiss Street and 510 Maxwell Avenue from LW to PDD this is also um second reading uh Planning Commission met on this item on Tuesday June the 25th um to discuss this request by Lady Greenwood Holdings LLC to reson these three Parcels of land uh Planning Commission was really impressed with the plan um they did vote unanimously to approve it it includes a development of of all acreage in in two phases which will consist of a mixture of commercial multif family potential loss in town homes which will eventually result in 400 residential units and the potential development of 88,000 square ft of commercial space phase one will in include 200 residential units which will be uh in an apartment complex um and 20 to 40,000 ft of commercial space uh most of the site work the parking um and I mentioned the new apartment building um that would be Loc at on the site um would be done in phase one and then and then a phase two would would be a potential additional 200 dwelling units um which could be Town Homes could be Lofts could be Apartments um they want to see I think how phase one develops and then um the additional commercial buildout and then the completion of the site work and Landscaping and things of that nature there were a couple of clarifications that we did ask for from the developer which we we provided to council um one specifically that I requested was um a more detail about the architectural style of the new buildings that will be placed on the site uh which will be consistent with the mill Construction in the neighborhood that's there now um and I think I mentioned already that Planning Commission approved this unanimously with 11 110 vote and again I'll as Carol comes up if you guys have any questions and I'll I'll click through um these slides as um if you have any questions just let us know and welcome back thank you um if you look on there all of the brick uh Warehouse buildings and mil buildings that are still in existence are going to be used and preserved and for commercial Pro purposes um the office building is going to be their lease office so all of these will be lease properties so they will be completely um owned by the developer or whoever owns it to begin with and they are going to keep that theme for the Mills they've done this before so that the buildings are in keeping with what we expect to see out there um they've got an example in there I think they showed the apartment building on one of these that does look a lot like one of the Old Mill building Mill buildings so um we were very pleased with what we got here uh there's a lot of open space It should draw people to it not just from a standpoint of um needing more rental space for residential but also because of the commercial attractions we feel like it's going to be pulling Uptown Greenwood making a little bit the footprint a little bit wider um so I'm really pleased to be working with this can you and Anor Julie explain why this was this this had to be one parcel with one owner and why all of these units are going to be leas spaces and they could not be single family owned the property is um was a was a brown build site that the city um entered into a voluntary cleanup contract with the EPA and DEC to remove all the um um contamination on the site so it's deed restricted as a result of that that it can't be it can't be used for certain uses including single family development so you can't subdivide this lot and sell it out to individual owners there's a a protective barrier under I believe it's 12 in of sole so there's 12 in of clean Sole and then there's a barrier and then underneath that has potential contaminants and so if you sell it to a single family person you might go in there and try to put a pole in your yard or or dig through that barrier and so it's deed restricted to prevent those types of situations so it has to be one owner right thank you yes we had the developer that redeveloped the Air Force Base at Myrtle Beach had a similar situation uh one of the Developers was held on to the property for decades before they decided to develop it so it's It's Not Unusual to have those requirements on there thank you any other questions for car before the public hearing do a warehouse they are T they demolishing those right pardon the old warehouses the old metal warehouses yes the ones that are brick um will be they'll they'll be keeping the brick and building using those as part of the structure these will be demolished R now the pool that they placed in they're going to put in would be a well ground you can you can go through the barrier but if you do that you just have to show DEC and EPA how you restored it so there's certain rules you have to follow um anybody that's ever developed these Brownfield sites which the developer has experience with understands what those restrictions and requirements are okay thank you K thank you appreciate it all right is there anyone that wishes to speak in favor of ordinance number 24-17 let the record reflect there or not is there anyone that further discussion regarding ordinance number 24- 017 all right all in favor of ordinance number 24- 017 all right any opposed that motion carries unanimously with seven votes exting big deal yeah exting put my name yeah all right under public hearing item number three is to consider ordinance number 24-18 which grants us franchise agreement to Bright speed it's a lengthy title so I'm not going to read it all but it'll be included in the minutes for the record um this is for telecommunications um I'll cover really quickly the rules of franchises for telecommunications are governed by state law Telecommunications Act of 1999 they pay a fixed franchise fee ranging from h100 to $1,000 depends on the size of the mun municipality historically we receive $750 annually for these they also pay pay a 1% business license fee which is paid to the municipal Association which they then remit back to us um those are the only fees that can be imposed um we can still require a franchise agreement to regulate how they install in our in our rights of way we just cannot impose additional fees on them so this ordinance essentially outlines the ways you can install within our RightWay um Can me just a second all right is there anyone that wishes to speak in favor of ordinance number 24- 018 there is someone all the way from California I get a chance to sign this is Jack Anderson with right Speed Engineering hey Dustin how are you doing good how about you uh mayor uh County uh council members thank you for considering this item city thank you for considering this item approval will allow us to quickly move forward with upgrading our existing facilities with fiber which will allow us to bring state of art Broadband to the citizens of Greenwood we're very excited about this opportunity and look forward to the project thank you for your time thank you thank you any questions for D so you're going to service the entire city uh for the most most of it it's going to consist of approximately 20,000 living units across city and county okay 20,000 20,000 brims yeah living units just are you going to the northern southern part of Greenwood County do you know some um it's uh it's it's split up into two builds South Greenwood and then Greenwood Main but it's really it's kind of it is divided up into certain proportions too so it's and we were we actually assisted with design but we didn't really come up with it so because there's certain sections of the city that really only have you know don't have very many options and we were supposed to get another option but they basically said there wasn't enough houses in the South part of town in order to make it viable for them to do it right then and there so is there a place that we can look where your lines are going that was that was a question of M too I don't I don't think we have that okay uh if if anyone has any questions about a particular address I can I can get back with you on that but for the most part I believe the city is City cover really it's once you get out to the more rural areas where you know there's some Pockets that maybe for bu neighborhoods with HOAs they'll be built up to the edge but some of them they're not going in particularly if we could find out Julie if we could find out maybe K self could help us with this also but specifically the east side of Main Street though areas of our community I think that's really where the areas that we're most concerned about um from from um Seaboard down to um Marshall Road areas yep um those areas are what we we we really need to ensure that we have fiber and quality internet services for those areas and and I'm not speaking for Council I'm speaking for Jonathan I I would be in support of of of helping making sure that we assist you guys in in making sure that those folks in those areas have very good internet so if we could look into that that would be great sure I got yeah they don't they don't have I could say we don't have options yeah I I've seen Maps I I don't know the last time I've seen an updated one in terms of the the City versus County we're we're we're pretty good in the city um but I I like I said I don't know where we stand now do but we can always be better do we have a you say we do not have a map do not have a map not right yet it's not one created by them but a state um a map from the state agency I I hope we're talking about the same thing uh because I don't claim to be you know an expert exactly the details of everything y'all are um y'all provide I'll just encourage you to reach out to Vision Greenwood and they've been working on a lot of this and and kelf is kind of Point person there right saying right and so making sure that any any expansion to city services just let her know where you're going because she's really owned that their organization has really owned that and done a phenomenal job for us so anything you can do to help that and we'll be happy to get you that the first is to receive a report on the 2023 audit from Martin Jenkins so I'm going to yield the floor to you you very very much yes of course good evening hope you all are doing well tonight uh my name is David efer I'm with Malin Jenkins I'm a manager there I was the manager on the audit for the city um just a little bit about our firm we have around 15 offices throughout the southeast and we have a sole governmental practice for which I'm a part of and I focus solely on auditing governments uh just a few kind of required Communications we have is we are independent of the city and we uh perform our audit under gas which is government auditing standards and uh because of that we have to go through certain procedures and that's uh that is the regulatory uh which we uh put do our audit under um about the audit if we uh I believe you guys were you guys provided reports no Sarah's on vacation so she sent them I didn't they didn't make it to me gotcha okay did you s him recently sorry did you s him recently uh so Sarah had they uh had put together a report uh last week and I uh I think had it ready for Thursday perhaps I don't know uh but it it would have been last week okay uh well I can kind of just go through some numbers you guys are might be interested in I figure mostly the general fund as that's usually where the where people are get excited about uh but if if we do start at the government-wide uh level that's going to be your governmental activities that uh are include Capital assets and long-term debt that's going to be uh where you see all your all your assets and you guys don't have much debt but uh this year we actually we did find in um in our testing we found there were prior period adjustments related to debt being recorded So in the prior year there was a axon uh agreement that was entered for some security cameras I believe and it was threeyear payment period and through our testing we found that it should have been recorded as debt uh so we restated the uh government wide net position it had no effect on the fund level uh so the general fund uh there was no effect on that but at the government wide level there was U and then another can I ask you a question about that yes I don't know if you remember the details of it but I think that was off the funds if I'm correct and we paid the entire lease at one time is that right we're paying it we paid every three years so we'll finish the payment this year so next year's audit will not reflect that debt anymore yeah okay and then uh I related to the government wide uh statements again Capital assets there was an old capital asset that was recorded on the books for uh storm a management plan that uh after doing some research we found shouldn't have been included and it was originally put on the books in 2007 so we just uh Sarah found that and uh took that off the off the books so that's no longer there but but that caused a restatement for the government wide but again no effect on the fund level uh now looking at the fund level the general fund current year uh December 31st 23 uh had assets of 20 million uh about 12 million of which were cash and Investments uh we had a total fund balance leftover fund balance of uh 12,2 200,00 which is just your assets minus your liabilities uh 3.6 million of which is unassigned uh and then with the arpa funds and the money that was received uh you'll see as of December 31st 23 there was still 3.5 million left over I'm sure that number's gone down significantly since then but uh at at that date that was the number for that uh looking at the income statement for the general fund there were uh almost 19 million in revenues uh which includes about 8 million in uh property taxes licenses of around 5 million and intergovernmental grance of about 2.3 million uh expenditures were also around 19 million so you had a excess of revenues over expenditures of about 74,000 but then uh you had transfers in from other funds that increased that fund balance for the general fund and you uh the total fund balance for the general fund increased by about 1. .8 million for the year 2023 um I guess kind of going into the audit what we found was uh we found the the capital asset we found the debt and then we also found the Uptown Greenwood development Corp uh was previously recorded as a fiduciary fund and after going through it with Sarah and a few back and forths of like kind of getting answers on what it was uh we went through the gby checklist which it's gasby 84 it was released in 2021 and it kind of redefined what a fiduciary fund was and we found that it uh Uptown Greenwood development Corp does not follow uh or fall under a fiduciary fund so that was removed from the city statements uh this year as well was that the first time this year it was removed or is it yes okay yes and I believe we had an attorney general opinion on that as well right as to it's um no that that was specific to Foya okay yeah okay but we've discussed um David and I have discussed Uptown Greenwood Development Corporation um ter in terms of like internal controls their funds are you know they have the same internal controls on their funds that we have but because city council doesn't approve their budget they're their board approves their budget I think was one of the big um indicators that maybe it didn't meet that fidu um checklist piece um so uh he and I have been discussing um is there an um option for Uptown to get U some sort of audit level services without going like completely outside and getting a brand new audit some Services maybe that they could provide um if the board was interested in doing that so as soon as we have that additional information we're going to take it to the board yeah and uh we we do perform these agreed upon procedures what we call them for situations like this where we can kind of do do it to any extent we can do uh basically what we did to perform a fiduciary fund audit which is really just looking at the cash and the the money coming in and out uh so and it wouldn't be like the full cost of an audit we wouldn't be giving an opinion on it we would just be doing these agreed upon procedures and uh bringing any issues that we see to management um what else uh we so I believe that is oh so the the audit uh we have a we have the statements uh with Sarah after some back and forth where we are comfortable to say we are comfortable with these numbers and with the statements uh we have not issued our report yet just because we are going through the uh administrative aspect of things where we're just crossing our te's dotting our eyes so and we had some extra reviews that we had to be put in place for these uh restatements and findings that we found so with that said we cannot say we're giving an unmodified opinion or we have given an unmodified opinion but we can't say we anticipate giving an unmodified opinion or a clean opinion and that there are no issues with the audit all right when do you anticipate that'll be finished uh should be this week or early next week is is what it's looking like okay all right thank you any any questions and these are all the recommendations that you made to Sarah yes and I would like to add to that Sarah has been a pleasure to work with she's been very responsive and has been very good with getting us what we need and answering our questions and uh it's she's been great to work with right not surprise yeah thank you and keep in mind too that this is their first year doing our audit so they're going to look at it with fresh eyes also they're constantly rolling out new gby um requirements I don't know if they're called requirements what they uh standards yeah gasby stand standards kind like oosha standards right they just throw them out like candy starting to slow down though when you when you get new ones you know it often does change the way statements are reported and so um I know this is a little bit later than we normally receive the audit but we wanted you guys to understand the reasons behind that um so we will hopefully have that final report sometime uh in the next two weeks for you guys thank you so we should have a B on the retreat yes ma'am which is October 17th okay yeah that that's not a problem all right great we appreciate your help all right thank you very much thank report from malen and Jenkins pending additional information a motion carries unanimously new business item number two is consider resolution number 24-6 which approves the distribution of 2425 Accommodations Tax funds I got to go right yes ma'am y Miss H is accusing from this item thank you did you all sense the confusion based on her affiliation we'll switch so just to for purposes of the record the state law lays out the way in which Accommodations Tax funding is collected so we collect a a 3 % local tax that goes directly to SC discover Greenwood and then we collect a 2% state tax which is collected by the state and remitted back to um the City of Greenwood the way it is distributed is the first $25,000 of collection goes directly to the City of Greenwood the next five the balance of the balance 5% goes to the City of Greenwood that's the 37506 a0 number that you see the next 30% goes directly to discovered Greenwood that's 71,2 18876 the remainder of that balance uh historically we have granted out to agencies through an application process there is a committee an ax committee which evaluates how the remainder of those funds are distributed so they did evaluate the applications of these um agencies listed here on the left the Arts Center the festival Discovery the festival flowers Grim performing arts and American Legion and they have recommended the the recommendation in the center column I just want to point out one small little um it's not a discrepancy it just maybe begs a little bit of explanation there was a small just um mathematical error that changed the amount of the allocation that was available so when the committee met they they were of the belief that it was 175 8839 to Grant but it was actually should have been 178 84043 so to keep things clean um I have just my staff recommendation my city manager recommendation is there on the right which is um the 75 40,000 30,000 20,000 10,000 and then that balance of $3,800 will just roll forward to next year and it'll be available to Grant um I do want to clarify that American Legion their request was only $10,000 um they were giving them the 8839 just to kind of zero that account out to keep it clean um so I just dropped it back to their $110,000 if city council wants to uh give American Legion the 10 8839 you can do that we can fix it not it's just a math thing I just felt like it was cleaner to just have that straight $175,000 allocation so that's that's that small discrepancy there if that doesn't make sense I can explain it a different way now that does um is there anybody from a tax here a tax committee here tonight well Kelly mcarter is here but no one from the committee is here yeah okay remind me who all is on the committee I just I mean I want to just reach out you you don't have to tell me now if we get it later I just want to thank them for their help I can provide you with a list of members and let you know who was present at the meeting that'd be great and this money will be so this is a resolution that you'll approve now and then this will be incorporated into the 2025 City budget thank you how do you feel with the whole process with figuring out who you know who's more applicable for a tax versus H Tax how do you feel like it's gone this year my honest opinion is that the law is so similar it's it's very similarly written so the way you can use accommodations money is very very very similar to the way you can use uh Hospitality tax money um there's probably only three words that are different in the ordinances in the state laws so historically I think the foundation tax committee has really tried to focus on funding um organizations or events that put heads in beds even though that's the law doesn't say you have to do that I think that's kind of been how they've looked at it because you know the Accommodations Tax is driven by hotel stays um so we believe that these events or organizations do Drive heads and beds and so I'm comfortable that our staff committee which I did not sit on um but I'm comfortable that these fit the historical way that we've funded through aent tax but I'll tell you that any application that would be good for a tax would meet the requirements for H Tax as well so gotcha thank you and I know that we've talked at nauseum and I feel like that is absolutely the best way to to put it like about how to make this process smooth smoother and I I'm not sure that we're all the way there yet but I think we're getting there um and I feel that this has gone better than any previous year great that that answers my question hypothetically if a convention should come to Greenwood um let's say the Baptist Association and it's scheduled for 2026 and they're bringing in 3 400 people and now actually they're going to be here 2 or 3 days would that organization still be eligible to apply so the way that we have our process set up we do these applications in August um that's not to say that somebody could not request money from city council at any time during the year but I think you would probably want to deter that just because um if you open the door for one person to just apply any random Mone out of the year then you got to amend the budget and there's a lot that comes along that now I will say that historically Kelly and I have talked a lot about budgeting money in in discover Greenwood's budget that could assist with things that come up like this throughout the year so you you didn't know it was one good one great example would be um let's just say the Lander softball team does phenomenal and they get to host a regional or even some kind of state level tournament you know how that team is going to perform until they do it and so um if landard came to us and said hey you know we have this great tournament coming in we got 400 people coming in we know we're going to sell out X number of hotels can you assist us with some funding she has a line item in her budget that she can do that with as long as it fits the parameters of how that money can be used so I think we've kind of resolved that problem through trying to place some funding in Kelly's budget that's a little bit more discretionary Okay the reason I asked because these Association they plan like a two-year in advance it's not just you absolutely put them in touch with Kelly's office though because she can help them with all sorts of things gift bags and there's there's a lot there's there's a lot that she can facilitate but like I said that was just a hypothetical I understand that things come up throughout the year that you were not anticipating and so I I would not advise Council to open the door to an application that could come in anytime throughout the year um I'm not saying you can't do that but we've tried to circumvent that by placing These funds in in Kelly's budget city council could also do that same thing in the hospitality budget you could set aside just not discretionary might not be the right word but it it we would still be come to council and say this event has requested funding or comfortable funding from this account and then it's it wouldn't require um a budget amendment which has two readings and you know prolongs that approval process hopefully that answered the question in a really long way thank you and maybe just one other thing I just want to mention is that um I have in the last probably five years I've done a lot of research on accommodations and Hospitality tax law I know trip has as well um you know I think it's important for S city council to understand that we we as City of Greenwood have historically provided these grants through accom tax however we are not required by law to do that um so I just want to make sure that's clear because probably everyone sitting on this Council has always done it this way you've always provided grants to Arts organizations and other um festivals in the city I just want you all to know that by law you are not required to do so and I think I've made personally my point very clear is that um we're only one um change away in state law from this to all change for there to be and I it's been very very scary to see some um organizations that rely so heavily on on this type of funding to to operate and we've we've gone around and around and around about the um um about about nonprofit funding using these dollars and whether it's whether it's um for tourism and we've you know I've I've caused her a lot of headache and a lot of research and I'm I apologize for that but that's just us doing our job but it's just it's um it's very scary for me to see that something that's not required a change in Council a change in a lot could impact um organizations and events and festivals and so much that's really great in our community by by this so um that's from eight tax and both of them I mean you're also a any sort of economic downturn away from us not having as much money and and to give to give out as well so I think that's why often times we've discussed the when you're funding an event or a one-time conference like Miss BS was you know mentioning um if that money go go away then if that event goes away the money goes away right but when you're funding an organization and the operations of such it makes your point maybe more well taken in that if that money work to go away does somebody lose their job does does uh you know there's there's lots of you know c i don't operate these agencies so I can't speak specifically for them but I mean I've been working with them all 15 years I've been with the city so I do understand the challenges that they face long as depend on its operation they anyway thank you do we um I hear a motion with regard to resolution number 24-6 welcome back is it called it's cold in here I feel maybe it's right on top of all right new business9 new business number three is to considerate resolution number 24-7 approving the distribution of 2020 of of hospitality tax funds in 2025 um again same concept these agencies applied for Hospitality taxes set of Accommodations Tax they were asked to do that by our staff level Review Committee um these you see in the First Column is what they requested um you'll recall that at a previous meeting city council did appoint three council members to review Hospitality tax applications and make a recommendation a funding recommendation to um city council they met last Tuesday um and their recommendations are in the far right column I'll yield the floor to Mr Bass um for any questions you'll have about their recommendations if it' be okay I'll just explain kind of a lot of the conversation that we had and Robert and um Mr aels sorry Mr Dean and Mr Ables if you will uh if you'll interject anytime you feel free to um we really had great conversations about um each one of these um a lot of them you know we could be able to appoint we could be able to point directly into the applications about where it affected us from a from a tourism standpoint from from uh the applications were very good one that really stood out to us was um was the Railroad Museum um and actually in our packet it says construction of new visitors um Center of Depot Visitors Center um they're going to be closed for 18 months and as part of that they were asking for a lot of money for um for uh operations for that they're going to have electricity ass assciated with their expansion to the to the new Depot um um but they asked for um $50,000 for a year that they're going to be closed for 18 months and so uh we had a lot of conversation about the museum request and the railroad uh railroad um historical centers request a lot of conversation about it so we started asking a lot of questions about what the Emerald Triangle the um uh what the initial thought was and the devel velopment of the Emeral triangle how that was funded and historically especially at the beginning there was um you know Grim Community Theater the museum and the Art Center were funded nearly very close to one another in terms of how they were receiving funding from accommodations and Hospitality tax so we landed back um at our recommendation that um we would fund the museum and railroad Historical Center that is one nonprofit $75,000 as part of the original emal triangle funding um and um though that is significant significantly less than what they originally had planned um One new Depot Visitor Center is going to be built they're not going to be operating that uh we have several questions about how often they had the center open um they were not going to be open there's questions about whether they'd be even open next month or they're going to close for the remainder of the year and then um um a lot of confusion with that based on the text that's inside of her application of the of the railroad Center's application um there was a lot of not there was not a lot of clarity for that so our recommendation was $0 for the railroad Historical Center and then the museum at $775,000 again in line with what green Community Theater and the Art Center is going to be on a side note um I know that staff has had many many conversations with uh organizations related to the last resolution that we had about relying on these dollars for these These are tax dollars and they have a very specific purpose and that is to promote and uh tourism and there are um very clear guidelines what's going to be though those they do do fit into it um there are some organizations that rely heavily heavily on these dollars and so we understand that I'm sure that as Miss BS was alluded to a while ago if there was a very specific purpose that needed to be had for the new Depot Visitors Center in the future as we get a lot more information I'm sure this Council may or may not I'm sure they would entertain the conversation but right now um our rec our recommendation from the committee was $10,000 for Connie Maxwell $75,000 for gy Community Theater $75,000 for Museum and $0 for R Historical Center and so thank you Mr pass I appreciate the report um I I guess I'm understanding the the the label of the the railroad historical Center's request is construction of new Depot Visitor Center may be a bit misleading in that it's more operation for and y'all decided Well there's not going to be operations for the retire for 18 months I I'll I'll I'll go back and I'll read exactly what was in there if you don't if that's time um though um and this is directly from their application using the space provided but please State specifically how your organization intends to use these Grant funds there's just one sentence advertising comma operations comma personnel and conservation that's all I have and there specifically about how we're going to be able to use those dollars for the Royal R Historical Center um there is other more information in there um but again we have this we have this application um there is a lot more money that's there um with in their and how they have things listed but um you know they did a great job of of of including what the estimated economic impact is but they're going to be closed for 18 months so um I'm not sure how that's going to do that for this upcoming year um they're going to be using a lot of advertising methods for this upcoming year so again I know this going to be disappointing but um I think that and I would encourage our Council um in the future to be able to look at if there are deficits in their Capital project sales tax um project to to come back to us and maybe we can attach and can look at see how it's going to impact tourism maybe we can re-explore this but I right now that's that's our committee's recommendation thank you you know y'all y'all May correct me with Sturges some things that come out of committee maybe don't need seconds I I don't know it probably doesn't hurt to or don't need a motion in for a second doesn't hurt to have one anyway but do it anyway yeah it do change the vote it just um do I hear a motion with regard to resolution number 24- 7 motion to approve ordinance 24-7 with the amount providing for a local match to the municipal association's Hometown Economic Development Grant um we're applying for $25,000 to assist with the engineering work for the new the renovations of the pal building uh it requires a 15% match which is think $3,750 those funds will come from discover Greenwood's budget all right just do we hear D anything else you need to tell us about this one um May motion with regard to resolution number 24008 I make motion to consider resolution number 24-8 committing the City of Greenwood to provide a local match for the municipal Association Hometown Economic Development Grant second a motion by Miss hudos second by Mr pass any further discussion about the motion um where do we stand jelly with the timeline for all this you don't mind I don't Kelly mcorder for the record okay we are currently waiting on documents from Davis and Floyd they're finishing up the engineering study and our goal is to have everything completed by the end of this year so we can move with the bidding process early next year uh we still don't have everything yet from Davis FL but they're working on everything they've indicated that their goals to have the plans to us by the um end of September um just that will give us time to review them make any tweaks we we need to make and um then um if the capital project sales tax s to be approved in 2024 we would know that information and we could go ahead and set out to to bid that project out um if the project if the cpst is to be approved in November um then we know that those funds will be available at some point um if it's not then we know that we won't have those funds so it will require um some determining if if it's not approved where to we want to pull that money from so that's why we're just kind of in a holding pattern right now sure I'd love once some plans finally come back just to walk over there and try to visualize everything in the plans I'll be glad I'll be glad to to share everything with y' all the design comps and everything it's going to be great appreciate thank you thank you I don't hear motion with regard we got excuse we have a motion um any further discussion about resolution number 24-8 right all in favor of resolution number 24008 that motion carries unanimously with seven votes all right um I did want to make mention of the waterline replacement along Main Street that CPW we doing you've probably seen the signage that's gone up in the railroad bed uh they're replacing um some 19 I believe they're 1930 and 1940 lines they're abandoning several they're combining into one new line um it's going to run all the way from uh basically in on the Square all the way to like Garden Grill so it's it's a really long waterline replacement uh originally uh I think I mentioned to you guys that we might lose about seven trees in that railroad bed I did talk with um CPW yesterday today today I don't know they all blend together but uh they're now hopeful that maybe only one tree we'll only have to lose one tree which is is a really big deal um and even though I love trees we were willing to give up the seven because we didn't want we didn't want them to have to go down the middle of Main Street so getting in that Railroad Bed certainly makes life easier for everyone so I do want to report that we've been working together and cpws really um stepped up to try to help us save as many trees as we could they got an arborist in to evaluate the trees so um we're excited about that project I think that's going be a really good one that's being uh funded with the skip money from the rural infrastructure Authority that was funded by the federal government so just want to mention that um and Waller Avenue we have a tted start date of November 11th we've asked them to um confirm that with us but tentatively that's that's what they've told us um with the likely completion at the end of March we're staying in pretty close contact with the Uptown Merchants we know that that's Christmas we want to make sure that everybody can uh be accessed um and uh but you know there's there's never really a good time to do construction um if you're a small business owner so we just want to do everything we can to make sure we're communicating effectively with all the businesses over there and ensuring that access is available for them uh and their customers all the time remind me who's who's that contractor AOS especially they've done Street Scapes for the city in the past so we've worked them several times um the next litter pickup is w six Mr AEL so we're going to meet at West Cambridge Park on October the 12th um I'm glad that Mr Miller got his in because it was raining yeah you know it was just drizzling and then right when we started that's right yeah um and then and then also w three the next um community meeting with ch should Owen will be on October the 15th at six o'clock that's in Miss BS w and that's going to be at the hut which is at 131 East Cambridge which is kind like right behind Jerry's Produce um those I think have been the the second one was much more well attended than the first one and we've made it clear that you don't have to live in that particular Ward to come to the meetings so I'd like thank Chief shidow and he's done an excellent job with those Chief appreciate appreciate that's a PR proactive thing to do and our the mayor's youth Council um new members that was their orientation they got to see where the rubber meets the road with Community feedback there um I asked my son who wh who's in it um he was bored and he said no when people start fussing a little bit it's kind of exciting he looked he did took his picture that's his normal face normal um Laura asked me to mention this in city council I believe I sent an email out about this um but this is being hosted by 10 at the top it's the upstate homelessness and housing Forum on October the 23rd it's going to be held in Greenville if anyone's interested in attending that you guys can let Laura know she and Kelly both um sit on the ten at the top board um and triny Dr bers and Aon L we have five members of our community that sit on that 10 at the top board are yall up for that is there like can we like gra a ride with yall Miss BS as the same question I will be there I don't know if Kell make it or not um I'm going to try to go so if there's an opportunity we can car pull cuz Miss BS really likes my driving we've invited from the whole County con we could have a whole car yeah and it's there's no cost to attend so um I think you know if some members of council could go I think that would be great that one thing we just come up here to the M we had a call today I've been on the planning committee for this um myself and GP MCC who's the mayor of fountain in have been kind of the government voice and we told them that we we didn't want to invite you guys to an event like this and just hear wo is me the sad story of the homeless population because we all know that we've told these entities that are presenting to bring ideas and solutions and and things that we can take back action items so um a lot of the larger cities have big um the Continuum of Care you Candace Timberman that worked for Meg's house she now runs that Upstate Continuum of Care and so she'll be there with all the other um we've invited Anthony with pathway upper Savannah is spreading the word so we really want to start this conversation with elected officials because they can't do the work without our support but we can't fix the problem without their support so it's not just going to be here are the numbers it's going to be some action items so I encourage you guys to try and make it if you can I'll call you cuz I want to know more about the South Carolina Housing okay because I can get you with them yeah I I know I talked with them but there's money there okay State money uh to refurbish and redo homes but you have to they have to work through a nonprofit agency in order for you to receive the money I just want to find out better ways that that we like Greenwood how we can get some of that that funding to rehab homes in in Greenwood and some of these folks probably are us utilizing those funds and we can find out how they're doing it too so happy to help cuz they used to work through habitat but we we know I have habitat well habitat changed over to an organization that reabilitation that that's basically trying to do that so they could be the our nonprofit that we could fund that money through I'll talk with them and they won't do it they they're not interested really I I I can't speak for them I don't mean to say it like they're interested but they prefer it's a lot it's a lot of red tape sure and any federal FL I think from their standpoint since stepen baggot has left being their executive director and they may be going without an executive director right it may just not be up their alley to to be that entity but I I don't think that I mean I think there are certainly other entities that could could help out I know I'm looking for I know there's a program with SE housing for down payment assistance it's very difficult and I've gone through it with clients of mine three times and up to the last moment they're going to get it and then they don't get the money and it's really disappointing and then we have to scramble for another financing option and I felt so badly for one person because there was no other option and they basically LED them along and it was speaking of red tape there was a ton of delays and qualifications and Hoops that they had to jump through but this was for assistance in order to get firsttime home buyers into a house and it was really I felt so badly for that person because you know they they gave their notice and they had to get back into their apartment and they packed up because they were told they were going to get that money and they did not yeah that must be frustrating it was it was really heartbreaking the last thing I'll add is they have invited Kay to speak at this because they all saw the article they did about the Westside project so um green would probably will be focused in one of the sessions um I don't know if Kay's going to make it but she may send somebody like Blake or one of the people that were on the project so um Greenwood will be probably one of the focal points they wanted a smaller Community to talk it's not just Greenville Anderson sparenberg so um they've invited K to come and talk about that West Side housing project gotcha thank you thank you I just want to mention um the budget schedule that I sent you guys just so you aware of it that's that's all I have what about the budget schedule just want to make sure yall know what it is that's it just it's in there make sure you know it we won't go through every single date because there are spots thank you all right um Mr a anything for board six to report no just still need a lot of clean up a lot of stuff on the road yeah but I think a lot of the Su about hold up down there on at Matthews on closing the roads off digging up the water lines and stuff that pack full down there smer anything wor about no just uh was thankful to be a part of the Smith family for a day yeah on Saturday well we lost Jared yeah and so we need another guy with longer hair join the family it's still it still went well and we got a lot done so thank you for joining us it was uh yeah we got our steps in and we didn't melt so we were we were fine sugar I'm sugar um has anything more for we're not a big committee have lad councel though I'm very appreciative of that but I will say I did appreciate everybody kind of getting together for that for that ad hoc Committee of our Council and I'm I'm very thankful for that work so thank you both yeah appreciate y all M BS anything from Ward three um we're still awaiting pickups and roadside pickup lots and lot of that going on I appreciate uh I appreciate what they're doing and I also appreciate the fact that those that I submitted to miss Wilkey um they were able to go on site and and remove some of that roadside pickup I just I'm awaiting the the time when we can educate um our communities again as to mix uses and not to do those things because it caused these piles to stay on the side of the road so much longer so that's basically what I have thank you Dean anything more to couple things couple things um Independence Way M they have recently put someone out F has been sitting out for over week and I know we discussed this is there something that can be done to push these landlord was to use the services there to set up because did you um have you gone down there like since I was there yesterday okay so we did reach out to the property owner and they told us they'd get out there the next day and clean it up so it's been there week yeah I mean I saw it I just you know I just assumed it have been cleaned up and all reason it even like yesterday when I roll down there there's a little kid that got cut by some glass that was from some of that furniture that's been put out well it's also not even at the road it's in the yard it's like in the front of I mean for a if anybody's looking for ideas for glitter clean up areas I would send them to Independence Way separate from that issue um I I I just want to get out there and clean it up I got a good one all right e I'm sorry I you said you had a couple things second um um want to thank everybody for coming to the community meeting um I've received a lot of feedback from that meeting positive feedback actually um a lot of that Community was glad to see the officials out being able to talk to and address some of the issues and even though it's not immediate resolution but at least the stuff is out in the air you know it can be resolved um they look forward to seeing TJ again they appreciate everything that is done and um one of the ladies uh in the community um off off of East Cambridge asked about seeing if they can get the game trailer at the hut one weekend one Saturday to get some of those kids up there to get to be more familiar with police officers and have that kind of conversation um and there was a sign I think somebody reached out to you possibly as well the street sign on Tompkins and Carver Street got knocked down somewhere in the middle of the night correct so I don't know how on that okay that's pretty much all I have thank you from board one oh yeah I was driving around War one and um Gage Street is really a disaster of mixed use it is I've got about 10 photos and it's one after another and um I don't I don't think just clean up but if I could have I'm going to make a copy of the ordinance and the only thing I can do is I'm going to actually knock on doors and is there any way that we can put you know some sort of signage in really bad areas where there's multiple dumping it almost looks like people come just to that street and have dumped stuff from somewhere else cuz there's no way you could have that much stuff on this little short street so um there several Eng greement like that it's just I think there are certain areas where people actually take their stuff and dump it there and so all of gaug than there was part of I mean there was 1 two 3 four five at least six piles on gauge very close to each other clothing Leaf debris construction material it's just it was just a mess and some of that the from the way it looked had to have been there a while but it is horribly mixed with construction material clothing uh gar regular garbage it's really pretty appalling and then there was a couple on um mil and um mccl so it's pretty bad and then I just got emailed that there's also some stuff in now in woodfields which usually is in a neighborhood that has that kind of issue yeah I send pictures yeah I have the I sent them to Draper question I know I wrote a story about the solid orance that uh Julie was working on have you guys decided anything with that or any moving forwards with it we can address that afterwards but we I think staff is finalizing some of the language on that we can we can get you an update afterwards um we I I know they would have loved to have had it for us this evening but we want to make sure we're we're um we're thorough in in in
