This month, uh, last month, Sam Larson did join us, but wasn't introduced. And, uh, this month we have Jordan Debbich, >> Dish, >> Dish joining us. So, I don't know if you want to introduce yourself. Um Sam Larson and I go to K N D N D N D N D N D N D N D N D N D N Durham Hall right now. Last summer I worked at the uh golf course River Oaks and my favorite park is Woodidge. >> All right, thank you. All right, my name's uh Jordan Deish. First time here on the commission. Uh my wife and I moved here in 2021. We have three kids. Uh I work full-time for the Minnesota Army National Guard and uh we live over by Pine Hill Elementary. So just today we were over um at Strawberry Fields. But uh just to name a few that we frequent uh obviously the ice arena with our uh oldest getting into hockey and then uh Kingston Park with soccer, but first one we'll try out uh is Hamlet with T-ball this spring. So we're looking forward to that. So, uh, frequent users of our park system. It's exciting. Any anyone have any questions for our two new commissioners? All right, we can keep going. So, action items. Start with the CGAA United Soccer Goal funding request. >> Thank you, chair, and members of the commission. Um, the Cottage Grove United Soccer [clears throat] Association has come forward to Zach. Um there's a letter inside the packet requesting um for matching funds for to buy two sets of soccer goals for this year. We've done this in the past. Zach has attached kind of what we've approved funds but for over the last few years. Um so looking for the commission to um either accept or not accept their request. So, I guess for the new people, we have is it $10,000 that we can allocate in funding where groups will come and ask us for funding. We generally um they usually come here and and tell us more about the projects, but this is kind of one that's happened in the past and then we can discuss it and and approve or deny it. So, >> there any comments? No. So, the first question I have is in 2023, I remember we approved the Pine RCA track for 20 $2,500, but to my knowledge, that money's never been given to them. Is that accurate? >> That is accurate. >> So, could we either note that or take it off the list? >> I will make a note of that. >> Okay. Cuz I think all the rest of them we have actually spent those funds. >> Yes, >> if I'm not mistaken. Yeah, there it's just sort of confusing. Um, and then my second comment is that I think we should do this, but given the lack of I mean we 24 and 25 we didn't spend any of our 10,000 and their cost is $5,200. So I'd like to recommend that we approve a grant of $2,600 so that we cover 50% of the cost of this improvement. >> Any other comments? I'd entertain a motion to uh to move forward. Thank you, Commission. Uh chair and commissioners. Um the trail held master plan is in your pocket. Um so as military road goes away with the development of the matti property. That'll be the main trail head uh with a shelter and some other amenities bike uh fix it station and um a hammock area. So looking for the commission to give feedback on it and then to make a motion to either approve or ask for it to be adjusted. >> All right. Any comments or questions? >> Chair. >> Yes. >> So I have a one my first question is is this in the northwest corner of the Mcatti property where the homestead is and stuff in that north squished into that northwest corner? >> Yes. So, it'll be the very northwest corner of the property, kind of where the um hay storage >> shed is. >> Right. Right. And then there's a map on page 17 of our package [snorts] that shows the bike trail. I think that I forget what we call it. The Washington County Regional Bike Trail north southbound. What are the A, B, C, D, E, and F? Are those um where they're going to put their signage? Sorry, that's my question. Then I have a followup too. >> No asking about is this right here. >> What are these other >> That's the ABC D1 D2. >> I'm not sure either. I think it's I think it's kind of a stock picture of of that trail and >> Right. But I think that's where county is building its information stations and signs. Yeah. Yep. [snorts] >> So my request is that we coordinate with them because I'm well I'm on that parks commission as well and I think they would be happy to include on their sign right there on Keats or County Road 19 that right over here is this information about Military Road. And if we go to the effort of doing this, you know, we want to drive traffic over there so they see more. So I I would encourage us to coordinate with them and I'll actually mention it to their parks director as well for us. I am in favor of approving this. by the way. >> So, a trail head is that we're thinking full building park or are we thinking more kiosk type uh bike station and hammock station? >> Look like a kiosk to me. >> It'll have kiosk, but it'll also have a full shelter there with picnic tables underneath it. >> Okay. >> Um and that and then >> some kind of [sighs and gasps] sculpture, I guess. >> Is that like the wagon or something? like the wagon or something like that just to tie into the history of the military road and that trail. >> Okay. I wasn't sure if we were getting a full building or doing >> it's not an enclosed building. It's just a >> just a a canopy shelter. >> Yep. >> Okay. Any other questions for Jim or >> So with the multiple like the overhead structures with signage, what is that going to like have on it or what's the plan? [laughter] So, um on 1K, and this is just for discussion, so um it could just be me, but uh 1K, maintain and refine city park profile. What's the city park profile? And I don't recall us ever maintaining one. And that might be a a question for for Zach. I can >> Yes, I will be honest with you. I have no idea. >> And those were on the previous bylaws, too. >> Did I though? It's not a change or an alteration. >> No, no, that's on the Yeah, it's on the current bylaws, isn't it? >> Yeah, it is. Yeah. Yeah. It's [snorts] >> under purposes. >> Yeah. So, I'm kind of I'm asking, I guess, what it is and should it still be there? >> [snorts] >> So, I'll answer it. To me, what it means is um that we, you know, one of our rules is all parks are maintained at the same level. So, old parks get upgraded to be equal with new parks. And that's a really strong commitment from Zach and the and and council, I believe. And then, you know, we talk about our park profiles. Sometimes we have long discussions about playground equipment, colors, the type of equipment depending on the neighborhood it's in. And that's all about the profile of our parks. Um the effort we went to make sure to get as much ground as we could down by the Mississippi River uh after Mississippi Dunes golf course land was sold. That was getting the profile of having parks on the river. Uh that's how I interpret that purpose. >> That makes sense to me [laughter] that I read it different. So okay. Uh my next comment [clears throat] was on the commission in under D under membership and just a wording thing where it's the commission shell consists of nine members, two of which are youth seats. In in my time here, I don't think we've ever had a full commission. I think we've always been one short or two short and I don't know if it makes sense for us to modify that. So, it says up to nine members or um and then the last one I had a comment on was D3 about attendance. And currently it says that uh if people are going to be absent they they need to contact the chair and to my knowledge most of the time we all contact uh the parks director which is uh probably a safer way to go but it's uh >> well we actually can't count contact one another about city business outside of this meeting so we don't have a choice but to contact Zach really >> don't can't have three >> can't have three of us or yeah >> can't have a four [clears throat and cough] So [snorts] those are my only comments on it. I don't know if that's uh worth two more meetings on. But uh is there any other discussion? >> I'm trying to remember. I think we had discussed the the membership in the past and and we may have consciously said let's keep it at seven. I don't think I don't think right now we're showing say let's see what do we got. 1 2 3 4 5 six. There's total of seven >> currently. >> We have eight currently. Okay. >> Eight current. And >> we're not necessarily showing that we have one open position, are we? Or do are we? >> We are still showing that we have the um junior member. >> Oh, that's youth member. >> The second youth commissioner. Yeah. >> Okay. >> But I did see on here we've been asking and it says grade 9 through 12 because we kept asking what the age was and now we see it. [laughter] >> Yeah. because it's ideally it should be, you know, probably an odd number just to to keep away from, you know, split >> decision type voting and so forth. Uh um I mean we certainly can revisit it at at some point. >> I I agree with you, Council Member Theiti. However, we strived to come to a unanimous vote and I can only remember one time when we didn't and that was only one vote negative. So, while I agree with you, I don't think odd or even really this type of commission. It's not that big a deal to me personally anyway. >> I [snorts] think that that's probably very true. It's just Yeah. Would it be worth tableabling till next uh next meeting with or are we okay because we can also vote to uh we can make a motion and approve the bylaws as is to stay unchanged or we can >> why don't we just do that and see what happens. So I'm move that we approve the bylaws as as submitted. a second [laughter] more discussion there's any >> I I mean does it really matter like if it says like up to nine or if it's like shine does >> it largely doesn't know I mean I'll be honest we're probably the only ones that read this other no [laughter] but I mean for perspective members and as we we look for things and I've been reading a lot of policy lately at a lot of policy and so uh so I I just have those words in my head. Uh in your packet there is one design for the playground at Peterson Park um to kind of go through and look at see if there's things you like don't like. Uh now is kind of that time to do with it. If the commission likes it, then we would like to see a vote to move forward with the purchase thereof. One thing I will say is the domed piece. Um, we did change that to have the poured rubber underneath it, the little green dome piece. Um, just from a maintenance standpoint, it's a whole lot nicer for us to not have to go underneath there and try to move all the wood chips back out. Um, and the chimes that are stationed on the one spot. That's a talking point in the uh with staff. Not sure chimes in a park like that with all natural is the best idea for that one. So, Zach was working with the design team to see if we could do something else in there that fits within the box with safety zones and all that stuff that have to be accounted for. >> Okay. >> Um, the one thing that I You know that little spinny chair? >> Yes. >> I feel like there needs to be two of them. Oh, [laughter] cuz they just sit. >> I know that's weird, but like when you go with your kids, they're always like fighting over them. And at least if there's two of them instead of just like one odd one sitting there. >> Which you talking about little thing over here. >> But I do like how to make it access more accessible that one of the slides does have I'm assuming it's that um what you're talking about that kind of rubbery surface at around it. Um, >> it's like that lighter color. >> Yes. So, that is the port and plate rubber where that one slide will come down and then it goes over to the swing set. >> Okay. >> I really [snorts] like the design overall and I agree with staff about the chimes. I didn't understand what those were. Now that I do, I think you're right. Damn, Jordan, this is this is the best part of the commission. >> Yeah, it seems uh like it's a a great design. Um just looking at it from my own kids perspective uh ranging from, you know, 5 three kind of towards that younger end, they would have just as much fun uh on this as the older kids. And um yeah, I like it as is. >> Maybe just with one more spinny chair because they would probably fight over it. [laughter] This is off of uh Jamaica and uh um [clears throat] and Ravine Parkway. >> Yes. Just to the south west. >> Right. Kind of off the lake. Yep. >> Stevens Lake. >> Yep. >> Um I don't really like wood chips at all. Do you think we could make it all the rubber surface or is that too expensive or what? >> The Yes, that would get That would probably add a couple hundred,000 to the cost of the playground. Well, I do agree with you. The poured rubber is really nice. >> Yeah. >> Um there is a maintenance portion to it that um we found with Woodridge this past summer where we spent quite a bit of money to have a coating put over it to try to get it to last another 10 years before we have to replace it. So, um, that's kind of why we do the minimum, get it in for the ADA accessible portions and that and then the rest of it ends up being the wood chip. >> All right. [clears throat] Are the hosta leaves shade or do they provide shade cuz they look kind of small and I can't they look also clear on the picture on a couple of the pictures or is that not meant to be a shade structure? It'll add a little bit of shade depending on the time of the day, but they're not really designed to be shade structures. >> Okay. Will there be shade? I mean, I see trees in the background, but how close would there be shade to this? >> I think it's closer than that, right? That site's not that big. >> It's not that big. And but where it'll be right now, there's no trees out there. So, we're going to be planting trees, >> okay, >> around that. cuz if you look at that site, it would be in front of the pond closer towards Jamaica and that. So, right now it is flat. Um, so there'll be that and that's partially the shelter would be there for that also. >> Okay. >> Well, there also be like a bench or benches around the outside of it for people. >> I'm sure we'll be adding Okay. benches around it. >> Any other comments or questions? I heard a second from Commissioner Olsen. All in favor? >> I >> I >> I. All right. It looks good. Still Pond's natural Still Ponds Park Natural Resources Management Plan. Thank you, chair and members of the commission. So, this is something that was brought forward last week or in the last month and that we talked about. So, this has the changes that were um brought up in that meeting population. Um there was just some uh verbiage in there that wasn't correct and that. So that was changed and now um further discussion and then move forward with or amend what we want to do with it. >> All right. Any comments on the uh the plan? [laughter] >> So unlike our meeting last time, this time I actually really studied this thing and and I drove over there to look at it again. We we toured it last summer. um some of you might remember and I'm just kind of worried about the amount of money that we have to spend in order to achieve the goals outlined in this plan matched against the amount of usage I anticipate for the park. I know we've got a pond there. We have to protect that water. It's 45 acres of land that we're not going to develop. So, I'm really torn about just what is the right thing to do here. Um 65th, right? I wish we could figure out a way to take that what they call unit two, which is where that pine for red pine forest was um cultivated by prior owners and do something that with that land instead of spending many years it sounds like to me to try to revert it back to an oak savannah or some an oak barren. I mean, maybe we could build something there that would make people also want to come to the park, not just walk around the pond, but because there's this special thing there. Um, there's development immediately north of it that's being built out by Woodbury. The St. Paul Park and Newport are developing immediately west of it. Um, I'm just I'm enthusiastic about us having the land and I want us to fix the things that are wrong with it, but I'm all over the place as you can probably tell by how I'm talking with the amount of money and time and then and then concentration by staff, effort by staff to write for grants for all these things. Um, and I I don't have a specific question. Um, I just have this uncomfortable feeling about it. I don't know. Maybe someone else on the commission can help. >> I mean, I see the park and like when we went last year kind of as more of that open space versus a hightra area, especially with it being surrounded by all those homes and things like that. And I'm sure the homeowners probably also kind of want it as like that more natural. But I mean to your point, not necessarily about the whole taking out the trees, but like how could it also be utilized in the future? Like one of the things I think about like I have two little boys, so they just like to explore and there's two parks that they love in Woodbury because they have taken like logs and stuff and built little like huts out of them. >> So like just having little spots, not necessarily like a large buildout, but something that's interactive. I could see like that area being used as so it's not like a giant development or huge cost expense to us but it's more of kind of just going out there being with nature exploring it's peaceful but still >> right >> something >> Jim maybe you can help us with how timelines look and and where our gates that once we walk through a gate now we're stuck with a plan that we can't amend things like that can you help us understand that a little So I think at this point, Commissioner Olsen, there isn't really a timeline for anything. It's the study's done. How do we move forward and how do we tackle is it piece by piece? I don't think anything of that nature has been established yet. Um I think the biggest thing is the red pines. It has a bark beetle in it, so they're just dying off. Um, we've caught a bunch around the trails that have died back and it just continuously is dying back. >> That is a true statement. You can see it even driving like I did earlier today. And I worry about them falling on the homeowners fences and that is that's a problem we have to deal with. I I agree with that. >> Yeah. So, I think that's kind of where we're at with the study and that just being done. I don't think there's any timeline established on let's do this, this, and this. I think it's more of is this the direction we want to go or is there just leave it more natural and wild. I don't >> I don't really have that answer for that. >> Plan for the park maybe. >> Well, I think there was a lot of invasive species that was also called out in here to to take care of. Yep. >> Which is a priority. >> But when we talked about this park last year, the first year we toured, I guess it was about two years ago. Now, the plan was always to leave it. We had the the more active park, which was Peter Thompson Park, and then we wanted a very inactive park or a lowmaintenance, quiet, um, off kind of off thebeaten path kind of hidden place, I guess, and that's where I thought we were going with this one. Now, if we could control the mosquitoes better, it would be fantastic out there. >> Well, and and I think that's correct. That's what we were aiming for. I'm questioning if that's what we ought to aim for. Yeah. Because of the required investment. So when we're >> Yeah. >> I mean like you said with things like dying off and things like that, it's a matter of we take control of it like we get ahead of it, right? >> My thought or my idea understanding versus we just try to come back and pick up what has happened I guess you can say from >> nature taking over. So, it's being proactive versus like waiting for something to happen, which like you said could be more detrimental to homeowners properties, but also the preservation of like what is >> still there? Any more feedback for for Jim? [laughter] >> Well, let me take a stab at a motion. Um [clears throat] if that's unless it [gasps] >> so I'll move that we approve the still ponds park natural resources management plan with the additional proviso that we really want to understand how to best use this land and how to use it efficiently from an economic standpoint. Um, and then I rely on council member Theiti to have an understanding of what we've talked about tonight and take that back to council for us. It is like the farthest north park we have and it's really out there on the east edge too or west edge of our town and um I think there's a semblance of a of a consistent viewpoint here on on just being real thoughtful about what we do. Um, and I wouldn't want to undermine the still ponds aspect of it with, you know, a big something that made it not like that anymore. Right. But Right. But yeah, I don't want to put a single lane bike racing trail in there, >> but it feels like we could do something. And I know that's a lot, Jim, but we rely on you to just sort of add one sentence to it that summarizes it a little bit for us. Um, >> I guess that's a motion, you guys. That is a So, so I believe the motion is to accept the master plan with the caveat that down the road we'd like to look at how it's developed and is >> and and specifically how it's developed relative to usage by our citizens and investment necessary. I hear a second. >> Yeah, I'll second that one. Um, getting some more data on it in terms of understanding if and what then we do XYZ uh in terms of budgeting and and everything [snorts] else like that. So >> yeah, I just it didn't seem like um sorry to add more debate to the to the motion, but um >> uh it doesn't seem like we have like a vision for it nor any concrete numbers to be able to effectively see where it's headed. Uh to your point, >> and I'll even add the actual report gives us room for that. I mean direct quotes out of it. I have the pages. It says says silt lom is considered prime farmland. Not that we're going to open a farm there, but it also says some areas might be better suited to an alternative management objective than the objective of returning the native plant species. So there's room inside the report itself for this. I believe >> there is an option to table this for future should we >> you know we've got this plan we or this uh plan that we paid for that tells us what we want to do if we're going to take it back to natural and I think we can approve that especially understanding we don't necessarily have to do that or exactly that and like I say they even give us out >> that's true >> so we're just approving a recommendation so So, [snorts] we have a motion and a second. Desert Park. >> Thank you, chair, and members of the commission. So, Desert Park, um it is like Zach talked about last time, it's now becoming we're going to move forward and do it. So the shelters on at public works, the playgrounds at public works. So the spring that will start to go in. Uh we are working through the design phase of the irrigation with the pumps because of the water pressure that's there. It'll have to have a um variable drive pump and all that to it. So that's going in and moving forward. We're also working with getting the bids for the grading contractor and all that on the site and bringing the power in that'll be needed for the light and power at the shelter and the irrigation system. >> Wow, that's that's fast. That's good. I mean, that's going to be here soon. So nice. >> It's exciting. >> It is very Cottage Grove Trailway Corridor Habitat Restoration. Thank you, Mr. Chair. the Cottage Grove Trailway Quarter Habitat. That's that area from Hinton Avenue over to Imperial Avenue that started last year. We had all the piles of brush that we talked about. That has all been removed now. Um the contractor come in, they hauled it all away. The city is now in there removing um other dead trees along the property lines and cleaning that up and that will be done. So, as we move into spring, there'll be some receding of areas that were died off. mainly from the piles and whatnot. Um we'll also be doing some planting of dead trees that died from spraying and we'll be adding a few more in from what we've removed um this spring. >> Is this the one the mayor had to respond to on social media about who's cutting down all these trees or was that this one? >> I think so. I think the corner is still a developable lot, is it not? I think at one point it was um I don't know I in terms of having that power pole there but uh you know I think there was at one point I think Rig was had actually owned it or something was trying to sell it to for somebody to make some put a little building in there or something like that but we can check on that but >> but uh yeah I think that that was an issue and because that obviously right there that corner that's hidden in 72nd um is very visible especially by going unhing and everything is but >> yes and we were very busy in there over the last week >> uh the parks department removing all the dead trees and that's the thing most of the trees we took down were dead um you just nobody knows the difference right now between that when when we drive through there and we look and it's like they're missing all the bark it's like they're dead [laughter] um so it was clean it up get the underbrush and all that removed from what was left >> okay seeman park. Thank you, chair and members of the commission. Old man Park, the power has been installed up there um for the lacrosse fields for the irrigation service and the parking lot lights. The shelter was delivered to public works last week. Um so once things dry up in the spring, the public works staff or the parks and recck staff will go up and prep the shelter pad, uh dig it out, put the rock in, and then the contractor will install and that'll go up. Um, otherwise that is pretty much done. It'll be a growin season. So hopefully next spring we'll have decent turf in 27 to start playing lacrosse up there. >> Wow. >> Okay. Mississippi Dunes Park. [sighs] >> Thank you, Mr. Chair, members of commission. Mississippi Dunes Park. Um, additional grants have been requested and applied for. The fishing pier will be ordered shortly. I believe that goes to council this week for approval. So, we've had that peer on for quite a while. >> Um, between working through grants and then the real caveat was the ADA accessibility that has to be there with that DNR grant which we can't put in ADA accessibility until that road gets put in. So, but they gave us they said yes, we can do that um temporarily because it the plan is there to make it ADA accessible. Um, so that'll be ordered and that will be going in >> in 26 hopefully. >> That's great. Peterson Park, I assume, not the playground. [laughter] >> Yes. U, this one is not the playground, which we talked about. Um, Zach is still applying for additional grants in that to help with the funding of for Peterson Park and that uh whether it's the boardwalks or whatever around the pond. So, still working on getting in more grant applications. >> Any questions on the action updates? All right. Um, in your packet, there are staff reports from each division um stating what they've been doing, what they have coming up, and um moving forward throughout the season. All right, Commissioner Olsson. >> So, I actually have a question for Molly, >> but maybe you can help. So, every summer we sell out these play supervised playgrounds in hours, right? >> Correct. >> So, how does the fees for that is there a fee for it? If so, how do the fees for that relate um to the cost, our cost for running them? Do we have a metric on that at all or a gut feel for it? there is um and I'm not sure what that cost recovery is. You know, I know that um the program itself, the recreation program always has that they want at least 50% cost recovery on all their programs they put out. >> Okay. >> I think they do better on the summer program, but I can't speak to that. >> Okay, let's let's just for purposes of what I want to say, 50%'s fine, especially if we're beating that. You know, I would love to explore ways to do more of this. I just don't see how that can be anything but a very, very, very good thing for us and our community. And I know it's crazy and hard, but um I would like to see us as a commission explore the possibility of encouraging council to do what they can to help us do more supervised playgrounds. I mean, it clearly our community wants them. So, that's what I have to say about that. Thank you. >> Be a future playground supervisor here. >> Yeah, I think they need people. Looking at the financial impact, things of that nature for a review of council. >> Yep. Uh the one thing I will say right now building wise, she's at capacity what she can put in any one of the buildings >> in case weather came in or otherwise. It had some things to do with the bike parks and and the ice arena and and things of that nature that was relative to to parks and and things like that that probably came and that you guys may have seen in past meetings and so forth.
