Whereas Hughes, who are mentored are more likely to develop labor force skills, built social capital, support, local retention efforts and stay connected to their faith while developing a purpose driven life. And whereas U.S. Horizons is a homegrown Christian nonprofit with more than 3 decades of providing youth mentoring residential foster Kurt Care Services, an advocacy efforts for youth meeting, Family Services. And now therefore be it resolved that I Lily Wu, mayor of the city of Wichita, Kansas, along with the Wichita City Council, do hereby proclaim the month of January as National Mentoring Month. >> Mayor Wu and Council persons. A few days ago. The UN humanitarian chief said Gaza had become inhabitable. On 2 million people on inhabitable. The enormous suffering and devastation of life must-sees. Especially as Americans. We have a moral obligation to speak out. Basically because it is our government, which is supporting Israel financially militarily and diplomatic. Was released October 31st, calling for a cease-fire, which I urge you to support the only changes made reflect the increase in casualty numbers. At the end of October, Israeli forces moved into Gaza and intensified the devastating attacks. Israel like all nations has a right to defend itself. It also has the obligation of proportionality under international law. Violence will only beget more violence. We all parties to agree to a cease-fire. We asked with the opening of humanitarian corridors in Gaza and the reinstatement of essential services to the area. We urge the immediate safe return of all hostages. And we call on both sides to abide by international law. Hamas is responsible for the horrific October 7th, the massacre of more than 1400 innocent people in Israel and the taking of more than 300 hostages and the innocent people of Gaza are now unfairly suffering from the ongoing conflict in the acute humanitarian crisis that has unfolded. Israel's devastating strikes have killed more than 22,000 people overwhelmingly civilians. Excuse including over 808,000 children. Tens of thousands more have lost their homes and the entire population urgently needs medicine, food, water and electricity. We call on Israel to enable essential services to reach Gaza so lives can be saved so lives can be saved. We also decried the rise of Anti-Semitism, Islamophobia Anti-palestinian sentiments around the world which is spreading fear through hateful speech and acts. The human his nation is a gateway to violence and must be condemned whenever and wherever it arises. Final collective punishment is contrary international law. So is the murder of civilians. The violence must stop now. There is no military solution to this crisis. Only a political one. The technology is the common humanity of both Israelis and Palestinians respects the human rights of law and creates a path for both societies to live side by side in peas. Paul Gonsolin public works and utilities again for the record. The item before you its design concept for 100 43rd Street. From Harry Kellogg. On January. 17th 2023, the City Council approved funding for concept. Design of 100 43rd street East improvements from cola to Harry. On June 6th 2023, the City Council approved an agreement with Garver for design. Concept. On December. 12th 2023 to bicycle and pedestrian advisory board as well as district advisory board to unanimously approved the design concept. 100 43rd Street East between Kellogg and Harry is currently a two-lane street with pitches on each side and no sidewalks. Design concept for 100 43rd Street includes 5 lane roadway. The Senate turn Lane Kurt improve storm sirs and 10 feet wide multi-use path along the West side. And the 6 foot sidewalk on the east side of 100 43rd Street. Project also includes Demetric improvements and new traffic signal Terry Street. Project will be coordinated with the East Kellogg Improvements and construction schedule that it's been over saying by Kate up. And construction is planned to begin in 2025. One lane of traffic will be maintained during construction on both 100 43rd Street and Cherry Street. Again, as I this project will be coordinated with the but Kate is Project. There are limits of the project extend south of Kellogg, 100 43rd Street down to Lake Shore. Drive, which is at the bottom of the screen. concept for you map before you shows that we will be doing again. That red line there to start approximately at Lake Shore, Drive south of Kellogg mixed in self through the Kellogg at 3 to and 100 43rd Street intersection. That's photo of some exit. Some of the existing conditions. Again, I mentioned, it's a 2 lane Bradley with pitches, a no sidewalk. And the intersection Harry Street 100 43rd intersection has traffic signals with polls and spend that will be upgraded. Looking at the overall concept of the project. Again, starting at the top right of the screen, Lakeshore Drive extending to the from right to left. Perry Street at the bottom. Of concept drawing there. Taking a closer look at the proposed improvements. There will be 10 foot sidewalk or 10 foot multi-use path to get on the West side of 100 43rd Street, 2 lanes of traffic each direction. With the 2 a left turn lane and or left turn. 2 existing residential streets and or draft place. The improvements that Harry, including a 5 lane roadway, an age approach to the intersection. The traffic signals will be upgraded to our standard mast arm poles as well. Since this isn't concept, only there are no financial considerations to be considered at this time. We will bring forward a supplemental agreement to complete design and a future date. And has recommended that city council approved the design concept. Why not have a multi-use path on both sides of the street? >> We typically we fund our arterial streets. We've putting it on one side of the street with 6 foot sidewalk on the other. Occasionally, some of the, you know, limited space. We do have. Again. And that's what's matching to the north. Hello. And we do. As you can see, we towards the bottom of the screen. There we are. There is drainage area where we are keeping that structure and and keeping 4 lines across bridge there. So. But typically put them all to use only on one side with 6 foot sidewalk on the other. Okay. Thank you. >> Any public comment got this item? Good morning. Please state your name and your address. Thank you. >> I'm Sherri Halas. I live 8.30, East, one 43rd Street East. I have a lot of considerations concerns regarding this project. So I'm just kind of kind shotgun barrel through some of them. Some of them are going to a little bit more detail. One concern is going to be damage to the trees on the residents that live there. On our particular property is. I feel certain that we're probably going to lose 2, possibly 3 of our trees. That's going to discount the value of our property. Postal delivering garbage pickup. I know some of the residents are concerned how that's going to be impacted during construction and also Are they going to be changes? We'd like to know. Maintaining sidewalks. We establish that the last meeting at the planning that the homeowners are responsible for maintaining these new sidewalks are going to go in. So that's going to include mowing. And if you all approve a green area between the road and the sidewalk. Keeping that mode as well as snow and ice removal such as today whenever the snow plows come through and they do that, they thought berm on the sidewalk. It's going to be up to us to clear it. Doesn't concerns. My next section is on finances. I would like to know on behalf of the homeowners how to submit vids and the procedure. For replacing of the underground sprinkler systems that the homeowners have along that path that are going to be destroyed by. Giving up part of our yards that that have underground sprinklers. I also would like to know if there's going to be increased assessment Texas. Assessed on the home's because you take part of that that value of the home bill, the sidewalks and then say it's improved. You have improved our property and assess us new taxes that's happened to me before. I'm kind of familiar with some of that. Another thing that I think should be debated is insurance insurance deductible for claims that could arise out of the construction going on on building of this new new. I used to work for insurance. I am familiar with insurance claims. The terms that are going to be looking for are claims that arise due to first movement. This would be manmade Earth movement. Some of the words that you need to be familiar with are blasting excavation and vibrations due to the route due to the repaving of adjacent roadways. They're real. And if that should happen in diffusion trained, submit a claim. First of all, you may or may not covered on your homeowners insurance. If you are the deductible on that is way different than your typical homeowners deductible. It's a percentage based on the value of your home, not on the value of your claim. So, for example, if you have $250,000 home. Of the policies that typically had a 15% deductible. But even based on a 10% deductible, which is conservative. Your deductible would be $25,000. Should that kind of acclaim arise as crazy who should be responsible for these types claims who's responsible for the underground systems? next thing I will finish up with I have a show and tell with you. That I probably pay for you. I like to introduce you to my mother. This is she goes on that show. She's 91 years old. She lives with me and my sister who is with me today. She has heart conditions. COPD and she gets around with a pink role later. Walker. So during construction. And you can imagine she's got a lot doctor's appointments. So during construction, we only have one driveway into which is directly 43rd when that is under construction. For that, we're going to do to get mom to the doctor. She's going to be pushing her little buggy across the yard to forever. You are. The planning committee decides is our temporary driveway. She already is high risk for fall. That will certainly be increased risk for fall. She also has COPD. She's on oxygen. 24 7. With all the construction going on. I'm sure that's going to increase dust and pollutants around in the area. But we should be responsible for the claims that arise. Should she fall? Should she developed pneumonia or bronchitis? puts the city's responsibility. She's just one sample. I'm sure there are other people along 43rd Street that in addition to this. So I would just ask that you all give 2 considerations before you cast your vote. How would you vote if this were your street and your mom? Thank you. Any additional public discussion? >> I seen that we're going to bring it back to the bench. So these are just a intentions But if somebody has a sidewalk on their property, are they? Accountable for making sure that that sidewalk is plowed or slapped per the per they were done. That's yes. They her concerns regarding the sprinkler systems. That's something that we work around. Is that something that we will remember somebody for? Typically if they have sprinkler systems in the right of way there to street permit for those to be out there. >> I don't know what her specific cases so I would have to work with her on that to see if they have those permits in place. >> Okay. And as a sidewalk along to their specials. >> This project sidewalk will be constructed with the project and it is funded LST funding. So there wouldn't be assessment to them. >> Okay. And I and I do know that work to make sure that people still have access to the So with that being open driveway from their residents to the the single lane said we will have open. >> Yes, again, I have to give her specific the information. yes, we provide access or she had mentioned trash trucks, a male as well. So they would access. We will keep it one lane each direction. So that provide that access. Yes, regarding her driveway, we have to determine how wide it is to see if it can be build. And so when residents potentially have to replace or repair them, can you explain our policies so that there is undue burden because walking and biking path essentially into sidewalk. Right. depend on that situation as well. We have. If they have sidewalk in front of their houses. And this is back then we have. Participated in that cost. require property owners to pay 6 feet of that cost of the 6 foot sidewalk and we would make up the difference. I don't know in this particular location. If there's a homeowners that they have also. Participating costs. Absolutely. Thank you. Cut the sprinkler. Can you? And we talked also about can and her family being able to have access and what dust mitigation, what do we do just to ensure the quality of life is in interfere with people during a process? You know, we will work with the contractor on as we go through construction. just the last thing that I could think was insurance deductible for claims during construction have never had that in the 5 years that I've been here. And I was pleasantly surprised that we had many residents who came to express their concerns. We had a very long and question answer process with them. Staff did an outstanding job answering lots of questions and mitigating wants a I truly appreciate the staff are being so willing to answer questions. One of the statements that I made during the District Advisory board meeting that I would like to just reiterate to that 2 friends who came today is this is approving the design concept. And during the District Advisory board meeting, we talked a lot about this doesn't mean that everything is already set in that we, you know, aren't willing to take more public input or have more dialogue. So I read very much like to get your contact information and make sure that you have conversations with Paul. You have conversations with me. This is just basically the discussion starter to move the project to the next phase. So please, rest assured that your voice is not the only one you'll hear today. Funding improvements and design concept for Mount Vernon from Southeast Boulevard. Oliver. On June 6th, 2023, the City Council approved a minute. Agreement with often to develop. Design concepts for improvements to Mount Vernon. Southeast Boulevard. Oliver. On December 6, 2023 and 12/11/2023, the design concept was approved unanimously. The District 3 advisory board and which top bicycle pedestrian advisory port respectively. Which top bicycle pedestrian advisory board recommended separated are protected bicycle lanes to be constructed. The existing roadways, a four-lane section with underground storm, sir concept will rehabilitate and convert Mount Vernon to 3 main roadway with on-street bike lanes. Three-lane configuration includes 1, 3, lane in each direction. But Senator left. Left turn lane or race median where feasible. Existing sidewalks will also be evaluated and repaired as needed with the project during construction. One lane of traffic in each direction will be maintained. Construction is anticipated to begin in the fall of 2024. With. And be completed by spring of 2025. This is a map showing the project limits Southeast Boulevard to the left over to the right. And this map shows bicycle connectivity. There's a missing link all over over to South East Boulevard that this project will fill in that missing gap. Some pictures of existing conditions. This is a Southeast Boulevard looking to the east. This is a pavement condition near made middle school. There is a pedestrian school crosswalk there that we will. We will move further to the east. That will better accommodate students walking to and from each school. These are existing conditions at the intersection of Mount Vernon and Hillside, which was recently improved, as you can see in the photo, there is a joint pattern. Adjacent to the curb. was. Provided. It's for future on-street bike lanes. This is a photo near Griffith Elementary School is to the north on bluff. And this is the western edge of Lw clap park. And finally, this is at the intersection of Oliver. And Mount Vernon. Again, this intersection have been improved in recent years. And as you can see on the bottom right of the photo, we see arrow there. That is on-street bike lanes that were provided with project as well. Take a look at the as I mentioned, there be street bike lanes adjacent to the curb one lane each direction. With to a left turn lane. And then again, we are moving that pedestrian crosswalk. To the intersection of us. Still to better serve the school. This is another typical section between health side and Oliver. Same type configuration with on-street bike lanes one lane each direction. We also have some water line improvements Terrace Drive that we will include with the project as well. Financial considerations, the design Fee to date is $150,000. The cost of Supplemental Design Agreement number one. Mount Vernon from Southeast Boulevard. Oliver is $200,000. I also have supplemental agreement. Number 2 for the intersection of Mount Hydraulic for $150,000 for total Design fee of $500,000. we had received to Highway Safety Improvement program funding for the intersection of Mount Vernon and Hydraulic intersection of 2.2 million dollars. We are. Breaking that out because it has some additional design criteria needed to meet Keita FHWA standards. That's the reason for stepping in agreement. Number 2, the existing budget of $360,000 was approved by City Council January, 17th 2023. The adopted 2020 for 2033 Capital Improvement program includes 4.6, 5 million dollars in 2024. As we go through the cip process. That's next year. We will at the 2.2 million dollars of HS IP funding. So it's reflected in the new Cip. Staff is requesting initiating $350,000. For Mount Vernon from Southeast Bowl of Art all over. For a revised budget of $710,000 remaining funds will be used for right away acquisition and Project Management. With that is it is. Recommended to approve supplemental design agreements, number one and number 2, adopt the resolutions and authorites unnecessary signatures. And I will stand for any questions. Here to talk to you about few clouds master plan to in conversation work for a long time as we kind of talked about with the previous lw clapped is kind of scene coming to evolving into what it possibly can be. And but has a bright future. So as a former golf course and look at the intersection of South Oliver Avenue and East Harry Mount Vernon eyes. We the previous item is along the southern part of the park the golf course closed in following the 2018 called Sustainability Review and see here. The park very open as a common with golf courses. But we do have a lot of great mature trees creek that runs through the park. That really makes it unique part of this part of the city. Us a little background community engagement began to exactly what needs to happen. The park, what we want. And that happened in early 2019. There's extensive efforts to have a in-person events as well as some online surveys and 2 in Twenty-twenty. Obviously we know what the pandemic like kind of changed. We saw a lot more. A lot more people are going out to parks more than they ever have been. A lot of kind of taking a step back, trying to think about the futures look like. During the master plan, we have hired a confluence landscape, architecture firm, and they've done a great with a design. The park and the cut taking us through the pandemic. Thoughts before and after. So commend them for their efforts. The master plan was adopted in a 2021. The survey results, one of the main things pulled from that is that they natural green open space was number one. It is very important, followed by shade structures, taking tables, dog Park area things along on those items. Since their approval, a master plan. We have routinely heard. From the public as well as from the DAV. We went there in June of last and spoke with other members of the public as we're going through this design process. And one thing that we kept her hearing was I want to keep the natural atmosphere, the park and limit disturbance of existing trees. I'm following you're going to discussion as did with tree policy. You know, one of the things that routinely heard is that we want to make sure that we retain our a tree canopy infrastructure. It's a very valuable part of our infrastructure in the city. And I was one of the things that we continue to hear that Clive has a lot of that infrastructure, that transfer structure they want to maintain as much as we can. Currently the park is experiencing high Des Golf. If you've been out there during the summertime, you can see a lot of folks out there playing disc golf cross country, community WSU Cross country taking a liking to the park and of actually programmed and held a tournament. Meet at the at the park, saw a lot of use out there and they would like to host conference meet at the park. So a lot of things were happening in law program is happening at the park. That's something that we didn't necessarily envision, you know, before the pandemic. These are kind of new uses for the park and you don't really get this big piece of and some of the great amenities that has including trails large that often. So I think the community has taken park try to run with it as much as they can given the the great opportunity that we have with this project. Many walkers runners also use the park. If you again, if you go out there, you can see a lot of do go out there and walking around 4.30, dogs whatnot based core data service lab study from 2022, the park's over 25,000 visitors from 20 21 2022, that doesn't include larger that I think there's over 700 at tournament at the meat for WSU. So this is not clear that event that happened last year with these numbers. So imagine this is going to continue to grow. You can see here in the image there's a structure on the on the It is a former clubhouse of the golf course. You see that in the image on the in the background and and the background the photo in the bottom. It is open to the public. It is usable to anyone that comes into the There's restrooms there. There's water fountains. There are. Drinks is being currently lease out by disk golf supply They have it open. They sell Tusk there. They sell drinks. There's they small Sachs there. So we are seeing some allow usage of the existing facility. We also seen sales tax coming from that as well. A dry creek runs through the site, as you can see here in these you know, originally when the when the property was a golf course and made sense to have a whole lot of bridges because you have to get across. You know, sometimes it's hard to lay out golf courses and this is just kind of how they laid it out include a lot of bridges. We're seeing a lot of lot of water that comes through here. Sometimes it topples over the bridges and undermines you can see there the apartments, which is an issue. As you can see, we've blocked these off and one of them we've already removed due to safety concerns. Most of this is just the amount of water that's running through it the it was originally planned for golf course or for golf carts see there that does not have high railings. That's something that we plan to address with these improvements to make it safe as we can. The public feedback and the condition of bridges phase one was kind of modified from what was in the master plan to to align more with what we've been hearing from the public and what we're seeing on site. One of them increasing stability of the bridges and the obviously, if they're not doing too hot, you know, we want to make sure that it's safe for all the users, inclusive playground. That's something the park we I've been wanting to do for a long time. It felt that this was a great opportunity. Given the proximity to the clubhouse, you don't get that everywhere. The proximity to a hairy. We have a great parking lot already in place that we can use for inclusive playground is pretty an ideal spot to put inclusive playground. Parking lot of prudence dog Park. Even hearing about a dog park usage. A this internally discussions with the public and just our conversations with folks that are maintaining the site, a different dog parks about more dog parks and how they do appreciate having a dog park. So that's something that we've been hearing a lot of, as I mentioned earlier. Confluence of to the master plans on a contract for phase improvements. Arkansas are so part of the team because we did receive our funding for this project, which we're very excited our consultant for this project is crediting group. little bit of less than a month ago to council purse design agreement number 3 with for art design fee artists, Osman a can. As a so consulting. You see image of some of his previous work for very excited about his work. He's done. A lot of work in public spaces, knows how to build and construct artwork can stand the durability of public use in see that a lot of color. Lot of Cole is kind of the word that we've been using color that can change over time. So not necessarily a kinetic sculpture, but you know, as the sun moves, you start to see different light bouncing off a plane with the sculpture. So that's something that we wanted to have You know, it. Every time you go to the park in the playground look different, the states that the lights going to be different conditions are going to be a little bit different. Different time you So looking forward to seeing the artwork from Austin. Bridge update. last year we solicited bids for improvements for the bridges, which included we're dressing all of the bridges in some way, shape or form. Some of them didn't receive some of pretty good condition. They didn't need to receive a whole lot of improvements. But we thought, well, if you're out there and pre-register improve as many bridges as we can and try to make them safe as Again, as I mentioned, a lot of them are in decent condition. There are just some that need a little bit more help than others. We would include railings, all the bridges. We received one bid or simply over the estimate we're working confluence and one of their the civil engineer, which often on on the project to figure out exactly how can we move forward with the project in the best way. You know, what makes the most sense with the funding that we have to improve the bridges? We're going to tackle the one side. The most high priority ones are in the worst condition. As I mentioned earlier, not all of bridges you know, a whole lot of work. But if we can narrow down and just kind of it, what we need in order to make sure that all the bridges are are safe. lot of them just trying to make sure that we get them all up up to our standards. You can see here is the overview of the park, the main thing that the main items that we're talking about today are the playground agency. There's number 3 at the very top insee there real that there is a parking lot, pretty large parking lot. And the clubhouses to the northeast of that. Over on the west side of the the number one. And number 2, you can see there. That's the dog park and parking lot. So say it with the dog just to the north of the parking lot is Griffith Elementary School. And see here just a little closer view of just some. general concept has referred moving forward with the the dog park or break out into 4 pins. And the reason being is that we like to keep big dogs little away from each Just makes a little bit You know. Navigating the the social dynamics of a dog park. We like to keep one field. One pen open. One close so we can allow for it to be restored for one year we've seen you know, dogs, you know, we put a lot of dogs and one area. They tend to tear up the grass. So having a year off makes a Lawson said House, make sure that have the quality of of service really parks as high as we can. You can see here that blue the light blue line is where we are rerouting a lot of the trails to make more You know, when it was a golf course, the trails made sense where they were. They don't really necessarily make sense where they are now. And if we are taking are removing bridges, it makes sense to go ahead realign trails as much as we for those that do go on people like to go in loops. If you start having dead in you know, kind of this kind of confusing and and doesn't really provide that user experience that we're going for. see there over in the image to the left of the screen and see the parking lot. We spent quite a lot of time going through the concept trying to make sure that we are achieving what we want to chief, which is inclusive playground for all ages and abilities and that that's kind of been the the main structure that we've been going off of this, all ages and abilities and trying to make sure that we're a playground that is great for kids, but also for parents and One person of that kind that group, there is a feeling great and they may not spend as much time there. So making sure that it's a enjoyable space for everyone has been important. And for all abilities. So they'll be a theme that we kind of touch on here as we go further along again, this is just an initial concept basis to hand. Skechers is usually what we start off with. You can see a lot of different items here. zip line, climbing structures. Hillside slide shade element, music activities. So lots of different things going into this different than what we have and some of our other parks. Here's kind of a little bit easier to read rather hand So initial concept that we're rolling with, you can see they're targeting a 2 to 5 year-olds as well as some of the bigger and older kids with a large playground future different hillside slide we do have playground call out. And that's and that's one thing that we're moving towards. A is having ADA accessible surfacing, all our playgrounds. So this will be accessible for wheelchairs. I kids that have some ability That is something that we do have as a standard for our parks and playgrounds. We do hundreds of a play guy, spec shuns every month. this is no different. Try to make sure that this is a safe playground. The little background in terms of our public engagement, I say, you know, with the master plan with a lot of public engagement. But we also know as things can change the pandemic. We want to make sure that we're hearing from the end user Chile here. We're meeting with group elementary school and calling tree to get ideas and feedback on the design elements. One of the things that they kind of talked about was having different, you know, different activities, different things to climb different towers to go into. I can remember. A rocket ship at Central oversight part. I'm sure many, many of you do. It has core memory of mine and that's something that we wanted to provide with this park, something that I will resonate with the kids and I kind of create those lasting memories. We plan to provide an update to the elementary their kids kind of show them where we are in the process, make sure that they feel engaged I think for him and kind of the great to have try to get them have a field trip to have all of them out there, which would be which we pretty city staff also engaged with Hart Spring Invision. Their local services from parents, abled individuals. They provide a lot of some things you know, you don't typically maybe think about one thing that kind kept in my mind was. A lot of care takers. They want to make sure that they can keep an eye on their kids. Sometimes that the kids can just instant. see something or want to take off. So having firms around the playground was important for us, making sure that we have designated entrances and exits was one thing. Our playgrounds are just kind of more open, trying to make sure that again, we're providing a safe place for not only kids, but also for for the for the caregivers and whatnot that are there. For those that do you creating different textures within the park was one thing that I I didn't really know about. But but a lot of sense about having different textures, different spaces for kids to kind of calm down and decompress compared to, you know, a lot of times a player out can be just a whole bunch of activities to try activities and notes and spaces for kids that you know, maybe they want to just kind of play on their own or maybe that, you know, there's a lot going decompress. That was something that we learned. Another thing was that some some children that not as verbal earned their nonverbal or have different signage that they going point to to express how they're feeling or there emotions or if they want to leave or if they need something. So trying to provide tools for caregivers and for kids to have a great time. So that was it was important for us to engage with services companies. Here's a rendering of the You can see kind those. Retaining walls as you enter. And we're matching that the arts cultural be in that area will visible from Harry Street. So again, create a sense of identity for the park. Also, crane, some interest not only in the park, but also as you drive by if you go in there for disco office also can be some, you know, some not only with the playground, but just for everyday users see their signage at the park. You clapped there in the lower part of the image creating. Identity for the park for something that we have I think it's continues. You know, as we've been evolving over the years about want to make sure we have an identity for for the park and one of those things that you can see here with hopefully over time will get those trees to grew up and so continue that kind of natural that the park already has. But here's a more refined kind of concept where we are right now. You can see there the circle, the our Fy Osmond that I mentioned earlier, couple things to know on this site are on this plan The proximity to the clubhouse can see that that's kind of the in the lower right hand corner. That's the the white box area. Very close to the users. If they use the restroom, they have restroom available right there. Parking is very close by which is great for also managing the entrances and exits by having you see a number 14, having the shade sails shade area. You can see when kids want to leave or if kid darts out, you can see them before you monitor those entrances and exits especially towards the playground exit into parking lot. One of the things that we also wanted to consider was access. You know, if a kid is in a wheelchair or a mobile, disabled or are handicap pathways that are ADA accessible to get them to playground equipment. It's very important. You can see some of those to above. Number 11, you see that trail that runs along. It connects over the number one, which is our big play feature that we have couple things to know different musical wheelchair swings, things like that that the exciting for all ages and abilities. There's a kind of the more fun side because you actually get to see what a lot of equipment actually looks like. Leave this here just for more for you guys kind of process. But the big thing to note is that number one, that DNA tower in the upper left-hand corner. That is where we're trying to achieve that goal that that we have heard from the elementary school that they wanted something to climb on, something for them to get vertical. And we feel that this is a great opportunity increase. That same piece essentially that rocket ship so many of us probably have in our in our minds. All right. Our we're trying new things with this playground. I clean the trampoline assault trampoline. A lot of kids that are and will chair our mobility. I have mobility challenges. They don't get the mostly just move back and forth in a wheelchair. They don't get move up and down. We learned that that helps with they're simulation by moving moving in different ways, including like a zip line, a turnabout. They don't really get to spin around again. They're mostly on the ground move back and forth. That wheelchair swing. It's another way great different movement. Help experience something that they don't get experience very often. So it is that taller structure that mention. One thing is I'm as I had kind of alluded to earlier, we wanted this to be a place for all ages and abilities. we're trying to achieve those that do maybe mental disabilities as well as physical disabilities. So creating place there's a green structures. Kids in wheelchairs can get to those for That road structure is very important because it does get that that vertical element that we're wanting. You can also have a little. Space up there at the top. I talked government a Missouri. They have one of said that the kids just go up to the top just hang out there that that's where their little spaces. That's a little decompress. Decompression space. It is accessible for adults to get up there. So for child does does he to come down are expend are uncomfortable. They do have a way to get down from there and is available for adults to get in and out. Sometimes we you know, with playground equipment. You kind of wonder, well, kind of a dull actually get there. We do feel that adults can climb up these roads structures and get their thing too. Found colors are still be determined on this. So don't necessarily locked in on the colors. But we believe that the the overall design on the says he's very strong. One thing I mentioned earlier was whimsical. We feel that plant palette that we've selected does help lead into that being a city you know, we're trying clear have more native species as we can being that. The city is also something that we that we have kept in mind trying to make sure that we are creating a spaces that do you help with the environment? We sure that plan selections to help with that as well as create color, textures and different things that you normally see just day to without being in a garden. For the dog We mentioned that there was an parking lot to that. We are using utilizing a we're back in salt. We've used this at to the north of McAllen, sparking seen a very successful there. One of the things that we kept in mind designing this parking lot was that we have we have a good feeling strong feeling that the parents that will be picking up kids from Griffith Elementary just to the north. There will end up utilizing this parking lot back in parking is a lot safer than head and parking because you get to see where you're going you know, a lot of times, you know, if you're in a parking lot, sometimes kids can just dart out and you can't really see them. So, you know, to look forward when you pull out of us all is is very beneficial. There are kids are dogs running you know, on leashes, you know, sometimes, you know, you can do. You can see the person that you can always see the little dog that's running you know, on a leash as they're, you know, going into the dog park. So we feel that back in parking is great because if you know pun up the back end of your your vehicle or open the doors of Saudis or get to a safe area of the seizing on a sidewalk. It is close to the dog park. We do have some travel areas around the entrance to help make sure that it does stay as as dry as we can. We are retaining most of the existing topography out there to create some interest for for the dogs and a lot. The trees out there to help create shade. So the the proof concept has been taken to district advisory board. Number 3 design council as well as a poor. Part commissioners was approved all 3 of those bodies follow our work will taken to Design Council a later date for feedback in approval. Seth, we continue to work with cuts on see move for a path forward with the bridges that is a concern of ours. And we do plan to address as soon as we can. We anticipate that the bidding for the playground dog Park and trail work will later in this 1st If approved. One thing to know is that we Start Park Foundation has agreed to donate $100,000 to the projects that we're we're very thankful for donation for this project. pretty jazzed about it. existing budget a little more than 3 million dollars was approved by City Council on January 10th 2023. And it's funded by general obligation, bonds the approved 2020 for 2033. Allen for a program includes a little more than 2.5 million dollars in 2024. and about 5 or 4 and a half million dollars in 2030, for other masterplan. One thing to know is 400 she's a 4 million dollars of that last week earmarked to go to play in community center. So that leaves $500,000 remain 2030. We feel that it's a A we recommend that we move that for initiate that now so that we can utilize that with this with this project, given that a lot of the funding has been reallocated to another project in district 3. So staff recommends inician all the funding available 2024. and again, that funny and 20 2030, for vice budget, a little more than 6 million dollars. lot of heart has reviewed and approve them. Anybody resolution as your farm. As recommended city Council for Design concept the body resolution. If you're reducing bridges, could we look at making or colorful artistic? Not just a basic safe We we look at that. But some forms of elements of colors or something I think would be awesome. Just making this park even more unique. And especially if you don't have to keep all the bridges. And there and then on the trails much I think it's Riverside Park. If there are maybe potential pass points from mile markers to talk about maybe some interesting information about this outside of Wichita or folks who grew up on the south side of influential and city or entry. Just something like that around springs. More attention to the parking things that are going on. And then lastly on disc golf, I get yelled at for saying first we go. For Des Gar off. You should have a whole eyes. course this like really difficult. Yeah. >> I will note it is for guards. One of the hardest ones in the city. So last the number of projects were reallocated or for plain view community center that left $500,000 remaining in for Elden caught master plan having it that far out made sense to move that forward. And given that we had removed a significant amount of money for this essentially a phase 2, having reduced pace you don't necessarily get the bang for your buck and address a lot of the things that we like to address main phase. So using that $500,000 and moving moving that up, allow us to make sure that this first is it as big as we can in the sense that would be the end of this project instead of leaving money out there in the future, just kind of hanging out there kind of limbo. We can now utilize that now and may best project as we can. And this would be off general obligation funds to 500,000. It's just. Funding request. We wanted include as much of the proven says we this first phase and see what was needed there. What the community decided was was necessary for the park, given that there's a length of time there. That was overthinking, had a huge vision, really had a lot of ambition to do something really big here. The price tag for that was upwards to 25 million to 30 million dollars. Which we knew was not sustainable. And so and we got to talking to the community and getting some more feedback to the dads and so are engagement. It was really clear that you really want to simplify the master plan and really bring it down to these 3 items. A new dog park, a playground and make improvements to trails into bridges. So that's the essentially a phase 2 has been phased out and this is just phase one that we're going to do awesome things very excited about the playground because this is really what the focus was all on his to do something really fantastic in bringing a great playground. So hopefully that answers your question. Going back to the funding funding was way out in 2030. Knowing those funds could be used for other projects. That's why last week we use those funds to go towards the Plain View Recreation Center. So hopefully that answers your question following question, so so this this money which take care of which was present today, correct? Okay. Yes. Will it affect it this golf course at all? Holes all the same or actually a lot. That's going to stay very saying, well, actually probably enhance this golf course because with Haleigh move, if you are the at the disco holes and make a little bit even more difficult. But I think it's a great. Compromise in regards to that's going on to that parking just acting. The interest of the park and bringing in Tiffany. It's just really enhance in the parking lot leave bring in the neighborhood to enjoy it even more. You think they'll still be able to hold cross country meets That's the plan. That's all all week. We design everything in here to address those interest and so there might be a slight adjustment here and there. But working with WSU working with their a cross country. Coach he's been very involved. We've been working with him. Quite a bit and hugely excited. The high school cross country teams are very excited that using this location as well. Thank you. He talked to us about how many of these do we currently have in our system. So people know about And 2, the question about dog How many of those do we have so can also partake in that aspect? Not just the top part. >> So whatever that we've been working on as a department is increasing. Service to all abilities across our services. We've been increasing our Miracle League program, which is sports for disable youth. And we've increased 300%, which sounds like a lot. But really when we weren't doing that much, it's actually been increasing in the situation with playgrounds. We have minimal opportunities folks with disabilities to use our playgrounds. And so this is one of our biggest goals to go after the something we're really excited about. I think this will be a catalyst for other opportunities for us to do this type of programs we bring in new playgrounds. Definitely be addressing those as we replace older with with this type of equipment. So we want to make sure that everybody feels included. But this one particular we really want to make it grand really want to make this a statement. And I think depending on future donations and other activities may add more most to this playground as well. So hopefully that answers your question. And we've a dog Currently. We have one to 3 for dog parks. Another one that's coming online out West Dog Parks a huge I think a lot of folks really. Enjoy them for the social aspect of not just for the dogs but for the people as well. Councilmember shaking head because and heard Israeli. We had a dog park and has been a huge, huge hit when we finished a country acres out west, which is something that councilmember fry, was really interesting getting done. We really worked with him closely and that dog Park. It's going to going to hopefully come online by summer or into the summer. This is just going to be one more dog park that will be in the central area of the city I think will be well used by that neighborhood. And I think that will pretty much complete what we're looking for in the future. We dog parks unless we get a huge amount of interest or there's certain other project that falls in lap. really want to put a dog park in each corner of the city and I think by the end of the year we're going to be accomplishing that and again, the dog I I really popular people are really interested in seeing those go into place. But also like to think runs a clubhouse out there. He does a great job as far or 2, but this golf course and a keeping up keeping the whole party drives around in a party doesn't have to picking up trash every single day. So it goes to him and that this golf community out there, it's a little to advance to course for me. I just golf game has slowed considerably over the last couple years. Obvious reasons. but I it's it's on the map as far regional attractions with this call so this is just going to be a great thing for the neighborhood and for the city. We do have an inclusive Center County Park. And I believe that's the only one currently. But like Troy said, we are putting elements and some of the parks and there are going to be. There's going to be a lot of momentum that way. So this will provide people on the north side of town, the south side of town in the east side of town, instead of having a at your cat up a disabled child and take them 20 minutes across town. There's something local easier access and with a lot of parents, that's a barrier that they This is this is a labor of love for everybody here. So everyone can be safe. And finally, today is national law Enforcement Appreciation Day. So just want to take a moment to thank our Wichita Police Department for all that they do.
