[0:00] Wayne Boucher: the meeting to order and stand for the Pledge of Allegiance I pledge allegiance to the flag of the United States of America Republic of which it stands one nation under God indivisible with liberty and justice for all and since we have a quorum we can have a role [0:27] Alissa McClure: counselor Geisler here counselor Nelson here mayor Boucher here [0:34] Wayne Boucher: um we are going to move on to announcements to any counselors have announcements to make I've got one that I'm going to get to uh okay [0:46] John Geissler: I I just had a quick two uh again compliment thank you for the counselor Electra showing up and getting uh educated a little bit here just especially with the uh with the presentation we had earlier and welcome to uh representative elect uh Natalie Zeleznikar and we look forward to working with you in the years to come so thank you for coming [1:10] Wayne Boucher: yeah thank you well um you know tonight is uh the person seated next to me is last official city council meeting of a long and storied association with the city I've got a little prepared script so pardon me if it sounds like I'm reading uh and many of us know the old saying the only constant is change but we're encounting countering some different type of change tonight with [1:33] Gloria Nelson's last meeting as a city counselor she's been a constant source of smart thoughtful success during her time on the council consistency has been a Hallmark of her time as a member of the council and maybe the best way to describe her dedication as a city of Hermantown and the community her efforts have led to consistent growth and consistent set success for the city she served as a touchstone and voice for many people particularly long time residents as our community has evolved she was Central in the wellness center project the boulder Trail coming online and has always been supportive of responsible growth in the community she's helped work toward better access [2:20] for internet and Broadband capabilities for all areas of Hermantown not to mention the improvements to the Hermantown Marketplace and our continued overall positive reputation as a business friendly family-focused community she knows both of these attributes are important to Hermantown she has Deep Roots here with her family as a small business owner herself she has long been a consistent voice in both of these key areas as a counselor and her impact will be felt far into the future where we know there will be more change we do have a small gift of appreciation for Gloria as a counselor it doesn't violate any state law but we'd like to thank you for your time [3:06] oh and give you something to sip your hot cocoa in and remember us [3:09] Gloria Nelson: oh that's so sweet thank you so much I love it [3:13] Wayne Boucher: and personally I'd like to say that I appreciate your advice in your counsel and the way you have represented the long-term residents of the community it's very important we have uh two people coming on board who have some pretty deep roots in the community themselves and uh I hope they can look at you as an example [3:39] Gloria Nelson: oh my thank you [3:41] Wayne Boucher: and I too I have enjoyed I think it's been 10 years for you right yeah true and then some terms of four so yeah that's been great and I've known you both quite a bit longer than that that's right and just something to remember as a Gloria has been part of [3:52] city government since 1992 when hito was born she was one of the original members and that's a pretty big plus before that she had some activity on the Chamber of Commerce that helped guide us and in our directions then and she was part of the original plan I mean planning for the first Summer Fest so she goes back a long way appreciate it would you like to say anything [4:32] Gloria Nelson: I feel really old not in my heart um thank you for all those kind words that was really generous I appreciate it so much um thanks to everybody at City Hall that [4:38] I don't have the pleasure and honor of working with as well it's really been a great journey and I hope to see you all around I'm going to be around Christmas party yeah I'm gonna still be around so thank you very much [5:07] Wayne Boucher: any other announcements from consul uh now is our time for public hearing we don't have any public hearings tonight but uh we do have we have communications on file Mr Mulder would you just give a short synopsis of the presentation we saw earlier [5:23] John Mulder: yeah [Music] um our staffing levels particularly on this uh in the patients have an ability to Administration Finance Communications and Public Works is that how that workload has changed given stormwater utility expansions of the sewer and water and then also with creation of the world Improvement plan so we just had them look at our staffing levels and our organizational structure and we had several recommendations um we'll take a look at those and try to development kind of action for presentation to the city council over the next two or 12 months [6:05] Wayne Boucher: foreign thank you um public discussion this is a time that any of the individuals can address the council about any item not on the agenda [6:12] we ask that you limit your time to three minutes per person is there anyone call so we've just wanted to um take a minute and just to thank him yes his two years of service um in the city council um we look forward to his continuing to serve the city um so we just want to thank the grant for his work he brought um from real skills and some insights [7:11] with his background through the city council and we appreciate his effort [7:14] Wayne Boucher: yes thank you grant to put anybody um in in uh in a situation to to get that so um I look forward to working with you all as a state senator and we're already getting to work on some things so I'm really excited for the the half percent of sales tax increase um the city council needs to approve an ordinance and reflects that and then we need to get that opportunities Minnesota Department of Revenue and they helped us through the process of verified officers [11:55] how that's Collective and when that's got it and then we have to Publishers so um this will pick a fact on April 1st and then pass this because [12:09] [14:19] recommended by the Department of Revenue that the city um um impose this tax along with the passing of the ordinance um and then this will uh direct staff to work with the state to make all of the necessary changes that need to made so that they will administer that tax and collect it for us we need to send this down to the Department of Revenue by the end of the year [14:52] Wayne Boucher: basis um you should be aware that we are looking at um whether that needs to change during the 2024 election for lots of different reasons but we will have conversation with the city council over the next year about what changes if any that might need to be made but this is an annual requirement that we need to submit to um the county [16:15] Wayne Boucher: thank you are there any questions or Boucher: portion by counselor Geisler [17:27] second by counselor Nelson Mr Muller [17:41] John Mulder: so um the city is planning on putting chip seal down on stubner road from Highway 53 to Maple Grove this is the one that we rebuilt like five years ago um and this work will be done by the county through a Cooperative agreement it's a much more efficient way for us to go get those beds and we get a better pricing working with the county as opposed to just doing it ourselves [18:01] Wayne Boucher: thank you any questions or comments from Council [18:03] John Geissler: I just would ask the funding there's just general Levy yeah yeah well and I I gotta look because we also talk about the positive using um Municipal state aid for this because it is a state aid road so um [18:12] sorry you kind of caught me off guard with that question [18:17] John Mulder: I always got to keep you on your toes yes we are going to use we are going to try to use state aid for this money for this [18:29] John Mulder: um so for the last three or four years I've tried to give presentations um on kind of my personal review of what's happened in in city hall or in city government in the last year so um [19:22] just real quickly um in 2019 I said it was probably my best year and I would say 2020 really wasn't a great year given covet and all that but um 2022 probably was the most difficult year I've had on a personal level so I appreciate your support through all of that and as a city we've done some again some pretty amazing work and that we can be proud of that will really change the community um and at a different at a new level because with the passage of the referendum we have the chance to um you know build another place where the community can gather um at the um and there's really is a center you know as a community center in a different form with the ice arena we [20:07] created the opportunity to create that trail where Community is being built on a one-on-one basis when neighbors go and walk on that trail together and and to me it's like that is like um is a great way for our us to build community is one-on-one with those those members and then with the reimagining of pickner Park Victor park has been a central feature of the city forever and this will give us an opportunity to give that um a reimagine that to give this um a life that it can be extended but also a new life in the in the turf field and in that Central area where we can have a summer faster in those events so it's been a difficult year we've done a lot of good work we've got a good crew [20:54] on board here the city council has been great to work with and so I just wanted to say at the end of the year thank you sir [21:02] Wayne Boucher: thank you now we need a motion to recess [21:05]
