thank you [Music] foreign [Music] [Music] [Applause] [Music] thank you [Music] as part of the American City's climate challenge we partnered with OUC and the science center to bring the Orlando tiny Greenhouse today visitors have an opportunity to engage in a lot of cool interactive features that will be guiding them on how to save money and reduce their environmental impact even though this technology has evolved not everybody can afford EB or solar right now so there's a lot of other great highlights of low cost and no cost opportunities to save residents money that you'll learn about when you visit the home and Greenhouse is on Wheels so we're going to be able to take it around the community and have people enjoy it and learn from it in various different areas of our community foreign [Music] thoughts from bumpy path [Music] this is such a friendly neighborhood because people have been aggressively waving at me a lot today what is that sound I keep hearing behind me oh I'm dragging a child's kite how long have I been dragging that for and why didn't any of these nice people tell me [Music] [Music] [Music] [Laughter] foreign [Music] and you get used to it after a while for the past four weeks we have been teaching the kids about telling their own story you know they listen to music all the time and they don't recognize that a lot of these artists and stuff like that are they're really just telling their own story through lyrical pieces our goal each and every day is to get every single young king to tap into his ability and his his voice to constantly allow them to you know feel more comfortable even in those spaces that might not be as safe but to be brave and to speak up for those things that they know they need to vocalize so I really want them to find their internal value find things that they're passionate about through this program and that's what MBK is all about is we come together and we're trying to just help coach them along through their processes to make sure that Partnerships like this and others that they'll be safe enough to be able to say oh I can do something that I've never done before [Applause] what do you know about dog walker watch um I think it's a great program where dog walkers like me who are out and about in their neighborhood every day they're the eyes and ears of the neighborhood providing extra set of eyes to the police if you see something say something it absolutely makes a difference because it will weed out the crime because they know that we're saying hello and greeting and we've made eye contact and that I see you uh it's easy you know you're gonna walk your dog anyway you're going to say hello to your neighbors anyway you're going to be walking through on a daily basis so it's just important [Music] [Music] [Music] well how I got involved um Randolph from Inglewood Neighborhood Center which is the naval Center that I grew up in I just love the idea because growing up at the shop that I grew up and they gave me an opportunity so why not give back I always loved art like in any type of form if it's drawing tattoo graffiti haircuts anything so once I turned 16 I got involved with the program uh since then I've been working here at the barber shop and learning new things he comes in he helps out with a lot of just you know the basics from sweeping hair to standing behind somebody's chair asking questions and I think him seeing my actions and the way I move and how everything functions I think he picks up on a lot of that as well but the thing that I learned so far is the more customers you can gain in the barber industry by it's not just by cutting hair and like cutting good that's not what barbing is all about it's also having a connection with your clients and understanding them and they were just teaching us how to manage our money save it and just use it properly in the proper way from business owner to business owner if we can help and the more people get involved the better the chances are that these young men growing up and young women growing up you know they can change their life I want to be above them and I also want to have my own business and the barber industry as well [Music] good afternoon and welcome to the July 17 2023 meeting of the Orlando city council we're going to begin today's proceedings with the invocation and the Pledge of Allegiance today led by commissioner Sheehan commissioner thank you mayor Dyer um here's a poem by Ralph Walo Waldo Emerson on the meaning of living a successful life what is success to laugh often Quorum please commissioner gray here commissioner Ortiz here commissioner Stewart commissioner Shan commissioner Hill here commissioner Burns yeah mayor Dyer here Mary you have a quorum fantastic Commissioners Stewart is the only one not here commissioner Ortiz is jumping the gun but he's making a motion to improve the agenda View and city council meeting minutes from June the 26 2023 second by commissioner Hill all in favor of motion indicate so by saying aye those opposed and so the motion carries we have no Awards presentation and recognitions today although I will mention that we had a very robust presentation budget presentation for the 2024 budget this morning that was very well done by our financial staff Chris again extend our appreciation to all the hard work that your staff has done and will be doing over the course of the summer making tweaks and updating Council on the budget to be heard in public hearings twice in September okay we'll move right to the mayor's update and I just have one thing we've uh we've been doing a lot of ribbon cutting on Parks and amenities and uh that's one of the priorities for this commission is to make sure that all our residents have places that they can go outside and enjoy we open the Grove and the packing District which is home to the new Orlando Tennis Center we did celebrations for the completions of renovations to Prince Hall Park and Dartmouth Park and one of the cool things I can say how great we're doing and everything but from an objective standard Orlando was named the number one city in Florida and the second best city in the entire country for recreation by wallet Hub so I think that's something that we can all be proud of and Lisa extend to your staff how happy we are to get that designation and have all these wonderful amenities that we provide to our family Parks and Recreation Department so that is all I have we're going to men move to the consent agenda which is the number of items that are acted upon through a single boat the council we give each of our council members an opportunity to update you on things from their districts or comment on items that are on the consent agenda we um we change the order or we take turns on who what order we're going to go in and today commissioner Sheehan is first up thank you mayor Dyer um just a couple things on the agenda today I'm glad to see that for debris removal during hurricanes we're actually using some local companies that's good because you know sometimes we'll use out of state we're competing and they're we're having to get them from other areas so very glad to see that item B4 I know the transportation staff is probably going to faint but I am going to be voting on the scooters today because I have seen a tremendous Improvement on picking them up and making sure that they're not blocking sidewalks and blocking Wheelchairs and blocking seniors being able to get around downtown so I'm delighted to say that I'm very happy to see the Improvement so I will not be voting no today but I want it to continue to to have the the good response on making sure that you know we want to have Micro we want to have other Mobility options we want to make sure we're not denying other people Mobility by leaving them all of the sidewalks in the streets in downtown so be voting on that today yes and also item B5 the Rogers keaney lease extension to get a grant um this is a wonderful downtown Arts District a wonderful community resource and I'm very happy to see them really thriving in this in this space and so anything that we can do to help them with their continued success I'm very much in support of and that's all I had mayor thank you thank you commissioner commissioner Hill thank you mayor and I try to be as brief it's uh commissioner Sheehan um I also will be voting uh yes on B4 which I'm delighted to see as finally get to the end of this and everyone's not a phenomenal job and I think the three choices are to be commended I really do want to see more of those Ada sit down scooters strategically probably about some of our senior complexes here in the downtown area we have about three or four I think one directly across from City Hall and two more down Lucerne and a few others downtown and then we have have two on the west side of I-4 which is uh on Jackson Court which is Jackson Street and then another on Westmoreland which is um Carver Park and I think it really will help those senior residents because many of them due to the insurance they have wasn't able to get those Mobility uh scooters and with them being able to have access I think will connect them to our downtown and other things for them to be somewhat self-sufficient so hopefully we can get a few more of those on board strategically in those areas where we have those with some disabilities but congratulations also I'll be supporting B5 which our Arts group downtown are doing a phenomenal job and most definitely there at the Fort Kenny's that's just a community of for everyone and they just do a phenomenal job so glad to see us be able to support them even more so and especially uh in honor of Mr Kenny and all that he have done for this city uh we can't give enough I do have outside of that on Saturday August 5th we'll be having our district five back to school and food distribution event presented by Second Harvest in a host of educational resources health and wellness information I think of course by some health is also going to be out there have offered their services from their Dental mobile to their health mobile so thank you for that CEO Burns uh Slash commission I appreciate that sir uh there'll be also opportunities for job opportunities our Rise program will be out there along with free food and entertainment from our community centers uh I can't thank Orlando Magic Orlando City A1 orange Humana our state of Florida and of course mayor Dyer in the city of Orlando for all their assistance where we'll be serving close to a thousand uh Youth and families uh on that Saturday and I couldn't do it without Lisa's team over at the Recreations and parts all coming together for this momentous occasion there is something that I'm supporting that is on our agenda I just need a I want to support at least but if it's possible I see the applicant here I don't know how to go about doing that is there a proper form there just had a few questions it's about a school for conditional use in Paramore which item is that commissioner that will be I believe it's the mpb minutes mpb minutes uh D5 at 822 West Central Boulevard permit for grade one through seven schooled up to 20 students with our Crosstown Ministries C4 the minutes from the mpb yes sir uh that's a little unusual commissioner okay what is it that you want to do um I I just want to know about the safety uh I know that it's for great calls uh a great uh organization that's already in Paramore doing good work there on Paramore even a Paramore resident but the facility that it's going to be next to I'm a little concerned about are the safety mechanisms that's been put in places next door to the Christian service center and who would you like to have speak on that uh he's here Eric Sykes from Crosstown Ministry okay would you like to come up and do that all right if you'd state your name and address good afternoon thank you for allowing me to speak my name is Eric Stites uh home address is 843 McFall Avenue but the property and we're talking about is 822 West Central Boulevard so yeah I'm happy to speak to any of the concerns yeah I guess my actual which I know you uh one of the leading homeowners here in McFall Paramore area for years now I have helped me uh really build a morale of that Community there and do great work there on Paramore over in that retail Center there and at the church so I'm not doubting that my all of the work that you're going to do at this space or any space because your heart is in it your wife's heart is in it and you all are passionate about Paramore That's without a doubt and I know that Eric um I guess my concern was the safety issues when I found out that school was next to the day Center but we have a lot of issues right now that's unresolved at the Christian service center with vagrancy and people sleeping on the sidewalks and I just was thinking more so about the children coming in and out and what we're going to do to protect them because that is a hub that you know we're being compassionate about putting children in that space is somewhat scary for sure no I share all of that understand that when we lease the space which we released it several months ago we knew what we were you know getting into I think at this point a couple things one is the students that are going to be there they are we already know who they are and we already know all of their parents and we've invited them to come so they've seen the space they know where it is so the first thing would be to make sure that the people who are actually going to be served by the school understand it and are on board and they are obviously you're hearing that from me but I can connect you with those real people to say so that you can know that their concerns are already you know mitigated if they had any but second of all another layer of that would be we had spoken I had emailed you a couple weeks ago about potentially putting a fence along the front of our property to prevent the loitering kind of all around like right on our property itself so if we can figure out a way to come together on that I believe that would mitigate any potential you know issue of people actually being on the property itself um because um other than that once we're inside our property I don't think there's any issues of safety Christian service center Eric and I have a great relationship Eric gray executive director I know they're getting some money to put in a no climb fence in between our property and theirs and then the plan was to bring that no climb fence across the front of the property as well just to add extra security for that purpose both for them and and for us so I think if we can come to terms on that I believe that will mitigate what you're talking about and that's actually why I reached out to you because that's the safety of making sure that people aren't there present all the time overnight those types of things so this is right now just at mpb as we move forward before it comes to council mayor and Commission I would like to see a better safety plan anybody can go over a fence and snap your kid or hurt a kid and we're dealing with some pretty tough issues with the people that are congregating outside of the potential School and the service center on many of them we have mental health issues substance abuse issues and different things and just to be less than 10 feet away and I don't know the ages of the children I know all of us want the best work there are more in the children so to see if we can put a safety plan a true safety plan along with our law enforcement and it's within the CRA I believe because you're not west of Westmoreland to speak with some of our uh with David and some other folks let's put a plan together that will be great for Learning and safety there I'm in support of the school I know you do a good job and we need more organizations like yourself that want to help us change the trajectory of those children lives but we want to do it in a responsible manner so uh before we actually I guess zoning it would come to us eventually right this is it today all right what do you have besides so what we can do Eric is let's get together um I'm gonna go ahead uh because I I see the work that you've done there but I'm not quite where we need to do be from a safety issue because it's not next to just a regular building right and if you could work with myself and staff in our cr18 to see what we can do to see we're making a little bit more secure happy to do that is that okay of course yep okay all right thank you man all right thank you that's all I have okay thank you commissioner help commissioner Burns okay good afternoon uh thank you mayor uh just a few a few updates uh if you want to join me and my team uh meet with me and my team we have satellite uh office hours every second and fourth Wednesday I had my first satellite officer at El Claudia Allen Senior Center and I had a great time I wasn't expecting the house so much fun uh there we have some very energetic uh energetic seniors so we're there addressing some of the current concerns but also uh talking about the city's housing rehabilitation program so I will be rotating our office hours throughout the district between the Smith Center uh El Claudia Allen Center and the Grand Avenue neighborhood community so the next one will be the 26th of this month at El Claudia Allen and they run from 9 00 a.m until 3 P.M also uh we'll we will be hosting two back to school bashes uh the first one will be at the uh Grand Avenue neighborhood center and that will be Saturday July 29th uh from 10 to 1 and then the following day on Sunday July 30th we will be at the Dr James R Smith Center from 1 to 3 o'clock so we asked everyone to share share this information spread the word uh because we'll have backpacks and other other services as well uh mayor on the agenda um item B4 I would uh just want to speak briefly uh I do support the issuance of the permits but I do disagree with the rankings uh that was provided by the advisory committee and I expressed this to the team and my reason for that is uh the third I guess the third rank vendor I think is vo rides they chose not to participate in the pilot because of financial the Financial Risk and I just thought that um you know why we have a pilot there are several companies that agreed to participate and take on some of that risk for them to not participate because of that risk but then come in and able to benefit of the full program I think uh does not do a a good service especially when the fourth rank uh vendor did participate in the pilot but they won't be given a permit they will only be given a permit after uh if one of the other uh the others fall out so again I agree with the issuance of the permits but I do not agree with the ranking so uh mayor I'll be voted I'll be a no vote for uh B4 and that's all I have thank you thank you commissioner Craig thank you mayor events in District One both fast and in the future on my website and social media and I want to pick up on what commissioner Burns said because that's the one big issue for me which is before and also mayor kind of bleeds into the MPV minutes on C4 one of the items which I know we're just approving the minutes but you know we do a pilot programs here and and I've shared this with staff so this is nothing new we do a lot of pilot programs which I'm in favor of I think that's a great way to test things but very seldom do we get whoever's leading that from the staff perspective to come back to a workshop and tell us what worked and what didn't and commissioner Burns brought up an issue I wasn't aware of of the financial piece maybe I should have been but I wasn't but if you look at the report I got one of the other respondents didn't provide any incident uh information how many accidents did they have Etc so I think before we turn staff loose whether it's in this case for B4 which is the RFP or in the mpb minutes for the LDC change to the mobile Vending we should have I would think or I'd hope a briefing to tell us what worked what didn't and then we as policy makers can give staff some direction before they go and draft an ordinance and then we have to sit here and argue about an ordinance so I would make that strong suggestion that when we do pilot programs it's great for sure I think that's fair okay thank you no it's that's code word for move on I like it no I'm agreeing with you so don't no I get yourself out of it thank you sir and my other comments were on the dto and some of the things that are in the hearing so that's later on not the consent agenda so I'll wait for those so thank you sir thank you commissioner Ortiz Mr Stewart listening is he going to be talking after me I don't think so nope all right the mayor good afternoon Commissioners uh so item three under CLA this is actually a companion item to an item you just voted on under the consent agenda it was item C8 under Economic Development this is the amended and restated open space agreement as you will recall uh this agreement has come before you several times it's the method by which the CRA contributes funds to the city to complete projects within the CRA area this one specifically focuses on Lake Eola there are several projects to which it is in reference to uh the restrooms which we've discussed the project management associated with the area surrounding the Ting and the wall around that this very Fountain Plaza as well as one North Rosalind which is the former 7-Eleven site it's a total investment of the CRA of just shy of 1.3 million dollars [Applause] okay are the questions of not if they're a motion can I ask a question mayor please uh yes I'm sorry commissioner thank you um David it mentions in the staff report uh uh the the uh the plaza the cost not to exceed 275 one North Roslyn 750. do we what's that based on do we know what that is yeah so they're they're specific bids the one North we already have a bid it's actually just shy of five hundred thousand dollars we're building in just the appropriate amount of buffer that funds would not be transferred should they not be needed but yes they are construction bids or bids from our facilities Department depending on the project should I know what those are or not should you know what those are I mean I'm not we might want to spend more money I don't know I just don't know what we're getting for them for the money because again I just there's not a lot of communication uh not that I distrust staff but you're asking for us to to allow a million dollars in CRA and I don't know where the million's going sure so it the the list I'm happy to go over them with you commissioner the list in the item denotes the projects that I just went over in High Level the wall surrounding the Ting the plaza surrounding the Sperry Fountain and then the one North Orange which when we demolished that 7-Eleven there is a pocket park that is slated to be there with the hope that at some point in time we'll be able to connect that area throughout the entirety of Lake Eola Park happy to kind of go over those and in there and uh you know entirety with you these items are items that we along with the parks department identify for quick action as we ultimately look to in some of our later items help the parks team implement the full Lake Eola master plan well you had me until you said quick action there because we've been talking about this for a year or two all I'm saying is not that I'm an urban planner we got some smart people up here but if you share what you're doing perhaps there's a an idea or two that would come up to say hey maybe we should spend a little more money and here's an improvement we can make so I'm not saying we shouldn't do it I'm saying it's hard for me to vote on things when I don't know what you're asking me to vote on other than giving you a million bucks so that's a request in the future if you would sure happy to connect with you in the Park Stadium thank you commissioner that's all I had mayor thank you okay I don't remember do we have a motion motion by commission second by commissioner Hill further discussion hearing none all in favor of the motion indicates so by saying aye aye as opposed to motion curies number four yes mayor item four this is a facade and building stabilization Improvement Grant uh this address is 642 West Church Street uh may sound familiar to you this was actually a grant um that we presented and awarded several months ago but since then the program has been amended and this property is specifically in our Paramore Focus area so in working with that business owner they were eligible for additional funding so that program be terminated so they wanted to go ahead and seek that opportunity so they can also invest alongside the business owner or one of the business owners um who is uh you know Jay Henry's Barber Shop who would be taking residence in there the building burned down as you may recall um the building in and of itself with the new program could be eligible up to two hundred and forty thousand dollars at an eighty percent match the improvements that they have left along with the improvements that they would kind of be making to the space that Jay Henry's would ultimately occupy qualify them for 157 406 and 80 cents this actions today would both terminate their former agreement and approve this new agreement for funding motion box commissioner Hill second by commissioner Sheehan discussion hearing on alternative motion indicates said by saying I I suppose motion carries number five item five this is a retail stimulus grant for White Rabbit Orlando LLC White Rabbit Orlando is a restaurant concept that's seeking to come into downtown right along Robinson at 27 East Robinson specifically so they have a wide variety of food that they're they're hoping to be able to share their uh some of them I'll read you some highlights just because they're exciting seafood paella empanadas Char grilled octopus and my favorite lamb lollipops along with beef sliders so some exciting things and unique food coming to downtown they are eligible for up to one hundred thousand dollars from the Dr the cras retail stimulus program 75 000 of that for build out improvements or tenant improvements and then twenty five thousand dollars towards their first year rent they are spending just shy of six hundred and seventy thousand dollars on the improvements that we're able to assist them with so they qualify for that full amount so moves motion like you Mr Hill second by commissioner Sheehan discussion hearing not all in favor of the motion indicated so by saying aye aye those opposed motion carries number six okay item six so I pulled up a presentation on my screen I'm not sure if it's up on yours yet but I will get started so over the last several meetings we've talked at various times about an amendment to the CRA plan so I wanted to walk everyone through just high level the context of that plan nothing here completely new we've talked about it before but we do have some official process that we will be asking you to consider today so the first of which is just the question is what is a CRA plan why is it so important so the uh the downtown CRA has a plan it's the method by which new activities are identified and prioritized for implementation and funding throughout the downtown Redevelopment area and then obviously over time changing conditions and development uh Readiness coupled with staff research of findings necessitate the plan to be periodically updated which is one we have today so uh the amendment context of this 2023 detail Outlook part two addresses three specific items one of which is the implementation of of the Lake Eola master plan second is design the construction of under eye and third is the Redevelopment of the Bob Carr theater I'll talk just a little bit about each of those projects now the first of which the Lake Eola master plan which we spoke to high level earlier uh is as far as the plan relates it's updating the plan to acknowledge the likiola master plan it wasn't in existence when we last updated the plan in 2015 some components of that plan are are looking at an ecosystem-focused updates key improvements to the amphitheater restrooms and infrastructure to support diverse open-air activities it also discusses new Gathering areas that can be created along with seating decks and docks and unique storm water features and then you see the list of other improvements which include updated playgrounds Gateway features flexible event space in The modernized Pedestrian system throughout the park the next project is under eye so the design and construction of that initiative the plan currently refers to this area as the bridge District which is what we called it back in 2015 so it updates the references to that uh the area in and of itself is just shy of 10 acres and is generally bounded by Washington Street and Church Street with additional components now of including the areas of all the underpasses within the CRA area which we would look to replicate some of the concepts there it would be a public place making effort and has the potential to unite the downtown area in its diverse sports and entertainment districts with unique public space that catalyze to catalyze economic opportunities and become an iconic destination the final component is the Bob Carr theater Redevelopment so as many of you will know that building was initially built in 1927 as the Orlando Municipal Auditorium and has been renovated or reconstructed over the years into a variety of different things it is currently closed but it last served as an about 2 000 seat Theater which is complemented by a large Plaza so this would ultimately seek to kind of merge two Redevelopment plans uh both celebrating Orlando's history as well as acknowledging its location in Creative Village as the potential to be the centerpiece in a Digital Arts and Technology environment foreign so just a note on some earlier actions that have been taken on the plan uh the first of which uh was in the CRA advisory boards May 31st meeting where they recommended approval of this and forward it to CRA and city council for your review then on June 20th uh the mpb found the plan amendment to conform with the city's growth management plan and that brings us to the requested action today which is to forward this plan to city council and recommend it for approval and Adoption of the resolution questions okay commissioner Hill then commissioner gray and for anyone in the public that's wondering why we're affording something to the city council since we are the city council we are currently sitting as the CRA so um in our capacity as a CRA we're considering this to send it on to the city council Mr Hill thank you Mary and I will be in support of forwarding this to my colleagues here in the city council for approval but as we move forward I just want to make sure that we don't forget the west side of i-4cra and Optics is everything when I look at this I don't see anyone on this that looks like the west side of our floor this looks very gentrified it looks if it's all downtown and those are the people that matter and I'm not trying to bring up the race car but it's all Caucasians and we do know that the CRA is within Paramore what we call it creative Village we can call it whatever we like to call it but it is a historic African-American community that we are doing our best to revitalize in a responsible Manner and this if I knew it wasn't this board and this man would cause me to have heartburn because it doesn't look inclusive it doesn't talk about inclusion so as we continue this conversation about the under eye and Bob Carr we need to have more charettes with the people that live on the west side of I-4 just rather than talk to our downtowners and our business owners and our tech people we as we always have I think we need to continue in that vein and especially when we put out leaflets that it does and I tell you know talk to you guys all the time about office that it does need to look like what the city represents versus one group of people because I know we're not doing that but it could look like that right and that's all I have man thank you commissioner commissioner Greg thank you mayor David I need to have you help me connect the dots and this is something I've shared with you and the other staff members so each one of these three projects in my view they're all worthy of Lake Eola under eye in the Bob Carr but we sat here in September of last year in a workshop and we had engaged three consulting firms plus some of their sub Contracting firms to help us and they came up with five goals for dto right and and commissioner Hill started to hit on some of them downtown should be a place for all people should be personified by a vital Street system and Travel network um exceptional every day neighborhood of diverse districts and cultural Hub of the region all very worthy causes so I'm trying to connect the Dots here the three things that you're asking us to include in and amend into the plan all worthy but we got a lot of moving Parts downtown on the North side we've got the north quarter which is evolving uh and growing we've got creative Village huge investment in Creative Village come down to under eye keep coming you got the you get the two venues you got the arena we've got Performing Arts Center and then you go to the west side and you've got Lake Eola and we're gonna with the state's help I guess kind of give Robinson Street a diet and amongst all that you know we heard from those Consultants you need more tree canopy you need to look at your street thing so I guess my question is connect the dots how do these three venues well Worthy on their own how do we connect all the dots so that downtown as best we can plan is a cohesive group that that under eye supports the venue of the Arena that Lake Eola helps the Robinson Street and that that we can get creative Village participants downtown that's a big job creation for us we thought so help me with that if you would um as you're asking us to approve plus or minus 120 million dollars in three projects how is that all going to blend in with the overall plan absolutely commissioner and just for clarity there the funding components there's no funding approvals today I think the numbers that you're looking at are conceptually what items of this nature could how those could fiscally impact the CRA but we're not there yet this just includes them in the plan but I'm actually really excited to hear that you recall the presentation on September 26th of last year and those five key priority areas the project you're you're specifically talking about project tto 2.0 with the action plan of how we take downtown from where it is today into the future um so we're actually at a really great juncture point with that specifically that team is aware of all these projects we've been in constant communication with them uh where we specifically sit with that is actually just last week the team really presented to the senior staff here as to where we are which is specifically in phase three of that plan which phase one was gathering all the data they talked to you some about that when they were here that day phase two was strategizing throwing everything all our ideas at the wall what could be stage three was then taking that and refining it to it and then bring out what specific recommendations that they saw would help do all those five things that you just reference um so that's where we are we are about where I sit today uh 60 75 days away from having that plan fully baked and and uh we'll be communicating with you through that time we're sitting down again with senior staff next week to kind of discuss what their presentations were and we'll be back to you but I can reference that team is doing exactly what you're hoping they would do is being acknowledge all the opportunities that we have in downtown how we make those work not only from a place making perspective but also from a pedestrian perspective how do we make them work from a worker's perspective from an event goer's perspective so that irregardless of the activity you choose uh to patronize downtown for you have a great experience and hopefully want to come back again to experience it in a different way or in that way once again great so why don't we wait two or three months until we hear from them before we implement this I I don't know why I work no it's a great question and that was the original plan quite frankly commissioner because we would be anticipating coming back before you with another request to update the CRA plan taking into context the results of the dto plan it brings me back to a statement that you made in the earlier presentation which was you know I said well we wanted to do these for quick implementation and you said well I will debate you on quick that also is a process we've been talking about just this specific component now for several meetings because we have to go through a process to update the CRA plan so in order for some of these things that they agree are important as you have agreed or important and will not impact the ultimate outcome of what they're recommend what they're recommending that they move forward and we ultimately seek to have these integrated in the plan continue to move these projects forward and then bring back the additional update to the CRA plan that would be needed to accommodate kind of the rest of the story of the items that you discussed because I know one of the key issues that I heard from excuse me constituents was traffic patterns right because we're talking I mean big radical changes going from two-way streets or one-way streets two-way vice versa and I really would like to know how how that is going to impact some of these different you know districts that we're talking about downtown before you ask me to to change the CRA plan a plan says we've talked about it we know what we want to do and probably won't work exactly like that but let's get all the information and come up with a plan and it sounds like we're coming up with a plan and then we'll get information in 30 to 60 days which I don't I just don't know that that's the best way to go at it from my my view sure okay mayor that's my two cents thank you thank you commissioner commissioner Hill your mirror and my echo commissioner gray I don't have to repeat it but uh to hear that it's going to be 30 30 to 65 days completed for me we haven't had any input no one's came to the commissioners to X what they think under eye should look like or I'm certain maybe commissioner because I remember him coming about three years ago about Lake Eola but that's the last time I heard anything new here that we have it's something that's almost completed I think they need to come to us at least one more time to give us an update and at least get some final input from it yeah absolutely commission we plan to to wear shorties thank you mayor um what kind of participation are we having uh Orlando economic partnership how are we getting them involved in all this well these specific items uh commissioner are Park spaces we're in you know continual communication with oep we presented to both van as far as we're talking about a little bit on two different cities and then the plan amendments we're talking about the big plan about revitalizing the whole downtown and all this connectivities and whatnot but in the business side I want like to know how are they involved in order to help us bring a diverse diversity in terms of the businesses we're bringing downtown yeah so absolutely we uh have have connected with them we've also presented to their executive team um right here in downtown at their new office and hosted a luncheon where we got to kind of share similar presentation to where we shared with you all in September and then got their feedback and continual invite for them to interact with additional components as we move forward now that we're entering in again to that the the potentially moving into step four or stage four I should say of that process um and we kind of have all these all those ideas ideas coming together with visuals it's that time where we start to kind of recircle the wagons get back with Commissioners like yourself as well as the members of our business community and other stakeholders to kind of now show them where their earlier input how that has ultimately culminated where we are today and then ultimately before we come back for approval on that separate plan which is which is not what we're asking for today just to be clear first plan the first plan for dto was established back in 2014-15 something like so it's almost going to come to it's going to be almost 10 years next year of the initial um how long before we start implementing these things because we've been skating in the same ring for a little bit sure so the project dto 2.0 plan has an implementation plan along with it um some of those items are are you know should they be approved initially kind of tagged to start uh to be moved forward later this year uh and then the rest is a culminative plan to hopefully have the the big projects there's always things that will lag on to hopefully take uh somewhere between the five to eight year period for full implementation understand that full implementation of what's contemplated as you heard them talk about are major changes to like downtown that we have today both from a transportation perspective from a right right-of-way perspective with our sidewalks and then pretty much everything in between with our ground floor activation the only thing I ask just like I mentioned gray well every commissioner here is please please please keep us abreast way before things come to city council that's all we ask to know so we can be participants on this yeah I was just going to ask David um before I nobody even propose a motion is there anything critical about doing this today as opposed to 90 days from now um I mean I think the context of why we brought it forward if you did think it was critical to be able to continue to make the progress that we want to make the other side of that story is we never know what's going to happen between now and 90 days sometimes things take longer than we anticipate them to um because ideas get brought to the table and you want to integrate them and that takes some time to shred out um if it was specifically on that time frame I would say I don't think so now if you know Can I 100 say that we will be back before you in 90 days with that plan it's too early to say that but that is what we're targeting but I think the reason why we put it on the agenda in this fashion is because we felt that it was important to keep the momentum and make the progress that we wanted to make no and and I don't doubt that in it just under eyes the perfect example that we've been getting bits and pieces of that right first it was going to be Three City Blocks now it's kind of two city blocks first it was going to be three blocks of activation now we're gonna have some parking again not not questioning whether those are the right decisions but we haven't quite made a decision what we're going to do on under eye and we we've spent some money trying to design it I think it's time that we come up with a plan and we all talk about it and say hey if that's the right thing let's do it um but I don't know what we're accomplishing by this to adopt a plan and I think by your own words said we may come back in 90 or 120 days and modify the plan why don't we wait and see what the you know professionals say we can blend that with our professional staff and maybe we can come up with a cohesive plan and get stakeholder buy-in and and and go with it but that's a suggestion and if you're okay with that is there any compelling reason we couldn't wait not that people accept my motion but is there any reason you we we would have to do anything right now I mean you don't have to do anything right now with that being said Here Comes Brooke that's what I was going to write thank you yeah so there are projects that are actively underway which Brooke was just referencing to me that we've discussed which are temporary improvements to under eye so this I want to be clear about what the plan amendments and I think I mentioned this before they're cumulative so one does not erase the prior uh they add on unless you go back and and say hey we want to remove these items from the plan but for the most part they are all cumulative there are projects that are slated you know that we've discussed between that are happening right now as you referenced about the temporary component to under eye what this does today by integrating these three specific projects into the CRA plan it just allows the CRA to fund those items now specific funding for those have to come back before you your approval today does not allow the CRA to spend the 120 million dollars or whatever you referenced earlier commissioner on those items we would have to come back before you uh with obviously any of the appropriate information that you would request or would would uh you know want to have before approving those items and then present that what this does is allows the CRA to basically make those asks so we can keep these projects moving forward that's the most specific one that's moving uh forward the fastest are they moving forward if you're not spending any money so there's other components so the under eye was referenced in the earlier plan under the bridge District as you heard me reference very different concept at the time so as we're looking now to potentially spend significant amounts more money they've spent some funds uh under design which we've brought to you in previous Concepts to look at what that space could be and how it can be best utilized now we get into the point where or should we if things ultimately be approved that more significant asks are going to be made and in order to do that it's appropriate that the plan in and of itself be updated accordingly to reference what that Vision specifically for under eye and then the two other projects that we discussed of what they what we anticipate the look them to look like with the information that we have today okay well look I'm not going to dominate the discussion but for my two cents I'm going to be out on these until we hear what a comprehensive plan is not detailed to the penny but a comprehensive plan to make sure the traffic patterns match up with what we're trying to achieve in in chemistry Hill's concept of creating diverse districts like we said we're going to until we hear that I think I'm out on it so but thank you Dave there's that thank you commissioner Hill I'm going to go ahead and support it this is fact that there's no funding in the tax sorry okay oh um I'm gonna go ahead and support it due to the fact that there's no funding today attached uh but I am uh as my colleagues that we do need to continue to talk about the diversity that this city represents especially in this holistic downtown component and it just don't stop the conversation can't stop at the under eye that there's more people need to be at the table and I don't see that happening and Elizabeth I'm trying to see how does this fit in into the plan that I've asked for the last few months or so into the Paramore component with that comprehensive plan on how do we move Paramore forward with connecting uh the under eye and dto so I agree with commissioner uh gray that there's a lot of moving pieces that you all know but we don't know and we need to know more in order to help you all with the vision have so we can be a little bit more uh involved in making the sausage versus as you say when it's 95 baked at that point you know it's almost finished but we like to be a little bit more involved but I will be uh voting yes for us to move forward uh with this today commission Ortiz thank you mayor um David it's confusing to hear about the different projects you say that they're still coming down the pipe and and how we help and I see what you're trying to do is basically get permission for us for you guys to include these projects and then come back but um the only thing as I said before transparency is is Paramount here and I think it's it would be very neat if we could come up and you guys could come up and say okay these are the projects that are coming in in addition to or if it's just part of it or whatnot in order for us to understand the whole concept it's really hard for us to analyze when you come to the podium and you say well you know we're dealing with these projects but we don't know which particular projects you're talking about we have a duty to our community you know responsibility fiduciary and and in every aspect so we like a little bit more transparency in a sense of what exactly is going on at the time is going on in order for us to be able to communicate that back to the community um what commissioner gray I think is very uh said was very valid in terms of in order for us to to be able to adopt this we need to have a Clear Vision um and have some sort of estimate of how much this is going to cost if we don't know how much this is going to cost we keep adding projects without us have an idea this can accumulate 2x amount of dollars that we may have to really rethink about it so how about if we talk a little more about this and and as he asked you know is this going to really hurt us to wait a little bit before we really take on this or can we wait a little longer and then uh come back with all the facts all the details and then we can go ahead and move forward is there something that's a feasible I think it depends you ask I think the businesses that are going to be most impacted by uh we've been the the community I think I'll say at large there's multiple factions have been clamoring for more parking in Downtown especially easier accessible parking and they feel that would drastically help them both lease spaces that we currently make it and then also patronize businesses so I think those that will be specifically impacted by that would you know would say you know we really need to move forward as quick as possible you still have to come back to us for us because For the Money for the for the additional money for the construction we anticipate being back before you at the next council meeting should this be approved today um I believe the consultant team AECOM met with you shortly after the original approval of their contract and getting some ideas um and then the that next approach for just a temporary component of what under eye can be as we ultimately look to achieve the full vision uh we'll hopefully be back within the next month can you at least give us some sort of rendering or something how many steps this is going to take and what is going to be coming first second third how much are we going to be spending periodically on this project for us to have a better idea of what we're talking about here so those individual hey we can yes those specific components I think David I think the disconnect is here that it isn't actually this piece of it the Commissioners just haven't been updated on these three projects and where we actually are so it's a discussion boy because this is more conceptually just putting them into the plan to be developed in a or specific manner so I don't think this is actually where you want the fight you're just you're telling them hey dude we haven't heard anything about what the under eye is supposed to look like we've taken a little bit more Direction and I'm going to take the the uh whatever the couple arrows for some of the change in Direction because it became clear to me at some point that if we did totally weigh and didn't bring back some of that surface parking we were never going to make Church Street viable again so we kind of changed a little bit of direction to have still have the part and have some parking around it but that changed the complexion and I haven't actually been briefed on what it kind of looks like at this point so that's that one the Lake Eola Park master plan is a lot more developed than that we've already got um what that really looks like and how we're gonna how can we do 50 or 60 million dollars worth of improvements over the course of whatever time frame that may be and I don't think I doubt any of the Commissioners have had any briefing whatsoever on The Bob Carr in terms so that's kind of the issue it's not necessarily simply putting these into the conceptual plan that we can work on them and say just haven't been brought up to speed on three pretty major projects we've been talking about for a long time all three of them really correct me is that happy to do that fear yeah yeah just like to know where we're going yeah so I agree and then there's you know when we start talking about the under eyes things might change Mary because now those that have uh what is it trademark uh the developers there that's building a three-car four-car garage right across the street I'll take this on and let me figure out whether it's better to do a workshop and just bring us up to date on all three of those Brooks shaking her head like yeah that's probably the best way to do that why don't we adopt these things in either one of the next two 1982 and as I mentioned before plan amendments are cumulative uh coupled with the existing dto Outlook it contains all of the requirements of Florida statute section 163.360 you see them listed before you earlier approvals were on May 31st we're the CRA Advisory Board recommended approval and forwarded it to city council for review on June 12th the CRA accepted the plan Amendment and forward it to npb on June 20th the mpb affirmed the plan amendment is in a conform conformance with the growth management plan and the city's comprehensive plan as required by 163 as well the current CRA plan is uh planned through January 1st 2042 so this action approves the existence of the CRA through that date and that moves us to public comment okay Madam clerk do we have any requests to make public comment
