e e e e e e there she is okay good afternoon and welcome to the public comment session of our city council meeting for October 22nd I am sitting in for the mayor and I'm going to ask Pastor Stephen blandino of seven City Church to come forth with the invocation at the end of the invocation we will all remain standing for the pledges Pastor welcome thank you shall we pray Lord we come to you in the name of Jesus and this evening we thank you for our city leaders and their families you know the pressures they face the challenges they navigate and the decisions they deliberate each day so we ask you to give them Grace and strength we ask you to bless their families with peace and joy and that their homes would be a refuge of Hope filled with your presence this evening we pray for mayor Parker our city council men and women our city manager and their staff we ask you to give each one of them the wisdom of God and the mind of Christ as they work for the good of our city in the words of Ephesians 3:16 we pray that from your glorious unlimited re resources you will Empower them with Inner Strength through your spirit May every discussion and every decision be filled with humility Integrity generosity and courage as they lead Fort Worth into the future may you be honored and may your kingdom come and your will be done in Jesus name we pray amen United States of America and the first action item on our agenda is calling for a motion for the consideration of the minutes from September 17th the special call meeting the council meeting from September 17th the work session from September 24th the special call meeting for September 24th the work session of October 88th and the public comment period of October 8th is there a motion Mo to approve second all in favor all right and with that I'm going to assume all votes yes and with that minutes are approved we have now entered the public comment period And I understand is it this item 246 4673 yes ma'am okay thank you Ron please make your announcement our first the whatever you need to say going to read announcement uh for you um welcome to your city council public comment meeting uh before mayor um protm proceeds with the meeting we ask you that you please turn off all your electronic devices for those of you who have requested to speak there are two podiums podiums in the chamber the podium in the back is for individuals with Mobility concerns we ask all other speakers to step forward to the front Podium each Podium has a countdown clock located to the speaker's right that will indicate how much time is remaining when you have 30 seconds left a bell will sound when your time has ended the Bell will sound again indicating your time has ended before you begin your comments please state your name thank you thank you Ron and to reiterate for those of you who are new here you will hear a bell while you're speaking that doesn't mean you have to stop you'll have 30 seconds the next Bell you will have to stop and your microphone will be will be silenced uh first Speaker Chris Wood Chris Wood I signed up to speak at the September 17th city council special called meeting regarding approval of the fiscal year 2025 Crime Control and prevention District budget which is paid for with taxpayers money I came up to the podium and started talking about career criminals I was interrupted by mayor Mattie Parker's voice telling me that I was off topic I was totally caught off guard and confused I looked at mayor Parker and she again told me that I was off topic she did not tell me why I was off topic she left it up to me me to say why I was on topic I said I was speaking about criminals the item up for approval is the crime control budget I looked at my speaker time clock speakers are only given three minutes to speak and mayor Parker had taken 40 seconds from me 40 seconds that I will never get back I had no idea what was going on I finished my speech and I sat down I did not understand what had just transpired I asked others why was I off topic no one could give me a reason would the mayor have found it to be on topic if I had talked about amateur criminals guidance on speaking at City Council meetings and exactly what constitutes being on topic would be very beneficial instead of confusing citizens and taking time away from their speech guidance would provide leadership to Fort Worth citizens thank you Miss Wood our next speaker is Willie star Asam to some good evening to the others and hi to the rest I am here to ask the council members in Mar Pro Tim to help me in what I thought was a very simple request of my Council district office Council District 8 the city of Fort Worth and Fort Worth Independent School District has entered into agreement to have their commencement exercise at Dickies Arena my question was did the city do a monthly contract or just one large contract if you done a monthly contract what is the average cost for each individual commencement and if you done one major contract what was the cost for that major contract I asked my Council District to do it because I didn't want to go through the house uh who are you and what you want why you want to know that but yet I got that same response from my council member but my response to that is that I live in the city of forw worth I pay taxes to the city of forworth I pay school board taxes I pay tccap taxes and I pay counter taxes I thought it was a very reasonable question that I wanted to know the answer to and I'm asking Gina bibon District a representative to assist me and the rest of the councils to find out one was there a M agreement between the city and the school to have multiple uh commencement exercises or that you do one big major package and what was the cost for each one of those and who's going to pick up the tab for parking out there I would greatly look for y'all respond in the mail soon I have a response for you and you too Miss Wood from your previous uh Mr star please get with the city manager he can direct you to the appropriate department head to get that answer David please wave your hand well I will given I I had already called you have a management company that runs Dicky Arena and I had already called them and I got my monthly questions who are you what you want it for why you need to know that and I'm like okay so I thought by calling my Council District they could just pick up the phone and just make the call and the answer will be given to them because I can't see any Department in the city telling a cting counsil person that why you want to know something if they ask give it to them that's not going to happen Mr star you will get the answer to your question I want you to get with the city manager he will get it for you I promise and Miss Wood you your your previous remarks were about ccpd I don't see the assistant city manager in charge but the chief is here in the back and I encourage you to get with automatically because this is crooked 15 comment meetings you know a comment meeting that's it right here social media it's not a place where business is conducted this is a social meeting that's all it is 15 six work sessions 11 zoning and Council meetings no Public Presentation we had one before Maddie Parker no people speaking that's free speech being take away right there that's called free speech is a word how you describe Public Presentation 10day time counsil me no Public Presentation again okay the schedule before now this is what I asked Renee why don't you put this on the city website right now okay where it's on there right now let's tell the people what the schedule was 44 Council work sessions 44 zoning Council and Public Presentation meetings were businesses conducted and 44 at 700 p.m. instead of I didn't get the other but they're at they're at uh 10: a.m. and 6 like this you know but that's seven this is where it was before Maddie came in and made the rules to fit her schedule only these people took an oath to serve us and they've only served theirself that's all they done and how much time I haven't heard a bell yet I will get a bell on because she don't play on me sometimes okay this resolation was passed at 10 10:15 24 without the most important part was telling you about Free Speech being removed from the schedule that it's not only we side it doesn't tell you that they're not going to tell you about the Public Presentation being gone okay now 30 seconds um the jont white neighborhood association accused me of not open my offer here it is again take a look at you can zoom it in I'm offering $1,500 at St jud's Children Hospital if Maddie Parker Will Tell Us in writing why does she not want us to have free speech like a race okay my book Daniel Hayes that's a hard act to follow good evening my name is Dan Hayes uh earlier today there was an informal report regarding the 2026 bond election and I wanted to offer my comments on an item that I and others who are advocating to have included in the bond election that item is Gateway Park as you no doubt recall the new master plan was approved by you all in June to fully Implement that plan roughly 140 million or more in today dollars will be needed currently there's 14.6 million to work with some of which has already been spent developing the master plan we we simply must bite off some bigger chunks of funding at a time to even get close to completing the master plan in any of our lifetimes to that end we are asking for 50 million to be earmarked for this park in the 2026 bond election Gateway Park has been a city park for nearly 50 Years yet only half of its nearly 800 acres is open to the public as shown in green over on the left side even so as our only Metropolitan Park it ranks as the 17th most visited outdoor attraction in the entire State out of 250 with just under 600,000 visits annually by default this park is a major attraction especially when you consider Gateway was barely edged out of 16th Place by Botanic Gardens as such it deserves every bit of the kind of investment we're asking for at 800 acres it dwarfs all other parts in Fort Worth in fact sorted smallest to largest 60% of all of Fort Worth's parks would fit inside Gateway Park it's also larger than 30 state parks now comes news that finally we have some new development proposed outside the park along Beach Street which is a foundational step in creating a destination Point as is recommended by the streams and valleys Master Plan called Confluence there's a lot of additional vacant land waiting for a developer with a vision outside of uh the park and a major investment in Gateway Park could pay big dividends for the city in the future by encouraging this development city leaders in the past have talked in lofty terms about what a gem Gateway Park could be how it could be for or Central Park the approved master plan is the sixth master plan for this park it's a great plan but it's time to stop planning and start doing as a City we know how to find the money to do great things when we want to and we know 50 million is an ambitious amount I hope you'll see the importance of authorizing this amount in the 2026 Bond program thank you thank you Dan please call the next name Bishop Kirk Kirkland ago with uh officer um do what you want to William Martin I want to say thank you to the chief for doing what was right and firing that bastard thank thank you for firing him we just pray instead of The Da running around trying to try somebody that the pillar court has already overturned the decision that he would do his job next and follow through William Martin was a terrible police officer and we should have gotten rid of him a long time ago also also want to say to the counsil to the mayor and the absence mayor protim I want you to do a thorough job and finding the next city manager Now Dave Cook is leaving us soon and just depending when you talk to him it was one thing or another but I I I do want to see and the search can't be you going find a bunch of unqualified people in order to get who you really want to be the city manager and put their name under a bush while you know all these other names you've added on top are really not essentially qualified and in this one person's opinion the only person over there who I think is almost qualified I think she's still a city manager uh uh the white lady Miss White uh I I I I I I don't want to see some of the other people who added to the Jackie Craig thebo we gonna put their name up to be the next city manager I promise I'm going to raise holy hell if that's what we do finally last thing I would like to bring to your attention is I want that Thug who you call officer Krueger who assaulted Miss Rodriguez I want that bastard fire I'm not going to stop until he is fired we dealt with William Martin way too long Chief has done a great job I don't expect Chief to change the culture of this department overnight this is called systemic we've got systemic problems and I was on the USS Triple E and if we were going full knots it took a while to turn the ship so I understand this is a big ship that the chief has to operate and it can be turned overnight but I want to thank him and I stand by the chief and I don't give a damn who don't like it but I stand by the chief because I think quote a close firsthand look at City leadership unquote well here we are boys and girls getting a close firsthand look at City leadership oh look it's the proud member himself talking to the mayor he sure knows a lot about doing this doesn't he like what subjects are legitimate so he sure knows all the rules and he'd never break break one well yes Johnny now he's changing topic and yes Tommy that's kind of sort of breaking a rule but you see children rules are just for unimportant topics and this topic is really important it's about the mayor getting $70,000 more a year wouldn't all of you like for your parents to get $70,000 more a year sure you would that would buy a lot of soccer balls wouldn't it Kimberly now a council member is is inviting some fellas from Hillwood to defend Ross perau about bad things that a common ordinary person said and the mayor approves no Tiffany of course they didn't register to speak that's for common Ordinary People not major stakeholders in our city like Hillwood and now we're seeing the mayor allow the District 9 council member with Avid help from the mayor protim make it clear to Thomas that men not supposed to speak one word at City Council on what the mayor protim calls sisterly issues no Maryanne that's not sexist only men can be sexist and don't you forget it well it's the mayor protim again and this time she's telling Adrien twice not to address staff members and now she's letting another me another speaker use the city attorney's first name Ashley if you say double standard it's not that at all all you see Adrian often says mean things about the city this other this other speaker only says nice things see how different they are so of course they're treated differently because they're different seeing City leadership close and firsthand is sure a lot of fun isn't it next time we'll learn about this stupid rumor that some pieces of paper somewhere say that the mayor didn't tell the truth right here on television thank you please call the next name I'm good good uh so hello council members hello Gina Biven mayor prot temp I have hope everybody had a great evening and I know this uh social meeting is quite eventful for right right now but for tonight I'm going to discuss proposed approvement for the Trinity River basketball courts oh right where where oh okay oh next slide my apologies so the importance of basketball courts so it promotes Community engagement personal fitness and a third place for forth residents also longl lasting friendships are developed during time during a recreational times also it's a healthy Outlet to late stress after a long work we work week or study week for students so the main Improvement that I would like to propose is resurfacing of both quarts to multi-purpose plastic or rubber surfacing so our current surface is is unsafe as many basketball players are complaining about the potential of slipping and the lack of grip it has for their shoes even new basketball shoes a lot of them the participants are tripping they're spraying their ankle so there's a lot of health hazards and injury risk next we also need to find a way to safely cover the sewer lid in the main court so there's a man hole that's near the three-point line and a lot of people they've tripped as well and they've sprain their ankles so the manhole that's presented right now so it's injury Hazard and it's in a very um obvious spot as well also more proposed improvements so install security cameras because I know both parties have to be responsible so particip we have to ensure that the basketall courts are a safe place to um play in and the city we need to make sure that both both of us come to agreement that if we do have Camas we're able to have dome lights as well so if anyone is at the course past 10 then there should be soliciting fines also two four level bleachers per Court in order to promote cleansiness and an organized area where upcoming basketball game participants can wait for their upcoming games so we can have bleachers also two trash cancer courts so we want to be responsible um and not um have led litter Fest our courts and also recycling band per Court this will promote environmental sustainability and recycling of renewable resources so final propos improvements Implement a tall barricade behind each basket so loose basketballs can be retrieved efficiently one water fountain per Court this will encourage users of the court to bring their own water source and encourage less waste environmental harm assign with a list of rules and the code of conduct along with the park hours so it's both our responsibility so it's responsibility for the city to help fix the court but it's our responsibility as back players to follow the rules want to talk again about decorum last time I mentioned your city Charter set out the rules for decorum in the City Council meetings and so there are rules rules and regulations for decorum and the conduct of speech and how people are to present themselves before you I would ask you to hold the citizens in our city and anyone that holds a public meeting in a city building to follow those same rules of decorum when my kids were real little about that size we lived in a neighborhood with a lot of kids and they started coming to our house and there were bullies there were little kids that cussed and swore and hit so I decided to make some rules and so I made some rules and when the kids wanted to come on our property I stood by that sidewalk and I said when you cross the line of that sidewalk here's the way you'll act on our property you won't cuss you won't be mean to people and you won't hit people and someone said well I don't have to do that at my house I don't have to do that anywhere else and I said that's fine I'm not asking you to change that I'm just letting you know that when you come on our property here's how we'd like you to act and you know what the result of that was we had more kids in our house than any other house on the Block because when they came there they felt safe and that's the way people should be able to feel when they come on into our city buildings when people want to talk there should be rules of decorum free speech is is fine yes but there are parameters and you all have set parameters for us to engage with you my heart and my hope would be that you would allow that same standard that you want for you to be with the other citizens in our city people can hold meetings anywhere they want but when they do it on city property I think there should be rules of decorum like are found in our city Charter thank you thank you Jim please call the next name Jasmine wolfolk okay okay well this is my first time hearing guys and my name is Jasmine wol and I'm going to get through this really quickly because I have some pictures that I'd like to show um my name is jasine wolfolk and I reside at Trinity and 360 where I've lived there since 2017 over the years I have observed numerous changes in the neighborhood some positive some negative after the aftermath of Co many were left struggling many have seen a significant rise in homelessness in our small city um and initially this was a minor issue but it has escalated to the point where the homeless individuals now roam through my apartment complex during the day break into cars mailboxes and even vacant units as a dog owner I have to take my dog out at least two to three times a day it's pretty high energy dog and I'm also a full-time student and I work at American Airlines so I'm out a lot with all of this at different hours with all of this I have encountered the homeless multiple times I have reported it over to our apartment staff I've called the police they broke into my mailbox on my son's birthday stole gifts that were sent from his family cards all kinds of things we bought him a cell phone because now he's at the age where he's riding on the bus and he's able to actually use a phone stolen as well we reach out to the office call the police we call the police what are we going to do about it we don't see anyone despite my efforts the situation worsens these homeless people were outside showering three grown men butt naked with their penises out taking showers I went outside to go walk my dog at 9:00 p.m. I literally screamed to the top of my lungs because I couldn't believe what I was actually seeing I called the police the police called me on my personal phone and asked me was I of sound mind they said said ma'am are you sure that you actually see naked people outside taking a shower all right so this continues on and there's nothing that's done about it fast forward to I'm going to take my son to the bus this bus comes at 6:50 a.m. we have to be at the bus stop at 6:40 a.m. it is Pitch Black when we are leaving our apartment to go I walk outside of my apartment and there are homeless people laying there in bean bags in a tent inside of my apartment furthermore and I'm going to hurry so I can show the pictures my neighbor just had a brand new baby and she comes down to my house to drop her baby off so that she can go walk her dog because she's afraid to walk her dog with the irate homelessness let me show the pictures they're just walking this is 360 right here this is our car firmly see your time is up but I think you need to get to know your neighborhood police officer directly the chief is back there in the back Chief noes in case you've made changes or have suggestions can you get with her her thank what we figured it out to be oh um um I'm here with my friend Justin and Derek um I play basketball with them so you he really gave a great presentation on it um my name is Germaine Donald I moved here five years ago um I love it here and I play basketball with them too I can confirm it's it's it's pretty dangerous um the the surface someone painted over it and it look it look beautiful but it's just the purpose is not good um I love hooping up there all the time it's my favorite Park to go to and the kids come up there it's a lot of kids that hoop with us there and it's another um court on the other side both of them are under the West Lancaster Bridge um and that one's the same way that one's kind of the same way um so I've never been to one of these before it's my first time doing this um and I didn't know you can put your voice out there if it if it does get done I I definitely appreciate it I'll come back and thank everybody in here um and then lastly uh what people don't people probably wouldn't look at me and tell but I'm also I'm autistic full-blown autistic diagnosed at 92 I'm not even supposed to be doing what I'm doing now up here so I just want people um if you became complicit to and the criminal acts and misconduct that they have contributed in the in my family and at the expense of my children all five of my children in 2022 I faced unlawful arrest and prostiution as a black mother I fought for the best care of my son mental health but instead of addressing the root call the city of foot worth leadership chose to retaliate Against Me by punishing me not just me but also my children that same Year my son Javier rice who was who was 15 at the time had an a suicidal attempt rather than receiving the prop medical attempt attention he needed he was taken and I'm going say kidnapped by the the foor police department under orders of Maddie Parker Judge Alex Kim in the 323rd dist cour and chief jaier was horsed into giving a false statement against me claiming that I was going to shoot him in the head that was a blatant abuse of power not only a complete holy fabricated lie but it was efforts to try to it would have been the second that year of the malicious prosecution instead of protecting our children you have the elected officials and citizens of Fort Worth who are Gatekeepers as well as uh other individuals who have position of power who value making FKS offers behind closed doors meanwhile how would nettle steal if it was his black son who was being who was being in and you know his wife who who I believe you have five children n is that right um but how would you feel if it was your black son or maybe your black daughter okay well I'm going to let my black daughter speak in a moment and and weak leaders make weak children okay and I have been in many many cities in the state of p and foot worth is by far the weakest of them all the citizens are weak the the leadership is weak Miss rice weak please call the next name Beck is my councilwoman I guess but I guess did you I don't know Elizabeth went to to college for lost Lal and so is the City attorney here too guess y'all didn't here for Houston versus Hill it's case law that says that we can say what we want to in public meetings and if it hurts your feelings too damn bad right too too bad the Houston versus Hills case offw saying it so I'm G I'm gonna hook Adrian up with my civil rights attorney you'll see because maybe if you guys start paying out more than what you're getting in P might might change your attitudes but um I today I was going to speak to you about the US versus them mentality that the Fort Worth Police Department has we all know that they have a hard job and they have to make split decisions sometimes they have dire consequences and that type of environment leads or Fosters a sense of Brotherhood among the officers creating an us attitude from them and so that's because together they're facing danger but the solidarity can lead to them versus US mentality because they then they view the community us as a threat rather than a partner then then the media has a role in it too because news stories focus on the negative interactions reinforcing to the cops that oh you know they don't like us anymore and so they approach their duties with a defensive mindset thinking every citizen is going to be um there's going to be a conflict just look at the police of force reports and see how many times they pull their guns you know some one guy pulled his gun five times in one month so you'll see just look at the look at that look at that report it's right there it's online training is another reason why they have this s versus them mentality because in training they emphasize the dangers of the job they're taught to these citizens now with through a suspicion and they they make sure that loyalty is right there so they're all together because when they have loyalty it discourages the snitches inside the police department and they fire snitches inside the police department that that guy back there Neil no he fired a a police officer for looking at body cam footage because he said that she was trying to create problems rather than stop them but she just wanted to check to see if they were lying to her so how do we change them well we want to change we want them to change we want to change too so that we can work together with them but they won't change because the problem is right here at the city council because y'all are loyal to the police instead of loyal to the people the police Union gave gave the mayor $400,000 to run her campaign who do you think she's going to vote with she got $400,000 from the police Union for her campaign we've made videos to show you what's up we've had speakers tell you what's up we paid a million dollars for a study to tell you what's up and y'all haven't even acted not all of you but most of you have not even acted on this some of y'all tried to but you you guys aren't even acting with they have the same speakers over and over coming up here and now you're cutting out out that what we can say you're down at the City Council meetings because you're
