There is no consent agenda and as far as public comment, would this be on matters—your idea matters on the appointments? Yeah. If somebody wanted to speak to the annual appointments they could. No, we'll keep the comments to three minutes. Hearing none, really there are no department reports for this or previously discussed business so that will go down to number six: the new business which is the committee and board appointments. [2:19] **Mayor Jim Michalski**: Now if you look on the next page page two, three and four, you'll see that all the different committees appointments we have to make. This one is the city attorney. I think I'll go down to the official city newspaper and then we'll do a motion and then we're going into the different committees. The city attorney: Flattery and Hood. Now the city engineer—are going to continue this until we do a process. So right now the city engineer just pulled Steve... Bolten & Menk. I think Steve is retired so we'll just put Bolten & Menk for now. City financial advisor: Northland Securities. Bond counsel: Kennedy and Craven. Chartered City Auditor: CliftonLarsonAllen. So they're open right now for discussion under the Planning Commission would be the City Council position. [3:51] **City Administrator Ellissa Owens**: The open position although we don't have any applicants and Joanne Unzen she did respond that she was still interested in being on the Planning Commission. The open spot has been a Water and Light Commissioner. Neither of the two current commissioners had stated that they wanted to be on there so yes, technically we have an open position but there are three spots that you guys can discuss. Correct—one City Council member and the Mayor, which the Mayor is listed in the listing ordinance that the Mayor will sit on that committee. I will have to post that we will technically have a quorum of the City Council so that the planning commission meetings are already... do you open tonight? I can go on there with you yeah, or you can definitely take my spot if you'd like to be on it but that's fine. I think too, you know, as long as we can swing it that's great because you have a lot of good input. [5:26] **Mayor Jim Michalski**: But song thank you. We advertise? We didn't get... [5:26] **City Administrator Ellissa Owens**: We did not advertise it only because the spot—is that particular spot is only open yes to a Commissioner. The other option is that you all can tell me that you want to publish it outside of the Water and Light commissioners. I imagine the Commission did not discuss that. [5:26] **Council Member Douglas Juntunen**: We did and there's right now it's just—well it's just actually two of us right now and Curt wasn't interested so if there's the last resort I'll go on it. [6:13] **City Administrator Ellissa Owens**: But I thought only one city councilman... have a quorum... so they would post it as a meeting. It shouldn't be an issue right? Yes, but there are two different things happening. One is a City Council spot, one is a Water and Light Commissioner spot. [6:13] **Mayor Jim Michalski**: Well let's just do the City Council one first and then the Water and Light one. So far needs to be a Water and Light Commissioner but you could also tell me not to have it be a Water and Light Commissioner. So let's just do the City Council one first, maybe even do Joanne Unzen second and then we can talk about the open one. Skelton, Bukowski and Steve Olsen. So we just appointed all these last month I think at the first meeting, second meeting, something like that. [8:36] **City Administrator Ellissa Owens**: I might ask the three—Ivonne, Tia and Steve—to stagger those. We also didn't technically pass the bylaws, that's something that the Economic Development Authority will do which will then be brought here. So the three years that's listed there is not set in stone, maybe it's just kind of an idea of a placeholder for now. [8:36] **Mayor Jim Michalski**: Very good. They can work that out within the committee and bring it back and we've already pointed the two council members so we should be fine. No approval—I don't think we need approval. Let's just do it since we're in the organizational meeting and so move that the five that are on the committee right now are reappointed. [8:36] **Council Member Kris Huso**: A second. Hearing none, we'll move on to number four: departmental reports. For police chief, the department report for December 7th through January 7th 2018. [24:50] **Chief of Police**: Dear Council, gets me here on the holidays when the clouds snap it was actually pretty quiet but when I warmed up this week it got busy again. So we only need seven candidates for the new police officer position and we're currently backgrounding an individual. Hopefully I get that wrapped up in the next three weeks to a month. Hopefully get him on board. Seemed like a real nice young man, college educated, some law enforcement experience and he's very excited about the community, would love to get involved with coaching. So we're really happy to get such qualified candidates to apply for the city. If you look on page 35 and 36, we did an annual report. Just over 2,000 calls for the year and we'll look at it, 23 felony cases. For a smaller city, you see that that is a lot—it's a lot of felony cases. Some came from the state institutions but the majority of them were from our officers. They did a great job. 19 gross misdemeanor cases and 10 petty misdemeanor cases, 10 juvenile cases, 61 medical assists. And squad car assist with the car locked out... five walk arrests. Our squad car, the Tahoe, it's just hit about 52,000. The Ram truck has 123,000 and the Charger has 115,000. So that's kind of a glance at our year. Again, a very very busy year for the police department. [26:23] **Council Member Lou Ohly**: Any questions? Yes, um, I see that you have a couple that are pretty high mileage. Generally you don't get over a hundred thousand on squads. When are you looking in your budget at another squad? [27:09] **Chief of Police**: We try and turn over every three years and then I'll take the old squad car—then my mine to be the spare. So I guess hoping God willing next year in the budget for new squad car. [27:09] **Council Member Lou Ohly**: Thank you. So total calls 2118 for the year? Yes. That's a lot. Good job. [27:09] **Mayor Jim Michalski**: Thank you yeah please pass it on to the staff. [27:56] **City Administrator Ellissa Owens**: Do you want to talk about the police officer recruitment tonight? Yeah I think it'd be a good idea. So one of the things that the chief and I talked about was conditionally approving the police officer so long as he passes his background, psych eval, physical and all of those things. If we could have approval tonight, conditions of all of those conditions are met then he would be able to start a little bit sooner than the next city council meeting. [27:56] **Mayor Jim Michalski**: I think that would be fine. Council? I have no problem. Be great. Hopefully next council meeting I can bring them here and introduce them to the public and the rest of y'all. I would say we will probably do a swearing in and all that but a motion you made pending... [28:42] **Council Member Douglas Juntunen**: The motion that we have a conditional offer to travel a bit and make it—I can't say that I see—pending the background and physical and psychological testing. Have the City Superintendent report. [29:37] **Phil Entner**: Mr. Mayor, members of the Council. Had a kind of really really nice relaxed month this month. It was kind of nice to just get caught up on shop work and just some routine maintenance stuff that we've kicked off to the side all the rest of the summer. Pumped 3.6 million gallons of drinking water, collected 10.5 million gallons wastewater. The NPDES permit, which is the sewer permit which expires the end of 2018 is completed and sent out tomorrow. Good. Not a lot of snow out there so we're finding other stuff to keep us busy. We're gonna start clearing here right away, probably in the end of this month beginning of February if it continues to be slow. [30:23] **Phil Entner**: That's all I got. The only thing I want to mention to the public and everybody in the city: with the colder temps and lack of snow cover we're looking at some real deep frost steps already. We're already down four to five feet in Frosts. So water means you'll need eight feet around. So on the city's website there's a link to the city Moose Lake frozen water and sewer line policy. I suggest everyone go and look at that, just familiarize yourself with that. Go down the guidelines, check your water temperature. If you have any questions at all please call Public Works Department. We don't like having frozen sewer lines or water lines any more than anybody else does. We would like them preventative. If we can help anybody who needs a learning how to do this or if they have questions, it's really not that hard. But if you have questions please call because we like to be preventative instead of trying to catch everything by the tail when it's all happening and nobody can keep up. [31:09] **Mayor Jim Michalski**: Okay, very good. Thank you. [31:55] **City Administrator Ellissa Owens**: And one quick thing: the sewer permit that he brushed over real quick... what was the bill for that going to be? [31:55] **Phil Entner**: 1,200? No, the bill from Bolten & Menk was like 5,200 bucks or something. [31:55] **City Administrator Ellissa Owens**: So we went from a bill of about 5,200 bucks and by having Phil do it—which is a ton of work—it went down to 1,240. That's additional to Bolten & Menk. That's our cost to the PCA. So I think we're at 500% for a cost for engineering via last year of our budget. So that would have to do with road projects and flood stuff. It's bringing it up. I think you went above and beyond doing something that we don't normally ask of you and actually took it on yourself and did a really good job. [31:55] **Phil Entner**: Thank you. There's a lot of different projects that are being worked on and as things come up we'll try and keep the council aware of everything going on. [33:34] **Council Member Douglas Juntunen**: Well number three talks about security cameras and I think that we kind of talked about that last month. Letter A says that cameras in town are all functional except for the intersection camera highway 73 and Elm. Are all these cameras, Chief, are all those at the police department? If they're functioning, should they not be up on your screen at the police department or am I incorrect on that? [34:22] **Chief of Police**: All laugh Wendy... so they're functional but not working. [34:22] **Council Member Douglas Juntunen**: Okay all right. So that's really not correct I guess as what I'm stating. I guess if we could please verify that for next meeting? Sure great. Just a few things as a reminder: we have our annual meeting on Saturday the 13th up at the Sea Lion Event Center. Believe we're starting at 6 o'clock. Everyone is welcome. We try not to make it too formal and too boring so we try to have some fun. We give prizes away and talk very little and enjoy company very much. So if you'd like to come we'd sure enjoy having you. [36:06] **Chamber Representative**: Another thing that I wanted to bring to your attention: you did see our strategic plan process that we put together. We did set a date for an area community leaders meeting which is March 5th. I think some have been notified. We certainly would like to have a representative from the council attend that. The location is to be determined yet. We're trying to figure out what would be the best time and place for that to happen. My hope with that meeting is that we can all use each other as far as different events that are happening. I like to use the example that if I'm going to Fleet Farm in Brainerd, I'm pretty sure Baxter doesn't care that I say Brainerd. So I think that applies in this area as well and I think if we all really communicate well together that we could really grow as an area. So that's coming up on the fifth. [37:39] **Chamber Representative**: Also that just as a reminder we have the Business Expo coming up this spring in April. Just have that you know top of mind. That's down at the arena. Last year was an extraordinarily successful event—April 21st, 9 to 1. Thank you so much. It really showcased the businesses in the area. We had everything from a couple of Fortune 500 companies down to somebody just a few people just starting out their businesses. And then last but certainly not least is Ice Bocce coming up on February 10th. The idea behind ice bocce is similar to bocce ball in the summertime. You have a puck you place it and then you throw your pucks but we're sliding them on the ice rather than throwing balls. It is co-ed and you have to have a minimum of two women on your team. Registration will begin at 10 o'clock. The main goal is to have fun to bring people together to have an event in the wintertime that can draw people to this area. It is a Chamber event but the proceeds are going to the area post-prom. There will be a cash prize for the winning team and we hope that this is something that would grow throughout the years so it's going to be happening up at the park February 10th ten o'clock four-person teams. On March 17th we would like to do like a fundraiser PR thing with the fire department and what we were planning on doing is a beanbag tournament like we did for the Oktoberfest. We would take half of those entry fees, we would raise the dollar place on our beers one dollar, we would match that as a company and we present the fire department with a check. The second one is for our February 17th ice fishing contest that would be out in front of the brewery not far offshore. What we want to do is be able to make a little ice bar out there. I have the Sturgeon Lake Lions Club willing to help us out picking up trash and drilling holes. I'd like to bring up at this time to add a temporary license to do a meat raffle. [42:37] **Brewery Representative**: I would find out if those tournaments going on, if there's a hockey tournament on a weekend or fill up the whole film in hockey car. [43:23] **Brewery Representative**: I personally would come in and I would sell very close to the parking area that would accommodate the amount of cars that would be out there. Right now there's 16 inches of ice which is safe for vehicles. I would watch those ice conditions and I would make arrangements even to cancel if ice conditions became too poor. Beers would be served at that location and the Lions Club has people that would assist us in keeping that area clean and everything picked up. That is where the snowmobiles come up off the lake right by your place. That's a concern for me and then how will you be driving the car? I know that tragedies can happen but I would definitely not want that to happen. My plan is to have that basically straight from my property line to the left. [46:55] **Brewery Representative**: I could put cones out doing that and try to flatten it back up the best I can afterwards even if that's something that would help. For the lake, we would want that area covered. For bocce ball, we will want the park covered. Otherwise those are City locations so that that is something that we would want as a part of this to amend the motion.
