YOU WON'T SEE THIS REPLACING THE CITY'S LOGO BY ANY MEANS, BUT THIS WILL BE APPEARING OVER AND OVER IN DIFFERENT PIECES AS WE CELEBRATE THIS MILESTONE IN OUR CITY'S HISTORY. WE CALL IT OUR BIRTHDAY, IT'S THE MOST POPULAR SOCIAL MEDIA POST WE DO EVERY YEAR, AND IT'S MARKING T THE DATE OF INCORPORATION OF THE CITY, JUNE 2, 1873. WE DO HAVE SOME GOALS FOR THE THE PLANO 150 CELEBRATION THAT WE'RE USING TO GUIDE OUR THINKING ON THIS, OF UR WE WANT TO HAVE PLAN TO CELEBRATE PLANO'S HERITAGE, IT'S VERY IMPORTANT TO US, AND WE WANT TO MAKE SURE THAT WE RECOGNIZE AND INCLUDE PLANO'S DIVERSE COMMUNITY AS PART OF OUR HERITAGE STORY. WE WANT TO BUILD A SENSE OF COMMUNITY THROUGH THE PLANNING AND EXECUTION OF EVENT, CELEBRATING THE 150, WHICH HONOR OUR PAST, OUR PRESENT, LAY A FOUNDATION FOR WHO WE ARE AS A COMMUNITY FOR THE FUTURE, AND WHAT WE'LL SPEND MOST OF OUR TIME TODAY TALKING ABOUT IS HOSTING A FUN AND MEMORABLE 150 CELEBRATION. ONE, WE CAN HAVE SHORT-TERM ASSISTANCE IN RENT AND UTILITIES WHICH IS THREE MONTHS AS IT SAYS HERE, MEDIUM TERM IS ANYWHERE FROM 3 MONTHS TO UP TO 24 MONTHS, AND THESE ARE CONSECUTIVE MONTHS, IT'S NOT LIKE YOU GET ASSISTANCE FOR JUNE, AND YOU COME BACK IN AUGUST. IT'S YOU GET ASSISTANCE FOR JUNE, JULY AND AUGUST. YOU DON'T COME IN AND OUT, BUT YOU REMAIN IN THERE GETTING ASSISTANCE AND RECEIVING CASE MANAGEMENT. I WANT TO GIVE YOU A SNAP SHOT OF OUR EXPERIENCE OF PROVIDING FINANCIAL ASSISTANCE TO OUR RESIDENTS BOTH DURING COVID AS WELL AS JUST HOW IT LOOKS WHEN IT'S NOT COVID ON A RULAR TIME FRAME. WE RECEIVED ASSISTANCE FROM THE U.S. TREASURY. A LITTLE OVER $15 MILLION. $15.15 MILLION FROM THE U.S. TREASURY TO USE THAT SOLELY FOR PLANO RESIDENTS THAT WERE AFFECTED BY COVID TO PAY THEIR RENT AND UTILITY ASSISTANCE. YOU CAN SEE THE TIME FRAME AND HOW LONG OF A SPAN THE MONEY WAS SPENT FROM MARCH 2021 WHEN WE STARTED. WE EXPENDED ALL OF THESE FUNDS BY THIS RECENT PAST AUGUST. WE HELPED A TOTAL OF1,048 HOUSEHOLDS. THE AVERAGE MONTHLY FINANCIAL ASSISTANCE SPENT IN ONE MONTH FOR EVERYBODY THAT WE ASSISTED IN THAT MONTH WAS $717,500. THERE WAS A LOT OF PEOPLE IN NEED, AND THERE WAS A LOT OF PEOPLE THAT QUALIFIED. THAT IS COVID-SPECIFIC. LET'S TALK ABOUT HOW IT IS JUST IN OUR REGULAR HOMELESSNESS PREVENTION YEAR. IT'S A PROGRAM THAT IS ADMINISTERED BY THE ASANCE CENTER OF COLLIN COUNTY. THE ERAT PROGRAM WAS ADMINISTERED BY CATHOLIC CHARITIES. WHEN WE ARE LOOKING AT HOMELESSNESS PREVENTION, WITH HOMELESSNESS PREVENTION, OUR REGULAR PROGRAM, HUD HAS A REQUIREMENTHAT SS YOU CANNOT HELP FOR MORE THAN THREE MONTHS BECAUSE THIS PROGRAM -- OUR REGULAR PROGRAM IS FUNDED WITH COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS. PRIOR TO HOME, WE ARE UNABLE TO USE HOME FUNDS FOR HOMELESSNESS PREVENTION. THIS IS A NEW THING. WE COULD ONLY USE CDBG. WITH THAT MONEY WE COULD PAY THREE CONSECUTIVE MONTHS. WHEN I DROVE DOWN LEWIS STREET FOR THE FIRST TIME, I NEIGHBORHOOD WAS IN SUCH HIGH DEMAND. I HAD TO PAY SEVERAL THOUSAND DOLLARS OVER ASKING, BUT I KNEW I WAS MAKING A GOOD INVESTMENT. WHEN I LEARNED RECENTLY THAT AN AIRBNB WAS OPERATING ONE BLOCK OVER, I QUESTIONED THE LEGALITY BASED ON MY BASIC UNDERSTANDING OF THE CURRENT ZONING RESTRICTIONS. ALSO, IF WE EVEN LOOK OVER THE PAST FOUR YEARS, USING THE LATEST NUMBERS FROM THE CPI INFLATION CALCULATOR THAT THE BUREAU OF LABOR STATISTICS MAINTAINS, INFLATION HAS BEEN 17.57% OVER THAT FOUR-YEAR PERIOD. TH I BELIEVE TT ANY TE OF IS COMPLIMENTS TO OUR CITY STAFF REALLY IS TO ACCEPT AND ADOPT THEIR RECOMMENDATION AND WHEN WE DON'T ACCEPT OR ADOPT THEIR RECOMMENDATION, WE HAVE A CONVERSATION AND A DIALOGUE TO UNDERSTAND THE REASON WHY THE RECOMMENDATION IS SOMETHING THAT WE NEED TO BE CONCERNED ABOUT. I DON'T HAVE ANY FLOWERY SPEECHES FOR OUR STAFF, BUT I DO RESPECT AND I DO ACCEPT THEIR RECOMMENDATIONS UNLESS IT'S SOMETHING I DON'T UNDERSTAND, AND EN WOULD ASK QUESTIONS. ALSO, I BELIEVE THAT THE EXCELLENCE OF OUR CITY DID NOT COME FROM RIGHT NOW THIS TIME AROUND OR EVEN THE PAST TWO YEARS. I THINK THE FOUND'S WAS LAID A LONG TIME AGO. IN THE 150 YEARS OF CITY OF PLANO, WE HAD GREAT LEADERS. WE HAVE ALWAYS HAD GREAT MANAGERS WHO HIRE GREAT PEOPLE, AND WE HAVE GOOD CITY COUNCIL MEMBERS WHO SUPPORTED ALL THE ACTIONS OF OUR STAFF, AND I THINK THAT'S THE REASON WHY THE CITY OF PLANO IS THE PLACE OF EXCELLENCE. IT'S BECAUSE WE KEEP BUILDING ON EXCELLENT FOUNDATIONS. WITH THAT SAID, I GET IT THAT THIS TIME AROUND WE WERE ABLE TO KEEP THE NO NEW REVENUE BUDGET, BUT JUST LIKE RICK GRADY HAS SAID OVER AND OVER AND OVER AGAIN. WE HAVE GOT TO LOOK OUT FOR OUR FUTURE JUST LIKE OUR PREDECESSORS DID WHEN THEY WERE LOOKING OUT FOR US NOW. THE REASON WHY WE'RE ABLE TO HAVE NO NEW REVENUE RATE RIGHT NOW IS BECAUSE THEY BUILT ENOUGH BUFFER FOR US TO DO SO THIS TIME AROUND. BUT WE CAN'T KEEP EATING OUR OWN. WE HAVE TO START BUILDING FOR THE FUTURE. WE HAVE TO BUILD FOR OUR FUTURE KIDS, OUR GRANDKIDS. YOU KNOW, WHATEVER THAT MAY COME IN THE FUTURE. I JUST WANT TO MAKE SURE THAT THAT IS EMPHASIZED AND THAT IS BROUGHT TO THE FOREFRONT. MA TIMES, AND HE SAID IT WITH SUCH ELOQUENCE. I JUST CAN'T DO SO.
