[Music] [Music] o [Music] as part of the American City's climate challenge we partnered with ou and the science center to bring the Orlando tiny Greenhouse today visitors have an opportunity to engage in a lot of cool interactive features that'll be guiding them on how to save money and reduce their environmental impact even though this technology has evolved not everybody can for Ev or solar right now so there's a lot of other um great highlights of lowcost and no cost opportunities to save residents money that you'll learn about uh when you visit at home and the greenhouse is on Wheels so we're going to be able to take around the community and have people enjoy it and learn from it in various different um areas of our [Music] community trailing thoughts from bumby [Music] path this is such a friendly neighborhood because people have been aggressively waving at me a lot today what is that sound I keep hearing behind me oh I'm dragging a child's kite how long have I been dragging that for and why didn't any of these nice people tell [Music] me [Music] [Music] [Laughter] [Music] oh this song hits f for me you see a lot of violence outside and you get used to it after a while for the past 4 weeks uh we have been teaching the kids about telling their own story you know they listen to music all the time and they don't recognize that a lot of these artists and stuff like that are they're really just telling their own story through lyrical pieces our goal each and every day is to get every single young king to tap into his his ability and his his voice to constantly allow them to you know feel more comfortable even in those spaces that might not be as safe but to be brave and to speak up for those things that they know they need to vocalize so I really want them to um find their internal value find things that they're passionate about um through this program and that's what MBK is all about is we come together and we're trying to just help coach them along through their processes to make sure that Partnerships like this and others that they'll be safe enough to be able to say oh I can do something that I've never done before what do you know about dog walker watch um I think it's a great program where dog walkers like me who are out and about in their neighborhood every day um they're the eyes and ears of the neighborhood providing extra set of eyes to the police um if you see something say something it absolutely makes a difference because um it will weed out the crime because they know that we're saying hello and greeting and we've made eye contact and that I see you uh it's easy you know you're going to walk your dog anyway um you're going to say hello to your neighbors anyway um you're going to be walking through on a daily basis so it's just important to to contribute back to your [Music] community [Music] [Music] [Music] [Applause] [Music] [Applause] [Music] oh [Music] I [Music] [Applause] [Music] you [Music] [Music] he [Music] [Music] well how I got involved um Randolph from Englewood Neighborhood Center which is the neighborhood center that I grew up in I I just love the idea because growing [Music] up good afternoon and welcome to the September 11th 2023 meeting of the Orlando city council we're going to begin today's proceedings with the invocation and the pledge today offered and then led by commissioner Hill thank you mayor thank you mayor can we all bow our heads dear heavenly father as We Gather here today for this September 11th city council meeting we come before you with heavy hearts mindful of the profound significance of this state in American history it is a day etched in our Collective memory with our nation faced a great tragedy that forever changed our lives on September 11th 2001 I country endured unimaginable loss and we faced the reality of uncertainty and vulnerability but we also witness the American spirit's strength our people's resilience and unwavering Unity that emerged in the face of adversity the spirit of unity and determination continues to find us as a nation a state and as a city we proudly call Orlando strong today as we come together as a community we lift up our hearts and our minds to you and take a moment to remember and honor the lives lost on that faithful day we remember the countless Heroes who emerged from the Shadows to help their fellow citizens we recognize the brave First Responders who rushed into danger the ordinary citizens who became extraordinary in their acts of kindness and the courage and the family Ames who continue to Bear the burdens of their loss as we conduct the city business today dear Lord we ask for your guidance and your wisdom help us to approach our responsibilities with a renewed sense of purpose and a commitment to the values that make our nation great freedom justice and unity we acknowledge that by his grace we find the strength to face even the darkest days may now we never forget the lessons of September the 11th the lessons of Courage the lessons of compassion and the enduring strength of the American Spirit and may we carry those lessons forward in our work to create a city that reflects the ideas for our nation as it stands We Begin this meeting with a moment of silence to remember and honor the lives lost on September the 11th 2001 but to reaffirm our commitment to a brighter more United Future for the city of Orlando and our great nation we offer this prayer with faith in our hearts and the guidance of your divine presence to light our way dear God so we say thank you Lord and may we always strive to be the Beacon of Hope and unity in the city of Orlando but more so the nation in your holy name we pray amen amen I prud Jes to the flag of the United States of America to the business is to consider the minut from the agenda review and City Council meetings of August 14 2023 motion by commissioner Hill second by commissioner she on favor the motion indicate so by saying I I those opposed motion carries okay that brings us to Awards presentations and recognitions and um I want to talk about his um Hispanic Heritage Month and there's no question that our community diversity makes Orlando a more vibrant place to live and visit and I am proud that we celebr at our diversity and we're committed to making sure that our city is inclusive and equable for all and today we start our Hispanic Heritage Month celebration and I want to thank our staff that are on the Hispanic Heritage Month planning committee who have organized a number of events we have a kickoff event um early next week commissioner Ortiz I want to thank you for your leadership and your contributions and Louise Martinez our office of multi cultural Affairs manager would you come forward and tell us about Hispanic Heritage Month please good afternoon major dier City commissioners and our residents each year Americans observe National Hispanic Heritage Month from September 15 to October 15 to celebrate the histories cultures and contributions of Hispanic residents whose ancestors came from Spain Mexico the Caribbean and South America the observation started in 1968 as Hispanic heritage week under President Johnson leadership and was expanded by president rean in 1988 to cover a 30-day period the city of Orlando in its effort to celebrate the contributions of our growing Hispanic community in our nation which represents 34% of Orlando's population has partnered with Domino USA organization to dedicate this year's festivities to the sport of domino which has been an important part of our Latin American cultural heritage the events that the city of Orlando will be hosting are an art and Domino Exhibition at the City Halls Terrace gallery on September 19th which displays a large range of historical collection of worldwide dominoes Domino gate table selection of unique custom and handmade pieces and Domino Inspire our pieces and our annual community celebration event on September 27 at the Amway Center featuring an official ceremony offic officiated by major dier and commissioner orti Latin food music and entertainment we are looking forward to these great events and hope you all will be able to join join us for more information you can find uh detail of uh both activities on Orlando the g/ Hispanic heritage okay a proclamation for Hispanic Heritage Month we're as a as a community that is committed to celebrating our diversity the city of Orlando is proud to join in the national celebration of Hispanic Heritage Month to recognize the contributions and accomplishments of Hispanic Americans and whereas Hispanic Americans have had a longl lasting impact on the United States helping to make our nation state and region stronger and whereas in Orlando Hispanic Americans represent numerous and distinct cultures shaping our community into a vibrant welcoming city andw as this year's National Hispanic Heritage Month theme we are all we are one which showcases the diversity and unity within the Hispanic community and whereas Hispanic Heritage Month gives us the opportunity to learn about the cultures that have helped to shape our country and whereas we celebrate Hispanic Heritage Month our community reaffirms its Collective commitment to inclusion we will continue our efforts to ensure that every single person who calls our city home feels equally valued and has Equitable access to the opportunities that help them Thrive now therefore we buddy D mayor of the city of Orlando and the entire Orlando city council do hereby Proclaim September 15th through October 15 20123 as Hispanic Heritage Month in the city of Orlando good we have everybody that's on our Hispanic heritage committee come on down and let's take a picture also we ask Domino USA organization and our Hispanic hermon's sponsors to join us for the group picture thank you or yes sir let's good everybody we'll stand behind you okay you go down there we'll stand behind make it a party make it a party right so now you're out of a picture on that side supposed to all I [Music] [Music] got so before we proceed with the mayor's update in the agenda I have a very special item of note to speak on today two and a half years ago our community lost a hero who was dedicated to keeping Orlando safe and although time has passed OPD officer Kevin Valencia will never be forgotten by our community on today's agenda is a resolution supporting the honorary designation of a portion of State Road 435 which is Kirkman Road as officer Kevin Valencia Memorial Highway and I want to thank state senator Geraldine Thompson state representatives Rita Harris and Bruce Anton for bringing this forward as at the state level today we are joined by Officer Valencia's family his wife Megan his sons Caleb and Colton his mom Karen um his brothers and several of um well a lot of his OPD squadmates so thank you for being here and please know that our community sends its love and support to you and we'll continue to honor all off valentian recognize his service and sacrifice um Council if you guys would come down as well I think we'd like to do [Applause] photo Legacy is the last thing that we get to leave behind when we're no longer here I'm honored that I get to hold my husband's Legacy alive I see him each and every single day in these two boys I'm honored that this city is doing this it means so much to us to be able to have the city recognize not only the fact that Kevin was a hero to us at home but a hero to this city we can't thank you enough thank you so [Applause] much B e how you doing thank you Megan and Valencia family [Music] [Music] okay that brings us to the mayor's update and um as commissioner Hill so elegantly um orated during the course of her um invocation today we think about our First Responders and our community the day that um 22 years ago we lost nearly 3,000 of our fellow Americans um their lives were taken on September 11th 2001 and I'm guessing if I ask each one of you in the audience today you could tell me exactly where you were when you learned about that and then probably saw the second plane hit the second tower um we honor the lives and Legacy of those that were taken that today and or that day and that in includes over 400 First Responders I don't know if you saw the replay on CNN last night but they had a a uh whole hour on 911 and then on CNN they had a documentary on um passing the legislation to get compensation for those who didn't die that particular day that inhaled so much stuff that there's an in incidence of cancer so if you didn't see either of those I would recommend those as must see viewing tonight we'll have a candl light visual at Fire Station 1 um earlier this morning we had this a day of um volunteering and support and we had uh we packed 10,000 meals for United against poty at Fire Station 2 for the national day of service and I invite you out this evening uh to fire station one also uh I'd like to invite the community especially those who have served in the arm Services we have our veteran advisory Council pmia recognition Ceremony this coming Friday September the 15th at the Dr Philip Center for more information on that go to orlando. Mia also we have the state of the downtown address coming up um it is the downtown Orlando Partnerships fundraiser on Wednesday the 27th also at Dr Philips Center and you can go to orlando.com for that information and then uh last on this least but not least is um any birthdays we missed commissioner Ortiz I know we did mine I know we did commissioner Hill all right commissioner Ortiz has had his birthday since we last met usually he leads us in the scene because I think of the seven of he's the only one that can carry really a tune um but why don't we give it a try anyways happy birthday to you happy Birthday to you happy Birthday Fish ory birthday to you you're welcome um and I do want to mention two items that are on the agenda we have um F2 through6 cdbg and secg funding agreements with 15 different organizations for a little over a million dollars and they include not for-profit agencies that help uh building repairs to reserve affordable apartments home buyer education and counseling case management management and support services for survivors of domestic violence and human tra human trafficking and Outreach programs and emergency shelter operations and we're grateful all for all the partners that participate in that uh and then lastly cra5 is Sac comedy lab funds we're helping sack relocate to West Church Street they're getting one of our destination activity grants uh be a great new location for them sack is a longtime um business or longtime Entertainment Group that has been in our downtown and a couple of different locations over time but has been um a great Catalyst destination so it' be great to continue to have them downtown and Chris Dinger who is with sack is with us today I believe there he is Chris thank you for being here stand okay and with that we will move on to the consent agenda which is a number of items acted to bond through a single vote of council we give each of our commissioners the opportunity comment on items on the consent agenda and update you on important things happening in their districts we rotate the order that we do that and today first up is commissioner Hill thank you mayor and good afternoon everyone um a little bit about um what I've been doing here in District 5 since our last meeting on on September excuse me I'm getting ahead of myself August 19th I attended the annual black Joy event there at Lake ladun newly renovated Lake ladun what we call the Jewel of the West Side uh it was a fun had by all I was honored to present a proclamation on behalf of Mayor buddy Dy and commissioner Burns there uh it was more so uh folks coming together throughout Orlando to talk about uh Health well-being and just a unified Community uh spent about five or six seven eight hours in that uh area with probably about a th participants so I'm just really grateful uh for all the community coming out to participate on Tuesday August 22nd uh can uh Gabby stand up for a moment I know this is spurred a moment uh but here a while back commissioner Ortiz gave me my Hispanic card uh you know the Black Card well I got me a Hispanic card I'm raising a I know that might sound crude let me tell you why I'm raising a um afro Latino grandson which is Hector Luis Rodriguez and I was able to with some other electeds in AOL and simal County along with the Hispanic chamber travel to Panama and also col IIA uh to meet other elected officials and business owners so that we can come back and partner with them to bring Commerce here to District 5 downtown Orlando and the Tri City areas it was uh a 5day power pack day from 7:00 to 10 Gabby had is working but a lot of great uh networking relationships uh had was made I thank you for your leadership uh Gabby and all that you do I'm just excited to work beside you in the Hispanic chamber and I'm looking forward to great things by those Partnerships that we form so can you give Gabby she works really hard and done an amazing job thank you Gabby matter of fact I even heard I was telling Gabby uh Saturday evening we happen to uh stumble up on one another at another event that because of that trip uh the Hyatt is now partnering with uh a hotel so a group of folks there medine to bring the high Regency there and hopefully we can bring some of our contractors there to uh help create that uh Resort so thank you for that partnership on Tuesday September the 5th uh I had the pleasure of joining the city staff and the community there at lake. Housing Authority Thank you Lisa pelli for your leadership uh we were able to discuss in details the plans we have to address homelessness in the area and we're going to continue that dialogue uh so that the area of Paramore in the Westlakes Community can understand accelerate uh Orlando a little bit more thoroughly because we have to address our homelessness and doing nothing will not solve the problem and so I'm looking forward to uh the great great Solutions as we move this city forward addressing homelessness thank you for your leadership also m d in these efforts on Wednesday September the 7th um I attended um the Raleigh Street ribbon cutting I'm not going to cut in into uh commissioner Burns Thunder too much but we share as he stated uh that cornerer there and it's uh under mayor darus leadership this is been something that he's been working with the county now for greater than 12 years I know when I came on board almost 12 years ago it was a dialogue and we finally was able to do that uh in local partnership Chris was that it and uh got her got her done and so the last 5 years we've been working on that project and it is just phenomenal uh the expansion of that roadway and The Pedestrian safety and I'll leave a little bit more to talk about how great that is uh that's happening there in our corner for uh missioner Burns but on Thursday September the 8th uh in public works thank you and for all Rick Howard and now um our good friend Corey uh Knight for your leadership in that Thursday September 8th I was able to do a soft uh welcome over at Legacy Cafe over at the heart of rest Lakes which is a partnership uh with the LIF Orlando and our Community uh Health Centers um they have chosen Legacy Cafe a blackowned minority operated business um that also has a Starbucks there to give healthy meals from 7:00 a.m. to 5:00 p.m. um that was phenomenal and then on September the 9th I joined May Dy uh at the onx magazine Men of Honor which was held there at the Rosen Century uh My Brother's Keeper another initiative May d gred out in 2015 those young men would look just amazing and they were the uh hosts for that event where they were the greeters uh some of the most influential men throughout uh the nation and Florida amongst the prime minister of the Caribbean uh was there uh being honored but more so our own Reginal mcel was honor for all the work that he's done the last 30 years here in in the city of Orlando and above and just congratulations again the Reginal and also uh our um Marcia Goodwin Hop's husband Ken Goodwin was also recognized for his extraordinary work and affordable housing uh congratulations to both of you all was well deserved and as mayor Dar stated this morning I uh joined them with United against proy and um the cares team that mire started and I think this said 2010 M started car's Orlando and they were real represented there to uh pack those 10,000 Mills uh to go out into uh the nation and some of them are going to go abroad to families that are uh suffering from uh starvation and food short ages in other countries so it's not just here we're even looking abroad to help those in need on Wednesday September 13th I'll join mayor D at 66 East Pond Street I know we've been talking about downtown and transforming the face to a degree of downtown to restaurants and other places where families come so we'll be uh cutting the ribbon at poppy Smashburger if you ever want a great Smashburger go to poppies that's right there you go again poppies Hispanic Hispanic what so uh in which it is a a minority own business by a Latin uh uh gentleman and our Mr hernandz is a the chef there he's uh Renown with making Smash Burgers uh I think it has been recognized throughout Central Florida and it's 3 months open it's one of the leading Smashburger restaurants in our very own downtown um from what I hear um myself and Mer be having a Smash Burger cookout I know he's going to win because you know he's going cons me he's used to that beef so uh I got a little pork in me I'm from Paramore so I know you'll he'll probably win uh and and then of course on the that same date on September the 13th uh I'll will be going over to UCF to recognize uh women in sports at their leadership uh Awards looking forward to that and at 600 p.m. that same evening at Art of uni Unity exhibit at snap uh as we stated Orlando is a place where we really do appreciate uh arts and culture and so they're going to exhibit and revisit several iconic Paramore murals including the structs right there on Church Street love SE seeks unity and we'll then go on to Art reaches where art grows here and then the incredible impressive crew Orlando mural that sits right there in the back of City View and faces our new uh mway Training Center along with Advent Health that was very instrumental with uh providing funds and it's called raise up and with that that's all our hair m mayor thank you commissioner commissioner Burns all right thank you mayor uh good afternoon everyone as was mentioned uh September 11 2001 profoundly impacted uh our nation and we will never forget and we will never uh forget we must always remember the lives lost and celebrate The Bravery demonstrated uh by so many Heroes and I think we must all remember that life is too short to waste on hate uh these last two weeks mayor uh fellow Commissioners uh has been very difficult um specifically for our Carver shures neighborhood uh with the senseless killing of a six-year-old uh by the name of ailea hassim and the injures sustained to her mother uh who was shot during a drive by shooting that targeted the wrong house uh as it has been reported for individuals have been uh are in custody and one is on the Run uh all of these individuals are youth under the age of 20 years old uh with the youngest being 15 uh in what I understand the 15y old has the longest criminal uh criminal history but at this point I would like to just commend the men and women of Orlando Police Department uh for their Swift action and making these arrests and to Chief Smith for your uh communication with my officer and keeping me uh keeping me inform but this tragic incident does once again just underscores the urgent need to address gun violence in our communities and stop the flow of these guns into the hands of our of our youth uh May fellow Commissioners I just would like to acknowledge our investments in the youth uh with the expansion of our kids zones uh increased funding for My Brothers Keeper program and the initiation of the lead student uh Advocate Program that is adding resources to Carver Middle School and Memorial Middle School designed to combat youth violence and connect our students with the needed resources in our community so again we must continue to be vigilant in addressing uh youth violence but also making the uh significant investments in our in the future of our our youth uh throughout our district uh throughout the city not just in district 6 uh on August 21st my office hosted our second annual North ey Drive Business Roundtable uh this was an informative meeting uh and was um a collaborative effort with OPD Transportation Economic Development and we also had presentations from the iDrive business improvement district the iDrive Chamber of Commerce uh bright line Universal Orlando and county commissioner Mike Scott so thank you all for uh who participate this meeting was designed again to inform and update the business owners uh what's happening in district 6 and on North I drive and the impact it could have on their businesses so thank you to all of our partners who made this day possible also on August 21st I attended the national senior citizens day along with mayor D held at the El Claudia Allen uh Senior Center Senior seniors from uh various neighborhood centers gathered uh for an afternoon of fun and ice cream uh to honor the seniors of the city of Orlando uh so thank you to our family Parks and Recreation team uh staff for the great job in putting on that event uh as commissioner H mentioned on September uh 6 we celebrate the uh ribbon cutting of the Raleigh uh Raley Street improvements again thank you mayor D and commissioner Hill for for your commitment to this project this project was put in motion well before I got here so thank you for for getting that in motion but uh it's a project that was very well done thank you to our transportation team and our Public Works team and the citizens and the residents in that area are very excited about uh just improved the street being improved being less damage on our cars but also uh a lot of safety measures you know some some Crossings expanded sidewalks and I think it's definitely uh an improvement that all the residents will continue to benefit from for years to come uh I will be hosting my third annual for celebrity for the children's Celebrity Golf Tournament on Friday September the 29th at haulk Landing Golf Course uh beginning at 8 a.m. also I have uh satellite office hours uh will be held Wednesday September the 13th and 27th at the L Claudia Allen senior center from 10:00 a.m. to 300 p.m. uh on the agenda uh under family pars and Recreations I would like to acknowledge the employment agreements for the new lead student Advocate Program again this uh program is designed to uh combat violence in selected middle schools uh such as Cary Middle School and Memorial Middle School located in district 6 and again connect these students with the resources that are available in the community uh under housing items 2 through 19 I would also like to congratulate all of the nonprofits who are recipients of the Community Development block grant funding and emergency Solutions Grant uh please continue to carry on your missions because you all are needed more now than ever um also I just like to uh acknowledge uh item j6 again the um honorary designation of Kirkman Road between Conroy and uh violin as officer Kevin Valencia Memorial Highway and that portion of Kirkman actually happens to be in district 6 so we're proud to have him recognized in our great district and again thank you to Senator Thompson representative Harris and Anton for making that happened uh that's all I have mayor thank you thank you commissioner commissioner gray thank you mayor um I've got a all events uh are on our website there's a couple I did want to mention though briefly on August 23rd Uh Kevin TBO and his team from the greater Orlando Aviation Authority had a community meeting and shared with neighbors all the activities uh going on at the airport which is important to neighbors and the big question was when's bright Line train GNA run and Kevin answered it perfectly he said it is running it's just there's nobody on it yet but uh there will be shortly so we're looking forward to that but Kevin thanks to you and your team for sharing with neighbors uh activities at the airport on the 24th went to visit Orlando Insight luncheon which again emphasized and and highlighted the importance of the tourism industry to our community so I was glad to be there and learn more about that and then on the fourth Labor Day uh there was a uh family picnic in uh lauia Park so thanks to Kim Gordon and her team for organizing that and uh giving the kids a chance to ride their bikes around the neighborhood they had a great time so thank you Kim for doing that on the agenda real quick I did want to emphasize again the uh Community block grants for the 15 or so organizations they do the heavy lifting for the city and we are grateful for what they do so glad to support that so thank you mayor that's all I had thank you commissioner commissioner Ortiz thank you mayor let me Echo the words of commissioner gray with the uh block grants congratulations to the recipients I want to emphasize on our designation of Kevin Valencia because very very often we hear people critize in law enforcement we don't recognize how many times this Heroes go out there and watch for us while everybody's asleep so uh thank you once again for that mayor and thank you for everybody who's involved in doing this uh Chief I want to thank you also for making sure that we keep looking for Grants to sustain our Police Department we have quite a few and along the lines also to help uh thank you for the um donation to the Harbor House of Central Florida that's very important that we maintain that program for um in terms of the 22 years that have passed since uh 911 I just want to ask everybody to elevate a prayer Pray for those 2,977 people we lost it's very important we don't forget it's very important we keep thinking of them and it's very important that we keep Vigilant uh with our nation and in doing so also we need to make sure that at a local level we put our differences aside we keep working together many many younger people out there that are a loss that don't know where they're heading and I don't know if has to do with the household it has to do with whatever the case may be the city of Orlando has taken great pride and develop great programs like Kids Zone um after school All Stars I mean we have all kinds of programs for our kids we just waiting for these kids to come over we're very willing and very able to help them out and we have have seen great changes in our community especially in crime crime has gone down because of this programs we need to continue to motivate our kids and continue to support our programs and and the staff that are doing a wonderful job Lisa um Parks and Recreation you're doing a wonderful job and I think every member of your staff are doing a great job and on the same issue every member of our staff here that support in one way or the other is programs and that's all I have mayor thank you thank you commissioner commissioner Stewart thank you mayor and uh let me also Echo uh your comments about the 911 um we have all felt that I can remember where I was the moment I saw all that to occur um but since being a commissioner I have I don't think I've missed even the one that got rained out with the uh over at fire station one I I would encourage everybody to come it is a wonderful ceremony um uh they light 343 candles for each of the um law enforcement and and firefighters that lost their lives that day um and it's just a good remembrance um about those people who put their lives on the line like like Kevin Valencia that that we they are they are hidden from us because they do their job so well and I'm so grateful for them u a couple of things let me just share with you um we have a staff cleanup uh um we say thank you to those who put together the staff cleanup over at uh Park Lake Highland um Virginia Drive live was this past week and we had a great turnout again um and then coming up is the dudes and Divas Steinway Gayla um the U I also want to say a special thanks to Lisa portelli and those over at the Palm Gardens I had a chance to take a tour Thank you Lisa for coordinating that for me um to see what they're doing and what we're doing affordable housing and what we're doing with the investment that we've made and it has been it is wonderful to see what's happening um just with the people that were there and having um um the the security team and what's going on uh the calls for service over there have dropped down to I want to say they've dropped like 90% maybe 85% where they were before I know that means a lot to the community and I appr appreciate L of what you're doing and appreciate the work of group over at one stop at Palm Gardens um coming up um 911 event of course this evening and and then the U uh pmia recognition is always a special time for us to remember those who uh who served and who are um either Mia or p and our law and our Armed Forces um Mexican Independence Day is coming up on the 17th uh over with Mexican consulate and I want to make sure encourage those to be involved in that uh on the agenda today uh let me uh say Echo the same comments about family parts and Recreation and all the staff coming in or the after school Allstars thank you there a wonderful core people love seeing them and continue to work through our youth and of course and the cdbg and the ESG refunding uh that means a lot I do want to share one quick thing which is um and I hope you get a chance to share um that Carolyn finel is retiring or has retired and she's in in imminent um who is a absolute Mainstay in our community in the main state for Goa um and she will be very difficult to replace but Carolyn has been a friend of this city a friend of mine personally for I can't remember how long um she I served on the board of directors in the 80s and that's how I got to know her so what a wonderful person and another example of the quality people we have over at Goa so want to mention her by name so thank you very much and that's all I have mayor thank you commissioner and we'll move on to commissioner Shen thank you mayor and uh you know um my sincere condolences to the Valencia family our officers put their lives on the line on the line every single day and what a lot of people don't know is that Kevin did not when he was shot he did not pass away immediately he suffered greatly and our officers go through a lot and they have to make split SEC second decisions every single day and that's the tragedy what happens uh he was he was helping someone in a domestic violence call and trying to help some kids and uh you know he did not deserve to lose his life but uh you know it's it's important to honor him and gosh those kids to look just like him you're so you it's it's just heartbreaking but Megan is doing an amazing job of of um keeping his legacy alive and just really good people and it's a very awful thing that happened to them and um today is also very sad for being 22 years the World Trade Center um falling in an act of terrorism and uh the impact that it had in this community our airport was closed our offices were closed um it had a tremendous impact on our economy um but the thing even though it was a horrible time a lot of people might not remember it but a lot of us do um the thing that happened was that everybody came together in unity and worked together and there was you could not find an American flag pin or an American flag everybody was flying the flag and everyone came together so I hope that we can remember not just the horrible thing that happened but the spirit of unity that we all had and try to recreate that because there's a lot of division in our in our country right now and we need to work together because we work together as Americans and we come together and and support one another um in our our community right now in Orlando we have a severe shortage of crossing guards that are k through eight schools in downtown you may have seen some of the signs that some of the crossings um I actually helped kids cross a week before we got a crossing guard at Crystal Lake in lake Arnold and office carpal Rosado was out there with me too but it's really important that we get coverage for these crosswalks and uh something else and I there was a lot of speeding that was happening even before um the lights came on the crosswalk so I mean at the Crossing um for the kids so I know that the legislature just passed something where we can have cameras in school zones and I strongly support these in Orlando as someone who's been out there and seen the impact of speeding in our in our school zones um I really think we need to have these in Orlando and folks might not like getting a ticket but it's it's horrible the way that they're driving so fast to these school zones and we need to help our officers and and our crossing guards we can't put an officer at every single Crossing I understand that but we need to help our crossing guards because it's a hard job and uh and and we need to get people thinking about paying attention and not texting and not speeding through our school zones um on the agenda today we have the plaz alive cultural facilities Grant plaz Alive is a wonderful um amenity in our community and glad to see them getting getting help with doing their Renovations um sideward Brewing is a wonderful business in my district and they're getting a business assistance program for a patio area glad to see you all here today awesome sideward Brewing love you guys um and and they have wonderful events as well at sideward um also want to congratulate all the Community Development block grant um recipients for all the great work that you all do every single day day in day out and I'm kind of jumping ahead a little bit but one of my pet projects and something I love seeing even though it's commissioner Hills district it's a downtown Art District Courtyard project yeah yay downtown Arts District uh love to see what you guys are doing the preliminary budget for fiscal year 24 I want to recognize that we have um in attendance with us Kevin tuo TBO who is executive officer of Goa Carson good who is the chairman of the board Kathleen Sharman Chief Financial Officer and blinda kard who is the treasurer welcome thank you mayor Commissioners thank you happy 29th birthday commissioner Ortiz um and uh I will pass on commissioner Stewart your fine words to Carolyn I called her last week it was her birthday and she was traveling on her retirement you know what Kevin let me do one last thing here on August 16th 2023 the go board adopted a resolution approving its fiscal year 24 preliminary budget the preliminary budget for oia is 831,687 M 620,000 perame budget for Orlando Executive is 5,781 in accordance with section 12 of the city Charter Goa has submitted the preliminary budget to the city council for review during a public hearing notice of this hearing was advertised on September 1st 2023 now take it order all right than thank you thank you again mayor Commissioners so as the mayor mentioned we're here to present to you our budget for the coming fiscal year 24 again thank you for chairman good and uh our uh board member and Treasurer Belinda kirar for being here to get today to support us and with that I'm going to turn this over to our Chief Financial Officer Kathleen Sharman who will give a great presentation to you thank you Mr TBO good afternoon Mr Mayor and members of the city council on behalf of our chairman Carson good and our board Treasurer Belinda kard as well as the rest of the go of board and CEO Kevin TBO I'm pleased to present a summary of the greater Orlando Aviation Authority's fiscal 23 fiscal 24 budget at this public hearing today as the mayor indicated a more detailed preliminary budget presentation was made to the Goa board at its August 16 2023 meeting this public hearing is required by Statute and city code as part of the Goa budgeting process and is required to be conducted before Goa board takes action to finally adopt the budget which will be at its next board meeting which is now currently scheduled for September 27th 2023 and I need to our uh budget objective is consistent with our current mission statement which is of course to provide safe secure customer friendly Affordable Services and Facilities that promote what we call the Orlando experience while our proposed fiscal 2024 budget does in uh include a 10.6% increase in operating and maintenance expenses over the prior budget um to to provide those resources to meet the budget objective revenues are budgeted to increase over 21% resulting in a projected cost per in plane B passenger that remains competitive with other large Hub airports and is lower than was budgeted in fiscal 23 thus encourag enaging diverse air carrier mix to provide Air Service connecting the city of Orlando the central Florida region with the world here's where the money comes from and where the money goes we are proposing as the mayor indicated an 8316 million total revenue budget and a $541 million operating expense budget you'll notice that no local tax dollars are used to fund the airports operating and M uh fund Carolyn finel always wanted me to say that so it's ironic that you mention her today um less than half of our Revenue actually comes from the airlines in fact net a revenue sharing about two out of every $3 that the airport receives comes from non- aaal sources the largest one of those is um generators is rental cars at 128 million or 15% of our budget with respect to operating expenses the largest budget um is maintenance in Jan tutorial um combined um at 26% followed by Personnel Services at 25% and then Professional Services and contracts at about 15% each here's what the total budget looks like compared with last year's the 8313 million in revenues up from 6835 million largely due to the increase in non-airline Revenue which is highly correlated to our increase in projected implment which projected Employments are um are projected to increase over 12.5% from last year's budget to 27.9 million operating and maintenance expenses is budgeted stances as well as the costs um have related to what I'll call Lessons Learned From the opening of terminal C are reflected in the 10.6% increase in operating and maintenance budget about a third of that budget is related to people this budget includes 73 new full-time equivalent positions as well as incentives um and increases to retain and attract top talent um to our organization as we remain comp competitive with uh the airport industry as well as the central Florida region but the key takeaway here is you can see remaining revenues of over $73.49 expansion projects like expansions um and improvements to our existing terminals as well as parking facilities and finally to share with our Airline Partners to reduce their costs um in operation in accordance with our rate and revenue sharing agreement another thing I want to point out is that all legal debt service coverage requirements are projected to be met under this budget and in fact our coverage far exceeds the legal requirement this puts us in a really great position to to access the capital markets next year as we incorporate additional capacity enhancing projects into our CIP our Capital Improvement program based on the results of our strategic plan and of course at the board's Direction and the updated strategic plan is uh planning on being presented at the September 27th meeting as well um so I would like to now turn our attention to um Orlando's original airport the Orlando Executive airport which is as you know our designated reliever for Orlando International also operated by Goa here's a summary of the budget you can see it's balanced and um thanks to our coid relief funds from the cares act still available we have not had to tap into any fund balance to fund orl this year the increase in Revenue approximately 943 th000 primarily related to commercial property Revenue related to our our Colonial prominade as well as new executed lease agreements om andm expenses overall increase of 342,000 primarily related to the cost of wages both for Goa as well as for our contractors and capital outlay and improvements are increasing 600,000 for a total of $851,000 and that primarily is um funds to match Grant funded projects such as the rehabilitation of some of our taxi ways as as well as Rehabilitation of Runway 725 so in summary these budgets are fiscally responsible focusing our resources on using cares Grant programs at orl to reimburse labor costs making more money available to match Grant funded Airfield projects and for MCO funding staff and services to support the increased passenger demand as we currently serve over 55 million passengers on an annual basis think about that that's over 1 million passengers a week going through our airport um while we're keeping our rates as low as possible to encourage additional Air Service that will bring both businesses and Leisure travelers to the region ultimately creating more business for our non-airline partners and the greater Central Florida Community so chairman good Treasurer kard and CEO tibo are also here in attendance and this point we'd be happy to answer questions or take comments and I thank you very much for your attention Okay Commissioners do you have any questions or comments commissioner Ortiz thank you for that presentation that's awesome and I'm not going to ask for you guys to give us a u presentation of your strategic plan now but can we get a little heads up here um are we looking at some quick changes I mean in a very near future uh with that section of um the frontage of colonial I can tell you what the overall goal is to be the best airport in the entire world that's de we already are yes we already thank you but I want to see the other part the uh the one in our district because it's it's such a gem and want to make sure that we can complement that with good businesses and some other great plans that I'm expecting yes so mayor if I may commissioner uh so one of the things I'll leave you with and we'll get you all a copy of the approved uh strategic plan from the great Orlando Aviation Authority it from what we heard remember we gave a presentation here a few months back and what we heard from our stakeholders we needed to focus on four things people community connections and Innovation and so just as you mentioned how can we contribute more to the community in respecting what we have as relates to our assets so you'll see some goals and objectives there commissioner that focuses on those real estate assets and how we can leverage that for the benit of the community I want to thank you also for your um for being available to meet with the hoteliers m when I asked you know for that meeting uh and I want to make sure that we also send our regards to Miss yovani Rodriguez who is always never ready to help us out with different issues so please convey our message we're very grateful you got a great team over there but I'm really looking forward to see some changes because that area there has being a little blighted and while the district is moving pretty fast that's kind of the segment that is a little not that far behind but is a little behind so we want to make sure and I know commiss commissioner Stewart keeps he's looking to because that does affect his area greatly so thank you so much appreciate it
