Good afternoon and welcome to the February 23rd, 2026 meeting of the Orlando City Council. We are going to begin today's proceedings with the invocation and the pledge of allegiance led today for the first time by Commissioner Chapen. >> Thank you, Mayor. Let us pray. Lord, in these past weeks, I've experienced a number of firsts. My first parade as a commissioner, my first ceremonial, first pitch, and today, my first opportunity to offer this opening prayer. I am new to this role, but I'm not new to the city. Along with those lighter moments have come more significant firsts as an elected official. First votes that directly impact our residents. First policy disagreements that test our convictions. My first call reminding me that public safety is not abstract. It is immediate and personal for the families involved. Lord, these moments remind all of us that public service carries real weight. The work before us shapes safety, affordability, opportunity, and trust. Help us remember that disagreement does not have to become division. Our residents bring different priorities and perspectives. Success is not measured by unanimous agreement, but by whether we remain civil, respectful, and focused on serving the entire community. Grant us wisdom in these decisions. Grant us patience in debate. Grant us humility in leadership. and help us collaborate where we can and lead responsibly responsibly when we must. And may our actions today strengthen this city and honor and the trust placed in us by the people of Orlando. Amen. >> Amen. Let's take up the minutes from the February 9th city council agenda and agenda review and workshop meetings. All three. Motion by Commissioner Sheen, second by Commissioner Rose. All in favor? >> I. >> Those opposed? Okay. Passes unanimously. We have no awards and presentations or recognitions today. So, we'll move right into the mayor's update. Um, so we often talk about the continuing work to ensure that downtown Orlando is a neighborhood for everyone and this past weekend reflected that. I think there was just about something for everyone in downtown Orlando. We had Immerse, which transformed Orange Avenue and several of the other East West streets into an incredible arts experience that was attended by tens of thousands of residents and visitors. Orlando City opened its new 2026 season at Inner Co Stadium. Dr. Phillips had shows going on. Kia Center had a concert and two Solar Bears games. So, if you couldn't find something to do in downtown, you weren't looking very hard. I can promise you that. Um, and speaking of the Solar Bears, you know that is our minor league um, hockey team. And if you watch the gold medal game of the Olympics between Team USA and Canada, um, Jack Hughes, who scored the winning goal, was born here in Orlando. So, we'll claim him as an Orlando native. His father was the assistant coach for the Solar Bears at the time that he was born. Is why he was residing here. So, I don't think he lived here very long, but he was born right here. How about that? Um, okay. On today's agenda, we have approvements uh or agreements with Turner Construction on two downtown projects, the Lake Eyola Gateway and a new pocket park at 30 South Orange Avenue. And they are direct implementation of our downtown Orlando community redevelopment area plan and DTO action plan. So exciting to get those underway. And um we have a couple of important housing packages. Um one relates to accessory dwelling units and adding some flexibility to be able to um create those accessory dwelling units in our existing neighborhoods. And the other is Orlando unlocked open door program which is uh we are providing some incentives to help redevelop close to 300 single family lots that we have uh primarily on the west side of Orlando. And then there are 10 agreements uh for community development block grants that total $350,000 that will help vulnerable residents. With that, we will move on to the consent agenda, which are a number of items that are lack acted upon through a single vote of council. We give each of our council members an opportunity to comment on the consent agenda and update you on important happenings from their districts. We rotate the order that we do that. And Commissioner Chapen is first up today. >> Thank you, Mayor. Uh, I would like to thank the Edgewater High School Bass baseball team for allowing me to throw out the first pitch this past weekend. I I think it was a strike. Um, that's my story and I'm sticking to it. I enjoyed the kickoff lunchon uh for the s uh Orlando City that was hosted by Orlando Health. Um, over the weekend I had a blast attending the Immerse Fest in downtown Orlando. Um, I know their work is helping make Orlando a premier destination for per performance and installation art. Uh, this weekend Dr. Phillips Charities will be hosting the Packing District Live, a free outdoor concert in the packing district. If you visited recently, you know there's a lot of exciting momentum in the area. Uh I'm proud to help sponsor that event and look forward to seeing anyone out there that week this weekend. Also, on Saturday, Orlando Firehouse 3 will celebrate its centennial anniversary at the Orlando Fire Museum in Lock Haven. Uh, and I'm also looking forward to a big opening day in district three. Got two little leagues, uh, Babe Ruth in College Park and North Atlanta Kuanas in Baldwin Park. Uh, mayor, on the consent, uh, a quick note that I will not be voting on item consent agenda 3B9 to due to a conflict of interest as well as item 4D on the CRA agenda when we open up that meeting. I have sought conferred and received legal advice from the city attorney's office and have filed the necessary paperwork with the clerk. >> All right. Thank you, commissioner. Commissioner Sheen. >> Uh thank you, mayor. And I'd like to wish everyone in the Asian community a happy Lunar New Year, a year of the horse, and uh that's why I'm dressed this way. I wasn't able to wear this at the parade yesterday because it was raining. So uh chukamoy and gongji fai. So we wish you a very happy new year and it was a lovely event and I'm very concerned about some of the initiatives in the legislature that are anti-dei and that we cannot sponsor events um and that we can actually be considered mis misfeasons and malfeasants for doing so. So um I think these kinds of events it adds so much to our community. We should be celebrating our unique heritages and cultures. And I think these anti-dei bills that are in the legislature uh do not reflect the values of Orlando. And I think that we need to fight them tooth and nail because it's just wrong. I know they're mainly geared at the LGBTQ community, but it's probably going to impact many, many communities as a result of this. And um diversity, equity, and inclusion are good things. You know, giving everybody an opportunity is a is a good thing. uh it's been used as a um as some kind of a ridiculous buzzword for conservatism and hurting people and it's just wrong. So, I'm hoping we can I know that our lobbyists are working um hard to to stop these this legislation and it's just um ridiculous. And if you don't value diversity and equity and inclusion, then just don't go to the parade. You don't have to stop someone from celebrating. Uh we had Black History Month. all of these initiatives would be under attack with this legislative nonsense. Uh we have a really problem with property insurance and I wish they would concentrate on things that really impact Flityians. I'm paying a lot more for my property insurance and than I ever have in my life and it's really impacting me and I wish they would concentrate on real issues rather than the culture wars that just harm everyone. Um on the agenda today um we I am delighted with um the item 3B9 that's Mir's transportation services for seniors. We lost our you know uh seniors first stop providing this service to our downtown um senior highrises and I want to thank David Burrilla for doing this because this was you didn't have much time to to to react and put this in place. This is an excellent solution and uh I'm delighted that we're able to help folks that just need a ride to the grocery store to shopping and it's just a wonderful solution and I just cannot be more um more happy with this on the agenda today. Um I do have the concern about item 3B14 the design phases on on the Lake Yola Gateway. I was told by staff that the Luba house is was going to be demolished. I guess mayor there was some misinformation on that. There are many people here from Orange Preservation Trust that asked to speak. I messed up. I thought, you know, I didn't I didn't realize they had to be here at one and not two and that they couldn't speak on a CRA item. So, thank you for moving them to general appearances. You all will get a chance to speak. That's my bad. I messed up. You know, we've got some new processes and I've been here 25 years and I'm still learning. So, I'm sorry that I told you the wrong thing. Um, as your commissioner, you have a right to ask me information and I screwed up. So, I'm sorry that I did that. And we will we will hear you at general appearances today. Um uh also, let me see what else did I have here. Um just as general information, the pulse sign is going to be coming down on March 10th in the building on March 18th. I know Mayor Mayor, your office has been doing a great job in getting information out to people and been very sensitive. I appreciate that. And my heart goes out to um the members of the LGBTQ community that were targeted in a shooting across the street from Seavoi this weekend. Um firearms are just getting way out of control and people are taking out firearms to resolve stupid things like telling someone to slow down and someone losing their life. It's absurd. Um there's a reason we want to regulate firearms is because firearms in the wrong hands leads to tragedies like this and there was absolutely no reason for this to happen. So my f my my heart goes out to those at Seavoi and the and the folks that were infected this weekend. Thank you, mayor. That's all I had. >> Thank you, Commissioner. Commissioner Rose. >> Good afternoon, everyone. Good afternoon, Mayor, Commissioner. Um, uh, we have celebrated Black History Month throughout our entire community and there are a lot more great celebrations, so check them out. This Wednesday, in fact, we are having a celebration at 6 PM at the Rock Lake Neighborhood Center. I want to thank Light Orlando for including the seniors in District 5. Um, every year they do something called love week during the week of uh, Valentine's Day. And we went the I want to thank our youth from the Northwest Center because they created handwritten cards, happy Valentine's Day. Uh, Light Orlando brought flowers and we delivered them to some of the seniors in some of the senior complexes. So, it was really great um, opportunity to spread some love. Uh, Camping World Stadium renovations are in full effect. Uh we hosted a successful job fair last week where hundreds of people were in attendance. If anyone missed the job fair, we will have another one coming up. Um there is a link that you can sign up and uh some of our contractors will reach out with job opportunities. I want to thank Tyrone Walker and FPR for the senior connections Valentine's Day dance that we had at the downtown rec center. It was a great time with our seniors. I am guaranteed that I must dance with them. So I think I think uh Commissioner Burns can uh knows how that is. Um, I want to thank Harbor House for having me for their annual walk a mile in her shoes. Uh, this is a community celebration for our domest domestic violence victims. I want to thank United Way. Um, so there's something called Born Learning Trail that we've installed at Ivy Lane Park. I want to encourage um, everyone to go check it out. So ultimately, it's an opportunity along our walking path in the park to kind of do educational things. So there's alphabets, there's colors, there's shapes, and so it's an educational piece for our young people that are in the park. I want to thank United Way for that partnership. I am super proud of our young people at Jones High School. So, the athletics um some of our some of the students have created something called the kickoff experience and it's really to work on student leadership development um for the athletes at Jones High School. So, had a great time um with their initial kickoff lunchon that they had last week. Um had a great time this Saturday being welcomed with Tiger Pride Day. This is a I say this if you've never been TPD you should check it out. Um Tiger Pride Day Jones and Commissioner Burns going to speak more on that. Jones has a really good network of family and uh community and so it was a great time. For me it was a joy because a lot of the students that I've seen graduate I can catch up on, you know, kind of crack the whip on making sure that you're staying focused when you go off to college. I don't think the average person understands when you transition from being at home with your parents to going off to college how much just checking in on the kids means and making sure that they're staying focused and seeing if there's anything that we can still do here with our student advocates. Um I want to thank Cole Nmith uh with Creative City Project. So if you did not get to experience Immerse this weekend, you missed out. I would say go check it out on social media and make sure you put it on your calendar to attend next year. It was an electrifying weekend. this the energy was unmatched as the community gathered from all over to celebrate, connect, and create unforgettable memories. I want to thank the CRA for working closely and all other partners to make sure that this continues to grow. I remember back when Cole first came and it was just one little small activity back in 2014 and so watching how much um has grown is amazing. Um we've officially kicked off a Lando City soccer season here. Make sure if you don't you go get your men's or your women's season tickets. Um, now on to the agenda. Today's agenda is a wonderful reminder of why what we do demonstrating of why we do what we do. Demonstrating our commitment to make an a meaningful impact in the lives of our community. 3B9 um which is the mayor's transportation. This is a positive response. So, for those that don't know, seniors first budget was cut. And so, the CRA and David and his team came up with an alternative to make sure that we can get the seniors that live in downtown of their homes and get to some um recreational activities, whether it's to the grocery store and the stores. So, thank you uh David and um the CRA team for that. I have requested staff to include the Beard Doll Center as a stop. beard doll center is along the way to go into the grocery stores and it's important because a lot of our seniors have not been to the bidall center because of the cut in um the the bus transportation 3C4 um this is a great expansion to the accessory dwelling unit incentive program. This creates a seamless process for residents who are seeking to add more living space uh to their property and also 3C14 is the companion item to modify um the building permit fee rebate for this program. 3C5. Um I'm glad to provide business assistance to Early Education Station. Um they were previously located in Metro West and they have now moved into District 5 at um the live church off of South Cottage Hill Road and this provides more educational opportunity for our young people. Increasing home ownership helps anchor families in the community and can reduce the turnover that often comes with rental markets, especially in areas facing economic pressure. 3C12, the Orlando Unlocked Open Door Program is a three-year pilot program and ultimately this is a way for us to work with 300 property vacant land vacant lots within the Paramore community to create increase home ownership opportunities. So grateful for this opportunity um that staff was able to carve out this program and look forward to potentially 300 new families moving into the Paramore community. I want to congratulate all of fiscal year 2025 CDBG grant recipients. The work that you all do in the community is very impactful and continues to positively change lives forever. And that is all I have. Mayor, >> thank you, Commissioner. Commissioner Burns. >> Okay, mayor. Thank you. And good [clears throat] afternoon to uh city council and all who are in attendance. >> [clears throat and cough] >> As Commissioner Rose mentioned, uh, on this past Saturday, I had the pleasure of attending the Tiger Pride Day celebration. Uh, and this is a celebration that has happened probably for the last 10 years. And this is when uh, alumni and friends of the alumni from Jones High come back to celebrate, and this year was 131 years, the rich history of of of Jones High. Uh, and it's an amazing uh, event. [clears throat] each each class each gradu graduating class sets up a tent. So the tents went back to 1958. So we had alumni in attendance from 1958. So it was great to see they were still up and moving. I think a few of them got in got up and did a little bit of a line dance. But it was just very inspiring. But we it also uh shows our community but also the current students how much they are supported, how much they are loved, and how much support that the community has for for Jones High. So uh that was a great event. Also on February 13th, I attended the Valent Valentine's Day event at El Claudia Allen where we showed and uh shared some love with our with our seniors. Also on Thursday, uh, February 19th, I sponsored and attended the Let's Go to Mottown event at the Smith Center. Again, this is a senior focused event where, uh, it was inspired by Mottown. Uh, so a lot of good singing, a lot of good camaraderie happening there and again, showing some love to our, uh, to our seniors. Um, satellite office hours, the next one will be February uh, 25th at the Elclaia Allen Center from 10 to 3. Uh and then following that Wednesday, March 11th, also at the Airclaudia Allen Center. Uh mayor, on the agenda, I want to express my support for uh items 3F2 to 3F11, the community development block grant awards to nonprofits who are serving our community members who are experiencing homelessness. And just want to say thank you for uh all the work that that you all do there. Uh then mayor, I I wanted to uh just briefly mention uh in reference the development of our city's small and local business enterprise uh preference program. Uh and this program is designed to encourage and promote the participation of certified small businesses, small and local businesses in contract and procurement opportunities here with the city. Uh so we we may remember back in June of 2025 the city we suspended our uh MWBE program in response to the uh federal executive orders. So with that our staff worked diligently to [clears throat] develop um a new program the small and local business enterprise preference program uh in which we had our first reading on December the 8th. Uh and it's my understanding, mayor, [clears throat] that the second reading um is being delayed uh in an effort for the county to get their program in place so we can ensure that there's some type of reciprocity between the city, county, and go. And I'm I'm 100% uh supportive of that. But it's my understanding that some recent developments in the county's process uh may delay their the establishment of their program for uh a month or two. And this delay uh is concerning to me because of the amount of contracting opportunities that are on the horizon uh within the city. Um and without us having this program, it we will not be able to ensure that our small and local businesses have the opportunity to participate. So currently we have about $400 million planned for the camping rural renovations and some of those packages have already been awarded. another 146.5 million in DTO CRA contracting opportunities. And so just in those two pots, there's about $546 million of contracting opportunities that will be hitting uh hitting our community. of that. Uh if we look at the 16% um uh goal that we have, we're talking about roughly about $87 million of contracting that will go to our small and local businesses, which is tremendous, which is great. Um also on the agenda today, we have about $22 million that we will be approving. Um and again, contracting opportunities for our small and local businesses. So, [clears throat] mayor, I would like to request, you know, it's not every it's not every year that we have this amount or this level of economic activity outside the normal city operations. So, I think it's imperative that we move with a sense of urgency and establishing our small and local businesses um enterprise so that we they do not miss out on these opportunities. Um, and with that, mayor, I would like to request that we bring the second reading of our small and local business enterprise to be considered at our next city council meeting uh on March 6. Uh, this will allow us for allow us to establish our program and ensure that our small and local businesses truly have the opportunity to participate in these upcoming contractual uh opportunities. uh because again I I think if we don't uh move now we will continue to see contracts being uh awarded that we cannot ensure that our small and local business have had an opportunity to um to participate in. So again I'm all I'm a supportive of the reciprocity. Uh I'm a you know supportive of us being able to have our small businesses who are contracting with the county and go have that reciprocity. But I think it's imperative that we move forward with our program and then address the reciprocity on the back end when Goa and when uh Orange County has their program up and running. And that's all I have. Mayor, thank you. >> Okay, Commissioner. Commissioner, I was just having a conversation with staff this morning about that. We have been monitoring the county's progress or lack thereof. >> Right. um they sometimes get mired down in some details and it takes them a little bit longer to get through a process. Let's just say it that nice way. >> Right. Right. >> Um I think what they're hung up on is what the um gross uh business what the gross dollars amount that a business does, what constitutes a small business. So maybe we can get a verbal agreement with them between now and the next uh commission meeting because we can we can move forward. But we want to mirror what the qualifications are for the small businesses so that we can have reciprocity between it's probably going to be the expressway authority county and us. The goa has some federal rules that may or may not come into play but I'm with you on this and we'll see what we can do. >> Yeah. and and merit and [clears throat] if they you know come back with because again um I I do think it's important for those programs to mirror but if they cannot come back with that that uh that the language that we're looking for I would like us to move forward and then on the back end address that that reciprocity issue because again like I said today we have $22 million worth of contracts that we approve and uh so every every meeting that goes by these opportunities uh start to pass us by. So, thank you for your attention. >> I got you on that. >> I appreciate it. >> Okay, Commissioner Keane. >> Thank you, Mayor. Uh, last week I had had the opportunity to go up to Tallahassee uh and met with the Orange County delegation, some of my former colleagues up there. Uh, included, uh, Senator Smith, Senator Trunau, and Senator Harrington, as well as Representative Harris, Lopez, and Bankson. Uh, it was it was a pretty, uh, pretty good meeting. It was it was fun to get back up in Tallahassee. Uh issues I talked to them about specifically though were the upcoming property tax initiatives that we're seeing and you know expressed my concern about uh some of the different bills going through and specifically about the DEI. Um another bad bill and it's probably going to go through but we're our lobby is just trying to make some corrections to it. Uh make sure that the post memorial for example u isn't impacted. Um there's some issues there. So, uh a good meeting, but uh we are going to see some some bad bills probably potentially going through unfortunately. Uh since the last council meeting, I hosted the Lake Nona leadership uh uh class here at city hall, which was pretty exciting for me to be able to to host some of my uh district uh one colleagues, provided them some training and uh some knowledge on what city services are available. I think they learned a lot. I also participated in a UCF health expo here downtown. I had my blood pressure screen. I wasn't sure if I had it at the right time. It wasn't after a council meeting, so it was okay, I guess. Um, this last weekend, uh, in addition to the dragon parade, which I participated in, wanted to thank Commissioner Ortiz. Uh, he walked beside me, kept me, uh, kept me busy there. Uh we also had the festival uh Dominicano in district 1 and it was packed out at Southport Park. So a lot of things were happening in the city and it was a really good weekend I think for for the city of Orlando. Uh upcoming we've got the Tunnel to Tower Foundation is having an event uh this upcoming Saturday uh at Boxy Park in Lake Nona. Uh it's a foundation that provides uh mortgage relief to law enforcement officers as well as uh military folks that have been uh fallen on hard times, if you will. And uh I've got a Lake Non YMCA day of giving event scheduled for Tuesday. Uh pie in the face for the student that raises the most money. I've asked them for banana cream pie and hopefully that's what we get instead of the uh shaving cream pie. And finally on the uh consent agenda 3B uh five, we've got I want to thank the the parks and wreck for getting that contract in place and residing Heroes uh Heroes Park. The kids are certainly appreciate it that thousands of kids are out there every weekend. And on the infrastructure side, uh, doesn't get a lot of attention, but we're conveying a lift station, which not real sexy, but it's very, very important for our for our citizens to be able to have, uh, good water and sewer. So, that's that's pretty exciting as well. And with that, sir, that's all I have. >> Thank you, Commissioner. Commissioner Ortiz. >> Thank you, Mayor. Since um Commissioner Burns and Commissioner Sheen were talking about that basically that anti-diversity um bill in Tallahassee is SB134, remember that number SB 1134 by Yarborough and HB 1001 by black. Um I don't get I don't get what's going on with those people over there. And and I always say that the problem we have is we keep electing people that have never worked at local level and they don't have an idea of how to legislate because they have no experience. The whole nation is diverse. How are we going to avoid, you know, dealing with this issue and we need each other. Everybody works together. So I don't know where this is going and I don't know how far they're going to be able to get away with this. I think that we need to before you become a senator, we should pass a bill or something or any kind of position at the state or federal level where you have to do x amount of years at the local level first so you know what the real needs of the people are. Anyhow, that's my my pulpit uh speech this this morning. Um on items 3F2 um Commissioner Burns said 3F2 to 3F1. want to congratulate all the recipients of CDBGs because actually I always say that's an investment on our community and that's an investment on our our people and our agency. So, congratulations. And uh I want to thank the police department for donating the $5,000 towards the after school allstars program cuz uh you know it's it's interesting to see how and I I don't get tired of of um uh uh profess how how proud I am of all our kids in the city of Orlando because the programs we have the after school and the kids zone have really propels our kids to a whole new level and we can see it also in that um diminish diminishing crime also bringing crime down because these kids are so busy by the end of the day they just go home and and rest. I think it makes it easier for the police department. I have to have a a conversation with the chief about that to see if that's a a big uh uh ticket on on on their what they do over there. Anyhow, on February 11th, I attended the demolition of Camping World Stadium. another investment. You know, a lot of people say, "Golly, all that money we're putting into," but that's an investment that brings so much business back to the city and to the whole region for that matter. So, counties, cities around the region, they benefit from this. Uh, this improvement will modernize the stadium, create jobs, strengthen Orlando positions as a premier destination for sports, concerts, and cultural events. This investment reflects our commitment to upgrading infrastructure and enhancing the experience for residents, visitors, and fans alike. I believe it's about 1,500 jobs is creating it, isn't it, mayor? And, uh, 400 $400 million invested. So, uh, plus it's going to look beautiful. I'm just looking forward to us put a a top of it so we can really steal the Jackson uh, Jacksonville Jaguars and bring them over. Hopefully, they fall in love with us and not want to go back because we have so many visitors right in this region. On the evening of February 12, I had the privilege of attending the 2026 Golden Pineapple Awards hosted by the Central Florida Hotel and Lodging Association. The event celebrated excellence in our hospitality industry and individuals who help make Central Florida a worldclass destination. I want to congratulate the winners, but I also want to remind everybody that a lot of that the money that goes into our employees come from the TDT fund, tourist development tax. tourist development tax produces over uh in in Orange County over 400,000 jobs in the region over half a million jobs. Okay. Taxes anywhere from six billion plus between local and state taxes and uh a return on investment of 92 9.2 billion dollar. So the investment on some of the agencies that we had is nothing compared to the return on investment we get. So when you hear about uh issues or somebody bringing you know trying to take money away to do other things that that money was specially created for the tourism area for venues also it helps our our venues in the city of Orlando. It helps transportation in that area also. So um let's not let anybody confuse you when it comes to those things. On the evening of February 13th, the Orange County Library System hosted a cuisine corner uh session at the Anglewood Neighborhood Center where residents learned how to make festive mocktails ahead of Valentine's weekend. There was no alcohol. All right. So, it was just very nice, very sweet, very uh mock cocktails and I was part of the team. So, I was making sure I was the security guard making sure that there was no alcohol. Right. Anyhow, on the morning of February uh 17th, we celebrated the unveiling of a new mural in the Gateway District of the Maximum Tour Tours building. The transformation of the Simmeran Quarter is something you can truly see and feel. Public art brings identity, color, and connection to our neighborhoods. So, I want to thank Miss Tiffany Ramos from Tiffany Paints, who was our artist creating um that beautiful mural right there by Lake Frederica. On the evening of February 21st, I had the honor of attending and speaking at the uh United Negro College Fund um mayor's mask ball. That was quite an event. I want to also thank uh Miss Carolyn from Caroline from um um Commissioner Burns office. She was my my partner that night. She was my date. Respectfully, >> I'll be you later. [laughter] The invoice is in the mail. >> She was awesome. She was awesome. We had a great time. Uh it was an awesome event. I want to congratulate them. And please, please, please. This this inspiring event highlighted the power of high higher education, celebrated the students, UNCCF support and recognize the lasting impact of historic historically black college and universities. Please donate. the money is well utilized and you see the results is is amazing to see this this young people becoming uh professionals and I think we don't do enough for education we should be doing a lot more every institution that's out there that needs funding for um for education we should be looking at because um our kids as as what is the what was the slogan a mind is a terrible a >> terrible thing to waste. Exactly. So, thank you guys. On the morning of February 22nd, that was yesterday, along with Mayor Dyer, Commissioner Keen, and Commissioner Shihen, we attended the Lunar Lunar New Year Dragon Parade. >> I was there, too. >> That's true. Uh camaraderie was amazing. And uh these kind of things, they're always a joy to attend. And that's all I have. All right, sounds like we're good. 4A, uh, this is a contract with First Capital Property Group for marketing services on one North Orange Avenue. So, uh, last year, you will recall, uh, the CRA successfully purchased four catalytic sites in downtown. Uh, one of them is one North Orange, which is, uh, one of Orlando's original skyscrapers right on the corner of Orange and Roslin. Uh this specific contract is for First Capital Property Group, who is also a continuing services provider for the city. Uh to help us prepare that property for the market. They're going to help us do some site investigation, put together all the information on the property, uh and then really educate the market that we will be releasing an RFP uh for someone to hopefully adaptively reuse that building for us. We want to make sure that we cast a broad net and we get a very qualified uh partner in bringing that building back to life and reintroducing it to downtown. The total cost of the contract is $200,000. 50,000 of that uh will be paid as they do the marketing service component preparing for the marketing. Uh so this is the other three sites uh that we purchased in that property acquisition. Uh this item is with the contract for Turner Construction Company uh to help us start the official design of both 30 South Orange, which is the vision to be the pocket park right on the corner of Orange and Pine in downtown. and then uh the two remaining parcels on the southwest corner of Lake Eola for our Lake Eyola gateway. Uh the contract u has Turner bringing us official design concepts for the site in addition to construction plans. Uh along with that they'll also assist us with some site investigation uh including asbestous environmental structural and ADA. Uh some site preparation work and also support for two community meetings uh so we can continue to get the community involved in the visioning process. Uh and I'm happy to address any questions from the commission. >> Commissioner Sheen. >> Yeah, thank you Dave. Thank you mayor. Thank you David. Um yeah um we have had a lot of community concern about the Luba house uh over there at Lake Yola. So could you clarify how this is going to impact that? And you know there's been misin there's been a lot of conflicting information. I've been told by staff that it was going to be demolished. I was approached by people from Orange Preservation Trust. They are also told it was going to be demolished. So could you clarify exactly what's happening with this with this item? >> Sure. So, this item, um, a little bit of what I reference is for Turner to officially start the design process. There are, uh, at least two specific renderings, one for the Lake Eyola Gateway, one for 30 South Orange that were put together, uh, when we were going through the purchase process that I just mentioned, really to try to see what could happen with these sites, but we don't have any official concepts or designs. This would allow Turner to now go ahead and start that official process. Uh in addition to that, specific to uh uh the Lubeet House is the site investigations that I mentioned. Uh they'll do a structural assessment on that house to ultimately determine uh what its current condition is, ADA assessment uh and the asbesus so we can better understand the context of that individual uh home in and of itself. Uh and then we'll have a chance to come back and address any uh ultimate construction contracts at a future date. >> Okay. Thank you. I'm good. >> Okay. Three of them um are included in this package and one of them's being dealt with. the first item that we had and the property that is a is it five stories uh >> city center correct it's a fivetory building >> we do intend to demolish that to make way for the southwestern gateway in new gateway into Lakeola Park there is another property the lube house luby is it luby or luba luba luba house that when we initially got the property property staff look to address every option. One of them would be demolition, which would cost about $550,000, I think, is what the price was, all the way to turning it into a restaurant, which is going to cost about $5 million if we do that. We don't have any intention in demolishing the building, but we did get the information on what it would cost to do that. So, what David has just suggested is we're going to look at the various options on how do we use it. is a a park office. Um homeless shelter. Just kidding on that one. Um >> Mayor, don't don't >> don't start that, mayor. >> Okay. But what is the most responsible use of the um building, even what it will cost to renovate it? I don't support a historic designation, which I think people have started to try to stop a demolition, but however that goes, that goes, but it'll cost us a lot more to refurbish it if it does have a historic designation. So, that would be the reason I wouldn't want to see that done. Um, but I guess that should clarify most of the information, Commissioner Sheen. >> Yes. Thank you, Mayor. >> Okay. All right. Uh this is a DTO retail program funding agreement for a uh wedding studio and makeup studio coming to downtown uh specifically in the Madrean on Lake Eyola. Uh so excited to have them join our repertoire of businesses in downtown. Uh they have signed a 10-year lease in that building for 2500 square f feet. Uh as you might assume, they'll be selling wedding dresses and also have other related items including uh hair and makeup uh for that big day. Uh they are spending just over $550,000 on buildout of that space. through our individual retail program, they qualify for $62,500 uh in tenant improvement allowance uh that they'll be using to help those help with those improvements in addition to $50,000 in renabatement for that first initial year. So the total award from the CRA is proposed at $12,500 and I'm happy to address any questions. Second >> motion by Commissioner Rose, second by Commissioner Sheen. This is our agreement with uh MIRS for the senior trans transportation um service that they have agreed to help us out with. So as uh commissioner Sheen mentioned it was late last year we found out seniors first was uh not going to be going to continue to partner with us on the services that were provided to help seniors uh get to a number of different retail establishments to either do their grocery shopping or um get their pharmaceuticals. So, uh, we were very fortunate to be able to come to an agreement with Mirs in a short period of time to try a pilot. Um, that pilot has gone very well. Uh, we've received a lot of positive feedback from both the seniors as well as the senior communities. Uh, so what's before you is a contract to extend that service uh for the remainder of the year uh for a total cost of just over $68,000. And then there's additional extensions uh should it continue to go well and we anticipate that it will uh for a future years up to $116,933. I mean, I was hearing from the highrises almost immediately once they were um notified by Seniors First that they would no longer be receiving the service. So, I just want to thank you very much. I know you didn't have much time to pivot. They gave you like 30 days and I think they ended up extending it to 60. But I just want to thank you very much because this is very necessary. I know there are issues with senior transportation in other districts, but this is to just keep the existing programs going that we're going to get cut. And again, budget cuts have consequences. And when you cut funding, this is the kind of stuff that happens. So, I just want to appreciate I just want to say how much I appreciate you coming, you know, coming forward to to come up with a solution to this. and I know you didn't have much time and I really appreciate your activism on behalf of the seniors in my community.
