CDBG AUTHORIZED UNDER TITLE ONE OF THE HOUSING COMMUNITY DEVELOPMENT ACT IN 1974 IS AMENDED. IT IS A FLEXIBLE FUNDING SOURCE THAT CAN BE USED FOR BOTH HOUSING AND NONHOUSING ACTIVITIES. REHABILITATION IS BOTHDS REHABILITATION OF EXISTING HOUSGC S THE REHABILITATION WORK MUST BRING ALL ITEMS UP TO CODE. WHILE CDBG CAN BE USED FOR MINOR REHABILITATION, SUCH AS WEATHERIZATION AND EMERGENCY REPAIR, THE APPROACH TO HOME OWNERSHIP CAN BE IN THE FORM OF HOME BUYER SUBSIDY, SUCH AS DOWN PAYMENT AND CLOSING COST ASSISTANCE AS WELL AS DEVELOPMENT SUBSIDY TO CREATE AFFORDABLE HOUSING UNITS WHICH CAN BE NEW CONSTRUCTION OR TO ACQUIRE AN EXISTING UNIT, REHABILITATE IT AND THEN SELL THE UNIT TO LOW MODERATE INCOME HOUSEHOLD. SO CITY OF PLANO HOME FUNDS ARE USED FOR BOTH PROGRAMS, SO WE HAVE THE CITY OF PLANO'S HOUSING REHABILITATION PROGRAM BUT HAS A MAXIMUM PROPERTY VALUE OF 383,180. THE CONDITION HAS TO POSE A SERIOUS THREAT TO HEALTH AND WELFARE OF THE FAMILY. AN EMERGENCY HAS TO HAVE OCCURRED WITHOUT WARNING. >> FORIFETE LIMITS, YOU TWO THAT CAN BE RECEIVED OVER 55,000 IN HOUSING REHABILITATION ASSISTANCE, OR YOU'VE HAD A FULL RECONSTRUCTION. FOR THE FIRST TIME HOME BUYER PROGRAM, ELIGIBLE HOME BUYERS MAY SELECT ONE OF THE TWO FUNDING OPTIONS, HAVE YOU THE VETERAN'S DAY BEING FUNDING WHICH ALLOWS UP TO 10,000 WITH A FIVE YEAR LIEN, IT'S FORGIVABLE ANNUALLY BY THE END OF FIVE YEARS AND THE BALANCE WOULD BE ZERO. HOME FUNDS ARE UP TO 55,000 WITH A FIFTEEN YEAR LIEN, IT'S FORGIVABLE AFTER FIFTEEN YEAR, HOWEVER, IF THEY MOVE OUT, LEASE, SELL OR CASH OUT BEFORE FIFTEEN YEARS, THE ENTIRE AMOUNT IS DUE BACK TO THE CITY. SO PARTNERSHIPS WITH NONPROFITS. THE CITY USES AN ANNUAL CONSOLIDATED GRANT PROCESS FOR FUNDING CONSIDERATION OF CDBG AND HOME FUNDS NONPROFIT ORGANIZATIONS. ANY NONPROFIT ORGANIZATION THAT WISHES TO UTILIZE HUD FUNDS TO DEVELOP AFFORDABLE HOUSING PROGRAM MUST APPLY FOR FUNDING DURING THIS CONSOLIDATED GRANT PROCESS. DURING THIS COMPETITIVE GRANT PROCESS, PUBLIC SEION LICENSE HELD, EACHT APPLICATION IS REVIEWED BY THE C R REPAIR, HABITAT FOR HUMAN, PLANO AND REBUILDING TOGETHER ARE EXAMPLES OF THOSE ORGANIZATIONS HAVE FUNDED FOR THIS PURPOSE. THERE ARE TWO APPROACHES TO PROMOTE HOMEOWNERSHIP, ONE IS PROVIDING DOWN PAYMENT ASSISTANCE AND THE SECOND IS PROVIDING A SUBSIDY FOR DEVELOPMENT OF AFFORDABLE HOUSING UNITS, FOR THE DEVELOPMENT OF AFFORDABLE HOUSING UNITS, NONPROFORTS CAN USE FUNDING TO ACQUIRE, CONSTRUCT, OR REHABILITATE AND THEN ALSO SELL THE HOME TO LOW, MODERATE INCOME FAMILY. WE ARE CURRENTLY WORKING BOTH WITH HABITAT FOR HUMANITY AND THE HOUSING CHANNEL. HABITAT RECEIVES CDBG FUNDS AND HOME FUNDS WHILE HOUSING CHANNEL ONLY RECEIVES HOME. HOME ALSO IS SPECIFIC TO CHODOs, 15% OF OUR HOME FUNDS HAVE TO BE ALLOCATED TO A CDO AND THEY HAVE TO BE COMMITTED TO A PROJECT BY A CHODO WITHIN 24 MONTHS AFTER HAVE BEEN MADE AVAILABLE TO THE CITY. A NONPROFIT UNDER STATE OR LOCAL LAW, IT HAS TO BE AN ORGANIZATION UNDER STATE OR LOCAL LAW. AT LEAST ONE THIRD OF THE BOARD MEMBERS MUST QUALIFY AS LOW INCOME, OR THE RESIDENTS HAVE TO BE REPRESENTATIVES OF A LOW INCOME AREA. THE ORGANIZATION MUST HAVE STAFF THAT HAS THE CAPACITY TO DEVELOP AFFORDABLE HOUSING FOR THE COMMUNITY IT SERVES. GOVERNMENT AND FOR PROFIT COMPANIES ARE PERMITTED ONLY IN A VERY LIMITED ROLE TO THE GROUP'S GOVERNANCE ALONG WITH OTHER RULES, DUE TO THE ELIGIBILITYEQUIREMENT NOT ALL NONPROFITS CAN BE DESIGNATED AS CHODOs AND RECEIVE THESE SET-ASIDE FUNDS. ALL OF YOU SHOULD BE FAMILIAR WITH HOUSING TAX CREDIT PROGRAM, THIS IS YET ANOTHER ONE OF OUR LOW-TO-MODERATE INCOME HOUSING PROGRAMS WITHIN THE CITY. IT IS A FEDERAL HOUSING TAX CREDIT PROGRAM THAT DIRECTS PRIVATE CAPITAL TOWARD THE CREATION OF AFFORDABLE RENTAL HOUSING FOR HOUSEHOLDS EARNING AT OR BELOW 60% AMI. TDHC ADMINISTERS THIS PROGRAM FOR THE STATE OF TEXAS AND REQUIRES THAT THE CITY COUNCIL ISSUE A RESOLUTIONF SUPPORT OR NO OBJECTION IN ORDER FOR APPLICATIONS TO BE ELIGIBLE FOR TAX CREDITS OR BOND FINANCING THROUGH THE STATE. THE RESOLUTION SUPPORT IS ISSUED BY THE CITY OF PLANO IS RELATED SPECIFICALLY TO POTENTIAL FINANCING ONLY AND MAKES NO FINDING REGARDING EITHER THE SUITABILITY OF THE PROPOSED DEVELOPMENT OR COMPLIANCE WITH THE CITY OF PLANO'S DEVELOPMENT REGULATIONS AND APPROVAL OF THE RESOLUTION SHOULD NOT BE CONSTRUED AS DEVELOPMENT PERMIT OR APPROVAL. THERE ARE APPROXIMATELY 1729 HOUSING TAX CREDIT FUNDED UNITS WITHIN THE CITY OF PLANO.T AND THEN 179 GENERAL UNITS UNDER CONSTRUCTION. AND FINALLY, THE PLANO HOUSING AUTHORITY, PLANO HOUSING AUTHORITY IS A SEPARATE QUASI GOVERNMENTAL ENTITY. THE BOARD OF DIRECTORS ARE APPOINTED BY OUR MAYOR. PHA'S RESPONSIBLE ENTITY, WHICH MEANS THAT ENVIRONMENTAL REVIEWS ARE CONDUCTED BY CITY STAFF IN ORDER FOR PHA TO RECEIVE ANY CAPITAL FUNDING. CITY STAFF WORKS COOPERATIVELY WITH PHA STAFF AND BOARD REGARDING PROGRAMS FOR AFFORDABLE HOUSING OF LOW-TO-MODERATE INCOME FAMILIES. VE YOU AN OVERVIEW OF WHAT WE ARE AND HOW WE OPERATE, WE WERE ESTABLISHED IN 1952 BY THE CITY OF PLANO, AND AT THAT POINT IT WAS DETERMINED THAT THE HOUSING AUTHORITY WOULD NOT BE A DIRECT COMPONENT OF THE CITY, THAT'S WHAT MAKES US QUASI GOVERNMENTAL. CURRENTLY, WE HAVE RIGHT ABOUT 908 HOUSING CHOICE VOUCHERS. WE ALSO OWN 23 SINGLE FAMILY HOMES SCATTERED AROUND THE ENTIRE CITY. WE PROVIDE 40 VOUCHERS, DIRECTLY GOING TO THE VETERANS ASSISTANCE CENTER. NOW, ALL REFERRALS FROM THAT COME DIRECTLY FROM THE VA. 39 MAINSTREAM VOUCHERS, WHAT THOSE ARE IS FOR FOLKS THAT ARE NONELDERLY, AND IT'S A DIRECT REFERRAL SYSTEM FROM METRO DALLAS HOMELESS AND ALSO EVEN FROM THE CITY OF PLANO'S HOMELESS COALITION RIGHT HERE, AND WE ALSO ARE A PARTNER IN PLANO PUBLIC FACILITY CORPORATION, A THATLLOW US TO BRING SOME AFFORDABLE UNITS INTO THE CITY. WE HAVE ALL OF THIS IS BEING DONE CURRENTLY ON THE STAFF OF SIX, AND THAT INCLUDES ME. WE CAN ONLY OPEN IT WHEN WE ASSUME WE CAN REASONABLY HELP SOMEBODY, SO THERE'S NO POINT IN HAVING THAT OPEN ALL THE TIME IF I CAN'T HELP PEOPLE. ON AVERAGE, WE GET ABOUT 8,000. THERE IS A PREFERENCE FOR RESIDENTS OF PLANO. THOSE WILL GO TO THE TOP OF THE WAITING LIST. ONCE THEY'RE UP THERE, WE DO A PRE-QUALIFICATION PERSPECTIVE, FAIRLY COMMON SENSE PERSPECTIVE THERE. HEAVY CRIMINAL BACKGROUND. IF THEY PASS THAT, WE'RE ABLE TO ISSUE THEM A VOUCHER AND THEY CHOOSE THEIR OWN UNIT. RICHARDSON, WYLIE, RECALL ROULE, THEY DON'T HAVE HOUSING AUTHORITIES, WHAT HUD TELLS US, Y'ALL COVER THAT AREA, ALL OF US CHIP IN, THAT'S WHY WE'RE ABLE TO EXTEND OUR JURISDICTION OUTSIDE OF THE NORMAL CITY LIMIT. EVEN THOUGH WE ARE THE PLANO HOUSG AUTHORITY, OPERATE THE ENTIRE METROPLEX. IT'S THE ONLY WAY TO GET FULL COVERAGE FOR THE METROPLEX. THIS IS ALSO WHY WE PUT A PREFERENCE FOR PLANO RESIDENTS. THE UNIQUE THING IS WE RECEIVED THE TCQ PERMIT WITH NO PROTEST WHATSOEVER. THAT'S BECAUSE WE SPENT A LOT OF TIME WITH THE NEIGHBORS, COMMUNICATING TO THEM AND DEMONSTRATING THAT WE WANTED TO BE THE BEST NEIGHBORS WE COULD, AND WE WERE SUCCESSFUL. WE'RE VERY PROUD OF THAT. WE WANT TO GO THROUGH AN AREA AND BUILD IT BIG ENOUGH INSTEAD OF DOING PARALLEL LINES. WE THINK THAT WILL BE A MONEY SAVER IN THE FUTURE. THE GREEN LINES THERE ARE WHAT WE CALL THE UPPER EAST. THAT'S EXPANDED FROM THE CURRENT MILLION GALLONS A DAY AND DOUBLE TO 60 MILLION A DAY. WE BELIEVE THAT WILL TAKE CARE OF THE BUILD-OUT OF PLANO AND SOME OF THE NORTHERN AREAS THAT SUPPORT THAT. SECOND PROJECT IS WHAT WE CALL THE 121 FORCE MAIN INTERCEPTO SERIES OF IMPROVEMENTS. WE'RE HAVING TO REDO SOME WORK BECAUSE THERE WAS NEW SISTER GROVE. VERY IMPORTANT PROJECT FOR US IN THE FUTURE. THE OTHER PROJECT IS THE OPERATIONS BUILDING, AND I'M ALSO GOING TO TALK ABOUT THE SCREENING ALONG LOS RIOS WE PROMISED THE CITY. INITIALLY THE ORIGINAL PLAN WAS TO HAVE THAT LIVING SCREEN ON LOS RIOS ASSOCIATED WITH THE BUILDING PROJECT. IT DID NOT MOVE FORWARD AS PLANNED. WE WILL NEED TO RESUBMIT OUR PLANS AS WELL AS THE SCREENING ALONG LOS RIOS. WE HOPE TO MOVE FORWARD WITH THAT SOMETIME THIS YEAR. FINALIZE, DESIGN, AND HOPEFULLY INITIATE CONSTRUCTION IN FY23. WE HAVE BEEN ABLE TO IMPLEMENT A QUARTERLY PRICE ADJUSTMENT BASED ON AN INDEX. OUR PRICING COULD GO UP OR DOWN ON HOW THE MARKET FOR THOSE CHEMICALS IS MOVING ALONG.
