Item number four for Racetrack and Burkholder, there's a memo modifying parks and recreation conditions to clarify the ownership and maintenance of the landscape trails adjacent to the subdivision. And there was an additional memo deleting and modifying the parks and recreation conditions and replacing sheets TM1 and TM2 within the backup. Item number 18 for the Horizon Taco Bell speakers, there's a memo adding a list of owners to the backup documentation. Our first item is a presentation on National Fair Housing Month. I'd like to invite Fernanda Villesonor, Education Outreach Coordinator for Silver State Fair Housing Council to the podium at this time. Hi, everyone. My name is Fernanda Villesonor-Heikki. I'm the Education Outreach Coordinator for Silver State Fair Housing Council. I want to start by saying thank you for having me here today on behalf of our Board of Trustees and our staff, especially the City of Henderson for their commitment to ensuring equal housing opportunity. We are a private nonprofit organization. We assist the state of Nevada to ensure equal housing opportunity. We get grants from HUD and local jurisdictions. such as the city of Henderson to be able to do our job. So thank you for that. And you might be wondering, what am I doing here today? I want to talk to you a little bit about fair housing and how there are some tools that can be used when it comes to the planning commission. But first, what is fair housing? There are seven protected characteristics at a federal level, and that is race, color, national origin, religion, sex, family status, and disability. We all have a race, a color, and we all come from somewhere. religion, all religions are protected, and not having a religion is also covered under fair housing law. In addition to that, sex includes sexual harassment as well, family status, the presence of children under the age of 18 in the household, and lastly, disabilities, and that can be either a mental or physical disability that would be covered under fair housing. In addition, Nevada state law has protections for ancestry, sexual orientation, and gender identity and expression. If someone believes that they have been discriminated in housing, they can file a complaint with HUD, the Office of Fair Housing and Equal Opportunity. They are the ones that make sure the Fair Housing Act is being followed. And also the NERC. So that is the Nevada Equal Rights Commission as well. With that being said, some of the fair housing issues that we have seen that affect the Planning Commission, not particularly Henderson's, but in general that we have seen throughout 30 years in the state of Nevada, the big one is the designing construction. I don't know if you guys are familiar with it, but essentially what the designing construction requirements, there are seven requirements. In this requirement, essentially, it helps people with disability to be able to fully enjoy their dwelling. Now, who has to comply with this? Any multifamily housing bill for first occupancy after March 13, 1991 has to adhere to those design and construction requirements. And just to give you an example, there are seven of them, but that would be, for example, how high or low a light switch might be, right? To ensure that someone in a wheelchair is able to turn on and off the light to adjust temperature and all that good stuff. Also, if Has anyone heard of Not In My Backyard, right? We heard that. We hear those type of complaints all the time. Again, in general, I'm not saying this is from the city of Hunterson, but in general, where we're saying, oh, there's going to be low-income housing, for example, built. Oh, well, we don't want those type of people living here or not in this certain zip code. Something along those lines could definitely affect when it comes to planning and zoning. Also, We understand that there is free speech, and we are very thankful for that. But with fair housing, the caveat here is you cannot act on those discriminatory statements. And lastly, group home, group homes for people with disability restrictions, right? Or we're not going to build in certain areas or anything along those lines could affect, especially when it comes to planning, zoning. So it's very important that anyone that is planning to develop knows about fair housing and also inspectors are very aware of it. And most importantly, for all of you to know that we are here as a resource, our agency is here to provide any fair housing resources you may need. Give us a call. email us at any time. Item six is a master sign plan amendment request for modification from the development code to increase the maximum height of a freestanding sign to 40 feet located at 1469 East Lake Mead Parkway. The Title 19 standard for freestanding signs in the CT zoning district limits the height to 30 feet. However, the proposed sign was previously approved for a height of 34 feet 8 inches. At the February 13th Planning Commission meeting, the item was continued 60 days to give the applicant time to work with staff on a resolution. The applicant revised the sign design by adding a cupola, which is similar to the existing sign, but did not lower the height as recommended. Staff recommends denial as a proposed height increase for this freestanding sign lacks justification for exceeding the Master Sign Plan's existing maximum height limit for freestanding signs. The proposed 112 square foot patio cover is located at the rear of the corner lot while a small portion of the patio cover extends to a one foot setback It's about approximately five square feet. The majority of the structure maintains the required six-foot setback, reducing the overall impact. The property is bordered by open space at the rear and corner. Therefore, no adverse impacts are anticipated. This request meets the code-required compensating benefit to provide upgrades in architectural design. Staff recommends approval. The proposed conversion of an existing single-family residence to an office use is for a pest control business that will be used primarily by employees between the hours of 8.30 to 5 o'clock, Monday through Friday. The building exterior has already been enhanced with painted exterior and window upgrades, including a rooftop mechanical equipment that has been painted to match with a blending color scheme. I'm a licensed clinical social worker and a traumatologist who works with individuals, families, children, and first responders throughout Southern Nevada. I'm here today to express my strong support for the approval of this conditional use permit, which would allow professional office use as a primary function within the Atlantic Townsite District. As someone who works from a professional office located at 211 West Atlantic Avenue, I've seen firsthand how well integrated office use can support the quiet, service-oriented characteristic of the neighborhood. The presence of a professional office in this district, like mine, can contribute to the area's sense of stability, safety, and long-term viability. This permit requested is consistent with the spirit and goals of the Downtown Henderson Master Plan. The Master Plan envisions a vibrant, connected, and mixed-use downtown, a place where thoughtful development enhances both economic fatality and quality of life. Approving the request supports the vision by making room for professional services that are compatible with both neighborhood and long-term goals of the district. Importantly, this type of office use is not high traffic or disruptive. From my own experience working in the area, I know that these offices operate quietly, respectfully within the existing fabric of the neighborhood. They bring a sense of purpose and consistency to block without altering its residential feel. But perhaps most significantly, this permit strengthens the connective tissue of downtown. The streets that link Atlantic Townsite to Water Street are more than boundaries. They're transitional corridors that make the break make or break the walkability, character, and momentum of the revitalization effort. Allowing a professional office use in this location contributes to the critical mass necessary to bring the downtown master plan to life. It builds a bridge between residential roots and a thriving commercial core. This isn't about changing the neighborhood. It's about honoring the evolution with thoughtful, compatible uses that enhance its future. After thoroughly reviewing the application submitted by Nick and consulting with Amber environment, I learned that the residential property in question will be used to store chemicals, specifically those using pesticides. While these chemicals may have been safely stored in small quantities without incidents in the past, their mere presence introduces the potential for accidents. As a pet owner with dogs and a baby on the way, I am deeply concerned about the proximity of the storage to my house. I have no objections to the proposal of the conditional use permit allowing the property to be used as an administrative office. However, I strongly oppose the lack of clear regulations concerning the storage of chemicals in an office located within a residential area, especially one where many families live and where my children eat, sleep, and play. I respectfully urge the Council to establish clear written regulations regarding the storage of chemicals at this location and to ensure the property specifically used as an office for the safety of our neighborhood. After speaking with Nick yesterday, he proposed using an indoor space within the house to store the chemicals rather than the shack outside. Given the uncertainty surrounding unauthorized access after hours and the potential for harmful fumes from chemicals exposed to the heat inside the shack, especially in the summer with no air conditioning, I believe the Council should mandate that the chemicals to be stored inside the house rather than in the shack to ensure accountability and safety. I also request the Council consider requiring renovations to a space on the side yard approximately 12 feet long, which is loosely boarded up. This area should be reinforced when the shack is removed on the south side of the property. There have been incidents in the past where people have entered the yard, stolen items, or attempted to sleep on the property when the house was empty. Securing this area would help prevent unauthorized access and increase safety for the neighborhood, especially for families with children and pets. Once these two measures are put in place, I have no further concerns or objections. Thank you. Is there anyone else who wishes to speak on this item? Can you explain how much chemicals and we didn't hear this in briefing on the shack compared to in the office, how many chemicals are there? Extremely little. I would say if you had a box about this big, maybe two of those boxes is the full amount that we have at any one point. The chemicals are not restricted use, which means that they are available to buy from the public. So if you, any person without a license can purchase the pest control products online and have them delivered to their house and store them in their own houses without any license. The license allows us to apply them to other people's homes, whereas if you buy them yourself, you can only apply them to your own home. And so the products are regulated by the Department of Agriculture. I appreciate his comments. I really do. And I appreciate our conversation we had with him yesterday. The side yard he mentioned as well. I'm sorry, may I continue? Or if you have more questions about that, I can... Next question is, where are you going to address the side yard? Yeah. I noticed that this little section here, I can put down a picture. And I brought a photo, actually. This is the side yard that connects the property with Mr. Hahn's property. You see that okay? Oh, is it? Okay, so that's the south side of the property. And as you can see there, he has that professionally installed fence that's black. That looks really nice. But for some reason, those white boards look like old doors and they've been the divider of the two properties for a while and that's something Han and I have talked about that we want to fix as well as part of the process we want to make that a professional wall that separates the two locations and so that's the sidewall that we want to do right there and then also I just want to note real fast that on the back of the wall as you can see here That's the back fence as it looks right now. It looks pretty old and tattered and almost looks like it's falling over. We are planning on fixing that as well. So that's another angle of it. It's been held up by boards and so we're going to replace the whole thing with a cinder block wall and a nice professional looking gate which would elevate the look and the feel of the property on both sides from the side and the back wall as well as doing front yard landscaping to make it look and feel more like a neighborhood. Can you explain to us the And you've told us that they're fairly available. Do you have an objection to keeping them inside in the house versus in the shed? Normally, when someone has a pest control business, they operate out of their home. And the normal place someone stores their product for every pest control business that doesn't have an office is inside their garage. And they have a cabinet in the garage that has a lock on it. And that's the only requirement by the Department of Agriculture is have that lock on a cabinet. And so garages are not air-conditioned throughout Nevada. And so that would be no difference between a shed on the back of the house versus a garage having a... no air conditioning where the products are stored. And so I don't see a big difference between the two. They're not heat sensitive, the chemicals? Correct. They're not heat sensitive and they are sheltered in the same way a garage would be sheltered. You don't happen to have a picture of the shed, do you? I'm just kind of curious. Let's see. The only thing I have is right here. You can see the shed would be Existing shed is that one right there. Mr. Hahn's house is on this side, and this is the shed that we would have locked down that we put the product in. And I assume it's some kind of like a pretty secure lock, not like a lock kid's locker lock, like it's a really legit lock. Yes, it's a very secure lock. I actually have a monitor on my phone. The floor plans show five indoor spaces for vehicle sales and five indoor spaces for vehicle rentals, a work area and three office spaces. The hours of operation are proposed from 9 a.m. to 6 p.m. Monday through Saturday. The vehicle rentals are for customers of the existing vehicle repair shop business. It is noted sales of vehicles in the IG zoning district shall be limited to used vehicle sales made between licensed dealers with no sales made directly to the general public. Good afternoon, I am Alejandra Fizikas, Principal Planner in Community Development and Services Department, Division of Long Range Planning. With me is also here, Jacob Snow, representing our consultant team at Kin Realis that help in this project. And we're here today to present about the Henderson and Transportation and Mobility Plan. This is a community-wide long-term multimodal plan that aims at identifying Core mobility challenges in our transportation network establish a comprehensive vision for mobility in Henderson and create a holistic set of actions to address the identified challenges and achieve the vision overall. Which is, Henderson's neighborhoods and destinations are seamlessly connected through a safe, accessible, multi-modal transportation network. Mobility options contribute to the quality of life for all people in Henderson through economic opportunity, environmental stewardship, healthy communities, and fiscal responsibility. Through community stakeholder input, these overarching goals for the plan were developed, which are network connectivity, access and equity, safety, built in natural environment, transportation options, fiscal responsibility, and street design. These goals reflect distinct parts of the vision that I read before and are created to guide decision making to ensure incremental actions to contribute at achieving the larger vision of multimodal connectivity citywide. The plan was developed in three planning phases. Each phase involved community outreach, stakeholder engagement, research, and analysis while leveraging other local and regional plans. Phase one, establish the vision, goals, and objectives for the plan, outlining transportation and mobility challenges, as well as the opportunities that we have. Phase two, focus on the prioritization of improvement areas per mode. And phase three, on recommendations for specific infrastructure projects, corridor studies, and policies. As mentioned earlier, the transportation and mobility plan was developed with community and stakeholder input through the planning process. We had three different surveys, went to the top 20 bus stops with higher ridership, went to 15 community events, sent community partnership e-blast, had 10 focus group interviews, and four technical advisory and stakeholder advisory meetings. From these results showed on this graphic, showed that the number one priority among our Henderson residents is safety, leading to zero fatalities and zero serious injuries. followed by the built and natural environment to strategically integrate transportation investments with the built environment and future land use to contribute to vibrant communities, sustainable growth, and resilient environments. And finally, a variety of transportation options. Those were the top three priorities from our residents. We organized the plan, the content of the plan to promote. focusing on walking, biking, taking public transit, and driving. But we also took a look at all modes together, holistically, and this is what we call the multi-model plan. So we started with analyzing, collecting data in terms of existing infrastructure conditions that we have in Henderson, and socio-demographic data that relates to transportation. And I know this is a little bit of a busy graphic to digest and understand, but a few key takeaways from this graphic is basically that we are an auto-centric community where car accessibility is high with only 3.9% of our households without vehicle. We have a high car dependency, and it's also reflected in the bike walk in transit score that we see on this graphic. Meaning that most errands require a car to get to, except for biking, where we are able to access some amenities by bike. So we see our bike score is considerably higher than our the walking and transit score. And that can be attributed to the robust trail and bicycle lane network that we have city-wide. Also, 78% of our residents drive along. And just under 1% of our residents take public transit. In addition to collecting the data, we also took a closer look to our existing transportation network that we have overall. And the map on the slide shows all the existing trails, roads with bike lanes, and our local road networks. And those are highlighted in different colors, the color code. We also took a look at the commuting travel mode here. And we compare just to analyze how we are as a city, comparing to the county, and comparing to the state and the country overall. So as you can see on the graphic on the right, almost 78% of our residents drive alone, as mentioned before, which is slightly higher compared to the county, the state, and the country. On the other hand, we have a little bit higher percentage compared to the others that We also analyzed the origin destination trips citywide and projections overall to 2050. And we analyzed into three different groups at the traffic analysis zone level, the TAZ zones, which are In this case, I call it within the different subdivisions that we have citywide. Anthem is projected to have the highest with 14%. We analyze also trips within the census tracts, which in this case corresponded to our larger neighborhoods, bigger than the internal subdivision trips. It is projected that West Henderson, Southeast Henderson, and North Central Henderson are projected to have the highest trips. And then within the city, when it comes to larger trips, it is projected that Green Valley Ranch will have the highest. And this analysis was performed using the RTC travel demand model, using population forecast, as well as future land use plans. Because safety was the number one priority amongst our residents based on our community outreach results, we focus a lot of our analysis on the crash data. And we collected NDOT crash data from March 2018 to December 2022. So as you can see on this slide, there was a total of almost 13,000 crashes in Henderson alone. About 10,000 are on the local roadway network. And within that time frame, there's been 32 fatalities and 237 serious injuries. So the graphic on the right, it's an FHWA graphic, and it's about the safe system approach. And I included that here because obviously safety is very important to us. And just a reminder for us as city staff to continue developing our communities and building our new roads with the safe system. system approach in mind, which aims at reducing fatalities and serious injuries. Next, we'll focus on every, on each mode of transportation. So we started with pedestrians. When it comes to pedestrian infrastructure, we analyze the existing sidewalk infrastructure that we have citywide. And as you can see on the graphic, Majority of our sidewalks are five feet wide, which meet the ADA accessibility standards. We almost have 700 miles of sidewalks that meet the standard, which is great. But you also see in the graphic that there is room for improvement. There are areas in Henderson that do not meet this standard, and that can be attributed to our older neighborhoods. So we need to take a look at our older neighborhoods and upgrade the infrastructure. Also, when it comes to community outreach, what we hear from our residents is that sidewalks are too small, streets are too wide, and we like to see improvements to add more room for pedestrians. Now, when it comes to safety, The slide here shows the pedestrian-related crashes citywide. And you can see the hotspots of the density of the locations where these crashes occur the most. And the highest intersections are Boulder Highway and Lake Mead Parkway, Sunset Road and Stephanie Street, and 215 and Green Valley Parkway. After analyzing the existing infrastructure and the crash data, we propose to focus around the schools. We consider our schools key destinations in our community with high walkability potential. So the map on the slide shows the location of our schools citywide. The bubbles that you see, those represent the walkability distance from each of the schools. And the dark pink color, it's a little bit hard to distinguish, but those are the sidewalks that are substandard when it comes to ADA accessibility. And we're proposing to focus on those specific areas for improvements. And then when it comes to policy actions, again, we'd like to propose to build our new roads with the safe system approach in mind. perform walk audits around the schools, which we have already started. We did one at Basic High School in December. We're planning to do one at David Cox Elementary School at the end of this month. And our hope is to do more of this. We are also proposing on the plan to enhance crosswalks, specifically on roadways that intersects trails, sure use paths. And we have wider and enhanced sidewalks at key locations such as our schools. Next we have the bicycle mode. We also analyze the existing infrastructure. We have 150 miles of sure use path, 135 miles of straight bicycle lane. Again, we have a pretty robust bicycle infrastructure, but there's always room to make more improvements, and the improvements are related to have protections. to increase safety for cyclists and users. The images on the slide show examples of that bicycle infrastructure. One of the comments that we received from the community outreach results is bikes have to share lanes with cars going past the speed limit. This slide shows the crashes that relate to bicycles and the concentrations of them. The highest intersections where we saw more crashes are Sunset Road and Stephanie, 215 and Stephanie Street, Eastern Avenue, and San Rose Parkway. When it comes to bicycle improvements, after analyzing both existing infrastructure and crash data, these are some of the proposed improvements when it comes to new trails, new bike lanes, And when it comes to policy and action recommendations, the plan identifies some key corridors feasible for protected bicycle infrastructure. We understand, we know we, even though we like to propose protected bicycle lanes everywhere, we know it's not feasible. So we identify some of those key corridors. We want to expand also the, proposing to expand the connectivity from new developments to the existing infrastructure infrastructure. related to bicycle, such as trails, sure use paths. So we want to make sure that staff keeps an eye on those connections. We want to also propose developing standards for secure and shelter bicycle parking. Our current development code allows short-term and long-term bicycle parking, but we don't have secure and shelter and something to consider for our climate and safety as well. And keep updating our master transportation plan. We already do this on a regular basis, but to push more for that protected bicycle and pedestrian infrastructure. Now, when it comes to transit, this is under the RTC purview, but we still went ahead and included in our plan because we have bus routes in our city. We have bus stops. next to our developments and within our right of way. So again, in terms of existing services, these maps show the existing bus routes that we have citywide. We have nine total. And we also show on the map on the right, the areas of coverage when it comes to paratransit and non-flexible demand routes, meaning like paratransit services, which are specialized services for seniors or people with disability. But as you can see in both maps, there are some gaps when it comes to bus routes, when it comes to those specialized services that we don't have. Now, as I mentioned before, when it comes to commuting trips taken on transit, Henderson is just under 1%. Compared to the county overall, it's a little bit higher at 3%. The map on the right shows the location of the bus stops that we have. And this one specifically shows the boardings on a weekday. So the larger the bubble that you see is the highest ridership on that specific bus stop. So it is important to note here that some of this align with our main transportation corridors, such as Boulder Highway. Stephanie Street and Eastern Avenue. When it comes to transit improvements, we want to continue our coordination and collaboration with our partner RTC to propose improved bus stops. We realize that we have several bus stops that do not provide shelter or the needed amenities for our users. We would like to propose enhanced transit corridors just like we're doing on Boulder Highway. Perhaps the next one could be Eastern Avenue. And more importantly to focus on the first and last mile connections which means that first mile that you travel from your home to get to a bus stop and to get to work. Now when it comes to policies we like to Find ways to coordinate with the development community and the RTC to explore funding to help finance these transit amenities. Also explore future transit lines and expand those specialized transportation services in the areas where we do not have coverage. And updating the RTC bus stop guidelines, which have not been updated in a while. Now, lastly, when it comes to vehicle mode, we have, as an auto-centric community, we have over 1,300 miles of roads, and most of them are major collectors followed by minor arterials. This slide shows the different types of roadway facilities that we have, and the main concerns that we heard from our residents were related to reckless driving, and traffic congestion. When it comes to crashes, again, this map shows the locations of the concentrations of vehicle-related crashes and the highest intersections were located on Sunset Road and Stephanie, especially the types of crashes that are head-on and angle-related. And Eastern Avenue and St. Rose. When it comes to improvements, the map on the slide shows the corridors that we identified based on the crash data, where we are recommending to do further corridor studies. One of them that I wanna highlight here is Lake Mead Parkway. And the good news is that it's already on the way. We have an RFP processing with RTC. to do this corridor study. And then the map also shows those key intersections with higher crash data. So the map shows the blue squares for those key intersections where the plan recommends to do further studies. And additionally, we want to make sure that we continue assessing the street network connectivity. coordinating with the RTC for signal synchronization of major roads, which we thought would be very important when it comes to addressing variation of traffic flows and congestion that we are experiencing more and more. At the February 13th planning commission meeting, the item was continued 60 days to give the applicant time to work with staff on a resolution. The applicant revised the sign design by adding a cupola, which is similar to the existing sign, but did not lower the height as recommended. Staff recommends denial as the proposed height increases for the freestanding sign lacks justification for exceeding the master sign plan's existing maximum height limit for freestanding signs. So whereas Laura joined the City of Henderson in 2005 as a planner too in community development and whereas she received her American Institute of Certified Planners designation in 2006 showing that she has the academic qualifications, relevant work experience, and mastery of essential skills required to serve her community effectively and whereas she was promoted to senior planner in 2019 and took on the role of front counter supervisor from 2022 until just recently and whereas she has been a mentor to dozens if not more of new staff members, and whereas she has managed, coordinated, and prepared for approval over 1,700 unique projects, leaving a notable impact on the city's footprint, and whereas she has successfully introduced and read projects into the record at countless Planning Commission meetings such as today, with her final meeting being today, April 10, 2025, and whereas she has been the department liaison and subject matter expert for conversions from the Kiva to Energov softwares, by attending meetings, building workflows, and training community development and services staff. And whereas she has been the resident elf leading our department's annual holiday white elephant party for over a decade, and we will definitely miss you for that. And whereas she has prepared a series of succession planning trainings to pass along her vast experience and insight to staff, and whereas she has worked Notable city projects including the site of the ER at Boulder's Edge, a project 10 years in the making requiring a balance of planning, development, and residential needs, and most recently the Inspirata Station Casino and the Mosaic Master Plan, and whereas she has encapsulated the spirit and culture of the city of Henderson by fostering collaboration among internal and external department staff, and whereas she has been an example of resiliency when life gets difficult. And so, Laura, we just appreciate everything you do. I know still have you for a few more months, so I'm sure we'll be doing this again, but thank you for everything. Thank you, Andy. It's, you know, the years have gone by fast. It's been 20 years, and really when you're having fun, it doesn't feel like a day of work. I've just so appreciated everyone. I see my fellow co-workers out there in the audience, you know, for being by me through good times and bad times, and you all know what that means. But this has just been such an amazing place to work. I just love how collaborative we are, how much fun we have. And yes, I love being the ELF and my ELF duties will be turned over. And I do expect an invite back to the ELF event. But truly, it's just been like one of the greatest things I've done in my life is working for the city of Henderson. My parents I thought I was nuts that when I became a geography major in college, they're like, what are you going to do with your life? So I have to thank them for supporting me through it. And also my husband supporting me through all this. We met at the city of Las Vegas, I like to say May 1st, 2009, 15 a.m., because that was my interview time back then. And it's just been a great career, both at the city of Las Vegas and the city of Henderson. And yes, I do have a few more months left. And I plan to try to take what's in here and pass it along to everyone else. But I just really want to thank everyone, commissioners, Andy, Eddie, Brian, Jared, and my fellow co-workers in the back. I see you all sitting there. It really just means a lot. I'm going to miss you guys. But like I said, I'll be here for a few more months. But thank you again. I wasn't planning to even talk this long. But I've done it without tears. So thank you all. Thank you. This is from our end. We want to thank you. We've known each other now a long time also. And I'd just like to vocalize things that you have set apart. I think Andy was very light on the accomplishments that you've done being here since 2005. I apologize, I'm a crier, Laura. Commissioner Hams, I am too. And I have no Kleenex up here. Thanks. Being here since 2005, the city has grown exponentially since 2005. So it's not just a footprint. It's more kind of like a snowman is what you made as a snowman, as a snow angel, I think is what they call it. So I would think of more of a snow angel than just a little footprint. Thank you, Commissioner. Laura, I know I've made the comment before on what the city of Henderson planning does. It's really amazing what you guys do and what you've done and done it right for what's good for the city and the residents of the city and businesses of the city. My family moved here in 1949, and they would just go, wow. Yeah, but thank you for everything. Thank you, Commissioner. I'll just say one last thing, Laura. I'm just, I don't think I really got to know you very well, and I feel cheated, so I'd like to make a motion that we just keep her. If we can do that, or do I, is that outside of our authority?
