THAT'S KIND OF THE WAY WE APPROACH THINGS WHENER WEE LOOKING AT TRAINING. IF YOU ARE GOING TO HAVE GOOD TRAINING, IT NEEDS TO BE REALISTIC TRAINING. IT NEEDS TO BE AS CLOSE TO THE ACTUAL EVENT AS YOU CAN GET. WE WANT PEOPLE WHEN THEY'RE GOING THROUGH IT, IF THEY'RE GOING TO BE NERVOUS, BE NERVOUS. WE WANT THE ACTUAL REACTION YOU WOULD GET FROM THAT. IN ORDER FOR THAT TO HAPPEN, YOU HAVE TO HAVE THE STRUCTURES THAT MIMIC THE ONES THAT YOU'LL SEE HERE IN THE CITY OF PLANO. THE FIRST THING WE TALK ABOUT IS OUR TRAINING. IF YOU HAVE BEEN BY THERE AT ALL, YOU CAN'T MISS THAT. IT'S SIX STORIES. IT HAS A BASEMENT. EACH FLOOR HAS A DIFFERENT DESIGN. YOU CAN'T WALK TO THE ENGINE OFF OF IT. YOU CAN'T PULL A HOSE OFF THE ENGINE TO FIGHT IT. YOU HAVE TO USE THE TOOLS THAT ARE SET UP INSIDE MANY OF OUR HIGH-RISE BEINGS HERE IN TOWN, THEY HAVE RESCUE AIR SYSTEMS. THAT ALLOWS OUR FIREFIGHTERS WHILE THEY'RE INSIDE FIGHTING FIRE TO REPLENISH THEIR AIR. THEY DON'T HAVE TO GO BACK OUTSIDE. WE CAN STAY LONGER. YOU DON'T HAVE TO CARRY AS MANY BOTTLES INSIDE. IT'S A GREAT SYSTEM. WE'LL HAVE THAT IN OUR TRAINING TOWER. WE ALSO HAVE AN ELEVATOR, SO WE CAN PRACTICE ALVATOR RESCUES. SOME OF THE PROPS YOU'LL SEE IN THE HIGH-RISE TOWER, WE HAVE A KITCHEN FIRE, BEDROOM FIRE, A DOUBLE BED FIRE WITH THE FLASH OVER, AND THEN ANOTHER ONE THAT'S GOT A FLASH-OVER I THER 'S GNG TO BE A GREAT FACILITY FOR TRAINING. UNFORTUNATELY, WE WEREN'T ABLE TO GET THE VIDEOS. I HAD VIDEO OF EACH -- AN EXAMPLE OF THESE. THIS IS A FIRE THAT WE MADE EARLIER THIS SUMMER, AND THAT'S THE ROOF OF A HIGH-RISE RIGHT THERE. THAT'S WHAT THOSE ARE. THAT'S YOUR SOLAR PANELS. THOSE ARE ON FIRE. THERE'S A SECOND-ALARM FIRE. WE HAD GROUPS THAT CAME IN UP THE STAIRS, USE THE STAND PIPE SYSTEM ON THE OUTSIDE AND THEN SET THE LADDERS ON THE OUTSIDE R SECONDARY ATTACK FROM THAT LOCATION. IT'S A PERFECT MATCH FOR WHAT WE HAVE BUILT THERE IN OUR TRAINING FACILITY. THE SECOND EXAMPLE IS A MULTI-FAMILY DWELLING. YOU CAN HAVE TWO SCENARIOS GOING ON, AND YOU CAN HAVE PART OF IT GOING ON AS IF THE BUILDING IS COLLAPSED AND PART OF IT IS AS IF IT'S STILL INTACT THERE. SOME OF THE PROPS THERE IN THAT ONE ARE DOUBLE BED, TWO STOVE FIRES, A BED CLOSE TO A WINW SO YOU'LL SEE FIRE ROLLING OUT OF THE WINDOW. THIS IS AN EXAMPLE ALSO FROM THIS SUMMER, THIS PAST SUMMER, OF A FIRE THAT MATCHES EXACTLY THAT KIND OF MULTI-FAMILY DWELLING. WE MADE A GREAT STOP ON THAT ONE IN THE VIDEO. IT'S A STATE-OF-THE-ART FACILITY, AND SOMETIMES YOU INK, LL, THAT'S A TERM THAT PEOPLE USE ALL THE TIME. IT'S LESS OVER-INFLATED. IT'S NOT. THIS IS TRULY A STATE-OF-THE-ART FACILITY. THE SECOND ONE THERE, CONTROLLING OUR OWN SCHEDULE, THAT IS SOMETHING THAT MEANS A LOT TO US. WE CAN TRAIN ALL NIGHT LONG IF WE WANT TO. DON'T TELL THE GUYS THAT I SAID THAT, BUT WE CAN TRAIN WHENEVER WE WANT TO. IF THE PATIENT HAD CHEST PAIN, YOU WERE MAKING YOUR DECISION ON HOW YOU WERE GOING TO TREAT THEM MORE ON JUST THE SYMPTOMS THAT THEY PRESENTED. WE WOULD GOELT THAT PATIENT THAT FELTED LIKE WE WERE HAVING A HEART ATTACK, PUT THEM IN THE BACK OF THE AMBULANCE, DRIVE FAST TO THE HOSPITAL, TREAT THEM WITH THE MEDICATION THAT WE COULD TREAT THEM WITH, BUT WHEN YOU GOT TO THE HOSPITAL, WHAT WOULD HAPPEN IS YOU TAKE THEM INTO THE E.R., AND THEY DO THE SAME STUFF ALL ORGAIN. ALL THE STUFF THAT YOU JUST DID, THEY WOULD DO IT THERE BECAUSE THAT WAS JUST THE PROCESS. THEY WOULD DO TESTS AND WORK THEIR WAY TO WHERE THEY GOT THEIR PATIENT OVER TO THE CATH LAB. NOW WE HAVE A 12-LEAD ON THERE. THAT SHOWS 12 VIEWS OF THE HEART. INSTEAD OF US GUESSING ON WHETHER THEY'RE HAVING A HEART ATTACK, YOU'LL SEE A LOT OF TIMES THAT STEMI THAT WE'RE GOING TO SHOW YOU IN JUST A MINUTE, THAT'S AN INDICATOR THAT THEY SHOULD, AND SO WHAT HAPPENS NOW ON A CALL IS THEY'LL PUT THAT 12 LEAD ON THEM. OCCLUSION OF THE LEFT ANTERIOR DESCENDING ARTERY OR LAD ALSO KNOWN AS THE WIDOW MAKER. IF THAT SOUNDS BAD, IT'S BECAUSE IT IS. IF YOU LOOK OVER THERE AT THEIR EKG YOU CAN SEE THAT STIMI. YOU CAN SEE THE ST ELEVATION. IT'S DIFFERENT IN THOSE LEADS THAN IT IS THE OTHER ONE. THAT'S AN INDICATOR THAT THAT PATIENT IS HAVING A HEART ATTACK THERE. THIS WAS PROVIDED TO US BY THP PLANO, AND THEY DO A GREAT JOB OF GIVING US FEEDBACK ON THERE. WHAT THIS TELLS US IS OUR FIRST CONTACT WE MADE WITH THAT PATIENT WAS AT 10:42. BY 10:45 WE HAD A 12 LEAD ON THAT PATIENT. BY 10:47 WE HAD A STIMI ALERT TO THE HOSPITAL. THEY ACTIVATED THE STIM I-TEAM, AND BY 10:50 WE DEPARTED THE SCENE. BY 11:04 WE HAD THAT PATIENT ON THE CATH LAB PREPARED FOR INTERVENTION. IN THIS PARTICULAR CALL IT WAS A 40-MINUTE TIME FROM THE TIME WE MADE PATIENT CONTACT UNTIL THE TIME THAT PATIENT RECEIVED INTERVENTION, AND AT THAT TIME THAT WAS THE RECORD FOR THE YEAR. WE SET THE RECORD FOR THP FOR THE YEAR. IT WAS A GREAT CALL. EVERYBODY WAS EXCITED ABOUT IT. 48 HOURS LATER. THIS IS A PICTURE BEFORE AND AFTER ON THE CATH LAB. THIS IS 48OURS LATER AFTER THE FIRST PATIENT. 39-YEAR-OLD MALE. CHEST PAIN. NAUSEA AND SWEATING. 100% LEFT ANTERIOR DESCENDING ARTERY OCCLUSION. THAT'S THE WIDOW MAKER THAT WE THE SAME LEADS, YOU'LL SEE ST I- ELEVATION IN THOSE LEADS RIGHT THERE FOR THIS PATIENT. OUR TEAMS IDENTIFIED THAT. IF YOU LOOK AT THE TIMES OVER HERE, THEY'RE PRETTY AMAZING BECAUSE THIS IS FIRST -- EMS FIRST MEDICAL CONTACT WAS AT 11:29. THE 12 LEAD WAS ALSO AT 11:29. I DON'T KNOW IFHEY WALKEDN THERE WITH THE LEADS ALREADY OUT AND READY TO GO. WHAT'S IMPRESSIVE ABOUT THIS PART, THOUGH, IS THIS IS A 39-YEAR-OLD. YOU DON'T GO IN THERE THNKING HEART ATTACK IMMEDIATELY ON A 39-YEAR-OLD, BUT THEY IDENTIFIED QUICKLY ENOUGH THROUGH THE HISTORY OR THROUGH THE SYMPTOMS WE NEEDED A 12 LEAD ON THIS PATIENT. BY 1 1:30 THEY HAD ALREADY SENT THE STIMI ALERT TO THE HOSPITAL. BY 11:32 THEY DEPARTED THE SCENE. THAT'S HOW QUICKLY THEY WERE ABLE TO IDENTIFY THIS, NOTIFY THE HOSPITAL. BY 11:44, THIS PATIENT ARRIVED AT THE HOSPITAL AND RECEIVED THE INTERVENTION FROM THE HOSPITAL. 30 MINUTES. 40 MINUTES WAS THE RECORD. TWO DAYS LATER, 30 MINUTES. WHAT'S IMPRESSIVE ABOUT THIS PART TOO IS MOVED THAT PATIENT OVER ON TO THE TABLE, THE CATH LAB, PATIENT CODED RIGHT THERE. THEY HAD TO SHOCK HIM THERE. SHOCKED HIM. WERE ABLE TO CATHETERIZE THEM. THAT WAS A LIFE-SAVING INTERVENTION FOR THAT PATIENT. IT WASN'T A MINUTE TOO SOON, LITERALLY. YOU CAN SEE THIS ONE. THIS IS EVEN A LITTLE CLEARER ON THE BEFORE THE CATH LAB YOU SEE WHERE THE BLOCK WAS. THEN AFTER THE CATH LAB YOU CAN SEE HOW CLEAR IT WAS. THIS PATIENT CAME BY AND VISITED US AT THE FIRE STATION. THOSE ARE THE ONES YOU LOVE WHENEVER YOU GET THAT OPPORTUNITY TO SEE THEM THERE AT THE STATION LIKE THAT. FOR US IN THESE CASES WE'RE DEPENDING UPON GREAT TRAINING. DR. GAMBT PROVIDES OUR PEOPLE. THEY IDENTIFY QUICKLY AND WE DEFEND E DEPEND ON GOOD EQUIPMENT THAT ALLOWS US TO DO THE 12 LEAD EKG AND SEND THAT TO THE HOSPITAL, ALL THOSE THINGS. WE'RE ALSO DEPENDENT UPON OUR APPARATUS GETTING THERE QUICKLY. IN THESE CASES WE'RE DEPENDING ON BOTH THE ENGINE TO GET THERE QUICKLY AND THE AMBULANCE BECAUSE WE HAVE TO HAVE THE AMBULANCE THERE IF WE'RE GOING TO TRANSPORT THAT PATIENT IN A TIMELY MANNER. SHORT-TERM RENTAL HOUSES AND SINGLE FAMILY RESIDENTIAL NEIGHBORHOODS CREATE A NUMBER OF PROBLEMS. MANY OF WHICH HAVE BEEN SHARED HERE. THEY REPLACE FAMILY HOMES WITH ILLEGAL HOTELS. THEY DISRUPT THE FABRIC OF THE COMMUNITY AS TRANSIENT DROP-INS REPLACE LONG-TERM NEIGHBORS. THEY RAISE THE SALE PRICE AND RENTAL RATES OF SURROUNDING HOMES, REDUCING AFFORDABILITY FOR THOSE WHO WANT TO MOVE HERE, OF EXISTING HOMEOWNERS. THEY LEAD TO AN INCREASE IN NOISE, TRASH, PARKING ISSUES, AND CRIME FOR SURROUNDING HOMEOWNERS, PROBLEMS THAT ARE NOT TYPICALLY ASSOCIATED WITH LONG-TERM NEIGHBORS. CONVENIENTLY, THERE'S ALSO A STATEMENT TWO SHORT-TERM RENTAL OWNERS KNOWN AS HOSTS IN THE INDUSTRY LETTING THEM KNOW THAT PLATFORMS ARE COLLECTING HOTEL OCCUPANCY TAXES ON THEIR BEHALF. CLEARLY, WHEN THE TAX COLLECTION AGREEMENTS REFERRED TO HERE WERE SIGNED, BOTH THE CITY AND THE SHORT-TERM RENTAL PLATFORMS AGREED. SHORT-TERM RENTALS ARE HOTELS. WHAT I AM GOING TO SPEAK ABOUT IS THE KIND OF TRASH AND INTAKE OF THAT THAT COMES ALONG WITH ALL OF THE TEMPORARY RESIDENCY, AFTERNOONS THE PEOPLE WERE JUST TALKING ABOUT WITH RENTAL PROPERTIES IN HOMES THAT ARE SHORT-TERM. IN NOVEMBER WE WENT OUT WITH A REQUEST FOR PROPOSALS AND SUBMITTED THAT FOR THE DISTRIBUTION LIST OF THE COLLIN COUNTY HOMELESS ASSOCIATION, AND THE CONTINUE OF CARE GROUP AS WELL AS THE COLLIN COUNTY SOCIAL SERVICE -- CCSSA. COLLIN COUNTY SOCIAL SERVICES -- SOCIAL SERVICE AGENCIES. I APOLOGIZE IF ANYONE FROM CCSA IS ON. YES, WE WENT OUT. SALVATION ARMY IS THE ONE THAT CAME BACK SAYING THEY COULD DO IT. THEY HAD A PLAN. BEFORE I GET INTO THOSE CHANGES, JUST IN THE WAY OF BACKGROUND, THIS PROGRAM HAS BEEN AROUND SINCE 1984. IT HAS TWO MAIN PURPOSES. ONE IS TO INCENTIVIZE PROPERTIES TO GET DESIGNATED. THESE PROPERTY OWNERS DID GIVE UP SOME CONTROL OF THEIR PROPERTY THROUGH THAT DESIGNATION PROCESS, AND THIS IS A GOOD TRADE-OFF FOR THAT. THE SECOND IS THAT IT PROVIDES A LOT OF THESE HOMES ARE OVER 100 YEARS OLD, AND THOSE MAINTENANCE ISSUES CAN STACK UP PRETTY QUICKLY. THERE ARE THREE TAXING ENTITIES TO PARTICIPATE. PLANO, PLANO ISD, AND COLLIN COLLEGE. IF YOU ARE APPROVED FOR ONE, YOU ARE APPROVED FOR ALL. PARTICIPATION PROGRAM IS VOLUNTARILY. THIS IS A MISCONCEPTION THAT IF YOU GET DESIGNATED, YOU HAVE TO MAKE THESE REPAIRS EVERY YEAR. THAT'S NOT TRUE. ONLY IF YOU ARE SEEKING THE EXEMPTION. EVEN THEN ONLY CERTAIN REPAIRS THAT ARE SEEN AS NEEDING TO BE ADDRESSED IMMEDIATELY ARE REQUIRED. WE DO REQUIRE A APPLICATION, AND IF YOU MEET ALL YOUR REQUIREMENTS, YOU ARE RENEWED EVERY YEAR. WE ESSENTIALLY HAVE BEEN CUT IN HALF THE TIME THAT WE HAVE TO PROCESS THE TAX EXEMPTIONS. THAT'S DRIVING SOME OF THE CHANGES THAT YOU'LL SEE IN JUST A MINUTE. . REMINDER OF WHAT THE RATES ARE FOR HERITAGE LANDMARKS, PROPERTIES THAT ARE INDIVIDUALLY SIGNIFICANT. YOU CAN HAVE 100% OR 50% OF THEIR IMPROVEMENT VALUE, DEPENDING ON USE OF THE PROPERTY. THAT WOULDN'T CHANGE WITH THIS UPDATE. IF YOU ARE PART OF A HISTORIC DISTRICT, YOU CAN GET 75% OR 38% DEPENDING ON YOUR USE. THAT WOULD NOT CHANGE WITH THIS UPDATE. WE DO THE ANNUAL INSPECTIONS EVERY YEAR, WHICH HAVE TWO MAIN PURPOSES FOR DETERMINING THE ELIGIBILITY FOR THIS YEAR. YOU DON'T HAVE ANY CE VIOLATIONS. YOU'RE CURRENT ON YOUR TAXES AND NOT SEEKING FOR DEMOLITION. YOU HAVE NECESSARY PERMITS. LASTLY, YOU HAVE DONE ALL YOUR REPAIRS FOR LAST YEAR. THE SECOND PART OF THAT INSPECTION IS WE'RE GOING TO GO OUT AND MAKE A WHOLE LIST OF THINGS YOU NEED TO ADDRESS FOR THE NEXT YEAR, AND WE'RE GOING TO RATE THOSE AS GOOD, FAIR, OR POOR. . THE GOOD ITEMS LISTED AS GOOD ARE MOSTLY COSMETIC, IF ANYTHING. THE FAIR ARE YOU DON'T NEED TO ADDRESS IT RIGHT NOW, BUT KEEP AN EYE ON IT. LASTLY, IS THE POOR, AND THOSE ARE THE ONES THATEQUIRE THE IMMEDIATE REPAIR BECAUSE DAMAGE IS HAPPENING. ONLY THE POOR ARE THE ONES THAT YOU MUST MAKE BY THE END OF THE YEAR TO MAINTAIN ELIGIBILITY. GETTING INTO SOME OF THE ISSUES THAT WE'VE BEEN FACING, THE FIRST IS WE HAVE VERY CHALLENGING TIME LIENS. WE'RE SANDWICHED BETWEEN TWO DEADLINES. THAT'S THE DATE THAT WE MUST CERTIFY PROPERTIES AS ELIGIBLE. SECONDLY, WE HAVE A MARCH 1st DEADLINE TO THE COLLIN CENTRAL APPRAISAL DISTRICT. THOS TIMELINES THEMSELVES ARE PRETTY TOUGH. WE ALSO HAVE A COUPLE OF INTERNAL DEADLINES BASED ON THE ORDINANCE. IN PARTICULAR OF NOTE IS APPLICANTS HAVE THE OPPORTUNITY TO APPEAL STAFF DETERMINATION IF THEY'RE INELIGIBLE, AND THAT DEADLINE IS 10 DAYS PRIOR TO CITY COUNCIL, WHICH HAPPENS TO FALL ON THE SAME DAY THAT OUR STAFF REPORTS AND BACKUP IS DUE TO THE CITY SECRETARY'S OFFICE. WE DON'T HAVE TIME TO PROCESS THOSE APPEALS, AND IT'S BEEN A CHALLENGE. THE SECOND IS THAT WE HAVE REALLY LACK OF FLEXIBILITY TO MEET PROGRAM GOALS. OUR NUMBER ONE GOAL HERE IS REALLY TO SEE THATROPERTIES ARE MAINTAINED. WE DON'T HAVE ANY FLEXIBILITY BUILT IN. IT'S AN ALL OR NOTHING CREDIT. UNDER THE CURRENT ORDINANCE THAT JANUARY 1 DEADLINE IS VERY FIRM. AGAIN, WHEN I'M TALKING ABOUT FLEXIBILITY, THAT JANUARY 1 DEADLINE BEING FIRM, THE ORT UNDERSTANDS IS STRUCTURED THAT WAY, BUT IN PRACTICE WHAT WE ARE SEEING IS THAT APPEALS HAVE COMMONLY BEEN GRANTED FOR THREE THINGS. ONE, YOU DO THE WORK AT THE DEADLINE, BUT BEFORE YOUR APPEAL IS DUE. ESSENTIALLY, YOU GET THE LETTER IN THE MAIL SAYING YOU'RE GOING TO BE -- YOU'VE BEEN DENIED, AND THEN GET YOUR ATTENTION, AND THEY GO OUT AND MAKE THE REPAIRS AND ASK FOR FORGIVENESS WHERE, THEY OFTENTIMES WILL GET THAT. THE SECOND IS THAT SOME BUT NOT ALL THE REPAIRS ARE COMPLETED, SO YOU MIGHT HAVE DONE 3 OF 5 OR 4 OF 5 OR MAYBE EVEN THE BIG ONES, BUT THERE'S NO FLEXIBILITY IN WHAT YOU CAN GET. IT'S ALL OR NOTHING. LASTLY, IT'S WORK DONE WITHOUT A CA OR OTHER APPROVAL, BUT IN CONFORMANCE WITH ADOPTED STANDARDS. SOMEONE DID A FENCE OR A DECK OR SOMETHING. THEY DIDN'T GET HERITAGE APPROVAL BUT THEY BUILT IT ACCORDING TO THE STANDARDS, AND IT'S VERY LIKELY THAT IT WOULD GET APPROVED. TO ADDRESS THOSE CHALLENGES, WE HAVE THREE MAJOR MODIFICATIONS PROPOISED. THE FIRST IS THAT WE PROVIDE -- WE WOULD REVISE THE PROCEDURES TO PUT THE HERITAGE COMMISSION BACK INTO THE APPEALS PROCESS, AND AT THE SAME TIME ADD MORE FLEXIBLE CRITERIA. THIS IS TAKING IT BACK TO SIMILAR TO HOW IT WAS PRIOR TO OUR UPDATES IN 2019 IN WHICH CASE THE HERITAGE COMMISSION WAS CONSIDERING APPEALS. WE THINK THAT WORKED VERY WELL IN THE TIME BETWEEN 2013 AND 2018. WE HAD 25 PROPERTIES DENIED. NONE OF THEM ACTUALLY MADE IT TO COUNCIL ON APPEALS. WE THINK THAT WOULD BE A GREAT CHANGE. SECONDLY, WE'RE INTRODUCING A ONE-TIME WAIVER FOR ELIGIBILITY REQUIREMENTS. NOVA SCOTIA IN THIS CASE YOU CAN GET A 50% REDUCTION. THE COMMISSION HAS ONE MORE OPTION TO GIVE PARTIAL CREDIT. EN, STLY, WITH THAT ADDITIONAL FLEXIBILITY THERE'S OPPORTUNITY TO COMBINE OUR EXTENSIONS AND OUR APPEALS PROCESS INTO ONE AND JUST APPROVE THE OVERALL EFFICIENCY AND GIVE OWNERS A LITTLE MORE TIME TO REQUEST THOSE. SAY YOU'RE CITED FOR A WINDOW, BUT YOU CAN ASK TO MAKE THE WINDOW REPAIRS AS PART OF THAT EXPANSION AND ASK FOR ADDITIONAL TIME. THE FOURTH AND ONE OF THE NEW CRITERIA IS THAT GRANTING THE APPEAL EXTENSION IS IN THE BEST INTEREST OF PRESERVING AND MAINTAINING THE SITE. THAT'S GETTING A LOT MORE DISCRETION TO THE HERITAGE COMMISSION TO DETERMINE WHAT THOSE ARE AND WHENHAT' NEEDED. THEN, AGAIN, THE WAIVERS. WE'RE ADDING THAT ONE-TIME WAIVER FROM ELIGIBILITY REQUIREMENTS THAT ALLOWS YOU TO GET THAT HALF EXEMPTION. IN THE END THAT GIVES THE COMMISSION A FEW MORE TOOLS. THEY CAN GRANT AN APPEAL OR AN EXTENSION, WHICH ALLOWS THEM TO MOVE FORWARD TO COUNCIL AND BECOME APPROVED AT FULL EXEMPTION OR, AGAIN, THE WAIVER IS FORWARDED TO COUNCIL FOR APPROVAL AT HALF EXEMPTION. LASTLY, THEY CAN DENY THE APPEAL OR THE EXTENSI IN WHICH CASE IT'S DENIED, BUT EVEN THAT'S NOT REALLY COMPLETELY FAIR TO SAY BECAUSE CITY COUNCIL IS STILL THE ULTIMATE AUTHORITY IN GRANTING THE ORDINANCE. IT COMES TO COUNCIL TO GET APPROVED AND SO IT'S MOVING FROM A FORMALIZED PROCESS INTO SOMEWHAT OF AN INFORMAL PROCESS WHERE, AS YOU KNOW, ANYONE CAN COME AND SPEAK ON ANY ITEM OF THE COUNCIL'S AGENDA, AND IF THEY CAN MAKE THE CASE TO THE CITY COUNCIL. THE BENEFIT OF HAVING THE HERITAGE COMMISSION IS THE COUNCIL CAN HAVE RE INFORMATION ABOUT THEIR APPEALS IN THE PACKET AND ALSO GAIN THE BENEFIT OF A HERITAGE COMMISSION RECOMMENDATION OR IF SOMEBODY JUST DECIDES TO SKIP THE HERITAGE COMMISSION AND COME ASTRAIGHT TO COUNCIL TO SPEAK, I THINK THAT SAYS SOMETHING IN AND OF ITSELF. WRAPPING UP, PUBLIC FEEDBACK. WE DID SIGNIFICANT OUTREACH FOR THIS. WE HAVE A STRIKE-THROUGH/UNDERLINE VERSION OF THIS SO PEOPLE COULD SEE WHAT WAS CHANGING. IT WAS ONLINE. THEN, LASTLY, WE HAD A PUBLIC HEARING AT THE HERITAGE COMMISSION LAST MONTH WHERE WE DID HAVE ONE SPEAKER WHO RAISED CONCERNS ABOUT REMOVING THAT APPEAL TO CITY COUNCIL. THE HERITAGE COMMISSION DID CONSIDER THOSE CONCERNS, BUT FELT THE ADDITIONAL FLEXIBILITY AND THE BENEFITS GAINED FROM ADDING THE ADDITIONAL FLEXIBILITY AND THE FACT THAT THERE STILL IS A WORST CASE SCENARIO SOMEONE CAN STILL GO TO COUNCIL AND MAKE THEIR CASE. I WOULD LIKE TO DO IT NEXT FALL, WHICH IS WHY A LOT OF THESE PROVISIONS APPLY DIRECTLY TO ME BECAUSE I AM GOING TO BE THE PERSON WHO IS APPLYING TO MAYBE NOT FIX ALL THE TRIM THIS YEAR BECAUSE I DON'T WANT TO WASTE THE MONEY BECAUSE NEXT YEAR WE'RE GOING TO STRIP IT AND PAINT IT ALL IN FULL. THAT IS WHY I THINK THAT THE ORDINANCE, IF IT'S CHANGED, NEEDS TO STILL HAVE THE LANGUAGE WHERE IF IT IS DENIED BY THE STAFF OF THE CITY WHO ARE THE FIRST PEOPLE WHO MAKE THESE DECISIONS AND THEN ALSO THE HERITAGE BOARD, THAT APPLICANTS STILL HAVE THAT RIGHT AS DETAILED BY THE ORDINANCE TO BRING IT TO THE CITY COUNCIL AND NOT JUST AS A RANDOM PERSON COMPLAINING IN THE BEGINNING OR SINGING SOME SONG ABOUT FAUCI, BUT AS A MEMBER OF THE GROUP AS APPEALED. I HAVE APPEALED BEFORE, UNFORTUNATELY, AND I WAS GRANTED THAT APPEAL BY THE CITY COUNCIL. SO THAT'S WHY I THINK IT IS SO VERY IMPORTANT TO CONTINUE THAT RIGHT FOR APPLICANTS. THE HERITAGE BOARD I DON'T REALLY KNOW ANY OF THEM. I DON'T HAVE ANY ISSUE WITH ANY OF THEM. I THINK THEY'RE ALL GREAT PEOPLE, BUT THEY'RE NOT ELECTED. THEY'RE APPOINTED BY YOU ALL, AND HOW THAT WORKS I'M NOT QUITE SURE. IT IS A TWO-YEAR SERVICE THAT I SEE ONLINE, BUT OTHER THAN THAT -- AND I'M JUST NOT FAMILIAR. I THINK AS WE DISCUSS MOVING FORWARD, HOW WE ALLOW THOSE CITIZENS TO ENGAGE IN THE PROCESS IS CRITICALLY IMPORTANT, AND I UNDERSTAND THE ASPECT OF THREE MINUTES ON AN INDIVIDUAL ITEM SEEMS LIKE IT'S A CONDENSED TIME FRAME, BUT I WOULD ALSO REITERATE THAT YOU'VE HAD A STAFF REVIEW, YOU'VE HAD A COMMISSION REVIEW. YOU'RE GOING TO HAVE THIS, SO THE RECORD SHOULD BE THERE PRETTY WELL, BUT I THINK THAT AS WE'RE CONSIDERING THOSE ITEMS, IF I RECALL CORRECTLY, THE MAYOR HAS THE DISCRETION TEXTEND TIME ON THOSE SORTS OF ITEMSAND HE COULD EXTEND SOME OF THAT TIME IN ORDER TO MAKE SURE THAT SOMEBODY HAS AN APPROPRIATE AMOUNT TO PRESENT THEIR CASE.
