as my special guest today. This is Theodore Noel D'Souza,
who was born on May 1st. So he is happy to have his
first board meeting today. So I wanted to make sure
he was my special guest. And also just thank everyone
who has stood in the gap the last month
to give us some time to have some eternity, leave
and bond and get to know each other. So I'm very thankful for it
and I know. Theo is as well. So thank you. Glad to have you with us, Madam
President. Alder lady from the 10th. Good morning, Mr. Acting Vice president.

of the site now? I think it's just vice
president today. Okay. Good morning, vice president
and members of the board I'd like to have
is my special guest. My I'm her proud
all the lady to my constituent, Miss Samantha Williams,
who is our new lead government relations person and manager
for Amazon Missouri. Welcome to your no position. And welcome here to the
to the board this morning. And I would also like to have
the Saint Louis Sports Commission,
who thank you for taking the time to meet
and explain some things to me as we move
forward in these conversations. Thank you. Any further introduction of honored guests? Alderwoman from the 11th. Thank you so much. President
of the Board of Aldermen. I would like to have
as my honored guest today, all of the 225 residents of the Council Tower
senior apartment building. They have been going through
quite an ordeal over the past two weeks,
and it appears at this time that that that strife has ended
and the water is flowing. And we pray that it continues
the flow. Additionally, I want to give
honor and praise to all of those who came forward
to either volunteer help and or to be donate water. At the top of my list
is Annalise Stover with the Area Agency on Aging. Anna has just been phenomenal
throughout this process, and we have a lot of great things happening
at all of our senior buildings because of the work that she and
her team does for our city. Additionally, I'd like to thank
all of the donors who brought water
or spent water to make sure that residents
were hydrated and had water to flush toilets,
wash dishes, etc., etc.. Under the leadership of Karen
Clifford, she brought all of the neighborhood
stabilization volunteers. They rotated in and out to make
sure that residents had water. Water was delivered to
225 doors daily. The city's Area
Agency on Aging. As I said before,
under the leadership of Anneliese Dover, Justin Hauser,
the health department and their team of volunteers
with the mayor's office, Mayor Spencer,
Dan Guenther, Jonathan and so many others
in that office who came to bring water,
volunteered to deliver water. I'm sorry. Continue. You hear me? Yes. We can.
Please send you. Okay. Thank you. The Urban League, under
the leadership of Mike McMillan. Farrakhan,
god of James Clark, the incredible team
from the Federation of Black Units
who came to help deliver water. Red cross, the spirit of Saint
Louis, Congressman Wesley Bell, AmeriCorps came to to assist a student
under the leadership of of. Oh, Lord,
don't let me forget her name. Jessica Trout flew volunteers
watch you watch. The university volunteers
volunteered. And I'm praying
that I didn't miss anybody. But. Oh, and last
but not least, those residents at Council Tower who took it
upon themselves daily to assist with meal service. They served every resident
three meals a day. They organized it on their own. The management company with wind
properties provided the food and they made sure
that it was evenly distributed. This is something
that we generally don't see, and I'm so glad to have had this experience under
some very trying circumstances. So all of those people
who had any hand in assisting with providing water,
delivering water, volunteering, any form of service
to the people at Council Tower Apartments,

introduced by alderman devotee. An ordinance
requiring the installation of water
meters on certain service connections
in the city of Saint Louis, providing mechanisms
of enforcement, including providing authority
to deny or withhold service for noncompliance and delegating authority
to the Water division. To administer, implement and set technical standards
for meter installation. The requirement applies
prospectively to new service connections, and mandates
the installation of meters only on certain
existing service connections. The ordinance also includes
a clause board Bill number 29, introduced by Alderwoman Clerk
Hubbard, and ordinance recommended by the Board
of Estimate and Apportionment, authorizing the City of Saint
Louis office of the Mayor's Office of Recovery to accept disaster relief
funding from the Missouri Department of Public Safety
and the Missouri Housing Development Commission, appropriating said funds
authorizing the expenditure of such funds
to the extent received, authorizing contracts
and other documents to expend such funds
to the extent received and containing
an emergency clause for Bill number 30 introduced
by Alderman Aldridge. An ordinance to amend certain
sections of ordinance 67667 by removing a loophole that required the city
to create a sunshine portal, but did not require the city
to post to the Sunshine Portal board. Bill number 31, introduced
by Alderwoman Clark Hubbard. An ordinance making appropriation for payment
of the operating expenses. Capital expenses,
including lease purchase agreements and debt
service expenses of the Parking Division
of the Treasurer's office for fiscal year July 1st, 2026 through June 2030, 2027. In the summer of $21,037,967, including $1,475,768 for capital improvements
containing an emergency clause. Board Bill number 32
introduced by Alderman Cohn. An ordinance recommended
by the Board of Estimate and Apportionment authorizing the office
of the president of the Board of Aldermen
to execute and accept a sub award from the Bloomberg
Philanthropies American Sustainable Cities
Initiative for the grant purposes
of its Youth Climate Action Fund,
specifically to activate youth in leadership roles as they
participate in climate solutions consistent with the city's
sustainability goals. Appropriating such funds
to the office of the president of the Board of Aldermen,
and authorizing the expenditure of such funds
to fulfill the obligation of said grant to the extent such funds are received and
containing an emergency clause, that is, the extent of the first

Thank you, Mr. Vice President. Members of the board. Board, bill number 12
is a continuation of trying to help our city employees
with board. Bill number 12 will do is to repeal the previous
3% pay increase. And we are creating
or put in place a new 3% pay increase that was done
through the compensation study. This ordinance
put effect for recommendations. That was a citywide classification and compensation
study that was done by Evergreen
Solutions. This 3% will allow
for recommendations, including some title changes
and adoption of new open pay ranges. This also moves a lot of the individuals
in the city of Saint Louis, where they start in
salary will go up, so people that are coming into the city
of Saint Louis applying for certain
jobs, salaries will be a little higher
than what they previously were. All employees moving to the open range pay
schedule will receive a minimum of 3% pay increase. Some employees will receive
more than a 3% as a result of the increase
to the minimum of the salary. So this is, like I say, a opportunity for us
to support our city workers. This has been an ongoing thing
where previous and current
administrations are putting in these 3% pay increases
to try to help our City of Saint Louis workers,
and it gives an opportunity for other departments
to also opt in, such as the Board of Aldermen,
which we have done in the past. I'm really proud about this
legislation. I appreciate everybody
who signed on as a co-sponsor and also appreciate
the mayor's collaboration and want to give a huge
shout out the personnel
director, Brian Light, that has worked
very hard on this. We just recently
did the one time lump sum which civil service
employees will be getting. And then as this pass,
it will go into the FY 27 budget cycle,
where City of Saint Louis, the City of Saint Louis
employees will be getting a 3% range race, as well as raising
the minimum pay for a lot of these positions throughout our city of Saint
Louis. And I will open up

pay scale. Is that something new is something that has been done
before because I don't remember that
term. And maybe you're using a different term than I am
familiar with. So is that way for people
to get paid in the same grade at different levels? Can you explain that to me,
please? Yeah, you're just breaking up.
I'm trying to figure out. What are
you saying about open range? Am I'm breaking up. Is that what you say? Yes. All the saying
I'm breaking up. That's correct. Alderwoman. I got most of what you're saying
is just like it's. It's is breaking up
as you speak. It's. You're kind of grainy. I don't understand that. That's from your hand. That's a little better. I'm trying to ask a question
about open range and that. Could you give that definition? That's what I'll say. Since you can't hear me, I can't ask questions
if you can't hear me. Open range. What are you asking about that? Are you saying that. The question I said, I don't I don't recall the term open
range. Is that a new term or something
I've just forgotten. And which people can get paid
an open amount between certain amounts in the same pay
grade pay level? Is that
what that is? Yes, ma'am. Okay. And who is determining that? So if you and I are both entry
levels, is that determined
by experience? What what
who makes that determination and and what it is. What is it based on? I'm not sure what is based on. I'm sure it'll be based on if somebody put an application
in based on resume, and it most likely between the director
and the personnel, whoever the director
of the department at a person is trying to go into
in forestry, parks, health and the director of personnel. So then the either the appointing authority
or the director of personnel. What do you know if it's one or the other or both, that
would make that determination. I mean, in the past,
from what I've heard, it is from department heads that have worked with
the director, and we have a new one
that they worked together to believe if employee deserves a higher
wage, they have to work with the personnel director on that. Because, you know,
we also have pay grades. If you go to high,
you may go over a pay grade, which changes the title
of that actual position, but it would be in collaboration
with the Department of Personnel and whatever department
that an individual is going out to apply for. I remember something
of that happening at the board. We wanted to give
our secretaries raises, and I think what happened
is that that's how they all became executive secretary, because there was something said
we couldn't give them a raise. So we made them all executive secretaries, I think,
because at the formerly, only the person who stepped
back in the back with the senior alderman made up higher pay level than everybody else,
and that was quite unpopular. The other thing is that
is this going to encompass the 3% raise we just gave everybody,
or would it also encompass anything that might come later if we found out
we could give bonuses? Is this how
what does this cover. What's the range
that this covers? I guess is the question
I'm asking. Is it for the year for
I think you said in the, in the, in the board bill
that it is until we change it. So could we change it, say six
months from now if we wanted to? And you was waking
up a little bit again, change. What if I hear you correctly? That that's all right. That's

Board. Bill 12 is just the annual
3% pay raises that we have been doing
for the last several years. I think this is there's been a lot of work done between the personnel
department and Evergreen Solution to come up
with this compensation study. Again, a lot of our positions
throughout the city of Saint Louis will be lifted to where
maybe like a forestry worker start. And I'm not clear on the numbers,
but say they start at 40. A lot of different departments
minimum now will be lifted maybe to like 45 or 46
when people that are coming in starting higher as well as
this 3% would raise
a lot of our employees throughout the city
of Saint Louis. This is another way,
I think, from city government. It is trying to show that we're
trying to be competitive with a lot of other regions
and other places that, you know, pay higher. But we appreciate our city
workers. We know our city workers
work hard every single day, from the Board of aldermen
to forestry to streets to every department, work very hard and not being compensated
in the way that they should. It was excited that was able to get
the one time lump some across the finish line
that would be going on people checks very soon. And then if you're a civil
service employee and this 3% would be a 3%,
that would go for all employees throughout the city
of Saint Louis. So I appreciate the individuals that signed on
as a co-sponsor of the mayor and asked my colleagues for

to June 28th June 28th. So this resolution just acknowledges
both the kickoff of the event and the fantastic
kickoff of Pride Month that we'll be having here
in the city of Saint Louis. So I wanted to make sure
we acknowledge that here. I would like to thank Alderman Aldridge

that the board will consider acknowledging camaraderie,
