well welcome again to the Mesa city council meeting for June 17th I will note for the record that all of our Council are present we will begin our meeting with an invocation by Pastor Clayton Edelman with Central Christian Church followed by the Pledge of Allegiance so please stand for the invocation and remain standing for the pledge would you pray with me God thank you uh so much just for all the people who are on our Council and what they do to just serve this city and to connect with uh those who are in our neighborhoods and in our town and so Lord I just ask uh that you would continue to give wisdom and discernment to this group uh as they've been appointed for this time to just work on Solutions and and figure out problems and how to best serve the city of Mesa Lord too I also just pray that uh we would continue as uh just citizens of Mesa as people on the council to be reminded of the model of just how Jesus was a peacemaker and Lord even that we might disagree at times uh there are ways that we can can love one another even through disagreements and so Lord uh I'm just so thankful for all these people and what they do for our city and also ask that uh you would just continue to help our city grow uh to help uh the neighborhoods the schools uh every everywhere where our people are in contact um just to to be healthy and safe and connected and so Lord uh thank for you and everything that you're doing and it's in your name we pray amen amen thank you Pastor please join me in the pledge I pledge aliance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all thank you the next item on our agenda is to take action on the consent agenda so we'll invite Mr Kevin Christopher to come forward and read that agenda good evening mayor and council members these are the items on the consent agenda all items listed with an as risk will be considered as a group by the city council and will be enacted with one motion there will be no separate discussion unless a council member or citizen request in which event the item will be removed from the consent agenda and considered a separate item item two approval of minutes of previous meetings as written item 3A act on liquor license application for Arizona community service Foundation Monday event June 29th 1551 East Dana Avenue item 3B act on liquor license application for bloomy kitchen 2028 West Guadalupe Road item 3C act on liquor license application for one pot 1914 South Power Road item 4A approving 5-year term contract for axon onbody camera equipment conducted electrical weapons and supplies and supplies and evidence storage for the Mesa Police Department this contract is funded by police department General funds and Public Safety sales tax funds item 4B approving three-year term contract with 2-year renewal options for playground and Park equipment for the parks recreation and Community facilities Department item 5A approving resolution to enter into an intergovernmental agreement with the city of Glendale to allow M of fire and medical Department to attend fire service training hosted by the Glendale Fire Department item 5B approving resolution to execute an intergovernmental agreement relating to maintenance services for Phoenix Mesa Gateway Airport Authority owned aircraft rescue firefighting vehicles and Equipment item 5 C has been removed from the consent agenda item 5D approving resolution enter into a 20-year lease agreement with the Mesa Historical Society for a land located at 2331 North horn item 5e approving resolution to enter into an agreement with Dr Ruth tan limb to accept a contribution to the idea Museum Capital campaign with the benefit of naming rights of the idea Museum outdoor Atrium item 5f approving resolution leving the amount collected by a secondary property tax and the rate upon each $100 of assessed valuation of property subject to taxation within the city of Mesa for the fiscal year ending June 30th 2025 item 6A introduction of ordinance to propose amendments to chapters 5 6 and 31 of Title 11 the mesa city code for minor revisions and Technical updates item 6B introduction of ordinance for zoning Cas 23- 645 for property generally located west of Gilbert Road and North of University Drive reson with planned area development overlay inside plan riew to allow for a multiple residence development and item 6C introduction of ordinance for zoning case 23- 982 for property generally located north of Broadway Road and West of Mesa Drive this is for a reone with a bonus intensity City Zone overlay Council use permit and major site plan modification to allow for a warehouse development mayor and council members these are the items on the consent agenda thank you Mr Christopher Miss Mosley do we have any requests to speak on an item on the consent agenda no request mayor thank you very much I see council member Freeman has made a motion seconded by council member spillsbury please vote thank you the consent agenda passes unan unanimously next item on our agenda item 5c uh this is approving uh and authorizing the city manager to enter into a one-year agreement with visit Mesa uh I've asked that this be taken from the consent agenda I would like to continue this item the uh the agreement that were that is a very important agreement and that I'm looking forward to uh to endorsing uh by its terms says that that the party that visit Mesa and the downtown Mesa Association need to get together within 30 days and work out uh how they're going to work together uh I think that's a very important U thing to happen so I I would just as soon uh encourage the parties not to wait 30 days but to go ahead and and have those conversations now so that we know what the entirety of the agreement is uh and then as soon as that happens I'm anxious to have this um returned to the council's agenda for our approval so uh so I'm asking that this will be if there's not an objection from the council uh I'm asking that we continue this to allow those discussions to take place that's good all right thank you very much mayor are you asking for continuance until July 1st is that the request uh it's not necessary I I talked with Mr Smith about this and he's counseled me that it's not necessary to identify a date certain because it's not a zoning case I think I would be very happy if we this were uh put back on the agenda for our July 1 meeting but uh and I'm hopeful that's the case but we'll we'll see if that happens or not so and just clarification I mean the current agreement does expire June 30th so there certainly is motivation motivation get it on July 1 yeah yeah I think it would be in everyone's best interest if this were resolved and on our agenda for July 1st yeah so if there's a long delay or do I need to even go into those questions I'm what comes into play after July June if there's no sign there's no agreement then there's no allocation of the bed tax to the visam Mesa the the agreement is that the bed tax that is collected is then allocated to uh visit Mesa and then within the agreement there's a formula of what how much of that comes back to the city uh for its um marketing and act uh um activities events that we have so effectively there wouldn't be an agreement in place that would continue that allocation of dollars to visit Mesa from the Ved tax that's the that's that's the way the agreement it terminates on June 30th so there would be no allocation of taxes until under the agreement expires there wouldn't be an agreement to do that yeah now we could be extended but right now what I'm hearing is we're going to go I mean right now there is no that's why we came that's why this items on the agenda that extends it for another year so mayor I have a question then could the agreement be active July 1st if something was I think if we do it on July 1st we'll be fine okay but otherwise one day is not going to make a difference or hours or whatever we'll be find we'll be finding on July first and I don't know if anybody from visit mace is here but regardless they know they've been told they understand they we explain this to yeah and I I'm hopeful that U the parties will meet you know in the next week and a half or two weeks and this will be back on the agenda for the 1 of July all right thank you moving on items the next item on our agenda items 7 a through 7 C involve the development known as destination at Gateway these three items are to take action on the resoning case that will allow for the future development of an auto mall a large commercial development and a multiple residence development and to take action on a resolution making required statutory findings for a retail tax incentive agreement and a resolution approving the development agreement we've had presentations and discussions on these items at a couple of different Council study sessions do but do any council members wish to discuss this item any further do we want to vote on them independently or can we V on as a group uh Mr Smith and I T we can do it in one group in one uh we can combine a b and c and do it with one motion all right I'll make a motion that we approve item 7 a 7B and 7 C on the agenda thank you Mr Summers Mr Summers has made a motion second by ccil member Heredia is there any additional discussion all right please vote thank you that passes unanimously um next item on our agenda is items from citizens pres Miss
