representing the saga said it very well and uh you know everything you did and it's um it'll be a loss to our community because you were a good friend not only to me and everyone up here but also the community of el paso so thank you for being our friend you're very welcome and i want to thank mayor and council for this honor many times i was at the city council meeting and i'd see people being honored and i thought that'd be kind of nice someday but i didn't think i ever deserved it because there were so many people that have done so much more than i have for this community so i'd like to thank representative lisa for really pushing this forward and for my wife if it wasn't for her i wouldn't have had the time to do what i've done for the community and as i mentioned to somebody the other day i was talking with ktsm and i said you know el paso gets in your blood and after 35 years it's it's i i eat breathe and sleep el paso i'm still writing for a couple local magazines so and i will continue to do that as long as i'm able to see the font on the computer it's getting i have to get it bigger and bigger as time goes on but we've enjoyed it we've enjoyed the the ride being in el paso we've raised two great kids here they've gone on to be very successful and i'm very proud of them i'm very proud of el paso there's a lot of friends here everybody's a friend in el paso and god bless you folks for doing this and continue the good work and i'll be right there paying attention to my subscription online to see what's going on and i will keep critiquing thank you for that you're welcome [Applause] the next proclamation is el paso neighborhood usa conference month representative molinar no it's revet oh i'm sorry check your eyes sir but i'm not no problem proclamation for the city of el paso texas whereas el paso is the sixth largest city in texas and 23rd largest city in the nation but has never hosted the neighborhoods usa n-u-s-a conference the city of el paso is the first organization across all sectors to earn the texas award for performance excellence for two consecutive years in 2019 and 2020 el paso has also won the all-american city award three times in 2018 2020 and 2021 and has been named an aac finalist four additional years in a row and whereas in february 2021 the the el paso neighborhood coalition incl called collaboration in collaboration with the city's community plus human development department and visit el paso applied for el paso to host the 2023 neighborhoods usa conference and in may 2021 they presented virtually before the unusaa board focusing on the presentation on diversity unique flavors and colors of the borderline borderland culture excellent in services and community resiliency and whereas the nusa board members voted unanimously to bring the 2023 nusa conference to el paso texas for the first time in may of 2023 and the number of the expected visitors for the 2023 el paso and usa conference is 600 plus from all over the united states and whereas the conference is especially exciting because 2023 marks the 20th anniversary of the first neighborhood association being registered and recognized by the city of el paso and whereas a team which includes epnc chairwoman fabiola campos lopez and her board members community development program manager nicole heater rodriguez and her team and visit el paso's ray vias and valerie garcia successfully demonstrated to the nusa board why el paso was the only choice to host the upcoming nusa conference and whereas the city of el paso recognizes and honors the team for their hard work dedication and commitment to bring the nusa conference to our beautiful sun city congratulations now therefore be proclaimed by the mayor and council of the city of el paso that the month of july shall be known as el paso neighborhoods usa conference month signed by mayor oscar leaser um good morning mayor lisa good morning members of the city council uh staff my name is fabiola campos lopez and i'm the current chair for el paso neighborhood coalition thank you for this honor thank you for recognizing teams hard work and vocation for community service thank you for the motivation to continue serving the city neighborhood associations is really greatly appreciated every new project starts by believing we tend to doubt our potential and meanwhile out of town people are inspired and impressed by the great job done in el paso the neighborhoods usa is a network of all neighborhood associations in the united states i want to share with you three of the main points that i think why el paso was selected for the neighborhood usa conference in 2023 the first one will be our resiliency talking about resiliency is essential to talk about perseverance in february 2020 we were presented with the idea of collaborating to bring the nusa conference to el paso for the first time and by march 2020 the world has stopped because of cobit and all plans were cancelled we understand passing by never giving up we continue preparing and finding out more about nusa's mission ambition last year we were notified that noosa will adapt to the new standard virtual connection and will have their 2021 conference on a virtual platform the application period for the future news circumference had opened without sponsorship of el paso electric company el paso neighborhood coalition board attended the 2021 noosa virtual conference hosted by city of forward texas the workshops and networking were spectacular during the virtual conference vista el paso staff community and human development department especially neighborhood services staff and the el paso neighborhood coalition board presented virtually to the 13 to 15 noosa board members we persevere in our plans to bring in the conference in 2023 and there's still the open possibility for the nusa conference in 2024 among many qualities about el paso one was very praised and recognized by the noosa board el paso has made big lines nationally on how coveted numbers had been lowered with great city leadership the right strategic plan and the outstanding el paso community responsibility to combat kobe the fact was another proof of a robust and resilient community another reason el paso was selected was our diversity el paso unique geographical location made a difference we highlighted that we were offering more than a city our package provided a region to countries and three states a land of possibilities and that the el pasoans take the statement be a good neighbor beyond expectations we call our neighbor cities sister cities letters of support from ciudad juarez were included in our application we el pasoans los pasenos tend to take for granted our constant commute to juarez in las cruces our extended families living in juarez our bilingual and bicultural community our hospitality our economic advantages and our daily coexistence with one of the founders of el paso origins tatiwas a silent tangible proof of the unique el paso history is emissions respect and acceptance make el paso diversity unique in every aspect and finally the main reason el paso was selected for the nusa conference in 2023 is its engaged exceptional community neighborhoods art neighborhoods are nusa's main reason to exist communities are made of neighborhoods and el paso has the best and here's a proof on this aspect we show more than tell without being aware of it because that's who we are and that's what we do best teamwork collaboration most city presenters looking for to be selected were represented by one or two persons even though only three of us were leading the presentation we had the present support of this style visit el paso teams led by ray baez and valerie garcia in addition nicole farini and nicole rodriguez from the community and human development were present with a neighborhood services team from el paso neighborhood coalition all five planning area representatives were present and in support the computer screen was filled with positive energy knowledge and excitement one of the distinctive impressions made by the el paso team to the noosa board was that both sectors the city government and the community were involved collaborating and working for the same purpose everyone who participated in talking about why el paso was to be selected spoke from experience with facts excitement and passion complementing everyone's words without competing but with an outstanding vocation of community service our work is just beginning and this proclamation is received like a spark to continue our homework the el paso neighborhood association's leadership and commitment deserve to be showcased and share and now we have the certainty that that is happening coincidence or not in 2023 the city and the neighborhood associations will be celebrating their 20th anniversary of the first city registered neighborhood association after these challenging times el paso neighborhood coalition is becoming more resilient united and stronger thank you for your attention kindness and trust thank you very much and congratulations this is for you were you gonna say have committed delinquent offenses while focusing on rehabilitation we recognize that the young people that we're charged to work with we have to have hope and we have to instill healing a lot of the children that we work with come from underserved areas of our community and they also have experienced quite a bit of trauma so we do not neglect their needs but we also focus on the risks that they about whether playing baseball having the opportunity to play football and you know very few people ever made it to the next level and you know and very many very less a few people will make it to the level you're going to make it to next and it's a dream you know we all dream it we all kept dreaming it we always sit in that backyard and throw the ball against the wall and pretend we're pitching on total initial estimated award of five million nine hundred and ninety eight thousand one hundred and seventy six dollars move to approve second who made the motion i'm sorry can we have a presentation on this represent good morning crystal bass with purchasing and strategic sourcing this item is linked to strategical number seven enhancements to stay in el paso's infrastructure network the linkage to the strategic plan is subsection 7.3 enhanced regional comprehensive transportation system this is a replacement contract for security services for sun metro this contract will start in august of 2022 this is the best value procurement there were 40 views online four bids were received to being local suppliers no protests were received for this requirement we are recommending to award try corp security inc the bidder offering the best value bid we have a motion made by representative by board member a request to speak i texted you well there it is so i hadn't received it uh representative uh mayor pro tem yes um so how much was the previous contract for security for some metro it was harder so the difference in price it's four hundred and eighty eight thousand eight hundred and forty one dollars and twelve cents for the initial term uh this represents an 8.87 increase due to an hourly rate increase and then we added some additional uh locations and secure our security uh services that we'll be needing but the previous contract that we had for security services how much was that in total and when was that let me get that information for you it was back in 2019 let me just or 2017 actually let me get that for you one second so what are the locations for the for security services um currently we have ellen smythe chief transit and field operations officer currently um we have our security services and all of our transit centers and we also have three roaming security officers that are in vehicles that are circulating between the transit terminals on the routes in case there's any issues on the routes and what the difference is coming up um this fall we'll be opening the rc po and the airport terminals um not that the airport has their own security but we're opening two new terminals so we've included additional hours for the rc po terminal and we've also included additional hours at the glory road downtown and uh of piedras the central area because those are the areas that we have the most um calls for assistance due to you know uh bad behavior how many issues sorry the previous contract amount it was for 5 million 509 500 509 334.88 what was the duration of that contract for what what from what time to what time it was for three years the the same term from august 1st of 2019 to this year of 2020. and how many incidents have have occurred in the past year oh a lot um i'll have to get that number for you i don't i don't know it off the top of my head but it's it's a considerable number okay and i guess what percentage or what is the total budget of sun metro currently and what would this be our proposed budget is similar to our current budget around 75 million and this is um for an annual as far as 2 million so it's probably let's see 10 11 do the percentages in my head but so 7.5 million would be 10 and 750 000 would be one percent so this would be about three percent okay thank you we do we do have a motion to approve made by board member molinar seconded by board member hernandez the pauline is open board member schwarzwight okay board chair pleaser thank you sir now ms smith you're talking about the item has been approved 75 000 and you're talking about two million per year yes sir wouldn't that be about 1.5 percent of your budget so 7 million would be 10 percent 750 000. 15 1.5 not three percent right just thought i'd let you know on that thank you thank you and for too many want to point out the item has been approved with one nay and that's board member short spline item number six is discussion in action on the request that the purchasing director is authorized to notify a mj mater enterprises incorporated was doing business as biodyne chemical corporated that this that the city is terminating contract 2018 360 19 lubricants for transit fleet re-bid to mj mater enterprises incorporated doing business as biodyne chemical company for an initial term of one year for it for a total estimated award of 576 thousand three hundred dollars motion made by board member rivera seconded by board member molinar to approve the voting should be open board member schwartzbind all right thank you sir the item has been approved unanimously next item on the agenda is item number eight and that is discussion and action on the request that the director of purchasing and strategic sourcing department be authorized to issue purchase order for 2022-05 rolling stock audit services to first transit incorporated for a term of five years for a total estimated amount of 574 336. second we have a motion made by board member lisa seconded by board member molinar is there a presentation relating to this yes good morning crystal bass with purchasing and strategic sourcing this end will be to strategical number seven enhanced and sustainable passes infrastructure network the linkage to the strategic plan is subsection 7.3 enhanced regional comprehensive transportation system we are requesting that the director of purchasing and strategic sourcing department be authorized to issue purchase orders for 2022-0510 rolling stock audit services to first transit inc for a term of five years for a total estimated award amount of five hundred seventy four thousand three hundred thirty six dollars this contract will allow sun metro to conduct required pre-award and post award audits for rolling stock procurements as required by the federal transit administration fda sir ellen smythe for the record this um right this contract is for consultant services essentially for audits that are required by the fta before we purchase any vehicle with federal funding we have to provide what they call a pre-award audit and then once the vehicle is delivered we have to provide a post delivery audit to the fta and what these audits do is that they ensure that the federal funds are being used in compliance with the regulations for buy america so that the parts and pieces make up the majority of the of the fleet and that the vendors haven't purchased their steel and parts from overseas or utilized other material to a greater extent than they've utilized by american and there was a rfp for this for these services yes sir so first first transit was rewarding first transit yes sir are there any members from first transit that have been selected that used to used to operate in management metro no i think they're this is from their corporate office it's not a local it's it won't be done locally and if they do hire someone one of the previous employees on that would be their decision i i have no objection to them doing that but i don't know that for a fact okay thank you thank you for that done we do have a motion to approve made by board member lisa raga seconded by board member molinare and the voting session is open board member schwarzwein thank you sir mr thank you ma'am the item has been approved unanimously do we have a motion to adjourn second motion made by representative rivera seconded by
