Before Mayor Parker calls the meeting to order, we ask that you please be seated and silence all electronic devices. City council meetings are conducted for the official business of the city council and to receive input from residents. Individuals attending the meeting shall observe rules of decorum and not engage in disorderly conduct that interferes with the ability of others to observe or to part participate in the meeting without disruption or fear of intimidation. Speakers who engage in any conduct or encourage such conduct that interferes with the meeting may have their mic muted and be removed from the chambers. For those of you who are requested to speak, when your name is called, please come forward to the center podium. The countdown clock is displayed on the left monitor and will indicate how much time is remaining. A bell will sound when you have 30 seconds left. Please, before you begin your com comments, please state your name. Thank you. >> Good morning and welcome to Fort City Council. Our meeting is called to order. >> Today's invocation will be provided by Dr. Wallace Hall from the Institute of Success and Leadership Training. Please rise for the invocation and remain standing for the pledges of allegiance. Chair Parker, council members, and you the great citizens of Fort Worth, I say thank you for this opportunity to come before you. Let us pray. Father God, we come before you today with grateful hearts and acknowledging that you are our keeper, our protector, and our provider and the sustainer of this great city. Lord, we thank you for your covering over Fort Worth, seen and unseen. We thank you for the protection holds back danger for pro holds back danger for prosperity that flows through our neighborhoods and businesses for the provisions that meets the needs before we can even articulate them. Lord, you have been faithful to us today. Today Lord, we lift up our mayor, our council members, and every leader entrusted with the stewardship of this city. Strengthen them, guide them, surround them with wisdom that does not come from from man, but flows directly from your throne. Let their decisions be grounded not in personal preference, not in political pressure, but in the divine insight and compassion for the people they serve. Father, in a time when opinions differ and roads travel may not look the same, bring us into a spirit of unity, help us set aside our differences, racial, economic, political ideology, and remind us that when it comes to humanity, when it comes to community, when it comes to the well-being of our citizens, we have more in common than we could ever have apart. Teach us, oh God, to put needs of your people first, to seek the welfare of every neighborhood, every family, every child. Make us instruments of your peace, your justice, and your hope. That this council be a beacon of cooperation, respect, and leadership that reflects their heart for unity. Lord, your word says, "If we lean on our own understanding, we will miss the path." So today, we lean into your wisdom, we lean into your knowledge, we lean into your power, for you alone know what Fort Worth needs in this moment, in this season, and in the days ahead. Bless this meeting. Bless this council. Bless the city. And may everything done in this room be pleasing in your sight. In your mighty master's name we pray. Amen. Allible. And I believe we have one >> Adrienne Smith. Adrien Smith, District 6. I am one with the people. I'm speaking to mayor and council's communication. Um 25-1081. Although homelessness is a reality of this life, it's truly something that shouldn't be when you consider how far we've come as mankind. I'm grateful to Taran County Homeless Coalition for everything it works in doing for the cause of stopping the the destruction that homelessness has upon individual livelihoods. Considering the scope of its program focus and who it seeks to impact the most, the funding amount is peanuts in comparison to how much we as a city spend annually. The growth of our city hasn't happened by just wishful thinking. It's happened by the allocation of money. Some areas more than others. some areas more than others, some projects more than others, but money is the the defining factor for it all. The money allocation doesn't happen, however, without the attitudes, tendencies, and purposes of individuals who make the decisions for its designation. Childhood homelessness isn't a choice that any child chooses. But when the but when the individuals responsible for their overall well-being are deprived of the necessary resources for their betterment, homelessness becomes their reality. We hear so much we hear so many say they are advocates against homelessness. But when actions don't align with words, one can dismiss it as pure dong. We hear so much about the growth of our city and investments, but wasteful spending shouldn't be categorized as investments. How much of the federal offer money 176 million was designated towards our homeless population? You do know the COVID pandemic increased our homeless population uh by a great percentage. What about the 333,626,188 that went into this new city hall even after former mayor Bessie Price stated the cost estimate and would save us considering the cost estimates that it would uh was at a $200 million cost estimate, but we're well over that. In closing, we can do better and we should do better. I don't have to point fingers. We know who holds the positions currently necessary for ensuring we don't continue spending taxpayer money recklessly with reckless abatement. Thank you. >> Got a motion council. Motion a second. Motion carries. >> Next will be upcoming and recent events, recognition of citizens, and approval of ceremonial travel if needed. Council member Flores. >> Thank you, Mayor. Get the uh slideshow up there, please. All right, first slide. I want to thank TRWD, the US Corps, Army Corps of Engineers, uh, for hosting an open house event there at the North Side Community Center. Uh, also uh, in attendance with city staff uh, from the water department storm water and, uh, we offered this opportunity for residents to know more about the central city flood project. Uh on the bottom we have some slides from uh the 2026 bond program that open house that was also had at the north side community center and we covered the comp plan uh particulars and the proposed bond aotments and also informed residents that they can uh use swap options uh to see what combination of options there for the bond program they may uh offer. Next slide please. Okay, an auspicious occasion there in the stockyards. A new sign pointing the way for the future uh development of West Exchange. Uh the stockyards is coming in on its own. It serves as a wayfinding sign, but also a big boost to small and large businesses alike to attract them up from east of the main street area up onto the west. So, Mayor Parker was on hand and gave remarks. Uh, to much uh, fanfare and appreciation to all that made it possible. It was an endeavor six years in the making. And thanks to TIFF 15 staff for finding a way to fund this and the project came in under budget. And see, a couple of announcements again. Friday, November 21st, turkey bingo night. I think I've said this before, but again, to repeat, at the North Side Community Center, 1100 Northwest 18th Street. Uh for more information, call 39 817-392-5992. Come and join us for fun, food, and our annual turkey bingo. And again, as part of the uh Thanksgiving celebration, Chick-fil-A in the Stockyards area is hosting a build a turkey event. So, you can join them on Tuesday, November 25th from 5:00 to 8. Kids can build their own turkey at the front counter and get a complimentary ice cream cone. And that's all I have. Thank you, Carlos. Council member Beck, we had the ribbon cutting of Palladium Oak Grove, which is a new um and affordable housing development um right there at 20 or 20 and 35. We're really excited about it. Um not only does it provide affordable housing, but it actually replaced um an illegal rodeo that was there and it was pretty crimeridden. So, it's a great example of taking a dilapidated property and doing something good for the city. Next slide. Speaking of good for the city, had the groundbreaking of Tilly Plaza, which will um be on the Trinity River at uh the Phyis Tilly Memorial Bridge. I'm really excited about that. It'll be a lovely space um with a harvest table so people can eat together, wild flowers, and a grove of trees. Next slide. had the opportunity to um join one of my colleagues uh Deborah Peoples to the TCU Reproductive Justice Panel. It was always um a great opportunity to speak to youth. Next slide. All right. We had the Ryan Place annual Neighborhood Association meeting. So, appreciate them for all of their hard work. and not pictured on my slideshow, but an event nonetheless. I had the honor of uh attending the United States Marine Corps's 250th birthday celebration here at city hall. I'm going to do it. Yeah, I'm gonna do it. >> Um and so Charlie's not here and so I typically have a policy is I don't talk about people if they're not here, but it's on public record so you can come back and watch it. Listen, I talk a Charlie and I give each other a lot of um grief about uh the different branches of the army. And I like to give Charlie a lot of grief, maybe implying that the Marines aren't always the smartest branch of the military service. Um but nonetheless, they are an important part of the military service and we love them for who they are. So when I got to attend their birthday party, um there was a cake that we got to cut celebrating 250 years of the Marin Core. M A R I N C O R E. [laughter] And I promise the cake was made in District 8. I you know, was it sabotage? I mean, District 9, I don't know. Was it sabotage? Was it not? We'll never know because it's left to the Marines to figure it out. So, in all seriousness, um I appreciate them letting me be part of that um Marin Corps celebration that [laughter] I'll never forget. Um and >> it's a beautiful cake, gentlemen. >> Yes, it was. And I did um I did graciously provide snacks for the event. Uh brought down a box of crayons for them to chew on. Next slide. Okay. Um November 23rd through 25th, the Orange Line rides will be free in honor of the Texas EMS conference, um courtesy of Visit Fort Worth. Next slide. Okay. December 2nd at 6:30 p.m. is the 79th Christmas tree lighting in Sun Square. Um 700 p.m. will be the tree lighting. I hope to see you all there. And then December 4th at 700 p.m. at the Modern Art Museum. We will be having our next uh movies that matter. And that's all I've got. Thank you.
