our invitation will be by Dr Valencia edner from Carter Metropolitan CME Church and I'm not sure if she's here sounds like mayor I mean Council M Flores is going to fill for us thank you Carlos please rise for the invocation and remain standing for the pledges of Allegiance good morning mayor and Council As We Gather today in the spirit of civil governments we ask the almighty for his Blessing over our meeting we also ask for his special blessing and protection for our men and women of our Armed Forces who are in constant Danger around the world we pray for the lost souls that were lost recently and at our military base we ask you to comfort their families as they grieve bless our nation bless our city and bless our city council Amen to the flag of the United States of America and to the repic it stands one nation under God indivisible withy andice for all theas I pledge alii to the Texas one state God one our first of uh item of business will be special presentations with the first one being a recognition of our Municipal delegation from Estonia good morning Council it's my special privilege to recognize several Municipal leaders from Estonia that are joined with us today in the city council meeting I think they've done quite a few fun things while they been here in Texas probably more fun than sitting in city council meeting but I explained that today's meeting is quite short actually um they are visiting us with a congressional office for International Leadership and agency of the US Congress and they've sent this delegation of young professionals from Estonia to Fort Worth they're here until February 3rd um through the open world program and these delegates collaborate on very important best practices for municipal leadership and Community engagement from local leaders here in Fort wor Texas so we have to model our very best behavior this morning that sound okay great um if if our attendees want to come join me behind I've got a special Molly pin to recognize you for attending today that would be great and if any of you would like to um speak and say hello we'd welcome you to do so it doesn't matter who wants to jump in and do that go ahead please on behalf of the delegation we really appreciate the opportunity to learn from the very best and and brightest of you we are very grateful for your hospitality and look forward to engaging with all the communities here thank you very much um and I'd be remiss if I didn't mention that that their proximity at home is in the middle of the Ukrainian War um and border of Russia and so it really does hit home how important local governance is as they face a very uncertain world so we hope that we've provided some level of comfort away from home in some very uncertain times but we appreciate your bravery of service and wish you well on travels back home again please and this is a Molin as a gesture of our appreciation and thanks from the city of Fort [Applause] Worth and I think next up is going to be council member Michael crane is going to do a certificate of recognition to the crew of the USS Fort Worth ladies and gentlemen if you want to join council member crane here that'd be wonderful thanks mayor uh welcome Commander how you doing how are you good well we're honored today to have the USS Fort Worth with us we got Commander aonso white uh and if you don't know what the USS Fort Worth is it's an LCS ship that's based out of San Diego right now uh 12 in existence I think right currently yes currently 12 in existence a crew of 54 we've we got six of them with us today one I can count five are there six there you are sorry hiding behind you with us today and Karen Fox is here there you go she's part of the uh as CH are you chair of the the the the the Friendship committee that we put together okay so I'm on that board and so I'm honored today to honor these guys for being here and I'll I'll read this Proclamation commander and then I'll give you a chance to say a few words on behalf of the ship um just so you know about Commander white though has done a lot of different things but he's got um meritorious service award he got five Navy and Marine Corps accommodation Awards seven Navy and Marine Corps achievement medals and done a lot of great work and we're honored to have him as the commander of and Co of the ship right now um I'm going to give this to you you can hold it while I read the words all right says whereas the city of Fort Worth is honored to extend a warm welcome to Commander Alfonso white captain of the USS Fort Worth Commander uh Senior Chief Kelly maharu uh and four outstanding Sailors from the USS Fort Worth and whereas Commander Alfonso White has demonstrated exemplary leadership and dedication in commanding USS Fort Worth fostering a sense of Pride and honor among the crew and contributing to the defense and security of our nation and whereas Commander Senior Chief Maru has exhibited exceptional leadership mentorship and professionalism in the role of Commander Senior Chief ensuring the well-being and Readiness of the USS Fort Worth crew and whereas we acknowledge the outstanding achievements of the following Sailors who have been recognized for their exceptional contributions and dedication to duty Gunner Gunner mate first class Bishop Mason senior sailor of the quarter culinary specialist third class Hierro Martinez Junior sailor of the Year fire controlman second class Nicole Gazo Junior sailor of the quarter damage controlman third class tajm man uh blue jacket of the year now therefore it be resolved by the city council of the city of Fort Worth that we extend our heart heartfelt congratulations and gratitude to the commander Alonso white captain of the USS Fort Worth Commander sen command Senior Chief marcu and the four distinguished Sailors for their outstanding service and commitment to our nation be it finally resolved that the city of Fort Worth expresses its pride in USS Fort Worth crew and sailors and its appreciation for their dedication to upholding the values of Honor courage and commitment in service to our great nation let's give them a round of applause thank you any of my colleagues want to come down for the [Applause] picture all right uh hopefully everybody can hear me everybody can hear me uh I'm a very loud person um I really do appreciate the hospitality that Forth Worth has provided since we commissioned and for those who don't know since we've commissioned this committee and the support Committee in this city has embraced the USS Fort Worth and it has not gone un recognized by the Navy the Navy itself knows the city of Fort Worth for its hospitality and the buyin that you support all the sailors on the Fort Worth and for the last 11 years going on 12 this year the city has taken ownership of USS Fort Worth and provided opportunities for Sailors to embrace and see things in the city of Fort Worth that no other ship gets to do and and I am real proud to be a representative of that ship because I embrace this city and and how it is just taking ownership of something that they didn't have to do something that you show us that how Americans should be how to support your American your American citizens in a way that after they commit to the government and the service of self and others that you said hey that is our name that is our ship and for the last 12 years it has been terrific so on behalf of of the USS Fort Worth thank you mayor and on behalf of the USS Fort Worth thank you sir for representing us for sure thank you so much see a picture we'll face this way yeah come on in how are you thank youall and for those of y'all here in the audience and if you're ever coming to City Hall there is a model of USS Fort Worth that sits right outside the council chambers take a look at it thank youall for being here today I will say something if you're ever in San Diego please come by and see the real thing Commander white I have an original coin from Commander Cup who helped us commission the ship and I think y'all gotten an upgrade since then this is a pretty Swanky coin so thank you very much I would like to take all the creden help oh it's pretty awesome Karen thanks so much he had to ask me if you really could put Panther on it is that a real thing it's it's a real thing I love it thank y'all very much Castleberry ISD School Board uh School Board of Education meeting and there we simply showed our appreciation to those board members for their service uh just an opportunity again to stay in touch with local government so appreciate superintendent fauler and also board president Talia faroh for their you know work and their board members next slide please January 25th uh this is very noteworthy uh there in underserved communities we need good quality health care and we celebrated the opening of Suva Northside Neighborhood Center uh this Primary Care you know facility is going to address physical behavioral social and cultural needs of the Medicare eligible Hispanic adults in that area so it's a state-of-the-art facility and some great amenities really appreciate uh the Physicians leading this effort Dr Marshall Robert and Dr Amanda Christine ASO next slide please January 25th the historic Northside uh District business mixer uh this was an opportunity again to get uh like-minded folks that want to continue supporting the Main Street America initiative there in the economic Corridor that we're trying to revize in the north side so again for those who may have not heard about it the Main Street America uh program is a pilot program that aims to give Community stakeholders The Proven tools to understand and influence their own economic Direction and uh give some positive change next slide please all right it should be on pretty much everyone's radar you know we're entering February pretty soon Valentine's Day is coming up get your plans in order uh over in our North triethnic Community Center they have plans on the 9th of February they're going to have a Valentine's dinner and movie so it's a great opportunity uh to come on by enjoy you know with your significant other from 5:30 to 8:00 p.m. uh there at 2950 Roosevelt Avenue that's all I have Council Martinez so last week um Rachel and I went to stopped in at wo Bakery for those who don't know their Bakery on belnap in District 11 they had a gas leak last week there were several employees who were feeling sick fire department went over there went over there and checked on them and uh they were making repairs to their oven and which caused the leak but everybody's okay we went and checked on them on Friday and purchased U some goodies for the family to help support that business um staff also attended the Fort Worth Hispanic chamber of coffee with the chamber event at Northside High School the culinary students did a great job um providing the breakfast for that day next slide and this weekend on Sunday I was able to attend the finals for this gamusa and Cho kalala competition had the honor and privilege to pin the winning team La Victoria La Victoria their um lead escara was the one who actually trained Anette land landos and I for the um Fiesta night and riding inid saddle so it was a great experience and congratulations to the winning team and the winning Chad that uh won first place thank you I can attest that Janette andette were very impressive riding Sid saddle in the grand entry it's hard enough riding regular um I was very impressed Jette great job next will be speakers on non-consent agenda items and mayor we have three our first speaker is Laticia Wilburn followed by John McFarland good morning morning um I just want to say this is in reference to zc uh 24426 the resoning of the property at Village Creek and more viiew Avenue I just wanted to uh say we are I'm with Echo High stop six environmental Coalition and uh for worth environmental Coalition of communities and we are all in favor of this zoning and we also would like to uh applaud Council lady Martinez for her efforts and uh getting this zoning redone your office has been very good at keeping in contact with us and we appreciate that so I just want to say that we appreciate you we hope that this uh Zone in pass it would be good and it would be positive for the community and uh I know we're always jumping on y all back for things that we don't agree with but things that we think are good we should applaud you all for and this is something that you should be Comm you and your staff should be committed for so we're hoping that this uh Zoning for a positive change pass and once again uh thank you Council lady Martinez and your staff I think uh John said may not be able motion carries next item will be MNC 24-96 with report by City staff Keith Morris morning mayor and councel I'm Keith Morris from the police department the purpose of today's hearing is to receive public comment and act on an amendment to the fiscal year 24 budget of the crime control and prevention District city council approval is the final step in the ccpd budget amendment process the budget amendment was approved by the ccpd board on November 28th 2023 increases the FY 2024 budget by 3,634 332 and0 at the November 28th meeting staff made recommendations to support midyear priorities and four ccpd programs including violent crime special projects school crossing guards programs cops hiring grant program and facility requirement program these are as follows in the enhanced response initiative funding was approved to support crime prevention and entertainment districts totaling $55,000 and0 for three projects this includes the ambassadors program which will be a one-year pilot that will coordinate Public Safety information and resources with the goal of ensuring a safe West 7th District other funding sources are being explored to support the program following the pilot period the board also approved partial funding for the study of the city's four entertainment districts as well as traffic Ballard to be installed in the West 7th Entertainment District also included was the ccpd board approved funding to provide a 12 and a half% pay increase for school crossing guards program the increase was the maximum G allowed given the state law restrictions on increases of publicly bid agreements the traffic and public uh excuse me the transportation and public works department oversees the program and is working to to go back out for bids to achieve a rate that will be consistent with the city's pay practices also included is the cops hiring grant program ccpd will provide match funding and non-match administrative costs for Grants benefiting programs currently supported by ccpd in November the Fort Worth Police Department was awarded funding that included 875,000 from the US Department of Justice to add seven swarm positions in the Community Partnership command that was just established last year programs within the community partnership command have the goal of increasing citizen input and participation in community crime prevention and Public Safety lastly the the board approved amendment in the facility requirement program funding will provide for two projects the first being renovation of recruit training space at the Bob Bolan safety Public Safety complex uh to support the Department's goal to graduate larger recruit classes secondly this amendment will support a study of police facilities to inform future use and growth following and increases approved by city council for additional officers the ccpd board held a public hearing and approve these amendments at its meeting on November 28 2023 following any public comment staff recommends city council close the public hearing and act on the budget amendments and MNC thank you Keith Council any questions for Keith no questions mayor ready to make a motion can proceed Carlos right move to close the public hearing and uh move to support MNC 24-96 motion a second please vote motion carries next item is MNC 24-104 with report by City staff Joel M melany you had it Janette you're good yeah Mr Joel it's wild ride yeah good morning mayor and members of the council I'm Joel Mel Haney assistant director of the Park and Recreation Department that's what my brain was saying my mouth just wasn't yeah um the purpose of this public hearing is to hear public comment on the proposed use of Parkland at the botanic garden in Trinity Park for the use of University Drive and Signal improvements project in accordance with chapter 26 of the Texas Parks and Wildlife code the city Council must find that no feasible or print alternative exists for the locations of the proposed improvements and find that the locations include all reasonable planning to minimize the impact of Parkland and I have a little presentation here it was included in your packet that depicts the area of RightWay that would be dedicated or or used for dedicated Road RightWay so the first slide just to orient you University Drive between I30 up to Trail Drive up near the Will Rogers complex the slide we're looking at North is to the right not sure I can there we go uh North is to the right and uh the uh South End here is I30 Chism Trail Corridor Transportation Corridor so we're moving to the uh North the dedicated Road RightWay includes area of University already in use so this in effect kind of papers up what's already on the ground used as road rideway but it had never been dedicated in the past the uh it also includes additional rway up to the botanic gardens fence this is looking at the 3.29 3 acres on the botanic garden side of the west side of University Drive then it continues to Trail Lake Drive that strip of botanic gardens up to Trail Lake Drive and that's the northern Terminus on the botanic garden side then again starting on the the South I30 right near the front edge road of I30 is the Trinity Park side or the east side of University 1.88 Acres of Trinity Park would be used for road rideway that continues here along that east side of University the purple line in the middle there that shape that is a temporary use not a permanent right away but a temporary use to build a trail connection from a crossing of on University of future Crossing part of this project and connect that to the Trinity Trail uh the or the trail within Trinity Park going to the north again another purple shape here again temporary use creating that trail connection between University Drive future Crossing part of this project to the trail in Trinity Park and then that green right away that continues up to Trail Drive so let's go back here there we go um the project improvements include a six- foot wide sidewalk along the west side of University Drive Transit bus stop pads two on each side of University two Trail connections from University to existing trails in Trinity Park that I described two traffic signals medians and curbs and Landscaping including trees shrubs and irrigation in accordance with State Law Public notice of this hearing was advertised in the fort wor Star Telegram on January 9th 16th and the 3rd of 2024 a letter announcing the proposed use was sent to presidents of the joining registered neighborhood associations on December 4 2023 and signage was posted in the at the park sites noting the proposed use and providing instructions for contacting the Park and Recreation Department as of this date our staff have ref received four public inquiries uh from from four parties uh pertaining to this public hearing the questions and comment comments uh specifically pertain to dimensions of the rideway which our staff was able to follow up and provide that the number of traffic Lanes whether or not that would change and the response was that the number of traffic Lanes does not change the location and visual impact of bus stop shelters and advertising and uh we provided a reply response on that our the city has the ability to prohibit shelters or buses or advertising but we can work with Trinity Metro on on the design of a bus shelter we we have the opportunity to do something that would tie in well with the architecture at the botanic gardens and last the federal historical designation of the botanic garden in this case the botanic garden does have Federal historical designation the area designated as historical is directly adjacent to but does not overlap the the rideway but tpw will work with text to go through that process whatever that what that entails at that section 106 compliance they will go through that process concurrently and after this public hearing and specifically this public hearing is for the use of Parkland for University Drive right away on no November 15 20123 the Park and Recreation Advisory Board endorsed staff's recommendation to the city council to authorize the use of a portion of Park land for the University Drive project staff recommends hearing any additional public comment and upon completion of the public comment staff recommends at city council close public hearing and act on this emnc thank you Joel any questions for Joel council member Hill no questions thank you Joel um I'd like to move to approve mnc2 24104 and close the public hearing thank you got a motion Council here he'll like it I don't know Miss Goodall I think I have a there we go there we are look at that I'm Charles dfus 2416 Parkplace this MNC is abandoning some really important Parkland protections and I'm speaking in favor it's all about money this time that's good it's about improving Fort Worth's competitive position for a grant Having Eight Lanes of Road ride away could make it easier for federal workers to speed our grant along for them it might mean less paper and fewer regulations you're voting eight Lanes of rideway right up against the botanic garden fence Road ride away look at it please just look we'll pass those out well it's not going to get built I think everybody knows that but it sure does wake up Park lovers there's a way to protect the park the very separate Master thoroughfare plan should stay at only six lanes because this is eight Lanes wide that they're talking about eight after the grant is spent the city could dedicate the mark back to the curb again and that would be entirely separate from this MNC it would be a new action you know I'm here as a staff informed General stakeholder let's keep that going I'm thanking Joel Mel Haney Lauren prier Jess MCC Judy here haven't seen her on the phone I apologize Miss Harmon this is Judy har uh I live at 2222 winon Terrace East Fort Worth Texas 76109 I'm speaking on behalf of Scenic Fort Worth for nearly 30 years Scenic Fort Worth has worked to maintain and enhance the scenic beauty of our city from Billboards and other signage to Parks trees in public spaces as expressed in our letter to you we applaud Phase 2 improvements to South University Drive and The Taking of Parkland to achieve it this plan will make it easier for people to use public transportation to get to Trinity Park and to to the botanic gardens it will also complete a pedestrian connection along University so people will be able to walk from West 7th Street to the Cultural District the parks shopping centers the zoo and TCU as mentioned in our letter to you we do have some safety concerns for the proposed sidewalk and are willing to discuss them along with possible solutions with City staff we are also very interested in seeing the kind of signage being planned for the project but overall we want to express our appreciation to you for increased focus and funding for a Greener Fort Worth leading to happy healthy citizens and a brighter economic future for the city thank you so much good morning I hope you're all well I'm Lon Burnham and my wife and I have lived in District 9 since 1979 and I've been an advocate for more sidewalks in this this town since before that time longer than some of you can read and write um the reason I signed in the way I did is I really want to bring attention to a concern which grabbed a lot of our attention five acres of Parkland is a lot of acreage taken away from parks there is a reason there is a state law that requires you to go through this process to convert Park land to RightWay land I want to First compliment uh Lauren and her staff uh for very thorough explanation of the conundrum that they're in and they went to the effort to check with Tex do and while I may not agree with the cya uh email that they sent to her last night at 10:00 where they assert they need this that's not the relevant point the relevant point is for you guys to move forward because the amenities the improvements are really good and important I would say that it's a continuing concern in mind the way stakeholders are defined uh with regard to Parkland uh just because you're not in a neighborhood association immediately adjacent to that Park land just because you don't own land along that the city owns all the land along the stretcher Road there are other organizations in this town that specifically exist to enhance our environment like the one that Judy Harman was representing like the sier club uh but the fact of the matter is this is not a bad taking it's not like the road past the the duck pond other battles that we have fought to defend this area um I don't think there's adequate notice to other stakeholders that's been a struggle of mind with the parks department for over a dozen years when I was representing 160 odd citizens of Fort Worth in the area so I'm just saying look this is a good project we don't want to slow it down but we do want you all to recognize the taking Parkland for right away is always very serious business and I appreciate all the effort that the staff's gone in to explain why they think they need five acres thank you for your time thank you Mr Burnham council member Hill um I do want to thank all the speakers and Echo your sentiments as well to tpw Parks Joel You' have done a great job and I really appreciate the hard work on this I do think it will make University Drive um safer more accessible to the botanic gardens in Trendy Park so with that I'd like to move to approve MNC 24 104 and close
