[2:24] **John Mulder**: yeah so we gave a presentation um during pre-agenda just about some of the basics of being a city council member and um kind of big picture um um and some admin details in in January we'll kind of work on kind of setting the context and giving you a kind of up to speed in terms of the things we're working on right now
[2:50] **Wayne Boucher**: public discussion this is a time when that anyone from the public can discuss anything they'd like with the council we ask that you limit your time to three minutes per person we will have items for public discussion under the agenda items that are voted on uh at that time is there any member either present in Chambers or online that wishes to discuss anything with the council at this time is there any public discussion for the Hermantown city council this evening if anyone wishes to discuss something with the council please start with your name and address hearing no public discussion we will move on to consent agenda consent agenda includes the last Council minutes accounts payable motions appointment of official newspaper depositories appointment of the mayor as a designated resident representative to the Chamber of Commerce appointments to the Metropolitan Interstate Council appointments of returning three-year term Planning and Zoning commission Utility Commission board of appeals and adjustments Park Board and Heda also resolutions for acting mayor appointing counselors to various boards which is airport zoning counselor Geissler Broadband Task Force counselor Hjelle board of appeals and adjustments counselor LeBlanc comprehensive planning Advisory Group counselor Geissler fire department board mayor Boucher Park Board counselor Hjelle Planning and Zoning commission counselor Geissler and Utility Commission counselor LeBlanc these are and a resolution appointing signatories for checks those are all part of the consent agenda do we have a motion to approve or deny the consent agenda

[7:55] **John Mulder**: so we have a couple of projects in 2023 that will be issuing bonds for um and this resolution simply allows us to um reimburse any expenses that we take on before we actually issue the bonds so therefore we can basically use existing funds to kind of float the expense of that and then um our those funds would get reimbursed by the the bond proceeds
