AGENDA ITEM NO. 1. PUBLIC HEAR PROPOSED 2022-2023 COMMUNITY INVESTMENT PROGRAM - PUBLIC HEARING, DISCUSSION, AND DIRECTION REGARDING THE PROPOSE 2022-2023 COMMUNITY INVESTMENT PROGRAM (CIP). APPLICANT: CITY OF PLANO. THIS IS A LEGISLATIVE CONSIDERATION. >> GOOD EVENING, COMMISSIONERS. MY NAME IS EVAN GARCIA, PLANNER WITH THE PLANNING DEPARTMENT. THIS ITEM IS A PRESENTATION OF THE 2022-2023 COMMUNITY INVESTMENT PROGRAM. THE COMMUNITY INVESTMENT PROGRAM IS A FIVE-YEAR FRAMEWORK FOR FUTURE FUNDING. THE PROGRAM IS UPDATED ANNUALLY AND THE PLANNING AND ZONING COMMISSION IS ASKED TO CONFIRM THAT THE ONE-YEAR PROJECTS ALIGN WITH THE COMPREHENSIVE PLAN. THE COMPREHENSIVE PLAN DETAILS THE LONG-RANGE VISION FOR OUR FUTURE AND ESTABLISHES GOALS FOR GROWTH AND DEVELOPMENT FOR THE CITY. IT IS USED TO ENSURE DELIVERY AND ORGANIZE BUDGET PRIORITIES. THE COMMISSION'S ROLE IN THIS PROCESS IS TO ASSIST WITH THE IMPLEMENTATION OF THE COMP PLAN AND THAT IS DONE THROUGH DEVELOPMENT AND REVIEW OF CONFORMANCE AND ANNUALLY REVIEWING AND APPROVING THE COMMUNITY INVESTMENT PROGRAM. TONIGHT WE WILL BE ASKING FOR THE COMMISSION'S APPROVAL THAT THIS YEAR'S PROJECTS CONFORM WITH THE PLAN. SINCE WE'VE ADOPTED THE COMPREHENSIVE PLAN THIS PAST NOVEMBER, THIS IS THE FIRST CIP BUDGET THAT WRE ALIGNING WITH THE UPDATED PLAN. THE PLAN IS MADE UP OF FIVE PILLARS, 11 COMPONENTS, AND 42 POLICIES. EACH POLICY CONTAINS MULTIPLE ACTIONS THAT WORK TOWARDS THE REALIZATION OF THE POLICY AND THE COMPONENT. SO THIS SLIDE OUTLINES THE POLICY ACTION FRAMEWORK IN THAT THOSE ACTIONS ON THE RIGHT PROVIDE DIRECTION TOWARDS THE FACILITIES AND INFRASTRUCTURE POLICY. SO, FOR EXAMPLE, THE FACILITY AND INFRASTRUCTURE POLICY STATES PLANO WILL STRATEGICALLY PLAN AND IMPLEMENT IMPROVEMENTS TO CITY TO ENSURE THE NECESSARY NEEDS AND SERVICES ARE PROVIDED TO THE COMMUNITY. SO CIP ANALYSIS AND REPORTING UPDATES. THIS YEAR'S PLAN ALIGNMENT IS ALTERED TO REFLECT THE UPDATED PLAN AND IT IS EVALUATED BASED UPON THE COMPONENTS AND POLICIES. PROJECT ANALYSIS REVIEW HAS NOT CHANGED AND STILL CLASSIFIES PROJECTS BASED ON PROJECT TYPE AND PROJECT LOCATION. FOR THE FUNDING OVERVIEW WE STILL CLASSIFY PROJECTS BASED AND TRACK THE CIP FUNDINGISION SOURCE FOR THE PROJECTS AS WELL. SO AN EXAMPLE OF HOW WE WOULD ALIGN A PROJECT WITH THE COMP PLAN, WE WOULD CLASSIFY COMMUNITY PARK RENOVATIONS UNDER THE SOCIAL ENVIRONMENT PILLAR. QUALITY OF LIFE COMPONENTS WHICH STATES THE CITY OF PLANO IS COMMITTED TO PROVIDING A HIGH QUALITY OF LIFE FOR ITS CITIZENS AND BUSINESSES AND WITHIN THAT COMPONENT WE HAVE DETERMINED THAT THIS PROJECT ALIGNS WITH THE PARKS AND RECREATION POLICY. THE BULK OF THE FUNDING FOR THE COMMUNITY INVESTMENT PROGRAM COMES FROM BOND FUNDS AND CAPITAL MAINTENANCE FUNDS. THE BOND FUNDS GO TO LARGER CAPITAL PROJECTS LIKE SHILOH ROAD EXPANSION, AND THE CAPITAL MAINTENANCE FUNDS SMALLER MAINTENANCE-RELATED PROJECTS SUCH AS TRAFFIC SIGN REPLACEMENT AND TRAFFIC GUARDRAIL REPAIR. SO IN ADDITION TO THOSE SOURCES, CIP FUNDING SOURCES ALSO INCLUDES SHORT-TERM DEBT, REVENUE BONDS, ANDATER AND SEWER FUNDS, AND PARKS FEE PROGRAM FUNDS. SO EACH OF THESE FUNDING SOURCES INCLUDES FUND CATEGORIES THAT ARE DISTRIBUTED BETWEEN EACH OF THE DEPARTMENTS AND DIVISIONS WHO TAKE RESPONSIBILITY FOR IMPLEMENTING THE FUNDING CATEGORY PROJECTS. FOR OUR ANALYSIS WE ANALYZED ENGINEERING AND PUBLIC WORKS TOGETHER DUE TO OVERLAP IN PROJECTS. OUR ANALYSIS INCLUDED AN OVERVIEW OF ALL THE FUNDING CATEGORIES AS WELL AS SPECIFIC ANALYSIS FOR PARKS AND RECREATION, ENGINEERING AND PUBLIC WORKS, AND FACILITIES PROJECTS. EACH DEPARTMENT WILL BE PRESENTING SEPARATELY THIS EVENING. HERE WITH US THIS EVENING IS RENE BURKE JORDAN, PARKS PLANNING MANAGER, CALEB THORNHILL, DIRECTOR OF ENGINEERING PAUL FACILITIES MANAGER, DAN PRENDERGAST, DIRECTOR OF PUBLIC WORKS, AS WELL AS KAREN RHODES-WHITLEY, BUDGET DIRECTOR. TO NOTE, THERE IS ABOUT $9 MILLION OF THE CIP FUNDS THAT WERE NOT INCLUDED IN OUR REVIEW DUE TO THE NATURE OF THOSE PROJECTS. SO TO BEG OUR ANALYSIS SHOWED THAT 63% OF THE PROJECTS WERE LOCATED IN A SPECIFIC LOCATION WHICH, FOR EXAMPLE, INCLUDES THE TOM MUEHLENBECK RENOVATION CENTER AND THE FIRE STATION REMODEL. 37% OF THE PROJECTS WERE CLASSIFIED AS CITYWIDE, WHICH INCLUDES RESIDENTIAL STREET AND ALLEY REPLACEMENTS AND TREE REPLACEMENTS . THE BULK OF THE FUNDING COMES FROM GENERAL OBLIGATION BONDS WITH THE REMAINING COMING FROM REVENU BONDS, PARK FEE PROGRAM, CAPITAL MAINTENANCE FUND, AND THE WATER AND SEWER FUND. AS WELL AS A LITTLE FROM THE PARK FEE PROGRAM. SO BREAKING UP THE FUNDING TOTAL AND THE PROJECT TOTAL BY DEPARTMENTS, OVER TWO-THIRDS OF THE FUNDING IS ALLOCATED TO ENGINEERING AND PUBLIC WORKS. BASED ON THE NUMBER OF PROJECTS, ENGINEERING AND PUBLIC WORKS ALSO HAVE A MAJORITY OF THE PROJECTS IN THIS YEAR'S CIP AT 176 PROJECTS WITH PARKS AND RECREATION AT 85 AND FACILITIES AT 83. AND ON THIS SLIDE YOU CAN SEE THAT THE PROJECT BY FUNDING. THIS YEAR OVER 75% OF THE FUNDING IS GOING TOWARDS MAINTENANCE REPAIR MINOR REPLACEMENTS, OR MAJOR REPLACEMENTS OR RECONSTRUCTION. 17% OF THE FUNDS GO TO NEW IMPROVEMENTS OR ADDITIONS AND 6% POLICY OR STUDIES. THIS SLIDE DETAILS THE PROJECT TYPE BY DEPARTMENT OR DIVISION. THE MAJORITY OF PROJECTS WORKED ON ALL DEPARTMENTS WAS MAINTENANCE REPAIR OR MINOR REPLACEMENT. TO EXPAND ON THE PREVIOUS SLIDE, BASED ON FUNDING, AGAIN, THE MAJORITY OF THE FUNDS WERE GOING TOWARDS MAINTENANCE REPAIR MINOR REPLACEMENT PROJECTS. OVER A QUARTER OF THE FUNDS FOR PARKS AND RECREATION, ENGINEERING, AND PUBLIC WORKS PROJECTS ARE RECONSTRUCTION OR MAJOR REPLACEMENT, WHILE ONLY 12% OF THE FUNDS FOR CILITIES PROJECTS PERTAIN TO RECONSTRUCTION OR MAJOR REPLACEMENT. NOW WE'RE GOING TO TURN TO THE INDIVIDUAL DEPARTMENTS AND DIVISIONS FOR THEIR PRESENTATIONS AND AFTER THE DEPARTMENT PRESENTATIONS I WILL CONCLUDE WITH AN OVERVIEW OF THE COMPREHENSIVE PLAN ALIGNMENT FOR THIS YEAR'S PROJECTS. SO IN THE PARKS AND RECREATION CIP WE HAVE FIVE PROJECT TYPE CATEGORIES WITH 85 PROJECTS TOTALING APPROXIMATELY $59 MILLION, REPRESENTING 18% OF THE TOTAL CIP. THE ONLY ITEM IN THE RECREATION CENTER PROJECTS FUND IS THE TOM MUEHLENBECK RENOVATION PROJECT. FUNDING WILL PAY FOR DESIGN AND A PORTION OF THE CONSTRUCTION IN 2020-2023. TH IS OUR BUS BUSIEST RECREATION SEPTEMBER. IT IS IN NEED OF ASSETS INCLUDING THE ROOF, PARKING LOT LIGHTS, TRACK FLOORING. THE POOL DECK, SLIDES, PLAY STRUCTURE AS WELL AS INTERIOR PAINT THROUGHOUT THE WHOLE FACILITY . THIS IS A HIGH-LEVEL SUMMARY OF THE PARK IMPROVEMENTS FUND. PROJECTS ARE THROUGHOUT THE PARK SYSTEM AND I'LL HIGHLIGHT SEVERAL. THE JACK CARTER PARK PROJECT WILL IMPLEMENT PHASE ONE OF IMPROVEMENTS OF THAT PARKS MASTER PLAN. THESEMPROVEMENTS WIL REPROGRAM AND RENOVATE THE FORMER MAINTENANCE SHOP AREA ADDING TRAILS, REPLACING A RESTROOM, AND RENOVATING SPORTS FIELDS. THE LOS RIOS PARK PROJECT WILL CONSTRUCT NEARLY TWO MILES OF NEW TRAIL TO CONNECT THE SOUTHERNMOST TRAIL HEADS OF BOTH THE COTTON WOOD CREEK GREEN BELT AND BOB WOODRUFF PARK. COMMUNITY PARK RENOVATIONS WILL INCLUDE PROJECTS AT OLD SHEPHERD PLACE PARK AND BOB WOODRUFF PARK. AND TRAIL REPLACEMENT WILL RECONSTRUCT A SECTION OF THE CHISHOLM TRAIL UNDER SPRING CREEK PARKWAY. ON THIS NEXT SLIDE WE'RE SHOWING A HIGH-LEVEL SUMMARY, AGAIN, OF THE CAPITAL MAINTENANCE FUND. THE CAPITAL MAINTENANCE FUND SUPPORTS MINOR PROJECTS LIKE REPAIRS REHABILITATION AS WELL AS RENOVATION OF FACILITIES. SO THIS FUND SUPPORTS OUR FOUR PERFORMING ARTS VENUES, 15 ATHLETIC SITES, 500 IRRIGATION SYSTEMS, FIVE MILES OF LIVING SCREENS, 85 TOTAL PARKS AND 47 PUBLIC BUILDING SITE GROUNDS AND SIX RECREATION CENTERS. FUNDING IS ALSO INCLUDED IN THE CAPITAL MAINTENANCE FUND FOR A PROJECT TO RENOVATE THE EXTERIOR COURTYARD AT THE PLANO EVENT CENTER. IN THE PARK FEE FUND THE LARGEST PORTION OF PARK FEE ANTICIPATED IS REVENUE FOR 22-23. THIS IS A RESULT OF THE CONSTRUCTION AT THE COLLIN CREEK REDEVELOPMENT. PARK FEE REVENUES AND EXPENDITURES ARE ANTICIPATED AT C DEVELOPMENT AT SPRING CREEK AND PARKWOOD ALSO. AND FINALLY THE LAST SECTION OF THE PARKS AND RECREATION CIP, THE MOST SIGNIFICANT PROJECT IN THE DRAINAGE FUND IS THE REPAIR OF THE POND. REMAINING FUNDING IS AVAILABLE AT LOCATIONS INCLUDING RUSSELL CREEK, SHADY CREEK AND WILLOW CREEK. THIS CONCLUDES THE PARKS AND RECREATION CIP . WE HAVE 97 ACTIVE PROJECTS AND ANTICIPATE $131 MILLION IN FUNDING. SO STREET IMPROVEMENTS, AGAIN, BROKEN THIS DOWN INTO A LITTLE BIT MORE DETAIL ON THE UPCOMING SLIDES YOU'LL SEE DISCUSSIONS ON STREET CONSTRUCTION, STREET DESIGN, STREET CAPACITY IMPROVEMENTS, WHICH ARE TYPICALLY OUR INTERSECTION IMPROVEMENTS. AND THEN MISCELLANEOUS STREET IMPROVEMEN, THAT'S GOING TO BE SCREENING WALLS, BRIE REHABILITATION SIDEWALK PROJECTS. SO STREET CONSTRUCTION. ANTICIPATE $36 MILLION. A LOT OF OR A LARGE MAJORITY OF THAT IS GOING TO THE SHILOH ROAD PROJECT THAT JUST STARTED ON THE EAST SIDE OF TOWN. WE ALSO ANTICIPATE PARKER ROAD RECONSTRUCTION STARTING THIS YEAR FROM ROUND ROCK TO CUSTER AND THOSE WILL BE LARGE ARTERIAL CONSTRUCTION PROJECTS. YOU CAN SEE THERE FROM THE LIST SEVERAL OTHER LOCATIONS. WE'LL BE DOING FULL THAT $36 MILLION IS A LARGE SO NUMBER FOR US THIS YEAR BUT, AGAIN, WITH THOSE FIRST TWO PROJECTS THAT'S THE BULK OF THAT. FROM A MAP STANDPOINT, IT MAY BE A LITTLE BIT DIFFICULT TO READ BUT THE BLUE IS ACTIVE PROJECTS THAT ARE ALREADY IN CONSTRUCTION IN THE LAST FISCAL YEAR SO THOSE SHOULD BE WRAPPING UP OR GETTING CLOSE TO THAT SOON. AND THEN THE RED ONES WILL BE THE NEW PROJECTS WE ANTICIPATE FOR THE FISCAL YEAR 22-23. SO YOU CAN SEE THEY'RE KIND OF S. THERE IS A LARGER PORTION ON THE EAST SIDE WHICH MAKES SENSE BECAUSE A LOT OF THAT INFRASTRUCTURE IS VERY OLD. SO STREET IMPROVEMENTS DESIGN. THESE ARE PROJECTS THAT WILL BE TAKEN TO DESIGN THIS YEAR. 15th STREET, WE'RE IN THE MIDST OF DESIGN AND HOPING TO WRAP THAT UP LATER THIS FALL AND START CONSTRUCTION ON THAT. AND THEN YOU CAN SEE THERE MOST OF THESE ARE GOING TO BE OUR NEIGHBORHOOD-TYPE PROJECTS. AND THEY'LL ALSO COMBINE WITH THE WATERND SEWER ELEMENT DEPENDING ON THE INFRASTRUCTURE THAT'S OUT THERE. AND, AGAIN, SAME GOES FOR THIS ONE. THE BLUE ARE PROJECTS ACTIVELY IN DESIGN TODAY. HOPEFULLY WE'LL BE WRAPPING THOSE UP AND STARTING CONSTRUCTION. THE RED ARE PROJECTS THAT WE ANTICIPATE GOING TO DESIGN THIS NEXT FISCAL YEAR. IF I'M GOING TOO FAST, JUST TELL ME TO SLOW DOWN. STREET IMPROVEMENTS CAPACITY. I MENTIONED THIS EARLIER. THIS IS TYPICALLY OUR INRSECTION. THERE'S SEVERAL REASONS WHY WE DO THESE PROJECTS. SOMETIMES IT'S CONGESTION. SOMETIMES IT'S SAFETY, IF THERE'S AN ISSUE WITH THE GEOMETRY. TYPICALLY THEY'LL INVOLVE THE ADDITION OF A DEDICATED LEFT-TURN LANE WHERE THERE MAY ONLY BE ONE, WE'LL ADD AN ADDITIONAL. THE ADDITION OF A RIGHT-TURN LANE WHERE THERE MIGHT NOT BE ONE PRESENT. SO WE'VE GOT A LONG LIST OF THESE. THE CORRIDOR PROJECTS THERE ON YOUR RIGHT, THAT'S WHERE WE'LL DO ANYWHERE FROM THREE TO FIVE LOCATIONS ALONG THE CORRIDOR. PARK AND PARKERRE ONES THAT ARE CURRENTLY UNDER CONSTRUCTION AND WE HOPE THAT WE'LL GET THOSE FINISHED SOON. WE HAVE HAD NUMEROUS CHALLENGES WITH FRANCHISE UTILITIES. LEGACY DRIVE IS ANOTHER ONE. WE'VE GOT I BELIEVE THREE LOCATIONS ALONG LEGACY AND WE'RE STILL WORKING TO GET THE UTILITIES RELOCATED ON THAT ONE.
