[0:34] Councilor Joe Peterson: No, not at this time.
[0:36] Mayor Wayne Boucher: Well, I'm going to break tradition and have something. Tonight is our City Clerk Bonnie's last evening with us and I just want her to know how much we appreciate everything she's done for us for over the years. You've given your life to us; we appreciate it. You're moving on to something else, we want to appreciate that and wish you the best in that endeavor. We will miss you.
[1:10] Bonnie (City Clerk): Thank you.
[1:12] Mayor Wayne Boucher: Communications, Mr. Mulder?
[1:15] John Mulder (City Administrator): The ones that were included in your packet were all related to the objection hearing that we held earlier this morning/this afternoon.
[1:27] Mayor Wayne Boucher: Thank you. we have no presentations. In the matter of public discussion, we have two opportunities this evening for public discussion. One is the one that is next for general public discussion about any item not on the agenda, and later on when we have individual motions or ordinances or resolutions, we will have a time of discussion for any item that we will be voting on to pass. Is there anyone present either in chambers or online that has any discussion for the City Council—any input you'd like to give? Any public discussion either online or in chambers?
[2:16] Mayor Wayne Boucher: Hearing none, we will move on to resolutions. Resolution 2021-132, resolution authorizing the disposal of surplus property. Do we have a motion?

[2:27] Mayor Wayne Boucher: Oh, sorry. Let's back up. Consent agenda—do we have a motion for the consent?
[2:32] Councilor John Geissler: All right, I'll move to approve the consent agenda.
[2:34] Councilor Joe Peterson: Second.

[5:03] Councilor Joe Peterson: Second.
[5:03] Mayor Wayne Boucher: Motion by Councilor Geissler, second by Councilor Peterson. Mr. Mulder?

[5:23] Mayor Wayne Boucher: Thank you. Do we have any questions or comments from Council?
[5:29] Councilor Grant Hauschild: I was just wondering about the posting. This would be next year after the road construction work?

[7:47] Councilor John Geissler: Second.
[7:47] Mayor Wayne Boucher: Motion by Councilor Peterson, second by Councilor Geissler. Mr. Mulder?
[7:51] John Mulder (City Administrator): So this is the final payment for that section of trail from Morris Thomas south to the parking lot in Keene Creek. Council, on that, we are not doing a ribbon cutting on this, but this is a project that you can be very proud of. I think it's a nice section of the trail, and it'll be in the park for as long as we know. So this is a very nice accomplishment. I think it's something you can be proud of.
[8:14] Mayor Wayne Boucher: Thank you. Do we have any questions or comments from Council?
[8:18] Councilor Grant Hauschild: I guess I was just wondering—I was going to ask Paul [Senst] but I forgot—like the other portions of the trail and the Boulder Trail, will this be plowed in the winter?
[8:29] John Mulder (City Administrator): That's the plan.
[8:31] Councilor Grant Hauschild: Sounds good. Thank you, John. Do we know about a name for this one, or will that be part of the process?
[8:40] John Mulder (City Administrator): Well, we've talked about this being part of North Keene Creek Trail. And the idea there is that from this trail, then up to Hermantown Road, that's all going to be part of North Keene Creek Trail once we get that established.
[8:56] Councilor Grant Hauschild: Thank you.
[8:57] Mayor Wayne Boucher: Anything else?
[8:58] Councilor Grant Hauschild: No, just we were down there for a park tour a couple weeks ago. Definitely a nice addition to that park and just good to see. There was definitely a lot of activity that day, both towards the trail but also along the creek where the restoration was done, which is absolutely beautiful as well. But I just think overall for that area for that park, the additional activity is such a positive. It's such an asset for our community and I'm excited to see the additional attraction that this will get and the transformation that we're going to start seeing a little bit more in that Keene Creek area. So, thank you.
[9:54] Mayor Wayne Boucher: Anything else from Council? Is there any public input on this resolution? If so, please state your name and address for the record. Any public input on Resolution 2021-136? Roll call, please.
[10:14] Bonnie (City Clerk): Councilor Geissler?
[10:15] Councilor John Geissler: Aye.
[10:15] Bonnie (City Clerk): Hauschild? [Hauschild: Aye] Peterson?
[10:17] Councilor Joe Peterson: Aye.
[10:18] Bonnie (City Clerk): Mayor Boucher?
[10:19] Mayor Wayne Boucher: Aye. Resolution 2021-137, resolution authorizing and directing the Mayor and City Clerk to execute and deliver utility service agreement with A-Line Properties LLC. Do we have a motion to approve?
[10:39] Councilor John Geissler: Motion.
[10:40] Councilor Grant Hauschild: Second.
[10:41] Mayor Wayne Boucher: Motion by Councilor Geissler, second by Councilor Hauschild. Mr. Mulder?

[10:46] Mayor Wayne Boucher: Sure. Eric, thank you.

[11:27] Mayor Wayne Boucher: Thank you. Do you have any questions or comments from Council? Hearing none, do we have any public input on this resolution? If so, please state your name and address for the record. Is there any public input on Resolution 2021-137? Roll call, please.
[12:02] Bonnie (City Clerk): Councilor Hauschild?
[12:03] Councilor Grant Hauschild: Aye.
[12:04] Bonnie (City Clerk): Peterson?
[12:04] Councilor Joe Peterson: Aye.
[12:05] Bonnie (City Clerk): Geissler?
[12:05] Councilor John Geissler: Aye.
[12:06] Bonnie (City Clerk): Mayor Boucher?
[12:07] Mayor Wayne Boucher: Aye. Resolution 2021-138, resolution creating a grant program for current utility customers in 2022. Do you have a motion?
[12:20] Councilor Grant Hauschild: So moved.
[12:21] Councilor John Geissler: Second.
[12:21] Mayor Wayne Boucher: Motion by Councilor Hauschild, second by Councilor Geissler. Mr. Mulder?
[12:26] John Mulder (City Administrator): So last year we had a number of complaints from residents about having to pay sewer charges when they were using city water for their lawns and gardens. We have had the ability to have irrigation meters or second meters in people's homes for irrigation purposes in the past, but sometimes it can be a little bit cost prohibitive. The meters cost between three and five hundred dollars. So what we thought was, why don't we try something on a trial basis and limit that to five people? And so the first five people that notify us that are interested and are willing to have those meters installed by a licensed plumber, we'll give those meters away to them for that purpose. We'll try it out in 2022 and we'll see what kind of response we get. If we are overwhelmed, we'll come back here to let you know and we'll talk more about it, and we'll then consider whether or not we want to do it in 2023.
[13:17] Mayor Wayne Boucher: Any questions or comments from Council?
[13:18] Councilor Grant Hauschild: Just how will you be publicly announcing that?
[13:22] John Mulder (City Administrator): We'll put it on Facebook and we'll also be putting something in the water bills. Probably won't start this until right after the first of the year.
[13:30] Councilor Grant Hauschild: Thank you.
[13:31] Mayor Wayne Boucher: Anything else from Council?
[13:34] Councilor Grant Hauschild: I'll be excited to see how the response is.
[13:37] Mayor Wayne Boucher: Yeah, I will too. And I think it's a great way to answer some of the problems we had a year ago. Is there any public input on this matter? If so, please state your name and address for the record. Any public input on the water meter grant program resolution? Roll call, please.
[14:14] Bonnie (City Clerk): Councilor Peterson?
[14:15] Councilor Joe Peterson: Hi.
[14:16] Bonnie (City Clerk): Geissler?
[14:16] Councilor John Geissler: Hi.
[14:17] Bonnie (City Clerk): Hauschild?
[14:17] Councilor Grant Hauschild: Hi.
[14:18] Bonnie (City Clerk): Mayor Boucher?
[14:19] Mayor Wayne Boucher: Hi. And next we have a motion to recess.
[14:28] Councilor Grant Hauschild: Motion to recess.
[14:29] Councilor Joe Peterson: Second.
[14:31] Mayor Wayne Boucher: Motion by Councilor Peterson, second by Councilor Geissler. All in favor say aye.
[14:38] Council (Collective): Aye.
[14:39] Mayor Wayne Boucher: Opposed same sign. Thank you all, have a great evening.
