okay can everybody see my presentation we can see it okay very good good morning ped committee members my name is karen hancock and i'm a planner in the planning and development services department in january i presented a potential project at a study session to initiate a fiscal impact analysis to include an additional approximately 12 square miles into the city's planning and annexation boundary the purpose of the fiscal impact analysis is to estimate the revenue generated by new development and the cost to provide city services including ongoing services and capital infrastructure costs fiscal impact analysis requires a reasonable estimate of future development this boundary consists of a line on a map inside which council has determined through policy that petitions for annexation from property owners may be considered in 2021 a property owner approached the city for annexation however the property is located outside of the project or the planning and annexation boundary and i don't know if you can see my cursor but it's right in here because state of colorado requires that incorporated municipalities review their planning annexation boundary annually the city saw this as an opportunity to address this area more cohesively than under a smaller single annexation with a larger geography the city has more opportunity to look at infrastructure and land use more broadly the city's current planning and annexation boundary was adopted into aurora places to change the boundary will require an amendment to the conference of plan approved by a super majority of council because of the impact of denver international airport and colorado air and spaceport airport influence overlays in the study geography only non-residential land uses are permitted in this area project summary this slide summarizes the project including the unanimous direction by council to staff to complete the project check-in points with ped were built into the schedule project elements including hiring economic and planning systems or eps to take cost and revenue data generated by the department staff and model the fiscal impact of adding 12 square miles to the city's planning and annexation boundary the consultant is tasked with providing staff and elected a summary report as required in the udo planning staff will use that summary report to prepare a draft ordinance that amends aurora places the process which is very familiar to all of us is to bring the draft ordinance to ped planning and zoning commission study session and then two readings at council meetings public hearings would be held at both planning and zoning commission and at ordinance introduction so the update on today's agenda includes describing the progress that we've made so far planning staff with consultant support use the colorado air and spaceport subarea plan adopted by the adams county commissioners in 2021 to develop a reasonable land use matrix the land use matrix provides the foundation for city park service departments to estimate level of service capital costs and revenues the colorado air and space port sub-area plan includes the subject geography highlighted in red on this slide and includes land uses such as mixed-use industrial industry hub aerospace and innovation and green energy and sustainable agriculture so staff use case studies from majestic commerce center center tech existing industrial rail utility scale solar and special case studies representing schools in education science and tech incubator facilities and airport parking and service garages to begin estimating employment density travel and transportation networks water and wastewater infrastructure and police and fire service levels at the request of council member marcano staff did include small business incubator uses into the matrix the land use requiring very high water use were not included for the purpose of the study however aurora water did include high water use in their infrastructure model to ensure that a menu of future scenarios are baked in this slide demo demonstrates the process that staff and the consultant work through to develop the future land use assumptions that the fiscal impact analysis will be based on this matrix matrix is not a crystal ball but the land use categories are broad and include many different types of possible development although we don't know how this area will be built out if adopted into the city's planning and annexation boundary it is a very useful and reasonable basis for the consultant to estimate fiscal impact so this slide summarizes the progress to next steps service departments are working with the consultant to finalize the service level data so that the consultant will have all of the information they need to to model the fiscal impact planning staff will prepare the amendment to the conference of plan city attorney staff will prepare the ordinance and the consultant will prepare the fiscal impact analysis summary document that must be included in the council packets for review of the amendment to the comprehensive plan per the udo if ped committee members agree that we are on the right track then we expect to move this item to a fall ped meeting to begin council review of the draft ordinance amending aurora places at that fall ped meeting staff will request that the item be moved to planning and zoning commission where public hearing will be held followed by the study session and if approved onto the public hearing and ordinance introduction i have estimated the timeline okay i have blackhawks going over me right now so sorry if anybody can hear that i've estimated the timeline for the study session and council schedule taking into consideration that september and october agendas are focused on adoption of the city budget so this is as a reminder this is the page in aurora places where the planning and annexation boundary lives the amendment to the competent plan will look a lot like this map with the area within the red dashed line shown to be inside the planning and annexation boundary and then this item is presented as information only however staff always appreciates feedback at these check-in points with that said we have staff from city service departments and the consultant project manager available to take any comments questions and suggestions and that concludes my presentation okay thank you can you just clarify to me you said something and i didn't quite catch small business incubation what did you say um at the study session in january council member marcano specifically asked us to include in the land uses small business incubator type uses instead of these we we have a lot of large industrial uses that we've considered in the land use matrix but we've also included the schools in education and and more of a small format business incubator sort of format to make sure that we have that mix of land uses that was requested okay thank you i didn't quite catch all that um do my colleagues have anything um remember i just have a question sorry um karen i just have a question so looking at all of this one of the things that i'd like to bring up as we're doing all of this annexation expansion and i think you might know where i'm going is transportation and the grid um how is that going to be implemented i see all of this but it's still to me a concern of how we're doing transportation how people are going to be moving through this as we're annexing annexing land in through to the city so did i miss something i read this but um did i miss something is that on here to to have that kind of looked at or at least mentioned yes absolutely um i uh public works um is working on the transportation and mobility model right now but at that um january study session i did mention this area is like 95 in our northeast transportation area study needs and so we were very fortunate that was one of the reasons why we proposed this larger geography is it's already been included and so victor and his crew are working on that now and they are estimating the transportation networks based on this land use matrix so we're looking at the transportation networks that we need to serve center tech and majestic and they're taking those as case studies and applying it to this area and i don't know brian definitely our project manager from eps is on brian do you have anything else that you might want to add so just a just a qualification we're using the neat study that we've done in order to define how we're going to do this annexation and how we're building through with this matrix we're using that study right we we are and we are applying the case studies to that to make sure that we have an adequate transportation network even in case i need to study though the need study i'm sorry to interrupt the needs study i mean i know that we that's a study that we did a long time ago um i'm just wondering about some of the updates is it still i mean it's still meaningful of course but i'm wondering with what is going on the transition is it still meeting the guidelines of what we were the intent and and is there some revisions to that that may need to be made um i i can't answer that at this meeting however um all right all the transportation information will be in your ped packet in that fall meeting and again these are the larger pieces uh we got a rural water we feel really lucky that aurora water could finish their piece but that transportation network is is not quite done yet so we will present that in the fall um and if you would like us to check in with you you let us know um as we get more information we're so happy to come back and just give you brief updates if you need them as we're working on that transportation model all good questions uh thank you okay you're welcome yeah i think councilmember lawson would probably like those updates so um you know i'm assuming so yeah if you presentation so i just wanted to pass that along to you for a future agenda okay sam jorinsky i'm actually now handling this uh so i i will reach out to him um but uh did he mention to you a timing that he liked he didn't i said that i would look at getting it on an agenda for him and he just asked yeah he's just asking for my help in finding a date um and i said i will work on it and he just said thanks can you please make sure i know so my client can can prepare the presentation so if you want to direct communicate with him that's okay perfect thank you so much all right so um as far as reports aurora economic development does not have a report um the havana bid uh chance i don't know if you actually have a report or you just wanted us to look at the updates do you want to clarify are you on here chance i don't see a chance on here okay so then i guess that is her report she just wanted us to see the updates aurora chamber of commerce does not have a report planning commission um melvin bush do you want to give us your update uh yes we just approved an increase in the allowable length for the multi-family units to 600 feet versus the 250 and i think this is a great move on the uh the planning department because it makes it a lot more efficient they don't have to come through the uh the commission for approval uh any uh limp up to that 600 and i think in the last 12 months we only have one that would have had to come to us and that was at 750. so the 600 feet should really uh make it a lot more efficient for the planning department to approve it in in their area so we're i think we're getting strides i think we agree thank you so much for that uh oil and gas has no report uh bab gave a presentation retail has no report uh small business no report and visit
