Now, on to the agenda. The first item of the Parks and Natural Resources Commission meeting tonight is the adoption of the agenda. Um Commissioners, you've had a chance to review the agenda and are there any changes to the agenda for this evening? Staff, do you have any changes to the agenda for this evening?

At this time, uh Derek Leonard is going to review the 2026 Parks Capital Improvement Plan for park development, renovations, and bituminous projects. Uh Derek, if you please come and address the Commission.
**[00:03] Derek Leonard:** Good evening. Thank you for having me, Commissioners. Uh I am Derek Leonard. I'm the project manager over at Public Works and I oversee our park projects. I will go through a quick presentation on what we have for 2026. And I can start right now. So, starting with uh some wrap-up work from last year, um we have Oakleaf West, which was a tennis court project that is um waiting for good temperatures to get the paint down. So, we're looking to complete that one in June. As long with uh North River Hills, there was a huge complex that we redid up on site and um same with that, we're looking for just those those warm temperatures to get the paint down. Um Crosstown West, we have a playground that went in and we're just again waiting for great warm temperatures because this one has a poured-in-place surface. So, it's not the wood chips that you typically see. Um again, this is looking for a June completion. Um over at Lac Lavon, um near the ball fields, we did put in a new playground last year, if you guys remember. And this this job to finish up, we need to remove the existing one that's over by the the beach kind of area and get that site restored. So, that's going to happen this year um in the spring or June. Uh that's for our 2025 wrap-up and then to jump into projects, these are locations that we have projects this year. Starting from the top, we have Burnsville Heights, uh Crystal Beach, Green Haven Park, Highland View, Interlachen Keller Lac Lavon, Neil, South River Hills, Sunset Pond, UTech Pond, and Valley Highlands.
**[00:05] Derek Leonard:** Now, the order of this presentation kind of jumps around, but it we we broke these projects up into phases. So, what you see first is the earlier ones in the season. So, Highland View, um this one is going to be it's it's got playground replacements the main project here, but we're also taking advantage to do some spot curb replacement within that container. So, the playground's staying where it is, um being replaced where it is, but we had tree roots coming in damaging a lot of the curb. So, that's what spot curb replacement is. Um on top of that, we are going to eliminate the trees from continuing this and we have some trees that are marked for removals. Uh drain tile will be installed in this container. And then we're going to add some new benches and porta-potty pads around this this park. And that happens right at the end there is the playground replacement. Um you can see the timeline. The first set of timeline here is that site prep, which is a lot of the spot curb, the tree removals, the drain tile, um the concrete work, just getting everything ready and then the playground contractor comes in between June 1st and June 30th. You can see the budget for this. We set aside the 20,000 for that that site prep work and then 130 for that playground replacement.
**[00:06] Derek Leonard:** Here's a good overview of Highland Park and then just um this comes from our consultant, but we have our site plans here that kind of shows you a lot of the work that will be happening. Lac Lavon. Again, but this is a different location. So, this playground is just across from uh Crystal Beach, if you guys are familiar. It's kind of tucked in those woods. Um with that, we do have some trees that are marked for removal. Um again, some spot curb that needs replacement due to the trees. Uh drain tile's going in there similar to uh the park we just talked about and we're adding some new concrete pads, some sidewalks, and then also the new playground's going in. This has the same timeline too as our Highland View. So, you should see these two completed right around June 30th. This is location of this one. Again, you it's it's really it's you could drive by it,

**[00:07] Derek Leonard:** not even see it. So, we are going to open it up. We're going to eliminate some of the trees that are over leaning over this playground, too. Burnsville Heights. Um this is just a basketball court. So, we have a half basketball court in the middle of the park. It's served its life. Um so, we're going to reconstruct this basketball court. We're reclaiming it. So, they're just going to grind up the asphalt. Um they are moving it a little bit. We're going to add a better concrete access way to this basketball court with some new bench pads. We're striping this thing for the high school um three-point and there's also going to be the option to play four square four square and hopscotch. This timeline is between June 1st and July 15th and the budget for this one was 62,500. That's what you're going to see.
**[00:08] Derek Leonard:** Neil Park. Um this is another reclaim job. We are just reclaiming the southwest parking lot. We are going to do the replacement of the driveway apron and catch basin in this parking lot. Um And we're also adding to this. We're going to add the new 6-ft wide concrete walk from the north side of this parking lot. I'll show you the picture quick so you guys can see what I'm talking about. So, on the left is the existing, on the right is the plans for the future. So, the new sidewalk will be going up and around these trees. We're going to do our best to save them and it's going to connect to the south side of that tennis court complex. The timeline is June 1st through July 15th and our budget for this is 165,000.
**[00:09] Derek Leonard:** South River Hills, this is going to be a fun one. Um we have a lot of work happening here. We have the same spot curb replacement, so the container's staying where it is. We have a tree that is currently sitting right in the playground. Um so, that will unfortunately come down and the drain tile will get installed for better drainage of this this playground container. New concrete pads and some sidewalks around there and then the playground itself is being replaced. Um you'll see that this has the the timeline for May 1st through May 31st and the playground June 1st through June 30th. And the budget for this goes for the 20,000 for site, 130 for playground, and then we have 140 for trails. And with this one, we also have the exciting bid alternates. So, right now we have postcards that are going out for the community on this project. Um there's three separate bid alts with this. And our goal is get a complete paved circuit through this park. Currently, we do have um grass cut for people to walk through, uh but we want to make this a more permanent paved 8-ft wide trail that would also be maintained in the wintertime. So, you could use this trail throughout the year. And this is an example of what the bid alt would look like. Um so, you see the playground is where it is, and then everything to the the left of the playground that's say this the same screen. Um that's the new trail that goes up to the street, and then to the right side of the playground, there's a new trail that's going to go up to the the wooden bridge there and up to the cul-de-sac.

**[00:10] Derek Leonard:** Oh, there we go. Yep. So, right here is basically [clears throat] where the cutoff of the existing trail is. This is the new bid alt one. It creates a new paved trail. We have some culverts going in here cuz this is um a drain field or a flood field. And then bid alt two and three are here. And And what these options are is one of the bids is going to keep the wooden bridge. Um and the other one is to remove the wooden bridge. And if you go with the removal of the wooden bridge, you now have um a possibility to pave or to plow that. If we leave the bridge, we can't plow it, so it won't be maintained in the wintertime. Oh god. Um on top of the trail work, too, right now from the street, the only way to access it is right down the drive the driveway to the park. We're going to add a 8-ft wide trail on the back of the curb, so people no longer have to walk down the driveway to get into this park.

**[00:11] Derek Leonard:** Sunset Pond. We have um replace uh so, there's going to be um a playground going in here, and we do have [snorts] uh making some ADA ramps into this this container. So, that's what we're replacing. And And to the container, we have new tables and benches with new pads. Um they have a good amount of them scattered throughout here that are in poor condition, so we're replacing those. Uh there will be a new 6-ft wide concrete walk coming off of the uh paved trail. And there'll be some drain tile in the new playground. And you can see the timeline, similar to the other one, which was June 1st through July 15th on our site prep. And the playground going in between July 15th and August 15th. Pretty exciting. All right, Interlocking Park. Um we have again, some new ramps for the playground to enter. Uh replacing tables and benches with new pads. This parking lot is um I mean, it it does it's too big for the playground itself. Um there used to be a ball field at this this park that they removed years ago. So, right now the the real only purpose is to park in park line and go to the playground. Um we are going to remove just over a third of that parking lot and condense it down in size, and then fix a lot of the poor drainage that happens in that parking lot with the new catch basin. Um timeline for this one is June 1st through July 15th. And you can kind of see what we predict this is going to be set two for in the future if we wanted to add a basketball court here. We have the space to put in a half-court basketball.
**[00:12] Derek Leonard:** Greenhaven. This park um we we determined this one to put as an alt bid altogether. A lot of work happening at this park. And from starting with the retaining walls near the half-court basketball court as is right now, uh we're talking about removing the retaining walls, the trees, reclaiming that basketball um basketball court, and moving it to a slightly similar but new position. Uh reclaiming all the trails within the park. Installing a new ADA curb ramp and a parking spot. And replacing the bench to a different side of the trail. Um and a little bit of spot curb replacement in that parking lot. Again, where this basketball court is, the retaining walls are holding uh just a bunch of this um vegetation here. Ideally, we want to remove those retaining walls and take the the vegetation with it and move that basketball court right off of the new trail that comes in here.
**[00:13] Commissioner:** Do you know who owns the baseball field south of that?
**[00:13] Derek Leonard:** This baseball field right here? Yeah. That's the city.
**[00:13] Commissioner:** It does So, what's on the far south side of that? Cuz it looks like there's a a creek or a drainage that goes from the uh the east side of Greenhaven Lane from the south and heads north up to that baseball diamond. And then there's like a low-lying area with a bunch of trees. It's the bottom left green
**[00:14] Derek Leonard:** This area?
**[00:14] Commissioner:** picture? Yeah.
**[00:14] Derek Leonard:** Yeah, I I wouldn't know too much about that.
**[00:14] Staff:** city does own it.
**[00:14] Derek Leonard:** [cough] Yeah, I'm I'm fairly confident the city owns this this baseball field.
**[00:14] Commissioner:** Cool. Okay, thank you.
**[00:15] Derek Leonard:** Utecht Pond. Um this is going to be a walking trail. With this, this is going to be the most tree removals that we we have marked. Um and there's outrageous amount of culverts that are underneath this trail that go into this pond. So, we are going to be replacing them. Uh we're not removing any of them, we're just upgrading them. Uh the tables and benches are all getting new pads. And we're reclaiming this walking trail from the 8-ft wide trail that it is to a 10-ft wide trail. Um Yep, timeline is July 15th through August 31st with a $240,000 budget. And I can confirm all the trees that are marked, um everything ahead of time I walk with our forester, and with us having a lot of dead and diseased trees um within the construction zone, that's those ones get marked for removal. Um And then whatever is going to kind of be within that new 10-ft wide trail, we also are going to clean that up, too.
**[00:16] Derek Leonard:** Keller Park. Um remove the backstop and egg line. So, this one has a a baseball field right near the parking lot. Let's pull it up quick. Parking lot's over here. Uh baseball field here, and the playground currently sits further away. And with what we did last year in the vision, um the goal is to bring playgrounds closer to those parking lots. So, this baseball field is going to get removed, and the playground will now be built in this position or in that spot. Um we're going to relocate the ADA parking where it is currently to bring it closer to that um the new entrance to that playground. There's a that Yeah, the old playground itself will get removed and restored um to more of a natural prairie ground. And um the timeline for this one was July 15th through September 4th with a $290,000 budget.
**[00:17] Derek Leonard:** Crystal Beach. This is a big one. a lot of the retaining walls throughout the park. Mm. Uh the playground itself is going to be removed and it's going from what it is now into a Porten place. So, this will be another big community park playground. Uh we're replacing a lot of the picnic tables, the benches, and we're also keeping the beach equipment at Crystal Beach if you guys are familiar with it. Um the beach equipment's down here. It's a it has a a water supply coming from this that the new equipment is also going to run with that water supply.
**[00:18] Commissioner:** Oh.
**[00:18] Derek Leonard:** Uh so, it's like kind of like a splash area for the kids to play in the beach. Now we're talking. So, a lot of work here, yeah. Um And with this one, this is a set sun Excuse me, since it's such a busy park, we're going to wait till after uh Labor Day weekend to start any work here. So, from September 8th, and we'll go, you know, as as long as we can until the weather works for us, but we can we can already see this one carrying into next year, too, before we finish. Um pretty extensive budget with this one with all the work we're doing there, too, at $685. So, some of the other various projects within the CIP, we have two Gaga pits going in at Neil and Red Oak. Uh tennis court rehab is our only project this year for tennis courts, and that's happening over at Valley Highlands. Uh some IT work that's going throughout the parks. Um the space and use study, the various park furniture that you'll see a lot of that is just replacing poor conditioned benches and and tables. Doing some minor building repairs to some of our existing facilities and also doing just very limited but taking out some amenities. That is what we have for this year.

**[00:19] Commissioner (Female):** [laughter] I have a comment and some questions and I was really happy to hear that in Keller they're going to where you're taking out the area that you're going to put in some prairie plants. I think that's great. I love that. Um My questions are almost all the same for the rest of my parks is the parks where there is going to be tree removal are they going to be replaced?
**[00:20] Derek Leonard:** There is a goal especially with removing trees anywhere near a playground. Um Ideally you like to have trees by a playground so there's some shade for for you know residents that are maybe just sitting at the picnic tables. Um but then also on the main inside it's it's tough to have trees near a playground because then you have branches and leaves and everything falling into the container. But um we do work I talk to our forester all the time about the fact that yeah we're taking out all these trees. Um and again he gives us his approval for the ones being removed and with that we we kind of team up on spots and locations to put new trees in these parks that we're taking them out. It just has to kind of see and fit our vision maintenance and everything.
**[00:20] Commissioner (Female):** Uh-huh.
**[00:20] Derek Leonard:** Um so nothing really set in stone yet but yeah the goal is to get some new trees in better positions.
**[00:21] Commissioner (Female):** Okay. So that that makes sense and it is really nice to have shade in the park so I would recommend if there's possibilities of putting in trees that maybe don't break so easily and have branches that that would be really nice. Um and then for Yutech Pond there's a lot of dead and damaged trees and I was just wondering if there was a specific disease or insect or something causing that.
**[00:21] Derek Leonard:** I can't answer that. I mean I think the ones that I've noticed that are really dead and damaged seem to be right in the water. Um so that could be playing a role and I'm trying my best to get those ones removed. It's also that waterway is owned by the DNR so we have a special permit that we have to do with working with DNR on that one. Um But yeah that's that could be the main reason for what's happening with a lot of those trees is just them being that close to the water. Maybe they're just drowning them out so.
**[00:22] Commissioner (Female):** There's a ton of buckthorn right there too.
**[00:22] Derek Leonard:** Yeah. Yep. Notice that.
**[00:22] Commissioner (Female):** Those were my questions.
**[00:22] Commissioner Hansel:** Okay. Great. Yes. Thank you. Didn't I get uh eager there. I just have a couple of questions that I just need clarifications on or reminders of what they mean. What is a gaga pit?
**[00:22] Derek Leonard:** That's a Thank you. Yeah that's a great question. [laughter] I I had to learn that myself. So you'll see those wooden they're smaller wooden octagon structures out there in our parks now. It just it looks like it's like a like a pack and play container to to put the toddlers. That's what I thought it was but no it's it's actually like this game that kids play where they they pass a ball around. It's like dodgeball but the ball stays on the ground.
**[00:23] Commissioner Hansel:** It is very popular.
**[00:23] Derek Leonard:** Yes it is. My kids love it.
**[00:23] Commissioner Hansel:** [laughter] Thank you. Thank you. I'm learning something. There you go. Uh okay so that was my first one. What's what's an alt bid?
**[00:23] Derek Leonard:** Alt alternative bid. So with this this project's currently going out to bid for contractors and the alt bid would be if if the funding's right if the prices are right
**[00:23] Commissioner Hansel:** Mhm.
**[00:23] Derek Leonard:** we can add that in. Um and then also there is the option with what the community says after we complete our community engagement with Sun's or um uh South River Hills. So those are just alternative options that are going to be decided in this near future.
**[00:24] Commissioner Hansel:** Awesome. Okay. Thank you. I appreciate that confirmation. And then finally I would love to learn more about the space and use study. And um wondering if you I have inferences of what that might be but wondering if you could just speak to what it is.
**[00:24] Derek Leonard:** I I cannot. I I know very little about the space and use study. Um
**[00:24] Jennifer "JJ" Rhode (Deputy City Manager):** [cough] Commissioners as part of the parks plan that came out a year ago there are a number of additional studies that kind of help support the information in that and one of them is a space and use study. I believe our park superintendent is going to be taking a look at all of our facilities that are recreation uses and making sure that um they're currently in a decent stage of life that the the space is being used for what it is intended for that it is in usable condition things like that. So so JJ that will be a report that will be eventually coming back to this commission.
**[00:25] Chair:** Uh I guess Commissioner Hansel [clears throat] I I don't have that answer. I'm not sure the extent of that report or if that's just an internal document.
**[00:25] Commissioner Hansel:** Okay. Um I I I think all of us I'm getting nods here. I think we would like to be able to to find out what the end of that um that study looks like just
**[00:25] Garrett Beck (Parks & Rec Facilities Director):** Good evening Commissioners Garrett Beck Parks and Recreation Facilities Director. Um To elaborate on what JJ was sharing our park superintendent is currently working with consultants to try to develop a scope for the buildings and struct so the the park shelters and the buildings in our park system and the goal is to ultimately if the study takes place and is approved to happen it'll help us to understand what parks um where are the best places that we have our park buildings and structures. What does the will be engaging the community as part of the plan of what do people in 2026 that live in Burnsville want to see in their shelters and buildings and try to standardize what that is both what the amenities are and what the materials are and and what the look of that is. So that is what we're currently working on. We do not have it approved by council to go forward yet. Um but it's it's the work in progress as part of the plan for this year. So there'll be a whole engagement process we'd love to have all of you part of that as it happens just like we have with the other parts of the parks plan and this is just a piece of it that helps to build into our total parks plan.
**[00:26] Commissioner Hansel:** Thank you. Yeah. Absolutely. Uh thank thank you for the clarification. I think we we've heard this you know space and use plan floating around and I know that I haven't had a good concept of exactly how that's supposed to unfold so Garrett thank you for for bringing that to our attention.

**[00:27] Commissioner (Female):** Yes. Um you mentioned there were two gaga pits going in for Neil. Do you know where those will be?
**[00:27] Derek Leonard:** There'll be one at Neil and one at Red Oak.
**[00:27] Commissioner (Female):** Okay. Yep.
**[00:27] Derek Leonard:** The location I'm not sure the the exact position where they're they're putting these things. I would assume it's probably going to be near the playground. Yeah. Garrett's got that one for you.
**[00:27] Commissioner (Female):** Do you know the timeline for those two cuz I know excitement's building on that.
**[00:27] Derek Leonard:** [laughter]
**[00:27] Garrett Beck:** Um I Commissioners again in in working with Jason so currently when we put the the the walls of the octagon were put in place just over grass essentially and what's happened over time is it becomes mud and if it's wet at all they become unusable. So what these projects are really putting in surfaces that allow that to be used by whoever is playing gaga at the time without having issues with the surface and whatnot. So I don't anticipate you seeing new ones it would be to make the ones that we currently have more playable.
**[00:28] Commissioner (Female):** Thank you. And then do you know what surface that will be?
**[00:28] Derek Leonard:** Uh yeah. I can answer that. That is I do know that. So that is going to be the the port in place the similar of what you're seeing and going into a lot of our playgrounds. Yep.
**[00:28] Commissioner (Female):** Anything else? Sorry. Yep. One more. Um so and then I just remembered that you had talked about IT going into the parks and I'm just curious what what that is.
**[00:29] Derek Leonard:** That's another great one. Um Mark take that one.

**[00:29] Mark Ray (Public Works Director):** So basically as with all projects we look to potentially expand the fiber optic network to there for cameras or for fob accesses to doors. So there's some money allocated for it. The exact exact scope is not necessarily known and then IT is kind of taking the lead on that based on usually a variety of other projects happening in the city.
**[00:29] Commissioner (Female):** So this is not for wireless access within the parks. This is really for providing
**[00:30] Mark Ray:** I mean it could be right if you build the network extender it could be that's not really the priority now. It's more just getting fiber there for really building security.
**[00:30] Commissioner (Female):** Got it. Fiber up in this work. Got it. Thank you.
**[00:30] Chair:** Great discussion, commissioners. This was for informational purposes only, so there's there's no action that the commission needs to take, but thank you again folks for coming in and explaining all of this to us. As a part of our work plan, the commission has made the choice to take responsibility for researching several topics that are of unique or special interest to members of the commission. There's no formal action to be taken on these items, but this evening I'm asking Commissioner Barr to share information on a couple of different things. One, exploring adding a biodiversity index to the sustainability dashboard. And working with local school districts to assist in raising student awareness on sustainability and natural resources. So, Commissioner Barr.
**[00:31] Commissioner Barr:** Hey, thank you. Yeah, so um I guess I'll talk about the education aspect first because that's sort of the core of it. Engaging ISD 191 is coming along. They have been engaged. Now it's just a matter of tracking everybody down. So, I'll get on that.
**[00:31] Commissioner (Female):** It sounded like you were a PTA mom?
**[00:31] Commissioner Barr:** I am.
**[00:31] Commissioner (Female):** You want to help me with that?
**[00:31] Commissioner Barr:** I'd be happy to.
**[00:31] Commissioner (Female):** Okay, I'll get in contact with you.
**[00:32] Commissioner Barr:** And then for the biodiversity index I got a hold of the extension service at the University of Minnesota. And it sounds like Chair Hansel has a wife in the Master Gardener program for Dakota County.
**[00:32] Commissioner Hansel:** One of many. So, might you be a good resource to find a person who would know the correct data for it? I would be happy to help with that.
**[00:32] Commissioner Barr:** And to your point about IT in the parks, I was wondering if we could talk to Brian Olvin. Can Can we just ask him questions at some point? Cuz it seems like you do a lot with like forestry data and where to put trails, where to put cameras and fob access. And so if he's making the decisions on, you know, what trees come out and where trails go and where wood chips go, the carbon cycle. I would like to hear from him.
**[00:33] Mark Ray:** Yeah, I'm not sure that Brian necessarily works on where the the wood chips go down for the trails. Um That might be a problem. As far as No, we have a we have a comprehensive team that that tackles natural resources so it's not just the city forester Brian. We also have a natural resources team that includes two technicians primarily responsible for native restoration and um
**[00:33] Commissioner Barr:** So, wood chips, right? A place for the wood chips to go.
**[00:33] Mark Ray:** Correct. I'm just saying it might not be Brian is probably the right person. I think Caleb will be here talking I think later in March, April? What is this March? So, he might be a better one to start with, but it'd be good to have your information in advance so you can just prepare for it. So, that'd be my ask back to the group is just kind of clearly articulate what you want so we can prepare Caleb's presentation or figure out another plan.
