[Applause] [Music] good afternoon and welcome to the February 10th 2025 meeting of the Orlando city council um we're going to start today with the uh invocation and the Pledge of Allegiance led by commissioner Tony Ortiz thank you mayor there you go thank you mayor all right let's bow our heads if you want to stand up you can stand up you not just borrow our head so dear Lord our God we know you're always listening we thank you for your eternal love and mercy Lord we live in difficult times and people depend on Leaders with hearts of service to lead it's not about power or influence but it's about service today we come to you with a humble heart to ask you for direction as we make decisions to lead our community we ask you to bless us with wisdom discernment and a spirit of service Heavenly Father These are times of deep reflection for there are people around the world suffering because of the calamities of War vanity greed homelessness famine and the deterioration of the family nucleus so we ask you to touch our hearts so we can work together putting differences of partisanship race religion gender and social status of soci and tend to the needs of our people Lord we trust you we ask for the blessing of your continued guidance we ask you all this in the name of the father Son and the Holy Spirit and we give you all the glory amen amen States of America to the Republic you madam clerk all right first item of business is consideration of the meeting minutes from the agenda review and city council meeting of January 27th 2025 motion by commissioner Ortiz second by commissioner Stewart all in favor indicate so by saying I I those oppos motion carries we have no Awards in presentations today so I we'll move right into a very short mayor's update um Commissioners as you know uh the past six months the pz memorial advisory committee has dedicated just countless hours to deeply emotional and challenging conversations to guide us through um an effort to build a thoughtful permanent PSE Memorial I'm happy to report that their hard work has brought us to today where they have a recommendation for a conceptual design so it's been almost 9 years since um the pulse tragedy took 49 angels and I want to express my heartfelt gratitude to the group that's put in the time as well as our staff um it's the voices and experiences of victims families and survivors who have shaped this process so we'll have a workshop at our next meeting which is February 24th and we can um uh review the committee's work and discuss next steps in selecting design I've another item and that is on the agenda item J2 which is sunshine Corridor PDN survey funding um certainly our traffic problems are only going to get worse if we don't Embrace Transit and offer more opportunities to move through Central Florida without a car so on today's agenda is an item that will provide funding to support the fdot's project development and environmental study to bring SunRail to the airport and to the iDrive Corridor studies needed to request funding from the ftaa to make the sunshine quarter reality so I thank the work that the Department of Transportation has done thus far that's all I have so we'll move to the consent agenda which is a number of items acted upon through a single vote of council we offer each of our council members the opportunity to comment on the consent agenda and update you on important happenings from their districts we rotate the order that we do that first up today is commissioner Tony Ortiz thank you mayor um mayor I was privileged to attend a celebration of Hispanic leaders reception on Tuesday January 28th where Congressman Maxwell Alejandra Frost um recognized and celebrated 20 outstanding individuals who have significantly impacted Central Florida so I want to congratulate those individuals and thank uh Congressman Maxwell Frost for his recognition of these individuals on Friday January 31st I had the honor of attending the ribon cing ceremony for Fern Grove Apartment alongside with mayor buddy D commission Rose commissioner Stewart Congressman Frost and other staff members of the city of Orlando celebrated the completion of Orlando new was affordable housing communi specifically designed for our senior residents and it was quite a uh a great project uh 130 I believe 130 units um we got the chance to walk inside and see how comfortable and how secure the place is so congratulations not only to our staff our housing staff and who have been working with this company great job and and um the company itself congratul congratulations commissioner because I think this is a a great asset to your District I went to Washington DC this last week as a delegate from the Florida League of cities to attend the fast fly in we do this once or twice a year to go and talk to legislators at the federal level about legislations that affect us locally we discuss tax exemp for municipal bonds to maintain those uh the municipal bonds exemp from taxes since those are critical in our Economic Development and other issues we have National flood insurance program that seems like FEMA still little behind uh the times uh we're trying to push those uh representative we have at the federal level to push the issue especially since there are so many maps that are not completed and I believe the the lack of completion is affecting other terms with insurance uh locally uh simplifying local government grants that applies a lot more to smaller municipalities because they don't have the the Personnel to fill some of these grants and some of these grants are pretty pretty uh busy we have a we have a wonderful lady was Mera Mira does a great job and the team they we have we have U people working really good in our community at Julie Tindle we have a great staff and but not every city has the uh benefit that we have so um that's one of the items that we fought uh for and one that is very important especially for firefighters is the past to see if since Pat has become let me see if I can spell this out uh per and poly Flo never mind P so uh it's a substance it's a chemical that can cause cancer and um and I know is very important isn't a water is isn't in about everything that has to carbon and it so um we're trying to get congress not only to help us minimize the the uh um existence of this particular chemical but also to help us with the liabilities that may come because of these particular chemicals in the future and that's all I have mayor thank you thank you commissioner commissioner Stewart thank you mayor uh and uh had a chance to get some time off last week and I missed the 150th U anniversary or 150th birthday celebration for the city of Orlando congratulations on a great kickoff and look forward to uh celebrating 150 years I have been over to uh uh work with Greenwood and try to do a little bit of a history um walk through with some of our schools it's been a lot of fun to do that and it just reminds me of our City's Rich history and I appreciate that mayor um couple things I want to share with you coming up tonight uh at 6:00 over at College Park neighborhood center we're having a water shed initiative plan project update it's about the Lake Howell area a lot of people have asked about coming attending please come and give us your input um and uh we uh are trying to share the status of where we stand right now and try to help with that so I appreciate Corey and your staff and all the people that been involved in that so thank you very much um the um tomorrow I think yes tomorrow uh is the annual crime prevention award ceremony uh we often Overlook uh some times when you get caught in in the weeds how important it is for our citizens to be engaged in crime prevention is is a chance for us to do that I want to say a special thanks to Vicky Steely who has been uh recognized again for district three uh for to to uh being there tomorrow you yes you got is there still a District Two in our city U going on rosmont is hosting the Val their Valentine event on the U February 12th I'm sorry 11:00 and after school that same day for the kids at six o'clock um the OPD um Chief Smith will be meeting over at College neighbor Center on Thursday evening so and then we have just got a ton of stuff going on this week um Dragon U parade is over in um commissioner Shen in my district uh this Sunday uh we have a business Outreach meetings that commissioner Rose will share some more on that touch a little bit of my district over heart of West Lakes Center uh later on next week and then we have the wetlands Festival coming up on 22nd please if you get a chance please come out to the wetlands Festival it's just really cool and then on March 1st at six o'clock we'll be celebrating the 100th birthday of College Park so we get a chance to come be part of that we'd appreciate it uh on the agenda today before I get there mayor thank you for your comments on the false Memorial it is a very challenging um um U role that we have played I appreciate your guidance and your leadership and uh look forward to the presentation coming up soon um congratulations to U uh commissioner Ortiz uh taking over the role in the affordable housing advisory committee for commissioner Jim thank you Jim for your service and accomplishing that um in B2 today uh the we have some lightning detection has been going into our parks and going our city um that software and Equipment still continues to progress and I appreciate the work of that because it means that our kids will be safer out in U in our area and then uh mayor thank you for your comments on the sunshine Corridor study I'm honored to to uh help support our contribution to this and look forward to seeing all the partners come in and play part of that as we begin to look at the the real cost uh and where we can find the money and and those issues that related in part of the study so I appreciate that and then mayor that's all that I have thank you commissioner commissioner Sheen thank you mayor um pause in the park was last weekend and it was a wonderful event I that I think that's the happiest day all year in Lola Park and reminding everyone adopt don't shop please go to the shelter and get a dog and they'll be very very grateful I got my dog from a shelter and she's the best dog I've ever had so well Sienna encourages you to adopt don't shop um I too very happy to see the lightning detection in city parks I think it's really important we had some kids that were struck by lightning in one of their boats and uh you know over at Lake Fairview I think it's very important that we're doing this and I'm glad to see that we're that we're moving forward with putting that technology in um immerse is coming I'm glad to see on the agenda today that we're supporting uh supporting immerse this is a great Arts event downtown uh at the end of the month so I encourage everybody to get tickets to immerse It's a Wonderful art event that's happening in downtown orl um on item J1 Transportation um we still do have that event that I'm concerned about and I just wanted to clear up to the council we have 350 vendors at this event and it takes over the entire area and it's lots of traffic problems and everything like that so working with economic development to come up with some new policies because this has just really gotten out of hand um so hopefully we can move forward and get some good things done so we can still have events but not have them be a problem for the neighborhoods in the business areas um Carla Trine and lake Davis is the neighborhood watch block captain of the year in District 4 very uh thankful for all the work that she's done in her neighborhood and I too am very grateful for the pulse committee um it was important to involve those most to have those have the voice that were most involved the survivors um the family members and they did so in a very respectful and decent and good way even though they had differences of opinion and I'm so grateful for them for that and I know it's tough because it's been nine years and the other organization completely messed it up um and now we have to pick up the pieces but I'm very um encouraged that we will put a very respectful Memorial to one of the worst you know days in Orlando history but they will remember the 49 that perished there and uh that's all I had mayor thank you very much thank you commissioner thank you commissioner commission Rose good afternoon everyone uh couple of things going on that have happened over the last couple of weeks in the district um for those that don't know we now have something called The Reach Hub here at the city which is a gamechanging opportunity to provide resources when a natural disaster happens so we cut the ribbon mayor Dyer commissioner couple weeks ago couple weeks ago commissioner um Ortiz and Stuart um I want to congratulate the Pine Hills Community Council they have a new board um I was able to attend their induction ceremony for those that don't know parts of the city of Orlando are in the Pine Hills area both both my District as well as District 3 and um making sure that we stay engaged with the community is important uh super excited 26 Health just cut the ribbon on the new renovation of their Building Commissioner Stewart and I attended um mayor da and I joined um Chief Salazar fire chief Salazar for World Health day at Boon High School where the students were getting CPR training um as commissioner Ortiz mentioned we recently cut Fern Groves 138 affordable senior apartment units the interesting thing about this community specifically is because it's in the Mercy Drive Corridor and we now have a state-of-the-art pool there so and we have some great senior programming so going to work with the new property management and the residents to try to get them over to the Northwest Center so they can enjoy the activities we have to offer I want to congratulate Jones High School football seniors all 17 of the seniors on the football team have all signed a college and this week last week we had a signing day with them and each one of them got a proclamation just to sh you know reward them for their great efforts not only for a great football season but as well as education being and going off to college um I'm grateful for tax literacy Coalition the greater Orlando Alliance of black accountants and Orange County alumni chapter of the Deltas they offer free tax preparation so I want to talk about it it's both sessions are in commissioner Burns District um but the residents I just want to make sure everyone is aware um on the 1st of March the 29th of March it's going to be at the Grand Avenue Center and then every Sunday at the Smith Center um it's a first come first serve no appointment needed um I want to thank the Orlando bike Coalition and congratulate them they celebrated 10 years of advocacy um encouraging municipalities to create a better more walkable bikable city um of course no one talked about it I'm the prob I guess I'm the big Sports fanatic I want to congratulate the Philadelphia Eagles for winning the Super Bowl but more important ly here but here's the important part so Jaylen Carter is from locally right here in Apopka and he's one of he's one of the best in the nation so he's from right here in apka last Sunday him and I um had a pro bowl a pre a tailgating party for Pro Bowl so more specifically I want to congratulate Jaylen um for making Central Florida proud um so a couple of events that are coming up tomorrow there are two events happening at the same time um so you pick your choice or you can go to one and go to the other we will be having a black history celebration at new Covenant Baptist Church it's going to be a gospel show at 5:30 I want to thank Marcia hope Goodwin and the work that she does in her office and the uh Louise and the Multicultural office for the hard work that they put on um in ensuring that we have a lot of great events and that the community is engaged for every month of Celebration from black history to now we're in um from Martin Luther King to all the hard work that Mercia and her office does so we will be at New Covenant Baptist Church but then if you want to come over we also be at the J I'll be at the Jackson center tomorrow at 6:00 pm. for the Chiefs District 5 update on land Police Department um if you're not doing anything this Saturday there are two big things happening one in the morning and then one in the evening so we'll be at the Callahan Center at 10:30 a.m. um for those that don't know the Callahan Center is the first High School Jones High School in the community so we will be placing a historical marker there at 10:30 a.m. and then in the afternoon we be over at Lake ladun for a movie in the park 6:30 be there at 6:00 for the movie in the park um as commissioner Stewart mentioned kimley horn conducted a West Colonial Corridor study and basically we want to figure out how do we Revitalize Colonial so kimley horn has conducted their study we're going to review it with the community and kind of get the community's input there will be three different sessions February 18th will be at the heart of West Lakes at 9:00 a.m. and then we'll be there again at 12:00 p.m. and then there will be an online session on February 19th to get information about anything I just mentioned take out your phones and follow Orlando District 5 on Instagram and Facebook everything is there you can also reach out to my office District 5 orlando.eye downtown and continue to have a thriving downtown vibrant downtown by opening the roads and collaboratively making it work including transfit out don't want to leave transportation out this has been a long time coming we will continue to look at the pros the cons and we will continue to hear from the residents and the businesses on how we continue to move the entire downtown together forward uh onto the agenda I'm excited to see the sunshine Corridor um it's really important that we Bridge the East West Transportation Gap and that is all have mayor thank you commissioner commissioner Burns all right thank you mayor good afternoon everyone um first mayor I'd just like to express my uh heartfelt condolences they go out to uh Pastor Bill Coral uh First Baptist Church of Orlando and the coral family for the pic tragic passing of his uh wife Miss uh Lucy Pat curl they uh she was the victim of a home invasion and assault um my heart was broken to hear this news because uh Bill and Lucy Pat have always been supportive of me and two of the kindest uh gist people you will will ever meet um you know but I do want to thank the uh Orlando Police Department I find officers uh for the great police work that they did apprehend apprehending the perpetrator I believe within less than 14 hours so uh DC Quinn Harry uh please express uh my gratitude and appreciation to Chief Smith and the other officers um you know because every resident deserves to feel safe in their home uh this uh heinous crime must be taken seriously and prosecuted to the uh greatest extent of the law and I feel comfortable that that will happen but also I'm looking forward to collaborating with the community uh and law enforcement to make sure district 6 and the greater City the great city of Orlando and everyone especially elderly population um are safe and our elderly they're often times more vulnerable to attacks and targeting so I urge everyone to keep an eye out on your neighbors check on them if you hadn't seen them for a few days you're used to seeing them please go go check on them uh also in conjunction with this next Saturday OPD will be hosting a um kind of a Al of Catalina meet and greet uh with all district police Liaisons in the neighborhood watch to encourage neighborhood watch but also to provide some uh crime preventing tips to that Community because it is kind of a uh more of a senior community I live in that Community I don't consider myself a senior yet um but it is we do have a lot of seniors in that in that community so again thank you to OPD for for their great work um also tomorrow uh i' would like to say congratulations we have the crime prevention Awards tomorrow and uh congratulations to to Johnson Village uh president Sonia Stevenson Sonia Stevenson who's been recognized for her crime prevention efforts in district 6 um also looking forward to the black history celebration happening tomorrow at New Covenant Baptist Church uh then I have satellite office outs at El Claudia Allen Center uh the next two will be Wednesday uh February 12th and then Wednesday February the 24th so please if you want to to meet with me and my staff uh outside of city of Orlando just reach out to us and we'll make ourselves available also we're preparing for the um Orlando Police Chiefs meeting which will be Monday February 17th uh from 6 to8 at the James R Smith Center and may on the agenda uh I just would like to acknowledge and thank the citizens advisory appointees for their uh acceptance and willingness to serve our city in this capacity also support uh the appointment of commissioner Ortiz to the uh affordable housing advisory committee and just like to say thank you as well to uh commissioner gray for your service on that that very important committee uh and then at may as you mentioned uh J2 I express my support for our portion of the funding of the sunshine quarter I think it's uh if we do realize that um that project comes to fruition it will be definitely a game Cher for uh for Orlando and the central Flor Florida area so uh that's all I have mayor thank you commissioner commissioner Grant mayor thank you with your permission I'd like to yield my time to commission Ortiz so he can work on pronouncing that compound we're trying to get rid of you got five minutes go right I think you can do it you can do it look one of the great things about being the last on the list is is you two thank you mayor happy to good afternoon Commissioners uh so item two this is an award to OU uh as we continue to look to make down Town more sustainable uh brighter more safe and all the things that we look to enhance livability within the area um this is for some lighting upgrades in a variety of areas of downtown as we look to both upgrade the fixtures the poles as well as switch from the older uh high pressure sodium lights to newer technology which is led the specific areas that we're looking to upgrade are on Amelia Central Garland Terry Lake do lucern Circle Magnolia South Wall Street Washington in West Morland uh the total cost of those improvements uh is estimated not to exceed $1.5 million uh and I'm happy to address any questions second motion by commissioner Rose second by commissioner Sheen question uh commissioner Stewart um Dave let me just say thank you for sting me over the map I appreciate that I got it and uh and those are wonderfully key areas that y'all have selected and I appreciate that just want to say thank you thank you further discussion commissioner Ortiz you kind of refresh my memory on this one I think thank you David I just wanted to expand on what you just said uh because a lot of people don't get the difference between the low pressure sodium and the LED and low pressure sodium is those Amber looking lights and uh for police is it's pretty hard also when they're out there patrolling and whatnot let's say somebody's wearing a great shirt it could look like it's blue like it's you know different colors and so you don't get an accurate description of of a person or whatever it is that you're looking at so this is um is great for the the community as a whole in terms of safety so that's it further discussion hearing none all in favor of the motion to indicate so by saying I I those opposed so the motion carries any further business David that is all mayor and we will stand adjourned as to the CR and we will reconvene the city council meeting um first items are hearings ordinances second reading Madam clerk would you read the first ordinance ordinance number 2025-the an ordinance of the city council of the city of Orlando Florida amending the city's adopted growth management plan to change the future land use map designation for approximately 0.42 acres of land generally located north of West Central Boulevard East of North pamore Avenue South of West Washington Street and West of North Terry Avenue further amending the growth management plan to remove said property from the boundaries of sub area policy s. 6.1 providing for Amendment of the city's growth management plan providing for cability corre error and in effective te motion by commissioner Rose second by commissioner Shen okay I do have a number of people that would like to speak on this issue uh first up is Andrew sagona uh he has indicated that he's attending my zoom can you hear me you recognize Mr sagona I see him in the waiting area Mr sagona are you able to hear me I can hear you now okay I apologize um my name is Andrew sigona I am a resident of Orlando and I have been for 14 years I'll keep my comments brief I'm beyond thrilled that Orlando is making this push to redevelop the former Work Release facility to become a much needed shelter for people who are homeless our city and our society as a whole benefits when everyone does better and giving people stable housing is foundational to making that happen uh commissioner Perez mentioned that earlier in his or commissioner Ortiz I apologize mentioned that in his invocation earlier that we should look out for people who are homeless I understand the trepidation uh that people in that area might have uh for this facility I would just note that this is the second time in recent months that the city has tried to create a homeless shelter the previous one was on Washington streets Street and I understand Orlando Health has said we are committed to working with Orlando and Orange County leaders on alternative sites that would be more appropriate for this type of service my comments today are more directed toward Orlando Health and anyone that is against this push I would just say personally at the end of the day I just want there to be a homeless shelter somewhere if you are so opposed to it being at this location stand up and create a suggestion of okay we have this land here we'll donate this land to create a homeless shelter don't just pretend don't try to stop this and then do nothing Orlando Health you are a great facility I've been to your facilities before but if you are truly wanting to be a part of this city you have I'm going to hold you to what you said in your word that you are going to work on alternative sites don't just let this stop here and again for people who are living in that area I understand that there can be some fear of safety in whichever which I think can be unfounded but keep working if you are so against it being at this particular location donate money try and find some way to create a homeless shelter anywhere in Orlando just so people have a place to stay Thank you thank you okay Chelsea cantilli and then Octavian canelli Octavian was trying to get out of work I don't know if he's going to make it so I'll read you my statements Chelsea canelli 443 Page Street um this is on Paramore so um recently our neighbors in Paramore invited us to visit their community and see the devastation and blight their homeless shelters have brought we did and saw so many Bleak people standing in the streets piles of garbage stolen shopping carts and even in front of one of the facilities open sewage pouring onto the sidewalk which we documented and I don't want to hear nonsense about how a shelter will vacuum people off the streets our problem is not with women and children or people who need help getting back on their feet but with the chronically homeless chronically addicted to alcohol and drugs they have to buy these substances and since they don't work the only way is panhandling and theft there is nothing to prevent this and even if more shelters reduce the amount of crime on the streets then Paramore District 5 would be asking for more shelters for themselves rather than a opposing them our neighbors told us the city chose Paramore because it's a historically black and low-income neighborhood so they thought they could get away with it now they have over 200 sex offenders on sidewalks where their children have to walk to school they said quote look at what the city did to our community and don't let it happen in your community in January multiple of my neighbors reported an erratic vagrant in Wade view park next to the playground and blankner and boon at one point he was yelling outside a porta turns out he's a convicted felon who spent over 15 years in prison sered two concurrent 15year sentences which I think should have been 30 but was released a few months ago in February in the middle of the day the same man knocked on our neighbor's door posing as a community service officer the homeowner an elderly woman was alone and asked for his ID at which point he forced injury and beat her severely she spent a few days in the ICU at ORMC but sadly come to her injuries she was an 85-year-old pastor's wife police found this violent criminal sleeping in a shed nearby Paramore doesn't deserve this you should stop doing it to them none of us deserve this if an Administration can't control crime then we don't have a functioning government this is your legacy crime blight violence and death if you do not control this but you can still turn this around cancel this terrible Mega shelter idea and focus on small local shelters in the various towns and surrounding orange semal and oila counties don't pick everyone up take them far away from their communities and drop them off in downtown Orlando and that was the last I had prepared but I will say that the last speaker who was in favor of the shelter did not give his address so I don't know if he lives in my area or not okay Mr canelli is not here is that what you said okay Lana gelzer first one thank you Lana gelzer 815 Hill Street um today I come before you on this ordinance uh s 6.1 that policy is something the late Miss Woodley and a lot of people fought to keep more shelters coming into pmore and it was rescinded almost seven years ago so what we have noticed is when you want to do something to a community all you do is change the policies and the ordinances and you never do a true impact study on the effects of your decisions when I was here before you two weeks ago it was a laughing matter for some of the council members it's not a laughing matter because I'm having to pay additional money for security and to protect my property just like you want yours protected I want mine protected so I say to this Council why do you just keep saying you about transparency and you care about all of our Orlando based on your history you care about the east side of Orlando not the West Side especially not a community that's predominantly African-American or those individuals are considered income challenged because you can do it does not mean you should do it and I'm here to say how much more do one Community have to deal with why will you not uphold the rules and regulations that were put in place for the reason we fought at one time that was 1,500 beds servicing the houseless population 1,400 was in Paramore a 1.4 square mile Community why do we have to bear the grunt the bun everything to make you feel comfortable and if you're not comfortable do something about it stop allowing yourselves and your special interest groups to destroy the community that has raised great people but more so where's your conscience where is your conscience the policy was there for a reason and all you do is when you want to do something is change the ordinance and say it's not go and no independent no independent impact study so I say to you shame on you all but this is not a laughing matter and it needs to stop so I'm holding you all accountable and for the record I know you're going to vote against the people again cuz that's what you do but eventually it will catch up with you and it is catching up with you have a blessed day okay that's all the speakers we an ordinance of the city council of the city of Orlando Florida amending and restating the Land Development regulations of the Coalition for the homeless men service center plan development relating to certain land generally located west of North Terry Avenue East of North Paramore Avenue North of West Central Boulevard and South of Aussie Street and comprised of approximately 4.98 acres of land providing for Amendment of the city's official zoning map providing for severability correction of scrier error permit disclaimer and an effective de motion by commissioner Rose second by commissioner apologize for not stating my address earlier is 1627 reach Drive Apartment 33 in Orlando uh I will fully admit um I I will fully admit when I have overlooked a a point of view and I will admit that after seeing the two pre two prior speakers um I I had not consider truly um the impact that a shelter would have and how the city of Paramore has been affected previously and I do apologize for not taking that into account I will say however I My ultimate point I just want there to be a homeless shelter it may not be in Paramore that is totally fine I My ultimate goal and the reason why I'm speaking today is I just want there to be a continued push whether it's in Paramore or not whether it's constructing a new building elsewhere to create some kind of a safe haven and a space for people who are homeless I understand that there are people who are homeless who are convicted CRI criminals that some of the speakers have brought upe previous to this and I understand that that can be a problem and everyone on this planet wants to feel safe I I'll just reiterate again a rambling a little bit but please continue this push whether it's at this facility or a different location I just encourage the mayor the Commissioners anyone listening to this keep pushing for a homeless shelter somewhere because even if this does not go through or if even if this does not go through this should still be an effort for the city to help the people who need it the most thank you very much thank you Lana gelzer Lana GS at 815 Hill Street 9,000 square fot facility that was on the first you're changing it that's what you're building I'm just concerned how tall is that building going to be and what happened to the rules and regulations to protect any Community when it's called step down when you have a building that's 30 stories by I4 and you have another building that's on only four stories then but at Terry and then you can have a building at seven stories that's a violation of your ordinance and policies but you'll just change them like you've done for UCF CU we have 11 story facilities that shouldn't be there cuz they're taller than Bob cop uh Bob car or whatever we call it today so you've had things in place but you just change them you think no one's watching or that you don't care so why if we're about the houseless why do we need an office facility most people work from home what services are you going to bring because remember in that ordinance that you resend it it was not supposed to be expansions of any more Social Services Program in the Paramon Community that's that 1.4 square mile radius so what you've done is opened us up to be The Dumping Ground for everything possible and yet we don't have the proper draining infrastructure sidewalks sewer you name it can't get your roads pav in a timely mount it took you 40 years to pave my road in front of my child care facility which is in the CRA Zone business owner for 45 plus years so I know how you treat certain communities because you've done it to me and others so here we go again it's going to do what you will not do the true study and you do not care about the impact on the citizens that it has because if you did you would talk to us and not tell us what's best for us and you will come to downtown Paramore in the evening or during the day when they have to be let out of the shelter and be around our community and see what they do all the trash we have to pick up if you had a plan to work with us maybe we wouldn't be resentful about the process but you never do you just tell us to deal with it with your vote so we're just saying to you why you need an office facility why 9,000 square ft why did you resend the ordinance to protect one community and why do you keep using us as The Dumping Ground for everything else but yet we don't see our share of resources coming to our community oh yes we do soccer stadium andway stadium that kind of stuff but not what the community General zoning district with the Waka overlay District providing for Amendment of the city's official zoning Maps providing for cability correction of scrier error permit disclaimer and an effective the wetlands something I very cons concerned about when it comes to flooding so you're taking something from a residential to an industrial so that means more concrete removal more trees pce maybe a decent retention pond that's creating man-made flooding I don't want to hear about the 500 flood 500 year flooding you're the cause of flooding you're the cause of flooding when you remove what was there to protect the communities it's you with your vote and so they want to Bild can we not do it somewhere else why the Wetland what national protected you call them weak but they've been working for hundreds of years thousands a year before you had anything to do with it see we fa to understand the footprint as man is so small but the damage that you're doing to this planet is so large and can it be reversed you most likely won't be here when it really gets serious but the people people that you're supposed to protect and care about will have to deal with it I'll say this yeah I got an EPA Grant to deal with the air quality and Mer Drive is one of them because of the removal of the trees but I've also just recently got another one to deal with man-made flooding and sunrise level the sea rise level what is causing water got to go somewhere and so when you keep changing the zone ownings to build what you want all you're doing is making it easier for more flooding and the community that needs the most protecting is the community that you do the damage to so do you really say cuz we know M when people talk about sustainability and we're about a sustainable community in the city and we got trees and that then why you took away 8,000 trees to build what some tennis courts to create some more housing maybe but mostly industrial businesses we say one thing but your actions do another and your actions are saying we don't care the effects of the community and the environment and the climate I'm not afraid to say that word my fund is not attached to that and the impact on the footprint of what you're doing to our community in the city of Orlando we're not City beautiful we City whatever you want you get if you're the special interest groups and we don't care who it affects knows I get a vote or I get some campaign contributions or I get a park or I get something in my community but see you all vote on what has affecting everybody in the city stand up and do the right
