good afternoon welcome to the meeting of the assisted housing governing board which will meet before today's formal council meeting we will call the meeting to order and will the clerk please call the here chairwoman gallego here we are excited to welcome donna magaard to this board thank you for your service donna donna has served the city in many capacities already including serving on a tenant council as a resident advisory board member since 2019 and she is currently on the formal hearing panel for the housing department as a resident representative which she has now served since 2017 she is a retired certified aircraft maintenance technician and has a long history of customer service and finance with mutual funds so we are certainly lucky to have her serving with us thank you donna and welcome donna replaces mrs ruth wiesehand who served on the assisted housing governing board for many years and we appreciate her service as well and donna to welcome you would you be willing to everybody my name is mario i will be serving as today's spanish interpreter i'm going to take this moment now to introduce myself to our spanish-speaking audience my name is mario barajas thank you mario i will ask the city clerk to read the 24-hour paragraph and then turn to our city attorney to explain the role of public comment the titles of the following ordinance and resolution numbers on foundation a partnership related to entrepreneurship vice mayor do we have a motion motion to approve item nine okay and noting that councilwoman pastor will not be participating in this vote any questions or comments roll call i'm sorry yes justice you yes stark yes waring yes can you hear me yes i can now thank you garcia passes 7-0 item number 20 is a proposed cave creek road and dynamite boulevard annexation in district 2. we will open the public hearing we do not have any members of the public to address the council on this item so i will close the public hearing there will be no action at today's council meeting we next move to item 21 which is a proposed annexation in district 8. i will open the public hearing we don't have any members of the public to address the council so i will close the public hearing and again there is no action on this item today item 34 is human positions in the human services department vice mayor do we have a motion motion to approve item 34 second motion a second any discussion roll call i'm sorry yes decisio no yes o'brien i may explain my vote please do i just want to say that it's not that i do not support the human services department or that i don't value the work of these six positions and that what they're doing for our low-income residents in need of energy assistance my concern is that these six positions were previously temporary and were funded by federal funding dispersed through the arizona department of economic security however what would happen if these funds were to go away this request claims the cost is neutral to the city due to the federal funds coming in i worry how about how we'll pay for these permanent positions being asked of us if and when these funds disappear so with that i vote no pastor an item on the annexation convert positions from temporary to full time in human sources 34. oh i'm sorry that's why i was like what yes stark yes waring garcia may or may explain my vote i want to thank the human services department for all the work they're doing um i think we've been defunding positions like these for a long time so i'm really excited to to make sure that especially during the pandemic our community is finding the resources and the support that they need and so thank you for the human services department for doing the work uh with previous low low low staff or part-time staff and really excited that you're going to be getting more support to continuous important work yes yes passes 6-3 we next move to item 39 the fiscal year 2021-26 public art plan vice mayor do we have a motion motion to approve item 39. again we have a motion and a second from councilwoman gordado this is a exciting item that i look forward to every year we have a important program in the city that allocates one percent of the city's capital improvement program budget to public art and it has helped us create a amazing airport as well as strong facilities throughout the city this year's plan has many exciting projects including a cool corridor art project that will help make our city more comfortable during hot times a um eastlake park civil rights memorial retrofit to make sure we continue to invest in a very important place in this community that honors our history tres rios wetlands educational art project and several new and continuing projects that will help with our well sites our canals and our parks 61 of the professionals involved in these projects are arizonans but it also brings artists from across the country to help improve and invest in phoenix so i look forward to supporting this council member comments i'm sorry yes to cecio yes yes o'brien pastor stark f wearing did you hear me no thank you garcia yes diego passes 8-1 next move to item 41 which is a grant related to invasive plants and fire management we will turn to councilwoman o'brien to introduce the item and for a motion i moved to approve item number 41 and just wanted to give a quick statement of support for this item and all of our preventive measures measures we put into place to help keep wild desert fires from impacting our community currently there are about 22 named fires burning all through the state of arizona and it was just a little over a year ago our town neighbors to the northeast cave creek and carefree were threatened with major fires forcing many to evacuate just over two years ago our brave firefighters fought a fire in deemed hills which threaten the communities of stenson hills in stetson valley preventative fire management is key to keeping our community safe so i just wanted to thank the parks department staff who put this together and to pray for all of our firefighters across arizona who are currently spread so thin but working so hard to keep every arizonan safe and did you make a motion i did i moved to approve the item section we have a motion and a second and this could not come at a more important time with our state experiencing so many wildfires and becoming extremely important that we do what we can on the preventative side additional comments we'll call i'm sorry yes deceasio yes o'brien yes pastor stark yes waring i apologize councilman yes thank you garcia yes there you go that says nine zero we next move to item 44 which is in council district 7 related to afford an affordable housing project i'll turn to councilwoman i'm sorry mayor i just wanted to take a few minutes to thank everyone who's been involved with this very exciting project that's coming to south phoenix along the future light rail i have been able to meet with the folks at sunland flats even before i got elected and i just wanted to thank chris mackey and her team the phoenix ida phoenix community development and investment corporation for helping to get this project to the finish line there will be 90 units in this project and they will serve working families in our community and they're a very important step to make sure that we stay on course to meet the phoenix housing plan goals in meeting with the folks at sunland flats i learned a lot about the unique site constraints and challenges that they've been facing pre-construction knowing the rich history of south phoenix you might not be surprised to hear that many archaeological artifacts and human remains have actually been uncovered at the site which came with significant added costs but they have been able to strike a thoughtful partnership with the pueblo ground museum to make sure that history is preserved so i'm very excited to see them break ground fingers crossed in a few short weeks in july so i will be supporting this motion thank you wonderful thank you do we have a motion i move to approve item 44. we have a motion and a second any additional comments roll call i'm sorry yes decisio o'brien yes pastor stark waring yes garcia yes diego that says 9-0 next move to item 52 which is related to neighborhood block watch grants i will turn to councilwoman stark thank you mayor um i just have a few comments and then i do have a motion first and foremost i want to thank the oversight committee for reevaluating the grant proposals the committee as we all know is comprised of city residents who to pour through these grants and it's a lot of work and again they're volunteers it was a difficult year because of the pandemic and trying to review them over the webix i want to thank them profusely i appreciate everything they do with that i want to make a motion to approve the block watch grants with a score lowered to 3.75 and remove the bernard black neighborhood association cesar chavez high school so we have a separate motion on that councilwoman pastor has a potential conflict on that particular grant application again second we have a motion and a second council member comments councilwoman i'm sorry mayor um i just want to echo councilwoman stark and give a huge thank you to everyone on this committee i also know that it's a tremendous amount of work two of the members of the board are one of them is a district seven resident jennifer rouse and another great community leader carmen arias and i've heard quite a bit from them about the work that goes into this and and how difficult it was during the pandemic i've also heard from them just the importance you know learn it learned a lot about the importance of block watches in our community and in district seven our block watches do really great work um we've been reached out to by several of these organizations like the sisa puede neighborhood association who are fairly new applicants they're new to this process and over 10 years strong awardees like the roosevelt action association who just mentioned you know how different the process was this year and the challenges they faced with kovid and where they couldn't be in the same room and have discussions that typically help with the application process so because of this i'm in full support of councilwoman stark's motion i hope that our offices can work together and make this process easier in the future to navigate so that all of these tremendous community organizations and and groups can continue to meet and and keep our communities healthy and strong so thank you again to everyone thank you councilwoman we do have two members of the public to address the council on this item we'll begin with catherine barrett followed by caroline thank you before we start i would like the committee to know that i am a city committee woman for ld 28 in the desert cove district precinct several members have asked me to address the issue of the block watch grant and the conditions in our district one family at 11015 north 11th place has experienced traumatic times with a house fire and death as neighbors and friends we appreciate with what they have lived with day to day in the last six years and this impact has hit all residents of the area the mayor has taken a pledge to reduce the protective costs of citizens by cutting the police budget all while supporting black lives matter a known activist group with many claims of criminal damage the grant being sought will be a federal grant meaning additional taxes at some time the citizens are now being taxed for police protection and the savings is not being passed on with a roll reduced roll yet another quote self-financing plan to be sought with a grant then our federal taxes will go up in our district living conditions have deteriorated and we are left to deal with them rightly or wrongly for six years in the last three years we have been advised by two real estate agent companies along with one appraiser on a select property that they have stated the value has decreased by two hundred and fifty thousand dollars in a media frenzy market one even commented that our street is without a doubt one of the worst in phoenix but our taxes didn't and that's for another day the lack of concerns for 15 years has been demonstrated with repeated calls to miss deborah stark our elected councilwoman in our neighborhood speaker on this item will be caroline hi thank you so much uh mayor gallego and um council for uh the reconsideration we are just so excited is being part of the city downtown city precinct being in roosevelt and these funds are really important to the work that we've been doing and that we just continue to do it and we are grateful so thank you so much we appreciate it thank you caroline thank you to our block watch oversight committee as well as all of the block watches that work hard for their communities and have put together some exciting grants that will help create a safer community mayor we really appreciate the people who yes i apologize it does appear we do have one more speaker oh okay mark davis oh wonderful mark davis all right council and uh mayor um three-peat caroline and and uh so excited to have our block watch karan skin through uh constant improvement on improving these applications over the years and i apologize i lost my voice the sun's game was just so nuts last night um anyway thank you again bye thank you mark we we've had a lot of horse people around the city hall but but also a lot of smiles today um so thank you for that important testimony and and for helping create a great great city this is a great program that we're able to do because yes o'brien here may i explain my vote please do today i'll be voting no on this because uh the data provided from the pilot project so that there was a an ex there are expenses to the city it's not net cost neutral to the city i look forward to the opportunity to evaluate data again in a year and see how it is then but at this point i'll be voting now past store garcia yes diego passes six three sixth street we next move to item 72 which is a final plot in levine at 35th avenue in southern in district 7 where we do have mark rodriguez to provide public comment i will turn to councilwoman city council how are you doing today we are great mark uh what's up doc it's because i'm a cartoon fan because i was trying to reference the cartoons because i'm just here about the the 35th avenue and base i mean southern that we used to shop but we shop over there at that walmart and dollar tree and all that stuff and i heard they're gonna make a mcdonald's over there and all that stuff and i always shop over there on 35th avenue in southern is because it's kind of having fun to shop over there i take the bus all the way to there and all that stuff because it's all that you know it's because i'm a fan of going over there because and also a shout out to yasmin asari carlos garcia betty wangado laura pastor debra stark and anne o'brien which i both wanted to meet them real soon jim waring sal diseasio too i respect this al but still not a fan of him but i respect to you mayor and the city council and i hope you say you can ask me questions and all that stuff even though i'm a casual politician fan just because i'm a fan of all of you guys and i wish i want to see you guys again and i hope i hope i'll see you guys real soon for this stuff and that's all for me that's all folks mayor okay thank you mr rodriguez councilwoman stark can i ask him one question are you still on are you still on the line i just want to make sure yeah what's up scott all right i just want to the final item of today's council meeting item 78 and we'll turn to councilman dececio thank you mayor and thank you for giving me the opportunity to make the motion here and i'm going to be very brief the salvation army has done an amazing job in our community and we all have this certain level of discretionary funds that we can pick and choose organizations that we've worked with in the past and or city departments where we feel that there's a need and the salvation army identified an area where they had no funds but they needed the funds necessary to be able to help some individuals that are part of the homeless community and just felt it was a strong need to be able to donate some of those dollars directly to the salvation army so to help them get give them a little bit of a boost so god bless them for all the work that they do they are the true angels along with others in our community but they are angels and they do so much for us and they do so much for those that are in need and so i'm happy to make the motion here to approve the item 78 mirror second we have a motion and a second from councilwoman stark we do have mandy from the salvation army here to provide public comments so we'll go to mandy hi everyone thanks so much for allowing me to speak my name is mandy porter griffith and i'm the director of the salvation army family services here in phoenix and one of our programs is our emergency shelter which is what this this funding will go towards and we just want to extend our sincerest gratitude to councilman decisio for his support of individuals who are experiencing homelessness this donation would go to provide resources to hundreds of families who are struggling to overcome poverty we've made a list of things that we would be spending this on they're all very practical needs beds cribs a therapy couch things like that so we we do have a list that we've sent to the councilman and every year our shelter serves over 200 unique families that are experiencing homelessness and we serve more than 26 000 meals and we're the only shelter in phoenix that can handle families greater than six people so we do accommodate those larger families and currently we have 21 moms eight dads and 53 children on site right now and we are seeing a growing list a growing waitlist as evictions are happening and as people you know have struggled to maintain employment through kobed um we've seen an additional need so this would really help us to be able to meet that need and we just want to say thank you so much for thinking of us and to the members of the city council thank you for all you do it's a pleasure to to serve the city thank you mandy and please thank all of those who are working with you on these really vital vital work additional comments roll call i'm sorry yes decision stark yes waring garcia yes diego this is 9-0 that is today's final agendaized item we are adjourned we're all friends and we formed a club we called it the flamingo club [Music] sylvester herrera is probably the most respected and best known recipient of the congressional medal of honor in the state of arizona he was in world war ii at which time he lost both limbs and was able crawl up the hillside and saved all of his buddies i was talking to him one day and i said sylvester once you had lost both your legs you were dragging your legs why didn't you ask for a corpsman to help you or something why did you keep on charging up that mountain and crawling up that mountain he said because that was my job barry goldwater was not only a good friend and a member of post 41 but a big supporter whenever we needed some help and everything else we could ask barry to help us i remember my dad uh telling me when they were getting together from forum post 41. says barry goldwater says we would not have what we have it wasn't for you guys he was talking about the mexicans one thing my father always told me was you're as good as anyone don't ever let anybody tell you different i think it comes from his experiences of being in war and suffering through prisoner of war camps but who provided the human energy you know who provided the very necessary labor to make all of this work and you can whether you look at the farms or you look at at the growth of the city who built the streets who did the heavy labor for building the buildings who dug the ditches [Music] without the mexicans phoenix would not be what it is you [Music] baby [Music] bye
