council member Coombs to approve the minutes for February 3rd 13 2023 discussion mayor um councilman Maria uh just one edit um at the end I had referenced a conference that was going up and I think they got the name wrong so I just want to make sure that the right name is reflected it's Royal up um I don't remember what it says now but it was wrong I can is there any objection to the change very well a question before us is the approval of the Menace as amended further discussion seeing none call for the question on the approval of the minutes for February 13 2023. mayor Kaufman mayor Rochas the motion passes to adopt the February 13th 2023 minutes all right Animal Services I think we have a new member of our city council I don't know here we go oh very cute hi everyone Miss Dorothy Berry I'm the shelter supervisor for the Aurora animal shelter right now walking around with officer Caldwell is Cali Cali is a two-year-old believed to be lab greyhound Shepherd potential mix and she was an owner surrender to us unfortunately when her family was moving out of state and could not take her with Cali is really wonderful with kids and she really enjoys the company of other dogs though she has never been around cats we do things she would most likely be successful right now our shelter is doing an adoption special for all animals six months and older as 50 percent off through St Patrick's Day so if you're looking for a new friend you should come down and see what we got all right thank you very much mayor didn't mookie need a friend I think moogie would be resentful there was another dog there uh proclamations thank you I've had children and you don't have a dog colon cancer awareness month Sharon Wilson of the Colorado cancer coalition ready for bed whereas uh colorectal cancer also called colon cancer is the second leading cause of cancer deaths in the United States among men and women combined and though there is no cure colorectal cancer is one of the few cancers that can be prevented with timely screenings and whereas in 2020 over 145 000 people were diagnosed with and over 53 000 people died of colorectal cancer and whereas persons under 50 years of age or 58 percent more likely than older patients to be diagnosed with late stage disease stage 3 and stage four and whereas one in three people are not up to date with colorectal cancer screening though affordable take home options exist in 60 percent of deaths can be prevented and with screening and whereas colorectal cancer incidents and mortality rates are disproportionately higher among racial and ethnic minorities black Americans are about 20 percent more likely to be diagnosed with colorectal cancer and 40 percent are more likely to die indigenous communities have higher rates of colorectal cancer than their white counterparts and Ashkenazi Eastern European Jews have one of the highest risk of colorectal cancers of any ethnic group in the world and whereas observing colorectal cancer awareness month in March 2023 is intended to raise awareness of this deadly disease and to encourage all of orange to schedule a colon cancer screening as soon as possible now therefore I'm Mike coffin mayor of the city of Aurora Colorado urged all citizens to take an active role in preventing this disease and hereby Proclaim March 2023 as Colo colon cancer awareness month a witness wherever I have hearing to set the hand and cause the seal the city of Aurora Colorado to be affixed this 15th day of February 2023 and Karen Wilson thank you so much for all your work on this issue and we'd like to share a few words with us please everyone gets screened if you have a family history of polyps or colon cancer get screened 10 years before they were diagnosed the minimum age is 45. you can get mail-in options you can have colonoscopies but we can prevent so many deaths thank you very much Karen [Applause] a woman History Month whereas uh this month we reflect on and Applause the vast contributions and sacrifices of women worldwide that both publicly and without recognition impact our lives today and whereas a women have led social justice movements made scientific advancements enriched culture and and works of art in literature served with a Valor on battlefields and charted uh bold political policy that have Global have Global impacts for this in generations to come and whereas women of every identity and background lead movements for movements for Freedom suffrage Justice and equal opportunity filling critical gaps to serve all communities and whereas despite the significant contributions the role of women in history and the marks they make on the world each day have been consistently overlooked and intentionally undervalued in academic and academic studies literature in history and were asked since 1987 Congress has declared the month of March a time to reflect on women's suffrage we can expand this opportunity by spreading awareness policy decisions that feel and enables the hate the systemic racism oppression suppression colonialism gerrymandering the inequities and disparities not limited to housing wages water social justice Health Care Mental Health Care education gentrification infrastructure because this is a public record this is a call for the resignations of Mayor sunburg gerinsky zavonik Bergen Gardner Lawson effective immediately uh public advice are there further public environment Zach Heaton followed by andali katahun uh good evening guys uh I might not even have a full three minutes for you this evening just a couple of quick things I wanted to express some gratitude to Mayor Pro tem Gardner something to be said that even when you disagree philosophically with a lot you can still get a cup of coffee and reach consensus done a lot of things so that's great to see I also want to Express gratitude for the nomination to the ad hoc citizens Charter Review Committee I'm looking forward to that starting to get going on that on that note the minutes that I've been requesting now for the third time still aren't there if anyone if we just want to admit that the meeting never took place I'm totally cool with that that's that's fine I mean honestly it has a virtue just if those notes exist there is one geek that will read them so um and then I already discussed access Aurora ticket one three three four three four nine nine with Juan it's in his district um about this giant chunk of ice I'm not so much worried I'm pretty sure access Aurora will take care of the ice and move on with life but what I'm more concerned about is access Aurora when you open that up about an ice ticket there's this giant paragraph of legalese uh that's just like hey it's the it's the HOA and the homeowner and blah blah blah people really don't care about that like you either admit that the hoe and the homeowners are not going to do it and the city takes responsibility or we get out there and start enforcing it because right now the kids walk into Overland and that other tech school next to Overland someone's getting hit by a car that's that's going to be real bad so um beyond that uh happy Monday that's probably a time record so peace in dolly good evening everyone my name is an immigrant and I run a radio station in New York um city of Aurora and I have been here for many many years but I I see new new council members and I see also a prisoner who also help us out on the radio station to be off the ground the reason I'm here today is just to find out exactly um two years ago March 1st Actually March 31st we're being told to leave the oral cultural facility and since then until today I've not heard anything and just to come up to of course the reason I didn't come last year was covid and some other issues since everything was online but I'm here today to in person to find out exactly to that facility since we'll be we've been situated there with the help of the previous council member of Richard Richard and I was so the previous mayor Mr Mayor Hogan and also Crystal and Angela's here and others also but the reason I'm here my concern is the facilities has not been we've still been told to live from that day on and we were promised to return as a tenant back you'll find a little money you give them 150 000 to renovate that place and last time I heard from the facility folks that uh they're managing it was in August last year um it's been two years but I'm just to put you to concern that does not very disappointing because moving the radio station is just moving an operating room with the patients you're operating it's just a lot of not working in they told me to leave and first they said we can stay there until they do an intervention some lady just turned their mind and told us to you guys have to leave and and the building is not really friendly to move some equipment right away because that place is not even 80s is required they don't have any no elevator downstairs or anything so it was very difficult so but I'm just putting this to you guys and see what your your friend it was it was doable it was meant to kick us out it you know I just I felt very disappointed that the folks was managing there because um maybe I'm a very soft-spoken person I don't say anything but but it wasn't um it wasn't very helpful because the radio station is very helpful to the community especially during the covet we have very information that you know stay home a lot of people listen to radio so more balungo you know of course this is an immigrant radio station so we're very we are very very vibrant in our community as you know we are very small population in the community but we Ethiopians are very uh when we're in the community so this radio station made so especially now these days not only to the older folks but to Young Generation because they tend to listen to very important so that's why I'm here and I'm very concerned about what happened so I just wanted to make sure I don't mean to for you guys to respond to me to me whoever responsible to get back to you but that's that's the reason I'm here thank you further public invited to be heard no adoption of the agenda mayor councilmember Jim Gardner thank you uh motion to approve the agenda removing item 16a and continuing that item indefinitely second um 16a it's been moved by councilman Gardner uh second by councilmember Bergen to is it remove item number 16a I'm sorry remove it from the agenda and continue it indefinitely mayor substitute motion uh councilman Maria uh to approve the agenda as is um point of order well is that a substitute there it's a non-debatable motion okay so then um it's been um moved by councilman Maria a substitute of motion to approve the agenda as is is there a second to that second and second by councilmember Combs mayor uh reporter councilmember Bergen yes it is from the city attorney because I thought that motion was a non-debatable motion um I don't think a substitute is is not the substitute the one that um or mayor Pro tem Gardner made I believe is non-debatable I don't believe so I read it in Robert's Rules today okay please so Council rules actually change that so that is a debatable motion under the city council's own rules I don't know Garfield no the the actual Council rules so so that is actually a debatable motion and not undergarment well Garfield it refers to Garfield and but there's a separate section that takes out of Garfield and makes it debatable okay thank you um I would urge my colleagues to vote no um we've we've uh heard this item multiple times um they were one of the highest Awards we gave to any non-profit um we don't need to continue uh talking about it so I would urge my colleagues to vote no on this motion mayor councilman comes um so the reason that this was called up for reconsideration was due to procedural confusion and I reached out to the City attorney who confirmed that yes that is a legitimate reason for um for reconsidering an item if there was procedural confusion on the original vote that constitutes new information for a reconsideration I don't believe that there to the ability to reconsider an item that can can be bought it can only be bought forward by somebody who voted in the affirmative I think for that issue and there doesn't have to give a rationale for that further discussion well mayor yes sorry you voted on that at your last meeting so it's currently on the agenda right so right so for uh further discussion I've seen none uh call for the question on the memorial substitute Amendment mayor Kaufman um that motion does not pass to adopt the agenda with five yes votes six no votes the yes votes from council member Medina Marcano Coombs mayor Kaufman and councilmember Modio okay um now we are to the original motion made by the mayor Pro tem is a further discussion on that motion seeing none have somebody um who signed up to speak on 11a4 very well please proceed Tanya tabachek um good evening mayor and council members I just wanted to place my opinion and approval of the 11.8.4 regarding The Preserve and reappear appropriate budget personnel and Ice removal it includes residential snow plowing I know that um as a resident I mean in Aurora we have 24 hours to remove the ice and snow off our sidewalks last time we had a snow I was able to shovel the snow off the sidewalk and so forth but on the curb there was a lot it was like really thick Stone ice and I couldn't unless I poured some salt and even then I had to really jam it to get snow and I don't think it's our responsibility as residents that the city should allow the extra funds to go to get that removed so that the sidewalks we are in fault for the sidewalks being icy so thank you Is there further public inviter we heard no very well um further discussion on the um on demand for Thomas motion mayor uh council member uh McConnell I just want to make sure I heard the motion correctly we're just approving 11a1 and 1182. no uh 1181 to 11 B2 ah okay my apologies can I pull 11a4 11 A4 yes sir oh that's what okay uh further discussion I see none um call for the question on uh 11 A1 the adoption of 11 A1 up to 1183 1185 to 11 B2 the motion passes to adopt the consent calendar with item 11 A4 removed Clark and I please read the top to item number 11a4 item 11 A4 is resolution 2023-24 a resolution of the city council of the city of Aurora Colorado directing the city manager to preserve and reappropriate budget for snow and ice removal including the cost for residential snow plowing a brief presentation by staff on 1184 actually what uh what councilmember Bergen want to bring forward her item I I can I can speak to it if she would not want um thank you I I sponsored this one 1184 yes very well thank you um yeah we had a lot of residents that were concerned about the snow removal and ice buildup in our city and obviously we have limited resources financially in terms of dealing with that issue at our last study session we did have a presentation on some potential solutions that are coming forward on you know allowing Metro districts and HOAs to possibly do their own plowing however it still left leaves a gap even if we move forward with that program so this this basically just re-appropriates any remaining funds from year to year so if we have a light snow year and we have remaining funds it would reappropriate it to the next year and that way we could use it for possibly for Contracting or for chemicals or other materials that we need so we're not in a deficit um further further discussions uh further discussion on uh 1184. mayor uh council member McConnell thank you sir uh and thank you uh council member Bergen for this resolution this is something that I'm generally supported of or supportive of um I just want to bring up that we did discuss this issue in September of 2021 at our uh meeting on the 29th for Taps um so first I want to know why did this skip Taps because if uh you know I like the idea of where this is going but I wanted to get some more information from staff in terms of what our annual Surplus if there is one looks like and how we can ensure that this is going to be used in an equitable fashion because I know that you had serious issues on Ward six I had serious we still have giant patches of ice as you heard from Zachary in Ward four including in Chatsworth right across from where I live so um I wanted to know I guess from staff what would that look like in terms of an annual Surplus and I know part of the 2021 discussion that we had um had different options so one of them was Contracting as opposed to having an in-house snow removal service which staff recommended if we did go this route that that might be the best way to go because we typically only have one major snow event a year however they did make a pretty good case for having a larger appropriation that would include some one-time Monies to procure Capital so like you know some trucks and plows and you know chemicals things of that nature that could then be repurposed for the summer months and I understand that Aurora Water was also interested in maybe put pitching in for that effort because they they would like to bring back an in-house concrete crew because it would realize some cost savings and efficiencies there so I said a lot so Staff first in terms of what our annual overages look like can you talk a little bit about that absolutely I can speak to that it varies considerably from year to year we look back 10 years and I would say recently 2020 through 2022 there's been some savings anywhere between 120 to to in 2021 there was actually 380 000 worth of savings we've had some years where it's where it's gone uh completely the other way in uh 2015 we were over by nearly 200 2 million dollars over our budget but I would say taking out that that uh 2015 year the average uh is that we're saving right around a hundred thousand dollars a year and so I think that given how snow works that that's a that's a reasonable estimate okay um so mayor please proceed thank you so that's good news um so hearing that would it be possible uh mayor I'm sorry mayor pretend council member Bergen um to put this away effectively um in a piggy bank to build up towards that larger Capital cost that was discussed in 2021 because I would love the the opportunity to bring this in-house so that we can benefit Aurora Water but also have this service available for major snow events internally I mean council member yeah thank you um so in talking with staff about this and what was the best way to do it originally we were looking at whether to reappropriate any remaining funds or do a special fund um and and actually in in conversations with staff they preferred to reappropriate it and I was good with that we can still do the other as a separate item as well and certainly add to you know Monies to a fund um to build that up I think In fairness as I mentioned because if we do move forward with the Metro District and HOA being allowed to this is actually it's not not to benefit Ward six it's to be able to have Equity throughout the whole city for you know snow removal ice de-icing and that type of thing because any funds if we had started this for example 10 years ago we probably would have built up you know money because it would roll over year after year so that was the intent behind it so what I'm hearing is a it's a we can do that in the future in the future all right great thank you as a separate issue to be discussed uh further discussion mayor uh remember Tim thank you um yeah I'm I'm a little leery of this um for a couple of different reasons one and I I don't know if Greg you have an answer on this but so take the hundred thousand dollar figure you gave what does that equal in terms of like road miles that we could plow from that I'm assuming not a lot I I don't know the actual answer that I would assume it would not be a lot either we're we're somewhere around two and a half to three million dollars a year yeah in budget so that hundred thousand dollars is not okay and and what my concern and I'm I'm more than willing to try this and see what happens but what my concern is is that are we setting the expectation to our residents that their residential streets are going to get plowed with this because they are not going to get plowed um there are very few if any snow storms every year that need residential street plowing first of all that's the way weather Works in Colorado typically it melts and I don't need to explain that to everybody but my concern is that we're setting that expectation similar to the camping ban we still get emails from residents asking why there's homeless camps on the side of the road when we passed a camping ban and I'm concerned about doing the same thing here we're going to get emails two years from now saying well why did my residential street not get plowed or we'll plow out one year because we have extra left over and then the next year we don't and we're not going to plow it and so residents are never going to know if their Street's going to get plowed or not and so you know I'm willing to try it so I will support it for now but I am worried about the expectation that we're setting with our residents further discussion mayor mayor council member Bergen yeah just to address that um and I appreciate that it it the intent is obviously not to solve residential snow plowing because it would be a drop in the bucket for for what our needs are but it was to help alleviate some of the needs in the department um for you know for the chemicals and and especially with um escalating prices that we've seen in the last few years um that would just um be additional Monies to help in that in that vein further discussion mayor councilor welcome so do we know in years like this where we have had Mr plus a deficit and if we have a deficit what is our approach in that instance sure uh there there have been years where we've had deficits and then we would just cover it and we I may come forward to you with a supplemental if we have a need what this is going to do is kind of build up a little bit more of a uh just a a pot of money just in case we do have a big year I would use all of that pot and we would kind of start back at our normal number if that makes sense um further discussion uh councilmember McConnell thank you sir so just a quick question to the sponsor um why did the skip Taps oh I'm sorry about that um yeah it was because of the just wanting to put it in when we still have snow happening um so I didn't want to get pushed into you know summer or or late spring so um it was not an intent to intentionally skip that committee but I just thought it was more timely further discussion mayor under the scenario um If This Were to move forward we'd be creating some sort of a contingency fund for neighborhood roads is that right is that what essentially be doing it it would act a lot like um the Council of travel and training were unspent Council travel and training gets a carry forward next year so every year I would come back to you in the spring supplemental and go we did not spend 176 thousand dollars here's a supplemental to carry that forward and a question for the sponsor would you be willing to put some of the council fund that we have available toward this to make sure that we don't get in the situation that mayor Pro tem Gardner put in where we put a million dollars from that fund because I don't think Council should have a slush fund while our neighborhood roads aren't being plowed we should make sure that we have enough money and to begin with so that we don't ever get into the situation we are recently and so we could start it with that and then we can add to it in the future if we don't use it all this year which we might not but at least it starts with that million dollars plus whatever's we carry over mayor uh councilman yeah I would definitely um be amenable to that I think that's a really good idea that if we can put additional monies towards that I would be in support further discussion mayor uh mayor for Jim um I'm what is the council slush fund it's a council contingency fund sorry okay further discussion mayor uh councilor Combs our council's contingency fund is not a million dollars three so I'm sorry it's a different phone oh I know this is the 2.7 2.7 the winner one-time Appropriations not right the contingency fund which is something like 15 000. okay thank you further discussion mayor uh remember my recommendation on that or my thought on that would be if that's one of the proposed uses of that 2.7 million put that in the the list of uses and we can vote on that at our April Workshop like we're going to everything else yes further discussion mayor uh council member thank you sir I would agree with what mayor pretend Gardner just said and I would also ask staff if we can bring forward that ask that you all presented to us in 2021 so that we can just compare the two options uh into Taps regarding what it would cost to fully equip you know folks for residential removal and then how we could reuse them in the summer okay all right thank you for the discussion mayor mayor for Jim um Greg a question for you so let's say into the future um we get a lot less snow in that that account really starts to build up um 10 million 12 million what does it just stay forever would it require a council action to move that to something else because at a certain point potentially it could get to where that is a you know a good amount of money that could be used for something else would it require Council action to move that I I do believe that um it may require Council action but it's something that we could do we have put magical words in here that says to the extent that the budget allows yeah and I think that can work both ways yeah okay thank you further discussion sitting down the question before us is the adoption of item passes to adopt item 11a4 well Luke Clark now please read the time to item number 13A item 13A is ordinance 20 2304 an ordinance of the city council of the city of Aurora Colorado amending Section 102 69 of the city code pertaining to compensation of members of the Civil Service Commission um Mr Lance representation okay great good evening city council um my name is Ryan Lantz Human Resources Director and alongside me I have Kim Skaggs with the city attorney's office so this agenda item is related to the Civil Service Commission classification compensation so the ordinance of man city code section 102-69 and it has four items that it's amending the first one is the Civil Service Commission will be considered volunteers and not employees second one is Commissioners hourly pay will be discontinued and replaced with the monthly stipend of 375 dollars for each calendar month in which they are appointed third one with Commissioners will receive a daily stipend of a hundred and eighty four dollars and 43 cents for each day in which a member serves under disciplinary appeal hearing panel and then the fourth one is beginning in January of 2024 the monthly and daily stipend amounts shall be modified annually an amount equal to either one the average cost of living increase or decrease as determined by the United States Department of Labor labor Consumer Price Index or the second one would be the average increase or decrease given to all full-time city employees that are not part of the civil service system and whichever is less of those would be the annual increase so the you this evening is a request by painted Prairie owner LLC to vacate a portion of Orleans Street within the painted Prairie development this is generally located north of 56th Avenue and west of Piccadilly Road the existing stub of Orleans Street and the associated utility infrastructure was originally constructed within the phase one improvements that's demonstrated on the left side of your of the screen the phase six site plan which is in the middle of the page proposes to shift this intersection North and all and relocate all utility connections within that portion of right-of-way to the new alignment if approved this evening an easement will remain over the existing utilities until phase six improvements are completed staff funds the application compliant with the right-of-way vacation criteria and recommends approval of this request the applicant Mr Chris fellows is present and available if you'd like him to give a presentation thank you courses for staff or the applicant the time to item number 14a item 14a is finalizing ordinance 202303 for amending section 138 223 of the city code pertaining to services for the provision of water questions uh for staff um Mr Marshall could you uh summarize a proposal again sure Amir members of council this ordinance again is modifying the drought surcharges in order to be more Equitable and fair to all customers and not charge them additionally for water that they might need to use for indoor uses using our winter quarter average procedure but rather focusing on a surcharge on outdoor use of water associated with the drought restriction that we recommended and Council approved last meeting questions to staff yeah council member Lawson yeah thank you Marshall so I kind of gotten more information about this because I voted no on this based it basically because of the surcharge and the impact it would have on customers I guess the question I have is by me voting no when I did last week which I'm going to change my vote to Yes um regardless because I voted for the stage one thing um basically people it's going to be people are going to get surcharges regardless if I voted no on that it would be both in Winter and in how indoor as well correct so they would be doubly charged by saying no if it fails well no I'm just I'm just saying yeah the clarifying there were surcharges in code already right so they were going to be charged either way it was just a matter of how they were being charged and so uh some customers to your point would have been charged kind of twice under the existing surcharge and that's what we were trying to clean up with the proposed new surger and I just want to make sure that there are going to be some programs and help for people and individuals who do you know may go into a fine or anything like that to help because things are tight in the economy and any type of fee any type of anything can be hurtful to anybody's bottom line I don't care what economic bracket you're in so I just want to make sure that those programs are available correct we have well one we're trying to avoid anybody getting any fines people will see potentially some surcharges if they if they choose not to lower their water use or if they can't lower their water use we do have Assistance programs to help with some of the those situations so we have low income Assistance programs those are going to continue indefinitely right now and we also have programs for leak adjustments so if people are surprised by a high water bill and they have a leak we encourage them to call staff as quickly as they can we'll send somebody out within usually within a day or so help them identify the leak and then after they fix the leak they can submit an application to get an adjustment a leak adjustment on their bill so that they're not penalized for things outside of their control so we are maintaining those programs okay thank you so mayor based on my vote last week last time which was a no I'm going to be voting a yes on this very well um further questions to staff mayor council member joinski so the automatic surcharge is only put ourselves in a dread declare a drought correct otherwise if we hadn't voted for that there wouldn't be automatic surcharges correct the surcharges are associated with the stage one drought declaration that was approved earlier in the meeting last time yeah so I will not be supporting this and in fact on the next agenda item for reconsiderations and call-ups I will be recalling that back up for another vote further our discussion mayor mayor mayor council member Bergen thank you I was mayor Pro tem last year that's why it's confusing um on since we obviously based on information you gave us on drought conditions in um in Aurora specifically in our basins because I think um some of us on the water policy committee did question that and and what you know we're getting so much snow seems like every Wednesday we get snowstorm but um and then the the TV stations were reporting you know this very high percentage uh snowpack in the mountains and so forth so it looked really good and your explanation to us and I think your staff was that in spite of that we still our reservoirs are down in capacity and therefore um we're not really seeing all the benefits of that snow melting getting to our reservoirs um so is is that part of the reason why you suggested that we go into a stage one and then could you address can we get out of a stage one if conditions change yeah thank you councilman Bergen our reservoirs are much lower than they are than they have been historically they will be less than 50 percent before the runoff starts coming from the snowpack and then to the snowpack question um we get water supply out of three basins 50 of our snow uh are of our water supply comes from snowpack in the South Platte Basin the South Platte Basin is significantly less than 50 or less than average where we get our water supply so that's half below average a quarter comes out of the Arkansas Basin the Arkansas Basin is also below average the Colorado Basin which is where a lot of the news reports the Colorado and the La Plata a couple of other basins are doing very well the Colorado where we get our water is probably a hundred and ten percent but it's less than a quarter of our supply so the snowpack while it looks good in some areas for Aurora does not look very promising this year and to your last question hopefully the snow will continue and will improve in the South Platte and Arkansas river basins if so we can lift the stage one drought declaration at any point Council has the authority or the ability to do that typically how that would work is Staff would compile the data the information and come and say hey we're kind of out of the danger zone now or we're seeing great runoff and we can project that we will be out of the danger zone and then we would recommend going back to normal conditions so that will happen at some point staff is not optimistic that that will happen this summer but we are hoping it could happen before we get into next year thank you here Council raccoons um so can you remind Council what the percentages of water in our reserves or capacity in our reservoirs triggers the stage one drought declaration as to why we acknowledged that we are in a drought yeah so a couple of the numbers are are annual demand throughout the city right now is about 53 000 acre feet a year our reservoirs can store up to a 156 000 acre feet per year so a little less than three times an annual Supply right now uh they're storing about half of that so we have about 75 000 acre feet in the storage a little more than that if you look at the numbers but a little less than that of usable there's Deadpool in each Reservoir keep in mind so storage levels in reservoirs does not necessarily mean we can get every last drop of water out of those reservoirs so even if we say we're at about half capacity we can't get all of that water into our system one we can't get it out of the reservoirs and two we lose a lot of it in the rivers and streams as it gets here so we probably have effectively a little over or will have a little over one year's worth of Supply when we hit the runoff season this year so not to create create panic but we're a little bit low and if runoff doesn't improve the risk would be if we don't cut back on water use this year and runoff isn't great we could be looking at a stage two recommendation to council and I think we would all collectively really like to avoid a stage McConnell thank you sir um I just want to bring up that in the past when we have interviewed just a handful of folks sometimes people don't perform as well in the interviews so I would like us to not limit ourselves that harshly I'm supportive of council member Coombs motion for all six but I would say that the very least we should interview three just with my two cents mayor okay um I would consider three a friendly amendment to what I proposed and I was interviewing all six is is not an efficient use of the public and or council's time I would I would consider that a friendly Amendment Quincy Avenue and in southeast Aurora and to name it after uh John Mosley who was an extraordinary Community leader of first African-American to play for Colorado State University a Tuskegee Airmen during World War II uh after the military was integrated in 1948 returned to the military to fight in Korea in the Korean War and in Vietnam and was uh you couldn't turn without running into the late John Mosley retired lieutenant colonel United States Air Force and his wife Edna Mosley was an extraordinary leader to first African-American elected to the uh to the Aurora city council and both have passed away but I think to name that VA Clinic after uh retired lieutenant colonel John Mosley is just a an extraordinary credit to this city and uh councilmember Lawson thank you mayor today this is the federal state and a governmental Relations Committee report today mayor Kaufman went to the Capitol to testify in support of Senate Bill 2397. motor vehicle theft and unauthorized use as a reminder this bill is in line with council members of Onyx resolution on Motor Vehicle theft Senate bill 23097 has passed out of Judiciary Committee unanimously and will be held head over to the state Appropriations Committee Pfizer has moved several projects out of committee that the city will see congressionally directed spending for these will be at the next study session on March 6. the mayor and members of the city council will be traveling to D.C to discuss the city's 2023 Federal priorities with our elected officials and other government agencies on the February 18th myself and councilmember Marcano we attended the Colorado Black Caucus of school board directors black history Awards gave some opening remarks I gave a proclamation on behalf of the mayor to former you sir so this weekend councilmember Maria and I had a chance to meet with students enrolled in the Metro migrant education program this is a program that's done in partnership with Aurora Public Schools and serves students whose parents are migrant workers it was really cool to see so many youth actively engaged in learning more about how their government works from City Halls to the halls of Congress and I wish them the best one day journey to DC later this year to advocate for our community and speaking of DC I'll be participating in our annual lobbying trip with mayor Kaufman and councilmember Lawson we're flying out to DC tomorrow morning looking forward to meeting with our Senators congressmen and White House officials to advocate for funds to benefit Aurora and finally our next Ward 4 meeting will be on Thursday March 9th at Colorado early colleges at 6 30 PM we're going to be wrapping up the Aurora Public Schools presentation with director and Kiki for real this time we had some technical difficulties last time but we are ready and then we're going to be followed by a presentation and a conversation on the city's housing plan and the challenges that we face and quarterly Saturday Town Hall as well as our regular Tuesday Town Hall um this last week there were a lot of really good discussions about housing as well as public safety and I appreciated the questions that folks brought I also appreciated the opportunity to attend the state of the canal for the Highline Canal on Thursday with the mayor I am excited about the number of projects that the city is participating on participating in with grants from Dr cogg as well as contributions from the canal Conservancy that are going to increase recreational opportunities within the city of Aurora councilmember Bergen thank you mayor um just want to report I'm on the region 9 opioid governance committee and we had a meeting a couple weeks ago and I have one this Wednesday I'm over the the medical detox and then the walk-in clinic portion of the RFP process that we're going through some exciting news that we had from director Heidi Williams was that the state actually is getting a huge a bigger settlement than we even had originally and that's because of the settlement against CVS Walmart Walgreens Allergan and Teva and so there's an additional 740 million dollars that is going to the state that then will follow the same formula in terms of going I think it's 60 percent to counties 10 percent to State and and then there's a portion that goes to municipal government as well so we do have a deadline from the city of Aurora we need to have our participation form in on April 7th I think Kendall coca is doing that um so then on oh and and will be um this Wednesday like I said finalizing RF it's actually we're doing an RFQ not an RFP but we'll be finalizing those and then in March um we will then go out the Arapahoe County is going to vet all those applications um E-470 we had the roadway committee meeting basically talked about some 64th Avenue updates and then also mayor Pro Tim Gardner and I attended the oh and and council member sunberg the Arda aerotropolis Regional Transportation authority had a lot of updates on construction going on so there's a lot happening and then also just basically trying to advance a lot of infrastructure with uh with this
