Based on the context provided and the dialogue within the transcript, here is the formatted version with speaker names identified. [0:04] **Mayor Jim Michalski:** all right it's four o'clock so i'm going to open the regular meeting moose lake city council for wednesday december 8th at 4 and the first item is a pledge of allegiance [0:23] **All:** i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all [0:42] **Mayor Jim Michalski:** the next item is our agenda we have any additions or changes to the agenda i will make one under our part board minutes there's a few items that were to be brought forward to the council and uh barney is here tonight to talk on flags so i'm going to move him up to right after we do number three the public comment do you have a cop just a hard copy of the gender [1:28] **Phil Entner:** thank you [1:43] **Mayor Jim Michalski:** also under uh the park board minutes there's a short discussion on farmers market [2:04] **Mayor Jim Michalski:** prevent any other changes or corrections additions hearing none have a motion to accept the agenda all in favor say aye opposed motion carried moving on to the consent agenda 2a we have the minutes the regular city council meeting for november 10 2021 special city council meeting for november 22nd 2021. [2:39] **Mayor Jim Michalski:** do you have any questions or discussion on the minutes [2:48] **Council Member:** have a second all in favor say aye opposed motion carried moving on to 2b the financial reports number one the city accounts payable for november 2021 number two the city financial statements for november 2021 and number three the liquor store profit loss statements for november 2021. [3:14] **Mayor Jim Michalski:** do we have any discussion questions on the financial reports [3:24] **Mayor Jim Michalski:** none do i have a motion to accept the financial reports have a second [3:43] **Mayor Jim Michalski:** number three public comment this time is reserved for comments from the public on matters not listed on the agenda we ask you please keep the comments to three minutes looks like we have none tonight that leave us uh barney this is something that came up on the the park board and uh i wanted barney to come and talk to the council about it and it's concerning the flags that we have on arrowhead on arrowhead lane and other places uh being a veteran i love seeing the american flags out there they put them up every spring and they wait well i happen to come across a good deal on a bunch of the military flags [4:31] **Barney (Veteran/Guest):** and what i'm requesting is that instead of just putting up the american flags we put up interlaced with them the service flags i even have the space force our newest service and that's i presented that to the park board and they thought it was a great idea uh ted had suggested years ago the city administrator had wanted to do it he was a vietnam veteran marine but he passed away before he ever got it done uh i just went out because i got such a good deal and i bought like 90 flags so we've got them they're three by five just like the old ones or like the american flags we have up and it won't cost the city a dime other than having [5:16] **Barney (Veteran/Guest):** because we've already got the poles just changing out flags on some of the poles is the other thing that might go along with it if it's approved is maybe hang smaller flags underneath the service flags representing the american legion vfw or others organization other service organizations if they want to do it my idea is to show that moose lake supports the military we have so many after a 20-year war veterans and they're going to be relocating and they might look for some place that supports military service we're just looking for your approval and come spring i'll [6:01] **Mayor Jim Michalski:** talk to phil yeah we're looking for a consensus from the council and one of the ideas from years ago that the administrator was and we don't have to do it that way but he won the american flag and because he was a marine he said in green flight and then american flag and then the army flag american flag then the navy then air force the coast guard you know like that every other one and uh i think you've got you said like nine i've got like i got enough to do an american flag all the service flags the american flag all the service flex we kind of we counted light poles before i ordered it so but it can be done however you guys [6:47] **Barney (Veteran/Guest):** want it's just you know we went away from the banners because they got tore up every time we buy a new set within two years half of them are are wrecked and the flights seem to stand up much better than the banners so they're not tethered so they can yeah so i was looking for a consensus from the council to go ahead and do that next time right whatever way you think it looks best to be set up i agree with him seeing that basically i went along with telling on that point and i mean i knew talbot you know that [7:33] **Council Member Douglas Juntunen:** points we necessarily didn't agree because he was the marine and i am in the army and i'm a squid [7:52] **Mayor Jim Michalski:** well it sounds like we have consensus so thank you barney thank you [8:02] **Mayor Jim Michalski:** all right moving on to number four departmental reports of a the police chief environment report for november 2021 [8:12] **Sheriff Kelly Lake:** mayor members of the council in your package you'll see the fixed report for november totaling 188 calls for service 63 of those are for extra patrol 15 traffic stops and 25 community engagement events also 25 assists to other agencies 56 calls for service and 4 medicals somewhat like relatively quiet month for one i was out for about three weeks in medical and then we've been doing a lot of our year-end training whether it's the firearms defensive tactics so everybody's up and down with their continuing education [8:47] **Sheriff Kelly Lake:** and we're ready to go there other than that we had a meeting again this week on some bike and walking trails stuff that we'll work on later i don't know if alyssa has anything for tonight but i think we're going to do that at a free trip after whatever but other than that yeah just handling things as they come in nothing really new or earth showering so unless you have any questions for me no thanks so much please pass the thank you on the crew thank you moving on to 4b the public works superintendent department of report remember 2021 and the service agreement reports [9:33] **Phil Entner:** mayor of the council um busy month but not a whole lot of good fun stuff just kind of the same old same old crank um obviously we're starting on snow nice removal um none of us want to see it but it's the way it is comes every year so it is it's cold right so water apartment we'll start there water distribution system distributed 4.6 million gallons of drinking water in the month of november um we're looking into a valve exercising program there is some equipment costs that go along with that i don't have anything for you tonight on that list and i both are working on that a little bit more in depth um possibly some funding options to uh possibly pay for some of that equipment so it's less of a burden for the city but that'll be something that comes up here sewer department collection system [10:19] **Phil Entner:** collected 9.6 million wastewater once november the november discharge went off without a hitch that was great all parameters were met pca is happy that was 25 million gallons of wastewater that took place over the first would have been the second to november through the 16th so everything went over went well there um the lift station checks we're going to tie this all in together the next item on your agenda there under me um this is your basically or it's uh we have a minnesota pub works come in take a look at all our other stations twice a year there is a lot of info there um a lot of it a lot of it's very beneficial a lot of it doesn't not quite so much um but just keep in mind there is there is items in every one of them stations called out and in the next year next year's budget you'll see us for 2023 you'll see us calling on some of those repairs to get [11:05] **Phil Entner:** fixed it's basically just a working document we can reference back to take a look at and just kind of keep things moving forward here um street department bottle filling once a month um as always um middle of november i attended the minnesota rural water training um in wacom and uh they went over there their topic there was asset management plans i went into it thinking yeah okay i'll take a look at this this is going to be huge for us because what it does it takes everything from every section of pipe every valve every kirk stop every service line every connection everything puts it into an itemized list so when you ask me how many curve tops we haven't done i can tell you instead of i think it's between five and six hundred or this number of this number [11:50] **Phil Entner:** and it's a living breathing document so it's it's built in there for depreciation as well so it tells you what your whole system is worth which i i've been told that number is going to tip everyone over because it's crazy actually how much our infrastructure is what what costs um that's going to be something that alyssa myself and my crew work on throughout the winter um but that's gonna be that's gonna be a big one that'll be really neat to see that and i'm hoping in the spring i'll have that put together there's a there's there's like 15 pages of that excel program so that's there's a lot of information there but it'll be really good to see um and then the fourth street reconstruct uh project i've been doing a lot of work with the engineers as far as they're doing some soil boardings here this week a bunch of locating a bunch of map referencing that kind of stuff so um [12:38] **Phil Entner:** we're just kind of keeping after it doing our thing so that's all i have unless anyone has any questions questions thanks phil thank you please pass hannah thank you also yup will do thank you moving on to 4c technology slash moose lake public library department report for 2021. [13:04] **Flora Helwig (Library Director):** all right hello mayor and the members of the council um i'm flora hellwig you haven't met me before i'm the new library director this year um the library has been pretty quiet due to covet so we haven't had quite as many people coming through but we have had still a lot of interlibrary loans are there any questions for me i know we talked a little bit some of your programs said you had some interesting ones coming up because for the month i have a few different take and make programs for um ornament making mostly uh this week it's a little yarn hat and then um next week i have some wooden ones as well that we can use so while we are not having in-person [13:51] **Flora Helwig (Library Director):** programs besides story time we do have a lot of make and takes going on this month so that's pretty neat any questions yes do the um is it all generally kids that do the take make or is it um elderly people or there's there's a lot of the adults who come in and take it too um a lot of comments about oh my grandchildren will love this as well and then they want one to make with them that's nice thank you very much thank you moving on to 4d motor vehicle department report for 2021 november [14:36] **Taylor Hansberry:** hello i'm a little short but um hi everybody today um i guess um this is kind of similar to last month um but we do have some little changes i guess so um like uh we started that written exam in there we have the computer set up at the by the door there um we had our first person um yesterday the word has not gotten out yet did they pass they didn't pass she was so close and um i did um call the schools and um alyssa put it on facebook and it's on the city website [15:23] **Taylor Hansberry:** and i called the moose lake and the barnum school and they're going to put in their bulletins so we should be getting some more traffic because of that um the duluth examiners are supposed to start coming down in january and february or beginning of february but we had heard that they were doing a lot of hiring and training and they a lot of those people didn't stay so we're kind of worried that they won't come down to do the written in the road test up at the depot like they were doing every thursday so we haven't heard anything different yet but that's a possibility but that'll be good for us but that means more traffic for us and depending on how crazy it goes we're not we're just doing walk-ins for testing right now but if it gets to be out of [16:10] **Taylor Hansberry:** hand we'll have to start doing appointments for kids to come in because we only do have the one computer we really don't have any other area to set up for them um see how it goes you know if it gets too loud in the office or whatever we're gonna give it a try and keep going with it so um let's see we just got our new credit card machines this week at each station those are going okay and we had to do some training for that tracy's is not working though yet so it's really hard this company gives us free machines free tape but it's really hard to get them to come and you don't get on the phone with them [16:56] **Taylor Hansberry:** in contact in the first service so we've been waiting since yesterday to for them to contact us but so that's kind of an issue but we still have two to use so we can share and then um let's see we're doing the money till for each of us each station has a money tail and that's going okay it seems to be working easier for us to close out at night especially if some people some person has to leave early or we can balance out and that kind of helps to see um if we were off once if it was all combined and we had the one tail and we were off we'd all have to go through all our paperwork so now it's kind of narrowed it down to what person [17:42] **Ellissa Owens:** and it's really been working out so far we were going to give it a good two weeks for sure to see how we like it so far i like it um and i think it's beneficial and we'll be able to get rid of that tail on the cover probably eventually i think yeah um the dmv has been working really hard to just kind of build in some efficiencies so with the extension of hours just trying to manage overtime at the same time so having individual tills and closeout process and ways that each station can balance in a systematic approach in order to get out on time they've been working really hard and implementing a lot of new things and really putting in some effort and time into those things so thank you yeah we [18:27] **Taylor Hansberry:** are we have been lucky so far the first day um doing it it was a little we were struggling a little bit but um we've been able to get out in time since i mean it's not um in the real world it probably won't always happen that way to get that one customer at the end and that's going to be a problem child so it could be but that's what our goal is so yeah december is kind of a quiet month for us too which is really nice for all our changes that we've got going on christmas is always quiet um people are thinking about different things so i think come january we'll be we'll pick up more trucks trailers all that some of those are already out and so we're getting a little bit you know so [19:12] **Taylor Hansberry:** it's not all at once like it used to be how they used to send them out they send them out periodically now which is nice so but that's it i think that's about it um i guess i do have dnr um no really changes there except that we're glad to see the snow we're getting some snowmobile traffic you know so the more it snows the more we get so did anybody have any questions i just have one the testing is that daily they can come in there yeah we're just doing it from like eight to three o'clock we're trying to put a limit on it in case somebody takes longer taking the test so we're trying to put a cap at three o'clock so we can get here at a decent time um yeah we're doing monday through friday me and two tracy are there alone on [19:59] **Taylor Hansberry:** tuesdays so it might be a little bit harder to do testing on those days and what when there's not three of us there but yeah we're gonna give it a try and see how it goes we'll have to change it if we have to and do some appointments thanks man municipal liquor store department report for november 2021. [20:28] **Liquor Store Manager:** mayor and council um not much news i see that we are doing fairly well compared to 2020 so that's good we don't have the staffing problem that most other you know bars or restaurants have you know everybody's been showing up for work and not quitting so that's great we have inventory coming up so we're preparing for that spot checking and so on and so forth um we're already in the works planning for fourth of july next year so um ted and rose just had their last gig for the year and turned out very well [21:16] **Liquor Store Manager:** they'll be back in february for anybody that wants to come every first monday of the month 6 30. we have a band this weekend that there's really nothing else planned for the rest of the year i have any questions nice sweatshirt i like that you also you also have the ice machines that are on that was coming here oh you know it'll be later i'm sorry i just thought you were up here in my apologies you have a good time and we could talk about it right now if you want to take it out of order i just saw it on there and that's where i was at and like you know we've [22:11] **Liquor Store Manager:** ice machines well we have two quotes one from airserve and one from sdr um they're basically the same thing so we could make more ice during the summer so we can bag more ice faster recovery time um because ours is you know 16 years old kind of tired so there's two quotes here um you know there within dollars of each other um so i would suggest airsoft because they're more local and bruce has worked on many things down there he's usually gets there pretty quick is that when you can if you can't get there he calls you [22:56] **Liquor Store Manager:** right back so i guess that would be my suggestion for that we do have a budgeted correct from last year a budget item for 2021 so we're looking to get it in and ordered before the end of the year do you have a preference as far as bin size um well from an 800 bin size to a thousand it's only 80. so i would probably go with a thousand i just have a question on here because this is david december six why it says it will have an eight percent increase november first of 2021 so is that this increase already on here or is it yes so i called to get updated folks um so as of december 6th they sent this [23:42] **Liquor Store Manager:** over here and i think she just utilized the template that she had in release and this would be doubling the capacity i believe of the original one and um oh is it a 600 almost doubling and then we'd be able to utilize i think the plan might be to give it to the other one to the campground their partners so we're still utilizing equipment and also there's the opportunity possibly to do promotions with more ice that we have give away a bag and i'm sure they're already doing it just another promotion option any questions or a motion by the council [24:29] **Council Member:** make a motion you go with the option two as recommended by the manager with airserve very good second all in favor say aye opposed motion carried thank you very much thank you appreciate it thank you thank you [24:57] **Mayor Jim Michalski:** moving on to f engineer city engineer monthly update meeting minutes i think they're starting at 58. [25:12] **Phil Entner:** me you me both me we're just going to rip through here there is a lot there's a lot discussed at these meetings it is it's impressive and that's mine but that's okay so the highway 73 trail project that one we all know were to this point that we're at and obviously winner team so we're just kind of hanging tight right um melissa's got some payout stuff coming up here um there is one item there called out snowmobile and atv trail there was a conflict with the crossing of the snowmobile trail right where that new walking trail went through and the local snowmobile club and i can't remember the name of it evergreen is that what it is [25:58] **Phil Entner:** one here yeah yes that one um they contacted me i'm wondering if they could temporarily temporarily use a small portion of that this year since there's no black top down that's just aggregate base right now they're not going to write anything i told them go ahead the engineers said that as well their their chairman their head guy whatever it actually works alongside one of our city engineers so tyler install um and they're going to work on the plan for next year to re-route a portion of that so they we don't have that conflict anymore but you will see that happening this winter won't everybody get excited it's just a temporary one-time deal to your claim so um just wanted to bring that one up the wells 3-4 replacement project that is uh should be off of here but it's not there is a couple of small bunch list items we're waiting on some of the subs to come back up and fix to [26:45] **Phil Entner:** take care of um well pumpkin facility we're gonna jump up with that one watercolor painting is done 2021 lighting projects all complete i think you have some payout stuff in here later for that the fourth street reconstruct project like i said earlier has taken up quite a bit of my time some of this time um but that's going to be a very very good thing the rest of it's all just miscellaneous stuff so placeholder stuff stuff where we don't want it to fall off the book so we forget about it just there's some timing things there's some grants i'm going to apply for in the spring that kind of thing so if anybody has any questions with any of these feel free to either bring them up now or catch me later or catch alyssa she knows just as much as i do about them too um but yeah we just want to be transparent [27:30] **Phil Entner:** so everyone knows what's going on questions by council sounds good thank you very much [27:43] **Mayor Jim Michalski:** for treat chamber updates walter's a representative but he's not here so alyssa gets the honors [27:54] **Ellissa Owens:** absolutely so uh the chamber they'll have their annual meeting take place january 15th at the depot rustic diner will be catering that the dinner will be from 6 to 8 p.m in addition they've set dates for ice bocce that will take place on february 5th um they've continued to start to look at the calendar for 2022 and establish some timelines as far as exit days and some of their other major events so already starting the planning process for next year [28:29] **Ellissa Owens:** in addition they will be going through a strategic planning process with an outsourced company and so they're really excited about that looking to get some good best practices and processes from other area chambers and just making sure that they're being as efficient and as effective as they can be so really great stuff they're working on thank you moving on to 5 truth and taxation public hearing that'll take place at 6 00 p.m so it's just a note on our agenda for 6. [29:13] **Mayor Jim Michalski:** moving on to 5-8 budget presentation i'll be in the truth and taxation sorry i'm just testing you to see how they reacted all right number six previously discussed business we have none moving on to seven new business we did a going down to 7b the 2022 liquor license renewals [29:50] **Ellissa Owens:** yes so we're just looking for uh council approval for the liquor license renewals there are no new entities these are the same from 2021 and they've all submitted all the proper documentation and fees associated with them no issues no that's a motion to approve the 2022 list of licensing is that a second all in favor say aye aye opposed on to 7c 2022 tobacco license renewals same scenario same goes for these um it's all the same entities as in years past everybody has submitted the proper documentation and fees and there have not been any issues with any of these um entities as well [30:44] **Council Member:** council should be approved all in favor say aye aye opposed roger carried 7d this is a 73 trail pay application number three to you and brothers these are just the normal standard pay application um this pay application number three is in the amount of thirteen thousand two hundred ninety two dollars and eighty seven cents [31:31] **Ellissa Owens:** rehabilitation project hey application number five central think coatings everything was success successful and satisfactory so we're are just the normal process yes this final payoff is for 29 000 uh or 29 40 741.40 second second all in favor say hi hi suppose you're carrying excuse me 7f 2021 sanitary sewer lining project [32:17] **Mayor Jim Michalski:** bay application number three instaphone technology usa llc and that were that was totally successful completed and happy with it so it's just it's a normal process uh pay application three is in the amount of two thousand four hundred forty six dollars and forty four cents [32:43] **Council Member:** all in favor say aye i suppose she carried 7g 2022 arab head transit service agreement this service agreement mirrors those that we've had with arrowhead transit in the past um they are simply looking to renew their agreement with the city of moose lake for 2022. [33:07] **Ellissa Owens:** questions comments [33:22] **Mayor Jim Michalski:** 7h 2021 clifton out larson allen llp audit engagement letter this is just the standard this is a standard engagement letter i did provide the one for the city moose lake we also have one for the hra and water and light as well that we will be signing and returning for the audit i more or less just wanted to provide you an opportunity to review it any questions by the council you need uh you don't need any action on this just informational for all of you moving on to seven i tax square foot land sale [34:11] **Ellissa Owens:** we were notified by the carlton county land department of a tax forfeited parcel and they are looking to um looking for our approval or disapproval for the sale of the parcel um if we approve of it the public auction will take place on february 1st of 2022 for this parcel do you get anything out of this we do not other than maybe someone will look at it to develop development so we need a motion to go ahead for the four feet of that cell [34:58] **Council Member:** have a second any questions all in favor say aye aye opposed motion carried under seven jade the most likely area farmers market actually you can take that off under 9a i added that down there so you don't need it i think it's all in your packet this came to the park board and they're going through a reorganizational process right now and they would like to go under the state [35:44] **Mayor Jim Michalski:** farmers market um guidelines right now they're under their own and uh they've been they want to form their own uh non-profit organizations so that they can generate money for advertising and or i don't know let's say they wanted tents or something else for the farmer's market down there at little tables or it could be anything so um since they were not organized there was no way of uh is a non-profit generating money like that so they would like they're going to do that they can do that on their own but they wanted the city to [36:29] **Mayor Jim Michalski:** be aware of it and i guess give our blessings to them to go ahead and reorganize under the minnesota farmers market and there were some things in our agreement that we had back in 20 2011 when we formed our the whole this the scene back then and there were some changes and i think it's on the second page there's some you know it could be the first there's items one two and three starting on the second page and this needs to be updated [37:16] **Mayor Jim Michalski:** like if you look at number two it says the city of moose lake authorizes permission to use the city-owned property at the riverside arena at earl allen's park on saturdays you know that is normal but it isn't the earl allen's park it's a generations park and we want to take out the riverside arena because we don't want them to have anything to do with this riverside arena so we need to update this and i believe at the time they were setting up the farmers market at that the garage door opening on the east side of the arena and as the years went on after this the pavilion was built [38:01] **Mayor Jim Michalski:** and they moved to the pavilion so we want to change the wording that it's in the generations park the pavilion where they set up and giving them the permission to use it starting in beginning in may ending in october from 8 a.m to 1 p.m there there we did talk to about a few events that go on one is the moose run the first saturday of may and we told them that they set up there so and it's early morning so we wanted them to be aware of that that we have already approved things like that so that that will go on and we'll have to probably mention that in the [38:47] **Mayor Jim Michalski:** in the rewrite um if you mentioned a good days we had asked them to move out because of the covet thing trying to spread the a good days out as much as we could but that was just a one year thing and they were concerned about that and i don't see us doing that again so it's really just the one event that that affects other than that like number three the city moose lake adopt the minnesota farmers market associations that will be managed by the loose lake farmers market association it's just [39:33] **Mayor Jim Michalski:** cleaning up the our own what do you want to call it resolution so looking i guess for i don't know if we need a motion on this i guess it is a resolution so we'll have to draft the new resolution and then we can bring that forward yeah i didn't tell them we usually wait a month so it gives you time to read the minnesota farmers market regulations estate has and this is what most of the farmers i would probably all of them in the states are under so they would like to go under it also and uh update our own because they're [40:20] **Mayor Jim Michalski:** this gives us if it's any specific things that are special to moose lake or if you're a loose lake you have options then to utilize your own so i guess thank you for reminding me it is uh informational for you i have a question yeah so who enforces these um in minnesota's farmers market are they under like the department of health or are we department of agriculture [41:04] **Ellissa Owens:** no and allowing them to become a part of that organization it actually takes a little bit of workload outside the city offices so prior to everybody would have to submit their documentation to the city and establish being a part of the farmers market with the city um if they become a part of the minnesota farmers markets association uh will establish a set fee a yearly fee um that they'll pay to the city to that will align with the resolution we come up with um but then they'll take they will take care of all of their farmers market participants and making sure they have their documentation and and all of that on their own then so it'll be just like one payment instead of a dozen different farmers or [41:50] **Ellissa Owens:** sellers coming in to pay that whatever the fee is so we'll streamline and make it easier for the city so information you have it it'll be on the agenda next month for approval or whatever the council decides moving on to 7k league of minnesota cities lost control field visits [42:17] **Ellissa Owens:** so this past week phil and i had a meeting with a representative representative of the league of minnesota cities they conducted a loss control field visit something that they do annually we i provided in the agenda packet the reports that were given to us during that meeting we learned that based on the number of employees that the city has that it's actually a requirement by the state of minnesota that we establish a safety committee so we will be establishing a safety committee phil and i phil is currently our safety officer so we will be working together to make sure that we meet the requirements of the league in the state they provided some recommendations you'll see in the packet a lot of these were compiled from previous visits so we will have an opportunity to just slowly process the recommendations per [43:21] **Ellissa Owens:** department and and see what what fits and what doesn't for the city of moose lake in addition we learned about some osha grants that are available so we will have opportunities the league of minnesota cities will help us establish some funding to meet some of these recommendations so we'll prioritize their recommendations and just kind of go through a process of what works what do we need and then we'll do our absolute best to align funding to cover that they're 50 50 matching 50 50 matching grants correct so that'll be a process that will be initiating we will have to formally establish a committee [44:07] **Ellissa Owens:** and based on the departments that are related to the requirements we will ask for representation from the different departments on that safety committee as well other than that we just i wanted to provide the information to you of um that of our loss analysis and things of that nature if you have any specific questions i can answer them or i will work with the league of minnesota cities to answer them for you as well so mostly just an informational piece and then in the background we'll be working to meet the requirements i would imagine the new committee will be brought forward in january meeting at this time to get that together and it [44:54] **Mayor Jim Michalski:** probably should be one council member on the committee of 92 depending on how many people are formulated once you do all the different departments just so it doesn't get too big too clumsy but definitely a council member will be involved it did look like most of the things on there especially when you're dealing with osha it said recommended if we did everything osha recommended we'd bankrupt the city correct so correct yeah there are things that are safety oriented that we should be looking at but i would just caution yeah approach with caution yep absolutely so once we learned that we had the requirement to establish the safety committee that was one of only two [45:39] **Ellissa Owens:** things that were required everything else is a recommendation um some of the training per department it sounds like there might be four classes that every city employee has to take a 15-minute online video to check off that they've taken it things like that will be required everything else will be a recommendation that we can process and the police department does that now we have all of our hosting standards that are on there we do all of our online testing every year for it so let's see they have to stretch it you should have this whole thing out we had a stretching thinking [46:38] **Mayor Jim Michalski:** thank you so more to come on that seven l 2022 annual appointments um we brought that forward we'll be approving this in january but lisa can explain some of the things going on [46:58] **Ellissa Owens:** yeah just wanted to kind of get a better idea of where we're at with a lot of our city boards and the vacancies that are coming forward so i've been in contact with people who are board members who had renewals to verify those and then we will be posting some of the vacancies on the city website the city facebook the muslim chamber has offered to post some of them as well through their outlets just to try and get visibility to what we've got going [47:25] **Ellissa Owens:** on so we will try well we will have a set of 2022 annual appointments to present to you um january any questions now some of these are it says renewed for these people that um i guess our citizens in the city does that require council approval we'll have to approve them all of them you know if they want to stay on yeah follow you and all approved and are those going to be advertised as well or are we just asking those individuals they want to be on the committee and not advertise that there's a vacancy normally we have just asked them [48:13] **Mayor Jim Michalski:** if they are still interested to stay honest yes sir are there limits to the different if there's something in the organization of the committee i mean because i think that would be different things like the park board and stuff different ones that other limits to the number that can be on the board there is a limit on the organization of the park where there are seven people six within the city and one from the township so there is a set number don't have that one but if you um are interested in one of them talk to the council member that is on it that gives you a month to you guys can change just whatever you want i mean as long as [48:58] **Mayor Jim Michalski:** council members agree to change we haven't we haven't put limits on any and that would be up to the council if they decide if you guys want to look at that for i mean somebody was asking you know but i didn't think there was really a limit to it you know somebody got ideas could even be honest did you talk about citizens so once we host for these vacancies if we have multiple individuals that are interested we'll certainly check to see if that particular board has some type of established guideline or not and then we can always bring it to council if you know if we had two people who wanted to join the park board uh versus just the [49:45] **Ellissa Owens:** one vacancy we can you know establish it at that time you know i said i'd like to see more people that want to need me absolutely we're going to try and do our best to get the word out too and just uh i just want to mention the opportunity for all of you the public utilities most of the time mr mayor we should probably be moving forward how are you saying something i apologize i want to make sure you guys don't miss opportunities [50:33] **Mayor Jim Michalski:** see i knew that would happen not like that but no kind of something moving on to number eight um reports and correspondence we have none at this time number nine committee and board meeting minutes park board regular meeting minutes for december 6 2021. i should mention also on um if you did the farm with mark and barney but there's the the tone of coal down by the river um we've had several people look at it we had the art art director teacher at the school and they think it's too far gone to restore because the idea was to have them [51:18] **Mayor Jim Michalski:** restore the totem pole and repaint it but they said it is the wood has rotted so much that they didn't think they could do a very good job of restoring it so that was a something that we're thinking of asking the historic society if they would like to take the phone call and display it and the the wife of the gentleman that that made it carved and painted it was a lawrence um captain blessing all right then halverson lawrence sullivan [52:04] **Mayor Jim Michalski:** her wife would make a plaque for it to be to put on it and was going to ask you greg if that's something that the historical society would be interested in i'll bring it though because we hate that have anything you know throw it away or destroy it or anything it's been there for many many years i'll bring it up the third stuff up there that larry has done myself because he was an excellent carver too yeah do we know when that was put up because i remember it as a child i mean it was done after i was on the bombs been there many many years i still think if the right person could restore it then it could stay there but i i don't know [52:50] **Greg (Historical Society):** any real woodworkers or people that are you know could preserve it well if the woods are hot and then it's hard [53:04] **Mayor Jim Michalski:** we still have a few of them left yeah that's the stuff laying up outside quite a few people took some of it yeah that's right somebody wanted us just to throw it all and share and said no we'll see some people have taken you know we were open for donations that anybody wanted when we did we collected a couple hundred dollars anyway and the second part of that if if the historical society takes it and displays it inside somewhere because if it goes outside it's going to just fall apart and you know i mean possibly couldn't take it and whether or not i could go inside and i would at least get it out of the weather yeah if we find you know yeah [53:50] **Greg (Historical Society):** so there's limited space inside sure then the idea is to contact local artists to see if they come up with a another art project for that same site but uh we'll see how that goes i guess with uh we're always looking for people too that's more than all able to restore different things too because yeah it's art if not then it goes to the street department we'll move on [54:31] **Mayor Jim Michalski:** my soul wasn't paying attention let me know what you said oh number 10. i
