council member al dhamma present council member malnar here i'm the vice mayor i am here to thank vice mayor ian you for allowing me this opportunity also i want to wish mayor wires a fast and full recovery from his surgery let us pray and to perform our work to the best of our abilities i pray this in jesus name amen god bless you book and youtube pages as well as glendale's own channel 11. our meetings are located in the glendale civic center with the audience seated next door we request that you wear a face kite you wish to speak on an agenda item i'll wait for you to make your way to the podium in this room i will be allowing three minutes to have a motion to approve the january 26th voting meeting minutes uh vice mayor councilmember milner i move that we approve the minutes of january 26th uh which is two through five and seven through 17. items on a consent agenda are of a root of the arizona water and wastewater agency response network for mutual aid in an emergency situation item 15 resolution number r 21-06 authorizing and directing the city's participation in the interlocal purchasing system better known as tips purchasing great library archives and public records agency for the writers and residents in libraries program that concludes the consent resolutions thank you are there any speaker cards no sir you need to ask questions i would like to have items two and five pulled for the purposes of a no vote and item mayor members of the council this item is a resolution authorizing us to join a purchasing cooperative with other government entities by being a member the city provides opportunity for volume pricing by combining the purchasing power of all the members it typically produces the lowest volume prices and allows for the most effective thank you so much thank you vice mayor welcome councilmember tomlinshop do you want a presentation on six yes please mayor members of the vice mayor members of the council here to provide staff report on the amount of not to exceed six million over the life of the contract this essentially is pre-hiring somebody pre-vetting their rates questions and comments my comment is um one of the things that i found confusing was under the fiscal impact it shows fiscal year so yes that that's that's likely an error and would most likely be 1.5 million per year would be a typical annual spend okay thank you and vice mayor if i could continue yes do we have we have um at least at least a few million dollars to do remodels and other and not just remodels but other um i mean what type of where you have to touch the fire panel uh fire suppression system hvac and electrical as well as carpentry that would be a type of job we would do with this contract okay all right thank you so i didn't said any given thread over the four it says budgeted yes or no it says yes so would this be for projects that we've approved during the budget or is this just six million risk management trust fund so these were already pre-budgeted okay thank you councilmember clark did you want to hear item 13 in early january and had to submit a fully executed agreement to receive 7.6 million dollars in funding so the reas account funds that are not expected to be fully expended for this budget year and this particular program will be administered through our community action program office and i would be happy to answer any questions mayor members of the council if if i can or vice mayor the appropriation is appropriation only no cash is being see is there so that if during the year someone has a project that they want to do with those diff funds that wasn't ideal that's seven million dollars has it been spent already may or members of council no it has not been spent already okay have we received so this is one of those cases where we're receiving another 7.6 million dollars that was unanticipated we've already used up all of our miscellaneous grant contingency authorities for 7 million we have received the federal funds we haven't spent them yet because we need of this year's budget which we've been authorized to do so there's no transferring of funds anywhere the diff funds will stay in the diff account because by law your staff looked at every one of those dip projects we were not going to be able to expend them in this budget year uh we will still continue to have them in our in our diff separate resolution and not on the consent agenda as a resolution um that's not that's usually i'm at least it from my opinion it's a little complicated with the action items which remain on the consent agenda and then we will come back and vote on the items to be heard separately we want item 16 voted on separately or part of the consent agenda as part of the consent agenda thank you located at 7 70 87 north 45th avenue ordinance number o 21-07 an ordinance of the council of the city of glendale maricopa county thank you for that introduction and it is a pleasure to be here this evening to offer my services to your community and i'm will take you through this request general plan amendment as was stated by the clerk the representative for palm air investments is here if you want to hear anything from them as as we move forward here the site is 1.77 acres this is just a map that shows you the vicinity it's on the southeastern part of the city it is a area that has been in need of housing for some time the general plan and this is a little harder to see this and will be tied to this piece for a development of approximately 92 units this is just an area from the storage of rvs it is one of those things that most communities need but i think in this particular area the housing will be much more valuable to the community this is a site plan that joins the two sites together the west side is what's under consideration and figments along palm air obviously the site that is under design review has not been fully improved but this will make for a much more pleasant street in all of the landscaping that's shown there this is 45th street looking south that access point that is shown there will be removed and the access point will be removed further to the south again here are some more of the open land areas and hopefully this triggers more housing opportunities in the area again the automobile display probably isn't your traditional look it seemed to be when i looked at the site storage more than it is display for cars to be sold the public notice very important was sent out on october 1st 300 feet boundary and trying to solicit any comments from the community neighborhood meeting was held on the 15th and as you can see no one was there in interest hearing advertised and posted on december 17th the hearing notices were mailed out on the 18th there was one comment received the findings for this consistent with the general plan zoning and residential development standards we think they've taken this to the proper level they're not over developing the site they're within moderation of the densities that could be allowed what's really important here is this is infill development and you're going to be utilizing existing infrastructure that already exists this also will contribute to the varying housing types in the areas it feathers from south to north from this site of our five densities our four densities to single family not too far to the north so it should be a nice blend of housing over time and it also will further the public health the street improvements the safety the general welfare of that area should look so much better here in a very short time so what staff is recommending is taking the planning commission's recommendation which was unanimous and approving the general plan 20-09 as written and then approval of the zoning subject to substantial conformance to the project narrative a lot of information in there that we can hold the development too and that's not to be punitive that's to be try to work with them to make it the best project in the immediate area in the short term with that i will be happy to answer any questions vice mayor yes council member thank you welcome mr welcome aboard mr record um thank you i didn't hear other i'll be happy to repeat the question if you need just okay no need mr vice mayor and council for the record bill allison with you morris 25 25 he starts in a bit more circle i'm not exactly i'm trying to figure out exactly how this is positioned there on between palmer and 44th avenue but palmer gets very narrow as it gets close to 40. am i in the wrong spot looking at that no you're in the correct in the right spot that part of it is imperceptible because i've driven it a couple times and you once the curb and gutter is put in then i think they're sufficient you don't want that street to be too wide for the simple fact it becomes a potential raceway for cars to streak up and down the street so we believe that they will be meeting all the city standards there and if any of those issues become a problem then there are other mechanisms i thought we had had residents come and complain about the danger of the street in its present condition to us because it does narrow their um with traffic and there's only sidewalk on the one side nine please yes vice mayor i move we pass an adopt resolution number r21-09 second i have a motion by council member clark ordinance number oh 21 007 vice mayor i'll make a motion on cabaret cobalt council member al dahman aye council member clark aye council member malinor aye council member tom and shaw aye council member turner aye chair votes i'm motion carries located 315 west of the northwest corner of ballpark boulevard and camelback road and directing the city of certified copy of the ordinance and the accompanying easement resolution number r 21-10 all about protecting the city of glendale for many complaints associated with three things airport or aircraft in the airport and right across the street from camelback ranch so knowing the proximity of the uh to the airport and camelback ranch the developer volunteered from complaining about aircraft noise flying over their their homes it also there's the second item with camelback ranch or the airport that impact those 194 homes we're protected with these easements with that i'd be happy to answer any questions ordinance have 21-08 motion by councilmember turner i move we pass and adopt ordinance 21-09 and wave reading beyond the title second motion please happily i move we pass it and adopt resolution 21 four first amendment to the development agreement with 59 butler land llc vice mayor to facilitate the development of much needed housing units on the southwest corner of 59th avenue would require 59 butler land to obtain their first certificate of occupancy by the end of this year and the final certificate of occupancy for the entire development by december 31st of 2024 vice mayor councilmember thank you vice mayor a motion to approve item number 24 first amendment to the development agreement with 59 butler land llc try to move this forward it's been as you recall a remainder of a 1970s era townhouse development that only that area of a nuisance an attractive nuisance to fragrance in the area he's uh moved it forward as far as getting hud grants remember clark hi council councilmember malnour aye councilmember thomas i aye councilmember turner hi jared votes i'm motion carries prepending stationary i'm going to walk you through the salient points of this agreement the property that we're speaking about is located generally at the southeast corner of northern parkway in loop 303 it is group pre-annexation development agreement which was a group put together by landowners to try and resolve the water and when the property would be annexed in the city but noting that the property owner is not obligated to annex in and the city is not obligated to act prior to this opportunity for development for the nation noting that what the agreement provides is that the city will terminate the pre-annexation in consideration for this the nation is agreed to within 10 days of supporting a resolution which is the next item which is set forth as well we'll go through that as you know we have development occurring in the area the on-site infrastructure will be the responsibility of the nation as would all public sanction that in attendance at the meeting tonight are members from the nation and with that i'm available for any questions thank you mr bailey council members any questions domin i just want to make a comment uh vice mayor yes i want to first of all welcome chairman norris to glendale again sir thank you so much for being a great deal since learning about the proposal and regretfully i will be voting nay and council member malnour mayor i'd like to explain my vote okay and with that i vote uh yes thank you councilmember tom chav thank you vice adjacent to our jurisdiction and i am excited about the opportunities that it will attract to that area agreement mayor and council this item is uh in concert with the previous item uh directing star 21-11 a promotion as a motion by councilmember o'donnell second by councilmember thomas for approval council member thank you i move that we hold a special budget workshop any opposed motion carries councilmember and suggestions we
