AS AN AREA RESIDENT I VALUE AND APPRECIATE THE PARKS IN THE AREA AND WOULD LIKE TO KEEP THEM ACTIVE FOR USE. I AM HERE REGARDING THE PROPOSED LANDSCAPE PLAN AND FUNDING AMENDMENT KNOWN AS LCLIP WHICH WERE DEVELOPED THROUGH A COLLABORATIVE PROCESS WITH A TASK FORCE AS WELL AS MULTIPLE PUBLIC COMMUNITY MEETINGS. WE APPRECIATED AN OPPORTUNITY TO WORK IN PARTNERSHIP WITH SPR AND THEIR LEADERSHIP WAS INVALUABLE AS WE NAVIGATE THIS PROCESS AND IT HAS GOTTEN TO US TO THIS POINT TODAY WHICH WE APPRECIATE AND WE LOOK FORWARD TO THE COLLABORATION WITH THE USE OF THESE FUNDS. 2.7 MILLION FOR THE PROJECTS WILL GO A LONG WAY FOR MUCH-NEEDED IMPROVEMENTS INCLUDING DENNY, LAKE UNION AND CASCADE AND SET THE STAGE TO CONTINUE ENGAGING WITH YOUR LOCAL NEIGHBORS AND THE OPPORTUNITY TO LEVERAGE THE FUNDS THROUGH ACTIVATION AND FUNDRAISING EFFORTS GOING FORWARD. TO UTILIZE -- THERE IS A CONDENSED VERSION OF LAST WEEK'S PRESENTATION SO I WILL BUST THROUGH THIS QUICKLY. TO UTILIZE THIS PROGRAM THE CITY HAD TO CONSIDER A LOCAL INFRASTRUCTURE AREA, LIPA AND IN TURN FUND LOCAL INFRASTRUCTURE PROJECTS THROUGH A DEVELOPMENT RIGHTS PROGRAM ESTABLISHED BETWEEN KING COUNTY AND THE CITY OF SEATTLE WITH AN INTERLOCAL AGREEMENT IN 2013. THIS IS A FULLY VOLUNTARY PROGRAM BOTH FOR PROPERTY PURCHASERS AND SELLERS ESTABLISHED IN 2013. THERE IS A LIST OF PROJECTS THAT HAVE NOW BEEN COMPLETED, EXCEPT FOR ONE. AND THE FUNDING FOR THIS PROGRAM HAS ALREADY BEEN INCORPORATED INTO SPR'S LINE OF BUSINESS FOR THE NEXT FIVE YEARS. SO TODAY, THE RESOLUTION THAT NEEDS TO BE AMENDED RELATES TO THE INTERLOCAL AGREEMENT. AN ATTACHMENT OF THE AGREEMENT IS A LIST OF PROPOSED OPEN-SPACE INVESTMENTS THAT WILL BE COMPLETED WITH REVENUE FROM THE PROGRAM. SINCE 2013 AS MENTIONED, SPR HAS COMPLETED ALL THE ORIGINAL LIST OF PROJECTS EXCEPT FOR ONE AND WE NEED TO AMEND THE LEGISLATION TO ALLOW FOR THESE NEW PROJECTS. THE NEW PROJECT LIST IS INFORMED BY RIGOROUS COMMUNITY ENGAGEMENT OVER THE PAST FIVE YEARS. SPR KNEW AND ANTICIPATED THAT THIS FUNDING WOULD BE COMING TO US. AND WE WORKED WITH OUR COMMUNITY PARTNERS TO IDENTIFY THE PROJECT THAT MEETS THE RCW REQUIREMENTS OF PUBLIC IMPROVEMENTS WHILE ALSO ALLOWING TO MEET COMMUNITY NEEDS AND DESIRES IN THE PARKS. THE TIMING IS ORGANIZED BY PROJECT READINESS. THE FIRST HALF, 2025 THROUGH 2030, THESE ARE PROJECTS WHO HAVE ALREADY COMPLETED DESIGN AND ARE SHOVEL READY OR ARE UNDER CONSTRUCTION LIKE THE CARBON CENTER. THE SECOND HALF, 2030 TO 2035, THOSE PROJECTS STILL NEED ADDITIONAL COMMUNITY ENGAGEMENT AND WE WILL FOCUS ON THAT WHILE THE SHOVEL-READY PROJECTS ARE GOING IN THE GROUND. WITH THAT, I WILL BACK UP ONE MORE THING. THE LAST FIVE YEARS OF THE PROGRAM, THE FUNDING WILL RETURN BACK TO SDOT TO CONTINUE THE WORK THEY HAVE BEEN DOING FOR THE PAST 10 YEARS THE FUNDING FOR THE 10 YEARS. AND THIS IS THE LAST REMAINING PARCEL ON THE PIPELINE TO BE SOLD. THIS IS THE LINE IN RED. TH E MAP IS THE FORMER LAKE YOUNGS AQUEDUCT THAT WAS NEVER BUILT. WE HAVE PROPERTY RIGHTS THROUGH HERE AND THIS YELLOW IS WHERE THE REMAINING PARCEL THAT WE ARE SELLING AND THE BLUE LINES COMES OUT OF THE CEDAR FALLS WATERSHED AND THE DAM AND LAKE YOUNGS. THEY DID AN ASSESSMENT AND LOOKED AT THE PAST FLOODING AND MADE A DETERMINATION THAT THEY NEEDED TO INSTALL NEW INFRASTRUCTURE ON THIS PRIVATE PROPERTY. WE APPROACHED THE PROPERTY OWNER WHO WAS REPRESENTED BY COUNSEL. WE OBTAINED AN APPRAISAL AND NEGOTIATED TERMS ANDED AGREED ON A FAIR MARKET VALUE FOR THE PURCHASE OF THIS EASEMENT AND THE TRANSACTION DETAILS, WE PAID $20,000 APPRAISED VALUE FOR THE PROPERTY RIGHTS THAT WILL ENABLE US TO SIGNIFICANTLY REDUCE OUR RISK AND LIABILITY AND IT IS EROSION IS CONTINUING AND WE HAVE HAD MANY COMPLAINTS IN THE NEIGHBORHOOD.
